Recently the attention of the U. S. Bureau of Mines has in a number of instances been called to the firing of shots of permissible explosives in coal mines with delay-action detonators. In one bituminous coal mine they were used to bring down the coal for conveyor loading; in another in blasting pillars, which were not undercut; in another in one of the two charges separated by stemming in deep drill holes where the coal was undercut and sheared and mechanically loaded; in another in shooting top coal; and in another in the shooting of coal faces electrically from the surface. Some of these mines were rated as gassy by the State Mining Department in the State concerned. In most instances the charging of holes was done while the working shift was in the mine, and in some the shots were blasted while the working shift was in the mine. In all of these cases the shots were dependent - that is, the efficacy of the succeeding shots was dependent - upon the firing of the preceding shot or shots. The first shot, or possibly two or three shots, was usually fired with a no-delay electric detonator or an instantaneous electric detonator.

Graduate education is an integral part of the Center's research program. The scope of. work and the duration of each research project is calculated, in part, by taking into consideration the needs of the graduate research program and graduate training. Full development of student involvement, as demonstrated by the research practicum which is offered to qualified senior undergraduates at Penn State University and is designed to acquaint them with research methods and techniques and inform them of the opportunities available in this field. and the fulfillment of graduate program requirements are of the utmost concern. The Pennsylvania State University and West Virginia University have accredited mining engineering curricula and rank among the schools with the largest enrollment in this area in the nation. The number of undergraduate students enrolled in mining engineering at Penn State and West Virginia University account for nearly 20%, of the total undergraduate enrollment in this discipline in schools across the United States. The Pennsylvania State University. West Virginia University, Massachusetts Institute of Technology, University of Minnesota, and Michigan Technological University, have granted a total of thirty-five (35) doctorate and masters degrees which can be directly attributed to research conducted in the Center.' Of these graduates, fifteen(15) have found employment in the mineral sector of the economy, i.e., in private industry, with government agencies, and at various universities, worldwide. In addition, a number of those graduating with masters degrees are currently pursuing a doctorate degree.

The law now in effect (January 30, 1931) in the Netherlands with respect to the prospecting for and the developing of minerals is regulated by , or based upon , the French Act of April 21 , 1810 , "Concernant les mines , les minières et les carrières ( Bulletin des Lois No. 285) . " A second edition of a compilation ( by Drs . Ccuvee and Ritter ) of the mining legislation of Holland , including this act with other legal requirements , was published in 1928 under the title of "De Nederlandsche Mijnwetgeving , " by H. T. Tjeenk Willink & Zoon , Haarlem. In this abstract reference is made to the Act of 1810 , the Royal Decree of September 18, 1818 , the Mining Act of 1903 , and the Act of June 20 , 1924 .

"For lower stages of multinozzle micro-orifice impactors, as many as two thousand nozzles are uniformly arranged within a cluster diameter of 1.06 inches. In the impaction region the mass flowrate of the spent air increases along the radius and reaches a maximum at the periphery. The Maslach Burnout Inventory (MBI) was administered and scored for 154 Mine Safety and Health Administration (MSHA) employees kom the US Department of Labor. These employees serve as accident investigators for serious accidents and fatalities as part of their job duties. During a workshop on stress designed for them, subjects volunteered anonymous written anecdotes, confirming and illustrating the findings. The subjects represented locations across the USA and all mining commodities: coal, metal, non-metal, stone, and sand and gravel. The Maslach Burnout Inventory assesses three aspects of experienced burnout: emotional exhaustion, depersonalisation, and reduced personal accomplishments. The average results of the scores for each of the three subscales for the study group of MSHA accident investigators fell in the moderate range. These scores show that the subject population was at some risk for emotional exhaustion and depersonalisation, tending toward burnout. The group evidenced a lower sense of personal accomplishment in their jobs, indicating a higher risk for burnout. From this outcome accident investigators may be at moderate (note: this does not mean average) risk for burnout. The authors recommend follow-up with this population - specifically in training to work with grieving families; and greater organisational support for the accident investigators in this area would be appropriate. An experimental program was conducted to evaluate the accuracy of some current methods for predicting the flammability of gas mixtures containing hydrogen and flammable or nonflammable volatile organic compounds (VOCs) in air The specific VOCs tested were toluene, 1,2-dichloroethane, 2-butanone, and carbon tetrachloride. The lower flammability limits (LFLs) of gas mixtures containing equal molar quantities of the components were determined in a 19.4-1 laboratory flammability chamber using a strong spark ignition source and a pressure criterion for flammability. All but one of the LFL values for the individual components were in agreement with earlier literature values. However, the LFL of l,2-dichlorocthane was found to be significantly lower than the range of values reported for previous determinations in smaller chambers. Two methods for calculating the LFL of mixtures were considered. The Group Factor (atomic) Contribution Method was determined to he generally more accurate than the LeChatelier Method for estimating the LFL of the gas mixtures reported here, although the LeChatelier Method was usually more conservative. The Group Factor Method predicted higher values (nonconservative) for the LFLs of several mixtures than were experimentally measured. For the case of a mixture of hydrogen and carbon tetrachloride, the Group Method estimation of the LFL was seriously in error.

Coal mine fires pose a constant danger to the safety of miners and to their livelihood. Underground mine fires pose an added hazard because of the confined environment with remote exits. Enactment of safety regulations [30 CFR2 75 and 771 for under- ground coal mines and surface coal operations has greatly improved the safety of miners. However, mine fires and fire injuries remain serious hazards for all coal mining operations. This report analyzes mine fires and fire injuries for all U.S. coal mining categories (underground coal mines, surface of underground coal mines, surface coal mines, and coal preparation plants) during 1990-1999. Fires involving contractors are also included in the analysis. Similar analyses (for underground coal mines only) by the former U.S. Bureau of Mines (USBM) were reported by McDonald and Pornroy [I9801 and Pornroy and Carigiet [I9951 for 1950-1977 and 1978-1992, respectively. For comparison purposes, data for 1978-1 992 are mentioned in the "Underground Coal Mine Fires" section of this report. Detailed analyses of mobile equipment fires for all underground and surface coal and metal/nonmetal mining categories during 1990-1999 have recently been reported by NIOSH [De Rosa 20041. Risk rate values (fire and injury risk rates) for the 10-year period (1990-1999) and for five successive 2-year periods within the 10-year period are derived. Risk rate values for individual states for the 10-year period are also derived. Other variables by state and time period include employees&apos; working hours, lost workdays, and coal production (underground and surface coal mines only). The number of fire fatalities is reported by time period. Variables such as ignition source, method of detection and suppression, equipment involved, location, and burning material are reported by five 2-year periods only. Furthermore, the number of fire injuries per number of fires causing injuries and total fires has been analyzed by year, ignition source, equipment involved, and location. For comparison purposes, the major fire and fire injury findings for all coal mining categories have been reported. The data in this report were derived from "Injury Experience in Coal Mining" [MSHA 1991a, 1992,1993,1994a, 1995a, 1996, 1997, 1998b, 1999c, 20001, "Fire Accident Reports" [MSHA 199 1 b,c; 1994b; 1995b,c; 1998a,c,d,e,f; 1999a,b,d,e], MSHA "Fire Accident Abstracts" internal publications, and verbal communications with mine personnel. Mining companies are required by 30 CFR 50 to report to MSHA all fires that result in injuries and fires that are not extinguished within 30 min of discovery. A small number of fires lasting <30 min without injuries reported in the "Fire Accident Abstracts" have been included in this report. The analysis in this report will provide the National Institute for Occupational Safety and Health (NIOSH), the Mine Safety and Health Administration (MSHA), and the mining industry with a better understanding of the causes and hazards of mine fires and fire injuries. It will also form a basis for developing future fire research programs.

Regular monitoring for methane gas is required near working faces in gassy underground mines where the potential for methane ignitions is greatest. However, high concentrations of methane can also accumulate outby the face where methane levels are monitored less frequently. Wearing a personal methane monitor equipped with an alarm could protect persons working in these outby areas from injury or death due to methane ignitions. The National Institute for Occupational Safety and Health (NIOSH) has conducted studies to evaluate methanometers that could be used as person-wearable monitors. For the present study, seven different person-wearable monitors that are not currently approved for underground use were evaluated. This paper describes test procedures used to evaluate performance of methane monitors that could be used underground for continuous personal monitoring of methane. The information in this report provides data that allows the reader to make side-by side comparisons of these instruments.

Researchers working for the National Institute for Occupational Safety and Health (NIOSH) at the Pittsburgh Research Center are developing ways to protect the health of miners. Part of that effort is improving the air quality in metal/nonmetal mines by developing proper ventilation techniques. The air quality of large opening nonmetal mines can be greatly improved by using engineering controls of contaminant prevention and proper ventilation techniques. Contaminant prevention includes methods to reduce contaminants from entering the mine air. Ventilation can be improved with appropriate fan selection and fan operation used in conjunction with air coursing using manmade and insitu rock stoppings.

Fatal accidents at coal mines throughout the United States numbered 170 during May , 1923 , according to reports received by the Bureau of Mines of the Department of the Interior from State mine inspectors . The production of coal during the month was 54,649,000 tons ; hence , the fatality rate was 3.11 per million tons . In May last year the fatality rate was 4.22 , based upon an output of 20,636,000 tons , including 35,000 tons of anthracite . Because of the miners ' suspension of work last year, the production of fresh-mined anthracite in May 1922 was completely stopped ; in May 1923 the anthracite output was 9,573,000 tons . For bituminous mines alone , the fatality rate in May 1923 was 2.67 per million tons as compared with 4.17 in May a year ago . During the first five months of the present year , the fatality rate for bituminous mines was 3.55 per million tons , based on 809 deaths , as against a rate of 3.70 for the corresponding months last year, based on 611 deaths . The rate for 1923 represents a reduction of 4 per cent . For anthracite mines alone the five-month fatality rate for 1923 was 5.36 per million tons , based on 228 fatalities , as against a rate of 6.72 for the first five months of 1922 based on 147 fatalities . The rate for 1923 represents a reduction of 20 per cent . The average fatality rate for May during the past ten years ( 1913-1922 ) is 3.37 per million tons for bituminous coal mines and 6.02 per million tons for anthracite mines . A gas explosion , due to open light , occurred on May 6 at Aguila , Colorado , and resulted in the death of ten men . This explosion brought the number of "major disasters " in 1923 to 4 , with a loss of 145 lives . During the first five months of last year, there were 7 similar disasters with a loss of 82 lives . The year's record to date for all fatalities from all causes shows a reduction in the fatality rates per million tons from haulage accidents and from falls of roof and coal , an increase in explosions of gas and dust and in accidents due to electricity , and no change in the fatality rate from explosives . The reductions in haulage accidents and in falls of roof and coal are particularly gratifying, because these two classes of accidents usually cause about 65 per cent of all fatalities in the coal-mining industry . In restricted vertical working heights such as low-seam coal mines, workers are forced to assume kneeling or squatting postures to perform work. These postures are associated with increased risks for the development of significant knee pathologies such as meniscal tears and osteoarthritis [1,2]. Previous research has shown an increased applied knee flexion moment when kneeling in high flexion [3]. However, these models have been applied to flexion up to 140° which neglects contact between the thigh and calf which occurs beyond 140°. In addition to thigh-calf contact, when kneeling near full flexion there may be additional contact between the heel and gluteal muscles. To the author?s knowledge, heel-gluteus contact has not been previously investigated, but thigh-calf contact has received some attention. Zelle (2007) reported thigh-calf contact forces up to 30% bodyweight (BW) [4]. Zelle (2009) reported decreased knee forces when accounting for thigh-calf contact [5]. Caruntu (2003) reported erroneous force and moment estimations when thigh-calf contact was neglected from models to determine muscle and ligament forces [6]. In this study thigh-calf and heel-gluteus contact forces were quantified to determine their effect on the externally applied flexion moment in high flexion.

1. Potential groundwater pollution resulting from large-scale surface mining in western states should be evaluated. 2. Criteria should be developed for the design, construction, operation, and abandonment of sediment ponds for maximum removal of suspended solids. 3. Methods should be developed for reducing suspended solids discharges from surface mines to less than 30 milligrams per liter. 4. A manual should be developed in the form of guidelines for sediment and erosion control planning and implementation. These guidelines must be designed to cover all phases of the coal surface mining operation (i.e., before, during and after mining). 5. A mine road manual should be developed for use by surface mine operators and State and Federal Agencies. Erosion, water control, and dust control should be covered in detail. 6. The block-cut, head-of-hollow fill, and mountain-top removal methods and techniques of contour mining should be evaluated, designed, and ultimately demonstrated in steep, mountainous terrain. Designs should be prepared for single and multiple seam applications. The demonstrations must show that these mining systems will secure rapid achievement of reclamation require¬ments and provide maximum, safe, economic coal recovery in an environmentally safe manner. 7. A Blasting Manual should be developed for use by industry and enforcement agencies. Stress should be placed on how to keep vibration levels and air blast pressures well below accepted safe criteria. Also, methods that can be used to control noise should be listed. 8. Investigations should be conducted on the effect of continued vibrations from blasting on structures that are near quarries. 9. Additional guidelines need to be developed for sampling and analysis of overburden material and associated coals for trace elements and noxious strata. Samples are extremely sensitive, and the source and manner of their collection, handling, storage, and treatment, as well as the techniques of analysis, need to be developed and described. This information can be used to predict possible future problems.

It would permit coal mines to operate continuously instead of intermittently . Intermittent operation increases the cost per ton for mining , and makes the yearly return to labor low . These conditions contribute to serious instability and unrest in one of the fundamental industries of the country and this can be changed only by coal buyers doing their part to insure steady work . The railroads are now required to transport the maximum amount of coal during the winter months when traffic is most interfered with by bad weather and when the maximum amount of coal is used by the railroads to handle other coal . The railroads now use nearly 30 per cent of the total output of coal . About one- third of their freight traffic is hauling coal , so that economy of fuel used by the railroads will produce a considerable gross saving .

Pulmonary inflammation is accompanied by increased microvascular permeability and leakage of plasma into alveolar spaces. Serum has been shown to affect superoxide (O2-) production from pulmonary alveolar macrophages (PAM) in vitro, and in some cases serum has been shown to be necessary for stimulation of PAM. An electro-optical method was used to measure O2- production from single PAM by measuring the reduction of nitroblue tetrazolium (NBT) to a diformazan precipitate (NBTH2) from videorecorded images of individual cells. PAM were stimulated by their initial attachment to culture dishes independent of serum. The addition of 2% serum to the culture medium increased NBTH2 production during attachment, whereas concentrations of 5 and 10% serum had no additional effect. In contrast, PAM incubated for 2 hrs could not be stimulated by phorbol myristate acetate (PMA) or zymosan particles to produce O2- unless serum was present during the incubation and/or stimulation; however, NBTH production was similar in all cases of serum addition. Also2, serum alone did not stimulate adherent PAM indicating that serum is necessary but not sufficient for stimulation of attached. PAM. These results suggest that changes in microcirculatory permeability may have a pronounced effect on superoxide production by PAM and that serum may help regulate or condition these cells during inflammation of the lung. Information is presented on remote sealing of a mine passageway through a borehole by five methods : PPnneeuummaattiicc injection of mineral wool and sand, ureaformaldehyde foam , balloons , urethane foam, and caving by blasting . An adaptation of the method using pneumatically conveyed mineral wool was tried in an operating mine . Further research is needed to simplify and to improve the techniques involved , as well as to explore the possibilities of other methods and combinations .

Carbon monoxide poisoning is one of the most widely distributed and most frequent causes of industrial accidents . Carbon monoxide gas is a product of incomplete combustion , and since it is without color , odor , or taste , its presence is frequently unsuspected in many places where it exists . It is an ever present danger about blast and coke furnaces , smelters , and foundries . It may be found in buildings having a leaky furnace or chimney , and in buildings where a gas stove is used without a proper flue connection , such as is often found in tenements , tailor shops , and boarding houses . Hospitals receive annually a great number of victims of poisoning , either by accident or in an attempt at suicide , from artificial illuminating gas . People may be affected by leaks wherever water gas is formed or used . The exhaust gases from gasoline motors under average running conditions usually contain 5 to 7 per cent carbon monoxide , and sometimes as much as 13 per cent ; deaths from running an automobile engine in a closed garage are not infrequent . A similar danger may arise in operating gasoline engines in launches without sufficient ventilation . The gas is formed also in stoker rooms , in gun turrets on battleships , in petroleum refineries , and by the Lablanc soda process in cement and brick plants . In underground mines carbon monoxide may appear as the result of shot firing , mine explosions , or mine fires , and in tunnels where automobiles , coal or oil - burning locomotives are operated . In spite of the common occurrence of carbon monoxide poisoning there appears to be no uniformly recognized treatment for a person overcome by carbon monoxide . In the rescue work of the United States Bureau of Mines , however , a method has been developed which has been supported by laboratory investigation , and has proved successful in practical experience , over a period of years . As outlined in this article , the method is useful in the hands of first -aid men as well as physicians .
