"The aim of this study is to give a better understanding for the performance of the composite material RRS and the synergy effect of its components under different stress regimes and while an excavation face advances during tunneling. The lower part of the Q-system scale (i.e. Q-values of 0.4 or less for a tunnel span of 10m) is commonly used for tunnel applications in softer rock formations. This is implied in the updated Q-chart, where the dimensioning of rock support by using Reinforced Ribs of Shotcrete (RRS) comprises the use of fiber reinforced shotcrete, S(fr), rock bolts and shotcreted beams reinforced with steel rebars. In this study, an effort has been made to simulate RRS in a numerical code and to study its behaviour in a real case study. A double tube, triple lane tunnel in weathered tuff has been chosen as reference material for testing RRS under changing load. A rather extensive parametric study has been run by using the same key input rock mass parameters and three different in situ stress regimes (sH/sv =2, sH/sv =1 and sH/sv =0.5). Changes have only been made to the RRS key input parameters in order to simulate the changing loads during the face excavation process in tunneling. The critical part of this numerical modelling work that is under investigation in this study under each stress regime, is the period just after the excavation: i.e 4 hours; 16 hours after excavation; and finally after the complete curing (28 days) of the cement based components. The RRS are installed in three consecutive numerical steps as follows: a) the application of S(fr) on the rock surface in order to even it up for the RRS application; b) radial bolting; and c) installation of the reinforcing steel rebars, that form the reinforced beam. The results are varying and are strongly dependent on the imposed stress regime and they show in general the following tendencies: The axial forces on S(fr) show that S(fr) is almost overloaded during the first 4 hours in all 3 stages. More particularly: For the case with sH/sv =2 a) the axial forces on S(fr) and on the steel rebars are reduced after 16 hours and 28 days; b) the same is observed on the shear stresses in S(fr) and on steel rebars, they are decreasing after 16 hours and 28 days; and c) the bolts loads are almost unchanged. For the case with sH/sv =1 a) the axial forces on the S(fr) are reduced after 16 hours and 28 days; b) the same is observed for the axial and shear stresses, as well as moments on the steel rebars, they are decreasing after 16 hours and 28 days; and c) the bolts loads are almost unchanged."

Talk some about your background. Mining, particularly coal, runs in the family. I come from a mining family, one generation re-moved. Both of my grandfathers worked in the coal mines. My mother?s father had worked as a coal miner in the South Hills area of Pittsburgh after coming to America from Croatia. My father?s father (who died of black lung long before I was born) had been born in America and worked as a mine foreman and superintendent in mines just outside the Pittsburgh area. My father often talked about when, as a child, he accompanied his father underground on Sundays to check the mine pumps. While I never expected to go into mining, I often read some of my grandfather?s books on mining technology that my father had kept. I started college at Penn State and drifted into mining engineering as my third declared major. I was finally realizing the importance of a career choice. I?ve never regretted that decision. One of my children, Mark, has followed me into mining engineering, much to my surprise and pride. Evidently, he had been listening to the many conversations I had with friends and colleagues in the industry and never considered any other career path. He has since married another mining engineer, Kray Davis Luxbacher, so we truly have a mining family and can talk mining when we get together. My other children are in more mundane lines of work and rapidly tire of the mining discussions. I?ve worked for operating companies: Pittsburgh Coal Co. (then a division of Consolidation Coal Co., and a company I believe both of my grandfathers had worked for), Island Creek Coal Co., and a research organization: Occidental Research Corp. I am now with Glenn Springs Holdings Inc., dealing with legacy issues (primarily environmental) related to Occidental?s previous mining operations (coal and minerals). As such, I have a broad view of the industry and the critical changes that are shaping our industry.

INTRODUCTION The radon problem concerns the radiation exposure from inhaled short-lived radon daughters and the associated risk for the induction or promotion of lung cancer. In several groups of miners which were exposed in the past to relative high radon levels during their underground work, an excess lung cancer frequency has been observed. On the basis of these findings it has to be stated that the inhalation of radon daughters is the most important radiation hazard in mining. Involved in this radon problem in mines are the difficulties to measure the individual radon daughter exposure of miners and to estimate the dose to critical cells and target tissues in the lung from inhaled radon daughters. And finally the reduction of radon levels in mines confronts us with special technical problems which are difficult to solve. Thus the setting of annual limits for the radon daughter exposure of miners alone is not sufficient to guarantee an appropriate standard of radiation safety. Of same importance are the improvement of air monitoring and the optimization of technical protection measures in mines. This has to be kept in mind for the following considerations on exposure limits. The ICRP has recommended in 1959 for the first time a maximum permissible concentration (MPC) for the occupational exposure to radon and its short-lived daughters (ICRP, 1959). This MPC in air was derived from a maximum permissible dose equivalent of 0.15 Sv (15 rem) per year to the epithelium of the large bronchi which was regarded as the "critical tissue". This old MPC-value was derived using a simplified lung model which paid main attention to the dose contribution from the inhalation of unattached 218Po(RaA) atoms. Since this time more realistic dosimetric models for radon daughters have been developed; some of these models will be presented in special papers on this conference. Furthermore in the last 10 - 20 years substantial epidemiological information on the lung cancer risk among several groups of Rn-exposed miners has become available. Taking into account these epidemiological and new dosimetric findings the ICRP has adopted in March this year new recommendations on occupational limits for inhalation of 222Rn, 22ORn and theirshort-lived daughters. This report will be published this year as ICRP Publication 32 (ICRP 1981). The recommended limits for radon daughters were derived from the basic dose and risk limits as they were proposed by ICRP in its new basic recommendations (ICRP Publ. 26, 1977). In the following this basic system of dose limitation is shortly outlined before the special recommendations for radon daughters are described. [BASIC CONCEPTS AND LIMITS] The new basic recommendation of ICRP (Publ. 26, 1977) proceed from the assumption that in the dose range which is relevant for radiation protection, the risk RT of so-called stochastic radiation effects (carcinogenic and genetic effects) in a target tissue T increases proportionally with the mean dose equivalent HT in this tissue: RT = aT HT. If several target tissues are irradiated the total individual (stochastic) risk is given by the sum of risks in these tissues: [R = ?TRT = ? T aT HT]. Thus this concept of individual health detriment takes into account the risk contribution from each relevant tissue. It replaces the old concept of the critical tissue, which neglected the exposure of other tissues. Applying this new concept a dose quantity can be defined which is proportional to the total individual radiation risk from stochastic effects. This so-called "effective dose equivalent (HE)" is given by the sum of the weighted dose equivalents in the relevant tissues: [HE = E wT HT with E wT = 1 T '1] The weighting factor wT of each tissues follows to wT = aT/awB, where awB is the total stochastic risk coefficient for a uniform irradiation of the whole body. For the lung as a single organ comprising several target tissues, the ICRP recommends a total weighting factor w = 0.12 (ICRP 1977/79). This concept of risk or detriment, respectively, has important consequences. To meet the objectives of radiation protection the new ICRP-system of dose limitation is based on the following three principles: 1) The justification of practices involving radiation exposures; no pratice shall be adopted unless it produces a net benefit. 2) The ALARA-principle that all exposures shall be kept as low as reasonably achievable; this requires the optimization of the level of protection. 3) The limitation of individual exposure (annual dose limits). It is important to note that the dose limits for individuals are only one part of this system of dose limitation. Furthermore, these limits cannot be regarded as a boundary between safe and unsafe. They have to be interpreted as the lower boundary of an unacceptable exposure region. This means that in addition to the observance of these basic dose limits it is demanded to optimize the level of protection. Two mineral processing facilities in North America required near terminal density slurries to perform de-bottle necking in their circuits. The installation at Barrick Goldstrike to ensure efficient oxidation conditions and throughputs in the refractory ore treating autoclaves. The Kidd Metallurgical Division unit to provide a steeper tailings slope to extend the life of the existing tailings dam. To achieve these goals, both operations selected a Supaflo "High Compression" Thickener following on site pilot plant evaluation. Commissioning and the first year of operation is reviewed. Operating data is compared with the pilot plant data. In particular, unusual doughnut formation at Goldstrike and the effect of temperature on the terminal density at Kidd Metallurgical Division are discussed.

No other region of the world is enjoying the tremendous growth of power use that is currently being experienced in Asia. Fortunately for the coal industry — particularly in Asia — the power plants being planned or under construction are designed to use coal as fuel. This has produced a significant increase in the demand for steam coal that, in turn, has encouraged many in the industry to develop new coal mines. Indonesia is a country that has enjoyed substantial growth in coal production. This developing country has 195 million people who live on the nearly 13,000 islands. It has quickly emerged as the third-largest exporter of steam coal, following only Australia and South Africa. Almost all coal in Indonesia is mined by surface-mining methods.

The organization and operations of the information gathering system, and examples of the products prepared for the commodity phosphate rock by the Division of Nonmetallic Minerals, U.S. Bureau of Mines, are used to describe the Bureau's commodity program. Selected examples from publications about phosphate rock are used to illustrate the program. The Commodity Divisions reporting to the Office of the Assistant Director-¬Metals, Minerals and Materials, have the responsibility in the Bureau of Mines to maintain commodity records, understand the present supply and demand status of the commodity, and forecast future supply, demand, and problems. Within the Divisions, commodity specialists have the broad charter of acquiring as much information about a commodity as is necessary to characterize its history, current status, and future. This information and understanding are the base for the development of mineral policies. To accomplish these objectives, the commodity specialists acquire data and information about each commodity and produce a number of standard publications each year. In addition, as circumstances dictate, each specialist will prepare or participate in the preparation of special documents for specific purposes or problems associated with his commodity. In the preparation of reports and publi¬cations, he may communicate with industrial organizations and other Government agencies.

One responsibility of the Minnesota Department of Natural Resources is to encourage the development of mineral resources within the state. A second responsibility is to ensure that mineral development does not adversely impact other natural resources, including the water resources of the state. One approach the Division of Minerals has taken to fulfill these responsibilities is to conduct cooperative research with the mining industry. To encourage mineral development the Division has cooperated with industry on projects related to exploration, mining, and mineral processing. To examine environmental issues the Division has worked in concert with iron ore, base metal, and precious metal exploration and mining companies, as well as the Western Governors' Association, US Bureau of Mines, US Bureau of Land Management, and the US EPA for the past 20 years. These projects were conducted to evaluate methods of predicting, preventing, controlling, and treating problematic mine waste drainages, as well as mine waste revegetation. This paper I) briefly summarizes cooperative projects conducted, 2) enumerates elements which have contributed to the success of cooperative projects, and 3) describes changes implemented for future projects at the Division's new field and laboratory research facilities, as well as at existing mine and plant sites.

BRS, Inc. has utilized Carlson's Natural RegradeTM software to design the reclamation and stabilization of abandoned open pit uranium mine spoils, AML Project 16N, located in the Gas Hills Uranium District in central Wyoming. This work was completed for the State of Wyoming's Abandoned Mine Land Program (AML) on preSMCRA (Surface Mining Reclamation and Control Act) sites for which no reclamation obligation existed. The project successfully stabilized an eroding spoil dump, enhanced the local view shed, created habitat diversity and provided a significant source of fill material for open pit highwall hazard mitigation efforts. Additionally, the project served to evaluate innovative reclamation design methods, engineering software and grade control technology. This project was nominated for a National Association of Abandoned Mine Land Programs award by the State of Wyoming. The results of this project will be presented as a case history of the Natural RegradeTM approach to surface mine reclamation. Based on the successful application of this new mine reclamation technology on the AML 16N Project, reclamation designs for spoils associated with planned underground uranium mine operations at the Velvet Mine in the Lisbon Valley Uranium District of Utah for Uranium One USA, Inc have been prepared and will be presented. Critical elements will be the encapsulation of unsuitable materials, long term hydrologic stability, and sequencing and staging of ore and mine waste for final reclamation surface construction. The goal of the Uranium One Velvet Project will be to apply best available technology to reclamation planning and fully integrate the reclamation design with the mine planning. Benefits of the approach should include improved public and regulatory perception of the project, facilitate mine permit approvals and the eventual timely release of reclamation bonds, as it is anticipated the stable landform created through this process will result in more rapid stabilization of the site to pre-mine geomorphic conditions. NATURAL REGRADETM CASE STUDY AML Project 16N, D-9 and K Pit Reclamation Project, is located in an intensely disturbed area of the West Gas Hills Uranium Mining District in Fremont County, Wyoming. The overall design calls for the placement of approximately 7 million cubic yards of backfill materials in the D9 and K Pits, imported from adjacent mine spoils including the Central Spoils, and from local highwall excavation. Figure 1 shows the location of the Central Spoils excavation area, as well as the D9 and K Pits fill area. The entire project is located on public lands administered by the Bureau of Land Management, Lander, Wyoming District Office. No access controls are in place at the abandoned mine sites. The public lands are administered under a multiple use land policy including grazing of range land, public recreation, active mining and exploration, and oil and gas. The project site is located along Fremont County Road No. 5, which is a moderately well traveled road. Reclamation of the numerous and large abandoned open pits in the Gas Hills Uranium District has reduced the risk of death or injury to the public. Site History and Background The Gas Hills Uranium District was mined by multiple companies during the period from 1955 to 1981. The uranium was hosted in the Wind River formation, a sequence of soft sedimentary layers of interbedded sandstone, clayey shales, and conglomerates. Uranium was precipitated out of ground water in classic roll front deposits, which are found from very near surface to depths greater than 400 feet. Prior to the enactment of the Surface Mining Control and Reclamation Act of 1977 (SMCRA), very little reclamation work was performed when mines were abandoned or closed. The State of Wyoming Abandoned Mine Lands Program has worked to mitigate hazards associated with large open pits, control migration of unsuitable materials and restore watershed functionality of lands in the district. Additional reclamation is being performed by mining companies on bonded lands. Figure 2, Gas Hills Uranium District aerial photograph, shows the extent of the mining disturbance in the district. [ ] Project Hazards and Concerns The purpose of AML Project 16N is to mitigate hazardous conditions and risk to the public associated with open pit highwalls and toxic, acid forming, and /or radioactive mine waste materials. The D9 and K Pits are contiguous open pits characterized by an 8,800 foot long hazardous highwall that averages over 200 feet tall. The Chinese energy and mineral industries are readying themselves for a period of dynamic transition, unprecedented in the country's long and sometimes turbulent history. The transition comes as a result of the government's new program of "Four Modernizations" in its agricultural, defense, industry, and science and technology sectors. The announced program is generally considered by Western observers to be a moderate, pragmatic approach to get China on the road to industrial parity with Western nations by the year 2000. The game plan calls for integration with the West to beef up Chinese know-how and the purchase of foreign technology to supplement areas where China lacks the ability to do so itself. While the role of energy and minerals is not specifically mentioned in the program, it was made clear to ME that China realizes the basis of any sustained modernization program is tied closely to the health of its minerals sector. Various published reports have indicated the existence of an already vibrant energy and minerals sector with world rank production in coal, iron ore, tin, antimony, cement, pyrite, asbestos and tungsten to name just a few. For the most part, except for the export metals, the primary focus of China's production has been on fulfilling domestic needs. Now the new initiatives are aimed not only at self-sufficiency, but also on propelling the country's natural resource clout into international prominence. With a mineral resource base that is considered by many westerners a potential bonanza, China's new long march toward modernization will be an exciting adventure, well worth watching. Big Projects Spark Excitement China's renewed commitment to a more liberal program is as much a desire to "walk on its own two legs" as it is a backlash from the frustrating years that followed the Cultural Revolution of the 1960s and early 1970s. Much of the early excitement was initiated by China's Premier and Party Chairman Hua Guo-feng in speaking to the fifth National People's Congress (NPC) in 1978. Here, Chairman Hua presented the Communist Party's 10-year blueprint for economic development. Specifically, the Party's plans called for completion of 120 large-scale industrial projects by 1985. A symposium on the characterization and toxicology of mineral dusts was held Sept. 19 and20 in Washington, D.C. The symposium was held to update the minerals industry, the health community, government agencies and academia on the technical, health and regulatory aspects of minerals to be evaluated by the International Agency for Research on Cancer (IARC).In October 1996, the IARC met in Lyon, France, to discuss and prepare “Volume 68 of the IARC Mono-graphs on the Evaluation of Carcinogenic Risks to Humans on Silica, Silicates, Dusts and Organic Fibers.”

Although production operations at mines, representing the extraction and removal of the mined material, often appear to receive the greatest amount of attention, the emphasis given to auxiliary operations is continually increasing. This is due to the changing economic, social, and environmental climate in which modern mines must operate. Auxiliary operations can best be described as those activities that are not directly related to the extraction and removal of the mined material, but must receive proper attention if recovery is to take place in a safe, efficient, and socially responsible manner. In fact, certain mining auxiliary operations, such as strata control and ventilation, are considered to be of such importance that they warrant separate sections in this Handbook. Judging from a mine-personnel standpoint, it is not uncommon for a mine to hire the same number or more individuals responsible for auxiliary operations as the number assigned to production.

The use of carbon for the recovery of the gold dissolved in cyanide leaching began with a pilot unit at Barberton in 1977. This was quickly followed by larger scale plants at Modderfontein (1978), President Brand (calcine 1980), Western Areas (filter tails 1980) and Beisa (primary ore 1981) and has grown to become the preferred process. There are currently 34 operations that use the carbon in pulp/leach process which accounts for 35 percent of South Africa's gold production. The size of individual plant varies over a wide range.

The accurate estimation of ore reserves along with capital and operating costs are two key components to the successful outcome of any feasibility study. In recent years, there have been many project failures caused by improper estimation of ore reserves. The accurate estimation of ore reserves for any deposit relies heavily on understanding its geology and underlying assumptions unique to the estimation techniques being used. The assumptions unique to commonly used traditional and geostatistical reserve estimation technique will be reviewed. The shortcomings of the estimation techniques and their possible impact on a given project's economic outcome will be discussed. The latest developments in geostatistics in overcoming existing reserve estimation problems will be presented.

The Turquoise Ridge gold deposit is located near the Getchell Mine, 72 km (42 miles)northeast of Winnemucca, NV (Fig. 1). The deposit is owned by Getchell Gold Corp. The host rocks consist of Ordovician and Cambrian age shales and limestones. They have been crosscut by the northeast-trending Turquoise Ridge shear zone and northwest-trending shear zones. Gold mineralization occurs at depths from 427 to 671 m (1,400to 2,200 ft) along the intersection of these structures. Large tonnage, flat-lying deposits occur where folded, favorable beds are intersected by the faults. The carbonate in the beds has been replaced with silica, pyrite and arsenic sulfides.

The Quick-Erect Stopping System (QESS) offers a new way of reducing the radon exposures of miners in Germany, especially during remediation work in old mines. The QESS is a light-weight, modular, and reusable construction kit of interlocking telescopic aluminum tubes, radon-proof foil, and expanding foam. It is designed to seal off radon-rich parts of galleries within only a few minutes. Originally, the QESS was developed to protect miners against radon exposures. Then, the QESS found the attention of several mine rescue teams at a German mining conference. The Student Mine Rescue of the Technical University Bergakademie Freiberg and the Wismut Mine Rescue carried out firstmine rescue drills in Freiberg and Schlema. Additionally, a mine rescue drill was carried out by the Front Range Mine Rescue in the Edgar Experimental Mine of the Colorado School of Mines. These drills helped to improve the systemand highlighted its potential for mine rescue operations. Now, the QESS is wellsuited for small-scale mining. The QESS can be used to seal off galleries in only a few minutes to both protect miners fromradon exposures and to support mine rescue operations. Moreover, the QESS was also successfully used in ventilation experiments.

The Cadia Mine is located 25kms South West of Orange in the central west of New South Wales (NSW), Australia (Figure 1). Orange is a major regional centre with a population of 35,000 people. Cadia has a history of mining and exploration dating back to 1851 and shortly after the first Australian gold rush at Ophir, north of Orange. Newcrest Mining commenced an exploration program at Cadia Hill in 1992. This identified a substantial zone of copper and gold mineralization. Subsequent resource definition drilling defined an orebody with a mineable reserve of 200 million tonnes of ore with an average gold grade of 0.74g/t and 0.17\ copper. A full feasibility study commenced in 1994, approvals to proceed with development were granted in September 1996 and the processing plant was commissioned in July 1998. The project came in on budget at A$440 million and on time, 24 months from design to construction. The estimated operating cost at the time of commissioning was A$8.85/t of mill feed.

The Multilateral Investment Guarantee Agency(MIGA) is part of the World Bank Group, and has as its mission the facilitation of foreign direct investment by providing political risk insurance (guarantees) to foreign investors and lenders. As a development institution, MIGA is required to ensure that the projects that it insures will bring development benefits to the host country. Demonstration of this includes review and analysis of the environmental and social soundness of a prospective investment. Environmental guidelines and policies developed by the World Bank Group are important components both in analyzing the environmental and social soundness of a prospective investment and in risk management. MIGA has recently formalized and adopted environmental assessment and disclosure policies. The approach taken by MIGA to environmental review of investments and implementation of these policies is described in this paper.

This paper presents the latest developments in the flotation model being developed collaboratively between the Julius Kruttschnitt Mineral Research Centre in Brisbane, Australia, and the Mineral Processing Research Unit of the University of Cape Town in South Africa as part of the Australian Minerals Industries Research Association (AMIRA) P9 Project. It includes: - characterisation of flotation cells using the bubble surface area flux, Sb; - relationship of Sb to the overall flotation rate constant; - determination of the froth recovery factor; - evaluation of ore floatability; - modelling of entrainment - development of the Floatability Characterisation Test Rig (FCTR); - use of the model in design and optimization of flotation plants; and - current and future work.

This paper presents an innovative ground support solution developed to construct a tunnel cross-passage for the MUNI Metro Turnback (MMT) Project. A “soft center” jet grouting approach was designed to provide solid ground support while maintaining a soft center to allow for hand-mining of a 2.44 m (8 ft.) wide, 3.66 m (12 ft.) tall and 4.6 m (15 ft.) long cross-passage through soft Bay Mud. Prohibitive costs and schedule impacts associated with mining under compressed air (at the time being used for main tunnel construction) were the catalysts to search for alternative methods for cross-passage construction. Limited surface disruption, relatively low costs, ease of subsequent excavation, nominal schedule impacts and proven local success of jet grouting were key factors in selecting and designing this method of ground support.

With most of the coal currently mined in the eastern U.S. already requiring cleaning to meet electric utility coal specifications, the question remains how medium- and high-sulfur coal producers will provide the even better quality coal expected to be demanded if pending acid rain legislation is enacted. One emerging approach is to crush the coal to liberate additional ash and sulfur so that better quality coal can be produced at equal yields. This paper discusses how to measure liberation. the premiums the utility market is willing to pay for lower sulfur coal, and a staged middlings crushing scheme that promises the benefits of total raw coal crushing but at lower costs. For some coals, cautious application of liberation concepts may be the only way to produce a product that can be quality and cost competitive in the future utility coal market.
