History The breaking and shaping of rock was one of man's earliest occupations. In the Paleolithic Age long before the dawn of history, arrow¬smiths and the makers of stone axes, hammers, knives, scrapers, spears, and borers were highly respected members of society. In early historical times stones for building blocks, roads, and city walls were shaped by slaves and convicts, who also did most of the mining. However, great artists erected beautiful stone sculptures, while gifted architects planned imposing temples and monuments. Until well into the 19th century nearly all rock was broken laboriously by hand. The small rock required by John MacAdam for his macadamized roads in England in the 1820s was produced by women and boys seated alongside the roadside with hand hammers and legs wrapped with rags. Eli Whitney Blake, a nephew of the Eli Whitney who invented the cotton gin, developed the first successful jaw crusher before 1870. The gyratory conical crusher soon followed. Comparative tests established its large capacity advantage over the jaw crusher, as well as its greater cost for a given feed size. Both types have been in use for more than 100 years. Crushing rolls appeared before 1900. Thomas A. Edison made very large diameter rolls which were excessively long; they failed because of shaft deflection. Various types of disk crushers and edge runner rolls appeared about this time. The older methods of reducing rock were adaptations of other processes. The stamp battery of dropping weights effected crushing by simulating heavy hammer blows; the much earlier arrastre, in which heavy stones were dragged in a circular path over the ore by animal power, came from the prehistoric method of grinding grain between two rubbing stones, while the jaw crusher was adapted from simple squeezing devices. But the tumbling grinding mill was not just an adaptation; it was an invention, because it required thinking on a somewhat higher order-there was no prototype. Its nearest antecedents were probably the small closed tumbling drums used in England more than a century ago for cleaning and polishing small iron castings. The date of the first tumbling mill actually used to grind rock is unknown, but it was later than the American Civil War (1861¬1865). It was almost certainly a closed or batch mill in which rock was placed and rotated until it reached the desired particle size. It could have been operated either wet or dry. The first published refer¬ence to such a batch mill was one introduced by Alsing in England (1870) for the grinding of calcined flints for pottery work.21 There are several rather indefinite reports of grinding mills in the early 1890s, including an overflow ball mill in the Helena and Livingstone reduction plant in Montana which may have been the first of its kind. 11 Many of the first mills, which were called tube mills, used hard rock both as grinding media and as mill lining. The rock used was preferably stone from the Normandy and Danish beaches, when it could be imported. This remarkable siliceous stone was already widely used for grist mills throughout America, and its resistance to wear was greatly respected. The decade of the 1890s saw the development of tumbling mills with continuous feed and discharge and their extension into different industrial uses. By 1895 some experience had been accumulated. Iron grinding balls were being tested and the proper speed of rotation was being determined. The Clark Patent tube mill was featured in an E. P. Allis bulletin of 1890, which may have been the first published description of a tube mill. More than 1,000 Gates tube mills had been built by Allis-Chalmers before 1913. Many of these were used in gold mining, espe¬cially in South Africa. The 5 x 22-ft size was particularly favored for grinding portland cement; the use of tumbling mills in the manufac¬ture of cement began about 1900. A great deal of attention was paid to the mill lining. Metal was then relatively expensive, and the general approach was to trap some of the rock grinding media into mill lining pockets. This rock would then absorb the wear and protect the metal lining. In the first ten years of the 20th century there were several different types of pocketed liners, with different manufacturers advancing the superior claims of their patented arrangements. The Osborne liner, developed in South Africa, was probably the most successful. 21 Another item which attracted much attention was size classifica¬tion within the mill and in ancillary equipment attached to the mill and rotating with it. The Krupp type, with interior screens protected inside the mill lining, was developed quite early in Germany, possibly before 1890. The Dorr reciprocating rake classifier (1907) had not yet been invented, and many strange and impractical screening and classifying devices were proposed. In these unsatisfactory machines the two separate processes of size reduction and classification were combined into one operation. It was many years before recognition came that a machine is most efficient when it is designed for one specific purpose. There was much industrial wastage before the opera¬tions of grinding and classification were finally separated. After 1900 the grinding of portland cement raw material and of cement clinker required large numbers of tumbling mills. Most of the raw material was then ground dry. This was also the heyday of gold mining. The old stamp mills that were used in great numbers for grinding gold ore did not grind sufficiently fine to liberate all of the gold, and the new tube mills were installed following the stamps. After 1910 larger diameter tum¬bling mills with larger grinding media were developed. These could receive the finely crushed ore directly, and the inefficient stamp batter¬ies were gradually eliminated. The Rand in South Africa was the greatest gold producer, treating immense quantities of rather low-grade but consistently free milling gold ore. The first tumbling mills, or tube mills, went into operation there in 1904. They were so successful that within a few years no new stamp batteries were installed in the district, even though old ones continued to pound away until after 1950.3 The early tube mills on the Rand all employed Normandy or Danish pebbles, which had to be imported at considerable expense. Their reported wear was as low as 4 lb per ton ground. 4 Many of the mills were lined with the same tough Danish stone cemented into place, while others used the pocketed steel Osborne liner. It was in 1907 on the Rand that an important test was made using hard native ore for grinding media in place of the expensive imported pebbles. 3 This ore, called banket, did not wear as well as the renowned Danish pebbles, but the cost per ton of grinding was definitely reduced. Many of the tube mills on the Rand were soon grinding with native ore. This was the beginning of the development now called autogenous grinding, in which the ore grinds itself. This is treated under a separate heading. See Subsection 3C, Chapter 4. Gold mining was important in America also, and its grinding history follows that of the Rand. Danish pebbles were replaced by native ore in Santa Gertrudis, Mexico, in 1913, 4 and in Consolidated Gold Fields, Nevada, in 1914. 5 Other properties followed suit. However, it gradually became apparent that the capacity of a given mill could be almost doubled if rock grinding media were re¬placed by cast iron or steel grinding balls. In order to increase plant grinding capacity many rock media mills were converted to iron grind¬ing media in the second decade of the present century. In some mills the motor size was doubled; other mills were cut in two and another motor was provided for the second half. Grinding mills began to assume a more modern appearance. Crushing rolls were formerly much used following crushing in jaw or gyratory crushers and preceding grinding in ball mills. How¬ever, the roll surfaces wore rapidly, and skilled maintenance was required to obtain even wear. Rod mills could take feed of the same crusher product size and reduce it finer. "In urban areas, it is often required to construct additional railway tunnels beneath existing railway tunnels. In this case, dynamic interaction between tunnels at the intersection becomes an important issue, as it amplifies structural behavior causing damage to structures and inconvenience to passengers. In this study, vibration superposition effect at the intersection between existing and newly constructed tunnels is investigated by the numerical method. Dynamic interaction mechanism is firstly examined using simple sine wave load, and then a typical analysis for actual multi-leveled tunnel intersection is performed. The results show that the dynamic amplification due to dynamic interaction of tunnels is 149% at the crown of lower tunnel. This indicates that the vibration superposition effect must be considered when the planning and design of a new tunnel beneath the existing tunnel. 1. INTRODUCTION In these days, there are increasing cases that trains cross without transfer stations in metropolitan areas. Consequently, either tunnel is necessarily to be neighboring or crossing, thus tunnel sections closely located are created as shown in Figure 1. If a new tunnel is constructed beneath the existing tunnel, the vibration due to trains passing through each tunnel can mutually affect. The behavior of coupled vibrations may occur and exceed the allowable structural limit, and cause inconvenience to passengers. Theoretically, when vibration waves are propagated from a source to different locations, amplification or decrease of the vibrations can occur by the principle of wave superposition and interference. Multi-leveled tunnel intersection is one of the cases mentioned above. In the actual tunnel, it is difficult to investigate the vibration superposition effect due to a complex ground conditions and structural geometries. In addition, train vibration itself is multi-source vibration, which cannot be theatrically analyzed. Thus, at the tunnel intersection, train vibration from two tunnels make the problem more complicated."

Since the 1980s, heap leaching of gold and silver ores has been developing rapidly and experienced widespread use in China because of its lower capital and operating costs, less time consumed in construction and specific applicability to small-to-medium scale mining operations and low grade ores. Ores treated include ordinary oxidized ores, refractory sulfide ores and even those containing deleterious elements (such as arsenic or antimony) and/or carbonaceous substances. In addition to chemical leaching agents, some micro-organisms (e.g. T-ferrooxidians and T-thiooxixians) and their biochemistry mechanism have been equally emphasized. To overcome the adverse effect caused by excessive content of fines and slimes, research and pilot experiments of agglomeration-heap leaching are currently underway at two gold mines in South China and their encouraging preliminary achievements will be briefly described as illustrations in this paper. It could be expected that heap leaching of gold and silver ores holds promise and will play an increasingly important role in China's gold industry.

"Double Shield TBMs can be used in fast track projects for accelerated completion where there is limited information available on ground conditions and there are possibilities of encountering weak ground and shear zones. As such, the shielded TBMs are the primary choice of the machines in long tunnels, but face the possibility of entrapment in squeezing ground, which entails long delays and major risks. This paper examines the possibility of using ground improvement methods to increase ground strength, and thus, increase the capability of the machines to cope with squeezing ground conditions. In this study, 3D finite difference simulation of a shielded TBM in squeezing ground was performed to estimate the operational parameters including required thrust to get a machine out of an entrapment. This analysis was also used to evaluate the possibility of preventing machine jamming by the implementation of pre-excavation ground improvement to increase the strength of the ground. INTRODUCTION In order to face adverse tunneling conditions especially using a shielded TBM in squeezing ground, new shield designs, with extra thrust and torque, step shield geometry with reduced shield diameter from front to the back, and conical shape shields have been used. In addition, many of the new machines have the capability to implement ground improvement at distances up to 50 m ahead of the face in order to reinforce the ground and further increase in their chances to cope with squeezing ground conditions. While these features have been added to the machine, there has not been a thorough evaluation of their impact on improving the chances to avoid machine jamming in weak rocks at high depth, which is conducive to rapid convergence of the ground."

After 15 years of production, 91 Mt (100 million st) of ore mined and nearly 227 kt (500 million lb) of molybdenum produced, Climax Molybdenum Co.'s Henderson Mine and Mill are being modernized as a new mining level is brought on line. The $40 million investment in mine development and plant modernization positions the Henderson complex as one of the largest, low-cost primary molybdenum producers for the next 15 years. Henderson history The Henderson Mine and Mill facilities are located on the east and west flanks of the Continental Divide about 80 km (50 miles) west of Denver, CO. The underground mine and surface mill sites are linked by 16 km (10 mile) of railroad tunnel and 8 km (5 mile) of surface trackage. The mine, railroad and mill were built between 1968 and 1976 at a cost of $500 million. Each has operated at various levels of production over the past 15 years. The Henderson Mine was originally developed using a highly mechanized, panel caving mining system. Over the past 10 years, mining methods, equipment and railroad operations have been improved to position Henderson as one of the most productive and lowest cost underground mining operations. At the same time, the mill and concentrator facilities were upgraded to reduce costs and improve product quality. During this time, manpower was reduced from 2000 to 560 employees. These 560 people increased productivity to 54 t (60 st) per total manshift. They reduced operating costs by 50%. And they dramatically improved safety performance. However, as the 1990s approached, the modernization of the Henderson mining and milling complex and the development of the new 7700 mining level became the primary goals to guide Henderson into the 21st century.

The effects of induced seismicity caused by mining activities are one of the main problems that the mining industry faces. Although it has been documented by countries with a great mining tradition (United States, Canada, Australia and Chile) for over a century, the problem has been intensified throughout the years due to the greater depths that mineral extraction reaches, where the stress levels and environmental conditions increase the possibility of a rockburst occurrence. Seismic events inside the mine cause important losses of human lives and infrastructure damage. To deal with this problem it is necessary to implement several kinds of safety protocols. For example, seismic indicators allow to identify, through the analysis of a set of seismic parameters -magnitude, energy, time, decay rate, among others-, periods of time when a seismic event of considerable magnitude is most likely to occur. The objective of this work is to use the frictional energy generated by a microearthquake inside the mine as a seismic indicator, linking it with the occurrence of large magnitude seismic events which are outer the background activity. Thus, we seek to determine the set of seismic parameters which allow the best performance of the frictional energy/heat indicator. In the present study, we considered magnitude, frictional energy, and time as seismic parameters to study the efficiency of the proposed indicator. The optimal set of parameters was determined using two different methodologies: accumulated thermal energy and alert bands. The Piece Skill Score and the Accuracy indexes were used to evaluate each set of parameters. Both approaches show a high rate of true positive and true negative hits. Furthermore, it was concluded that both methods show complementary results in terms of the detection of critical events (Mw > 3.0).

The need for geological control in orebody estimation and modelling is self- evident to geologists and mining engineers engaged in practical day-to-day estimation. It is only fairly recently, however, that attempts have been made to incorporate explicitly such requirements into published accounts of geostatistical estimation; see, for example, Dowd and Scott (1982, 19841, Rendu and Readdy (1982), Dagbert et al. (1984), Dowd (1984), Benest and Winter (1984). In practice, many geological controls in automatic or semi-automatic estimation and modelling are essentially geometrical controls. The aim of this paper is to present two techniques for geological/geometrical control. Whilst the applications are new, neither technique is entirely original and both have been adapted from other fields and sources. Both techniques are, in some sense, types of estimators and/or interpolators of shapes. The first is a method for fitting spline surfaces to control orebody boundary estimation and to unroll orebodies. The second is an application of Minkowski addition to interpolate shapes such as orebody outlines or stope boundaries and to control estimations.

This paper describes a new approach for examining the kinetics and mechanism of zinc dissolution from sphalerite concentrate in acidic ferric sulfate solution in the presence of manganese dioxide. A literature search was performed to access the possible action of the two oxidizing agents, i.e., ferric ion and manganese dioxide. The possibility of galvanic coupling between ZnS and MnO2 and the cyclic action of the redox couple, Fe2+/Fe3+, on these two minerals were theoretically examined based on corrosion principles. Expressions for the mixed potential (Em) and the mixed current (im) were derived for the relevant corrosion and galvanic couples. Leaching experiments were conducted to establish which of the above phenomena is operative during leaching. The results indicated that the dissolution mostly occurs by the action of ferric ion on ins producing ferrous ions. The presence of MnO2 enables a quick conversion of ferrous to ferric, which maintains the rate of in dissolution. The process has promising features for commercial exploitation.

In the early days of the United States, gypsum was most commonly used for the manufacture of plasters with energy being used for quarrying, grinding, and calcining of gypsum rock. With the dramatic switch to gypsum-drywall construction after World War II, the energy usage per ton of rock processed increased more than threefold, and with the rapid growth of the construction industry, the total energy consumption in gypsum-board production alone increased eightfold during the period from 1940 to 1973. The gypsum industry was one of the first to recognize the need for energy conservation and has voluntarily reported its progress to the Federal Energy Administration for the past several years. Efficiencies in the use of energy have resulted in decreasing the unit consumption an estimated 10 percent during the past six years. Improved combustion efficiencies, optimum operating conditions, more liberal use of insulation, and heat recovery will all contribute to the gypsum industry's goal of using less energy. Gypsum products today are vital to over 85 percent of new housing construction in the United States.

"Rare earth elements (REEs) found in coal are in the form of minerals, ion-substitution with clays and organically bound. Rare earth minerals (REMs) such as monazite exist in coal and have a grain size less than 5 microns. Froth flotation was successful in concentrating REMs existing in a thickener underflow material derived from Fire Clay seam coal which contained around 300 ppm of rare earth elements (REEs). Conditioning with fatty acid followed by processing using multiple stages of conventional flotation produced a final concentrate containing 2300 ppm REEs. Using a laboratory flotation column, a concentrate containing around 4700 ppm of total REEs was produced equating to an enrichment ratio of 10:1. INTRODUCTION Rare earth elements (REEs) are becoming increasingly important and have been widely used as raw materials for the production of phosphor, metal catalysts, magnets, and batteries [1, 2]. REE recovery from alternative sources such as coal and coal by-products has the potential to stabilize the economic viability of coal mining operations while providing a dependable supply of critical materials. The average REE content of the world coal is around 60-70 ppm [2]. There are many well-known coal beds with high contents of REEs such as those in the Far East coalfields in Russia (300-1000 ppm), the Fire Clay coal seam in eastern Kentucky (500 ppm), and the Sydney Basin in Nova Scotia, Canada (72-483 ppm) [3-6]. The occurrence of REEs in coal and coal by-products can be classified into three types, i.e., rare earth minerals such as monazite and xenotime, ion exchangeable REEs in clays, and REEs associated with organic matrix. The particle size of the rare earth (RE) minerals in coal and coal by-products is very small and normally in the micron and/or nanometer scales. The flotation technique, which is based on the surface chemistry difference, has been widely used to treat fine rare earth industrial minerals such as monazite, xenotime, and bastnaesite [7-11]. As such, flotation is a promising method for the concentration of REEs from coal and coal by-products. In the current study, rare earth flotation was conducted using the fine coal refuse generated at an operating coal preparation plant treating coal from the Fire Clay seam. REE concentration by flotation required an appropriate amount of grinding and control of the pH value while using typical collectors. Prior to RE concentration, release tests were conducted to evaluate the floatability of the recoverable coal and the REE distribution in the flotation fractions in the fine refuse. Mineralogy of the REE was studied using SEM-EDX."

Self-cleaning fluidized bed heat exchangers are conquering the world for reason that they are able to solve any severe fouling problem in indirect heat transfer due to the circulation of cleaning particles through the tubes of vertical shell and tube exchangers. In most cases, these particles consist of chopped metal wire. Moreover, self-cleaning fluidized bed heat exchangers perform with excellent heat transfer at very low liquid velocities, which enables completely new designs of conventional shell and tube configurations. This article explains the principle and application of this self-cleaning heat exchange technology and also pays attention to an actual case of a revamp of the severely fouling exchangers of a conventional multi-effect evaporator into a self-cleaning configuration. Possibilities for the revamp of conventional exchangers suffering from massive and very hard scale deposits are found in a variety of metallurgical processes, such as: The refining of nickel, the production of alumina from bauxite and many others.

Most analysts find that progress has been evolutionary in any technologic field. To be sure, a few discrete breakthroughs can usually be identified, but viewed in its entirety, the curve of technologic progress over time tends to be relatively smooth with few discontinuities. Even in those cases where a major scientific discovery is achieved, the rate of technologic progress is limited by the often surprisingly slow rate of commercializing the concept into usable products. Whereas discovery and invention tend to be discrete events, technical innovation is often a painfully slow process. In spite of overall gradual change, technologic progress in most fields, when viewed in retrospect, tends to reveal certain relatively homogeneous periods where little change is evident, separated by episodes of accelerated progress. Thus, open-pit mining over the past century has changed from predominately train haulage to truck haulage and is now experiencing a major increase in belt haulage. Ore reserve estimation is another field that fits the same pattern, and the history of mine evaluation lends itself to a similar analysis. Evaluating mine investment opportunities is a fascinating aspect of mining. The unique set of risks inherent to every mining project is particularly intriguing. Geologic risks are most obvious, since faulty ore grade and tonnage estimates are among the leading causes of mine failures. Wide swine's in mineral commodity prices are usually cited as another major risk in mining. Because any ore deposit is a finite resource and the miner has limited discretion in selecting a mining sequence, mines are generally at the mercy of notoriously fickle commodity markets. There is a tendency for many mine investment analysts to feel that mineral market uncertainties are unprecedented in severity. Of course, prices in other markets rise and fall also-in some cases as precipitously as with minerals. However, two other mining characteristics tend to compound this marketing risk. First, the preproduction development period for a new mine is characteristically long. Under extremely favorable conditions, a significant mine may be developed in as little as two years, but the norm is four to six years or more. Second, mining is among the most capital intensive industries, consistently ranking near the top among all industrial sectors in assets per employee, and near the bottom in annual sales dollars per dollar of assets. Thus, mine investors typically have large sums invested for a long time before the outcome of the venture is determined by notoriously unpredictable markets. This is not a business for the faint of heart, and the importance of sound investment decision making is obvious. The high risk and technical complexity of mining operations have combined to require greater attention to financial evaluation by mining engineers than by most engineers in other specialties. Nearly all early mining engineering textbooks dealt with problems in mine valuation in a detailed manner; and, today, the sophistication of capital investment analysis is high in the mineral industries. Traditional Mine Valuation Methods Although some evaluation process has no doubt accompanied nearly every mine development throughout history, a formalized quantitative approach first emerged in the last half of the 19th century with the establishment of academic programs in mining engineering. The philosophy and approach to mine valuation that evolved at this time were, with periodic minor refinements, considered the standard for nearly a century. Only after 1960 did major changes begin to occur. The traditional approach to mine valuation reflected the investment community's historic attitudes toward risk. Mines were generally considered too risky for debt financing, and virtually every new mine was financed from internally generated funds or new equity subscriptions. The United States Department of the Interior's Office of Surface Mining (OSM) is responsible for regulating active coal mining and reclaiming abandoned coal mines in the United States. In working with the State government agencies that implement these programs, OSM is building a new approach that moves away from traditional "command and control" regulation and towards an approach that focuses on providing long-term environmental and economic sustainability on lands disturbed by coal mining. This initiative called "Reclaim the Future!" looks to enhance opportunities for economic development, wildlife preservation and enhancement, reforestation, and other beneficial and productive uses of lands disturbed by coal mining. The initiative is also focused on ensuring that the landowners and the local public have significant involvement in determining how best to reclaim mine sites and what post-mining land uses are most appropriate for each individual abandoned mine reclamation project or active mine reclamation. Through the use of the best scientific input in an open, participatory process, OSM hopes to further sustainable development principles for coal mining within the framework of existing United States law.

As the 2011 president of the Society for Mining, Metallurgy, and Exploration, Inc., I am pleased to present the 2011 issue of the Transactions of the Society for Mining, Metallurgy, and Exploration, Vol. 330. A significant portion of the contribution that we as a professional society make is the publication of professional and technical papers that accelerate the advancement of scientific knowledge and enable the transfer of technology. Communication within the mining community is the key to a successful society. This technology exchange continues a tradition that dates back to the 1871 meeting of 22 mining engineers in Wilkes-Barre, PA, that resulted in the founding of AIME; those individuals envisioned that these transaction volumes “would form a most valuable and greatly needed addition to our professional literature.” This volume fulfills that pledge. The 2011 Transactions is the second Transactions to take advantage of new publication technologies. It appears solely in electronic format. The decision to go to an all-digital format for this longstanding publication was a difficult one, but one which will better serve the mining community. Based on the feedback from the 2010 Transactions in e-book format, I believe that the transition to the all-digital format was the proper decision. The 2011 Transactions contain some of the most interesting research from the past year, including a 10-year profile of roof and rib fall trends from the National Institute of Occupational Safety and Health (NIOSH) and a new cross-disciplinary application of the tools of epidemiology to assess and mitigate risk in coal mines . This 2011 Transactions comprise of a total of 82 technical papers (626 pages including index), including all 19 papers published in 2011 in the Technical Papers Section of Mining Engineering magazine (Vol. 63) and all 32 papers published in 2011 in Minerals & Metallurgical Processing (Vol. 28). Additionally, this volume contains 31 papers that are being published for the first time in this issue. The papers presented in this volume were written by some of the most distinguished professionals in the industry worldwide. All 82 technical papers were peer-reviewed. The process of review and publication requires much hard work by authors, reviewers and our publications staff. As the 2011 president of SME and on behalf of all our members, I would like to extend our gratitude to all whose volunteer efforts contributed to the publication of this volume.

World gold production figures and the processes used for gold production indicate a high dependence on both cyanide leaching and carbon adsorption metallurgies. Problems associated with the use of carbon in the treatment of refractory ores as well as economic and environmental considerations associated with the use of cyanide point to the advantages that can be realized through the use of more efficient gold adsorption media and with cyanide recovery. We have developed a process termed AurosaveTM-1 which provides a number of advantages through the use of a new synthetic robust gold adsorption medium, termed Vitrokele TM V-911. This process allows further recovery of gold from a variety of ores and allows for a simplified process for use not involving thermal regeneration or high pressure elution. We have also developed a cyanide recovery process termed Cyanosave ™ which uses Vitrokele TM V-911 and allows efficient recovery of cyanides from decants or tailings and re-use of recovered cyanide. This obviates the high chemical expenses for cyanide destruction where environmental issues require such water and tailings management.

"This paper presents an overview and performance evaluation for a reconditioned decades aged open type hard rock TBM utilized for the twin running tunnel excavations of the Second Avenue Subway Project in Manhattan, New York. The TBM tunnel lengths are approximately 2,370 m (7,800 ft, east TBM Tunnel) and 2,190 m (7,200 ft, west TBM Tunnel) with a 6.7 m (22 ft) bored diameter. This “senior” TBM mined through metamorphic rocks consisting of schist, granofels, and pegmatite, and encountered various adverse geological structures, including some relatively heavy groundwater inflows. The ground support was generally pattern friction rock bolts, and steel sets were used in poor ground. This paper presents TBM characteristics and the subsequent performance, such as machine utilization, downtime, cutter consumption rate, net penetration rate, and daily advance rate. Machine operating parameters including thrust, torque, gripping force, and cutterhead RPM, are compared with various accompanying ground conditions. The performance changes between the adjacent tunnel sections are also presented. INTRODUCTION Project Overview The Metropolitan Transportation Authority Capital Construction (MTACC)’s Second Avenue Subway (SAS) Program consists of four (4) phases from 125th Street to Manhattan Battery Park along the 2nd Avenue (see Figure 1) in Manhattan New York. As a part of Phase 1, Contract 1 was awarded to S3 JV (Skanska/Schiavone/Shea) to build a TBM launch box and subsequent twin TBM tunnels from 92nd Street to 63rd Street under 2nd Avenue. Contract 1 was one of the key contracts in Phase 1 to pre-excavate through the footprint of the follow-on underground stations (72nd St. Station, 86th St. Station, and 96th St. Station) by hard rock TBM excavation. The project team included Client MTACC, S3 Tunnel Constructors, Designer, Aecom-Arup JV, and Consultant Construction Manager, Parsons Brinckerhoff. The major elements of Contract 1 included construction of TBM Launch Box supported by secant pile and slurry walls and mining of twin TBM tunnels with a combined tunnel length of approximately 4,560 m (15,000 ft). The dimension of the TBM launch box was approximately 247 m (810 ft) long from 92nd Street to 95th Street, 21 m (70 ft) to 24 m (80ft) wide along the 2nd Avenue, and 18 m (60 ft) to 21 m (70 ft) deep from the ground surface. The launch box was later used for the follow-on 96th Street Station."

Introduction Men like physical power because it gives control over nature and over other men. Physical power comes in two common forms: explosive and non-explosive. In both forms, the most powerful devices yet invented make use of nuclear energy: on the one hand, the hydrogen or fusion bomb, and, on the other hand, a nuclear power plant. For some nations, nuclear power offers a measure of independence not otherwise available in a time of diminishing and unevenly allocated fossil fuels. Consequently, it has great attraction. Unfortunately, the application of nuclear energy (especially fission energy) to either explosive or electrical power entails a singular risk, that of injury from ionizing radiation, both natural and induced; this risk is found in all stages of the nuclear-fuel cycle, from mining of fissionable materials to the disposal of wastes produced in the "burning" of nuclear fuels. The health costs of nuclear power were not fully assessed in the early stages of the development of nuclear technology and some of them were not properly guarded against, either in the USA, which led the world into the nuclear age, or in Canada, which followed an independent path. What I shall do in this paper is to sketch the history of nuclear regulation in our two countries, to point out what I consider similarities and differences, and to suggest that regulatory history, as perceived by a concerned public, has a great deal to do with what is possible today and probable tomorrow, in other words, with public acceptance or rejection of the nuclear option. The U.S. situation As we sow, so shall we reap. In the USA, further expansion of the nuclearpower industry has been almost stymied by government actions that reflect mounting public concern. There is no national storage facility for spent reactor fuel and it has been decided not to reprocess it; consequently, existing power plants are about to choke on their own wastes. Since the Three Mile Island accident, no new nuclear plants have received operating licenses, although several are ready to start up. The uncertainty of future government action has caused the abandonment of plans for a number of new nuclear plants. In addition, many research projects related to medicine and agriculture, which produce low-level radioactive wastes, are about to be shut down for lack of licensed disposal facilities.
