The Piney Branch CSO 049 Storage Tunnel (PBST) will be the last major project for the DC Clean Rivers Program. The project includes construction of a 2,200-foot-long, 18-foot-internal-diameter storage tunnel; two connections to combined sewer infrastructure; and two shafts. Major challenges include excavation underneath an existing live outfall that must remain in service; excavation of the tunnel through several areas of low rock cover and mixed-face conditions; and negotiations with a variety of federal, regional, and local stakeholders to address project impacts. This paper describes the overall project scope; geotechnical conditions along the alignment; design and construction challenges; and construction procurement.

Mine equipment fires remain as one of the most concerning safety issues in the mining industry, and most equipment fires were caused by hot surface ignitions. Detailed experimental investigations were conducted at the National Institute for Occupational Safety and Health’s (NIOSH) Pittsburgh Mining Research Division on hot surface ignition of liquid fuels under ventilation in a mining environment. Three types of metal surface materials (stainless steel, cast iron and carbon steel), three types of liquids (diesel fuel, hydraulic fluid and engine oil) and four air ventilation speeds (0, 0.5, 1.5 and 3 m/s) were used to study the hot surface ignition probability under these conditions. Visual observation and thermocouples attached on the metal surface were used to indicate the hot surface ignition from the measured temperatures. Results show that the type of metal has a noticeable effect on the hot surface ignition, while ventilation speed has a mixed influence on ignition. Different types of liquid fuels also show different ranges of ignition temperatures. Results from this work can be used to help understand equipment mine fires and develop mitigation strategies.

Western Energy Co.'s Rosebud mine in Colstrip, MT, has implemented innovative mining techniques in the past,* and following in that tradition, new techniques for overburden removal were recently introduced at the Montana coal mine. In April 1979, falling coal production left Western Energy in a bind. At that time the company was one of the first to implement a dozer/scraper stripping system for additional stripping capacity. This time around, however, the challenge was to eliminate spoil rehandle with a dragline while digging down 33 in. "Rehandle will increase 20% by going down an additional 3 m past the 24-m level," according to Bob Cope, mine supervisor for Western Energy. To cut this additional expense by eliminating the need to rehandle, Western now uses scrapers to bench down for the dragline. This system utilizes the flexibility of scrapers as earthmoving tools. Although scrapers were originally purchased to fill an immediate need for productive, low-cost overburden stripping, they are now benching and continue to optimize the overall effectiveness of existing draglines. According to the company, the draglines couldn't keep up with production requirements if they had to rehandle spoil material. Benching with the scrapers eliminates spoil rehandle. Western Energy expects to produce 10.6 Mt of coal this year from three active pits in the Rosebud mine. Western estimates that there are enough coal reserves at Rosebud to support a 40-50 year operation. The sub-biturninous coal has an energy value of 9.2-9.4 Mj, 0.87% sulfur, 8% ash, and 20% moisture. Pit A, approximately 610 m long and 45-55 m wide, is the mine's greatest producer. A Marion 8050 dragline with a 46-ms bucket digs 30-33 m to uncover the 7.3-m Rosebud coal seam. Here, the scrapers were put to work benching for the dragline. Long Construction Co., which operates the mine equipment for Western Energy, uses four Caterpillar 637 tandem-powered scrapers, two Cat 631s and two Terex TS-24s. The number and combination of scrapers actually used for benching periodically changes, depending on which ones are needed for topsoil removal and reclamation. Scrapers benched down about 9 m and removed nearly 2.3 Mm of over-burden at pit A. About 1 Mm was placed in a 9-m lift on top of the high-wall at the head of the pit. The New York City Transit System is celebrating its Diamond Jubilee this year. In 1904, 9.3 route miles of New York's first subway was placed in operation in lower Manhattan. Since that date the system has grown to 230 route miles and 458 stations (See Exhibit #1). The age of the system immediately provides a clue to the nature of our construction activity. While we must always plan for the future and expand the system in the direction of the future needs in New York, a substantial amount of time and money must be channeled towards the modernization and maintenance of the existing system which provides vital transportation for 3-1/2 million passengers a day. This paper however will be directed to our New Route's Construction and, specifically, to three rock tunnel and cut and cover sections presently under construction. Currently, New York is engaged in the construction of about 9 New Route miles of structure. Briefly, the 3 Sections we will discuss are as follows: Route 131-A Section 5A is a 4 track structure in Manhattan and includes the new Lexington Avenue Station. This 1240 foot long section is located between Park Avenue and 3rd Avenue and is a combined cut and cover and rock tunnel section under 63rd Street. Route 131-A Section 5B is an intricate 2423 foot long 4 track rock tunnel section extending from 3rd Avenue to the FDR Drive under 63rd Street in Manhattan.

The Compañía El Zapote Yacimiento Y Minas, S.A. has an ore body containing 650,000 tons of 0.185 oz/t gold ore in Mexico. Metallurgical testwork has been done to determine the response of this ore to several possible processing schemes. The paper describes the rationale for selecting the Silver State Mining Co. methods in Colorado. Plans for developing the mine and building the treatment plant are described in detail in the paper. Estimates of capital and operating costs are included.

Traditionally within the mining industry, the main functional process flow for resource and reserve evaluation proceeds from geologists who build the geological model, to resource estimation geologists (modelers) who estimate the grades, to mining engineers who develop the mine design and schedule. The interface between these three disciplines is not always seamless. Assumptions made during one stage of the process are not always communicated down the line, even though most mining companies have procedures in place to encourage communication across the various disciplines. These procedures do not always achieve their aim due to a variety of reasons including time constraints, appropriate people not being available, or a lack of understanding of what other disciplines require, and the handover process can degenerate into one of sending computer files on to the next discipline in the process flow. This paper focuses on the interface between the resource estimation and mine engineering disciplines, and outlines some of the common assumptions made when generating a resource model and the risks that engineers may be taking when elevating cutoff grades, optimizing schedules or generating forecasts. The case studies presented focus on openpit gold deposits, but the concepts should be applicable throughout the industry. A summary of key questions and recommendations is provided.

"The National Institute for Occupational Safety and Health (NIOSH) recently developed a series of validated models utilizing computational fluid dynamics (CFD) to study the effects of air-blocking shelves on airflows and respirable dust distribution associated with mediumsized surface blasthole drill shrouds as part of a dry dust collector system. Using validated CFD models, three different air-blocking shelves were included in the present study: a 15.2-cm (6-in.)-wide shelf; a 7.6-cm (3-in.)-wide shelf; and a 7.6-cm (3-in.)-wide shelf at four different shelf heights. In addition, the dust-collector-to-bailing airflow ratios of 1.75:1, 1.5:1, 1.25:1 and 1:1 were evaluated for the 15.2-cm (6-in.)-wide air-blocking shelf. This paper describes the methodology used to develop the CFD models. The effects of air-blocking shelves and dust collector-to-bailing airflow ratios were identified by the study, and problem regions were revealed under certain conditions. IntroductionSurface blasthole drilling can generate considerable amounts of respirable silica dust. These high dust concentrations can be exacerbated by the high silica content as drilling cuts through silica-bearing materials such as sandstone and shale, causing overexposures for miners to respirable silica dust. These overexposures can lead to silicosis, an occupational lung disease that has no cure and is often fatal. A review of the Mine Safety and Health Administration (MSHA) respirable silica dust sample database from 2010 to 2016 for metal/nonmetal mining shows the following overexposure rates for occupations related to blasthole drilling: • 14.1 percent of rotary air drillers were overexposed to respirable silica dust (22 out of 156 samples).• 5.8 percent of rotary drillers were overexposed to respirable silica dust (nine out of 155 samples).• 7.3 percent of drill helpers were overexposed to respirable silica dust (three out of 41 samples).• 7.5 percent of blasters/shotfirers were overexposed to respirable silica dust (three out of 40 samples)."

Data from triaxial compression tests per- formed at confining pressures between 0 and 100 MPa are used to evaluate parameters in a contitutive model that is based on microcracking. The tensorial formulation is reduced to equations that are specific to the simple Loading imposed in triaxial compression tests. Procedures for evaluating the model parameters are described, dependence of parameter values on confining pressure is discussed, and prediction of failure is assessed.

The Afton copper-gold mine is located in the southern interior of British Columbia, 16 km (10 miles) west of Kamloops and 257 km (160 miles) northeast of Vancouver. 'An aerial view of the property in 1976 is shown in Fig. 1. The Afton copper-gold ore body [27 Mt (30 million tons)] of open pit ore with a grade of 1.0% copper, 0.46 g/t (0.01 6 oz per ton) gold, and 4.1 g/t (0.12 oz per ton) silver, occurs within the Triassic Iron Mask pluton adjacent to its faulted contact with Tertiary rocks. The geological setting of the Afton ore body is described by Carr and Reed (1976). Rocks of the Paleozoic, Mesozoic, and Cenozoic eras outcrop in the vicinity of Kamloops, but the unit with the greatest economic significance is the Upper Triassic Nicola volcanic group and its subvolcanic dioritic intrusion, the Iron Mask pluton. The Afton ore body occurs at the northwesternextremity of the Iron Mask pluton immediately south of a deep graben structure that developed in post-Triassic time (Coast Mountains orogeny) and which was the focus of vigorous sedimentation and volcansim in Tertiary times. The Iron Mask pluton is a lenticular composite intrusion approximately 14.5 km (9 miles) in length in a northwesterly direction. The petrography of the Iron Mask pluton ranges from picrite and serpentinite to latite porphyry. Outcrops of individual petrographic units are generally elongate in a northwesterly direction parallel to the axis of the pluton. The Iron Mask pluton represents the moderately slowly cooled core of an oceanic fissure volcano which built up an island flanked by shallow-water sediments including reef knolls and which, during its later stages, intruded its own volcanic pile.

New underground coal mines have become increasingly expensive to open. A simple drift mine producing a raw coal product can cost as much as $50 million while a new shaft mine producing a washed coal product can cost up to $200 million. As a result, few if any speculative new mines are constructed. Normally, a long term coal supply agreement is needed to justify new mine projects. Negotiating a supply agreement prior to production start is difficult. Pricing must be based on estimated rather than historic costs and coal quality must be estimated from core hole samples versus actual shipments. Further in todays competitive coal markets, there is little margin for error in either price or quality.

Problems encountered in barite flotation from various waste materials such as spent drilling muds are likely to be closely connected with the effect of chemical additives and metal ions present either added or present as contaminants, on the flotation. Fuerstenau and Palmer (1976) have studied in detail the adsorption of multivalent cations onto oxide and silicate minerals. It was observed that the adsorption of a multivalent metal species exhibits a sharp pH dependence which is related to the formation of hydroxy complexes of the metal ions in solution. Investigations on the recovery of barite from tailings ponds and mining wastes (Sullivan and Lamot, 1981) have shown that such barite materials can contain large quantities of carbonate and silicate minerals (including clay minerals). Also iron oxide slimes can be present. From these substances cations such as Ca2+, Mg2+, Fe2+ and A13+ can potentially dissolve and be present in the aqueous phase accompanying the various minerals. These ions and their hydrolysis products can have a substantial effect on any subsequent flotation scheme. The present study investigates the effect of the noted ions on both the stability and electrokinetic behavior of barite suspensions.

Humate mining in New Mexico is a small industry [455 m3 (16,079 cu yd) valued at $395,894 for 1983] with three mines active in 1985. Either humate (carbonaceous claystones rich in organic matter) or weathered coal ("leonardite") high in humic acid are mined. The humic acid content needed to meet consumer specifications determines which type is mined. The humate and "leonardite" now mined in New Mexico are used primarily as soil conditioners or as drilling mud additives. The potential resource for both are very extensive within the coal-bearing formations of the San Juan Basin in northwest New Mexico.

"A commercially available Through-the-Earth (TTE) communications system was evaluated at an active underground longwall mine in West Virginia. This TTE system uses electric field (E-field) sensing to send text based communications using two separate antenna arrays connected in parallel. Each antenna array is composed of interconnected, grounded metallic rods or other such structures. Two-way communication between subsurface locations was investigated in this study using various antenna configurations. This field study was conducted as a part of a larger multi-site evaluation of available TTE systems in an effort to determine their operational sensitivity. INTRODUCTION Wireless, Through-the-Earth (TTE) communication technology is designed to achieve point to point communication through solid strata using very low frequency (VLF) and ultra-low frequency (ULF) electromagnetic waves. This ability allows TTE communication to function without the need for intermediary communications infrastructure, such as repeaters. As a result, such communication systems have the potential to provide reliable, robust communications between surface and underground personnel. Exploration into the use of TTE technology for this purpose dates back to the 1920s (Jakosky and Zellers 1924; Pittman, Church and McLendon 1985), but U.S. permissibility requirements slowed the development of TTE equipment for widespread implementation (Durkin 1980; Pittman, Church and McLendon 1985). One of the primary challenges in producing wireless TTE communications is the counteraction of signal attenuation when propagating through solid strata (Barkand, Damiano and Shumaker 2006; Wadley 1949). The long wavelengths of TTE transmissions make them well-suited for reducing the rate of attenuation. However, even when operating within the VLF to ULF range, the performance of TTE systems is still affected by geologic and anthropogenic factors (Geyer 1973; Geyer and Keller 1976; Geyer, Keller and Ohya 1974; Jakosky and Zellers 1924; Large, Ball and Farstad 1973). Although commercially developed TTE systems have demonstrated the ability to communicate through a variety of conditions, their range and performance have been highly varied (Barkand, Damiano and Shumaker 2006; Geyer and Keller 1976; Geyer, Keller and Ohya 1974; Ilsley, Freeman and Zellers 1928; Jakosky and Zellers 1924; Yenchek et al. 2012)."

Previous mine incidents show weaknesses in mine rescue preparedness from poor training in decision making, leadership and incident command center (ICC) protocols. Computer simulations offer a larger range of training opportunities for mine rescue teams focusing on exploration and communications. The mine rescue simulator developed by the Colorado School of Mines and Rite Solutions Inc. utilizes four computers for the instructor and team, with the instructor monitoring the team?s progress. As the team explores, it relays information back to the Fresh Air Base, which then reports to the ICC. This forces a three-step communication procedure, enhancing the team?s overall communication skills and developing ICC protocols. The simulator is decision-based, demanding team decisions be made quickly. Upon completion, teams commented positively. Generally, participants said that the simulator is useful for learning how to communicate and make decisions during mine rescue emergencies. This mine rescue simulator improves team training, providing effective communications practice with an easy setup and no production interruption.

INTRODUCTION The support of openings in weak sandstones can be achieved by spraying on a liquid grout which will soak in and harden to form a shell. In the St. Peter sandstone of the Minneapolis-St. Paul area of Minnesota compressive strength is increased from about 0.7 MPa (100 psi) to over 7 MPa (1000 psi) to depths of 152 mm (6 in.). A shell of this strength and thickness can pro¬vide support much as shotcrete does but at lower cost. If the spray-grouted shell is inadequate for the support needed, it provides a good base for shotcrete application, which is often difficult in weak or friable sand¬stones because the fresh shotcrete peels off along with a thin layer of sandstone. The spray-grouted technique was initially developed at the Civil and Mineral Engineering Dept. of the University of Minnesota using funds provided by RANN Div. of the National Science Foundation. It was used as temporary support in a 3-m (10-ft) wide, 3700-m (12,000-ft) long storm water drain tunnel by the Minneapolis Sewer Construction Dept. Much of the field development at this construction project was carried out with the cooperation of the personnel of the city of Minneapolis. It also was used for temporary support in a 3.3-m (11-ft) wide, 1800-m (6000-ft) long storm water tunnel built in 1978-1980 for the Minnesota Dept. of Transportation in Minneapolis. In 1975, 2000 m (6500 ft) of 1.5-m (5-ft) wide utility tunnels were spray-grouted for final lining. A 50-m (150-ft) long, 1.2-m (4-ft) wide test tunnel built at the university in 1974 was sprayed for half its length and is being observed for long-term behavior which to date (1981) is good. GROUT MATERIALS The requirements for the liquid grout are more severe than those for injection grouting. Besides being able to penetrate the rock and develop sufficient strength, it must have the following properties: (1) be nontoxic, noncombustible, and have a low odor for spraying under¬ground; (2) have controllable viscosity and setting time for adjusting to the permeability of the sandstone and the required depth of penetration; and (3) must "wet" the sandstone and develop capillary "draw" to penetrate to the required depth. A sodium silicate-based grout with the proper setting agent meets these requirements in the local St. Peter sandstone which has a uniform grain size dis¬tribution curve with D,,, = 0.1 mm, permeability of about 10 to 20 darcys, a porosity of about 25%, and less than 5% of silt size or smaller. It is 97 to 99% pure SiO2. The grout mix consists of Philadelphia Quartz Co. Type N sodium silicate and Celtite 55 Terraset Spray Grade (SG) distributed by Celtite Inc., Cleveland, OH. A volume mix ratio of 100:9:125 for sodium silicate to setting agent to water produces a grout with two to four centipoise viscosity, and initial set at 20°C of 20 min. Setting time is temperature dependent, being longer at lower temperatures, but can be adjusted by varying the setting agent concentration a few percentage points. APPLICATION The application is simple. Spray the grout on the surface until the desired penetration is achieved. Penetration rates of about 5 mm (0.2 in.) per min. are realized in the St. Peter sandstone for up to 152 mm (6 in.) of penetration (30 min. of spraying). The set time must be longer than the spraying time. The spray nozzle should be moved back and forth at a rate that minimizes runoff due to surface buildup. Both a single large hand-propelled nozzle and multiple small machine propelled nozzles have been used successfully. The pumping and mixing equipment used consisted of: (1) a hand-held, hand-pumped, 11-L (3-gal) gar¬den sprayer for test patches (mix by shaking); (2) 76-L (20 gal) batch mixing in barrels with small electric pumps for spraying and mixing; (3) two component pumps consisting of Hypro Model 5300 piston pumps (Hypro Pump Co., St. Paul, MN) on a common shaft driven by an electric motor. The sodium silicate is premixed with a portion of the water and the setting agent is mixed with the rest of the water. The two components are combined and mixed just before the nozzle; and (4) a proportioner metering the setting agent just before the nozzle with the water and sodium silicate premixed and pumped from the surface. The proportioner permits the bulk of the grout to be pumped through a single pipe or hose with only the setting agent stored underground. This is efficient and low in cost. COST The grout mix costs about $0.20/L ($0.75 per gal) in 1978 dollars. Filling all the voids 100 mm (4 in.) deep (25% initial porosity) would have a materials cost of about $5.40/m2 ($0.50 per sq ft). The labor cost of application is usually less than the material cost for normal tunnel jobs. A pump and proportioner cost less than $1000. The benefits of computer simulation in the design of a refracto­ry gold autoclave facility is discussed. Three computer simula­tion programs used for autoclave design are briefly described in this paper. 1) METS IM® - A Process Simulation Software Package Developed by Proware: Mass and energy balances are conducted around the auto­clave and its ancillary processes. Results from the process simulation define process equipment requirements and are used for establishing operating costs. The p_rocess model integrates various unit operations including grinding, acidu­lation, pressure oxidation, counter-current-decantation, neutralization, cyanide leaching, and carbon-in-pulp or car­bon-in-leach. 2) ALGOR® - Finite Element Analysis (FEA): A computer software program is used in the design and analysis of brick lined pressure vessels, such as autoclave, heater, and flash vessels. This software creates a steady state thermal model, and accurately predicts temperature distribution throughout the entire vessel, including nozzles, which represent regions of high thermal intensity. 3) Compress©: A software package developed by Codeware used for the sizing of pressure vessel components, includ­ing shells, heads and nozzles, according to ASME Boiler and Pressure Vessel Code, Section VIII, Division 1.

With obvious signs of deterioration, the double track, historically registered Bergen Tunnels as part of the commuter rail system in New Jersey waited for rehabilitation for a long time. Serious water in filtration not only caused operational and safety hazards for the electrified rail line but also deteriorated and structurally compromised the tunnel lining. An innovative rehabilitation program was developed to enlarge the tunnel and to provide a new waterproofing system and final lining. For the rock excavation and support New Austrian Tunneling Method (NATM) principles were utilized, while water tightness was achieved by installing a PVC membrane waterproofing system followed by a reinforced cast-in-place final lining. Experienced on-site supervision generated additional savings during construction by streamlining support elements based on geologic conditions encountered.

Subsurface migration of cyanide is attenuated by naturally occurring geochemical and biogeochemical processes. Geochemical mechanisms which remove or immobilize cyanide and metal-cyanide complexes include precipitation/coprecipitation, sorption, and volatilization. Geochemical properties of soils and geochemical materials that promote the functioning of these mechanisms include the following: 1) acidic soil pH; 2) presence of illite and smectite clays; and 3) presence of iron hydrous-oxides and organic carbon. Naturally occurring soil microorganisms play perhaps a more important role in attenuating cyanide movement than previously realized. Biodegradation of cyanide is a "renewable" process, limited in its effectiveness by the avalibility of oxygen and micronutrlents (usually phosphate) to the microorganisms.

This morning I would like to speak to you about an area of chemistry that is enjoying a revival-organometallic compounds. This renewed interest, principally stimulated by defense needs, has already created new markets for the products of the mineral industry. Although the consumption of metals in these new products is modest at oresent, several hold promise of importance. Because this is a new and growing market, I am sure the Council of Economics is aware of many of its facets and is interested in new developments. Of course, the chemical industry has been a significant consumer of minerals for many years. I estimate that in 1957 the chemical-industry purchased a total of $1175 million worth of minerals as raw materials (not including fuels). This estimate can be broken down as follows: [Metals and metallic minerals $375 million Nonmetallic minerals (excluding hydrocarbons ) 330 million Hydrocarbons 470 million $1175 million]
