THE world's largest known oil deposit lies in northern Alberta. In fact, according to government estimates, the famous so-called 'tar sands' of the Athabaska region contain several times as much oil as all the other proved reserves of the world. S. C. Ells, of the Department of Mines and Resources, who has been the Dominion Government's authority on the oil sands since 1913, has estimated the minimum content of the deposits at 100 billion barrels(!). C. P. Bowie, of the U.S. Bureau of Mines, has published an estimate of 250 billion barrels(2). ?In comparison, the latest authoritative estimate of the proved oil-field reserves of the world is less than 35 billion barrels(3). Out of this tremendous total, perhaps 500 million barrels are commercially available at present-day costs and prices; the remainder must be considered a latent reserve to be used when development costs are materially lower and petroleum prices materially higher than they now are. Mean-while, the 500-million-barrel portion presently available contains more oil than has been found in all the rest of Canada, and constitutes one of Canada's great mineral resources. Although these deposits have been known to white men since 1788, when Peter Pond, the explorer, found the Indians stewing the oil out of the sand and mixing it with spruce pitch to caulk their canoes, they are only now coming into commercial production. The purpose of the present paper is to describe the deposits, their oil content, their present development, and the possibilities that seem to lie immediately ahead. For the sake of completeness and clarity, the writer has not hesitated to use or to paraphrase material that he has previously published elsewhere in discussing various aspects of the oil sands.

Several universities and colleges in Australia, Canada and the United States, recognized the need to establish or reorganize geoscience programs at the vocational and two-year technical levels. To accomplish this, a cooperative study with industry in one state or province from each country was initiated. These include Tasmania in Australia, British Columbia in Canada and Alaska in the United States. The objective of this work was to develop a diversified geoscience educational model at the two-year technical, vocational and continuing education level that provides the source from which any nation can draw the proper educational tools to create a new geoscience program, modernize an existing program or strengthen a weak program. More than 100 mineral industry organizations provided information regarding their specific training needs for support personnel. The data gathered have been used to identify training areas for semi-skilled, skilled and technical personnel in geochemical mineral exploration. These included geological, geochemical, environmental and computer skills. With the areas of major educational need defined for geochemical exploration, an educational field skills model was developed for the three levels of training. The international need for a study of this type was recognized as early as 1980, following numerous contacts from domestic and foreign geoscience educators regarding the structure and success of training within the University of Alaska Fairbanks Mining Extension program, located in Fairbanks. Contacts, correspondence and visits included educators from Australia, Brazil, Canada, Mozambique and the conterminous United States. The need was magnified between 1985 and 1989 at the University of Alaska Fairbanks, when an attempt failed at initiating and developing a two-year geoscience vocational-technology program leading to an Associate of Science degree.

WHEN "Chief" Buehler in mid-September set out on his official 10,000 mile swing-around-the-circle visiting Local Sections he decided not to tell his audiences how to organize and operate a state geological survey. As the director for 28 years, of the Missouri Bureau of Geology and Mines (which, he concedes, is the best in existence) lie could have done this to good advantage; but he preferred to discuss affairs of the Institute. In 25 speeches made to member and student groups, he dwelt on sonic or all of the following phases of activities. He stressed the vital importance of the Local Sections in providing the opportunity for members to associate under pleasant auspices with others in their profession. The benefits of Institute membership he classified as tangible and intangible. Of the two lie felt that the latter were more important. A man's progress in his profession depends in large measure upon a broad acquaintance and friendship with others. The Institute is incomparably the best medium for meeting fellow engineers. The primary, function of the new enlarged Membership Committee is to obtain a comprehensive list of engineers eligible to be members, always hearing in mind that the standards of membership must not be lowered in any degree. These men are to be invited by individual letter to apply for membership. Whether they become members or not is of less importance; but it is vital that no qualified man should be outside the fold for the reason that membership had never been suggested to him. Dr. Buehler emphasized repeatedly his feeling that the younger man that had never had Institute membership brought specifically to his attention had been cheated:

The latest in mining technology and equipment will be show-cased this month at MINExpo International 2004. The event, billed as the world’s largest mining equipment exhibition, is set for Sept. 27-30at the Las Vegas Convention Center. MINExpo, sponsored by the National Mining Association (NMA), is held every four years in Las Vegas, NV. This year’s event is expected to attract more than 40,000 mining industry professionals and executives from around the world. And several key members of the U.S. Congress and other senior government officials are expected to attend. In addition, senior industry and government officials from Asia, Europe, Australia, Africa and South America will be on hand.

"Placer Dome (CLA) operates the 90-year-old Dome Mine, in South Porcupine, Ontario.The milling operation currently processes 5 million tons of ore per year, from both the underground and Open pit mining operations, producing 320 000 ounces. The milling process is conventional crushing and grinding, with gold recovery by gravity followed by leach/CIP.Cyanide tailings are impounded in a large (325 ha) tailings area where cyanide is allowed to degrade naturally. Effluent is discharged seasonally during the summer and early fall months to maintain site water balance. Pond water is reclaimed for sole use within the mill process.In 1995, an Effluent Treatment Plant (ETP) was constructed for the purpose of removing dissolved metals and suspended solids. In 1997, an INCO S02/Air cyanide destruction module was added.During this time period, the treated effluent often failed toxicity tests required by the Ontario MISA Regulation, even though effluent chemical parameters were below permit limits. Two studies identified ammonia as the toxicant to Rainbow Trout, and free copper as the toxicant to Daphnia magna.From a literature study, and contacts within the Ontario Mining Association, the use of chelation as a final end of pipe treatment step to render any remaining free copper and metal fractions biologically unavailable was considered. Lab and plant scale tests followed.During the 1999 ETP operating season, the addition of the chelant EDTA (ethylene-diamine-tetraacetic-acid) commenced. To date discharged effluent has passed all toxicity tests.The paper will review the effluent treatment history, current effluent treatment plant operation, and detail the use of EDTA for successful toxicity control.History of Tailings Deposition, and Effluent Treatment From 1910 to 1995Over it’s ninety years of operation, the Dome Mine milling circuit has changed from the original 1910 stamp-mill mercury plant, to today’s modem 14 000 ton per day automated gravity and Carbon in Pulp based plant.By the 19803, a modern mill was operating on mainly underground mined ore. The plant was operating at some 3 800 tons per day, using fairly conventional processing routes.The number 4 tailings dam was being used for tailing’s deposition.All effluent treatment was by natural degradation of cyanide. Discharge was from decanting type structures during the summer months only, maximizing the use of natural degradation no tailings effluent was recycled for Mill use."

MANY members of the Institute, who participated in the visit made, during the Bethlehem meeting of February, 1906, to the shops of the Ingersoll-Rand Company, at Phillipsburg, N. J., inspected with interest the new Electric-Air drill, which the company had set up for the purpose of showing it in actual operation to American. mining engineers. At the request of the Secretary of the Institute, I promised at that time to prepare a paper for our Transactions, describing the construction and advantages of the machine. But such a paper would then necessarily have contained much that was only expected or claimed by the designers and manufacturers of the drill, and not yet incontrovertibly proved by varied and long-continued practice. However moderate such statements might have been, they would have given inevitably to the paper, to some extent at least, the air of a prospectus, rather than of a technical contribution. I therefore decided, with the Secretary's approval, to postpone the writing of the promised paper until it could set forth the results of adequate actual practice, as well as the latest details of construction, etc., based upon practical experience. That period has now arrived. The Electric-Air drill has been exhaustively tested in the field, under varied and arduous conditions and upon the hardest rocks. It is now fairly in the field; its merits and performances are matters of unimpeachable record, and its place among established competitors can be definitely determined. "The recent combination of Computational Fluid Dynamics (CFD) and Discrete Element Modeling (DEM) can provide considerable insight into the performance of flotation cells. One area of interest from a fundamental equipment design perspective has been the influence of flotation cell size and the inflow rate on the metallurgical performance of the cell. One of the specific design objectives when increasing the size of flotation cells, or increasing the feed flow to the flotation cell, is to ensure that the feed stream flowing into the cell does not have an opportunity to bypass the mechanism.This paper describes the initial modeling efforts to quantify the inter-relationship of cell size, inflow rates, and feed and discharge box placement, on the retention time distribution of solids in the flotation cell, and the fraction of particles that bypass the mechanism on a size by size basis.INTRODUCTIONThe great majority of newly installed cells in mineral processing plants world-wide are of the cylindrical tank design and this tank shape offers a number of hydraulic advantages over the older style of square cells. Cylindrical cells give symmetrical flow patterns and by careful design of the mechanism and tank internals, the flow patterns generated can concentrate the more intense mixing in the lower portion of the cell to promote good solids suspension and particlebubble contact. Simultaneously, cylindrical tank design gives a more quiescent upper zone for particle-bubble transport into the froth zone. These symmetrical flow patterns are naturally disturbed in normal operation by the slurry inflow and outflow from the individual cells. The challenge for flotation cell designers is to determine the magnitude of these flow disturbances, and to assess whether or when the inflow and outflow rates have a sufficient impact on the hydraulic flow patterns so as to potentially affect the metallurgical performance of the flotation cell."

PLANS are now well advanced for the joint meeting of the Institute and over a dozen other engineering societies in Chicago during the week beginning June 26: Engineers' Week at A Century of Progress. All engineers planning to visit the Fair will find it to their advantage to be present at this time so far as the Chicago attractions are concerned, and Eastern members will also have the advantage of special transportation arrangements on June 24 and 25. The tentative program is given at the bottom of the next page. Monday morning, June 26, will be reserved for registration of members and guests and the Woman's Auxiliary at the Stevens Hotel, where special rooms will be provided. A luncheon will also be served there, and in the afternoon, a technical session on nonmetallics. Instead of having the big family dinner that evening at the Stevens, as at first proposed, the local committee has planned to have it at the Fair Grounds, where special facilities have been arranged. A meeting of the Board of Directors and a few invited guests will precede the dinner. All members and guests are likely to be interested in visiting the Museum of Science and Industry, so that will be the sole event on the program for Tuesday morning, June 27. The big attraction there at present is the model coal mine, the first operative coal mine ever built for exhibit purposes. It is based on the Deutsches Museum mine at Munich, but goes far beyond that in realism, and takes the visitor on an extended tour underground. It shows him in half an hour more types of modern mining machinery and coal geology than he would be likely to see in a week's underground study in the coal fields. The Institute members will be the first group to go through this mine.

This is the final article in a three-part series on microcomputers and application software in the mineral industry. The first article covered microcomputer terms and concepts. The second discussed exploration and mining software. This article will examine plant, administrative, and geotechnical software. Every effort has been made to be current in the latest software developments. Rapid change, however, is a fact of life in the computer world and any omission is inadvertent. Introduction Geotechnical disciplines have received considerable attention in software programming. Calculations are repetitive and the formulas needed to solve them are not extremely complicated. These programs are ideally suited to the microcomputer and the microcomputer is ideally suited to the consulting geologist or engineer, due to its low cost and reliability. In fact, the advent of the Apple (a registered trademark of Apple Computer Inc.) and, more recently, the IBM personal computer has caused an explosion of inexpensive software programs available to the microcomputing public. Another area that has benefited from computerization, although not in the same way, has been mineral beneficiation. Here, process control for start-up or phase-down operations has been used in newer plants for some time. Programs to perform various calculations are becoming more common as micros increase in number. Tappi Journal has a section with solutions to handheld-calculator and microcomputer problems. Process Modeling Most process modeling is still done only on mainframes. One such program is called ASPEN PLUS (a registered trademark of Aspen Technology), and a one-week course is recommended so the user can best use the program. This program is available through timesharing from University Computing Co. Programs to find an optimal solution using Linear Programming (LP) have been around for some time. Also, plant process simulation has been possible using simulation programs. Both simulation and LP are expensive to program and run. Although there are LP programs available for some micros, the user must be fairly knowledgeable about how to set up the problem. This is because each problem must be set up as a unique program that typically requires custom programming. There are some programs that can handle blending of mine crudes and examine economic parameters over the life of the mine. Plant Applications Areas relating to mine and plant applications with programs available for micros are maintenance, production reporting, inventory, accounting, and personnel scheduling. Maintenance Maintenance typically requires that certain jobs be performed in a particular sequence and parts be ordered with enough lead time for maintenance to take place on time. There is, therefore, a critical sequence of tasks that must be performed or the scheduled maintenance will not take place. Simcoa Operations is the only silicon smelter in the region and since the plant was commissioned in late-1989, has progressed from supplying silicon metal to the secondary aluminium market to the current position of supplying in excess of 90 per cent of its production to the high quality chemical and primary aluminium markets. This position has been achieved through the unique advantage which Simcoa has developed within the industry, namely raw materials, people and Simcoa's ability to adopt and use modern technology. A quality culture was instilled into the workforce prior to commissioning which ultimately led to AS3902 qualification in 1992. Simcoa has continued its quality drive through the formation of 'Simcoa's Quality Leadership Process' which is planned to make Simcoa the best silicon producer in the world.

Expert Online, as a software system, is aimed at providing plant operators in the minerals industry with effective training and on-the-job assistance. It incorporates a number of features to achieve this goal, of which the most important is its ability to explain the dynamics of the plant and control system in simple language, mimicking an informed plant expert who has online access to the inner workings of the plant and control system. This is made possible by a novel form of Artificial Intelligence, called the Interpreting Expert System. Previous implementations of the IES were only capable of explaining controller actions. Expert Online will extend this capability to also perform the more difficult task of explaining process behaviour. Expert Online will implement three main processes, namely the accumulation of data from the controllers and plant models, the interpretation, processing and filtering of that data and lastly communicating the relevant information to the user, both as written messages and in other audio-visual forms. Although Expert Online is aimed at the operator, other plant personnel, like supervisors and plant managers, will also benefit from it. This paper focuses on the structural and functional design of Expert Online for implementation on the latest version of Mintek’s open control platform, PlantStar, highlighting advances and additions since the previous implementations of the Interpreting Expert System and concluding with an example illustrating some of the principles.

A rock mass classification system has been developed for recommending drift support requirements in block caving mines. This development follows a two-year program incorporating field observations of support practice and performance in rocks of different classes, at several U. S. block caving mines. Popular rock mass classification systems presently in use for tunneling were applied at the various field sites; and were evaluated for conformance with caving mine support requirements and for general utility to caving mine operations. The developed system (MBR System) accepts readily-obtainable engineering and geologic data to yield a rational estimate of support requirements. The background and development of the MBR system is described in this report (Volume I). The use of the system is given in the Manual, a separate volume (Volume II).

Between February and August of 1986, Dr Alfred Petrick visited New Zealand sponsored under a Fulbright grant administered by the New Zealand-United States Educational Foundation. The grant supported a research project completed by Dr Petrick having as an objective, the preparation of a preliminary economic evaluation of the mining of six Otago lignite deposits as a source of energy for steam power generation or in liquid fuels. The research is limited to consideration of preliminary geological and engineering data on the six deposits and to the time constraints of the Fulbright visit. This paper is a summary of the final Fulbright report. The complete report including the listings of the computer programs is available from the Otago School of Mines.

It is a far cry from the small and uncertain mining efforts of 50 years ago to the splendidly equipped and solidly financed organiza- tions that now handle thousands of tons of ore per day. The old mining was largely speculative; the new is practically on a manu- facturing basis. In the old days of mining the aim was, chiefly, to find comparatively rich ore; modern practice looks more toward efficiency in mining and milling, so that vast tonnages of low-grade material may be worked at a profit. The old operators had faith and hoped for good returns; the new ascertain with a fair degree of precision what the available tonnage is, what the cost of mining and treating the ore will be, the time necessary to exhaust the deposit, the capital required, and the net profits to be made. The old mining was financed on a highly speculative basis, and the value of mining stock was largely controlled by the imaginations of the promoters and of the individual holders. In the new régime the financing of mines is often as conservative as the financing of manufactures or railroads, and the value of stock, quoted on the leading exchanges, is controlled by the carefully estimated profits in sight. Of course, with every legitimate industrial enterprise go certain business risks, and mining is not exempted from these. Then, too, valueless mining as well as valueless industrial stocks are sometimes offered for sale by the intentionally dishonest, or the ignorant. However, the prospective purchaser of a mine nowadays, if he is willing to pay for the services of reputable mining engineers, can obtain information on which to base an opinion as to the quality of his investment. The relatively recent development of cheap and efficient methods of mining and of ore dressing has given value to low-grade ore bodies that a few years ago were almost valueless. The iron mines of northern Minnesota have been fruitful in developing efficiency in mining methods, notably the open-cut methods in which steam shovels strip off the overburden and then load the ore directly into railroad trains for transport to the furnace. In 1907 open-cut mining was applied to the low-grade copper ores of Bingham, Utah, with splendid results, and since then it has won a most important place in the min- ing of large masses of low-grade ores in several other mining regions, especially at Santa Rita, N. Mex.

"The Olserum deposit located in Sweden hosts an indicated mineral resource of 4.5 million tonnes over 0.6 % TREO, exhibiting a relatively high proportion of HREE. Beneficiation of a composite drill core sample was studied in the flowsheet of magnetic separation of magnetite followed by REE minerals flotation. Primary testwork was performed to select an effective REE mineral collector and then the parameters of grinding size, collector and depressant dosages, slurry pH and density, conditioning time and temperature, and flotation time were tested for optimization of REE flotation. The studies of process mineralogy showed that the REE-bearing minerals monazite, xenotime and apatite were successfully enriched from the concentrations of 0.6%, 0.31% and 2.6% in the feed to those of 17.0%, 8.9% and 65.0% in the concentrate with the recoveries of 79.0%, 81.3% and 71.0%, respectively. INTRODUCTION The Olserum deposit located in Sweden comprises lower grade placer material with higher grade apatite-magnetite veins and hosts an indicated mineral resource of 4.5 million tonnes at 0.6% TREO, with 34% of that being HREO (EURARE, 2017). The mineralization was studied by Andersson et al. (2018). At early stage, high-temperature REE is characterized by abundant monazite-(Ce) and xenotime-(Y) coexisting with fluorapatite and subordinate amounts of (Y,REE,U,Fe)-(Nb,Ta) oxides. During a subsequent stage, allanite-(Ce) and ferriallanite-(Ce) formed locally, partly resulting from the breakdown of primary monazite-(Ce). Alteration of allanite-(Ce) or ferriallanite-(Ce) to bastnäsite-(Ce) and minor synchysite-(Ce) at lower temperatures represents the latest stage of REE mineral formation. The mineralogy and beneficiation were firstly studied by GTK Mintec in the EURARE project for a composite drill core sample. The Olserum is considerably smaller than the Norra Kärr deposit. However, REE are hosted by xenotime and monazite, both of which have well established processing pathways, and meanwhile, the Olserum has a high contribution of the high value critical REE (dysprosium (Dy), yttrium (Y), neodymium (Nd) and terbium (Tb)), which provide a unique advantage for its exploration (Tasman Metals Ltd., 2013). In this paper, flotation of the REE minerals in the Olserum ore was studied."

Myanmar Ivanhoe Copper Company Ltd. (MICCL) has been operating the Sabetaung- Kyisintaung (S&K) Project producing LME Grade A Copper Cathode using the Heap Leach-SX-EW Process since 1998. The mineralization is mainly Chalcocite and the mine has a life of 20 years at the designed annual production of 25,000 tonnes of cathode copper. Design capacity was achieved within two of months of start-up. The mine is among the world’s lowest cost, Heap Leach-SX-EW operations. Information regarding plant design and operation are presented along with the challenges lying ahead and the latest developments. Daniel Kunz is President and Chief Operating Officer of Ivanhoe Mines, and a director of MICCL. He has more than 20 years’ experience in mining, construction and engineering. Prior to joining Ivanhoe Mines in 1996, Mr. Kunz was Vice President and Controller of Morrison Knudsen Corporation, a major international mining and construction company. He was also President and Chief Executive Officer of MK Gold Company, a public mining company listed on NASDAQ.

In the latter part of the 1980?s Outokumpu Chrome in Tornio, Finland, was in a situation when its twenty-year-old ferrochrome plant was becoming inefficient to sustain economically sound production. The company made extensive studies on the then available processing methods to find out the best possible processing route. As a result the whole plant was practically rebuilt and expanded. When equipment was proven in practical operation an application for FeMn production was developed. Now when Tornio FeCr-plant is considering the expansion the same type of exercise is to be performed with today?s challenges, which will be discussed in the paper. These challenges include increasing costs or decreasing quality of raw materials, increasing energy costs, stricter environmental regulations and demand of better working conditions. The possibilities to respond to these challenges will be discussed in the paper. The future and continuing development with FeCr includes the better utilization of process dusts and a lower consumption of energy. By adapting the latest automation tools to better control of the process even higher efficiencies can be achieved with present technology. New processes are considered for development in the future and some possible technologies will be described.

The 1999 edition of the Australasian Code for Reporting of Identified Mineral Resources and Ore Reserves (the æJORC CodeÆ) became effective in September 1999 and is the latest revision of a Code which was originally issued in 1989, but which has an ancestry dating back to the first JORC report released in 1972. The modifications introduced in 1999, which are briefly discussed in this paper, substantially improved the document, but did not materially alter the fundamentals of the Code, these being the Mineral Resource/Ore Reserve classification framework and terminology, and the requirements and guidelines for public reporting of Resources and Reserves. Codes or guides similar to the JORC Code exist or are under development in other countries, including the United States of America, Canada, the United Kingdom and South Africa. It is pleasing to note that the 1999 JORC Code has been used as a model by these countries in developing their latest standards, and has been a major influence in the formulating of international reporting standards. The JORC Code is primarily a document covering the reporting of the results of mining companiesÆ activities to the public. However, mining geologists are interested in practical assistance and guidance in carrying out their duties. The JORC Code provides this in four ways. It establishes a framework within which those preparing and publicly reporting Mineral Resource and Ore Reserve estimates must operate, by setting standards for the classification and reporting of Resources and Reserves and for qualifications of Competent Persons. It establishes the division of responsibility between the companyÆs Board of Directors and Competent Persons with respect to the preparation and reporting of Resources and Reserves, and empowers Competent Persons to materially influence how their Resource/Reserve estimates are reported to the public. It provides an extensive, detailed and practical check list of criteria to be taken into account in the preparation of Mineral Resource and Ore Reserve estimates. Finally, it provides a strong measure of due diligence protection in the event of litigation if it is followed with diligence and honesty.
