Today's highly publicized issues of resource development and environmental protection are not new. But recently these issues have been played one against the other, and some would have us believe they are mutually exclusive. Why? Because modern man has realized that the shortest route to achieving economic progress is to subdue nature. He extracts mineral resources from the earth to provide the raw materials upon which other processes and services are based. But often in his search for economic progress he finds that other highly- held values (e.g., an unspoiled environment) have been violated. The natural response is a counter action - to attempt to protect nature. But this response is basically unsatisfactory because it is reactive.

The distribution of phosphate in Pliocene-Miocene deposits of the Southeastern United States was controlled by the prevailing geologic setting. For each basin a unique set of conditions in terms of relationship of land mass to shelf, depositional environment and seawater composition, and movement controlled phosphate distribution. Concentration sufficient to recognize the deposits as a resource occurred in lagoons or shallow neritic zones, with clastics and carbonates diluting the section basinward. Each deposit within a basin displays similar metallurgy and lithology, notwithstanding post-depositional alteration.

? A helper stands beside a continuous miner as the operator is at the controls. The operator means to push the stop button but hits the drum rotation start button by mistake. The drum begins to turn and the bits catch the helper's clothing. He is thrown violently to the ground and suffers multiple contusions. ? A farmer's wife helplessly watches her husband drawn into the claws of farm machinery while she frantically and unsucessfully searches for the control to stop the machine. ? A mechanic on the night shift replaces plugs in the lubrication systems of all three engines of an airliner following routine maintenance. In doing so', he fails to notice that "0" ring seals have not been mounted on the plugs. A few hours later, as the fully loaded airliner is cruising high over the ocean, oil pressure on one engine drops precipitously. The pilots quickly shut down the engine and turn for home. Almost immediately, the two remaining engines lose their oil and fail.

Application of depositional analysis concepts is becoming an ever-increasingly more important and more useable tool in exploration and development of coals in the Appalachian basin. Over the past decade, a rather large number of studies, papers, and publications have addressed various aspects of depositional environments of coals and, to some extent, applications to development. As would be expected as regards a subject so complex as Pennsylvanian sedimentation in the Appalachian basin, certain academic studies have produced conclusions at variance in some aspects to those of other studies. Overall, however, there has been a building- block progression and general refinement with time of understanding of the depositional settings and other factors controlling Appalachian coal distribution, quality, and other minability parameters. Most attempts to explain coal seam characteristics have revolved around a basic deltaic model. Some have attributed certain seam attributes to upper delta plain deposition, other attributes to transitional-lower delta plain settings, and yet others to lower delta plain environments, and so on. While these approaches have provided valuable insight into some general coal characteristics, they are somewhat incomplete and are, in a sense, too broad for specific mine-scale applications. Further, it is apparent that in order for widespread peat accumulation to occur, there must be a drastic decrease in the energy of the depositional system and amount of sediment being brought in, compared to the active deltaic and coastal processes responsible for deposition of the large volume of clastic sediments that dominate the Pennsylvanian system of the Appalachians. Consideration of this fact implies that peats (coals) may not necessarily reflect depositional settings that are directly coincident with those associated with adjacent rocks. Cecil and Englund (1985) address this point, and quite correctly state that "the primary controls on major stages of peat formation are allocyclic processes involving paleoclimate, eustatic changes in sea level, and tectonics." While this statement is inarguable, it does not negate the importance and usefulness of depositional analysis in predicting reserve characteristics that may impact mining and marketability.

Fall of ground accidents continue to be a source of injury in underground metal mines. MSHA accident statistics indicate that most rock fall accidents occur at a new face where drilling and blasting methods are used. Removing loose rock by scaling is imperative to removing the potential for rock fall injury. Detection of potentially loose rock could improve the scaling process and result in fewer rock falls. Infrared thermal imaging cameras were investigated as far back as 1966 as a tool for loose rock detection. Early on it was clear that sensitivity (e.g. detectable temperature increment) is a key factor in this application. Both pixel resolution and temperature resolution have greatly improved with modern instruments. This paper describes an evaluation of modern infrared thermal imaging camera technology to detect loose rock conditions at six underground metal mines in the western U.S. It was found that thermal images provide a high resolution visual discrimination between loose rock and intact rock. However, detecting loose rock was difficult in cases where the rock and ventilation air were at the same temperature. Loose rock was detected when rock was both warmer and cooler than the ventilation air temperature. Warm rock with cool ventilation air provided the best conditions for detection.

"The paper discusses the results of 3D finite element analyses to investigate the effect of face support pressure and soil permeability on face stability conditions in EPB tunnelling. Two main types of face behavior are identified: Undrained conditions ahead of the tunnel face, typically occurring in soils with permeability less than about k=5·10-7m/s, are shown to be favourable for face stability; analyses show that an applied face pressure comparable with the initial hydrostatic pore pressure is sufficient for adequate face stability, even for soils of relatively low strength. Drained or partially conditions, typically occurring in soils with permeability higher than about k=5·10-6m/s, show that face stability is strongly dependent on the horizontal effective stress of the muck in the excavation chamber; the presence of even a small effective stress in the muck is very beneficial for face stability conditions and can be a possible explanation of successful EPB tunnelling through relatively permeable soils. INTRODUCTION Face stability is probably the most important aspect in urban tunnelling. Usually, Earth Pressure Balance (EPB) machines are utilized, to ensure that a reasonable amount of face pressure is exerted on the advancing excavation face, reducing ground loss and preventing potential instability of the face core, thus controlling the amount of disturbance caused by tunnel excavation to surface structures. However, the ideal amount of face pressure depends on several factors (ground and groundwater conditions, tunnel size and depth, muck conditioning, etc.) which are difficult to include in analytical calculations. For many years, conventional empirical or analytical methods (e.g. Anagnostou & Kovari 1996) were the only available tools for quantifying face stability and selecting the required face pressure. In the last few years, however, numerical analyses have gained power over conventional methods, allowing more accurate designs and providing useful information about the anticipated ground deformations due to tunnelling. Numerical analyses have also been used in assessing safety against face instability using face extrusion (horizontal face displacement) calculations (e.g. Prountzopoulos 2012)."

The collection zone residence time distribution (RTD) of mechanical self-aerated flotation cells was characterized for liquid and solid per size class (-45 mm, +45-150 mm and +150 mm). It was found that a single large industrial cell with a volume of 130 to 250 m3, now used in plant operations, can be well represented by an LTST (large and small tank-in-series) model plus dead time. From a scale-up point of view, results showed a similar mixing behavior for industrial cells ranging from 130 to 250 m3. Also, single mechanical cells showed a similar mixing pattern (RTD) when compared to large pneumatic flotation columns. It was confirmed that for practical purposes, the mixing condition in a flotation bank of three or more cells in series can be well described by the classical N tanks-in-series model.

Dynatec Mining Limited contracted to sink a lS00 metre (4960 ft.) concrete lined shaft for Falconbridge Nickel Mines in Sudbury, Ontario, Canada. The shaft is 6.3 metres (20.S ft.) in diameter inside the concrete lining and is equipped with steel furnishings. Dynatec used the owner supplied 4.6 metre (l5 ft.) diameter double-drum hoist to sink the shaft with 12.S tonne buckets for muck removal and 4 cubic metre concrete buckets for concrete placement. One of the unique features of the shaft sinking operation is the use of a four-boom electric hydraulic drill jumbo permanently mounted in the shaft sinking stage. This paper will describe the performance obtained with the electric hydraulic drilling equipment and the high capacity muck removal and concreting equipment.

INTRODUCTION Today, conventional raise boring is an accepted method of development in underground mines and on major construction projects. Over the years that this technique, and its associated machines and tools, have been under development, many articles have been written on the subject. To a great extent, these papers have reported operating results of one or more specific projects or have been generalized reviews of state-of-the-art machines and tools. This paper is intended as a review of the technique from an operational standpoint. Conventional raise boring, as opposed to the related variants box hole drilling and underground blast hole drilling, is a two step process consisting of the pilot hole drilling and reaming cycles. This author has covered the subject of pilot hole drilling in another article (1) . A good review of the current machines and equipment has been presented by Monroe (2) and an overall review of this entire technology was published by E&MJ (3) and Mining Journal, April, 1983 (4) . The subject of the reaming cycle is presented here together with some of the technical aspects of how the drilling tools are intended to be used. "Due to recent coal bursts in Australian coalmines, research of coal bursts has attracted intensive interest from mining researchers and engineers worldwide. Previous research has shown that the sudden drop of fractal dimension may be a precursor of catastrophic failure of rock. This paper examines the fractal characteristics of temporal-spatial distribution of acoustic emission signals released during the compression loading process of coal. This research suggests the possibility of coal burst forecasting based on acoustic emission data. The concept and calculation equation of fractal dimension is introduced in this paper. Additionally, uniaxial compression experiments of Australian coal samples are conducted, and the acoustic emission waveform and 3D location are recorded simultaneously by eight sensors Express-8 AE monitoring equipment in the loading process. The experimental results indicate that the continued slowdown of fractal dimension in time sequence can be used as a precursory signal of coal sample brittle failure. The fractal dimension of the spatial distribution of acoustic emission events decreases with the evolution of coal fracturing.INTRODUCTIONCoal bursts refer to the catastrophic failure of overstressed coal subject to the dynamic and static loads. In recent years, coal bursts have occurred in major coal mining countries and this phenomenon has attracted the research interests of international mining and geotechnical scholars. A total of five coal burst accidents happened in Australian coalmines since 2014. On October 20, 2018, a coal burst occurred at Longyun Coalmine in China’s Shandong province, which led to 21 fatalities. Unfortunately, even after decades of research, it seems neither more accurate forecasting methods nor comprehensive controlling measures put forward by researchers have solved the problems posed by coal bursts.As an instantons energy releasing process, coal bursts are always associated with energy dissipation in the forms of acoustic emission, micro seismicity, and electromagnetic radiation (Yamada, Masuda, and Mizutani, 1989). It is believed by many researchers that the frequency–magnitude relationship of micro seismicity induced by rock failure satisfies Gutenberg-Richer relationship as well (Feng et al., 2017). Hence, based on the principal and theory of earthquake source locating, micro-seismicity monitoring equipment has been adopted in many coalmines to locate seismic event origins associated with coal and rock failure in an attempt to better forecast coal and rock bursts. Although many parameters such as b value (parameter of Gutenberg and Richter’s law) (Lu et al., 2015) have been adopted as indicators of risk, the forecasting of coal bursts is still of low accuracy. The same is true with earthquake prediction, as it remains as a worldwide problem even after decades of research and practice. Acoustic emission (AE) methods are now widely adopted to detect rock failure processes under an applied stress for application predicting the abrupt failure of rock in the laboratory (Li et al., 2017). Previous studies have found that significant overlap exists between research regarding AE and micro seismicity with respect to generation process (both are concerned with the generation and propagation of elastic wave) and event origin location, as geophysical signals of both are same (Lockner, 1993). That is, the frequency–magnitude relationship and early-warning indicators found by AE research in the laboratory have a potential applicability to in-field micro seismic monitoring of coal bursts. Through experimental study, Feng and Seto found that the temporal distribution of acoustic emission counts of rock have distinct fractal structures during load-increase processes (Feng and Seto, 1999). As part of its mission to develop technology to assure a continuing supply of minerals, the US Bureau of Mines has investigated the flocculation of a Stillwater, MT, chromite ore. The ore was flocculated at different solids contents and at different stirring speeds to determine the importance and effect of hydrodynamic factors. In acidic and basic pH, the chromite ore was flocculated with high molecular weight polyacrylamides differing in the degree of hydrolysis. Polyacrylamides were found to bind to chromite ore particles through hydrogen bonding. The anionicity of the polymer and the pH affected the degree of polymer-particle interaction, which in turn affected polymer conformation at the surface. A polymer conformation with many loops and tails was used to explain high flocculation efficiency. It was found that such a conformation could compensate for poor hydrodynamic conditions.

By now you, no doubt, are asking, 'Where did Murray get this bit of philosophy?' Well, I obtained it from an editorial entitled. "The Worst of Times", which was published in the Harper's Magazine in 1847. That's right, 1847! The parallelism between the situation in our country at this time and in 1847 is un- canny. But wait, there is one major exception the size of government. To my knowledge, the citizens of 1847 were not stifled by the extreme governmental excesses that we are experiencing today.

The design of tailings containment structures relies on well-understood engineering methods being applied consistently. Unfortunately, not all facilities are designed or managed to the same level of competency. To standardize procedures, the Mining Association of Canada (MAC, 1998) prepared a “Guide to Tailings Management.” It recommended review of designs and an assessment of the risks associated with tailings impoundments be implemented during all phases of amine life. This paper describes how the quantitative risk assessment (QRA) process can be used to define risks associated with the design, construction and operation of a tailings management facility. And it discusses how, once the risk tolerability curves (RTC) are defined for a project, they can assist the risk management (RM) process.

The use of coal as a fuel causes air, pollution in; a number of different forms, and in nearly all stages of its, handling, preparation, storage, use and-disposal of its residue. First let us consider the handling of coal. As shipped, particularly to large utilities, it is run-of-mine bituminous made up of large chunks as well as pulverized particles. Because it 'is in an open car or barge, it is subject to the action o winds and the small particles may be blown around adding to the-particulate load in the atmosphere. Mien un¬loaded from the barge or car, there is again an opportunity for the wind to blow the fine particles around. All of us I am sure have seen a barge at the dock of a utility plant being unloaded by a clamshell bucket. This, after grabbing its load from the barge, lifts it some 60 or 70 feet and, then drops it on a conveyor, which carries the coal to a storage area.

Mining heritage can be of outstanding value for many regions around the world, because mining has been done for thousands of years for the benefit of mankind and its development. This paper presents an ongoing project creating a general guideline for the handling of mining heritage on the basis of experiences made in Germany. Interactions of stakeholders in the ?heritage network? as well as strategies for the technical proceeding will be described. An action plan for the sustainable handling of mining heritage has already been developed in part, which includes necessary measures. Best-practice recommendations will be derived. Much has been said and written about the world's, and particularly the united states of America's, energy crisis. The relative changes between cost components of production have altered because the days of cheap energy have now gone. Decisions that made capital investment reduction attractive to treat large tonnage lower grade ore bodies appear to be no longer valid because average energy costs for comminution that were less than 1 cent per kilowatt hour in 1972, are now more than 3 cents and will shortly become 6 cents according to some projections. Increased capital investment to improve processing energy efficiencies are certainly going to be pursued. Energy today is the largest cost component in the average mineral production facility. It takes more than 12000 kilowatt hours to produce one ton of finished steel and more than 60000 kilowatt hours for each ton of copper and aluminum.

The rapid evolution of computer and field sensor technology is now providing the ability to integrate mine and office operations. Digital maps and mine plans as well as CAD and GIS can be transferred to ruggedized field computers for development of real-time mine surveys and real-time GPS machine navigation and monitoring. Surveyors can insure that their surveys are accurate before returning to the office. Engineers and surveyors are also able to upload field computer-based surveys to mine planning software and directly to mine equipment including shovels, drills, and dozers providing the operator of the equipment with a real-time view of their work space. Production information can be transmitted through dispatch and/or centralized mine servers to update mine plans with mining progress and production data. Static mine models then become a dynamic element of operations, providing greater use of information that emphasizes the spatial aspects of the mine by providing real-time maps, productivity charts, and graphs. This information can be disseminated through various mine communication systems to provide operators and management with real-time feedback as well as daily and weekly reports. Integrated systems now being used in extensive trials are reporting productivity increases of 4 -7% or more thereby providing rapid payback to the mine.

Underground coal mining has been active within the East Mountain property since the mid 1950's. As a result, coal from two seams has been extracted within large areas allowing surface subsidence to occur. Monitoring of subsidence annually, began in 1981 using on the ground conventional monumentation, surveying and photogrammetric monitoring. The data collected has shown the time benefits of photogrammetry and the relationship between observed subsidence and the geometry of the mined out area below.
