Ore at the Magmont Mine in southeast Missouri is extracted by the room and pillar method on two and sometimes three horizons. In 1991, an innovative plan was formulated for recovery of high grade ore in pillars using cable bolts to accommodate spans of more than 27 m (90 ft). A test area was subsequently selected and a recovery plan developed. A cooperative rock mechanics study effort by COMINCO METALS, the U.S. Bureau of Mines and the University of Utah was later established. When initially opened in 1968, the planned production rate was about 1,000,000 tons per year. Due to declining reserves, the production rate was decreased to 630,000 tons per year in November 1992. Pillar recovery now accounts for approximately 40%-50% of the mined tonnage and plays a vital role in allowing Magmont to continue to operate.

I have availed myself of the opportunity to prepare, and to give this talk because, as incumbent Chairman, I am directed by the Bylaws of the Council of Education to make an Annual Report of the Council activities which have transpired during the past year. In addition, and inasmuch as I have this captive audience, I am taking the liberty to express also some beliefs I hold about various other elements of Mineral Industry education. First, my report is that constructive progress has been achieved in the Council of Education during 1960-61. These advancements have been particularly notable through projects carried on by the Committee on Meetings and Programs, by the Student Chapters Committee, by the Accrediting Affairs Committee and by the Committee for Securing Better Representation of Mineral Industry Colleges. I believe each of these groups will report concerning details of their respective programs at the Business Meeting of the Council. On the other hand, not as much has been done in some areas of work as I had hoped would be the case when I took office as Chairman last February. Let me make clear that these delinquencies, for the most part, have resulted through my ineptness in handling of affairs; they are not caused by the failure to perform various assignments which I have given to council members.

By way of background. it is important to keep in mind that the information presented in this paper relates specifically to synthetically produced precipitated calcium carbonate (PCC) fillers. Natural calcium carbonate fillers manufactured by grinding limestone, marble and chalk, though having similar chemical and physical analyses to PCCs, normally contribute somewhat different performance properties in paint, paper and polymer systems. Many factors have been cited and numerous theories have been proposed for the observed differences. Particle size parameters, surface chemistry and particle morphology are the items most frequently mentioned. A discussion of this subject is beyond the scope of this paper.

This paper summarizes the process development behind the design of three different types of paste fill plants at operating Canadian hard rock mines. Each application has a unique paste backfill mix and process which utilizes the materials economically available to the mine site. The different plants produce paste fill composed of base metal tailings, a blend of recovered disposal pond tailings fines and alluvial sand, gold ore tailings, and a blend of gold ore tailings and alluvial sand. This work has led to the joint development by Inco and GL&V Ontario of the compaction storage mechanism for the de-watering of mill tailings to a paste consistency.

A novel tracing technique employing specifically prepared trace particles has been applied to coal preparation separatory systems. The technique employs individually prepared trace particles representing specific known sizes and densities of coal particles. These trace particles are injected into the feed, to the processing circuit, and are then detected at locations in the coal product and refuse streams. It is anticipated that on-line input of the generated partition data will be linked with computer technology to provide rapid analysis of the processing efficiency, and to allow for process control. This tracing technique can revolutionize many processing operations from the diagnostic viewpoint as well as from the coal processing standpoint.

The preparation of coal is essentially the same for export as it is for the domestic market. The big difference, I would say, is that, while coal for certain domestic uses (utilities, for instance) need not always be of the highest quality, as long as it is uniform, the buyer of coal for export invariably demands a well-prepared, top-quality product. And he is willing to pay for it, as long as he knows what he is buying. This is where quality control enters the picture. The day is long past since the export market was the dumping ground for coals which could not be sold on the domestic market. Today, the export buyer wants American coals not so much for a price but for the necessity of blending the American coals with foreign coals to achieve the desired chemical and/or physical characteristics, To blend intelligently, he must know in detail what are the qualities of the coals to be blended. Sampling and chemical analysis facilities at the piers provide the information on the coals exported, These facilities are maintained for the export buyer by independent laboratories; however, in one instance, the buyer operates his own laboratory. With very few exceptions, and Clinchfield?s Moss No. 3 mid-volatile coal is one, cargoes shipped overseas are loaded as blends of two or more coals. Up to now, foreign requirements have not been too clearly defined; therefore, shippers must be prepared to blend mixtures of the desired combination. Successful blending requires an accurate knowledge of the coals shipped. And this makes it necessary for the coal producer to maintain his own control laboratory.

"The performance of column flotation is strongly influenced by the effectiveness of the gas sparging system. Unfortunately, field studies suggest that gas injector systems used for column sparging are not always optimized. This unfavorable condition can create a number of issues within the concentrator including lower recoveries, poorer metallurgical upgrading, decreased capacities, increased circulating loads, higher reagent consumption and inefficient energy usage. To help overcome these problems, techniques have been developed that can be adopted by plant operators to improve sparger performance. These techniques include (i) design modifications to sparger components such as nozzles, distributors and internal parts and (ii) operational improvements such as proper balancing of gas/water flows, elimination of unnecessary pressure drops, and staged injection of frothing agents. This article reviews the important criteria that govern sparger operation and provides data showing how simple low-cost improvements can positively impact column performance. INTRODUCTION Column flotation cells have become the most popular machine design for industrial applications that require high purity concentrates. The superior metallurgical performance of column cells can be largely attributed to their unique geometry, which readily accommodates the use of froth washing systems. The wash water minimizes the nonselective entrainment of ultrafine gangue minerals that would otherwise be hydraulically carried in the water reporting to the froth concentrate. The larger height-to-diameter ratio of columns allows a deep froth to be maintained, which is essential to achieve even water distribution. Due to these unique features, column cells can provide impressive levels of metallurgical performance closely approaching the ultimate separation curve predicted using the flotation release analysis method (Kohmuench et al., 2007). Another very important feature of column cells is the design of the gas sparging system. One popular choice in the minerals processing industry is the Eriez SlamJet® sparger. As shown in Figure 1, this type of sparger operates by passing compressed gas through a small discharge nozzle. Fluid turbulence created by the exiting gas disperses and distributes small bubbles into the flotation pulp. The sparger is equipped with an internal moveable rod that is attached to a pressure diaphragm in the back housing of the sparger. The internal rod automatically moves back/forward and opens/closes the nozzle outlet when the compressed gas is switched on/off. This patented design effectively eliminates the accidental backflow of flotation pulp into the injection tube during shutdowns. The sparger can be operated as a gas-only injector or with the introduction of a small amount of high-pressure sparger water (Kohmuench et al., 2010)."

The shift to lower grade iron ores, e.g., magnetic taconites, resulted in a shift towards agglomeration practices which could effectively deal with the fine particle sizes generated in the liberation and concentration processes. If the iron bearing particles are not extremely fine, e.g., -1/2 in + 100 mesh, sintering is an adequate means of agglomeration.(1) For the more dispersed ores which result in fine concentrates (more than 80%,-325 mesh), the fine particles must be agglomerated by mechanical means before final hardening, e.g., pelletizing.(1) In the pelletizing process, the essentially mechanical step of balling is extremely critical since the strength of the pre-fired pellet determines the firing conditions. The ability of the proper amount of moisture to hold together a ball of the very fine ore concentrate particles has long been recognized. It is a charac¬teristic of the reaction at the interface between the ionic solid of the ore concentrate and the polar water phase which overlays the solids. The strength in such moisture laden balls, the green strength, is a strong function of the water content (Figure 1) and thus deteriorates rapidly for either a small excess or a small deficiency of moisture. For purposes of commercial practice, the control of green ball handling properties by accurate control of ball moisture is too demanding. Moreover, as the ball is heated towards its hardening tempera¬ture, e.g., 1300'C, there is a substantial drying reaction which would lead to such a low dry strength of the ball that it would not support its own weight much less the weight of other balls in a firing furnace.

The work described in this paper is sponsored by the Bureau of Mines for the purpose of accelerating the drilling of roof bolt holes and reducing the quantity of materials needed to fill each hole. A high-speed small-hole drill has been fabricated and tested in the laboratory. High priority has been given to safety, reliability, and compatibility with underground coal mining practice. The combination of drag bits and erosion jets is designed for high penetration rate, long wear life, and uniform hole size in a variety of sedimentary strata. A reliable high-pressure high-speed swivel feeds water to the bit at about 4 1/min (1 gpm). The duplex hydraulic intensifier which drives the jets has a 40 kw capacity (30hhp) Results of recent full-scale laboratory testing are presented.

A beneficiation process has been developed to provide selective separation of unburned carbon from high LOI fly ash. Previous reports of utilizing froth flotation to achieve selective separations required long residence times and high reagent costs. A proprietary reagent system has been developed to address both of these limitations. Based on the results obtained from laboratory and pilot-scale investigations, a flowsheet design has been developed to produce two distinct usable products from class F fly ash; low LOI ash and a high carbon product suitable for reburning or further upgrading. A process flowsheet and description are presented.

Mining haul trucks comprise the majority of the equipment used in underground limestone mining operations and are known to emit high levels of noise. A previous study conducted by the National Institute for Occupational Safety and Health (NIOSH) indicates that 70-90 percent of all miners have a noise-induced hearing loss (NIHL) great enough to be classified as a hearing disability by retirement age. These results demonstrate the public health need to protect the hearing of workers in the mining industry, including haul truck drivers. ng of workers in the mining industry, including haul truck drivers. Cab enclosures present an opportunity to isolate the haul truck operator from both truck and other noise in the mining environment. A total of twenty-five haul truck cabs were studied which were divided into three style (treatment) categories determined by soundproofing features and technology for noise reduction: old-, new-, and retrofitted-style. This study examines the contribution of cab acoustics, operator performance, and maintenance to noise reduction for each cab style. Dosimeters were used to measure 8-hr time weighted average sound pressure levels (TWA8 SPLs) inside and outside the cabs to determine if different acoustical treatments affect cab attenuation. Adherence to the Mine Safety and Health Administration (MSHA) Permissible Exposure Limit (PEL) of 90 dB TWA8 (with a 90 dB threshold) was used as the main indicator of overall noise reduction achieved. Dosimetery results indicate only 2% of the samples exceeded the PEL, but samples could still be reduced much further. Descriptive and comparative statistics indicate that noise levels inside the new-style cabs are significantly lower than the other two cab styles. Also, data suggest that there is no difference in noise exposures when comparing the old-style to retrofitted cab styles. Operator influence (opening doors and windows) was a significant factor for increasing noise exposure. This paper demonstrates that properly designed cabs can achieve major noise reductions, but noise levels could still be reduced much further below the MSHA PEL. New-style cabs, equipped with modern noise-reduction treatments, exhibit much lower noise exposures than the other two cabs styles, and the effectiveness of the current noise-reduction treatments for retrofitted cabs is questionable. Haul truck driver observations indicate that improved noise exposure reduction training is needed. Finally, specific targets for future noise reduction research are suggested that will further contribute to the prevention of hearing loss for haul truck operators.

In recent years a number of data processing and analytical techniques have proven to be useful to engineers and geologists in various segments of the mineral industries. Petroleum companies were among the first to utilize the computer to store well data files and to analyze that data for exploration purposes. A few years later, metal mining companies began to apply the same basic computer methods to problems in mineral exploration, ore reserve evaluation, and open pit mine planning. Because of the increasing complexity of planning for coal mines and land reclamation, a case study was undertaken to evaluate the usefulness of computer techniques to assist mining engineers and geologists in mapping coal deposits, evaluating coal reserves, strip mine planning and land management. The data used in the study was provided by the Illinois State Geologic Survey. This paper describes some of the results of that study. First, considerations for the development of a computer data base for coal deposits are presented. Next, a series of analytical techniques for processing the data is described. Finally, the case study is presented to illustrate how the coal data base and the analytical techniques could be used in actual practice.

The purpose of this paper is to outline the advantages and disadvantages of single tube and twin tubes for subway systems. Different aspects such as diameter of the tunnel (tunnel spaceproofing), configuration of subway line and stations, impacts on passenger safety and evacuation, ventilation system as well as rail system for each solution were evaluated and compared. In addition, a multi-criterion approach is established to facilitate the decision making for these two different subway systems. The practical example of a mega project has been discussed and the details of the decision-making process has been explained. This proposed multicriterion can be used to facilitate selecting the best subway system in any urban areas.

Mining and tunneling in so-called “squeezing ground conditions” at high in-situ stress can result in substantial and enduring ground deformations. The magnitude of deformations is closely tied to the applied excavation- and support concept, though typically, they can reach tens of centimeters. The yielding principle is based on the idea, that the need for support capacity decreases as deformation increases. To enable controlled ground deformation and safe working conditions, yielding elements as a part of the shotcrete lining are implemented. These types of elements avoid an overstressing of the shotcrete lining. During the deformation process, the support pressure of the yielding elements and lining increases, thus stabilizing the ground. Furthermore, long-term creep deformations of the rock mass can be absorbed with such a system. This economic support technique represents the state-of-the-art infrastructure tunneling practice in squeezing ground condition. A novel yielding element of High-Strength Expanded Polystyrene (HS-EPS) was invented, which overcomes existing systems’ drawbacks. This innovative system is lightweight and allows for safe and rapid installation. Furthermore, the modular setup of the element enables an easy on-site adaption to react to in-situ deformation patterns and changing ground conditions. Recent experiences from applications in Alpine base tunnels in squeezing ground are presented.

Some attempts were made to recover and remove heavy metal elements, such as uranium, copper and chromium, from aqueous systems by using several phosphate compounds. The phosphorylated derivatives of polysaccharides, chitin phosphate, chitosan phosphate and cellulose phosphate, have high abilities to accumulate heavy metals, such as uranium, copper, manganese, cobalt, cadmium, zinc, nickel and chromium, compared with non-phosphorylated polysaccharides. In order to obtain basic information on the recovery and removal of uranium that may be present in industrial effluents, mine waste water and seawater, the adsorption of uranium by chitin phosphate and chitosan phosphate was investigated in details. The adsorption of uranium by chitin phosphate and chitosan phosphate was much greater than copper, cadmium, manganese, zinc, cobalt, nickel, magnesium and calcium. The adsorption of uranium was very rapid and was affected by pH of the solution, temperature. granule radius and co-existence of carbonate ion. The amounts of uranium adsorbed on the adsorbents increased linearly as the external uranium concentration increased. Uranium adsorbed on chitin phosphate easily desorbed with diluted sodium carbonate solution. On the other hand, uranyl and cobalt ions were separated from each other by using chitin phosphate. Along with these fundamental research, some attempts were made to recover uranium from seawater.

Cyanide leaching is the most common process employed in the majority of the gold extraction plants. These gold extraction plants naturally generate tailings and/or effluents that contain highly toxic cyanides, In geographic locations with excess precipitation and therefore net positive water balance, a portion of these tailings must be discharged. Before these highly toxic cyanide-containing effluents can be discharged to the waterways, cyanide and any other toxic substance must be destroyed. Geographic locations with high evaporation and low precipitation, as in the western USA, result in net negative water balance and therefore these plants can operate with a zero discharge option. However, with the current stringent environ­mental regulations and concerns for bird and wildlife mortality, even these operations may be required to partially treat their tailings to preclude potential harm to wildlife. Furthermore, heap leach opera­tions are now generally required to detoxify the heaps before abandonment. It is, there­fore, apparent that all gold extraction plants may be required to install some form of effluent treatment in order to achieve the above objectives,.

One of the Northwest Mining Association's guide-lines is: "If you always do what you've always done, you'll always get what you've always gotten." Another way of saying this is, simply, "when the road curves, don't refuse to turn." Our industry has been roundly criticized for living in the old political world, and, I believe, justifiably so. Until about 20 years ago, members of both houses of Congress deferred to specialists among their members for mining legislation. This was true for all public lands and natural resource issues, and were referred to as the mining bloc, or the timber bloc, or the ranching bloc. We felt safe, and to a large degree, were safe in the sense that western members of the US House of Representatives and of the US Senate understood the need for multiple use of public lands, and the need for the natural resources they supply. They also knew what it takes to stay in business and how to create the economic atmosphere that encourages private industry to find and provide the natural resources. Almost daily, members of our industry bemoan the destructive effects that current regulations, let alone new proposals, are having on American industry. And, there are some intriguing aspects for us to ponder. First, the specific complaint about the government is not regulation per se, but rather that the rules or policies don't make sense. We recognize that few understand our industry, but we have assumed that the government will rely on people experienced and knowledgeable in the area being brought under government controls. There was a time that this assumption was valid, but it is no longer true since we have entered the era of the professional regulator. Much like the MBA who believes that a professional manager can manage anywhere, the new breed of regulator sincerely believes that process is the key to developing effective regulations or programs. They reason the process virtually assures that all the pertinent facts will inevitably come to light and, after receiving appropriate considerations, will result in the proper decision being reached and implemented. Unfortunately, following the process also allows politics to play a new and greater role than ever before, since information based on what can only be called weird-science can now be presented to the professional regulator and accepted as fact. Regulators do not have the background to question the basic tenets of the conclusion being presented to them. To add insult to injury, testimony from people in the industry involved, intended to set the record straight, is too easily discounted as being merely self-serving. A second aspect is that the question of why the associations aren't doing more to stop poorly conceived legislative and regulatory proposals, or to counter the ever-increasing influence of the selfappointed public interest groups is being increasingly discussed. This is occurring despite the fact that there is a higher level of involvement and closer cooperation between the various associations than ever before. This raises a most important question: where are we going wrong? In the last 20 years or so, major changes have taken place. A new philosophy, taking advantage of the public's recognition of need to protect our environment, has swept through the nation, resulting in a whole new body of law enacted to assure environmental protection. We all acknowledge the need to prevent undue degradation during the course of mineral development, and we all consider ourselves to be responsible stewards of the land, because we live and work in the outdoors and know the importance of environmental protection. The changes in the federal statutes apply now to every aspect of mineral discovery, development, and production, and assure adequate reclamation of lands when we are done. Along with the positive changes, are a constant barrage of attempts to stop public land use, or stop mining, or stop any new economic development, ostensibly to "protect the environment," but often reflecting a hidden agenda of social reform. These types of extreme, irrational, and just plain impossible proposals are everyday occurrences, but we have not geared up to challenge all the proposals which could end mining. Instead, we did what we always had done. The road turned, but we didn't. And we wondered why those who had always protected mining weren't doing their job, and why we were having such limited success in reining in the regulators. Introduction It is generally accepted as dogma that sampling contributes most of the error in gold fire assays. Differences in assay results on pulps from the same sample interval are frequently regarded as evidence of the presence of the so called "nugget effect" of relatively coarse gold particles. It is true that coarse gold particles can contribute to substantial sampling fluctuations. But, while the process of sampling is probably the major source of error, the analytical process cannot be completely ignored as a possible contributor to erratic assay results. To maintain a stable assay process, the analytic part of the system must also be kept in control. One method of monitoring the performance of the analytic system is to systematically assay standard materials, whose sampling characteristics are carefully controlled. Gold assay standards are not prepared, nor can they be prepared, to account for both sampling and analytical errors. It is not possible to send coarse material to a lab for both preparation (i.e., comminution and splitting) and fire assaying and then come to conclusions only about the fire-assay process. Because most gold ores are very heterogeneous, sampling errors would, in most cases, completely mask the contribution of the analytical errors. Assay-standard material is prepared only to assess the accuracy and variability in the fire assay process. Because the objective of the assay standard is to provide information about the fire assaying, it is necessary to control the sampling error of the standard material, so that it is only a minor constituent of the discrepancies observed in any assay results. To do this requires that the particle size of the standard material be reduced to a point where the relative standard deviation of the sampling error (i.e... the standard deviation of the errors divided by the average gold content of the material) is 2% or less. For all but very homogeneous mineralization, this means that the material must be reduced to 100% -150 mesh before the sampling errors are adequately controlled. However, even reducing the particle size can contribute to sampling problems. The liberation of gold may cause segregation that can cause large sampling fluctuations that are not easily controlled while maintaining the desired grade. Because, in most cases, the standard material would already be in the "pulp" state when it is submitted to a lab for assay, it is not possible to entirely conceal the nature of the sample from the lab. This is a problem inherent in using assay standard material. Because of the contribution of sampling to error generation in the assay process, the use of "coarse" material does not solve the problem of submitting a totally "blind" standard to the lab. In the sections that follow, the selection, preparation, testing and use of gold fire assay standard material is discussed. While some may dismiss the production of standard material as folly, it is possible to produce and utilize standard material to stabilize and improve the fire-assay process to produce more reliable assay results. Material selection It is desirable to use material that has as nearly the same metallurgical characteristics as the samples with which the standards will be included. However, this is usually difficult. For many reasons, including the particle size at which a significant amount of the gold mineral is liberated, the sampling characteristics of even -150-mesh material may preclude the use of geologically and metallurgically similar ore as a standard. It is usually easier to get material having desirable grade characteristics with the necessary sampling properties than it is to find geologically and metallurgically similar material with the required sampling characteristics. High-grade standards are especially difficult to find and prepare. This is because, as grade increases, the size of the gold particles usually increases. Larger gold particles are liberated and tend to segregate during comminution, and the homogeneity of the material cannot be maintained. For grades much above 3 g/t (0.088 oz/ton), it is very difficult to find material that has the proper sampling properties. Old mill tailings are likely candidates for assay standards. Some of these have sufficiently homogeneous mineral contents, so that the sampling errors can be effectively controlled. Where mill tailings are either not available or are not acceptable, mineralization that has exhibited homogeneous results in reassays of the pulp material is also a good candidate for the standard. Finally, the mineralized rock being sampled may (and should) be used if adequate homogeneity in the -150mesh material exists. "Adequate" ("acceptable") homogeneity is defined below.) Existing classifications of mining and construction equipment have had major deficiencies. They often lack organization, balance, and have remained obscure. Particularly when proceeding to great.er resolution these deficiencies have proven crippling. By adopting "Classes", "Groups" f "Types" and "Kinds" at successive degrees of refinement, a "Taxonomy" is developed based on clear visual differentiation or on a "Morphology??. This symbiotic application, adopted from the Biological Sciences, yields clear, simple and unambiguous results. Supporting this effort are guidelines for easily and credibly sketching equipment which are also distinctive. Numerous illustrative examples are provided. Communications are improved and the engineer obtains a confident feel for the equipment at hand.

If Campbell County, Wyoming were an independent nation, it would rank fifth in the world among countries with known coal reserves. Only the United States, Russia, mainland China and West Germany would have greater volumes available. Not too many years ago that statement would not have seemed important, because oil and natural gas had become our nation's principal fuels. Western coal deposits, particularly those of the Powder River Basin in Montana and Wyoming, and which underlie virtually all of Campbell County, were largely unknown. But recently, in response to the three-pronged stimulus of vanishing gas reserves, rising petroleum prices, and clean environment statutes, these vast deposits have been delineated and have become, in the minds of many, indispensable to our goal of energy independence. Not only does western coal lie in thick seams near the surface where it can be mined in huge quantities at low cost, but also it possesses another coveted attribute in this age of environmentalism: low sulfur content. At Burlington Northern we count ourselves at the forefront of those who believe this coal is essential to any hope for the government's "Project Independence." But to that belief we add another article of faith. We are convinced the economics of unit train delivery of this incredibly immense resource make it the only transportation system that can help us achieve energy self-sufficiency in this country.
