As the mining industry moves further into developing countries in search of new resources, its role in international development is coming under increasing scrutiny. This is a trend that is likely to accelerate, along with the potential for headaches among managers in the industry. Public interest in development and environmental issues is rising as faith in “big business” falls. This has strengthened nongovernmental organizations (NGOs) campaigning for sustainable development. And it has put more pressure on banks, governments and development agencies to curb corporate misdemeanors. Developing world governments are also becoming emboldened to reject previously agreed terms they do not consider equitable. The mining industry has begun to formulate a response to these pressures but must go much further. Societal and environmental issues must move from public relations to core strategic thinking. Abiding by rules or codes is not a relevant response. Instead, genuine support for sustainable development is required. This will involve delegating the responsibility for engaging with local communities to on-the-ground staff and developing a dialogue with local stakeholders rather than conducting an initial assessment and disengaging.

The paper presents a brief overview of the mineral industry in Norway, followed by a description of the mineral policy and relevant legislation including the roles of the Norwegian Directorate of Mining and Geological Survey of Norway in this context. The discussion then proceeds to describe the land use planning framework on a national, regional and local level, the interaction between land use planning and the Directorate of Mining and the Geological Survey respectively, and how this impacts on the mineral industry and the exploitation of mineral resources. Some recent Norwegian examples of land use planning conflicts are also presented.

The mining industry faces many workplace hazards that are a threat to human health and safety. The Bureau of Labor Statistics has found that employees in coal mining are more likely to be killed or sustain an injury or illness than workers in private industry. These injuries are also likely to be more severe (Bureau of Labor Statistics, 2007). In recent years, coal mining injuries have attained national attention due to highly publicized disasters. Despite these threats to worker safety and health, the U.S. relies on the mining of coal to meet its need for electrical power, with42% of electricity in the U.S. generated through the burning of coal (U.S. Energy Information Administration, 2012b; United Mine Workers of America, n.d.). Furthermore, the production of coal continues to increase and reach record levels every year(National Mining Association, 2012; U.S. Energy Information Administration, 2012a). For this reason, the coal mining industry must continue to find ways to protect its workers while maintaining productivity. One potential approach to protecting workers while maintaining productivity is through improving the safety culture at coal mines. In order to achieve this culture, operators, employees, the inspectorate, etc. must share a fundamental commitment to safety as a value. This type of culture is known in other industries as a ?safety culture? and can be defined as the characteristics of the work environment, such as the norms, rules, and common understandings that influence facility personnel?s perceptions of the importance that the organization places on safety. Fundamental to improving safety culture within an organization is understanding the existing safety culture; improvements cannot be made without first elucidating areas that require improvement. This manuscript details the process undertaken by researchers at the National Institute for Occupational Safety and Health (NIOSH) Office of Mine Safety and Health Research (OMSHR) to assess the safety culture at five underground coal mines across the United States. The purpose of this manuscript is to introduce the mining industry to a multi-methodological approach to safety culture assessments. Further, it is the goal of this manuscript to highlight the value of including both quantitative and qualitative methods into safety culture assessments in order to obtain the most comprehensive view of an organization?s safety culture. Because this manuscript focuses solely on the methodology implemented, data and results obtained during the five safety culture assessments will not be presented in this manuscript, but will appear in a future publication.

The Mid-Tennessee Zinc (MTZ) mines, comprised of the Gordonsville, Elmwood, and Cumberland sites, last operated 4 years ago and are undergoing rehabilitation to begin production in 2008. The mines utilize a random room-and-pillar mining method that results in complex ventilation networks. Upon decommissioning, the mechanical ventilation units were removed and disposed of and several shafts sealed. In an effort to re-open the mines and operate in compliance with imminent Mine Safety Health and Administration (MSHA) diesel particulate matter (DPM) regulatory limits of 160TC µg/m3, a new ventilation system was required. The new ventilation system was developed primarily based on the diesel equipment required to meet production. Particular emphasis was placed on the DPM, diesel equipment utilization, main fan sizing, and fan locations to enable the mines to meet MSHA?s ventilation requirements in a cost efficient manner.

Mining companies and contractors are looking at Wirtgen Surface Miners to provide flexibility at their operations. Wirtgen Surface Miners have been used in the surface mining industry for over fifteen years. The principle behind the Wirtgen Miner is a rotating drum equipped with tungsten carbide tipped cutting tools that excavates and sizes the material. The drum helix augurs the mined material to the center of the drum where it is loaded onto the primary conveyor belt. From there the material is conveyed to the discharge belt and into a truck bed. The cutting drum is located in the center of the machine, near the center of gravity. This permits the machine to cut hard materials as the entire machine weight is converted into cutting forces. Conventional mining practices are process, equipment, and labor intensive. Furthermore, strict environmental requirements pertaining to noise levels, dust pollution, and blasting, near buildings or urban areas, limit the application of conventional methods. Mining/ Construction contractors are using Wirtgen Miners in various limestone excavation projects, such as highway expansion projects, and new roads in housing developments. Mining companies in the industrial minerals and coal industry are using Wirtgen Miners to load directly onto trucks, eliminating the rehandling process and ultimately, primary crushers.

The recently completed in-pit crushing and conveying project at Phelps Dodge's Morenci Mine is rated among the world's leading materials handling projects. The operation involves the crushing and transport of more than 109 kt/ d (120,000 stpd) of copper ore, using regenerative conveyors capable of providing more than 5.5 MW (7000 hp) of equivalent electrical energy. The Morenci Mine is located 330 km (200 miles) east of Phoenix, AZ. Phelps Dodge Corp. owns an 85% interest in the mine. The remaining 15% is owned by Sumitomo Metal Mining Co., Ltd. and Sumitomo Corp. Copper has been continuously produced from the Morenci district since the late 1800s. Until 1989, run-of-mine ore was transported from active mining faces to the Morenci and Metcalf concentrators by truck and rail haulage. In that year, a system of in-pit, semi-portable crushing plants and overland conveyors was commissioned. This substantially reduced truck haulage and effectively eliminated rail haulage in the pit. The system used two semi-portable, in-pit crushing stations equipped with 60/89 gyratory crushers. The crushed ore from both plants reported to the first of two overland belt conveyors, arranged in series, for transport from the pit to a coarse ore stockpile. The system was "backed-up" by existing locomotive rail haulage.

A discussion of frequently asked questions may help individuals trying to interpret subsidence regulations or prepare permit applications. The subsidence permitting process involves just one part of the mass of Surface Mining Control and Reclamation Act regulations. But of the 18 main SMCRA sections, subsidence is critical to the permitting process for coal operators. It's an area in which applicants have had problems interpreting regulations and preparing permit applications. Of 22 western states, only Wyoming, Montana, Colorado, and Utah heave thus far received approval for their mining and reclamation plans. The other states are now involved in the permit application process and will be dealing with SMCRA regulations for the next year or so. Some state programs, when approved, may differ substantially from the federal SMCRA program. But, to be approved, the state programs must be deemed equal to or more stringent than the federal regulations. SMCRA regulations apply to any coal operation "that exhibits surface effects." Thus they apply to surface strip mines as well as underground coal operations. The regulations do not apply to hardrock mining operations. Since August 3, 1977, the government, industry, and the public have wrestled with SMCRA. They have struggled through an initial program with the US Geological Survey; a new agency, the Office of Surface Mining Reclamation and Enforcement (OSM); an interim program; and a "final" permanent regulatory program. Even now, OSM is reluctant to publish formal program guidelines because: •The regulations are still in the process of judicial review. • Some approvable state programs will supersede the federal regula¬tions. • The flexible regulations are open to interpretation, which is desir¬able to maintain. •Guidelines could be misleading until regulations and interpretations are revised and finalized.

The concept of using fluid dense media to separate heavy ore constituents from the lighter gangue dates back to 1858, when it was patented by Sir Henry Bessemer. Its use in coal did not begin until after 1917, however, when Chance invented a process (which bears his name) in which lighter coal floats in a suspension of fine sand in water while heavier refuse sinks. Conklin used fine magnetite in suspension as a medium for floating anthracite in 1922, DuPont designed a plant employing organic liquids in 1936, and Belknap used a solution of calcium chloride (which Bessemer had suggested, among other media) in 1937. Separation of magnetic media by magnetic separators from the suspensions in which they were carried was introduced in a Butler Brothers ore concentrator pilot plant in 1937. The media first used were crushed steel and various grades of ferrosilicon. Since 1940, when American Cyanamid used magnetic separators to recover and clean magnetite in a coal washing circuit, virtually all heavy medium circuits have been of that type. As long as static baths are employed, as they are in the processes above, coal smaller than 9.5 mm or 6.4 mm cannot be cleaned economically in heavy medium. The settling velocities of the fine material are very low, and consequently the time required to separate the lighter coal from the heavier refuse becomes excessive. In addition, stray currents in the vessel and the upward velocities induced to keep media solids in suspension affect the finer solids to the degree that physical size becomes a more important factor than specific gravity.

Introduction Most high purity silica is produced from crystalline quartz, generally from sand. However, there is a small area of southern Illinois where a porous, friable white chert rock is found that is very different in physical form from quartz sand. This microcrystalline material, commonly referred to as tripoli, is more easily ground to micron sizes than sand. Although of similar Moh's hardness, microcrystalline tripoli is less abrasive than either ground quartz sand or many synthetic abrasives. Location The southwestern corner of Illinois is underlain by extensive deposits of very porous chert; in some places the material is quite white. Two companies, Illinois Minerals Co. and Tammsco Inc., mine and process this white material. The Illinois Minerals plant is located at Elco, and the Tammsco plant is in Tamms, IL. Both companies mine from various locations within a 10-mile truck haul of their plants. Production from this district has been continuous since at least 1915. Malvern Minerals Co. mines and processes a generally similar microcrystalline, friable novaculite near Hot Springs, AR. Geology The southern Illinois white tripoli area is on the southern flank of the Illinois Basin. The commercial silica zone is a facies of the Clear Creek chert of Lower Devonian Age. To the north, where it occurs deep in the basin, the Clear Creek is a siliceous limestone. In the mining area, thin overburden has allowed access by surface ground water, which has leached away the carbonate content and left a quite pure silica residue. Fossils characteristic of sea bottom deposition, such as brachiopods and trilobites, are occasionally encountered in mining. The structure of the mining area is poorly known, due to infrequent outcrops. Strata in most mines are inclined at dips of 5° to 20°. There appear to be occasional high angle normal and reverse faults, but these are seldom of any significance in mining. The friable white silica zone mined in the Clear Creek chert is overlain by dark brownish-red chert and siliceous shale. Exploration drilling to date has not encountered the base of the microcrystalline tripolitic zone. Chemical content Leaching by ground water solution has removed virtually all the carbonate from the original siliceous limestone. Impurities encountered are red to yellow iron oxides, aluminous clays, and occasional black manganese oxides. The silica has no detectable formula water. A typical chemical analysis and physical properties are listed in Tables 1 and 2. Mineralogy and crystallinity Southern Illinois friable tripoli appears amorphous under the polarizing microscope. No crystal structure and only occasional, vague, patchy anisotropism is evident. However, the material gives an excellent quartz X-ray diffraction pattern. R.K. Leininger, N.R. Hasenmueller, and D.D. Carr The content of the paper by V. Rajaram does not fulfill the expectations of the title. But Rajaram submitted the article in October 1983, and he could not have foreseen the numerous developments that would occur before his paper was published more than two years later. Nevertheless, Rajaram failed to mention the interest in oil shale development in southern Indiana beginning in late 1979 and continuing through the present as a result of special financial encouragement of three oil shale projects in May and August 1984 by the Indiana Energy Development Board and the Indiana Corp. for Science and Technology. A session at the 1985 Eastern Oil Shale Symposium in Lexington, KY, Nov. 18-20, 1985, gave the current status of oil shale developments in the eastern United States. Speakers at this session reported on the three Indiana projects. First, Gary D. Aho, Cliffs Engineering Inc., spoke on a feasibility study by Cliffs Engineering and Allis Chalmers for a site-specific pilot plant using the Allis Chalmers process. The plant site is in Clark County, IN, on property of the Midwest Energy Resources Co. The project is funded by $240,908 each from the Indiana Energy Development Board/Corp. for Science and Technology (EDB/CST) and the US Department of Energy (DOE) and $120,454 from the corporate sponsors (total $602,270). Completion is scheduled for mid-1986. Next, Edwin M. Piper, Stone and Webster Engineering Corp., discussed the American Syn-Crude/Indiana Oil Shale Project. This effort followed the completion of two smaller projects funded by the Indiana EDB/ CST: "Testing of Indiana Oil Shale in a Petrosix Pilot Plant" (total funding by EDB/CST at $50,000) and "Assessment of the Petrosix Process for an Indiana Shale Oil Plant" (total funding by EDB/CST at $100,000). The status at the time of the report at the Oil Shale Symposium was that a request for an extension of time for securing nonfederal support had been submitted to the US Synfuels Corp. The proposal included building an 11-m (36-ft) diam retort in southeastern Indiana to process the New Albany Shale and to produce 366 m3 (2300 bbl) of shale oil per day by the PETROSIX process. The Indiana EDB/CST had contracted with Stone and Webster at $401,100 from EDB/CST and $245,835 from Stone and Webster for activities to advance the project in the negotiations with Synfuels Corp. At the time of the report, this project was the only eastern oil shale proposal that was still on the agenda of the Synfuels Corp. As a result of Congressional action in late December 1985, federal support from the Synfuels Corp. is no longer possible. Finally, Victor H. Carr, Eastern Shale Research Corp., described his firm's project, which is jointly supported by DOE ($227,749) and the Indiana EDB/ CST ($73,850) and is entitled "Feasibility Study to Determine Suitability of an In-Situ Process to Recover Hydrocarbons from Eastern Shale." An area in Scott County, IN, had been chosen, but not a specific 9 x 15-m (30 x 50-ft) site. One burn of a small in situ retort is contemplated as part of the project. Besides these three projects, several reports on shale research were presented. Joseph Damukaitis, American Syn-Crude Corp., reported that a pilot plant using the hydrogenation-extraction (H-E) process (described at the 1984 Eastern Oil Shale Symposium) was 94% built and would go through shakedown with oil shale but would then shift mechanical devices to process coal mine waste. Current status of research on the HYTORT process was then presented by Raymond C. Rex, Jr. Oil shale beneficiation research at the University of Alabama/Minerals Research Institute was reported by R. Bruce Tippin. Scott D. Carter discussed continued research on fluidized-bed retort¬ing of shale at the Kentucky Center for Energy Research Laboratory. Carl E. Roosmagi of DOE, Morgantown, reported on the oil shale research at the Morgantown Energy Technology Center (METC) laboratory. Henry J. Gomberg, Ann Arbor Nuclear Inc., discussed "Radiation Combined with Donor Solvents for Extraction and Up-Grading of Kerogen." Aurora M. Rubel and coauthor Eileen Davis presented results of research at the Kentucky Center for Energy Research Laboratory under the title "The Effect of Shale Particle Size on the Products from the Bench Scale Fixed Bed Steam Pyrolysis of Kentucky Sunbury Shale." Lastly, Maria Rockwell, Technical University of Nova Scotia, presented "Processing and Up-Grading of Low Grade Nova Scotia Oil Shale for Potential Use." A review of shale oil prospects by Gerald Parkinson in Chemical Engineering for Feb. 3, 1986, covers both western and eastern projects and includes a report that the US DOE is funding a few relatively small projects; most of the fiscal 1986 budget of $12 million for shale oil is for fundamental research. Projects include a $3.2 million three-year contract with Hycrude Corp. (Chicago) for development of the HYTORT process and a $1.2 million three-year contract with the University of Alabama's Mineral Resources Institute on beneficiation of eastern oil shale by froth flotation. The report incorrectly states that current projects include a total investment of $466 million in a pair of 18-month technical and economic feasibility studies for proposed projects in southern Indiana. The 1,280 MW Sir Adam Beck II Hydroelectric Project was constructed in the1950s, at Niagara Falls, Ontario, Canada. The twin intake tunnels total over 17 kilometers in length and pass deep below the City of Niagara Falls. The tunnels were excavated using drill and blast methods, with a top heading and bench approach. The shot rock was loaded with electric shovels and transported to the five shafts with off-highway trucks. The tunnel muck was hoisted to the surface by skip and transported by truck to disposal areas. The volume of underground excavation for the 15.55 meter diameter tunnels and the shafts exceeds 3,500,000 cubic meters, then and now the largest underground civil works excavation by drill and blast in the Western Hemisphere. The lining required over 900,000 cubic meters of concrete. All of this work was completed in three years, remarkable progress, considering the technology of the day, comparing very well with the rapid excavation and tunneling methods of the twenty-first century. Big, fast, and deadly—at least 20 lives were lost in construction accidents.

The 5-mile long Bay Tunnel is a major water supply facility to be constructed under the San Francisco Bay and adjacent marshlands between the San Andreas Fault to the west and the Hayward Fault to the east. The tunnel will have a two-pass lining system consisting of a watertight precast concrete segmental initial lining and a welded steel pipe final lining. Considering the Bay Tunnel?s location between two major active faults, the design earthquake produces a significant peak ground acceleration estimated at approximately 0.6g. To develop a design that can achieve the seismic performance objectives, full dynamic seismic analyses were performed using site-specific earthquake time histories. The analyses considered soil-structure interaction and an evaluation of the transverse and longitudinal effects of the design earthquake. This paper describes the seismic analyses and the design measures recommended to minimize potential adverse effects of the design earthquake on the tunnel final lining.

Introduction The domestic copper industry has suffered for some time from declining ore grades; rising costs associated with conventional mining, milling, smelting and refining; tightening environmental restrictions; and shrinking markets due to materials substitution. Ore grade depletion is a major problem. It is illustrated by the decline in average copper yield shown in Fig. 1. From 1979, copper grade has dropped 60%, lowering yields from 1.2% to 0.49% (Sousa, 1981). The US copper industry is taking drastic measures to enhance its competitive posture and to guarantee its future worldwide position. In a sense, this involves a general restructuring of the processing philosophy of US copper producers. Judging from recent trends, this restructuring relates to the application of solution mining techniques to the treatment of copper ores and low grade waste material. Recovering copper by leaching techniques has been practiced for centuries. As early as the mid-16th century, some Hungarian copper mines were recycling copper bearing leach solutions through waste heaps (Nash, 1912). In the US, recovering copper from dilute mine waters has been carried out for more than 100 years. There are, however, certain technical innovations that have elevated the importance of solution mining as a process for copper recovery. These include: • Advances in solvent extract-electrowinning (SX-EW); • Developments in acid and acid ferric cure processes for oxide and mixed oxide sulfide ores; • Improvements in heap and dump construction; and • Advances in in situ leaching technology. Generally, solution mining enjoys certain intrinsic advantages over conventional mining and milling. Compared to conventional milling, the combined capital and operating costs of leaching facilities are normally lower, start-up times are faster, and the leaching operation usually has less impact on the environment. Furthermore, solution mining represents an expedient way of extracting metals from small shallow deposits, and is particularly suited to the treatment of low grade sources. And, in the case of waste dump leaching, there is a tremendous resource in-place that has the mining cost already off the books. This paper updates current US copper solution mining trends. Solution mining systems Schlitt (1980) summarized the characteristics of the principle leach systems in the US. He pointed out that the wide variations in copper deposits make solution mining a more site-specific activity than conventional mining and milling. Heap leaching is usually selected for moderate to high grade ores having a copper mineralization that is amenable to acid leaching (oxides, silicates and certain sulfides). Higher grade ores mined specifically for heap leaching are usually treated to optimize copper extraction, therefore, crushing and some pretreatment (acid curing) may be justified. On the other hand, dump leaching practice usually involves leaching low grade waste rock placed on large dumps as dictated by topography and haulage costs. Mine waste is therefore treated in an uncrushed run-of-mine condition. Finally, in situ leaching is appropriate for either very deep ore bodies or for recovering copper from low grade rock left behind in abandoned pit walls, stopes, and subsidence zones from earlier mining activities. True in-situ solution mining should be defined as the leaching of ore in its original geologic setting. Heap leaching Heap leaching has a long history as a hydrometallurgical process for copper recovery. The methodology of heap leaching established at Rio Tinto in Spain more than 300 years ago is basically the same as that used today. Recently the operating philosophy at concentrators processing platinum bearing ores has started to move from a recovery dominated system to one in which the production of high grade concentrates at the expense of some recovery would provide greater benefits in the further upgrading of the platinum group minerals (PGM). The low grades usually obtained are associated with the presence of naturally floatable talcaceous gangue minerals in all PGM ores. Polysaccharide depressants such as guar gum and carboxymethyl cellulose (CMC) are used to improve the grades of the concentrates. Recent testwork has shown that the use of high depressant concentrations can prevent any naturally floatable gangue from reporting to the concentrate. The only gangue present in the concentrates would be due to its entrainment in the froth. Under these conditions much higher grades can be achieved. The sulphide minerals themselves, however, become susceptible to depression at high depressant concentrations. This work examines how the recovery of sulphide minerals in two Merensky ores was affected by the type and concentration of the collector in the presence of high depressant concentration (500 g/t) and that the response of the sulphide minerals was also dependent on the type of depressant used (guar or CMC).

Phosphogypsum is a byproduct of the manufacture phosphoric acid. There are approximately one billion tons of phosphogypsum stored in stacks in northern and central Florida. The Florida Institute of Phosphate Research (FIPR) is investigating potential uses of phosphogypsum. These include using phosphogypsum as a road base material, as a soil amendment in agriculture, as a daily cover in landfills, and as a construction material. The results of this research will be presented and will be discussed in light of regulatory barriers to the use of phosphogypsum.

Introduction Argyle is located in the Kimberley region in northwest Australia (Fig. 1). It is a significant diamond discovery by world standards and is the first major diamond find in Australia. The deposit consists of a pipe and associated alluvial deposits. Before the 1970s, diamonds were known to exist only sporadically in Australia. They have been found occasionally in association with gold deposits in Western Australia. There is a small deposit near Copeton in New South Wales. Some alluvial occurrences have also been found in Victoria, South Australia, and New South Wales. The first indicator minerals in the Kimberley region of Western Australia were discovered in January 1973. Production from the alluvial deposits at Argyle began in 1983. A $430-million construction program to develop a mine and treatment plant capable of producing 25 million carats per year was completed in December (1 carat = 0.2 grams). Ownership and management Participants in the project are known as the Argyle Diamond Mines Joint Venture. The group consists of CRA Ltd., 56.8%; Ashton Mining Ltd., 38.2%; and the Western Australian Diamond Trust (formerly Northern Mining Corp.), 5%. The project is managed by Argyle Diamond Mines Pty. Ltd., a wholly-owned subsidiary of CRA. Marketing is undertaken separately by the Western Australian Diamond Trust and by Argyle Diamond Sales Ltd. (for CRA and Ashton Mining groups). History Ownership of the Exploration Joint Venture has changed over the last 12 years as various parties changed their shareholdings. The original Kalumburu Joint Venture was formed in 1972 with five participants, each holding a 20% interest. By 1983, a number of ownership changes had occurred. The end result is that two original participants have sold out. CRA now holds a 56.8% share and the Ashton Mining Group holds 38.2%. CRA also assumed project management in January 1977. Historically, the processing function has been regarded as efficiently managed as long as production costs were kept low, recovery was adequate and sufficient plant capacity was avail-able. In this paradigm, processing is viewed as capable of making only a limited contribution to a company?s competitive advantage. However, the processing function can provide a primary vehicle for building critical competitive capabilities. Processing organizations should be encouraged to become so accomplished they generate new opportunities for other functional groups and thereby influence a company?s overall strategy. This requires a deep shift in processing?s role, in its self-image and in the expectations of it held by managers in other functions. Specific plant improvement techniques ? total productive maintenance (TPM), loss control, etc. ? should be viewed primarily as means for building strategically valuable processing capabilities. Different improvement strategies create different kinds of capabilities and present new strategic options. Broadly speaking, a mineral-producing company seeks competitive advantage through two principal activities: the development of new mineral production and reserves and the optimization of existing operations. These lead to increases in ore reserves, production levels and cash flows that are manifested in increased profitability and, hopefully, increases in the price of the firm?s stock. The profitability of a minerals company is a function of the overall profitability of the industry sector in which the company participates and the firm?s competitive position within that sector relative to those of its competitors. Competitive advantage within the industry comes from two sources: the ability to maintain lower prices than competitors for the same product (cost leadership), or from the sale of products with unique properties that justify higher prices (product differentiation; Porter, 1980). Most mineral companies produce fungible commodities that are sold to anonymous customers, and sustainable cost advantage is the only long-run strategy available to these companies to enhance profitability.

An overview of the evolution of computerized mine planning and design has been given, emphasizing the need for a knowledge-based system for planning and design of underground coal mines. An outline for the development methodology and procedure has been provided. Problem structuring guidelines have been used to incorporate intelligence and integration to the design modules. A skeletal model for a mine planning and design expert system has been prescribed, and the development process has been documented in detail. A feasibility prototype has been developed to test the structure of the skeletal model and to ensure completeness of the design process. The feasibility prototype development and its contribution toward proto typing has been addressed in this paper. At present, prototype development is underway. The prototype is expected to be avail-able for testing and implementation in early 1991.

Earlier this year, Simplot Phosphates achieved a safety milestone at its Vernal, UT phosphate operations. In March, the entire operation reached achieved seven years without a lost time accident. And the mine operations at Vernal reached the 1 million hours benchmark without a lost time accident. This million hour achievement has been 19 years in the making. This achievement reflects the mine’s strong attitude towards safety, the company said. Safety is an integral part of its culture and requires diligence and considerable work. Attention to even the smallest of details cannot be allowed to slip. This is a record Simplot Phosphates said it hopes to improve on every day.
