During the last decade grassroots minerals education programs have blossomed throughout the United States and in other countries. At the same time an environmental education movement has been gaining momentum. While this offers a unique opportunity to share the mining industry’s story, it also has some potential pitfalls. In this paper the authors will discuss some of the benefits of participating in environmental education and provide some practical tips for success, based on New Mexico experiences. It will conclude with a presentation on a successful environmental education program at Heights Middle School in Farmington New Mexico.

As the search for minerals leads to deeper mines the need to control water inflow into mine shafts and mine workings will grow. As shal¬lower more readily available minerals are exploited, ore bodies which were previously uneconomic be cause of their depth will now become attractive targets. In known mining districts new ore bodies are being discovered down dip of existing ones. In the west many metal deposits are being developed in rocks of the mountain front pediments, frequently covered by several hundred feet of saturated alluvium. Greater depth often means that workings are developed well below existing water tables, creating high hydrostatic heads adjacent to mine workings. The purpose of this paper is to review some of the methods available for determining if water control will be necessary and to present some of the techniques for locating water bearing zones and the amount of water to be expected. The paper will concentrate on problems associated with water control in mine shaft development, although many of the exploratory techniques are similar to those needed for assessing overall mine water inflow problems. A brief case history on water control problems in mine shafts in the Grants mineral belt of northwestern New Mexico is presented. Water control during shaft sinking presents some unique features. First, the problem is a relatively short term one, since water control is often necessary only while the shaft is being sunk. Control measures may be necessary only while the shaft is open into the water bearing zone and the lining installed and cemented. Secondly, limited working space within the shaft area presents difficulties in handling large amounts of water inflow. The presence of water in the shaft working area increases sinking time and the potential hazard to miners. Finally, there is the economics of shaft sinking. While the shaft is being sunk no ore is being produced and there is every incentive to minimize costs.

The 1997 Rapid Excavation and Tunneling Conference (RETC) was held at the Mirage Hotel, Las Vegas, NV. The RETC is a biennial event jointly sponsored by SME and the American Society of Civil Engineers (ASCE). Conference attendance was 573 members, nonmembers and students, an increase of seven attendees from the 1995 conference in San Francisco, CA. Exhibitors occupied 51 booths at the Las Vegas RETC. The 1997 conference encompassed 58 presentations in 15 sessions. Participants were given details on achievements and advances that have resulted in new design solutions, alternative work practices and increased productivity within the industry. The page at the end of this article tells how to get your copy of the RETC proceedings, either hardbound or on CD-ROM. Or, if you wish, for the first time a CD-ROM is available with the complete RETC proceedings from 1972 to 1997. This two-disk, archival volume has key-word search capability, is in portable file format and is compatible with PC and Macintosh platforms. RETC program sessions included design and planning, ground support, tunnel boring machine (TBM) case histories, conventional excavation, new technology, difficult ground, geotechnical, shafts and raises, future/special projects, new Austrian tunneling method, international projects, soft ground case histories and water and gas. What follows are highlights of some of the RETC presentations.

The rapidly expanding, globally based mining industry provides many opportunities and challenges for the engineering construction business. This paper reviews some of the innovations that the industry is implementing to provide increased value in the design, construction, and successful start-up of new mine plant facilities. Approaches being taken to reduce installed-plant costs as well as related value-enhancement opportunities are discussed. Included are comments on new technology developments, use of automation and global communications networks, application of economic models as a project design tool, and management approaches being adopted to make the engineering construction process significantly more effective.

A simulation procedure has been developed that realistically portrays aggregate growth and disintegration for particular types of floc structures in water and wastewater treatment processes. The procedure requires local dissipation rates and specification of an interaction distance between colliding particles. A principal difficulty encountered in polymer flocculation, however, arises from changes in conformation of adsorbed macromolecules. Therefore, in systems where polymer flocculation occurs by bridging, dynamic changes in the particle size distribution depend upon the interaction of nonlinear. stochastic hydrodynamics with particles whose growth results from a number of concurrent and sequential random processes.

"Construction of the OceanaGold Haile operation’s process plant in Kershaw, South Carolina is currently under way, with ore through the mill expected in late 2016 and commercial production expected in early 2017. The process is designed to treat 6,350 tonnes per day with minor upgrades required to achieve 8,270 tonnes per day. Plant optimization during detailed engineering, combined with a focus on de-risking the process, has resulted in numerous process changes since the initial design. This paper describes the plant optimization and de-risking, it also presents a proven commissioning strategy modelled after OceanaGold’s Didipio operation, whilst identifying potential expansion opportunities. INTRODUCTION Haile Gold Mine is located in Kershaw, South Carolina, approximately 50 miles south of Charlotte, North Carolina. Gold was first discovered at the site in 1827, and the property has been through several operating periods since. The last operation employed heap leaching from 1985 through 1992. Since then, the property has been closed and fully reclaimed. Romarco Minerals acquired the property in 2007, and began an exploration program that delineated 2.02Moz. of gold in reserve at an overall grade of 2.06 g/t. OceanaGold acquired Romarco Minerals and the Haile Operation in October of 2015. OceanaGold operates under a risk management philosophy in all aspects of operation, both corporately and at each individual business unit, and has implemented numerous process changes to eliminate or mitigate risks identified in the initial design of the processing circuit, and provided increased opportunity for optimization and expansion. This paper describes the plant optimization and de-risking, it also presents a proven commissioning strategy modelled after OceanaGold’s Didipio Operation, and identifies potential expansion opportunities. INITIAL PROCESSING CIRCUIT DESIGN An extensive metallurgical test work program was undertaken by Romarco Minerals and third party laboratories during the initial design phase of the Haile project [1]. This preliminary test work provided the technical information as a basis of plant design. The initial flow sheet for the Haile processing circuit is shown in Figure 1 (see APPENDIX). The plant is designed to process 6,350 tpd (7,000 stpd) on an annualized basis. The process begins with a jaw crusher followed by a SAG and ball mill grinding circuit to reduce particle size to P80 74 µm. A flash flotation cell treats 50% of the cyclone underflow in the ball mill circuit. Grinding circuit product is sent to a rougher flotation circuit to recover gold-bearing pyrite. The flotation concentrates from flash and rougher flotation are reground to P80 13 µm using stirred media detritors (SMD’s). The rougher flotation tail is pumped to the carbon-in-leach (CIL) circuit for gold recovery. The reground concentrate is pre-aerated prior to being pumped to the CIL circuit. The CIL circuit is a hybrid circuit with eight tanks. Tank 1 leaches the pre-aerated concentrate only, and tanks 2 through 8 leach the combined flotation tailing and tank 1 discharge. The carbon strip circuit is a standard pressure Zadra system, followed by electrowinning, and refining using an induction furnace. CIL tailing passes through a cyanide recovery thickener prior cyanide destruction and then pumped to the tailing storage facility (TSF)."

Major scientific discoveries cannot be programmed. New or frontier technology, however, can and should be planned. It is the vital force underlying the business strategy of a vigorous and profitable mining and metals company. Generally, a radical departure from existing technology is required to 1) Enhance the competitive value of ore reserves, i.e., to turn low grade or marginal reserves into competitive reserves. 2) To increase yield and decrease costs. 3) To decrease investment. 4) To increase mine life. 5) To improve product quality to meet market demands. The very definition of frontier technology implies that it is so different that the old plant, if already in use, will not be directly suitable to use the new technology. Therefore, a priori, we know that the commercialization of frontier technology would very likely involve new investment. The recommended technique of economic and technical analyses, I propose to call "Success Analysis.'' Simply stated, it forces us, by step- by-step procedure, to ask "what is needed to succeed in this particular project." Therefore, the first step is to identify what is meant by "success." The definition of "success" requires an agreement with top management or sponsors of the project as to what constitutes "success" in their minds as contrast to the technical people perception of "success." In general, top management would define success as meeting: 1) The technical objectives, i.e., technology being developed would produce the desired product at the acceptable quality. 2) Financial objectives, i.e., when commercialized, the project's capital cost, operating costs and return on investment are better than the projects they would normally fund. The return has to be better because new technology is inherently riskier. 3) Marketing objectives in that the project will produce product of acceptable quality in timely manner, i.e., scale-up to commercial plant would not cause undue delays in start-up and that large fix-up expenditure would not be required to protect the projected return on the investment. Many projects are started in the laboratory to develop "Frontier Technology" in mineral processing. Most of these efforts are never commercialized. There are many causes of these failures. The major causes are listed below: 1) Inadequate communication with the sponsors of the project so that project objectives are defined and agreed to by all. 2) Ill-defined technical problems. 3) Incomplete development of technology. This has two major components: a. Incorrect scale-up and engineering. b. Inadequate start-up and maintenance planning. 4) Incomplete and over-optimistic process economics. 5) Lack of understanding of the future behavior of the marketplace. 6) Failure to complete R&D effort by the time it is needed. 7) Incorrect projections of human resources required; that is, technical, managerial and operating. 8) Lack of realistic forecast of the expenditures required for commercialization of the R&D effort. These pitfalls can be avoided by comprehensive planning and the use of success analysis technique. The major elements in "Success Analysis" are: 1) Identification of the "need" for new technology. 2) Unbiased and complete scale-up engineering. 3) Acceptable economic feasibility with enough margin of error in the sale prices and operating costs to justify the inherent risks in frontier technology. 4) Timing for availability of investment capital and markets. Many failures in the development of frontier technology are preordained because the initial selection of the research project has been without adequate attention to the needs of the industry. Many very innovative hydrometallurgical processes for recovery of copper from concentrates were developed in the past twenty years. They have not adapted except to a very minor extent because they did not satisfy the success analysis criteria. The financial implications of environmental liabilities are becoming staggering, particularly for mining companies. The Environmental Protection Agency's (EPA) Record of Decision (ROD) list for Superfund mining sites has some pretty hefty financial commitments, such as the $10 million operable unit remedy for the Yak Tunnel at California Gulch (in Colorado) or the $40 to 60 million remediation at Bunker Hill (in Idaho). These costs are driven by the large volume and areal extent associated with historical waste management practices at mining sites. (It's difficult to have a low-cost remedy for a 20-square-mile site.) Unfortunately, there are other ways of generating environmental liabilities besides Superfund, such as non-compliance with Clean Air Act provisions, stormwater permits, or National Pollutant Discharge Elimination System (NPDES) permits. In the last 2 years, EPA has increased enforcement in its regulatory programs, which has resulted in increased fines and criminal actions. Leaders in other industries (primarily the chemical and manufacturing industries) are viewing environmental liabilities as a strong motivator to select engineering approaches carefully based on technical, legal, economic, and philosophical perspectives. Industry interest in waste minimization programs comes from the concept that it is economically advantageous not to create waste in the first place. Waste minimization programs typically balance increased front-end capital investment with the minimization of potential long-term environmental liabilities as a way to achieve the lowest total-or life-cycle-cost. A side benefit of waste minimization programs is that they tend to improve overall regulatory compliance. Waste management practices are also becoming philosophical, as evidenced by a May 11, 1992, Business Week article: Companies that incorporate innovative thinking on sustainable development will do more than clean up or prevent their own pollution. They'll make and distribute a product more efficiently than ever, worry about its lifelong environmental impact, plan for recycling, and get their suppliers on the bandwagon. This type of approach will require a new mind-set, new tools, and adjustments throughout the organization. A key aspect of waste minimization or life-cycle waste management programs is the incorporation of environmental costs into economic analyses that compare various waste management alternatives. However, the incorporation of environmental costs into an economic analysis can be more difficult than initially thought. As noted above, new tools-or even a new toolbag-are needed, such as new accounting methods that track and assign the true lifetime environmental costs of a particular product. One piece of the new toolbag is life-cycle cost analysis, which is discussed in this paper. To simplify the discussion, this paper looks at the total costs associated with a given mining site. The concepts presented in this paper, however, can be applied to any mine waste management decision. The ultimate extension of life-cycle costing, as presented in the Business Week article, is to include the potential environmental costs throughout the life of a metal. At this point, I am perplexed on why, let alone how, to include the potential downstream environmental costs (i.e., the costs associated with smelting, manufacturing, use, and recycle or disposal) throughout the life cycle of mined copper, lead, or zinc.

Batch breakage kinetic tests were performed in a mill of 0.3 m diameter for a range of mill conditions. Accurate simulation required the measurement and use of factors which accelerated the specific rates of breakage of the top sizes as finer material accumulated in the slurry. These factors depended on the size distribution expressed relative to the top size, not the absolute size, suggesting that they are due to a packing effect not a rheological effect. The data simulated correctly a series of steady-state continuous tests in a mill of the same diameter providing values were corrected to the hold-up, ball load, slurry density, and size distribution measured in the continuous mill tests.

Leaching of Shizhuyuan low-grade refractory tungsten ore was carried out in a mechanically activating reactor. The effect of experimental parameters-temperature, amount of Na2C03, addition of NaOH, ratio of liquid to solid and leaching time - on the recovery of WO3 was studied. The WO3 recovery up to 96.99% have been achieved when the tungsten ore was digested by soda not more than three times the stoichiometric amount at 185-195°C for 1 .O-2.0 hours. Iso-extraction countour diagrams were drawn to illustrate the effect of various parameters on leaching. The WO3 recovery could be expected to increase 10-15% compared to that of conventional soda autoclave process.

Processing of fine mineral particles in a slurry is a difficult problem. Methods to make fine particles magnetic have been developed recently and may offer a solution to this problem. Particles of nonmagnetic materials can be selectively rendered magnetic through surface interactions with magnetic reagents. When adsorption occurs, the magnetic susceptibility of the material is increased. Magnetic enhancement at several orders of magnitude can be achieved. Selectivity of the adsorption can be controlled by the functional groups of magnetic reagents and various surface interaction mechanisms. This approach allows a new degree of freedom for the processing of fine mineral particles, even with conventional magnetic means. Separation of valuable minerals and filtration of slimes from tailing ponds and recirculated water are examples of the applications. Basic principles of this technology are discussed in this study.

New methods of reducing stopping leakage have been investigated by Mine Safety Appliance Research Corporation, working under contract to the U. S. Bureau of Mines. It was found that proper construction techniques are far more important in reducing leakage than the type of sealant used, provided the sealant has sufficient adhesion and strength. Leakage could also be substantially reduced by brushing on modified mortar sealants rather than using the accepted method of trowelling them on.

The limitation of sulfur dioxide in power plant emissions dictates that sulfur in coal be reduced to the lowest possible level before combustion so as not to aggravate the emission control problem at the stack. For coal fired power plants, the methods in practice to achieve low sulfur coal include mining areas with relatively low sulfur. reducing sulfur in the mined coal through preparation techniques and blending high and low sulfur coals. A prerequisite to the successful implementation of any of these practices is the knowledge of the spatial distribution and the capability to predict sulfur values in a coal seam.

The amount of information available for characterizing a deposit increases over time due to the continuous acquisition of data during mining. This additional information is collected from different sources, including geologic mapping, production data and infill drilling. Throughout the lifetime of a mining project, the block model and the mining sequence are periodically updated to account for this new data. In general, the acquisition of additional data increases the accuracy of the block model, reduces uncertainty in ore/waste limits and clarifies the optimal mining sequence. There has been extensive research on mine planning, but current techniques do not consider the decrease in uncertainty as additional information becomes available. Conventional paradigms assume either 1) the kriged model is correct and uncertainty due to multiple realizations does not change the mining sequence, or 2) the mining sequence is unrealistically adapted to each realization. A new paradigm is proposed for evaluating minable reserves of surface mining projects, which accounts for the acquisition of additional information in the design of the long term mine plan. Multiple scenarios characterizing the dynamic nature of mining and data collection are created. In the proposed methodology, the performance of the long-term mine plan depends on both mining and data acquisition strategies. Each scenario considers the same extracted volume for the first period, resulting in a set of scenarios that diverge from a common initial period, accounting for how the mine may develop over time as new data are acquired and provide a more realistic evaluation of reserves with an appropriate level of uncertainty. A synthetic example is presented to illustrate the implementation of the methodology and the benefits over conventional paradigms.

INTRODUCTION This paper will update the status of small sized tunnel boring machines used in both the Mining and Civil Industries. I will mention a) new developments in small size hard ground tunnel boring machines, b) review North American performance records of the Atlas Copco Mini/Midi Fullfacers, and c) compare relative costs in driving a 1200m (4000 ft) typical utility tunnel using a leased TBM versus the conventional drill and blast method. NEW DEVELOPMENTS JARVA MACHINES Of all small rock tunnel boring machines currently in use, the Jarva MARK VI and MARK VIII are receiving the most enthusiastic acceptance. These circular fullface borers using usually 15 inch single disc cutters (manufactured also by Jarva) are designed on the 'T' bracing principle. Previously, Jarva's line of tunnel boring machines, even their smallest, was designed on the 'X' or double diagonal bracing configuration with a gripper in each quadrant. In small tunnels where net room is so very important, the 'T' scheme with gripping only at the spring line nets precious room around the cutter unit for passage of men and supplies. The paper presents a new method for boring of blind inclined shafts. The machine, called BorPak, developed by The Robbins Company, operates similar to a mini TBM. It is a remote operated, self propelled drilling machine mounted on a crawler for high mobility and launched out of a starting tube for quick collaring. A short history of the operation of the prototype in Scandinavia and Canada is included in the paper. The BorPak is capable of boring raises at angles from 30° to 900 from horizontal in sizes ranging from 1.2m-2m diameter without the use of drill pipe. The BorPak represents an innovative tool for improved performance, reduced costs and creating a safer working environment.

A process has been developed to recover gold and copper from two waste materials at the Bougainville Copper Limited mine in Papua New Guinea. It involves the bioleaching, in reactors, of a pyrite concentrate to liberate refractory gold and generate sulphuric acid, ferric sulphate and biomass for bacterial leaching of a chalcopyritic waste rock dump. Gold is to be recovered by cyanide leaching and copper by solvent extraction/electrowinning. The reactor bioleaching was developed in continuously operated reactors of 1 m3 capacity by CRA Advanced Technical Development at Cockle Creek, while the dump leaching was developed in 750 kg columns on site at Bougainville Copper Limited. The process was to be piloted on site.

INTRODUCTION Disposal of coal refuse is a costly and challenging problem facing the coal industry today. After the Martin County Coal Company slurry spill and the subsequent regulatory changes state and federal agencies are now beginning to require companies to justify new slurry impoundments. The authors have performed an analysis of different means of disposing of coal refuse for a major coal producing company located in the eastern Kentucky coalfields (the name of which will be withheld for the purpose of this paper). The company’s existing slurry impoundment is nearing its maximum permitted elevation and also an elevation where it may come in contact with abandoned underground workings. Due to the increased concern with underground mine works near slurry impoundments, additional consideration was given to raising the existing impoundment. Several other alternatives were evaluated, including but not limited to raising the existing impoundment, constructing a new slurry impoundment, constructing slurry cells, belt presses and others. This alternatives analysis was performed as part of a Section 404 permit for a valley fill and is currently being reviewed by the U. S. Army Corp of Engineers. All of the known possible alternatives were discussed in detail in the analysis. Due to the findings of the alternatives analysis, the company considers the engineered construction of the proposed impoundment to be the most favorable option of all the other alternatives evaluated, from both an economic and environmental standpoint. ALTERNATIVES EVALUATION FOR COALREFUSE/SLURRY DISPOSAL Background The company currently operates several deep mines and employ over 300 people and produces over 3.9 clean Mt/a (4 million stpy) of high quality, low sulfur coal. Currently, coarse refuse is belted to a valley fill, while, fine refuse is pumped to the existing impoundment. Coarse refuse is trucked to the existing impoundment as needed for construction purposes. The average recovery is approximately 50%; therefore, over 3.9 Mt/a (4 million stpy) of coal refuse must also be separated and placed.

A new method of designing haulage systems, consisting of belt conveyors and hoists for underground mines is discussed in this paper. Efficient and economic design of such systems will prevent operational bottlenecks and provide savings. The developed model uses a heuristic algorithm to optimize the design parameters and to select the proper equipment specifications. It is a probabilistic model because it considers the probabilistic aspects of face operations. It is versatile because it can accommodate belt conveyor networks of any configuration and hoisting systems that can be either drum or friction hoists for single or multiple-level operations. The model also has the option to internally determine the required capacities of the bunker(s) and shaft- bottom bin. The objective of the optimization process is to minimize the "expected cost per ton of ore hauled" from the working faces to the surface. A numerical example is included to illustrate the capabilities of the model.
