In 1992, the United States economy grew at a rate of 2%. The Gross Domestic Product rose to $5,946 billion. With 257 million people - 635,000 in mining including petroleum - the United States has more than 100 million dwelling units and more than 190 million licensed motor vehicles. New private housing starts rose I 1 % to 1.2 million units. New car production rose 4% to 5.7 million units. Truck and bus production rose 20% to 4 million units. The rate of inflation was 3.5% and the prime rate of interest was 6.25%. The Producer Price Index (1982 =100) was relatively unchanged from 1991 as follows: fuels and related products and power 80, metals and metal products 119, chemicals and allied products 126 and nonmetallic mineral products 117. Energy Imports of crude and refined petroleum, costing $50 billion, rose 3% to 455 Mm3 (2.9 billion bbl). Domestic petroleum production fell 1 % to 582 Mm3 (3.5 billion bbl). Petroleum supplied about 41 % of US energy, natural gas 24% and coal 23%. Coal production, 60% from surface operations, rose 1 % to 914 Mt (1 billion st). About 78% was used to generate electricity and 3% was coked. Exports valued at $4 billion included 57 Mt (63 million st) of metallurgical coal and 39 Mt (43 million st) of steam coal. Ura¬nium mining, including recovery from phosphates, fell 18% to 3 kt (3300 st) U308.

Following on from many years of research aimed at improving the effectiveness of truck haulage operations in mines operated by BHP Minerals, BHP Research developed a concept for an Innovative Large Mining Truck, (ILMT) which has the potential to significantly improve the cost effectiveness of rear dump mining trucks. The ILMT concept reduces the empty vehicle weight dramatically, greatly reduces unequal rear tyre loading and improves ride and handling characteristics. The concept has been taken to the "proof of concept" prototype truck stage with the cooperative efforts of BHP Coal, BHP Research. Liebherr Mining Truck, Inc., Liebherr-Australia and Birrana Engineering. Testing of the prototype truck commenced at a coal mine in Queensland, Australia during May, 1996. Preliminary results from the testing program are very encouraging. Expectations are being met and in some cases exceeded.

South Africa?s primary electricity supplier, Eskom, provides incentives to reduce power demand during critical times by granting capital through a Demand Side Management programme. DSM encourages the end user to review and optimize energy consuming systems and use capital, provided by Eskom, to purchase or modify the equipment required to achieve a load-shift. As part of the DSM agreement the mine ultimately acquires the capital equipment and benefits from reduced power costs, but in return is required to sustain the load-shift tactic for up to five years. The paper focuses on one DSM tactic, main fan energy management. In this case, reduced air flows during selected peak and off peak periods, results in a substantial reduction in peak power demand. DSM incentives provided capital for automated main fan control as well as improved control of the mine ventilation systems. To examine the work in detail Gold Fields Ltd Driefontein gold mine near Johannesburg was chosen as a case study.

The $980m (€750m) Dublin Port Tunnel, Europe’s biggest urban highway tunnel project, was opened in December 2006. The culmination of this immense scheme is set to transform the environment, mobility and road safety of Ireland’s capital city. This paper summarizes the key aspects of a project linking both sequential and parallel construction of individual tunnels and describes various approaches to bored, mined and pre-support cut-and-cover tunneling in a wide variety of ground types and depth of cover. Examples of innovative approaches to deal with structural and geotechnical problems while maintaining full operation of both road and rail traffic and the integrity of properties in a dense urban corridor are described.

A common problem recently encountered with the increase in the rate of input feed at Enrichment Plant 2 of the Sarcheshmeh Copper Complex is the loss of value to the tails, translating to lower recoveries. The feasibility of the direct transfer of part of the high-grade concentrate from rougher stages to an appropriate position along the circuit was studied, and two positions were proposed for direct transfer of the concentrate. One position was the feed flow into cleaner cells, and the other was the feed flow into the recleaner cell. The results indicated that transferring the concentrate from the first unit of the rougher stage to the feed flow into the cleaner cells was feasible, with no limitations, while the second position required the installation of a set of hydrocyclones. It was found that the transfer of concentrate to the proposed positions not only addressed the problem of limited cell capacity, resulting in debottlenecking of the circuit, but also improved metallurgical separation efficiency up to 1.4%.

The Red Dog zinc-lead-silver deposit is located in the DeLong Mountains of the western Brooks Range in northwest Alaska. The region is located 145 km(90 miles) north of the village of Kotzebue (Fig. 1).Red Dog’s current resource base is 143 Mt (157 million st) averaging 16.1% zinc, 4.3% lead and 83g/t (2.4 oz/st) silver. It is contained in four structurally separate deposits— the Hilltop, Main Deposit, Aqqaluk and the newly discovered Paalaaq deposit. Recent exploration for the Aqqaluk and the Paalaaq deposits has contributed to Cominco American’s understanding of the detailed structural geology of the district and its role in the placement of individual ore bodies.

Inn mining communities throughout the western United States, cows have always been part of the landscape as they graze on surrounding rangelands. Until recently, mining companies regarded these animals as something to be kept off their properties — especially any freshly reclaimed lands. During the last few years, though, this situation has begun to change. Today, cattle can be seen in a handful of mine settings, moving up and down the slopes of mine tailings and waste rock. These animals are being used by several companies to do some of the reclamation work once performed by large earth-moving equipment, mechanical spreaders, rippers and seed drillers. This is because cows can contour slopes more naturally and produce and spread soil nutrients in ways that tractors and ripping machines cannot.

Many years ago, a relationship was established between dust inhalation and pneumoconiosis. Since then, various government agencies have regulated crystalline and amorphous forms of silica material in the workplace. In 1987, the International Agency for Research on Cancer (IARC) classified crystalline silica as a probable carcinogen. With this listing, crystalline silica became a regulated substance under the Hazard Communication Standard. The minerals and chemicals industries have responded in various ways. They have: • developed worker and user training programs and literature; • labeled products with appropriate warnings; • continued to implement dust reduction programs; and • developed meaningful epidemiological studies of workers. • begun development of reliable analytical methods for measuring crystalline silica at the 0.1 % threshold level; Background Silicosis historically has been the major health hazard resulting from exposure to crystalline silica. Silicosis is the scarring of the lung from excessive exposure to crystalline silica. It has been recognized as an occupational disease for more than 2000 years, since early Greek physicians noted the respiratory problems of miners, stonecutters, and quarrymen who were exposed to excessive quantities of mineral dust. During the industrial revolution, the incidence of the disease was greatly increased by the use of machinery that increased dust levels. INTRODUCTION Prior to excavation in soil and rock, it is useful to know the subsurface structure. This is important information both for safety and for equipment scheduling reasons. It is useful to know whether parts of the subsurface might be potentially troublesome or of different character than is generally thought present. By using geophysical probing, it is possible to infer the location and size of these unusual regions. The ground structure is commonly estimated from core samples taken from boreholes. These cores give a detailed knowledge of the structure in the borehole. However, knowledge of the structure exterior to the borehole can only be extrapolated from core data. By using seismic and electromagnetic cross-borehole geophysical probing, remote probing can be used to sense the region exterior to boreholes. A recent advance has significantly improved the state-of-the-art for defining the ground structure between boreholes. This new procedure utilizes large amounts of data and provides a detailed picture of the subsurface. The data processing algorithms used are similar to those in medical imaging of the human body using x-rays, a science called x-ray tomography. This imaging of the ground is called geotomography, which is a shortened acronym for geophysical tomography. Several examples of geotomography applied to imaging ground structure are presented. Our approach has been to probe the ground with electromagnetic and seismic waves. We map the region of interest with signals transmitted between multiple source and receiver pairs lowered in boreholes on opposite sides of the region (Figure 1). Over the last 25 years, through adversity and a growing level of risk mitigation, Australian Longwall mines have been using higher and higher capacity cable bolts for secondary support. A recent survey revealed 85% of Australian longwall cable bolts are a 70 tonne capacity pre-tensioned hollow post groutable system. Mines avoiding pumping cementitious grouts are sometimes using pre-tensioned resin encapsulated solid cable bolts of over 90 tonne capacity. Results from various industry and University research has led to manufacturer's fine tuning the construction of their cable bolts. A review of this research explains how smooth wire construction is now dominant. Aggressive shear has also led to some mines using 8 tonnes pre-tension instead of the previous common 20 tonnes pre-tension. Lower pre-tension acceptance is now leading to a greater use of threaded cable bolt end fittings, these are tensioned to 8 tonne using the drill motor torque. A recent development is the TEX cable bolt, a slim line threaded end fitting that fits with the drill hole like a standard rock bolt. This cable is being installed at the coal face as primary support off bolter-miners. The laboratory and in-situ testing of the TEX cable is presented. In a bid to improve gateroad development rates and ground support in the last several years, a 100 tonne tensile capacity Goliath cable system was developed. The latest development in resin anchored solid cables is a 110 tonne capacity cable bolt, with laboratory and in-situ testing results presented.

In this study, the cyclonic static microbubble flotation column (FCSMC) was investigated for fluorite beneficiation. The structure and principle of the specially designed column are described. Fluorite samples from the tungsten separation tailings of the Shizhuyuan Mine, Chenzhou, Hunan Province, P.R. China, were tested using a small-scale continuous flotation test unit, and concentrates with a fluorite grade higher than 98% were obtained. One rougher and three cleaner stages in the FCSMC achieved the same separation performance as one rougher and eight cleaners in conventional flotation cells. This greatly simplified the flotation circuit and reduced operating costs.

Increasing use of pressurized-face tunnel boring machines in North America has produced a similar increase in the application of precast concrete tunnel linings. Where a pressurized TBM is needed, immediate ground support and ground water pressure resistance is also required. A segmental lining installed within the TBM tail shield provides the only available means of providing such a sealed lining. This paper addresses new developments in North America in lining applications and design. For the purposes of this paper, a precast concrete tunnel lining is defined as a tunnel lining constructed using precast concrete segments that are assembled into a lining ring. The lining rings are connected adjacent to each other to form a tunnel lining. Each segment has a sealing gasket around it so that when the lining is completed, it provides a fully waterproof lining system. The ring is erected within the tail shield of the TBM and the annular gap around the ring is filled with grout as the machine moves forward. The ring is not expanded and normally provides the finished lining of the tunnel with no requirement for a second pass lining. The TBM has a series of hydraulic rams that push on the leading edge of the segmental lining to provide the sole system of forward propulsion for the machine. The rings are tapered, being longer on one side than the other. This allows the rings to be installed either on a curve or in a straight line depending on the rotational position of the rings.

A critical element of the Transbay Transit Center Program, the Caltrain Downtown Extension (DTX) will extend commuter rail service into downtown San Francisco and accommodate future statewide high-speed rail service. The DTX project includes 1.8 miles of underground construction, comprising significant sections of mined and cut-and-cover tunnel. At the request of stakeholders, an updated cost estimate was prepared early in the project?s preliminary engineering phase. Unsurprisingly, this yielded a cost substantially higher than the available budget. This paper provides a summary of the management processes and planning decisions taken to bring the project back to budget, resulting in a configuration which derives maximum value from available funding and retains maximum flexibility for future system expansion.

Introduction In situ leaching (ISL) is an alternative method of mining uranium from deposits that are low-grade, deeplying, and water-saturated. ISL recovers uranium by transporting fluids through rock rather than by moving rock, a concept the Chinese developed over 2000 years ago for water production. This technique eventually evolved into production systems for oil, gas, sulfur, and salt. More recently, in situ methods have been developed to produce shale oil, gasified coal, geothermal energy, uranium, and copper. ISL uranium operations began in the early 1960s with Sabine Production Co. in south Texas. About the same time, Utah Construction and Mining Co. (Anderson and Richie, 1968) started similar operations in Wyoming's Shirley Basin. During the 1970s, six commercial operations were started in south Texas, (USBM, 1978) and a number of pilot operations were in various stages of development in Colorado, Wyoming, and New Mexico. This paper reviews some of the technical and economic aspects of the ISL process and briefly discusses key subsurface engineering functions as¬sociated with well pattern design and operation. While flow characteristics of a deposit are of prime importance, the following information is also needed: Depth, ore grade, total contained metal, ore thickness, flow conductivity (permeability), void space in rock (porosity), mineral type and distribution, natural groundwater flow, and structural features. Solvent selection, which is important to the economic success of the operation, takes these factors into account: Composition, rate of metal solubilization, interaction with gangue minerals, impact on rock permeability, impact on materials of construction, trace metal solubilization, cost, availability, and handling problems. Overview of ISL An ISL operation consists of these functions (Fig. 1): 1. Chemicals to dissolve and maintain uranium in solution are prepared at the surface extraction facility. 2. A set of injection wells forces the solvent into rock pores of fractures using pressure in excess of the deposit's hydrostatic pressure. 3. Solvent travels through the rock and reacts with uranium minerals to dissolve them. The solvent usually consists of an oxidant and a complexing agent in an acidic or alkaline medium. 4. A set of production wells creates a low-pressure sump where metal-enriched solution is collected for transport to the surface. 5. The enriched solution is processed to recover uranium and to separate the leaching solution for recycling through the system. The economic performance of an in situ operation may be estimated by integrating these related factors: (1) the flow rate of solution processed through the system, (2) rates of fluid injection and production from wells, (3) the rate of mineral solubilization in the liquid phase, and (4) the volume of rock swept by the fluid. As these factors reveal, ISL involves the technical disciplines of petroleum engineering, ore deposit geology, and hydrometallurgical processing. Wellfield Design Just as mineral engineers use drillhole information to plan a conventional mine, in situ engineers use similar information to design a well field. In order to ensure safe mining and reduce surface damage in shallow multiple-seam mining, the failure characteristics of interburden strata with different coal pillar offset distances between pillars in the upper and lower seams, the distribution characteristics of stress concentration in coal pillars, and the development characteristics of stratum cracks and subsidence were physically investigated and also using UDEC2D software. Meanwhile, the effect of different coal pillar offset distances on the stress concentration of coal pillars and development of stratum cracks were studied. Based on those results, a formula for safe mining and reducing surface damage was established, which provided a theoretical basis for safe and environmentally friendly mining in shallow multi-seams. According to the results of the study, the optimal coal pillar offset distance (the side-to-side horizontal distance of the upper and lower coal pillars) between the upper and lower coal seams was developed to reduce the stress concentration of coal pillars and surface damage. The results of this study have been applied in Ningtiaota coal mine and have achieved good results in safe and environmentally friendly mining.

In recent times, with rare exceptions, most economically viable ore discoveries have been large, low-grade and located in remote parts of the world. Mining companies have often shown to be incapable of mitigating their social and economic impact on local communities. Sustainable development and relations can be achieved by implementing bottom-up methodologies to the top-down tools already in use by mining companies. In order to magnify the importance of enterprise facilitation as a primary method for community development, data from 25 years of community based work around the world was used. Results highlight the need for a grassroots approach to local economic and community development, which focuses on the creation of a parallel economy in communities. Using solely top-down methodologies for developing community relations is shown to be a limited resource for mining companies. There are fundamentally two dangers for mining companies: alienating the local population, resulting in militancy and lengthy legal battles to obtain a license to operate; and, being accountable for building social and economic infrastructure that are not the company?s responsibility.

The mining industry generates an estimated 2.3 billion tons of solid waste each year and the total accumulated mineral resource solid waste at both active and inactive mine sites, approaches 30 billion tons. Five industries generate 85 percent of mine solid waste: copper, phosphate, iron, uranium, and coal. Over the past several years, the Federal government has shown increasing interest in the proper disposal of solid wastes generated by the mining industry. Three new pieces of federal legislation have been passed recently beginning with the most comprehensive regulatory authorization passed in 1976, the Resource Conservation and Recovery Act (RCRA) which has been amended to the Solid Waste Disposal Act Amendments of 1980. RCRA is implemented and enforced by the Environmental Protection Agency (EPA) and intended to control municipal and industrial solid wastes. Next came the passage of the Surface Mining Control and Reclamation Act (SMCRA) of 1977 which is implemented and enforced by the Department of Interior to control coal surface mining and the surface effects of underground coal mining, and finally, the recent Uranium Mill Tailings Radiation Control Act (UMTRCA) of 1978 implemented by EPA and enforced by the Nuclear Regulatory Commission (NRC) to control uranium mill tailings disposal.

The study evaluates the hydrological behaviour of exposed and covered waste rock dumps. The objectives were to determine the major factors influencing unsaturated flow in waste rock dumps and covers, and to improve the in-situ, laboratory and numerical modeling characterization methods. Using material properties obtained from in-situ and laboratory tests, waste rock dumps of different configurations, with and without covers, were modeled. It was found that a properly designed “Store, divert and release” (SDR) cover allows most of the water to be diverted downslope and discharged outside of the waste rock dumps. The SDR cover seems to work efficiently even in extreme storm events. The numerical modeling results show that the unsaturated hydraulic properties (e.g. air entry value and water entry value) of the materials largely control the infiltration of water into waste rock dumps.

Universities are not immune from the large number of retirements facing the mining industry. Department heads anticipate that we will need to replace all of the senior mining engineering faculty in the U.S. by 2020. Long term studies of Ph.D. completion times and success rates indicate that in Engineering disciplines in the U.S., the ten year completion rate is 65% at best and the four year completion rate is less than 8%. We do not have accurate data on completion rates and times for mining or metallurgical engineering Ph.D. students in the U.S. but students self-report their expected completion times are around 4 years. National data on doctoral students indicate that younger, full time students with sufficient financial support have a higher probability of success in completing their degrees in a timely manner. Students in Eastern U.S. mining engineering programs are on average 32 years old, 85% are full time, and the gap between support and cost of attendance is $5,000 per year. Students in Western U.S. programs are on average 38 years old, 78% are full time, and the financial gap is $8,483. Further, it appears that domestic graduate students are not very geographically mobile. The current demand for new faculty is higher in Western programs but the longer term retirements are higher in Eastern programs. While all Ph.D. students who responded to the 2010 survey indicated an interest in a faculty position at some point in their careers, very few were applying for the open positions. Over the past 35 years for which data could be obtained, the maximum number of Ph.D. students enrolled in mining engineering in the U.S. is 115 with a maximum of 27 degrees granted in one year. On average 89 students are enrolled in doctoral programs in mining engineering in the U.S. with average degree production of 15 Ph.D.s per year.

Construction of Ontario Power Generation?s 12.8-m diameter, 10.4-km long water diversion tunnel in Niagara Falls, Ontario, is underway. The tunnel is being excavated by means of a 14.44-m diameter open gripper Tunnel Boring Machine. The tunnel lining is constructed as a two-pass system with the initial lining consisting of rock bolts, mesh, steel channels or ribs, and shotcrete, and the final lining consisting of pre-stressed cast-in-place concrete with a waterproof membrane.
