Phase III and Phase IV of the Beaver Creek Clean River Project, Albany, NY, includes microtunnel construction of 2,320 feet of 48-inch/36-inch internal diameter (ID) conveyance pipe and a 525 foot long 9.5-ft horseshoe shape roadheader excavated tunnel. Notable challenges were encountered during the construction including mixed face tunnel conditions, undocumented existing fill ground conditions that resulted in settlement during shaft construction, and unstable tunnel face conditions. This paper discusses several of the key challenges encountered during construction and selected solutions to construction sequencing and methodology to successfully complete Phase III and Phase IV of the Beaver Creek Clean River Project.

Not quite a year ago, during a speech to a group of mining professionals in Washington, DC, the subject centered around the long-range importance of conducting research projects and how much that research needs to specifically apply to health and safety matters in our industry. The point was made about the critical need to work together with government, private industry, labor organizations and academia speaking with a unified voice as we all march into the future together. The fundamental benefits of competitive research were mentioned --to improve our quality of life, to develop our energy resources, to achieve a safe and healthy environment and to ensure long-term economic growth. Very importantly, emphasis was given to the natural link that makes my agency, the Mine Safety and Health Administration, and the National Institute for Occupational Safety and Health --NIOSH --the beneficiaries of each other's findings. Unquestionably, there are lines of separation. The main responsibility of the agency I represent, MSHA, is enforcement of the nation's mine safety and health laws. But we also have an additional responsibility and that is to coordinate and give priority to research in a never-ending hunt for answers.

Conveyor systems are an essential part of many material movements in all conceivable areas of application. They are used to transport goods in raw materials extraction, agriculture, and even articles for daily use. In the process, not only distances of several kilometers but also differences in altitude of several hundred meters are bridged. The layout of the conveyor usually follows the topography at the respective installation site. Particularly in the case of large height differences, safety devices must be provided to prevent uncontrolled movement. Backstops can take over this task in predominantly ascending overland conveyors and are used either as a primary or as a secondary safety system in conjunction with a service brake. They are always used when the system comes to an unplanned standstill, whether due to a power failure, an emergency stop or a defect. When designing backstops, it must be ensured in any case that all conceivable circumstances are taken into account so that failure is ruled out without the product being unnecessarily large in size. Various safety factors are applied, some of which are even prescribed by authorities. One example is the Australian standard on machine safety for bulk material belt conveyors (AS/NZS 4024). This stipulates a redundant acceleration safety device that can absorb at least 150% of the maximum load. This article describes research conducted by the University of Alabama's Mineral Resources Institute on removing sulfur from coal using a combination of gravity concentration and flotation methods. The research used the gravity and centrifugal force capabilities of Humphrey's spiral to remove part of the pyritic sulfur and ash. Flotation of the Humphrey's spiral coal concentrate removed additional sulfur and ash. In addition to obtaining good recoveries of high quality coal, the tests demonstrated that pyrite in the wastes could be isolated as enriched flotation products by the combined gravity-flotation approach. Domestic coal production in 1980 reached a record 757 Mt (835 million st). Forecasts are that coal production and use will approach 907 Mt (1 billion st) by 1985, with much of the increased production being used for electrical generation. Of current production, it is estimated that about 454 Mt (500 million st) of coal nationwide are subjected to some degree of cleaning, ranging from crushing and screening to gravity concentration and flotation. With expanded coal production and more rigid controls placed on coal combustion, it is reasonable to assume that the tonnage subjected to some form of preparation will increase, with time, thereby adding to the burden of coal rejects being generated. A major problem associated with increased coal use for electricity generation is the need for utilities to conform to emerging federal air quality standards for sulfur oxide emissions from power plants. To a lesser extent, other industrial operations burning coal face a similar situation. Controlling sulfur oxide emissions by using low-sulfur coal or resorting to stack gas desulfurization are two recognized approaches, but removing sulfur from the coal, if possible, by physical beneficiation before combustion is preferred because of its simplicity and lower cost. Reducing the inorganic sulfur in coal to tolerable limits by physical beneficiation, including flotation, as now practiced, is still relatively inefficient and has not kept pace with the more sophisticated physical beneficiation approaches generally employed by the nonfuel minerals industry. As one phase of a broad program conducted by the Mineral Resources Institute at the University of Alabama on sampling and evaluating impounded fine size waste coal, tests were made using samples from two impoundments to determine the quality of coal recoverable by a combination of Humphrey's spiral concentration and flotation. Particular attention was given to organic and inorganic sulfur deportment and distribution in the various products. Another objective was to determine if pyrite in the waste could be recovered for possible marketing. The use of Humphrey's spirals to concentrate fine coal was practiced as early as 1947. At that time, the Hudson Coal Co. used spirals to concentrate anthracite fines. In 1950, spirals were used to treat fine-size bituminous coal and later, in 1976, spirals were reportedly used for removing pyrite from fine-size coal. More recent investigations have discussed the use of Humphrey's spirals for treating fine-size waste coal in Alabama. Samples Description Washer waste samples were obtained from two impoundments. One sample was representative of waste generated during washing steam coal from the American, Pratt, and Nickel plate seams in Alabama. The other sample represented metallurgical coal washer waste from processing coal from the Carter, Johnson, and Milldale seams. Partial samples analyses are shown in Table 1, and screen analyses of the samples are given in Tables 2 and 3. Screen ana¬lyses showed that one sample contained about 4% of material coarser than 2 mm (10 mesh) and the other contained about 13% of plus 2 mm (10 mesh) material. Also, the analyses indicated that ash and sulfur increased as the material's particle size decreased. Experimental Laboratory Tests Sink and float tests using a heavy liquid (1.4 specific gravity) were made on the different screen sizes shown in Tables 2 and 3 to determine the effectiveness of gravity concentration for separating coal from pyrite and other gangue constituents. Tests indicated that gravity separation, under optimum conditions, could be expected to yield coal products containing 10-12% ash, and 0.2-0.3% pyritic sulfur. "Crossrail is Europe’s largest construction project — a new 100km rail route running through central London. A joint venture of BAM, Ferrovial and Kier (BFK) has constructed the tunnels and escalator shafts at the new Bond Street and Farringdon Stations. The recent trend in the UK industry towards sprayed secondary linings is driven by the potential for significant savings in cost and time. BFK is unique within Crossrail by constructing both sprayed and cast secondary linings. This paper presents a direct comparison between sprayed and traditional cast in situ secondary linings at Bond Street and Farringdon Crossrail Stations. An objective comparison is drawn between procurement and mobilisation periods, production rates, flexibility, tolerances and logistics in the tunnels. The technical challenges surrounding cast and sprayed secondary linings are explored, and recommendations are made of how each method could be improved for future use. INTRODUCTION It is well established that sprayed concrete offers a fast and effective method to seal the face of an excavation. In a relatively short space of time, sprayed concrete can be applied to an open face to support the short term ground loading on the tunnels during construction. Advances in sprayed concrete lining (SCL) technology — such as the use of wet mix processes, improved accelerators, fiber reinforcement, remotely controlled spraying robots, innovative surveying equipment and nozzleman competency schemes — have greatly increased the speed and safety of tunnel excavations using this technique. As a result, design engineers have become increasingly confident to use SCL primary linings as part of the permanent structural lining (Su 2014). Historically, long term ground and water pressure loads have been considered to be carried by the main structural or secondary lining, constructed using cast in situ concrete (Pickett 2014). However, the advances described above have made sprayed secondary linings a viable option, which has already been proven on the A3 Hindhead Tunnel (Arnold 2012). Sprayed concrete secondary linings offer potentially significant savings in cost and time during the construction process. The contractor does not need to procure a bespoke formwork system for each different sized tunnel — the SCL plant required is already on site for the primary lining. Each bay is sprayed with accelerated concrete, becoming self-supporting almost immediately — compared to moving and resetting the shutter, pumping concrete and waiting for it to cure. With sprayed concrete, working sequences and cross sections can easily be changed."

"The Mine Improvement and New Emergency Response (MINER) Act included the need for improved chemical technologies to address respiratory protective device inadequacies and refuge alternative development. The National Institute for Occupational Safety and Health’s (NIOSH) National Personal Protective Technology Laboratory (NPPTL) invests in research and development to improve the carbon dioxide (CO2) scrubbing technologies built into these mine safety systems. Testing at NIOSH NPPTL is performed using a custom-designed test system containing a chemical reactor and sensors in a constant flow of simulated expired breath to evaluate chemical performance for the scrubber materials. Current testing procedures focus on device duration or capacity, but do not report criteria needed to effectively optimize chemical performance. In this presentation, testing results which identify the chemical performance roles for CO2 scrubber components will be reported, and specific component chemical activities will be linked to both duration and CO2 absorption capacities. Chemical components being evaluated include hydroxyl, superoxides, metal, and amine active sites, distributed in salts, zeolites, metal-organic frameworks, and microporous materials. INTRODUCTION CO2 absorbents and oxygen sources are at the heart of closed circuit breathing air supply systems used in mining escape and rescue operations. CO2 absorbent technology was first developed for diving rebreathers and has been in use for over a century. Typically these devices include a soda lime formulation of pellets in the 8-12 mesh range. Larger 4-8 mesh particles are used in medical grade “low-flow” applications, since these particles present a lower flow resistance regime more amenable for use with resting individuals. Potassium superoxide and lithium hydroxide formulations are also used, where in each case the formulations involve bulk solid pellets or materials affixed to surfaces. CO2 capture technologies are now under intensive study in the energy and automotive industries, where the pursuit of optimal combustion processes has led to the development of new materials to capture, convert and store CO2, oxygen and carbon monoxide gases. Recent advances in nano-structured and high surface area catalysis have produced novel materials demonstrating chemical performance improvements in these industries, and these improvements may now also be adapted to enhance chemical efficiency and performance in escape and rescue devices. Higher surface area materials offer promise for improving the efficiency, or decreasing the burdens associated with the use of closed circuit respiratory protective devices containing CO2 absorbents. Novel chemicals that display advantages in chemical performance or decreased burden will be examined for inclusion in developing systems such as the next-generation closed-circuit mining escape respirator or refuge alternatives."

"INTRODUCTION Chino is an open-pit copper mining complex faced with intricate material routing requirements. Historically, this was challenging at the mine, in part because the shovel dig plan, haul plan, and dump plan were prepared completely separately. The mine now uses an integrated workflow for faster evaluation of schedules, which facilitates preparing balanced cutoff grade-to-equipment requirements, supports better mineral production, and improves schedule viability, while considering operational implications. Located in the state of New Mexico, Chino is one of nine Freeport-McMoRan mining operations in North America. This presentation discusses the benefits of implementing an integrated approach to tactical mine planning, and shares practical examples that were learned as Chino implemented an integrated tactical planning method. This includes improvements in completion time for preparing a schedule, minimal risk from manipulating Excel macros, data integration required to make short-term planning decisions, and better understanding of the mine plan’s effect in relation to the business’s key performance indicators. Ultimately, the integrated approach to tactical mine planning at Chino has led to production forecasts which are more achievable and reduced planning and execution variance. PROJECT OVERVIEW Chino mine is a porphyry copper deposit wholly owned by Freeport-McMoRan, the largest publicly traded copper producer in the world. Chino mine is located in Grant County, New Mexico, a short distance east of Silver City. Ore material mined from the pit today includes oxides, primary sulfides, and secondary sulfides. The mineralized material is sent to a mill, with a rated throughput of 42,000 tons per day, or to ROM leach pads with variable dumping capacities. At Chino, the short-range objective is to maximize total copper pounds sent to the mill, but no fixed cutoff grade accomplishes this for all periods. Instead, 12 different material classifications, including four sulfide classes that can feed either the mill or other destinations, and 38 cutoff bins, are aligned with the needs from operations, leaching, and the concentrator to create a schedule. Cutoffs vary from one week to another to cope with a highly intermittent ore body."

As one of the major suppliers of the chestnut Ridge energy center, Rochester and Pittsburgh Coal Company continues the search for more efficient haulage systems. This search is one that is essential in providing coal to the Keystone and Homer City power plants at the most economical cost. These two electrical generating plants located in west central Pennsylvania are part of the energy center which consists of four generating stations. Prior to the time the two stations were put on line, August, 1967 for Keystone and August, 1969 for Homer City, our company made the decision to rely on belt conveyors from the section to the surface to provide for continuous main line haulage. The proximity of these generating stations to proven reserves allow for minimal truck haulage and minemouth setups. With the addition of seven new mines, in the past ten years, revisions have been made on the original setup to interconnect the haulage of several mines to deliver the product by belt to the power plants.

Lack of selectivity in mixed mineral flocculation can be attributed to one or more of the following factors: dissolved ion interference, heterocoagulation, mechanical entrapment in flocs and entrainment of fines between flocs. In a study of apatite- dolomite system, it was determined that dissolved ions do not have a significant effect on selectivity. Heterocoagulation was minimized by choosing proper process conditions and addition of a dispersant. Mechanical entrapment was proved to be insignificant and efforts were made to reduce entrainment by choosing an appropriate method of separation of flocs from fines. A new factor termed "polymer induced entrapment" which occurs due to limited affinity of the polymer to the mineral which is not flocculated is postulated to be the cause for the loss of selectivity.

In recent years the procedures for functionally designing bulk storage bins and hoppers have evolved from qualitative guess and try methods to a quantative method based on theory and tests of the bulk solid to be stored. This quantative method, developed and implemented by Dr.'s A. W. Jenike and J. R. Johanson as with any new design, must prove its effectiveness and validity in the actual operation of the finished equipment. How accurate are the theoretical predictions? Is it possible to extrapolate from bench size tests on a small ample of the bulk solid to the full scale bin design? Can the theoretical designs be economically translated into working hardware? In this paper the answers to these questions are discussed in light of actual bin operations.

Subsurface strata movements and deformations associated with underground longwall mining activities could cause certain influences to subsurface structures and water bodies. Methods have been developed for the prediction of final and dynamic subsurface movements and deformations induced by underground longwall mining operations in the eastern coal fields. Two new types of strata deformation, vertical and total strains, which could be useful in the field of subsidence research in assessing subsidence influences to the subsurface structures and water bodies, have been introduced. Using the subsurface subsidence prediction model, three types of subsidence influences to surface and subsurface hydrological systems have been identified. Attempts have been made to quantify the two types of subsidence influences that could cause water loss and could lower water levels in aquifers.

For large mining sites in the west, the traditional method for performing an ecological risk assessment (ERA) provides little useful information for risk managers faced with selecting and designing sound remedial options. Current U.S. Environmental Protection Agency (EPA) risk assessment guidance largely supports quantitative risk characterization of individual species as surrogates for population and ecosystem-level effects. Developing a work plan for investigating and remediating ecosystem-level changes potentially caused by large-scale historic mining/smelting contaminant release requires a decision process that incorporates a more holistic ecosystem management approach. Some of the most wasteful efforts associated with mine site ecological risk assessments arise when the risk analysis and data collection programs are not specifically linked up-front to the risk manager's decision needs. The following paper discusses the importance of employing a decision-based, ecosystem management framework when conducting ecological risk assessments at large mining sites. A case study of an ecological risk assessment currently being performed at a large New Mexico copper mine site is presented.

Longwall coal mines are frequently located in steep mountainous areas with narrow valleys. In order to protect surrounding watersheds and residential structures, support areas are left under the valleys. However, the indirect subsidence effects to the residential structures due to the potential topography effects can be a serious problem. The present study examines a longwall mine in southern West Virginia located in an area with an average slope of about 30°, or 58%, and with an overburden depth that varies from 49 to 376 m (160 to 1,235 ft). A comprehensive investigation was carried out to assess the subsidence and topography effects, as well as other ground control issues at this site. Surface and subsurface movements and deformation were predicted and their direct effects on nearby streams and structures were assessed. The potential and indirect subsidence influences of surface topography effects were assessed. The techniques and results of this investigation are presented in this paper. It shows that the direct and indirect subsidence effects on the streams and residential structures should be insignificant. The post-mining observations agreed well with this study.

Mineral policy in Canada has been in a state of transition and change over the past several years. 1976 has witnessed some settling of troubled waters and the pattern of the currents of change is becoming more clear. The provinces play a key role in this process and have provided much of the thrust for new initiatives. On the other hand, the federal government in Canada in recent years has taken a much more active interest in mineral affairs than previously and has asserted its powers on a number of key policy questions. Some of the initiatives from the two levels of government in Canada have come into conflict with each other and, thus, contributed materially to a state of affairs that includes change, uncertainty and conflict.

About 45-50% of the coal mined in the U.S. passes through coal preparation plants; east of the Mississippi River this number increases to about 75-80%. Although the cost for coal preparation is worthwhile to some, the coal industry faces the challenges of continuing downward pressure on the price of coal and the impact of new environmental regulations. Coal preparation, as commercially practiced today, is an effective process achieving 75-803 ash reduction, 15-8m trace element reduction, and 85-90% Btu recovery; it is less effective for pyrite reduction (35-70%), and on-line operating time (40-60%), and suffers from obsolete control systems. Methods will be discussed for reducing costs of coal preparation and improving the performance of coal preparation plants. Comments are included on equipment selection, especially for -28 mesh coal, and prep plant operation and control practices. Btu recovery, ash and pyrite reduction, fines processing including dewatering and slurry fuel use options are emphasized. Trace element removal and expert control systems for maximization of prep plant operation also will be highlighted.

This paper is about a horizontally curved conveyor, which carries 6,050 stph of limestone over land from a new quarry to the owner's plant. The conveyor is 5,012 ft long with a horizontal curve radius of5,OOOft Site conditions made a curved conveyor design the most optimal and economic solution. Using our unique custom conveyor calculation program, TKRI was able to accurately model and design the conveyor to properly track the belt and prevent any spillage through the horizontal curve radius. A data monitoring system was installed that allows monitoring of the conveyor both locally and remotely. The remote monitoring allows TKRI to contact the owner for preventive maintenance. Preventive maintenance can reduce the conveyor downtime during normal operating hours.

An interlaboratory testing program was undertaken in support of an ASTM standardization program for simultaneous combustion-infrared analysis for carbon and sulfur in ores and related materials. Statistical analysis results from the study are used to generate the within-laboratory and between-laboratory precision data needed for standardization of the methods. The interlaboratory precision statistics are also interpreted to estimate the uncertainty in calculation of net carbonate value classifications using a simplified quantitative risk analysis technique.

This paper presents the development of a knowledge based integrated decision support system (E.X.I.S) for the extractive industries to provide information concerning the environmental impact of extractive operations on land quality, surface and ground waters, and the best solutions for the rehabilitation/revegetation of the waste disposal areas to the relevant target groups (extractive industries, regional authorities, national authorities, research institutes, public). GIS was integrated with the decision-making models for the rehabilitation and revegetation of mine spoil. The system design involves several steps including site selection ? mine type identification ? waste identification ? selection of rehabilitation (revegetation or other methods). The knowledge based model consists of two integral parts: the model base, in which the input data are processed and classified using special fuzzy algorithms and criteria and the knowledge model, which hosts the various decision algorithms concerning evaluation of vegetation covers, selection of trees and plant species, selection of rehabilitation and revegetation schemes and also economic analysis for each option. The system input will include parameters on site characteristics (climate, topography, geology, hydrology etc), waste type and properties (physical-geotechnical and geochemical data) as well as environmental parameters of the existing waste disposal area. Based on the values of the above parameters and the characteristics of the rehabilitation technologies developed worldwide, the system, using IF-THEN rules will define a list of appropriate techniques for the rehabilitation of the examined waste. Then, the model will involve the application of multi-criteria analysis (MCA), i.e. a structured system for ranking alternatives and making selections and decisions. Each technique shall be judged based on its behavior into four fields, i.e. financial, social, technical and environmental criteria. In turn these fields will be analyzed into a lower level of evaluation criteria.

The cost of remediation often drives the selection of the preferred remedial alternative at hazardous waste sites. The use of probabilistic cost/risk analyses can aid in predicting costs of remedial alternatives. Three types of information are discussed in performing cost/risk analyses: (1) data on the quantity of contamination versus the contaminant concentration; (2) unit costs of remediation for the remedial alternatives; and (3) risk to contaminant concentration relationships. Cost/risk evaluations are performed on a site-by-site basis, to account for combined risks of different contaminants and differences in quantity to be remediated versus contaminant concentration. The cost/risk analysis produces a graph of risk versus cost for each of the remedial alternatives. These costs are then compared to facilitate selection of a preferred alternative. An example of comparison of alternatives is illustrated for a historic coal gasification site.
