Public-private partnerships (PPP) are gaining in popularity at the federal, state and local levels as the public sector seeks private capital to finance infrastructure and other projects that traditionally have been funded with public funds. In general, a PPP involves a development agreement between a public owner and a private sector concessionaire. Under the development agreement, the concessionaire is responsible for financing, designing, constructing and typically operating and maintaining the completed project for a concession period (often multi-decades in duration). The concessionaire typically enters into an agreement ? the design-build agreement ? with a design-builder to design and construct the project. The concessionaire may secure financing from banks, investors or from a combination of these and other sources (collectively the financier). While the PPP experience in the United States has been modest to date, an increasing number of projects involving tunneling or other significant subsurface work are already being delivered in the PPP mode. Public owners have significant options to address risk allocation for subsurface conditions on PPP projects. The same sound and fundamental principles of fairness in risk allocation that apply in other major subsurface projects should be applied and adopted in the PPP context

Idler engineering, operation, and maintenance cannot be covered in depth in a short paper. Therefore, this will be a general look into the subject matter in light or the present-day technology. Depending on the source or reference used, belts for handling bulk material underground came into being between 1900 and 1920, while strip mining appeared in the thirties. The conveyor belt speeds in that era were in the 300 rpm to 500 rpm range. Belt speeds or 600-700 rpm were in vogue in the thirties, and the early sixties saw speeds or 800-900 rpm. Today, speeds or 1000 rpm are not looked at with dismay; in fact, speeds or 2000 rpm are being discussed. Among the driving forces moving the bulk materials handling industry to these greater heights have been the mining operators and engineers. Their appetite to increase output, yield, and reduced per-ton costs has constantly challenged the bulk material handling industry to develop products capable or handling these increased capacities. One or the products affected by this movement is the idler. Apart from the conveyor belt itself, it is one or the most significant parts or a conveyor system because or the sheer numbers needed in an installation.

This study investigated the performance of citric acid as lixiviant for cathode material from end-of-life lithium-ion batteries (LIBs). Black mass containing 84.2 weight percent MNC (LiNi0.45Mn0.4Co0.15O2) and 15.8 weight percent LCO (LiCoO2) material was leached at solid-to-liquid ratios of 20, 50 and 100 g/L. Leaching with 1.5 M citric acid, 2 volume percent H2O2 and a solid-to-liquid ratio of 20 g/L at 95 °C extracted 90 percent Co, 95 percent Li, 94 percent Mn and 94 percent Ni within 20 min. At the highest solid-to-liquid ratio of 100 g/L with 1.5 M citric acid, 10 volume percent H2O2 and 95 °C, 84 percent Al, 84 percent Co, 87 percent Li, 86 percent Mn and 96 percent Ni were leached after 40 min, producing a leach solution containing 0.68 g/L Al, 20.0 g/L Co, 6.0 g/L Li, 13.6 g/L Mn and 19.3 g/L Ni. Using stepwise addition of H2O2, instead of initial bulk addition, did not significantly improve the leaching efficiency but did reduce the required leaching time. Temperature control of the reactor was also more manageable with stepwise addition of H2O2, and evolution of gas was less vigorous. It was observed that the leaching efficiencies of Co, Li and Mn decreased slightly at solid-to-liquid ratios of 50 and 100 g/L, while the leaching of Ni increased slightly. The solution leached at 20 g/L could be stored for six weeks without any spontaneous precipitation. However, solutions leached at 50 and 100 g/L showed changes in concentration after one month of storage, suggesting that processes that have a large material throughput and use high solid-to-liquid ratios around 100 g/L must ensure that the solutions are not stored for extended periods of time.

Geologists searching for carbonate rocks suitable for chemical uses traditionally have relied on extensive laboratory testing in order to locate strata or zones that might be suitable for mining. However, when considering the significant time and costs involved in sampling and performing chemical analyses, any exploration technique whereby fewer samples and analyses are needed would be of great value. In other words, if the exploration geologist could "zero-in" on select areas, considerable time and money could be saved. In general, the major-element chemistry of carbonate rocks is determined by the abundance of the minerals present. CaO occurs with CO2 as the mineral calcite, which is the primary mineral comprising allochems, matrix and sparry cement; MgO is found in high-magnesium calcite (many calcite fossil species contain appreciable amounts of MgO in solid solution), dolomite, and chlorite; iron occurs in pyrite and in limonitic stylolites, as well as in chloritic and glauconitic clay minerals; materials containing abundant Si02 are microcrystalline quartz (chest) silt-sized quartz, and clay minerals; and Al203 is found primarily in illitic, kaolinitic, and chloritic clay minerals. The presence or absence of these minerals determines the chemical composition of the carbonate rooks.

Limestone neutralization of acid mine drainage has been proposed and examined as a method of treatment. However, limestones differ greatly in composition and structure. The reactivity of 14 selected limestones was studied, both by chemical and physical properties and by relative effectiveness in neutralizing synthetic and actual mine waters, and several guidelines for the choice of limestones are given. The particle size should be at least as small as 74 microns and preferably smaller. The most effective limestones are most nearly pure calcium carbonate. Stones which have a relatively low calcium con- tent but which contain calcite and have a large surface area are also effective neutralizers. Magnesite and dolomitic limestones are much less reactive. Disadvantages in using even the most reactive lime- stones for neutralization are indicated.

The P.W. Gillibrand Company has been processing and stockpiling a suite of heavy minerals at its Soledad Canyon Mine as co-products with construction aggregates since 1984. The heavy minerals are composed of ilmenite, magnetitie, apatite and zircon. The source of the heavy minerals is the Precambrian San Gabriel Anorthosite Complex of the western San Gabriel Mountains. The valuable minerals are readily amenable to standard ore dressing techniques, such as, gravity, magnetic, flotation and electrostatic separation with good recovery and product quality. More than 20,000 short tons of coarse ilmenite were sold in 1990 to the export market for titanium pigment production.

Talks ranged from more efficient and safer ways to extract minerals to some of the most advanced end uses of minerals and metals, including the use of 3D printing to create precision parts for machines and humans from advanced metal alloys.“We need to adapt new technologies to our industry and develop additional technologies as we provide materials and metals for infrastructure and energy development in the United States, around the globe, and to the Moon and beyond,” Arnold told Mining Engineering. “Our inaugural THRIVE conference sets the stage for these innovations to be applied and to continue to be developed. The length of Alaska's coastline, combined with the presence of a significant number of fjords, encourages consideration of marine disposal of mine tailings. However, the decision-making process is complex because various factors govern the viability of the submarine tailings disposal (STD) option. An expert system, called the Submarine Tailings Disposal Expert System (STADES), was developed to help mining project planners explore the feasibility of STD. A review of the existing literature, supplemented by engineering recommendations, on the various aspects of the marine disposal of tailings formed the knowledge base for the expert system. The shell used to develop the expert system was LEVELS.

Subsidence due to abandoned coal mines has received copious attention recently. This is a result of many factors such as the enactment of new mining laws and the effect subsidence has on land use over the mines. Prediction of subsidence features and the time aspects over supercritical extraction (i.e., longwall and high extraction ratio pillaring) is relatively accurate. However, predicting when subsidence will occur and the surface features' size and shape above subcritical extraction of room and pillar mining is not yet possible. This paper will discuss the factors that influence the time aspects of subsidence in room and pillar mining.

Unfavourable climatic conditions in stopes are of significant economic and social importance due to the following reasons: - Working effect is much lower leading to decreased output and work productivity disregarding implementation of mechanization. - Manpower operating capability decreases much faster under unsatisfactory climatic conditions. Under normal climatic conditions a workman would expend much less effort in line with a shorter effective time for the achievement of identical production effects since the work would be more efficacious. The objective of study of problems and climatic conditions is to make the working environment in mines suitable for normal development of operations. Lowering of mining works to increasing depths and winning of a growing number of small orebodies over a broad area makes the problem of creating suitable climatic circumstances more complex. Mining costs are growing due to bench conditions in line with decreasing metal content in the ore, so frequently the investments required for creating favourable climatic conditions represent, in addition to the selection of mining technology, a very important parameter when making decisions regarding exploitation. As known, the basic factors affecting climatic operating conditions in mines-are: temperature, humidity and speed of air flow, implying that the climatic operating conditions are closely related to mine ventilation. Usually, the concept of unfavourable climatic operating conditions includes increased mine air temperature and humidity and low air flow velocity so that heat exchange between human organism and the working environment is impeded or reduced to minimum. Metal mines in Yugoslavia are characterized by the existence of a large number of active faces - stopes and horizons and lowering of mining operations to increasing depths, so that face ventilation solutions are more and more complex. Since its foundation (1961), our Institute is engaged in investigation of factors influencing climatic circumstances improvement of calculations for air distribution and distribution control in complex ventilation networks and study of problems related to ventilation of large volume and irregular configuration faces, as well as application of gained knowledge in our mines. The paper presents the knowledge and experience gained in the case of Lead and Zinc Mine "Trepca" - Stari Trg.

This document describes the challenging task of mining through tiebacks using a 21'-8" diameter Tunnel Boring Machine (TBM) as part of the Ship Canal Water Quality Project. The mining operation involves navigating through 17 tie-backs that are evenly spaced at 8-foot intervals, with many intersecting the full face of the cutterhead. Detailed analysis and review of TBM parameters specific to this area have been conducted to ensure operational efficiency and safety. Hyperbaric interventions have been planned and coordinated, encompassing pre-mining preparations, continuous monitoring and adjustments during the mining process, as well as post-mining measures. The document highlights the complexity and importance of strategic planning and execution to successfully overcome the tie-back intersections during the mining operation.

Adequate planning for the development, operation, and reclamation of a surface mine requires attention to present and future uses of land, both on the mine site and in the mine vicinity. This paper outlines land use implications of surface mining, and suggests procedures that could link mine planning, mine operation, and reclamation to more general land use concerns. Mining is viewed as a temporary use of land that may irretrievably commit land resources away from some future activities, but may allow other uses, some of which may have been impossible without mining. The paper accepts the premise that surface mining should attempt to minimize environ-mental damage and to maximize future alternative uses of land by appropriate reclamation. I. "The electrokinetic and flotation behaviors of ilmenite using lead ions as the activator and sodium oleate as the collector were studied. The results of microflotation show that the flotability of ilmenite can be improved by lead ions obviously. The isoelectric point of ilmenite increases from 5.32 to 7.7 after the addition of lead ions because of the adsorption of Pb2+ and Pb(OH)+. The results of zeta potential measurements and the collector adsorption density calculation show that the adsorption of sodium oleate on the ilmenite surface via chemisorptions in addition to electrostatic interactions. Besides, the adsorption density calculation results show that as the addition of lead ions as the activator, the adsorption amounts of collector are greater than those without activation which is in aggrement with the flotation behaviors. INTRODUCTION Ilmenite, as an oxide mineral of formula FeTiO3, is usually used as the main resource of the extraction of titanium (Bulatovic and Wyslouzil, 1999). There are many researches showing that the conventional methods, such as gravity separation, magnetic separation and flotation, do not work efficiently as expected (Mehdilo et al., 2015; Zhu et al., 2011). Nowadays, to produce ilmenite concentration feasibly and efficiently, these separation methods above are combined for a reason that the raw ilmenite ores are characteristic of poor, fine and complicated. Moreover, surface modification, such as surface dissolution method, microwave irradiation and oxidation roasting, is applied to improve the flotability of ilmenite currently (Welham and Llewellyn, 1998; Zhang and Ostrovski, 2002). Generally, fatty acid salts are used as the collector for the flotation of oxide minerals and sodium oleate is usually used as the collector for the flotation of imenite ores (Fuerstenau and Pradip, 2005). The mechanism, such as individual ion electrostatic adsorption, chemical adsorption, ion–molecule dimeric complex adsorption, and the coadsorption of ion and molecule, have not been discussed systematically using sodium oleate as the collector in the flotation of ilmenite (Somasundaran, 1983). Under the activation circumstance using the lead ion as the activator and sodium oleate as the collector, the interaction mechanism seems to be still unclear. In the present study, the interaction mechanism between ilmenite and sodium oleate using lead ion as the activator are studied by microflotation, zeta potential measurements and adsorption density calculation. EXPERIMENTAL Materials and reagents Pure ilmenite minerals were obtained from Panzhihua, Sichuan province, China. The minerals were ground in a porcelain mill with an agate ball. Following that, the prosucts were sieved, and the samples of -0.074+0.038 mm size fraction were used for the microflotation experiments. The results of XRF show that the content of titanium element is 30.58%, showing that the purity of ilmenite is above 90%. On the basis of the results of XRF, it is determined that the purity of ilmenite is very high and meets the needs of microflotation"

Once mining compromises the stability of a rock mass, the dangerous task of roof bolting begins. Many attempts have been made to automate this process, but there are still many refinements that need to be made. In the past, roof bolting modules were designed around the abilities of a human operator. Currently, researchers are taking a new approach that focuses on designing modules that can utilize bolting methods that are easily automated. A non-rotating anchor that is locked into position by a linear force (as opposed to a rotational force) was designed by researchers at the U.S. Bureau of Mines. Once the bolt is secured in the bolt-hole by the anchor, the bolt is tensioned and a collet is used to secure the other end of the bolt. This process replaces the traditional bolt-nut fastening method. This program is part of an effort at the U.S. Bureau of Mines to automate the coal mining process.

Approximately 10 to 20 pct of exhaust aerosol mass from diesel equipped vehicles operating without exhaust controls is attributable to particles in the 1.0-10 µm size range. Recent in-mine measurements suggest that, in addition to reducing overall exhaust aerosol mass concentrations, the use of waterbath exhaust conditioners (water scrubbers) may significantly reduce the concentration of diesel exhaust particles larger than approximately 0.5 µm aerodynamic diameter. This implies that a measurement system that discriminates between diesel and mineral dust aerosols on the basis of aerosol size would have different accuracies depending on use of a water scrubber. To test this hypothesis, laboratory measurements were made by the Bureau of Mines to determine diesel exhaust aerosol penetration efficiency through a water scrubber as a function of size and engine operating conditions. Size distributions were determined using a Micro-Orifice, Uniform Deposit Impactor. Concentrations of CO, CO2, NO x, O2 and gas-phase hydrocarbon concentrations were also measured. No significant effect was found for these gases other than a slight decrease in NOx emissions. The water scrubber served as a moderate aerosol control with reductions in mass concentrations of about 29±9 pct under most conditions. This reduction occurred for particles less than 0.2 µm and greater than 0.6 µm aerodynamic diameter. Coal dust aerosols are mostly larger than 0.8 µm aerodynamic diameter. With use of a water scrubber, separating the aerosol into two parts, greater and less than about 0.8 µm aerodynamic diameter during sampling, results in collection of diesel and coal dust aerosol accurate to within 10 pct. Without a water scrubber in operation, such a sampling protocol would only be accurate to approximately 15 pct.

The mining industry's image is molded by what the general public knows, or thinks they know about mining. As we prepared for the production of Caterpillar's educational film, Common Ground, we first had to find out exactly what the public perceptions about mining were. Before we could educate people about mining, we had to find out what they already thought. As we broke down those perceptions, we were able to narrow our focus to relevant, realistic approaches for the film. We found out what people didn't know about mining. And most importantly, we singled out the facts they should know... facts that could create more favorable attitudes. This research was instrumental in our final direction for the Common Ground project.

Configuration of Rozelle Interchange Project’s ventilation system required design and construction of some of the largest and tallest underground civil caverns attempted in Australia. The paper focuses on the technical challenges of designing these caverns within a heterogeneous, generally weak sandstone under highstress conditions while providing a construction sequence that would align with the contractor’s preferred techniques and schedule. Various construction techniques were investigated, but ultimately an observational approach relying on a construction sequence and specialized instrumentation met both the designer’s and contractor’s requirements. Relevant data obtained from excavations and the construction monitoring program are presented within.

Introduction The Utah Copper Division of Kennecott Copper Corporation will present its contribution to the A. M. Gaudin Flotation Symposium in four parts. The first two segments will discuss briefly the historical development of the Utah Copper Division and describe the ore body. The third segment will review the facilities and operating procedures for the Utah Copper Division's newest plant, the Bonneville Concentrator. The fourth segment describes flotation process circuitry, including molybdenite recovery procedures, at the Arthur and Magna concentrators. (The Bonneville concentrator is a crushing and grinding unit and does not have its own flotation plant). 1. Historical Development Progress through change has been the key to the successful operation of the Utah Copper Division for more than 70 years. As the original low-grade copper operation, the pressures to remain competitive and profitable have dictated the timing and extent of each change. Much of the change has occurred through technological and economic advancements in the area of ore concentration. The Utah Copper Division of Kennecott Copper Corporation had its origin June 4, 1903, when the Utah Copper Company was organized. The initial mill of 300 tpd (tons per day) capacity was built at Copperton a few miles below the present Bingham Canyon mine site. From 1904 to 1910, the Copperton mill was expanded to a capacity of 1,000 tpd, and all of the known apparatus for gravity concentration were evaluated.

The National Mining Hall of Fame and Museum (NMHFM) in Leadville, CO will induct the class of 2011 on Sept. 10, 2011. Representing the coal, metallurgical/processing, research and development, marble and lead industries, this year?s inductees cover a diverse crosssection of the mining industry. William Francis Diamond, Wayne Hazen, Redfield Proctor and Jeffrey Zelms will join 210 other mining industry pioneers when they are formally inducted into the National Mining Hall of Fame at the 24th Annual Induction Banquet and Ceremony. The members of this year?s class were selected for being visionaries, leaders and ambassadors both within their own sectors and across the industry at large. Diamond had an illustrious engineering and managerial career that spanned four decades with Island Creek Coal Co. During that time, he was responsible for the engineering and construction of the deepest coal mines producing in North America at the time.
