The need for dimensionally stable filled polymer composites has spurred the quest for materials that possess a negative coefficient of thermal expansion (CTE). Finding minerals and materials with a negative CTE large enough to counteract the substantial CTE found in polymers proves challenging. Much research has been per-formed over the last decade to uncover various materials that possess this unusual behavior. A list of materials that have demonstrated negative properties are discussed, as well as the experimental use of one such material (ZrW2O8), in a polymer matrix composite. Silica flotation with amine salts has been a commercial process for years in certain non-sulfide mineral systems. Phosphate rock and feldspar deposits are notable examples. Generally, the quartz is clean and coarse. Primary amines and imidazolines are used, usually in a mole weight range 250-300, ad often fairly impure grades of collectors are satisfactory. As the production of magnetic iron concentrates grew in Michigan, Minnesota, Canada and in foreign locations, the iron mining companies began to explore amine flotation of silica to improve these concentrates. Many of the mining companies, as well as reagent suppliers, government laboratories and university research teams, had already studied amine collectors for silica, but the application to magnetic iron concentrates presented a real commercial opportunity to apply the art. Amine flotation of silica has been accomplished by simple addition of a flotation cell, and possibly a regrind mill, at the end of the magnetic concentration process. The flotation system gave the mill operator a flexible method to control final grade caused by ore variations in the feed. It increased iron content with lower silica, which resulted in lower freight costs per unit Fe and better pellets for blast furnace use.

Mr. Chairman; honored guests; ladies and gentlemen: The subject assigned me today by your committee, according to the program, is "the mineral industry and the public land law I have preferred to title the talk, "you can't mine here", for that is the essence of the message we, as an industry, have been getting from so many agencies of the federal government for so long. And, unfortunately, we can expect to hear the same message even louder and clearer -- with increasing frequency in future, unless. Every segment of the industry devotes the necessary time, energy and creative thought to combat successfully the forces that are writing and broadcasting that message. I said that agencies of the federal government are sending the message --- and this, of course, is true, the forest service, for example, and some bureaus of the department of the interior as well as others have appeared in recent years to be abiding by a policy designed to block mineral entry to as much of the public lands as possible and to wipe out existing mining claims.

The semi-variogram, the basic tool of geostatistical estimation procedures, must itself be estimated from the available data. From a numerically simulated two dimensional deposit, with known variability expressed through its semi-variogram, the standard arithmetic mean estimator is used to calculate experimental semi-variograms. These are determined on a series of data sets obtained from the deposit with various sampling grids which cover different areas of the deposit and which have a wide range of available data. The orders of discrepancies between estimated and theoretical semi-variograms are determined in this idealized situation; and this provides a basis against which to assess experimental semi- variograms made on field data.

"The times they are a changing, and, for the mining industry, the optimism is high. On Nov. 8, Donald Trump was elected as the 45th president of the United States, and the Republican Party won a majority of seats in the U.S. Senate and the House of Representatives, ushering in what many hope will be a positive change for the mining and extractive minerals industries.Trump has stated that one of his top priorities as president will be to increase spending on the nation’s infrastructure, which could help spark a boom for mining. He has also pledged to bring back coal jobs and reverse many of the environmental regulations that were put in place by the Obama administration. However, before the mining industry gets too far ahead of itself and plans for another Super Cycle, there are stark reminders that any work in the natural resources sector is complicated and challenging. On Dec. 4, the U.S. Army Corps of Engineers announced that it would not grant an easement that would allow the Dakota Access Pipeline to pass under a portion of the Missouri River in North Dakota. The proposed crossing of the oil pipeline is approximately a half a mile upstream from the Standing Rock Sioux’s Reservation, and for months, hundreds of protestors camped out at the site in an effort to halt the project, saying they feared how it would impact water supplies and sacred lands.Energy Transfer Partners, the company building the pipeline, said the pipeline is a $3.78-billion investment that will connect the Bakken and Three Forks production areas to major refining markets. The company signed voluntary easement agreements with landowners representing more than 85 percent of the properties along the four-state route but faced an organized protest from the Sioux Nation at Standing Rock. The protest gathered momentum and support through social and traditional media and became the focal point of global environmental and indigenous activism. The protestors claimed victory, at least temporarily, when the Corps of Engineers said it would look for alternative routes for the project. It’s a decision that could lead to a lengthy environmental review and one that has the potential to block the construction of the pipeline for months or even years."

The DC Clean Rivers Project is DC Water's ongoing program to capture and treat combined sewer overflows (CSOs) during rainfall before they reach the District waterways. The Anacostia River system was designed to reduce CSOs into the Anacostia River and includes the Blue Plains Tunnel, Anacostia River Tunnel, First Street Tunnel, and Northeast Boundary Tunnel. A portion of the Anacostia River system was commissioned in March 2018 and the final component, the Northeast Boundary Tunnel, was placed in operation on September 15, 2023. This paper provides a summary of the experience gained during construction of this +$2.9 billion project, an overview of the system performance since its activation in 2018, and a look-ahead to the next phase of the DC Clean Rivers program: the Potomac River Tunnel.

Introduction The Red Dog zinc/lead deposit in northwest Alaska is the second largest zinc deposit ever discovered. Being developed by Cominco Alaska, with startup scheduled for early 1990, it will ultimately be the largest zinc mine in the Western World. Table 1 shows the reserves of the deposit. Bob Baker, a local bush pilot, discovered Red Dog in 1968. The US Geological Survey assessed the find. But the Red Dog site had been withdrawn from staking by provisions in the Alaska Native Claims Settlement Act of 1971 (ANCSA). Under the terms of ANCSA, the deposit was selected by the NANA Regional Corporation, one of 13 native corporations established by the Act. Then, in 1980, the US Congress confirmed this selection, in the Alaska National Interest Lands Conservation Act. In 1982, Cominco and NANA reached an agreement that has led to the development of the mine. Under the agreement, Cominco leases the property from NANA, develops and operates the mine, and markets the concentrate produced. In return, NANA receives royalties and, after capital recovery, participates in the net proceeds from the operation. The Alaska State Government is also playing a role in the development of the mine. Under the auspices of the Alaska Industrial Development Authority (AIDA), the state will construct, own, and operate the DeLong Mountains Regional Transportation System. This consists of a 84-km (52¬mile) road from the minesite to the Chukchi Sea. Located here are the port facilities necessary to store and ship the annual concentrate production and receive the mine fuel and supplies. For using this transportation system, Cominco will pay an annual toll fee. Over the anticipated 50 year life of the operation, the fee will provide a 6.5% return to the State of Alaska. In late 1986, Cominco's Board of Directors approved the Red Dog project. And, during the summer of 1987, road construction began. In February 1988, initial stripping began at the ore body and construction started at the millsite. Project setting The project site is approximately 1000 km (600 miles) northwest of Anchorage, 84 km (52 miles) east of tidewater on the Chukchi Sea, and 192 km (120 miles) north of the Arctic Circle (Fig. 1). The countryside consists of low, rolling hills that lead into mountains north and east of the deposit. The vegetation is typical tundra mat. And the site is in an area of permafrost. However, the permafrost is relatively warm and some areas have been found to be thawed. Examples would be creek bottoms and the site of the main waste dump.

Heat transfer to a fluid flowing through a rough duct has been shown by many researchers to be a function of surface roughness. The effect of roughness asperities on the duct surface is to turbulate the fluid as it flows through the duct, increasing frictional pressure losses and convective heat transfer rates, and also increasing the surface area per unit length available for heat transfer. These factors combine to increase the total costs to the mine in terms of refrigeration and fan power requirements. A measurement system designed to automate the collection of tunnel roughness information and based on an infra-red timed pulse laser has been developed at the Royal School of Mines in London. The system allows accurate, high resolution digital recordings of tunnel surfaces to be made in two or three dimensions. Software for analysing the data has been written, and the description of a complex surface via single numerical term has been explored. A relationship between the numerically measured surface roughness and the pressure loss of the ventilating air is being investigated with a view to establishing an alternative method of describing tunnel roughness. The paper describes the roughness measuring technique developed and the analytical techniques explored so far.

Below this part of the aquifer, high chloride water can be found everywhere in the State. The accompanying cross section shows the depth to salty water across central Florida. In the center of Florida, fresh water may be found as deep as 2.000 feet, whereas, along the coast it may extend no deeper than about 200 feet. Chloride concentration in small local areas may deviate from the values represented on both the cross section and the main map. This paper describes a new development in the cyanidation of gold ores, which we expect will result in a major improvement in the way many gold ores are treated. The process has evolved through work at Hazen Research, Inc. for Kamyr, Inc. and in brief, the consists of utilizing oxygen rather than air in the carbon-in-1 each (CIL) process. We refer to this improved process for all ores amenable to cyanide leaching as carbon-in-1each with oxygen or CILO.

Industry views will be crucial in the preparation of the Guide that will assist proactive & predictive planning and maintenance regimes and the availability of the asset. The Guide will enable changes in current working practices, share updated recommendations and provide a route map to implement future requirements for tunnel asset management. The generic content of the Guide would be applicable to North American practice.

INTRODUCTION "Most people would probably agree that some degree of government control and regulation is essential in modern society, and it will likely continue as an important part of our social organization for the foreseeable future. But most of us tend to be ambivalent about it. In one situation or another we are likely to see government commitment to social benefit programs or regulatory devices either as an expanding encroachment on the freedom of the individual or as an undue interference with private enterprise or with the rules of the market place. But even where there is agreement as to the desirability of government initiatives, either in general or in a particular context, it by no means follows that there will be approval of the mechanisms or procedures used or the means of carrying them out." The above statement is taken from a 1980 Working Paper of the Law Reform Commission of Canada prepared in connection with its study of the exercise of administrative law in Canada and the practices and procedures of administrative tribunals. The Atomic Energy Control Board (AECB) is one such administrative tribunal, and as the federal nuclear regulatory authority, it is responsible for licensing the production, possession and use of nuclear materials, equipment and facilities and enforcing compliance with licence conditions governing the health, safety, security and environmental aspects of the activities involved. Although the AECB was established 35 years ago with the passage in August 1946 of the Atomic Energy Control Act, like many administrative tribunals its role and functions and the regulatory process which it applies have evolved significantly during this period. The changes which have taken place over the years reflect not only the vast scientific and technological developments which have occurred but also the marked differences between contemporary society and the social milieu of the mid-1940s. However, the basic philosophy of nuclear regulation in Canada and the underlying principles of the regulatory process have changed very little. Certainly, the process is far more open in terms of the general public, it has become appreciably more comprehensive and systematic in terms of the depth and extent of both the pre- and post-licensing technical evaluations which are conducted and the ensuing compliance program. Furthermore, it now applies to the whole of the nuclear fuel cycle as well as the industrial, agricultural and medical applications of radionuclides. Nevertheless the following fundamental principles remain unchanged: a. primary responsibility for achieving high standards of nuclear safety and environmental protection in the design, construction, commissioning and operation of nuclear facilities resides with the licensee; b. the credibility of the nuclear regulatory process depends not only upon its technical correctness and practicability, but also upon acceptance by the public-at-large of its perceived effectiveness and efficiency; c. regulatory criteria and principles should be concise, clearly stated and understandable; d. regulatory decision-making should be based upon stated criteria and principles taking into account pertinent scientific and technical facts only; e. fairness and impartiality must characterize all regulatory decision-making; f. the regulatory process should be subject to a comprehensive periodic review and evaluation to ensure that it continues to produce the desired results at justified costs. EXPLANATORY NOTES The mere statement of a set of principles is a relatively simple task. Far more difficult is the explanation of what these principles mean in practical terms. To stipulate that a licensee bears the primary responsibility for achieving and maintaining high standards of nuclear safety and environmental protection may be regarded by some as an attempt by the regulatory agency to evade the responsibilities assigned to it. However, this is not the case. It is unrealistic for anyone to claim that a licensee only complies with accepted norms of public and occupational health and safety and of environmental protection because of the fear of prosecution. The opportunity to cooperate with the Mining Department of the Pennsylvania State University in their Student-Trainee Program is accepted by The New Jersey Zinc Company who believes that the participation in this type of a program will lead to a larger supply of high calibre engineers in mining. Trainees compete with other employees to earn the cost of their education while gaining practical experience in the mining industry. The practical experience is arranged to complement the technical education through a variety of work assignments. Job opportunities for the trainee are related to the work requirements of the Company and to the performance of the trainee. Management must consider and deal with a good many problems uncommon with regular, full 'time employees. For a number of reasons this program is recommended to other companies as a means to encourage outstanding young men who are interested in a career in the mineral industry to obtain a professiona1 education.

The Trolleyphone was the first successful application of carrier current techniques to a DC power distribution system to provide voice communication between fixed points and moving locomotives and traveling cranes, This was a significant breakthrough because this not only in itself provided a useful new tool for industry, but the knowledge gained in the transmission of voice communication is paving the way for many other things, chiefly, remote control and indication systems which promise to have a far reaching effect during the upcoming age of automation. Once it has been established that we can communicate between men who operate machines, the next step will be to operate the machines themselves.

The Telfer Project, Australia's newest, largest and most remote gold mine, treats 480,000 metric tonnes of ore grading 9.33 grams per tonne derived from open pit mining operations. Coarse gold is recovered by gravity concentration with jigs and further upgraded using a continuous strake, table and by amalgamation. Remaining gold is recovered in a cyanide circuit and incorporates flat bottom air agitators, CCD and stellar filters for clarification and precipitate removal. Overall recovery into bullion averages 98 percent. The mill incorporates a number of design features which allow for maximum efficiency and security using a minimum number of operating personnel.

INTRODUCTION Essentially three strategies are pursued in parallel for protecting the underground working force in mining against the consequences of methane ignitions which might lead to explosions: • Sufficient ventilation for avoiding the formation of explosive methane-air mixtures. • Avoiding sources of ignition caused possibly by electrical equipment or friction. • Structural explosion protection for limiting explosion propagation to the farthest-going extent for the case that methane is fired because of failing of the above preventive measures taken. The corresponding methods taken in mechanized roadheadings with point-attack roadheaders in German coalmining are subject of this paper. VENTILATION In ventilation of roadheading sites the following is to be considered in respect of methane control: • Sufficient air flows by volume being cycled to the heading face for diluting released methane to safe concentrations. • Sufficient local air velocities for effective mixing of methane and air in the whole heading site, in particular directly on the heading face and underneath the roof. Furthermore, ventilation needs to be laid out in a way that cut- ting does not result in health affecting dust exposure at any working place. Accordingly, the ventilation systems shown on Fig. 1 including primary and, if necessary, secondary auxiliary ventilation air ducts as well as dedusters, are used in roadheadings. This equipment is run according to the following principles: • If the roadheader is at standstill, the heading face is ventilated by the free air jet from the blowing duct closest to the face. In this operation phase the deduster is shut-down. • During cutting, the exhaust of the blowing air duct is automatically closed, and the deduster is taken into operation. The in- coming fresh air is now locally discharged via a lateral orifice, or distributed by Coanda-type ducts from the primary or secondary ventilation air duct. In this way, a stable dust wall not disturbed by the jet of the air duct is formed in front of the heading face. Only the ventilation air stream taken in by suction of the close-to-face deduster is passed through the inby zone of the heading face (over approx. 20 m). The clean exhaust of the deduster is dischayed to the roadway in some distance outby. Immediately at the heading face, methane accumulations possibly released by cutting are diluted by compressed-air jets from air-movers located near the roof which assure more rapid motion of the air without distuhing the dust wall. • In the zone of overlapping of primary and secondary duct and the deduster - that zone possibly is poorly ventilated during cutting - sufficient local air speed is assured by Coanda-type ducts or additional ventilation jets for avoiding methane accumulation. The regulations of the inspectorate specifies geometrical conditions to be met with these configurations of ventilation equipment. In-seam roadways are ventilated at rates > 0,5 m/s. For dedusters, present-day ventilation air flows are of 600-800 m+/ min. Ventilation monitoring and control is assured by units for measuring methane and ventilation air flows. If pre-set thresholds are exceeded or fallen short of, these measuring units shut-down - dependent on potential hazard - any not intrinsically safe electrical equipment in the roadheading, either totally or in limited zones. In addition, CO-measuring units near the roadway en- trance serve for early detection of mine fires. In spite of this ventilation layout and the equipment used and in spite of the water spray systems on the cutting head (discussed later in this paper) several cases of methane ignition and subsequent burning off (however, no explosions) have been recorded in the recent past. Therefore, the above-described ventilation is nowadays complemented in many cases by machine-mounted ventilation equipment for the immediate surroundings of the cutting head. Ventilation of the surroundings of the cutting head Investigations carried out subsequent to the above-mentioned gas ignitions have shown that the high ventilation air speed necessary for rapid dilution of methane could not permanently be arrived at in the following zones: • The direct zone of cutting, in particular during sumping. • The floor zone above the debris, predominantly below the cut- ting head. Accordingly, VOEST ALPINE-Bergtechnik, a producer of mining machinery, in cooperation with DMT developed for point- alttack roadheaders a novel machine-mounted ventilation equipment, the Jet-Block" (AERO SAFE Jet-Block) shown on Fig. 2. This system allows to ventilate the above-mentioned critical zones with high flow speeds. One AS Jet-Block is mounted on each side of the boom approx. 0.5 m behind the cutting head. The blocks discharge compressed-air jets with high energy from 10 nozzles per block into the hazardous zones (Fig. 3). Two nozzles of each jet block are tangentially oriented toward the upper circumference of the cutting head, the others are arranged fan-like with orientation to the heading face underneath the cutting head and the debris. Eisenhower Memorial Tunnel, called Straight Creek Tunnel during construction is located 60 miles west of Denver, Colorado at 11, 160 ft. elevation. It is 8, 510 feet long, and carries two lanes of 1-70 traffic under the Continental Divide. This paper describes improvements and changes made in construction methods for utilities, concrete lining, ceiling, wall covering and paving to allow maximum offsite fabrication and activity overlap resulting in a one-year faster completion for traffic. The substantial changes proposed on a design-and-construct basis by the contractor and put into effect after State approval were: 1. Substitution of ductile iron and thick-wall P.V. C. pipes for clay pipes allowing placement and operation before hole-thru. 2. Outside pre-assembly of large rebar mats, using a novel tension-splice with cable clamps. 3. Arch concrete placement method modified to make 4, 322 ft. of lining in 10 weeks possible. 4. Safety barriers precast and epoxy coated offsite instead of cast-in-place and tile faced. 5. Prestressed hollow ceiling slabs with porcelainenamel coated steel sheets assembled offsite, instead of in-place glazed tile and in-place cast concrete ceiling. 6. Glazed tile wall panels 8 ft. long by 11 ft. high assembled off site and erected using vacuum pad mounted on special lift. 7. Asphalt paving while other work proceeded, instead of reinforced concrete slab and asphalt overlay. Work started in January 1968, but advance came to a one-year standstill for major structural redesign and negotiations of a new agreement during 1970. Using multiple drift construction followed by top-heading and bench excavation, it then progressed to hole-thru in July 1972. As a result of art 18-month overlap of activities the tunnel was opened for traffic only eight months later in March 1973. Gibbons and Reed Company of Salt Lake City, Utah sponsored the joint Venture of Al Johnson-Gibbons and Reed-Western Paving-Kemper during 1971, 1972, and 1973. The tunnel was the subject of a previous paper delivered at the RETC '72 in Chicago by R. C. Hopper, T. A. Lang, and A. A. Mathews, describing geology, unusually severe structural loading and multiple-drift tunnel excavation.

The major developments in fine coal processing in Australia are reviewed. Emphasis is placed on the approaches taken by various Australian coal producers to improve the recovery of the coarse size fractions (minus 0.5 plus 0.25mm) and upgrade the selectivity of flotation at ultrafine sizes (minus 0.075mm). The effects on fine coal preparation of flotation circuit changes, the influence of physical and chemical variables on coarse coal flotation and the impact of spiral concentrators and column flotation, are discussed. Reference is also made to the development of oil agglomeration technology for the treatment of fine coal refuse and some of the factors which have led to its current demise.

As we move towards the 21st Century there are several factors that will influence the markets and processing requirements for industrial minerals. Traditional markets for many industrial minerals in the developed world are frequently stagnant or decreasing because of their maturity or due to environmental factors such as reclamation, recovery of byproducts, and recycling. Some industrial minerals are greatly affected by these factors, while others are either immune to or have adapted successfully to meet these challenges. In the developing countries of the world, there is rapid market growth and resource exploitation. The future of specific mineral commodities in several markets will be discussed.

The abstract discusses the importance of reliable mine monitoring systems for preventing accidents. It focuses on diagnosing ventilation system failures caused by roadway faults that alter airflow resistance. The paper proposes using an improved Support Vector Machine (SVM) method to identify the fault location based on changes in air volume detected by wind speed sensors. The approach involves building a sensitivity 0-1 matrix and establishing a roadway fault scope library. The improved SVM method is tested on the Daming coal mine, demonstrating its effectiveness in diagnosing fault locations, reducing training time, and improving accuracy compared to traditional SVM.
