As is readily apparent, the reliability of the early-stage costs estimated for any mining project are critical to the viability of that project. An estimate too high might leave a potentially profitable deposit undeveloped or worse yet, available to a competitor. One too low might waste investment dollars in a project not yet economically ripe. There are two aspects critical to any estimate: 1. The cost data used to represent the values of the wages, salaries, supplies, and equipment. 2. The design used to determine the engineering parameters upon which the above estimated values are based. Given that all of the information contained in Mining Cost Service is provided by suppliers, equipment manufacturers and mine operators, one wonders why there is any question as to the reliability of cost estimates developed using this information. Given that it is all actual (as opposed to statistically derived) data, where do the problems with estimate reliability lie and what is the impact of the data on that reliability? The following presents a series of analyses designed to assess the reliability of the cost estimating process. Both the actual cost data and the engineering parameters upon which they are based are examined in an attempt to quantify and understand the importance of each. While several sources of cost information are available (Means, Richardson, Primedia?s Equipment Watch, and individual suppliers and manufacturers), the following rely solely on data contained in InfoMine USA, Inc?s, Mining Cost Service and in its Sherpa Mine Cost Estimating Software.

The properties of some heavy liquids which can be used in sink-float separations are discussed with major emphasis being given to the halogenated hydrocarbons. Data are presented on density, viscosity, thermal characteristics and the effects of moisture and temperature on the corrosiveness of the liquids towards various materials of construction. The toxicity of these materials, the hazards involved in handling them, and the procedures for handling them safely are also discussed. True liquids have certain advantages over colloidal suspensions for sink-float separation of minerals which makes their use especially advantageous when close separations, fine particle sizes or water-soluble minerals are to be treated. For best separating results, the medium should have an easily controlled, uniform, stable density. Here, true liquids have the advantages of allowing closer control of density and of not requiring agitation to maintain a uniform den- sity in the equipment. Low viscosities are desired in a separating liquid so that rapid separations of fine material can be made. Many liquids have lower viscosities than the colloidal suspensions at operating gravities of 1.4 to 5.0. For economic reasons and to prevent contamination of the product, the separating medium must be easily and completely removed from the ore. Normally, true liquids must be more completely removed than the cheaper suspensions and thus cause more problems in this area. The fact that the medium should not react with the minerals, air, water or the common materials of construction limits the choice of liquids which can be used, but many are available which are sufficiently stable. A more serious objection to the use of true liquids is that many of them present a toxic hazard to operating personnel and users of the product. Most true liquids are toxic to some extent, but modem knowledge of toxicity allows us to recognize the hazards inherent in handling them and enables us to design around them. Three types of true liquids are available for this use: 1) Halogenated hydrocarbons cover the gravity range from 1.2 to 3.3. They are generally more volatile and less viscous than the other liquids.

A multistoreyed residential complex was at the penultimate stage of construction by ONGC at Nazira, Assam. The site was situated at high earthquake zone. The subsoil was very weak and contained soft to medium clay with water table almost at the ground level. The bearing capacity of soil was quite poor particularly with predicted settlement beyond permissible limit. In this situation, the conventional shallow and deep foundations were found uneconomical and ground improvement with granular piles was considered as the viable solution. ONGC approached the Central Building Research Institute with the request to design granular piles along with R.C.C. foundation and other suitable cost effective measures. CBRI collected relevant geotechnical informations and supplimented the data by conducting field tests at site and laboratory tests at Roorkee. Rational design of 30 cm dia. and 5.00 meter deep granular piles were suggested with isolated and combined RCC footings over the reinforced soil. In addition to several structural and geotechnical advantages, the granular pile foundation provided considerable economy in the cost of construction. The paper presents the salient geotechnical and structural informations of the challenging project and provides the design details of the innovative granular pile-system. It also furnishes the design approach of the RC footings and other elements of the foundation.

Potential air emission impacts to federal Class I areas from distant sources are receiving increasing scrutiny by federal land managers (FLMs). This paper provides summary results of the impact analyses conducted for FLMs and PSD permitting of a proposed expansion for a taconite processing facility. Results from air quality increment, acid deposition, mercury deposition, and visibility analyses for Class I areas located 50 to 162 km from the facility showed the project would meet the respective regulatory and guideline values for the specific analyses. During the course of the air quality analyses, potential new requirements from the FLMs’ Air Quality Related Values Workgroup (FLAG) efforts and USEPA’s Regional Haze Program were brought into the PSD discussions. The implications for these future guidelines and regulations as they may affect future expansions at other mineral processing facilities are also discussed.

Part 2 presents short abstracts of the publications issued during this period in the Bureau series and in other media. Part 3 describes a short study on the shock initiation of hydrogen peroxide not destined for publication elsewhere. The purpose of this paper is to highlight the environmental benefits of properly managing slurry waste as it is generated on site. The following projects will be used to illustrate the importance of proper onsite waste management. Project: Jet Grout Backflow Dewatering The goal was to dewater the backflow directly onsite to produce a dry, solid waste and reusable water. The backflow spoil was pumped directly to the dewatering system as it was generated. Utilizing mechanical separation equipment and flocculation polymer the waste volume was reduced by 44%. Due to the site footprint and high volumes, slurry waste removal and onsite processing were the only two feasible options. Onsite dewatering proved to be the environmentally beneficial option as it eliminated the need for slurry waste hauling and disposal. The benefits of utilizing a dewatering system are listed below: Project: Soil Mixing Spoil Recycling for Slurry Wall Construction In this application the spoils generated contain bentonite mud, cement mixture and organic ground soils. The goal of this project was to process the backflow mixture to recover reusable bentonite mud and separate the soil as a dry, stackable waste product. The treatment system replaced the traditional method of vacuum truck extraction and facility disposal. The environmental benefits of properly handling the backflow is a decrease in fresh water usage, bentonite additive reduction, and the reduction of CO2 emissions. The paper will consist of a project scope, technical equipment and process description, environmental impact reduction calculations and lessons learned for each project.

The requirement of the residue for underground filling.Originally the conditions in this district varied mainly in the position of the mill, some mills having an elevated site with plenty of dumping space for the time being, whilst others had a flat site, and very little dumping space near at hand; but in most cases the residue discharged was in the form of filter-press cakes, suitable for conveying on belts, or in trucks, and stacking in a high clump; and, while a portion of the residue was used for underground filling, the dump was regarded as a valuable asset, to be re-treated later. Under these conditions, conveyor belts, electric trams, aerial trams, and hose trucks, all gave satisfactory results, and the following figures, taken from "'West Australian Metallurgical Practice," will show how these methods compared as regards costs...

This Bureau of Mines report summarizes the results of a study of mine inspection records covering 2,200 mining installations over a 3-year period ending December 1974. Tables show the relative frequency of violations of certain provisions of the Coal Mine Health and Safety Act of 1969 in particular areas of concern, such as circuit breakers, grounding, and permissibility. Examples of past use of the data and analyses are presented.

An empirical equation for the prediction of the viscosity of several pure paraffin hydrocarbons and nitrogen is presented. It involves temperature, pressure and six constants of the material, and it applies reliably to both liquids and gases. The equation is similar in form to van der Waal's equation of state. For the paraffin hydrocarbons methane through r-hexane and nitrogen, an average absolute deviation of 1.9 percent was obtained on 1,006 data points described in the literature by 14 authors. When this equation is extended to complex, liquid hydrocarbon mixtures, a correlation was obtained with an average absolute deviation of 9.9 percent. INTRODUCTION Equations describing the flow of gas and liquid through porous media contain the viscosity coefficient of the fluid. If other pertinent variables remain constant, the volume rate of flow is inversely proportional to this coefficient. In dealing with condensate fluids and volatile oils, however, the compositional effects resulting from changing pressure materially affect the viscosity. The effect of compositional changes also may be significant in certain secondary recovery or pressure maintenance processes, notably miscible displacement or gas injection. Early attempts to describe the performance of reservoirs utilized a volumetric material balance method wherein gas and liquid in the reservoir were identified as produced gas and liquid at the surface. This method of analysis proved adequate for reservoirs at moderate temperature and pressure that contained gas with moderately low amounts of condensable materials. The volumetric material balance procedures for "black oil" reservoirs leave much to be desired when applied to condensate and volatile oil reservoirs because phase behavior and compositional changes are relatively more important in these cases. The alternative is a compositional material balance, which in turn, requires a correlation of properties of the reservoir fluid with composition. This paper supplies this correlation in regard to viscosity, for reservoir crude oils. REVIEW OF LITERATURE The literature contains many empirical equations describing the effects of composition, temperature and pressure on the viscosities of pure liquids and binary liquid mixtures. However, the applicability of a majority of these equations is limited to very low pressures and to a small number of systems. Most of them, when applied to complex hydrocarbon systems, are of little value. The lack of utility of the majority of equations results from the fact that they were developed to show the separate effect of temperature, pressure or composition on viscosity, but not to predict the viscosity as a function of all three variables. And with the few exceptions noted below, they were developed to apply to much simpler systems than hydrocarbon mixtures. Eakin1 developed an equation for the viscosity of pure light hydrocarbons applicable in the gas, liquid and dense fluid regions, and in its most general form is written as µ - µo =A(ebP - e-cpk) The pure component viscosity at atmospheric pressure and temperature T, µo, was calculated using the Sutherland equation: µo = BT3/2/T + S The constants in Eakin's equation permitted the term e-CPk to become quite small at high densities (above 0.215 gm/cc), and the general equation would simplify to

Augered, cast-in-place (ACIP) piles have been utilized in the United States for a wide range of projects since the 1950's. Due to the cast-in-place nature of the installation method (and lack of a driving criteria); however, ACIP piles have not been readily accepted by some practicing geotechnical and structural engineers. Since ACIP piles were initially developed, the installation equipment and techniques have been improved and refined and the number of experienced contractors has significantly increased. Over the past 10 to 15 years, the pile type has experienced significant growth in the United States (particularly in Florida) because engineers have become more knowledgeable and comfortable with its use. The Miami area, in particular, has experienced considerable growth in the utilization of ACIP piles primarily due to their usage on the $1 billion Miami Metrorail System project in the early 1980s. The economic advantages over other deep foundation types, coupled with some unique installation advantages, have shown that ACIP piles can be a viable foundation alternative on many projects. Even though ACIP piles have gained respect in the private sector, the pile type has generally not been readily accepted by government transportation agencies. The reluctance to readily accept this foundation type stems primarily from the quality assurance aspect of cast-in-place pile construction. Additionally, there has not been much research activity on this foundation type, technical papers, formal associations (other than the DFI), or a concerted effort to standardize the industry. This paper serves to discuss the state of practice for ACIP pile installation in the state of Florida.

"Preg-robbing has been known for many years, where increased losses are suffered because dissolved gold is removed from solution by adsorption onto carbonaceous matter. In direct cyanidation circuits it is reasonable to conclude that the preg-robbed gold is either in a gold cyanide [Au(CN) - 2, AuCN] or metallic [Au°] form. However, in circuits with a pre-oxidation step possibilities increase and multiply even further because of water recycle streams containing apparent and not-so-apparent gold ligands. It is in these circuits where speciation of sorbed gold, i.e. the identification of the gold compound, is useful. The importance arises from the fact that proper identification of the sorbed gold species can be used to determine how, when, where and why gold was removed from solution, thereby identifying the exact cause of the problem and providing clues as to how it may be rectified.INTRODUCTIONTo the best of our knowledge, this is the first attempt ever to speciate gold preg-robbed by carbonaceous matter using a surface sensitive microbeam technique. This approach enables the direct determination of gold species sorbed on carbonaceous particulates, opening an entirely new field in the understanding of the chemistry of gold sorption on carbon. The reasoning behind this effort was to add to the current knowledge of the detrimental effect chloride ions have on gold recovery by the pressure oxidation and in particular why in the ensuing CIL step, gold is not being desorbed from the surface of the carbonaceous particles (Table 1)."

In the past two decades, high horizontal stress has been attributed to many ground control failures. Most believe that entries parallel to the high horizontal stress is most stable and least stable when perpendicular to it. Entry stability decreases when the angle between entry and horizontal stress increases. The concept of 2-D stress shadow has been proposed for selection of proper panel orientation, often with mixed results. In this paper 3-D finite element modeling was used to analyze the stress distribution at the headgate of a longwall panel subject to high horizontal stress at various angles. It was found that the directions of induced principal stresses at the longwall face and headgate are independent of the panel orientation. The induced principal stresses concentrate or relief at headgate based on the panel orientation with respect to the directions of the induced principal stresses. Accordingly, only 3-D modeling can fully account for the effects of high horizontal stress on panel orientation. The paper illustrates in details the changes in orientation and magnitude of all three principal stresses around the longwall face and T-junction area as panel orientation changes.

For many years, CMI NESA has gained considerable experience in the field of alternative thermal processing processes by which useful by products result in addition to the destruction of the raw wastes. The CMI NESA pyrolysis process has been extensively applied to a wide range of sewage, industrial sludge and residues. This paper describes in details the development works carried out at the pilot stage as well as the key parameters of the process. Some of the industrial realisations are briefly described, the most recent one being the erection of a sludge pyrolyser on predried sludge at 90% dryness of a capacity of 100 tons of dry matter per day for the Valenton plant of the SIAAP (city of Paris).

The stability of a raise bore is often assessed using the rock mass classification system published by McCracken and Stacey as a modification of the Q system. Often the assessment is done using a spreadsheet to manipulate geotechnical log(s) of boreholes. This paper discusses the inherent difficulties with this approach. Recent work by others to provide guidelines to the classification system is discussed. A recent example of the design and raise bore performance at Macraes Gold Mine, New Zealand is presented. A key issue is that a visual assessment of the drill core and/or core photographs is necessary to æground-truthÆ the classification.

The Hemlo Gold District, located on the north shore of Lake Superior, was discovered in 1981 and will become one of the largest gold mining camps in Canada. Three major Canadian mining companies are presently developing large orebodies and are scheduled to commence production at various times through 1985 and 1986. This paper describes the types of shaft sinking equipment and technology being used by contractors in constructing the required shafts to depths below 1000 metres. The principal shaft design criteria, types of shaft sinking machinery and relevant manpower allocations are discussed.

"The Lady Loretta lead-zinc deposit in Northwest Queensland, Australia contains an average of 5.9% lead, 17.1% zinc and 97 g/t silver. Ore mineralization is mostly comprised of fairly complex intergrowths of pyrite, sphalerite and galena. Starting in 1998, Noranda Inc., the major joint venture partner of the project, conducted extensive metallurgical test work, which culminated in July - August 2000 in a series of Pilot Plant tests. A common thread to all the metallurgical work has been the deportment of a large portion of silver into non-payable metallurgical products. Average silver distribution from four Pilot Plants shows a distribution of silver in lead concentrate of 28%, whereas silver in zinc concentrate was 49%, and 23% in the final tails.The consistently poor silver recovery as well as the fairly unusual silver distribution, particularly in zinc concentrate, was considered an issue to be thoroughly investigated. A mineralogical plan was devised to determine if these particular metallurgical results were somewhat related to the nature and mode of occurrence of silver carriers. Work was performed to determine discrete silver-bearing minerals and/or silver contained in solid solution in a suite of commonly occurring sulphides. Ore microscopy, SEM methods, Electron Microprobe and Ion Microprobe analyses were all used to answer these questions, and to find the silver carriers, so a metallurgical plan could be devised to improve silver recovery.INTRODUCTIONPotential economic exploitation of the Lady Loretta deposit in Queensland, Australia is driven by revenue derived from zinc and lead flotation concentrates and co-product silver recovery in lead. My selection of the Australian coal industry as the theme of this Presidential Address arose from the fact that it is one of our most important mineral industries. The industry is presently prospering.M.ore coal, mostly of better quality (except for certarn power-house types), is being produced more cheaply in terms of real money than at any time in the past, and exports overseas are currently at a highlevel.In. spite of this, concern has been expressed in certam quarters about the future of some phases of the industry; for example, there has been some public comment on the selling price of our coking coal to Japan, the possible over-export of our coking coals from New South Wales, the introduction of foreign capital to develop large-scale mining ventures in Queensland, and the proposed export of substantial quantities of coking coal from the same State.Furthermore, proposals for the introduction of atomic power plants into several States well endowed with reserves of coal have given rise to comment, and recently the Department of National Development(1968) warned that insufficient attention is being paid to "orderly development and careful husbanding of the nation's coal.To reach a balanced judgment on whether these views are well founded it is essential to make a broad survey of the present position of the coal industry in the Australian economy. I therefore propose to deal briefly with several aspects, and to comment, in particular, on the important subjects of exploration and research in progress at present on Australian coals.Detailed descriptions of the Australian coalfields are to be found in existing technical publications (e.g.. Disposable-tip emf cells at present used in liquid steel can be used to measure the state of oxidation of high-iron slags produced in non-ferrous smelting. This provides a new tool for the control and evaluation of pyrometallurgical operations.An investigation of oxygen potential variations throughout a typical nickel smelter using the flash smelting technique gave a valuable insight into the process. Correlations of oxygen potential with ferric to ferrous oxide ratio and nickel content in slag were in reasonable accord with equilibrium data in the literature indicating that the probes may be used both as a plant investigation tool and possibly as a means of obtaining thermodynamic data for slags.

A new instrumented cable bolt has been developed by the National Institute for Occupational Safety and Health at the Spokane Research Laboratory in Spokane, WA. Although various instruments are available to measure load distribution and magnitude along a grouted cable, this instrument is innovative in that it uses strain gauges internal to the cable as load-measuring sensors. The instrument has been successfully tested in the field at FMC?s Granger Mine, Meikle Mine, and Getchell Mine. A ?split-pipe? laboratory pull test was performed on each of three cable bolts instrumented with the new device. Each test consisted of grouting a 1.83-m-long cable in two 0.91-m-long sections of schedule 80 pipe. A numerical analysis was then performed in which laboratory boundary conditions were simulated and model properties derived from textbook guidelines. The loads calculated by the model were then compared to the measured loads.

Block caving is an underground mining method for the profitable extraction of massive, low-grade orebodies. Lately, it has become the mining method of choice, for many mining companies, because of depleted high-grade orebodies, and declining metal market prices. Block cave mining, however, still faces several challenges. Lack of access to the cave remains a major issue in understanding the rockmass response to mining for method optimisation. Improving our understanding of the rockmass response to caving will lead to safer and more productive operations. Combining large datasets from multiple sources with virtual reality scientific visualisation (VRSV) is a viable alternative to understanding complex cave behaviour without access to the cave. This is achieved using immersive environments with the ability to view complex multi-dimensional data (beyond 3D) graphically. VRSV offers a unique platform where it becomes possible to immerse the multi-disciplinary experts, and/or management team, in a virtual mine environment for quick decision making and fast resolution to conflicting conclusions. The underground mining system is complex due to multiple interrelating factors such as geology, excavation geometries, stress and time. Block caving is even more complex than most underground mining methods due to the network of tunnels required, and the use of induced stress, among others. As a consequence of the complexity in the block caving environment, it is vital that the mining system is analysed holistically, as a system, rather than optimizing individual factors one at a time. This paper presents a customised software module developed for use in the Advanced Visualisation Interactive Environment (AVIE) at The University of New South Wales (UNSW), Australia, to enable VRSV investigation into block cave mining systems (BCMS). This approach has the potential to provide a better understanding of the effect of time in in rock engineering, which has proven to be an important factor in hard rock mines (Ma & Daemen, 2006; Malan et al., 1997; Suorineni, 2010) but never validated. This work back analyses the early undercutting phase of a case study block caving operation with the view to understanding time/sequence effects. There is evidence that heterogeneous rockmass time-dependent behaviour governs the seismic response of the rockmass following undercut developments.
