[This paper presents one of a series of digests of foreign mining legislation that is being prepared in advance of a general report relative to the rights of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the mining legislation of Bulgaria was prepared from a copy (in French) of the Mining Laws of Bulgaria, promulgated by Royal Decree No. 33 of I. arch. 31, 1910, and published in the "Journal Official," No. 83, April 14, 1910, and checked against a digest prepared by Maynard B. Barnes, First Secretary, American Legation, Sofia, Bulgaria, dated June 10, 1932, which was transmitted through the courtesy of the Department of State. CLASSIFICATION OF MINERAL SUBSTANCES Mineral deposits are classed either as mines or quarries. (Art. l.) Tunes are deposits, the products from which must be processed. Under this class specific mention is made of the metals (gold, silver, copper, lead, zinc, iron, chrome, titanium manganese, tungsten, tin, mercury, platinum, cobalt, nickel, cadmium, aluminum, molybdenum, bismith, uranium, antimony, arsenic), sulphur and other "analogous" mineral substances, phosphate rock, iron pyrites, sulphates, saltpeter, alum, boracic acid and its compounds, talc, asbestos, amber, graphite, merschaum and precious stories of all kinds, reek salt and other salt, peat, coal, petroleum, ozocerite, asphalt and all other bituminous substances. "INTRODUCTION Ignitions of gas at the coal face when a blast is fired electrically are often a tributed to the explosive; but sometimes the ignition cannot be explained satisfactorily in this way-in fact, ignitions have occurred when the detonator has failed explode.The possibility of such electrically by sparks from the blast between poorly insulated leading wires and detonator leg have been recognized. Several countries have provided safe types of single-shot blasting units; some have permitted the use of larger multiple-shot blasting units provided each unit is equipped with a time-limiting switch that prevents unnecessarily long application of voltage on the leading wires after the shot has occurred, the assumption being that the firing line will this be dead before damage to the wires and subsequent sparking can take place. An extensive research was made by a French commission relative to the characteristics of electric detonators and methods of firing. Along other tailings they investigated the probability of ignitions by sparks across the leading wired at the face, also the time and duration of the various events in blasting, such as ignition of the detonators, movement of the coal face, and application of firing current. They suggested, as a means of eliminating or reducing tilt possibility of gas ignitions from the blasting unit, that the timing switch of the blasting unit be designed to disconnect the blasting"

The Great Eastern nickel deposit is located in the western foothills of the Virgin Mountains in the Copper King or Bunkerville district situated in the southeastern part of Clark County, Nev. It is covered by a group of eight claims that can be reached by turning south from U. S. Highway 91 at Riverside, Nev., and driving about 12.6 miles southeast over a winding mountain road, which rises from about 3,000 feet to 4,000 feet in elevation. The climate is dry, with only a small amount of rainfall throughout the year. The temperature ranges from hot during the summer to short periods of freezing weather during the winter months. The vegetation is of the desert variety, and no timber is available for mining. Water for mining purposes would have to be pumped from lower areas. A granitoid gneiss comprises the largest part of the rock outcrops. It has a steeply dipping foliation that strikes about N. 75° E. The gneiss was intruded by basic dikes, which in turn were intruded by pegmatite dikes. The ore occurs as lenticular bodies formed by the convergence of several pegmatite dikes within the main dike. The principal sulfide minerals are pyrite, pyrrhotite, and chalcopyrite, which contain a small amount of nickel. Late in the year of 1939, the Bureau of Mines undertook an exploration project on the Great Eastern property to extend or delimit the known mineralization. Underground work, consisting of 590 feet of drifting and crosscutting, was completed in September 1940, and 1,091 feet of diamond, drilling for downward extension of an ore body in the Lower edit, which was completed in February 1941.

Pure respirable quartz is a known pathogenic agent for lung disease. However, for mixed dusts, neither mineralogical nor in vitro cytotoxicity assays unequivocally predict the contribution of quartz to their pathogenic potential.First, although Coal Workers' Pneumoconiosis (CWP) and Progressive Massive Fibrosis (PMF) prevalence have been found to correlate with total respirable coal mine dust exposure, and with coal rank (Attfield and Morring, 1992), epidemiological studies generally have not found the quartz component of coal mine dust as measured by X-ray diffraction or infrared spectroscopy (each of which essentially measures the mass-percent quartz in a bulk sample) to be clear predictors of CWP prevalence or incidence (Walton et al., 1971). Second, the properties which distinguish the extreme fibrogenic potential of quartz are not revealed by conventional in vitro bioassay comparison with other silicate mineral dusts. As an example, quartz and kaolin (aluminosilicate) clay in vitro cytotoxicities are comparable for lavaged primary pulmonary macrophages.The studies discussed here address these two anomalies from a general hypothesis that the pathogenic activity of respired quartz particles is associated with properties of, and interactions with, the particle surfaces. One factor in the expression of toxic activity by a particle surface is the biological availability of that surface. Anomalous lack of correlation of disease prevalence with mass percent quartz in exposures to some mixed composition respirable-sized dusts suggests that individual particle surface features, invisible by bulk sample mass analysis, may alter the biological availability of a fraction of quartz particles in a dust. For pure-surfaced mineral particles, the comparably strong prompt membranolytic activities of quartz and kaolin in vitro suggest that upon deposition of such particles in the lung there must be other interactions with particle surfaces which distinguish quartz. This might be due to toxic surface-associated sites specific to silica, or to interactions of other sites on other mineral particles which affect the biological availability of their toxic functional groups. For example, alurninol groups on clays affect the availability or activity of adjacent silanol groups. Surface activities which distinguish quartz pathogenici ty might be manifest in one or more of the sequential interactions upon deposition in the lung; first with the pulmonary surfactant system, then with extracellular and phagolysosomal enzymatic digestive processes, or with subsequent cytotoxic processes.

Equipment and procedure for the continuous roll bonding of metal strips are described. The reels, mill rolls, and furnace were located within a vacuum chamber capable of operation at a residual gas pressure of 1 x 10-4 to 1 x 10-5 torr. Several metals were successfully clad at rolling temperatures of 930° to 1,050° C in lengths up to 120 ft. The bimetals that were clad included stainless steel to carbon steel, molybdenum and nickel to stainless steel and carbon steel, and titanium to carbon steel. Bend tests of bond integrity are described, and microstructures of the interfaces are presented. The amounts of brittle intermetallic phases formed at the interface are minimized by this cladding method.

"INTRODUCTION As a byproduct of its mineral investigation program, the Bureau of Mines has developed a number of operating devices and techniques worthy of note. This paper, prepared under the direct supervision of Paul T. Alisman, chief, Salt Lake City Division, Mining Branch, and under the general supervision of Lowell B. Moon, chief, Mining Branch, reports upon ore such technique.The Wright borehole-surveying instrument developed at the Homestake mine, Lead, S. Dak., has been described in several publications. 3/ For the benefit of those to whom the publications are not available, the instrument is described here. However, this article will be concerned mainly with the technique developed by the Federal Bureau of Mines for using the instrument.In the use of the Wright borehole-surveying instrument, it was found advantageous to develop a standard practice of operation covering type of film, preparation and care of film, loading film in instrument, placing instrument in container, exposure time, unloading film from instrument, development of film, and determination of dip and strike from film impressions."

The attention of this group was focussed on four through-the-earth communication systems that are presently of high interest to the U.S. Bureau of Mines; four systems for providing operational/emergency communications on the working sections of coal mines, indeed up to the very face of the section. The systems are: uplink-data, downlink-voice, sidelink-call alert coded page, sidelink-roof bolt voice page. Each of these systems makes use of the mine overburden as the signal transmission medium, as opposed to the guiding wires, cables, and tunnels treated by the operational communications working group. Each of these systems satisfies one or more of the Bureau's objectives for mine communications systems; namely • reliable links for monitoring the mine environment under both operational and emergency conditions. • reliable links for communicating with miners during emergencies. • special links for increasing the efficiency of day-to-day operations of the mine. Each of these systems has been successfully demonstrated on a limited experimental basis, and prototypes of all these systems are installed and operating in the USBM experimental mine in Bruceton, Pa. Each of these systems must now be optimized regarding its performance, and engineered for practical routine application to the working sections of actual operating coal mines, particularly those of the room and pillar type. This optimization and engineering must take place subject to the principal constraints listed by Howard E. Parkinson in his Workshop paper entitled, "Objectives and Constraints of Through-the-Earth Electromagnetic Communications Systems'' and enumerated below. • Depth of Mine Overburden • Overburden Conductivity • Electromagnetic Noise In and Above Mines • Limited In-Mine Electrical Energy (Stationary or Man Carried) During an Emergency • Intrinsic Safety for In-Mine Equipment • Practical and Rugged Equipment for Use Under Both operational/Emergency conditions • Severe Weight Limitations for Man Carried Equipment • Reasonably Low Costs Especially for Man Carried Equipment Part II of this paper provides a brief description of each system, while Part III summarizes the present status of developments related to these systems and some recommendations for future work needed to advance these systems to the practical application stage.

The accident experience of the California petroleum industry for 1927 was characterized by a decrease it .the number of fatalities. The year closed with a total of 41 fatal accidents, as compared with a total of 54 for the preceding year. 3 In percentage, the figure for 1927 represents a decrease of 24 per cent from that of 1926 and evidences the promising results of organized safety work, in which the industry in California has taken an absorbing interest. The percentage of decrease for 1927 is the largest recorded in any one year since the compilation of the fatality record in the California petroleum industry was begun. Although good progress has been made during the past few years, much remains to be done to reduce still further the human and economic waste caused by accidents. This review is intended to show the employee, as well as the employer, the proximate and contributing cause of accidents. To increase the value of the report, preventive measures in various instances are suggested, on the theory that accidents of a similar nature will occur unless remedial action in taken to remove the cause.

The Secretary of the Interior acting through the Bureau of Mines and the Geological Survey is authorized by the Strategic Materials (Public No. 117 - 76th Cong., Chapter 190 1st Sess.) to make investigation concerning essential minerals of which the quantities or grades obtainable from known domestic sources are inadequate. The Bureau of Mines, in carrying out its part of this program, may investigate deposits of such minerals in whatever manner may be necessary, in order to determine (1) the extent and quality of the are, (2) the most suitable method of mining and beneficiating it, and (3) the cost at which it may be produced. The essential objective in doing these things is to determine where and how supplies of minerals and metals of which domestic production is usually inadequate might be obtained in a national emergency, even though at higher cost than usual.

In 1972, the Bureau of Mines developed a direct-method test for measuring the gas content of virgin coal core samples for coal mine health and safety considerations. Since that time, approximately 1,500 coal samples from more than 250 coalbeds in 17 States have been collected for gas content determination. The gas content data, when combined with geologic and engineering studies, can be used as a basis for a preliminary estimate of mine ventilation requirements, and to determine if methane drainage in advance of mining should be considered. The data are also critical in delineating coalbed methane resources and in utilization feasibility studies. This report makes the Bureau's extensive data base of gas content data more readily available to the coal and gas industries. The data are presented in tabular form, alphabetically by coalbed name and by State. The components of the total gas content (lost, desorbed, and residual gas) are given, Location (State and county), sample depth, coalbed or formation name, and coal rank are included for geographic and geologic identification.

Comprehensive ventilation surveys are made to review the adequacy of the mine system with regard to both statutory requirements and/or company policy, to evaluate improvements to the current ventilation system and to plan for £stun expansion. If computer simulation is to be used for these purposes, accurate quantity and pressure measurements become an absolute necessity since the validity of the computer generated output is heavily dependent on the accuracy of the input data. Consequently ventilation surveys that are run to generate input data for computer simu¬lation must use the best data collection procedures to guarantee as accurate results as are possible. These requirements have led to modifications in procedures that are used for routine ventilation surveying. McElroy and Kingery (1957) have recommended that pressures be measured independent of quantities since minor changes in mine conditions have a greater effect on absolute pressure measurements than on quantity measure¬ments. They estimate that, for large mines, a pressure survey may take only 1 to 3 days while the corresponding quantity survey would require 1 to 3 weeks. Although this procedure would undoubtedly lead to more ac¬curate pressure measurements, its use for the development of computer input data is not recommended for the following reasons. Atkinson's equation, H = RQ2, is used in computer oriented analysis to develop the airway resistance, R, based on quantity and pressure loss measure¬ments. It can easily be seen that since R a 1/Q2 and R a H, the effect of errors in quantity measurement is, in fact, more significant than those in pressure measurement. The flammability of trichloroethylene vapors in air has been determined in a 7-inch cyclindrical vessel. Saturated flammable mixtures were formed with air at atmospheric pressure between 30° C (86° F) and 82° C (180° F); the trichloroethylene concentrations at these temperatures are 12.5 (lower) and 90 (upper) volume-percent, respectively. Further study is necessary to assess the effects of different variables on the flammability of this material. INTRODUCTION Trichloroethylene (TCE) (ClHC = CCl2), sold under various trade names (Blacosolv, Perm-A-Clor, Tri, Triad, Triclene, Trivec, Tromex, Vapoclean, Vapoclor, Westrosol, etc.), is an important industrial chemical. A summary of its physical and chemical properties is given in table 1. It is used to degrease metals, leather, and textiles, to extract residual oils from vegetable oil cakes, for dry cleaning, and in soap. It is a powerful solvent for fats, resins, bitumens, rubber, sulfur, and phosphorus. Several explosions in which trichloroethylene was involved prompted an investigation by the Bureau of Mines to determine the conditions under which such accidents can occur.

High-pressure, high-temperature hydrogenation of coal has been known and practiced for many years. A full' understanding of the mechanism in this process by which coal is converted to oil and gas must rest on a critical interpretation of the manner in which external variables influence the rate and the course of the coal-hydrogenation reactions. Same Bureau of Mines studies on the effect of temperature, catalyst, and rank of coal on these reactions have been published. The effect of pressure was not studied in this earlier work, and the effect of reaction time was complicated by the interruption of long reaction periods in order to refill the autoclave with hydrogen. It is the purpose of this paper to present data from more recent autoclave experiments that extend the results of Storch, et al, on the kinetics of coal hydrogenation. These data must be explained by any comprehensive theory of coal hydrogenation; their detailed evaluation, however, will be deferred until a later publication.

Coalbed gas content measurements are commonly used in mine safety as well as coalbed methane resource assessment and recovery applications. Gas content determination techniques generally fall into two categories: (1) direct methods which actually measure the volume of gas released from a coal sample sealed into a desorption canister and (2) indirect methods based on empirical correlations, or laboratory derived sorption isotherm gas storage capacity data. Direct gas content determination techniques may be further. subdivided into quick-crushing and extended desorption methods. The quick-crushing methods are primarily used in mine safety applications outside the United States, but have also been used for resource recovery applications. Quick-crushing methods rely on crushing the coal sample soon after collection to release all the desorbable gas, thus significantly shortening the amount of time required for desorption measurements. However, some data useful for resource recovery applications are lost. Extended desorption techniques are most commonly used for resource assessment and recovery applications where information on desorption rates is useful for reservoir modeling, and for fundamental coalbed methane research. Extended desorption methods allow the gases in the coal sample to desorb under controlled laboratory conditions until a defined low desorption rate cutoff point is reached. The sample may then be crushed to measure the amount of gas remaining within the sample. Direct method techniques for gas content measurement are the focus of this paper.

The iron-ore ranges in the Lake Superior district are the liarquette in Michigan, Menominee and Gogebic in Michigan end Wisconsin, and the Vermilion, Mesabi, and Cuvuna in Minnesota. These ranges produce about 85 percent of the iron ore mined in the United States. Accident experience in connection with this production is better than that of the regions producing the remaining 15 percent. Production and shipments vary slightly from year to year but closely approximate each other over a period of years. During the 4-year period 1940 to 1943, inclusive, 323,667,599 long tons of iron ore was shipped from the Lake Superior district.4/ Michigan and Wisconsin shipped 65,386,608 tons, or 20.2 percent of the total, and employed approximately 15,000 men; Minnesota shipped 258,280,991 tons, or 79.8 percent of the total, and employed approximately 10,000 men. The tons produced per man employed is much, greater in Minnesota than in Michigan and Wisconsin owing to the large open-cut production in Minnesota.

The methane emissions from an advancing coal mine section were continuously monitored for 120 days. During this time, the section advanced 2,000 feet into virgin Pittsburgh coalbed producing 54,565 tons of coal with a total methane emission of 91 million ft3. Analysis of the data gathered showed that daily methane emissions did not correlate with overburden thickness and daily coal production. A good correlation was found between the daily methane emission and the average length of rib exposed to virgin coal.

The Rainy Creek deposits lie at the western base of the Kilbuck Mountains, about So miles southeast of Bethel, in southwestern Alaska. The deposits were brought to the attention of the Bureau of Mines by placer miners on Rainy Creek after cinnabar concentrates were recovered by their gold-mining operations. In August 1947 the Bureau excavated 1,500 feet of dozer trenches totaling 2,547 cubic yards. Further hand trenching in the bottoms of the dozer trenches on the surface totaled 1,440 linear feet, or 40 cubic yards. Nineteen samples were taken for analyses.

This study was undertaken to determine the effect of consumable-electrode vacuum arc melting on the properties of copper and to determine the applicability of the process to the production of cast shapes of copper. Ingots and castings were produced from electrolytic tough pitch copper (ASTM designation ETP), from electrolytic cathode copper (ASTM designation CATH), and from oxygen-free copper (ASTM designation OF). The products of this study were evaluated to determine the effect of the melting process on the removal of impurities from the copper and on the physical properties of the copper. The results indicate that consumable-electrode arc melting can be satisfactorily applied to the melting and casting of copper. Ingots prepared directly from electrolytic cathode copper contained slightly higher levels of impurities than are found in commercial oxygen-free copper, Excellent results were obtained with centrifugal castings of unalloyed copper, and reasonably successful static castings can be produced if proper mold and gating systems are employed.

"Abstract—Inhaled particle contact with pulmonary surfactant in the hypophase lining pulmonary alveoli was modelled in vitro by exposing two respirable sized dusts, kaolin and silica quartz, to lecithin, a major component of pulmonary surfactant, emulsified in physiological saline. Lecithin adsorbs to the dusts upon incubation at 3TC and suppresses their cytotoxicity as measured by pulmonary macrophage and erythrocyte assays, suggesting that pulmonary surfactant provides a defence system against prompt cell membrane lysis by inhaled dusts. Subsequent pulmonary macrophage phagocytosis and lysosomal enzyme digestion of the coated dusts was modelled in vitro by incubation with phospholipase A2 for one hour. With increasing lipase activity, silica haemolytic potential was restored to native silica levels. Kaolin was retoxified to levels far in excess of native kaolin haemolytic potential. Elution, thin layer chromatography and phosphate assay of treated dusts indicate that most lecithin on silica is digested to lysolecithin and desorbed, silica retoxification being due to surface and adherent lysolecithin effects. Most lecithin on kaolin is not digested in the same time; that which is. results in adherent lysolecithin which is responsible for the kaolin retoxification. Digestion with phospholipases A2 and C together produces only weakly retoxified kaolin. Results suggest that surface adsorption properties which control the adherence of prophylactic surfactant distinguish the pathogenic potentials of quartz, kaolin and mixed dust.INTRODUCTIONERYTHROCYTE HAEMOLYSIS and pulmonary macrophage enzyme release assays show quantitatively comparable high cytotoxicities for both silica quartz and kaolin respirable sized dusts (BROWN, et al., 1980; DANIEL and LE BOUFFANT, 1980.) This contrasts with the strong potential for respirable quartz dust to induce pulmonary fibrosis and the much more limited potential of kaolin dust to do the same (MORGAN and SEATON, 1975).In an attempt to understand this anomalous situation, assays were performed on quartz and kaolin dusts incubated with dipalmitoyl lecithin emulsified in physiological saline, to simulate the initial contact of a respired dust with the pulmonary alveolar hypophase. The ability of kaolin dust to adsorb dipalmitoyl lecithin from physiological saline has been quantified (WALLACE, et al., 1975). Such lecithin treatment suppresses the cytotoxicity of both silica and kaolin to background levels (WALLACE, et a1.,1984).Surfactant coated detoxified dusts should then be phagocytised by pulmonary macrophages, incorporated into a macrophage secondary lysosome and exposed to hydrolytic lysosomal enzymes. Among these is phospholipase A2, which hydrolyses diacyl lecithin to lysolecithin. This was modelled by incubating lecithin treated dusts with phospholipase A2 in vitro to determine if the enzyme can digest the dust-adsorbed lecithin, and if the retoxification differs between the two dusts in a manner which might distinguish their pathogenicity."

"INTRODUCTION The use of gasoline engines as the motive power for lift trucks, tractors, and other types of mobile equipment operated in enclosed spaces, such as industrial plants and warehouses, may create a hazard because of the carbon monoxide present in the exhaust gases of the engines; gasoline-powered equipment should not be used in mines or tunnels. Because the equipment is mobile, local ventilation usually is impracticable, and general ventilation of the spaces is nec-essary to dilute and remove the carbon monoxide. To estimate the rate of ventilation required in such situations, information is necessary on the concentration of carbon monoxide in the exhaust gas and the rate at which exhaust gas is produced under given operating conditions. The purpose of this paper is to present data that may be used in making estimates of ventilation requirements.COMPOSITION OF GASOLINE-ENGINE EXHAUST GASThe exhaust gas of a gasoline engine consists mainly of carbon dioxide, carbon monoxide, hydrogen, oxygen, and unburned hydrocarbons (usually reported as methane), together with the nitrogen present as a residue from the air sup-plied for combustion. 3/ The exhaust also contains water vapor resulting from combustion of the hydrogen of the fuel. The water-vapor content is not included in exhaust-gas analyses calculated on a ""dry"" basis and is not involved in the estimation of ventilation requirements."
