Chalcopyrite (CuFeS2) is the most refractory copper mineral when treated in conventional sulfate media leaching systems. This is the first study to examine the use of a dimethyl sulfoxide (CH3SOCH3, DMSO) solution containing copper chloride (CuCl2) for the leaching of chalcopyrite. Leaching experiments for a copper concentrate composed mainly of chalcopyrite were conducted at ambient pressure at 313–413 K. The leaching fractions of Cu, Fe, S, Au, and As were investigated. It was found that 90% of the Cu was extracted in 2 h, and 94% was extracted in 4 h at 373 K, which is competitive with other conventional processes. A DMSO solution containing CuCl2 could selectively dissolve the valuable metals Cu and Au from chalcopyrite, but leave minerals with little economic value such as pyrite (FeS2) and As in the residue. Chalcopyrite is oxidized by cupric ion in proportion to the stoichiometric ratio of Cu in the concentrate to the initial cupric ion in the DMSO solution, which is enhanced by the presence of oxygen below 373 K.

One of the first things we tell a potential new client is that they have only one chance to make a first impression with an Aboriginal community; all future communications and engagement will be predicated on that first impression. The key components of this most critical meeting are not your power point, your maps, or your draft plan for development ? they are instead a genuine, evident and clear demonstration of a sincere desire to develop a positive relationship that is based upon respect, and consideration and understanding of local communities and their interests, needs and desires. Relationship building is the foundation of proactive and positive consultation and accommodation with Aboriginal communities and the tone is set with the first meeting. C3 has refused more clients than we have accepted due most often to the fact that relationships between the company and the Aboriginal community have already devolved into a tense and toxic scenario. Land access and tenure certainty for exploration and mine development is critical to the foundation of a healthy, sustainable and environmentally and economically sound mineral exploration and mining sector. Without certainty confidence to invest in mineral exploration will be severely eroded. We all understand that substantive investments in exploration are required to increase the possibility of discovering, defining and developing new mines. The development of positive relationships based on a shared commitment of understanding, mutual respect and trust by Aboriginal Peoples and the mineral sector can provide the required business certainty and deliver social and economic benefits for local Aboriginal communities.

An Atomic force microscope (AFM) was used to measure the surface forces between hydrophobic silica surfaces. The measurements were conducted in the presence and absence of Cu(II)species in solution to study the effects of the cation adsorption on the hydrophobic force. The results obtained in the absence of the Cu (II)species showed that the hydrophobic force does not change with pH, while the electrostatic repulsive force changes substantially with pH. In the presence of the Cu(II) species, the hydrophobic force begins to decrease at a pH where Cu2+ions are hydrolyzed, indicating that the first hydrolysis product (i.e., CuOH+ions) are the species adsorbing on the surface of the hydrophobic silica. The results of the surface force measurements were used to develop a model for the adsorption of the hydrolysis product of Cu(II) species on the hydrophobic silica.

The Belle Eldridge Mine is an inactive lead-zinc mine in Spruce Gulch south of Deadwood, South Dakota. Acidic mine drainage (AMD) produced at the site drains into Spruce Creek, a tributary of Whitewood Creek. The site is on U.S. Bureau of Land Management (BLM) property. Extensive fieldwork was done at the Belle Eldridge Mine through the cooperation of the BLM and the South Dakota School of Mines and Technology. The site was extensively mapped to identify physical and environmental hazards such as tailings, waste rock, collapsed buildings, adits and workings. An exhaustive search of the historical records of the Belle Eldridge Mine was conducted. Maps of the under-ground workings of the Belle Eldridge dating from the 1930’s and 1940’s were found. The maps were used to correlate currently collapsed features to old adits and tunnels. Using hand corers and a portable drill rig, waste rock, tailings and soil core samples were collected and depth to bedrock was determined and the total volume of waste and tailings pile were determined. Related work examined the hydrology of the site. The site is very complex hydrogeologically. Numerous underground and surface workings and tunnels add to the complexity. Several seeps are located at the site, one of which is producing AMD. Recharge to the site was studied, and a 100-year flood plain map was produced.

Nowadays, stakeholders have a strong say to the enforcement of best practices by mining and quarrying companies. In most cases there is a direct relationship between sustainable development principles and best practices. Mining companies try to apply best practices in order to sustain their operation without lost time and effort to litigation, and other obstacles. However, when and where there is a lack of state or regional mineral policy, or when the mineral policy is fragmented and touching on conflicting laws, mining operations may be subject to additional administrative hassles, and, thus, operators feel threatened and tend to apply best practices loosely. This paper argues that the only way that mining and minerals operations can be a source of development is to ensure that they are working within the framework of sustainable development. Furthermore, in order to follow the paradigm of sustainable development they would need to be guided by a regional, national or even transnational (i.e. European) minerals policy.

The Mining Foundation of the Southwest is a non-profit organization. It educates the public about the mineral industries and reports outstanding accomplishments in the fields of mining and the earth sciences. This year’s inductee, guest of honor and featured speaker at the banquet will be Pierre Lassonde, president of Newmont Mining and resident of the World Gold Council. He is one of Canada’s leading gold analysts.

This paper reviews groundwater issues leading to a secondary grouting program at the Chattahoochee Tunnel that was implemented subsequent to the contact grouting program. The secondary grouting program was developed based on infiltration data, geology, and testing programs. This paper includes a brief description of the geological features encountered, as well as describing the grouting program. The success of this grouting operation has been quantified by several methods, and is presented to help others project the costs and benefits of this type of program. Review of initial results and refinements of techniques are also discussed.

Every two years, industry leaders and practitioners of tunneling and underground construction gather at the Rapid Excavation and Tunneling Conference (RETC) to learn from their peers about the most recent advances and breakthroughs in this unique fleld. Industry experts from around the world highlight their most recent projects and share real-world experiences. They also share with their colleagues new technologies and methodologies that attendees can take home to their respective projects. The 2013 RETC was held June 23-26 in Washing-ton, D.C., itself home to several major tunneling and underground construction projects. The conference is sponsored by SME. Attendance was 1,384 professionals. The accompanying exhibit hosted 159 companies in 188 booths. A few of the topics covered in the technical sessions dealt with caverns and large spans, contracting practices, tunnel linings, design and planning, geotechnical considerations and instrumentation. The conference was preceded by four short courses, all well attended. They were ?Grouting in Underground Construction,? ?Tunnel Lining Design,? ?Microtunneling Application? and ?Risk, Uncertainty and Hard Decisions.? In addition, a sold-out field trip to D.C. Water?s Blue Plains Tunnel took place following the conference. The Blue Plains Tunnel is part of the agency?s Clean Rivers Project. Also during the meeting, three students each received $5,000 scholarships from the UCA of SME, while another three students each received $2,500 scholarships from RETC (See page 53).

Increased consumption of concrete in the Pacific Northwest has pushed aggregate resource development pressure from urban areas west of the Cascade Range to rural areas east of the Cascades. Some recent development has focused on barge and rail accessible off-reservation Indian allotments that are exempt from state and county regulations. These lands have their own unique set of challenges, especially when Federal and Tribal governments have conflicting goals and attitudes pertaining to resource development. This paper discusses issues of leasing, reclamation, Federal vs. Tribal authority, cultural resources, and the history of allotment.

Naturally occurring asbestos in aggregate and other mineral deposits, and the release of asbestos fibers into the ambient environment, is a public health concern. Determining the presence of asbestos in an ore body also presents a considerable sampling and analytical challenge. Improper and inaccurate identification of asbestos can result in unwarranted public and worker panic leading to significant costs to mine operators both in terms of dollars and company image. Some companies have been forced out of business simply because they had the non-asbestiform, prismatic variety of one of the six asbestos minerals. In the late 70’s, asbestos was found as a contaminate in a trap rock quarry in Rockville, Maryland. This discovery led to a massive overreaction by federal, state and local governments. In 1986, the Occupational Safety and Health Administration (OSHA) promulgated a final rule that regulated the common non-asbestiform mineral habits of actinolite, tremolite, and anthophyllite as if they were asbestos. The rule was reversed after a six-year struggle. Recently, the Libby, Montana, W. R. Grace vermiculite - asbestos, as well as the California chrysotile in serpentinite, and the New Jersey Southdown quarry – asbestos events have rekindled the entire issue of naturally occurring asbestos. It is time to get this concern addressed with sound science so that real asbestos is properly identified and controlled.

An assessment of U.S. western hardrock miners? noise exposures was conducted as part of a multi-year National Institute for Occupational Safety and Health (NIOSH) survey of noise exposures in each sector of the mining industry. Noise from selected mining equipment and operator noise exposures were measured, analyzed and tabulated for dissemination to the participating sites and are being used to direct NIOSH research and interventions to address the greatest noise hazards. Eighty-two noise dosimeter measurements were obtained, along with time-motion studies as the miners operated hardrock mining machines. Of the operators, 96% had daily noise doses that exceeded the U.S. Mine Safety and Health Administration?s (MSHA) permissible exposure level. The average gold miner dosages while operating the following equipment were: haul trucks - 261%, load-haul-dumps (LHDs) - 235%, single boom drills - 221%, bolters - 214% and dual boom drills - 163%. The worst exposure level was a silver miner with a daily dose of 873%. Time-motion data showed that this miner?s exposure accumulated most rapidly while operating a jackleg drill. These results will be used to help prioritize noise control development by NIOSH and other partners.

1.0 PROLOG Since the "end" of the Cold War, revolutionary new research and commercial remote sensing capabilities are being developed that will dramatically change the way we map the earth and address its environmental problems. The technology challenge is not the growth of new environmental remote sensing technologies themselves. It is, rather, how these new innovative observing systems can be accepted and used to the benefit of both the regulatory and the mining communities in the light of present concerns about unknown risks of discovery and liability. The San Vicente to 2nd Aqueduct Pipeline?Tunnel project is a raw water conveyance tunnel linking the San Vicente Reservoir (SVR) to the 2nd Aqueduct Pipeline via Rancho Penasquitos Pressure Control Facility (RPPCF). This 58,230 lf long tunnel will be 8.5? final ID, and has four points of construction access. The job is classified into 6 Reaches of tunnel, identified by the dominant geology within the reach. This paper will focus on Reach 3, specifically the measures necessary to drill and blast a 550 lineal foot section of granitic rock tunnel immediately in front of an open face digger shield.

The ability to detect and quantify ground movements in underground mine workings is of the utmost importance to the safety of miners and continuity of operations. Rib sloughage is one of the most common forms of underground deformations. Remote sensing techniques, such as laser scanning, can be used to quantify this rib sloughage, by recording precise, time-lapse point clouds of mine workings. In order to determine sloughage volumes and locations, a total of 11 laser scans were performed 41 days apart at a working section of an underground limestone mine. During this period, significant sloughing and scaling occurred, allowing for differentiation between the initial and final point clouds.

What prompted the merger of the two long-established American Mining Congress/National Coal Association (AMC/NCA) groups that combine the coal, hard-rock, industrial- and agricultural-minerals sectors of mining? Both associations have been facing similar stresses for several years - structural changes in their respective industries, the changing personality and role of government and well-financed and organized opposition groups. In 1993, the AMC board of directors undertook efforts at reorganizing the association. One board member, who serves on both boards, suggested it might be time to give serious consideration to merging the organizations. This is an idea that had been discussed more or less informally at least three times during my tenure at NCA. Negotiations toward a merger began after that and were consummated in February of this year.

Brightwater West (BT4) represents the state of the art in utility tunneling, namely a long relatively small diameter, soft ground tunnel, with no intermediate shafts, under significant groundwater pressures, requiring very precise survey control in order to hit a small exit window. The tunnel is over 6.4 km (4 miles) in length, is expected to encounter active earth pressures of over 5 bars in glacial geology, and a planned hole through into a shaft eye constructed at 45.7 meter (150 feet) below the water table. Despite the fact that all of these challenges have been previously overcome in larger diameter tunnels, the technical solutions are much more challenging in a smaller diameter due to the lack of space available for implementing the equipment and techniques required. In addition to the technical challenges, the project is faced with many of the constraints designed to minimize the impact of these types of projects on the neighboring community and environment. The work shaft for BT4 is within 15.2 m (50 feet) of Puget Sound and is on a site that was previously occupied by petroleum storage tanks, and all of the tunnel muck has to be removed from the site by barge as trucking is not allowed by contract. The paper addresses the work performed during the preparation for tunneling stage of this project both in assembling the TBM and in preparing the site for its arrival.

Computer simtiation is a technique that has beers around for many years. Its applications include designing steel mills, planning space shota, or even developing ways to beat the casinos in Las Vegas. However, the use of computer sirndation in surface coal mining is fairly recent. The "Service de Protection Technique"of the "Institut de Protection et de Sûreté Nucléaire" was asked by the Commission of European Communities to conduct measurement campaigns which would make it possible to evaluate, on an experimental basis, the collective risk to miners exposed to radon in underground, non-uranium mines located in countries within the European Community. 1. METHODOLOGY USED TO CONDUCT THE CAMPAIGNS This campaign is original in that direct measurements of the individual monthly exposure to potential [a]-energy from short-lived radon daughters are made using personal [a]-dosimeters described previously (1). We call this type of dosimetry "personal dosimetry". The workers who wear the personal [a]-dosimeters were selected taking into account the various categories of workers and their work assignments in the various areas of the mine. Another way of finding out the occupational exposure of these miners consists in making numerous measurements of the radon concentration at the various work places, taking into account the time spent at each place by each worker. This procedure is too complex for an evaluation of the collective risk as requested by the Commission of European Communities and was therefore rejected. Additional data was gathered during these measurements campaigns using the following techniques (table 1). ZETTWOOG The mines were chosen to include a larger variety of types of ore, of geological situations, and of mining methods. 2. Parts I and II in this series of papers presented the chemistry of medium-temperature pressure leaching of copper sulfide concentrates and reviewed the metallurgical development of a process to effectively recover copper using medium-temperature pressure leaching and direct electrowinning (DEW). Part III reviewed the large-scale demonstration of the MT-DEW-SX process at Bagdad, Arizona. Key features of the process were the use of superfine grinding of the concentrate (to a P98 of 12 to 15 µm and a P80 of 6 to 7 µm), pressure leaching at 160ºC with 1,380 kPa (200 psig) oxygen overpressure, DEW to produce LME Grade A cathode, recycling some of the lean electrolyte to the pressure leaching step, and treatment of a lean electrolyte bleed by solution extraction (SX). Recycling of lean electrolyte provided all of the acid required to effectively dissolve copper and convert approximately 65% to 70% of the sulfide sulfur to elemental sulfur, resulting in an acid-autogenous process for pressure leaching. This paper (Part IV) discusses the development and design of a full-scale commercial application for the Morenci operation in Arizona.
