This paper presents a 20-year global account of tunneling in gassy ground demonstrating high probability of schedule delays, cost overruns, worker injuries and fatalities. Causes of these failures are systemic. Gas is seldom characterized in terms relevant to design of effective ventilation systems. Control measures deployed in tunnels are often based on outdated industrial safety codes. A change in approach is needed. This paper describes how to perform a desk study to determine if field investigation for gas is warranted, and lists the content of an effective characterization of gas in a geotechnical report.

In mining industry, one of the simplest methods to smooth the standard deviation of a given ore controlled property is to build longitudinal blending piles. The effect of homogeneization is obtained due to the fact that an entire cross-section of the pile is reclaimed at each time. The variance of the pile output is the sum of the internal cross-section slice variance plus the reclaimed slice variance. While the first term is a tipical short-term parameter and is absorbed by the process, the second one may be or may not be absorbed. The goal of designing blending piles is to minimize the reclaimed slice variance. Conditional Simulation as described in this paper, is an alternative method to do it. It is devised to design longitudinal blending piles, taking into consideration economical, geometrical and statistical parameters of the ore to be blended, in order to estimate the resulting effect. It presents advantages in relation to other methods for its adaptability and flexibility in simulating pile performances.

INTRODUCTION Although sampling techniques used by the mineral industry continue to improve, sampling is still an area which is often neglected. Frequently, sampling and sample preparation requirements are left to personnel who do not fully appreciate the significance and importance of sampling. Consequently, plant evaluations are often based on seriously biased samples, leading to mass balance problems and incorrect assessments of plant performance. The basic rule for correct sampling is that each particle of ore or concentrate must have an equal probability of being collected and becoming part of the final sample for analysis. If this is not the case, bias is easily introduced and the sample is not representative. For example, when ore is travelling on a conveyor belt, the lumps may come to the surface. Consequently, a grab sample taken from the top layers only will contain a greater proportion of lumps, i.e., the sample is biased. There seems little point in making major investments in precise analytical equipment, if the sample provided to the analytical laboratory is not representative in the first place. This paper describes the sources of plant sampling errors, reviews the methods of estimating their variance, presents some worked examples, and provides some practical advice for reducing sampling errors and their variance. SAMPLING BASICS It is generally accepted that the discharge point of an ore or concentrate stream is the most suitable sampling location. The stream can be intersected at regular intervals, and representative samples, referred to as increments, can be obtained by taking a complete cross-section of the ore stream. On the other hand, sampling devices that take part of the stream on an intermittent or continuous basis, e.g., a bleed from a pipe, may introduce serious bias, and should be avoided at all cost. Increments may be taken at completely random times or tonnages during the sampling operation, in which case it is called "random sampling". However, as shown below, random sampling results in the largest sampling variance, so it is preferable to divide the ore or concentrate stream up into strata of equal time or mass and take one increment from each stratum. This operation is called stratified sampling and may be either systematic sampling, in which increments are taken at the same point in each stratum, or stratified random sampling in which the increments are taken at random within each stratum. Systematic sampling results in the smallest sampling variance, provided periodic variations in quality or quantity are not present which may coincide with, or approximate to, any multiples of the proposed sampling interval. In such cases, it is strongly recommended that stratified random sampling within fixed time or mass intervals be carried out.

This paper deals with some aspects of concrete construction in remote locations and/or cold climates. The writer's experience covers 25 years in construction in western and Central Canada. I will bring forth some pertinent observations and cost facts learned from this experience. Let us start by saying that there is nothing more important than preplanning the entire project. By this I mean the production of the engineering design, working drawings, soliciting of prices and ordering of all equipment and contractors work, the delivery of all equipment and all onsite work. All of this should be placed on a master schedule, preferably a C.P.M. We have been using C.P M. Scheduling for all of our work for 5 years and have found it in-valuable. This preliminary schedule will show initial items of work and target dates. After main equipment orders are placed and deliveries confirmed, the construction schedule can be revised to include manpower and construction equipment requirements. From this information the size of camp is determined. This, of course, must be ordered several months ahead. The manpower schedule can be broken into trades to tell us the number of men of each trade required at any time. This is important in helping to determine where the men must come from and whether or not any incentive is needed to get them. The schedule will also point out if it is impossible to get the project closed in before winter becomes too severe unless overtime is worked or the project is started in early spring. In most parts of Canada cold weather starts in October and lasts through April. A common term of reference has been to wait for the frost to come out of the ground before starting work in the spring. A geotechnical monitoring program has been implemented at Energy West Mining Company for enhancing site-specific evaluation of longwall stress conditions. This program consists of underground measurements at five locations in two neighboring mining districts located in the Hiawatha and Blind Canyon Coal Seams under moderate to deep cover. Within the last five years, additional measurements, including data on recorded seismic events and face conditions, have been incorporated into the data collection program together with detailed geologic mapping of longwall gateroads. In conjunction with the measurement program, the authors have completed detailed boundary-element stress analyses of the mine plans. Models have been calibrated using the data from in-mine instrumentations and then routinely used for evaluation of mine plans at depths approaching 2,600-ft. The work has improved our understanding of load transfer, seismicity and yield pillar performance. It has identified areas of potential increased stress levels at certain longwall face positions and provided guidance to measures that could be considered to mitigate the potential for these increased stress levels.

The C. E. Weed concentrator treats 51,000 tons per day of 0.5% to 0.7% copper ore received from the Berkeley Pit, the Continental East Pit and the Butte underground mines. Improved operating techniques and conversion from semi-autogenous secondary grinding to ball milling have increased tonnage from an original design of 42,000 tpd. Separate treatment of sands and slimes, with recovery of soluble cop- per from the slimes, has increased total copper recovery. Concentrator tailings are pumped 600 vertical feet and 20,000 horizontal feet for disposal.

Although fluorspar is considered an industrial mineral by usage and value, its geological occurrence and the mining and milling methods employed make it more akin to the non-ferrous metal ores. Likewise methods of exploration for it are more like those used in the search for lead and zinc, with which fluorspar is often mixed. In fact, it often takes the mixture of fluorspar, lead, zinc, plus maybe barite to add up to enough recoverable values to make the mineral an ore by definition. This is so true where the fluorspar portion is low grade, perhaps less than 25 percent. Until the development of modern steel milling in World War I times, the invention of aluminum smelting, and development of the fluorine chemical industry and air conditioning, there were few uses for fluorspar aside from ceramic fluxes in the flint glass industry and for uses as glazes for pottery and china. Pure fluorite crystals have long been admired as semi-precious and ornamental minerals of many delicate colors.

As can be guessed from the subtitle, this paper will not be a geologist's one since neither of the authors is a professional geologist. This will be an attempt to present the various aspects of the legal, economic and geological setting that condition the exploration for mineral resources in Haiti. Before going any further, we are going to present a summary of our rather short mining history. One must first mention that Caribbean countries are latecomers to the mining business. If we go back to the colonial period (1500-1600's) there are net many traces of mining activity. The major exception to this is the recovery of alluvial gold in Hispaniola, Puerto-Rico and Cuba and also some sporadic copper mining in Hispaniola (notably in Haiti near the city of Gonaives and in some of the old mining districts in Santo-Domingo). These easily minable deposits were quickly exhausted and mining quite naturally came to an end as agriculture rose as the major economic activity. In the Haitian case, aside from very erratic mention during the 19th Century of the presence of some minerals (i.e. haematite, chalcopyrite) no serious geological work was undertaken. In the meantime, the peasants in the northern part were still looking for alluvial gold in some streams but this amounted to next to nothing. One has to come to the 1920's to find the first comprehensive geological survey. At the time, the country was under the military control of the United States. The American Government sent a team from the U.S.G.S. headed by the late W. Woodring to initiate a survey of the country. Given the lack of transportation, this was a tough task and Woodring and his associates did it magnificently. As a result of their efforts, they published a very thick piece of work of more than 600 pages. "The Geology of the Republic of Haiti" although it was published in 1924 is a classic and is a must for anyone interested in the geology of Haiti.

1.1 GENERALIZED METHODS OF SUPPRESSING THE INFLOW OF GROUND WATER DURING THE CONSTRUCTION OF SHAFTS, DRIFTS AND TUNNELS Various methods are used to prevent or minimize the inflow of ground water into underground workings during their excavation. The two most common methods include freezing the saturated rock and grouting using cement, sodium silicate, polyurethane and/or other chemicals. Each of these technologies for combatting the inflow of ground water is effective only under specific hydrogeological conditions. For example, although the freezing of saturated ground is among the more universally adopted methods, it is designed to provide only temporary protection during construction. Before the saturated rock thaws it is necessary to emplace a waterproof liner which is labor intensive, time consuming, and expensive. Consequently, freezing is used only in exceptionally complex hydrogeological conditions, namely in those cases where the water-bearing strata consist of unstable rock or the ground water has an anomalous hydrochemistry. The classical grouting of saturated rock, carried out from the surface or from the face of the underground workings for the purpose of limiting the inflow of ground water during excavation, utilizes both cement and a variety of chemical grouts. Cement grouting has been regarded as the main method of combatting the inflow of ground water in fractured rock throughout the world. In such countries as the Federal Republic of Germany (FRG), Canada, the Republic of South Africa and Great Britain, cement grouting is the main method of reducing the inflow of ground water during the excavation of mine openings. In Great Britain and the FRG, cement grouting has been used in 80% of all shaft excavations. In the Republic of South Africa cement grouting has been used in almost 100% of all the shafts that have been constructed. The installation of grout curtains into permeable water- bearing strata significantly reduces their permeability and increases the rock strength. Grouting has the greatest effect in fractured sandstones, certain well indurated shales, fractured granites, fractured quartzites, and karstic limestones or dolomites. The following principal factors must be considered when assessing the expediency of grouting rock with cement: the geometry of the network of fracture openings, the saturated hydraulic conductivity of the fractured rock, the hydraulic head acting on the water in the rock, and the chemical composition of the ground water. On the basis of the geometry of the fractures and the thickness of each hydrostratigraphic unit, the characteristics of the cement grout are selected. As a rule, the cementing of large fractured zones with high ground water velocities is carried out using inert fillers (sand, mill slag, loam, loess, crushed limestone), special types of cement, setting accelerators, and high cement concentrations in water. Calcium chloride, soda ash, sodium silicate, sodium nitrate, amino alcohols, tin bichloride, trisulphate nitrate, and lumnite are used extensively as the setting accelerators for cement grouts. In the FRG and Poland, special cement injection compounds that embody a mixture of cement and active cement metal salts, water additives and binding substances are being used for the cementing of saturated zones with rapid ground water velocities. These reagents accelerate the rate of structure-forming reactions. In spite of the wide variety of additives used for cement grouts, the effectiveness of the method in large fractures below the water table is either poor or it leads to a very large consumption of cement due to the erosion of the grout through the cracks before it hardens. At the present time, a large number of cement types and brands are being produced by various countries. These variations permit cementing to be employed in a variety of geological conditions. However, both pure cement grout and grouts with fillers constitute unstable systems with a high water loss rate. Therefore during the grouting of finely fractured rock the cement grout's premature loss of a large amount of free water causes its consistency to increase, whereupon the grout solidifies. Consequently, it inadequately penetrates into the fine fractures of the stratum. In addition the high water loss rate in the cement grout causes unreacted cement particles to remain, which greatly reduces the grout hardness and the resulting rock strength characteristics are weakened. As a result, the binding properties of the cement are utilized perhaps up to 60%. The remaining portion is left in the grout as a filler. All these conditions significantly decrease the efficiency of the isolation effort both with respect to strength and cost. In order to expand the cement grouting method, re- search is being conducted to improve the quality of cement grout, to increase its range of application with respect to permeability control, to reduce its water loss rate and to increase its capacity to withstand the erosive and corrosive effects of poor quality ground water. The viscosities of various FeO-SiO2 slags were calculated using a previously developed structural-based model. Using hole theory and the atomic pair model, an expression was derived to relate the viscosity to temperature and the fraction of the bridging oxygen in silicate melts. The deduced equation was successfully applied to predict the viscosities of FeO-SiO2 slags in the composition range of 0.1 < XSi02 < 0.423 for several temperatures. The calculated data agree well with the experimental viscosity data.

The Shoreline Consolidation Sewer is a CSO control project in Cleveland, Ohio that requires the installation of 5,000 feet of 72-inch inside diameter pipe using microtunneling methods. After award, the contractor submitted a value engineering proposal to eliminate two deep shafts and install the tunnel in two drives instead of four. In an example of successful collaboration, owner, contractor, and engineer worked together during the initial construction stages to modify the design and update the contract documents. This paper examines the importance of exible requirements in contract documents and a collaborative environment between all parties to successfully deliver a project.

Pea Ridge Iron Ore Co., previously Meramec Mining Co., a joint venture by Bethlehem Steel Corp. and St. Joe Minerals Corp., mines and pelletizes iron ore at the Pea Ridge mine. The Pea Ridge property, now wholly owned by St. Joe, is located near Sullivan, MO, about 112 km (70 miles) southwest of St. Louis. The ore body was delineated in the mid-1950s by St. Joe during a lead exploration program. The first test holes drilled on the Pea Ridge magnetic anomaly revealed the presence of a large magnetite deposit; further drill¬ing in 1956 and 1957 confirmed that the ore body was minable. Meramec Mining Co. was incorporated in 1957 and shaft sinking began late in the year. Pro¬duction commenced in April 1964. The ore body is overlain by about 396 m (1300 ft) of flat-bedded sediments. It is tabular, about 792 m (2600 ft) long, and up to 182 m (600 ft) thick. It dips about 1.39 rad (80°) and is of unknown depth. The ore is mainly high grade magnetite with small zones of specular hematite. The wall rock is a Precambrian rhyolite porphyry. The mine was initially started with five major levels on 45-m (150-ft) intervals. Crosscuts were driven across the ore body on 58-m (190-ft) centers. Banks of stopes were mined between the crosscuts by a modi¬fied shrinkage stoping method (Fig. 1). This was done by undercutting a 12 m (40 ft) wide by 45-m (150-ft) long block and blasting horizontal "lifts" drilled on 1.5-m (5-ft) intervals. A 20-m (65-ft) sill was left between levels which contained the slushing drift, fin¬gers, crown pillar, and adequate thickness for support. By 1971 a "lattice" of pillars had been left and mining had progressed to the point that an orderly pillar re¬covery program was necessary (Fig. 2). INITIAL PILLAR RECOVERY PROGRAM The program was started in the upper western por¬tion of the ore body, furthest from the shafts. Due to the fact that the ore body narrows in the western extremity, the stope orientation was changed to mini¬mize required development. This left pillars 18 to 24 m (60 to 80 ft) wide and up to 79 m (260 ft) in length. The area selected for the start of the program had been developed between the uppermost level at 419 m (1375 ft) below surface and the 510-m (1675-ft) level. Due to the 91-m (300-ft) difference in depth, sublevels were driven on 15-m (50-ft) intervals and the ore was taken by rather classical sublevel stoping methods (Fig. 3). This left a structure with accesses compatible with drilling with 114-mm (41/2-in.) bore drifters mounted on columns. Most holes were drilled 63.5 mm (21h in.) diam and reamed to 100 or 127 mm (4 or 5 in.). Practical depth capability was about 21 m (70 ft) for holes above horizontal and 13 to 15 m (45 to 50 ft) for holes below horizontal. The interdependence of these long pillars necessitated that several of them be blasted simultaneously, making large blasts the only practical approach. Due to the required length of such loading cam¬paigns, it was necessary to select an explosive which could stand in the hole in an underground mine for a 4 to 6 week period. After some consideration a pump¬ able water gel was selected for both uphole and down¬hole loading. This afforded a high velocity, high density explosive which could be handled in large quantities. Loading the downholes was a fairly straightforward process. The holes were lined with an 8 mil polybutylene plastic sleeve and water gel was pumped into them with a double diaphragm pump mounted on the bottom of a stainless steel tub with a 81-kg (180-1b) capacity. The determination of aqueous cyanide is accomplished by either detection in the sample as collected or by removal of the cyanide of the collected sample, followed by detection. The direct determination of the cyanide content of a solution can only be used in the simplest of systems, since many interferences can result in errors. Thus the most widely used method for total cyanide determination involve the reflux distillation of the sample using heat, acid and vacuum or air flow. The basic theory underlying this analytical approach is that by reducing the pH, the quality of molecular hydrogen cyanide will be in- creased and can be removed from the solution by elevating the temperature. The hydrogen cyanide is then collected in a caustic solution and analyzed. The general approach of removing the cyanide from the sample by distillation represented a major advance in this area of analytical chemistry. It enabled the determination of cyanide in many additional types of samples. When it became apparent that the tightly bonded cyanide complexes were not being detected by this approach, many methods fox complex ion destruction were proposed. These methods usually involved low pH adjustment with oxidizing mineral acids, coupled with the catalytic decomposition of the tightly hound complexes. All off the complexes except the strongest could he broken by these methods. The catalytic reflux distillation step has been found to have some negative aspects, since many materials that can be distilled with hydrogen cyanide will interfere with the color development step and result in a false positive reading.

The Alabama tar sands of the Hartselle Sandstone formation present a more difficult problem in primary extraction than do the Athabasca tar sands. In contrast to the Athabasca tar sands, the Alabama tar sands are "oil wetted" and the contained tar, or bitumen, is of much higher viscosity. A physical beneficiation scheme was developed in which clean sand from an external source was used as a scrubbing medium. High intensity scrubbing liberated the tars which are readily recovered by froth flotation. Locked cycle tests have shown that, after the use of an initial ration of clean sand, the system produced enough new clean sand to be self sustaining.

INTRODUCTION The work of the metallurgical engineer engaged in developing a leach, solvent extraction electro- winning process usually begins in the laboratory and generally proceeds via pilot plant testing before finally resulting in a commercial operation. The path leading to the development of the eventual process will involve a test program on leaching in order to derive information on the amenability of the copper-bearing material to acid dissolution, under various conditions. Commonly in North America the leach process of choice is either dump or heap leaching but it may also be in-situ leaching or the treatment of mine waste- waters and bleed streams. In the past, agitation and vat leaching have also been included in the list of options. Currently the economics of copper production dictate that only material of mineralogy and grade, capable of being leached without prior milling, will lead to a viable process. This is not necessarily true in other parts of the world where grades are higher and milling costs lower and therefore this paper con- fronts all the techniques available to the metallurgical engineer in terms of the evaluation of the solvent extraction process. Understanding the objectives of a laboratory and pilot plant evaluation of a solvent extraction route is important and these are described in some detail in this paper. Of at least equal importance is understanding limitations of such a test program and this aspect of process development is also discussed with reference to the kind of equipment and experimental practices that have been shown to produce results consistent with the objectives. WHERE TO BEGIN? At the inception of a project much information is developed on the variables of the leach process and indeed in some instances the type of leach that best suits the ore to be treated is the subject of intense investigation (Wadsworth 1983). The decision to treat the leach solution by solvent extraction focuses attention on the selection of the extractant most suited to the nature of the chemical composition of the solution. A laboratory screening program will probably need to be arranged in order to assist in narrowing the options and the following is suggested for this initial screening. Selection of a Representative Leach Solution This is preferably obtained from leaching a representative sample of the ore under conditions likely to pertain in the commercial leach circuit. As the conceptualized circuit flow sheet will undoubtedly involve the recycle of aqueous solutions via the leach, then it is desirable to know the nature of and the likely level of the impurity ions in the solution as well as the concentration of copper. The other most important parameter that is required is the free acid (Anon, Acorga Analytical Method) content of the solution. As a rule of thumb, it is always true that recovery across SX is maximized as the pH of the leach solution rises. Whilst a high pH may be desirable for SX recovery, it is not always desirable for the pH (or more correctly, the free acid) of the leach to rise too high. The working range, therefore, tends to be between 1.5-2.5 pH. At an early stage in process development it is likely that a number of ill-defined conditions will exist, making it difficult to decide on typical leach conditions in which case the screening tests should be carried out using a synthetic leach solution prepared from laboratory chemicals. In doing this the copper and free content should be carefully controlled along with the appropriate addition of major impurity ions as their sulphate salts. Digital photography combined with three dimensional models of topography, mining operations and restoration plans can lead to extremely realistic images and animations of the current and future states of a mine or quarry. The amount of work and the time required for the successful modeling of a mine and its restoration plan are surprisingly low nowadays. All this means that the visual impact of mining and quarrying operations can be easily assessed using common computer hardware and some dedicated software packages. LAVA Mining and Quarrying SA is a company committed to strive continuously for the highest possible environment protection at the company?s quarries. The pozzolanic rock quarry located at Xylokeratia is one of the company?s quarries on the island of Milos and the subject of the study presented in this paper. A thorough restoration plan of the Xylokeratia quarry is being completed by the company. For its purposes, a complete visual impact assessment study was performed at the Department of Geotechnology and Environmental Engineering of the Technological Education Institute of Western Macedonia. The procedures used in this study and the produced visual results are presented in this paper.

Vince Lombardi once said, "Practice doesn&apos;t make perfect, perfect practice makes perfect." When it comes to building a mine that will operate at the optimum level for the set of geologic conditions from which it was developed, Lombardi&apos;s remark might be paraphrased to describe the problem: planning won&apos;t guarantee the best possible mine operation unless it is the best possible mine planning. Any sacrifice in the best possible mine planning introduces the risk that the end results may not reach the optimum mine operation desired. This section addresses many of the factors to be considered in the initial phase of mine planning. These factors have the determining influence on the mining method, the size of the operation, the size of the mine openings, the mine productivity, the mine cost, and, eventually, the economic parameters used to determine whether or not the mineral reserve even should be developed. A little-known fact, even within the metal-mining community, is that room-and-pillar mining accounts for most of the underground mining in the united States. According to a 1973 study on noncoal mining (Anon., 1974), more than 76% of the producing mines [of over 1089 t/d (1200 stpd) capacity] produced approximately 70 000 000 t (77,000,000 st) or 60% of the nation&apos;s underground tonnage of material by room-and-pillar mining. That same year, 96.8% of the nation&apos;s under- ground coal mines produced 262 950 000 t (289,911,000 st) of coal extracted from room-and-pillar mines (Anon., 1976). Thus, nearly 333 000 000 t (367,000,000 st) of the United States&apos; raw material is produced from mines using some form of the room-and-pillar mining system. Because approximately 90% of all mining in the United States is done by some variation of room-and- pillar mining, it is appropriate to give special emphasis to the effects of the various elements of mine planning on room-and-pillar mining. The relationship of these elements to other mining methods will become apparent as the elements are described in later sections herein. TECHNICAL INFORMATION NEEDED FOR PRELIMINARY MINE PLANNING Assuming that the reserve to be mined has been delineated with diamond-drill holes, the items listed in the following paragraphs need to be established with respect to mine planning for the mineralized material. Geologic and Mineralogic Information The geologic and mineralogic information needed includes the following: 1) The size (length, width, and thickness) of the areas to be mined within the overall area to be considered, including multiple areas, zones, or seams. 2) The dip or plunge of each mineralized zone, area, or seam, noting the maximum depth to be mined. 3) The continuity or discontinuity within each of the mineralized zones. 4) Any swelling or narrowing of each mineralized zone. 5) The sharpness between the grades of mineralized zones within the material considered economically minable. 6) The sharpness between the ore and waste cutoff, including whether this cutoff can be determined by observation or must be determined by assay or some special tool; whether this cutoff also serves as a natural parting resulting in little or no dilution, or whether the break between ore and waste must be induced entirely by the mining method; and whether or not the mineralized zone beyond (above or below) the existing cutoff represents submarginal economic value that may be- come economical at a later time. *7) The distribution of various valuable minerals making up each of the minable areas. 8) The distribution of the various deleterious minerals that may be harmful in processing the valuable mineral. 9) Whether or not the identified valuable minerals are interlocked with other fine-grained mineral or waste material. 10) The presence of alteration zones in both the mineralized and the waste zones. Structural Information (Physical and Chemical) The needed structural information includes the following: * 1 ) The depth of cover. 2) A detailed description of the cover including: the type of cover; * the structural features in relation to the mineralized zone; * the structural features in relation to the proposed mine development; and * the presence of and information about water, gas, or oil that may be encountered. 3) The structure of the host rock (back, floor, hanging wall, footwall, etc.), including: * the type of rock; * the approximate strength or range of strengths; * any noted weakening structures; * any noted zones of inherent high stress; noted zones of alteration; the porosity and permeability; * the presence of any swelling- clay or shale interbedding; the rock quality designation (RQD) throughout the various zones in and around all of the mineralized area to be mined out; the temperature of the zones proposed for mining; and the acid generating nature of the host rock. 4) The structure of the mineralized material, including all of the factors in item 3 plus: * the tendency of the mineral to change character after being broken, i.e., oxidizing, degenerating to all fines, recompacting into a solid mass, becoming fluid, etc.; * the siliceous content of the ore; the fibrous content of the ore; and the acid generating nature of the ore. Samarium (Sm), one of the rare earth elements (REEs), and cobalt (Co) are used in the production of SmCo permanent magnets, which have excellent temperature stability, corrosion resistance and oxidation resistance. Of the two types of SmCo magnets, one contains a high amount of iron, approximately 15.2 percent. This paper focuses on the recycling of iron (Fe)-bearing SmCo. In this study, an oxidative leaching process with nitric acid was developed to eliminate iron through in situ hydrolysis and to dissolve REEs and Co. The influence of experimental conditions on the formation of an amorphous iron compound through the hydrolysis of Fe3+ in a nitric acid environment was thoroughly examined based on a Taguchi orthogonal array. The optimal parameters for oxidative leaching were determined to be an acid concentration of 3 mol/L, a solid-to-liquid ratio of 1/10, and a process temperature of 60 °C.

"INTRODUCTION Background Diesel Particulate Matter (DPM) has been a critical issue during the last decade in underground mines. This problem is threatening the health of mine workers, as well as the mine’s productivity. It has been confirmed that the diesel engine exhaust is the main source for the diesel particulate matter (DPM), and that it has the highest impact in raising carbon monoxide, carbon dioxide, oxide of nitrogen, and hydrocarbons in the underground environment. Miners who are exposed to this kind of emission are at high risk for developing lung cancer and other lung diseases. The Mine Safety and Health Administration (MSHA) has issued standard rules to regulate diesel emissions in underground mines. The final ruling confirmed in 2008 that the total carbon should not exceed 160 µg/m3. (MISHA, 2008) Monitoring DPM in underground mines has become important to ensure compliance with the MSHA regulations. There are many different types of DPM monitoring systems that are currently being used in underground mines. Two methods are typically used for DPM sampling: the personal sampling method or the direct exhaust sampling method, which takes a direct sample from the engine’s tailpipe. Many mines do not recommend using the direct exhaust sampling method since it involves complex measuring equipment and procedures, as well as it is not regulated in the United States or Canada. Thus, the personal sampling method is the preferred method in many mines when taking DPM samples. Even this method includes many variations, such as the Respirable Combustible Dust (RCD) method and the method devolved by the National Institute for Occupational Health and Safety NIOSH 5040. The NIOSH 5040 method is the preferred method overall because it gives more accurate measurements compared to the other methods. This method does not allow organic carbon sources other than those coming from diesel engine exhausts to interfere with the measurements, which otherwise would lead to overestimating the actual amount of the DPM in the mine environment. An impactor feature in the cassette, which holds the samples in the instrument, characterizes this method. Since the diesel particles are less than 0.9 micron, this impactor does not allow particles more than 0.9 microns to be collected in the cassette filter. The cassette is then analyzed in a lab and the concentrations of organic carbon (OC), elemental carbon (EC), and total carbon (TC) are determined. Lately, the National Institute for Occupational Safety and Health (NIOSH) has developed a new instrument that can use the same concept of NIOSH 5040, but with instant measurements of elemental carbon. It utilizes laser radiation with the cassette so it can give a real time measurement. The real time measurements give instant information about the underground environment that will allow the mining engineer to take immediate action and enact plans instead of waiting for results from the laboratories where NIOSH 5040 method may take several weeks to get the measurements."

INTRODUCTION A variety of instruments are available for measuring or monitoring the performance of underground mine-ventilation systems. In general terms, the instruments may be classified as those that measure air velocity and those that measure gaseous concentrations. All costs herein are in terms of 1978 US dollars. The mention of a specific manufacturer or device is not intended to be an endorsement by the US Bureau of Mines. AIR-VELOCITY INSTRUMENTS The basic instruments used for measuring the air velocity in mines are the vane anemometer and the smoke tube. Vane Anemometer Of the air-velocity instruments, the 102-mm (4.0¬in.) vane anemometer is the most common and is available as either a low- or high-speed type. The low-speed anemometer generally is the most suitable for measuring the velocities in ordinary airways. For a rough check of the velocity in an airway, it usually is satisfactory to hold the anemometer by hand, positioning it in the center of the airway for 30 sec. However, the resultant error may be as high as 25% , and such a hand-held approach is unsuitable when accurate or reliable measurements are required. To obtain more accurate measurements, the proper procedure is as follows: 1) Since holding the anemometer by hand generally causes the instrument to read about 15% high, it is mounted on a 0.6-m (2-ft) extension rod. 2) The airway is divided into equal right and left halves. A 1-min traverse is used in each half, moving the anemometer smoothly up and down in a zigzag pattern so that the entire half is covered within the allotted minute. 3) The manufacturer&apos;s correction table is applied to the readings to adjust the velocity calculation as necessary. Whenever possible, anemometer readings should be obtained in a long straight section of airway that has a constant cross-sectional area. Bends and obstructions should be avoided, since they cause turbulence and other discontinuities in the airflow and can degrade the accuracy of the velocity measurements. Although a series of velocity measurements at one location usually corresponds to within a few percent, this is not an indication that the airflows calculated from those readings are completely accurate. One reason is that the correction table provided with the instrument generally is not for that specific instrument; instead, it represents the average correction for all such instru¬ments made by the particular manufacturer. Most cor¬rection tables specify a correction factor of from 0 to 15%, depending upon the velocity. However, even after correction, the instrument error still may range from 3 to 5%. At low velocities such as those below 0.76 m/s (150 fpm), the instrument error can be two or three times greater than this, ranging from 6 to 15%. The new ball-bearing anemometers generally perform somewhat better at low velocities than did the older conventional anemometers. Another source of error is introduced when measur¬ing the cross-sectional area of the airway or entry. Under the best of circumstances, measurement errors, instrument errors, and a host of other minor errors all combine to cause a total error of at least 10% in the velocity calculation. The vane anemometer also can be used with reason¬able accuracy to measure airflows in mine-ventilation ducts. In this application, the anemometer is mounted on a rod and is held at the center of the duct end. For a duct that is discharging air, the average velocity in the duct is 85% of the centerline reading (Northover, 1957). For a duct that is taking in air, the average velocity is 70% of the centerline reading (Haney and Hlavsa, 1976). To measure the airflow discharged from a regulator or from a small hole in a stopping or bulk¬head, a correction factor for the area is necessary. A good approach in this situation is to traverse the area of the regulator or hole, holding the anemometer with an extension rod. This provides an average velocity that is multiplied by 85% of the measured area of the regulator or hole. In all cases, the manufacturer&apos;s instrument cor¬rection table must be used and applied properly. For accurate results, the anemometer should be returned to the manufacturer for periodic cleaning and checking. If it is in daily use, the anemometer should be returned about once per year, and proportionally less frequently if the usage is less frequent than on a daily basis. Smoke Tube The smoke tube may not appeal to individuals who believe that good measurement results can be obtained only with expensive, complicated, and fragile instru¬mentation. Nevertheless, smoke works about as well as anything for the routine measurement of low air velocities in mines. The following procedure yields reasonably good results: 1) Two marks are scratched 7.6 m (25 ft) apart on the floor of the airway. 2) The smoke tube is used to release a cloud of smoke in the center of the airway, about 0.9 m (3 ft) upstream of the first mark on the floor. 3) A timed interval begins when the leading edge of the smoke cloud passes over the first mark, and the interval stops when the leading edge of the cloud passes over the second mark. 4) A factor of 20% is subtracted from the cal¬culated velocity to determine the true average velocity, providing a correction for the centerline and for the spreading effect at the front of the cloud.
