Special attention must be considered in the production of high-grade rare earth products, such as mixed rare earth oxalates or carbonates. In the main minerals used industrially, the rare earth elements (REEs) are finely associated with impurities like calcium (Ca), magnesium (Mg), manganese (Mn), iron (Fe), aluminum (Al), thorium (Th), uranium (U) and phosphorus (P). Most of these impurities must be removed to avoid losses of rare earth oxides (REOs) as well as to prevent product quality degradation and low operational performance in the downstream steps of solvent extraction or ion exchange. The present study aims at investigating the conditions required to precipitate REEs, either as rare earth oxalates or carbonates, from purified rare earth sulfuric liquor with low Al3+ and UO22+ concentrations and very high Ca2+, Mg2+, Mn2+, and SO42− impurity contents.

"INTRODUCTIONThe Port of Miami Tunnel (POMT), designed and constructed by Bouygues Civil Works Florida between 2009 and 2014, was a Public Private Partnership between the Miami Access Tunnel Concessionaire, Florida Department of Transport, Miami-Dade County and the City of Miami. The project comprises dual 11.3m internal diameter, 1.27km long, twin lane road tunnels running between Watson and Dodge islands under the main shipping channel in Biscayne Bay. Five cross passages (CPs), spaced at 200m centre to centre, provide emergency access between the two tunnels, as shown in Figure 1.The CPs were constructed by open-face excavation methods but the particular geological conditions at the project site (loose and variable carbonate sedimentary strata with very high permeability) required specific ground treatment solutions to provide safe excavation conditions and to ensure the long term serviceability of the permanent works construction. Where access allowed, ground treatment was performed from the ground surface using deep-mixing techniques; however, at two locations (CP2 and CP3) surface access was restricted and ground treatment by freezing, performed from the tunnels, was required. The CPs are 12.3m long with an excavation diameter of 5.8m and are located up to 30m below the water table partly or wholly within the Key Largo limestone (termed Layer S7 in the ground model). Layer S7 is a coralline limestone having a metastable honeycomb structure and high variable porosity. At CP2 the upper portion of the excavation was within the overlying Anastasia Formation limestone (Layer S6), comprising a highly permeable coquina. The geological profile along the project is shown in Figure 2.This paper presents aspects of the freeze design and the risk mitigation necessary to successfully achieve the construction of the CPs in the unique geological conditions."

The utilization of high-sulfur Illinois coal by utility plants has been decreasing since the enactment of the 1990 Clean Coal Air Act Amendment. Illinois coal producers can make their coal more attractive by offering the choice of taking the coal combustion and flue-gas desu furization products from the utility plants and placing them in the abandoned sections of their mines To be competitive, however, coal producers need to select an environmentally acceptable transportation-handling-placement system through which the cost-per-ton of product disposed of can be minimized In this paper, several such systems are presented The favorable operating conditions of each system are determined in terms of distance and tonnage ranges. For a 90 kt/year (100 thousand stpy) operation, it is found that, up to a distance of 150 km (93 miles), transporting products by truck would be less expensive than using rail cars and intermodal containers. Also, a case study is given in which a cost analysis is conducted for an underground coal mine receiving products from two Illinois utility plants. At 90 kt/year (100 thousand stpy) and a distance of 40 km (25 miles) between the power plant and the mine, it is found that truck transportation and under ground placement would cost $0.090/tkm ($0.131/st-mile) and $2.98/t ($2.70/ st), respectively.

The intensive use of computers for mineral application at Serrana's phosphate mine in Jacupiranga, State of Sao Paulo, Brazil, began in the late seventies. The early hardware and software available are described in sufficient detail to allow comparisons between that solution and the new one, based on a personal computer and a new software package - PC MINE SYSTEM from GEMCOM SERVICES INC - that provides full color graphics capabilities plus mine design and planning tools. The process needed for adaptation to the new technology' and its impact on SERRANA S.A. DE MINERACAO are described. Finally, future enhancements to the System and mine control and planning are focused.

PREFACE In German coal mines the application of tunnel boring machines has become a very effective and economic technique for major development works. After initial trials around 1970 the breakthrough was reached by driving 13 km of road ways on Rheinland and Friedrich Heinrich collieries, using a DEMAG tunnel boring machine of 6 m diameter. INTRODUCTION The coal mines of Rheinland and Friedrich Heinrich are to be found in the West of the Ruhr Area, the largest coal mining area in the Federal Republic of Germany (Table 1). They form part of the Ruhrkohle company. Rheinland coal mines produces 41000 to 43000 t of run-of-mine coal every day, of which 20500 t are usable coal. Friedrich Heinrich has a daily production of 17000 t of run-of-mine coal, 9000 t of which are usable. The coal is worked at depths of 600 to 1100 m in seams 0.6 to 3.0 m thick. The method of mining is longwall, and the machines used are ploughs and shearer loaders. From 1973 to 1980 a programme was put into operation in these two mines to develop and open up the coal field on the 885 m level. A total tunnel length of 20 km was to be driven. Michiquillay is a major copper deposit situated about 70 km (44 miles) northeast of Cajamarca in northern Peru (Fig. 1). It occurs largely in quartz monzonite in a shatter zone produced by the intersection of northwest- and northeast-trending fault systems. The geology is described by Hollister and Sirvas (1974). The ore deposit was drilled in 1963-1964 by Asarco, with results indicating a resource of 575 Mt (634 million st) averaging 0.72% Cu-0.03% Mo. A decision to bring the project to production has been deferred because world capacity to produce copper has been more than adequate to serve world requirements since 1964. The chain of events leading to the discovery of Michiquillay was set in motion by a decision by the management responsible for the Chilete mine to undertake an investigation of the surrounding area for a possible supplementary source of mill feed to bolster its decreasing lead-zinc reserves. Chilete, located 100 km (62 miles) inland from Pacasmayo, is the most northerly, important mining project in Peru, and little was known of the mineral potential north and east of that point. Relatively unimpressive reports of Colonial silver mining had attracted little investigation, and little was known of the regional geology. One study by Benavides (1956) had been made of the Cretaceous in the region of Cajamarca.

"INTRODUCTION The need for a new road crossing at Silvertown is the result of three key drivers:- •,Severe congestion and delay at the Blackwall Tunnel and surrounding road network; •,A lack of network resilience and reliability resulting from a lack of alternative road crossings in east London and the impacts of unplanned closures; and •,The need to support substantial economic development in east and south-east London (jobs and homes) These drivers directly informed the main objectives for a road-based river-crossing solution. The traffic-related problems at Blackwall Tunnel are long-standing and before Transport for London (TfL) assumed control for the strategic road network in London in 2000 the Department for Transport (formerly Dept of Transport) had investigated various relief options including a third tunnel bore and new bridge. This resulted in a new crossing alignment being safeguarded (by direction of the Secretary of State for Transport) and this was refreshed in 2001 in favor of TfL. In recent years (since 2009) TfL as part of the East London River Crossings Programme has undertaken detailed optioneering and feasibility work to address the above ‘need’. This led to the conclusion that a new road tunnel would offer the best solution in preference to bridge, ferry or demand management options. In 2012, in response to a formal request by the Mayor of London, the Secretary of State for Transport confirmed a new road crossing at Silvertown as a Nationally Significant Infrastructure Project (NSIP) by Section 35 direction under the Planning Act 2008. This NSIP designation meant that TfL as scheme promoter must comply with the National Rail and Road Networks National Policy Statement (NNNPS) and must seek the necessary powers to build and operate the crossing by means of a Development Consent Order (DCO) under the Planning Act 2008."

The recent recession has severely impacted the performance and results of virtually all of our natural resource companies. The depressing climate continues to linger and recovery maybe sometime away. Problems remain for resource companies in the steel and petroleum industries as well as the mining business. In February, at the AIME Annual Meeting in New York, an All-Institute session presented a variety of views on the situation. A. T. Yu, chairman of ORBA Corp., Mountain Lakes, NJ, organized presentations by top management personnel of four natural resource companies. This well attended session heard management strategems for the present and views for the future. A compilation and synthesis of these presentations, gathered by Dr. Yu, are presented here for ME readers. Leading off will be William A. Griffith, president and chief executive officer of Hecla Mining Co., Wallace, ID. Other speakers presented here include Wilfred P. Schmoe, executive vice president of Du Pont Co., Wilmington, DE; Frank W. Luerssen, chairman and chief executive officer of Inland Steel Co., Chicago, IL; and Adam H. Zimmerman, president and chief operating officer of Noranda Mines Ltd., Toronto, Ontario. First, then Griffith's remarks. Introduction The key to successfully managing a natural resource company in austere times is good management in good times. In other words, position the company during prosperous times to survive the times when the well dries up. Although we know how to manage properly, for various reasons we sometimes do not do it. We forget the lessons of history. We allow ourselves to be carried away by our egos. We fail to position our companies properly in good times. As a result, in bad times we find ourselves in deep trouble. We need constant reeducation in the things we already know. In the natural resource industries, proper positioning in good times involves becoming a low-cost producer, retaining the flexibility to pull in our horns, developing a lean and effective organization, and maintaining a healthy balance sheet. Nothing improves the chance of survival during austere times as much as being able to produce at a lower cost than your competitors. In our business, that means having low-cost mines - low cost because the ore bodies are high grade or favorably located, and because they are efficiently operated. It also means recognizing the competition. The key numbers are the cost to produce an ounce of silver or gold. Nothing else really counts. And our competition is every other precious metal mine in the world. Flexibility is important when one gets stuck with a high-cost operation, often because things do not work out as we expect. It is important to be able to shut down an operation quickly and easily, without high holding costs, and without disrupting the corporate organization. A lean and mean, effective organization of competent people is vital during bad times. A company will not have that if it is not developed and maintained during good times. Finally, a natural resource company has to develop a healthy balance sheet during good times if it is to survive the bad. Money in the

With the passing of the 1990 Clean Air Act Amendments, many utilities are opting to switch to lower sulfur coal to meet new SO2 emissions requirements. This lower sulfur coal may be from new suppliers or it may be from current suppliers that modify existing cleaning plants or build new plants to produce this higher quality coal. New, sophisticated coal cleaning simulators are useful tools for optimizing cod cleaning circuit operating parameters to maximize the production of clean coal that meets more stringent specifications for SO2 emissions potential. The examples in this paper were developed using the Coal Cleaning Simulator (CCS), running under ASPEN PLUS™, that was developed under a Department of Energy project cosponsored by the Electric Power Research Institute. With advanced sensitivity analysis and optimization features, CCS allows a quick, efficient, cost-effective review of coal cleaning plant performance to meet current production goals and to plan future changes in plant operating parameters or circuitry configurations.

The United States has long been recognized for its ability to marshall the many tools of its scientists and engineers to meet national threats or crises. Two major World Wars, the Dust Bowl, the Soviet Missile threat, Sputnik, and more recently the Energy Crisis have stimulated military weapons development, massive land reclamation and water management programs, NASA, and the Space Program, Project Independence, and soon a new agency, the Energy Research and Development Administration. While our record of successful responses to these major national concerns lends support to the expectation that we will succeed in dealing with the current energy problem and potential future crises as well, the crisis mode of response is becoming increasingly wasteful of funds and human and natural resources. This waste, while always of a concern, is a more important factor than previously because of the accelerating pace at which the world has been shrinking, relatively, in comparison to its human population and that population's increasing demand for resources, both renewable and nonrenewable. If present growth patterns continue, in the year 2000 there will be two people to feed, clothe, house, and satisfy for every one person that existed in 1970. On a finite planet, with finite land areas, limited resources, and only partial understanding of the means by which future problems can be addressed, one of the major threats to mankind will be scarcity and one of our major challenges will be better management of our resources. Historically, the control of flotation operations has been viewed by many as an art. Only recently has process measurement and control come to be viewed not as an ?art? but as a very complex and productive science. In recent years, process control applications to flotation plants have been established and already some gains have been reported for several industrial operations using individual stabilizing control loops including level, pulp flow, pulp density, reagent addition rate and pH (Paakinen, 1979; Hales, 1985). The use of process control computers combined with on-line x-ray florescence (XRF) in industrial flotation circuits has made the application of more sophisticated control techniques feasible in the mineral recovery process. In spite of the availability of reliable instrumentation in modern flotation plants, satisfactory control strategies are difficult to develop and implement. Extremely important factors such as changes in ore type, liberation characteristics, flotability, degree of oxidation on particle surfaces, and specific gravity constitute unmeasured disturbances to the process. Most current control systems cannot adapt specifically to such disturbances.

Part 2 of this article continues the discussion of a 10-year, multimillion dollar research and plant testing program on slurry rheology and grinding circuits. The first part of the article (ME, Dec. 1982) presented the basic concepts identified by the research and some laboratory test results. This section Illustrates typical Industrial scale test results and Identifies some industrial operating implications of controlling rheology by different methods. At least four controllable factors decide the rheological character of a slurry-slurry density or percent solids, particle size distribution, chemical environment, and slurry temperature. The second factor has two interrelated facets: the shape of the particle size distribution which controls packing behavior of the solids, and the fineness of the distribution. Finer particles increase interparticle forces and viscosity. As indicated in Part 1, during a given grinding test it is possible for all four factors to change. However, regardless of the particular settings of the four factors in a given test, if the resulting rheological character is either dilatant, pseudoplastic, or pseudoplastic with yield, the associated breakage rate is correlated with the current rheological character. It is obvious, for example, in batch grinding tests run at constant percent solids, that the second and third factors, where appropriate, are changing during grinding because size distributions are changing and the production of fresh surface area takes up unadsorbed chemical. Thus the corresponding rheological character change in batch tests with increasing grind time would be dilatant to pseudoplastic to pseudoplastic with yield. The degree to which this transformation occurs depends on the changing setting of the four factors over grinding time. In continuous grinding tests, one might logically expect that dramatic changes in any one of the four factors will be less likely to occur. It will be shown that continuous mill operations offer some unique opportunities to take advantage of possible rheological transformation by more direct operational control of the settings for the four factors. One extra observation noted in the rheological studies was the variability in the location and extent of region B (pseudoplastic behavior) for the various coals and ores tested. The location of region B was usually in the region of 45-55% solids by volume and was of the extent of 0-8%, or 2-11% with chemical addition. The corresponding increase in net production ranged from 0-10% in region B and 0-21% in region B&apos;. When region B is small or zero (no pseudoplastic character is exhibited) no increase in production will be observed and the use of chemicals is often marginal. There are several reasons for some materials exhibiting this quick transformation from dilatancy to high yield values often at surprisingly low percent solids by volume such as 30%. One condition identified was for materials containing high levels of viscosity-producing elements such as- carbonates or clays. A second condition documented was for materials that exhibited unusually fine primary fragment distributions (fine B1,; curves). This corresponds to materials having small y values of < 0.5. Such a slurry developed a yield value quickly during grinding because of the rapid buildup of fines. A related problem can be presented by materials exhibiting excessively coarse primary fragment distributions, y values > 0.9. Breakage of this type of material produces size distributions that give poor packing efficiencies even at long grind times, thus hindering the normal rheological transformation presented earlier. A final condition that can cause the occurrance of region B to be small or zero is when the media void volume filling of slurry is < 100%. Figures 5a and 5b use previously published data of this study to demonstrate the influence of solids loading and weight percent solids on the net production of taconite ore in a laboratory batch ball mill. In particular, Fig. 5a illustrates several trends not generally recognized until this study. They include these two: • Increased slurry density allows for increased solids loading before passing through the maximum in the net production curve where the fall-off is due to non first order breakage. • The use of rheology control chemicals such as GA-4272 allows this trend to be extended to higher slurry loadings with an increase in net production over any previous condition by keeping grinding first order. Figure 5b shows the same data as Fig. 5a plotted for constant weight loadings. These various figures of net production versus percent solids show the location and extent of the regions A, B, and C presented in Part 1 as a function of solids loading. It is obvious that the rheological transformation pattern described earlier does not hold true for slurry loadings corresponding to less than the void volume of the media, which is also a region of

Sewage sludge contains heavy metals, pathogens and bears annoying characteristics that limit its land application. For the sewage to be applicable on land, several stabilization methods can be used. Stabilization with lime (CaO) is used to raise pH and temperature and therefore, according to ASTM standards, reduce pathogen levels and achieve compliance with regulatory requirements. Although the process results in the production of a stabilized material, its direct application to soils is rather limited mainly due to the improper product texture. Inert materials can be further added to sewage sludge stabilized with lime to tackle this problem. The objective of this study is to investigate the potential use of dried bauxite residues as an inert material together with lime for the stabilization of sewage sludge from a municipal water treatment plant. It was indicated that the addition of bauxite residues and lime to sewage sludge apart from meeting the requirements of ASTM standards, it further reduces moisture content, improves material texture and eliminates odors. It was also found that although some elements leachability increased due to the treatment with lime, it further decreased when bauxite residues were also added.

Laboratory column studies were conducted in order to assess the effectiveness of slag and red mud reactive barriers for cleaning up leachates generated at mining and waste disposal sites and loaded with copper and manganese. Solutions containing the metals of concern were prepared by dissolving the required quantities of CuSO4?5H2O and MnSO4?H2O in distilled water so that Cu concentration was 100 ppm and Mn 20 ppm. Flow rates of 25 mL.h-1 for Cu solution and 75 mL.h-1 for Mn solution were used in order to simulate aquifer water velocities of 1 ft/d and 3 ft/d respectively. Solutions were pumped upflow, in Plexiglas laboratory columns filled with each reactive medium, using peristaltic pumps. Measurements of middle and outflow column pH, redox potential, conductivity and elements concentration were performed to provide information regarding removal mechanisms for both elements and exhaustion/inactivation rates for each reactive medium. Both reactive media showed fairly good removal efficiency over the period studied. Copper was mainly removed by precipitation and formation of Cu(OH)2 while removal of manganese was due to precipitation of Mn(OH2).

The second underground coal gasification experiment conducted by ERDA&apos;s Laramie Energy Research Center at a site near Hanna, Wyoming, was completed on July 30, 1976. During the experiment production reached 0.32 Mm 3/d (12 Mft3/d) of 6.9 MJ/m3 gas (175 Btu/ft 3 ). Approximately 6100 tonne (6700 ton) of coal were gasified during the experiment. Energy return ratios of 4.5 to 5.3, cold gas - thermal efficiencies of 76 to 89 percent, and overall process efficiencies of 65 to 74 percent were achieved during the second Hanna experiment. This paper describes the experiment and the results obtained with emphasis given to the determination of the energy recovered relative to energy consumed in conducting the test. Data from this determination are compared with previously published data from the first test conducted at Hanna during 1973-1974.

Introduction On June 20, 1986, the Occupational Safety and Health Administration (OSHA) published revised asbestos exposure standards for general industry and construction. The standards reflect OSHA&apos;s attempt to adequately control workplace exposures to minerals it considers carcinogenic - minerals capable of causing or contributing to cancer. These standards specifically identify asbestos as: chrysotile, an asbestiform serpentine mineral; and the amphibole minerals amosite, crocidolite, tremolite asbestos, actinolite asbestos, and anthophyllite asbestos. Each of these has a more common nonasbestos mineral analog that exists in nature in a crystalline, blocky shape rather than the hair-like or fibrous shape of asbestos. The mineralogical names for three of these nonasbestos minerals are unique: antigorite for chrysotile, cummingtonite-grunerite for amosite, and riebeckite for crocidolite. The other three nonasbestos analogs do not have unique mineralogical names. They are simply designated as actinolite, tremolite, and anthophyllite without the word asbestos following their names. The 1986 OSHA standards not only cover exposure to the six asbestos minerals, they also cover specifically the nonasbestos forms of actinolite, tremolite, and anthophyllite (AT&A). The new standards regulate these minerals exactly like asbestos (OSHA, 1986). The construction aggregate industry views this as a major problem because these nonasbestos minerals are common amphibole rock-forming minerals in the earth&apos;s crust. They exist in small quantities over large areas of the United States (Kuryvial et al., 1974). These minerals, unlike asbestos, are not mined for a specific commercial purpose. They are unavoidable components in much of the aggregate used for construction throughout the US. They are also common in the gangue material of metallic ores. There are areas of the US where amphibole-bearing bed¬rock is common. Not every rock mass in these areas contain amphiboles, however. It does mean, though, that amphiboles are physically compatible with many of the rocks in those areas. And given the correct geochemical conditions, they will be present primarily in the nonasbestiform variety. In addition, these amphiboles will probably exist in the natural drainage system, sand and gravel deposits, stream sediments, lake shores, valley basins, or ordinary beach sand within these areas. There has been little quantification of nonasbestiform AT&A in dusts and soils in the US. This is not surprising since these nonasbestiform minerals are not commercially valuable. However, an example of the pervasive nature of these minerals can be found in a 1981 Geological Society of America publication where about 0.7% tremolite-actinolite was found in the desert dust in and around Tempe, AZ (Pewe, 1981). Since OSHA standards treat these common nonasbestos minerals as carcinogens in the same way as asbestos, large natural areas in the US are implicitly being labeled as hazardous by OSHA. When a substance is identified as a carcinogen, another OSHA standard comes into play, the Hazard Communication standard. There are also right-to-know laws in 9 states that essentially duplicate this federal standard. These standards require that a product containing 0.1% or more of an OSHA-designated carcinogen be labeled as such (OSHA, 1983). This means that much of the stone and sand gravel products occurring naturally and mined in the US could be labeled a carcinogen when, in fact, they are not. The National Stone Association (NSA) and the domestic construction and mining industries believe that OSHA has seriously erred. The NSA has studied the health, mineralogical, technical, economic, and legal basis for OSHA&apos;s action. These studies concluded that there is no justification for the agency regulating nonasbestos minerals as if they were asbestos. Health issues The preamble to OSHA&apos;s 1986 asbestos standard states that evidence for asbestos-like health effects from exposure to nonasbestiform varieties of AT&A is inconclusive (OSHA, 1986). The fact is, not only are the data inconclusive, they are nonexistent. During 1986-1987, NSA&apos;s occupational health and epidemiology consultant, Environmental Health Associates (EHA), reviewed all available health studies related to AT&A. EHA found evidence that malignancies in both experimental animals and humans are associated with the asbestos forms of these minerals. No experimental or epidemiological evidence was found that indicated such pathogenic effects occur from exposure to nonasbestiform varieties of these minerals. There are relatively few scientific studies of the health effects of exposure to nonasbestiform varieties of AT&A. During the cyanide leaching process of gold and silver, ores that come from the transition zones which typically con-tains low levels of sulfide may produce one or more of the following reduced sulfur species: sulfide (HS ), polysulfides (Sn ), thiocyanate (SCN ), thiosulfate (S2O3 ), trithionate (S3O6 ), tetrathionate (S4O6 ), pentathionate (S5O6 ) and hexathionate (S6O6 ). The actual speciation of the reduced sulfur species in the circuits will primarily depend on the re-dox potential, pH, cyanide levels and existing sulfur species in recycled process water, as well as the presence of other reac-tive metal species. Development of an accurate analytical method for sul-fur species in cyanide leaching units of gold ores where sul-fur speciation occurs has an important role in explaining the metal recovery deviations. This study presents the speciation of sulfur species and development of an ion chromatography method to analyze the reduced sulfur species thiocyanate, thio-sulfate, trithionate and tetrathionate in cyanide leaching circuits for gold ores. The method developed has resulted in the precise quantification of target sulfur species in leach solutions.

This paper summarizes the status of a series of new chemical reagents developed with the explicit goal of expanding the capabilities of existing froth flotation processes as well as allowing for new solid/solid separations to be undertaken that are not now feasible with flotation. The first portion of the paper briefly outlines the theory and motivation behind the development of each new reagent family. &apos;The second portion of the paper deals with specific laboratory examples of some separation systems studied to date.

To find out if there are any potential savings in "in-the-wall haulage for open pits," the Swedish companies ASEA and Kiruna-Truck in 1984 gave us financial support to study this solution in more detail. In the study, the use of in-the-wall haulage was studied for three hypothetical open pits with different sizes and shapes. Annual ore production rates also varied. A part of this thor¬ough study was published by the Swedish Mining Research Foundation (see Report F 8444, "The Use of Electric Trucks and In-the-Wall Haulage in Open-Pit Mining," in Swedish with an English Summary). Although in-the-wall haulage is of interest in some open pits, the local terrain is important for profitability. The authors do not think in-the-wall haulage is of any major interest for the mining industry. The following is a summary of some of the author&apos;s findings. To place the haul road in the wall is not of interest in open pits with declining metal contents in the bedrock. In such mines, the volumes from the haul roads will not yield reve¬nues. The cost per m3 for an underground haul road is much higher than for a haul road in the pit. This means that it is only of interest to place the haul road in the wall when mining gets deeper than about 50 m (165 ft). In-the-wall haul roads will reduce flexibility in the pit, and it will make necessary the use of smaller equipment with lower productivity and higher costs per ton. As Hustrulid, et al. show (Table 4), excavation savings of material hauled are very low, $0.10 to $0.25/t (0.09 to 0.27 per st). The extra operating cost, due to lower productive equip¬ment, will normally be much higher and thus destroy the whole idea with in-the-wall haulage. If electric trucks are profitable for in-the-wall haulage, it is normally also profitable to use electric trolley assist for trucks on the haul road in the pit. But the profitability of using electric power is different in different countries, and depends on the relation between the cost for electric power and diesel fuel. In the US, diesel fuel is inexpensive compared with electricity, but in a country like Sweden, diesel fuel is much more expensive. In most open pits, the trucks have to move a considerable distange from the loader until they reach a final haul road in the wall. A trolley line along such temporary haul roads will be exposed to flyrock. It is normally less expensive to perform rock support from the open pit than from underground ramps in the wall. In Fig. 8, Hustrulid et al. gives the impression that the underground haul roads will be very close to each other. This is seldom the case. Figure 1 shows a haul road in the wall. The haul road passes through each cross-section only once. Ar¬ranging a reliable dewatering and rock support system from only one underground ramp is probably impossible. Many more drifts are therefore necessary. In our report, we also studied what would happen if the final pit slope is increased by 5°, using underground drifts in the wall. Our conclusion was that the extra cost for drifts, rock support, pumps, etc. destroys the whole idea, and that it was better to accept a higher stripping ratio with the haul road in the pit and to use conventional low-cost open pit equipment. Finally, we think it is would be difficult to try to reduce the safety factor when determining the slope angle by moving the haul road in the wall. Minimizing the risk for pit wall collapse is also important with in-the-wall haulage, primarily because men and equipment will be working in the pit, but also to guarantee many accesses between the pit and the haul road in the wall.

Poor plant start-up performance is usually blamed on poor design and unsatisfactory equipment. But, in most cases, the real cause of poor performance is inadequate preparation for operations and maintenance. Inadequate maintenance preparation, unlike inadequate operations preparation, will not immediately manifest itself in a new plant. However, not taking advantage of the window of opportunity afforded a new plant to organize the maintenance operation ensures that the new equipment honeymoon is unexpectedly short. Also, once a plant has entered a “breakdown mode,” it is extremely difficult to turn around.
