Also, it is the fourth in a series of reports prepared under a cooperative agreement between the Bureau of Mines and the American Association of Cost Engineers. The agreement provides for the publication of an annual cost bibliography with the work load evolved in the preparation shared equally. Appendix A is an abridged extract of the report prepared by the Geotechnical and Structural Engineering Society of Idaho, and presents the results of their one-year study to evaluate the feasibility of disposing mill tailings by landfill construction. Appendix B describes the field and laboratory testing program completed by RDM to assess the effectiveness of a soil (slimes) liner as a means of seepage control to reduce the introduction of contaminants into the local ground water regime. Appendix C presents a summary of a thesis by Lawrence Martin on the analysis of the acid production potential of mill tailings, and the results of geotechnical testing of mill tailings completed by ROM. Appendix D describes potential landfill sites identified within the study area, the development of these sites to meet the present needs of the mining industry and the future requirements of the community is described. Appendix E summarizes the main legislation impacting on tailings disposal. Appendix F discusses the environmental and socio-economic factors that should be considered.

In 1960, the Secretary of the Interior, acting under the provisions of Public Law 454, 80th Congress, appointed a Lignite Advisory Committee to aid in programming research on coal (lignite) of the north-central area. The chairman of this committee is the Secretary of the Interior or his delegated representative, and in all meetings held during 1960 and 1961, the Director of the Bureau of Mines, Marling J. "In California the history of tin mining began in Riverside County in 1853, with the discovery of the Temescal deposit. This deposit remained the only one with a production record until recent small shipments were made from Kern and San Bernardino Counties.According to the California State Division of Mines, Temescal's total output has been about 125 tons of tin, all of which was produced in 1891 and 1892. It was idle from 1892 to 1928.An extensive but unsuccessful development campaign carried on in 1928 and 1929 by the American Tin Corp. produced only half a ton of the metal, and the property again was idle until 1943, when an attempt to resume operations proved unsuccessful. After 1929 no production is recorded from California until 1944 end 1945, when small shipments of sorted ore from Kern County returned about 2 tons of tin and 1-1/3 tons was recovered from sorted ore and concentrates from San Bernardino County. The total output of tin from California has been less than 150 tons, and less than 4 percent of this was produced in the last 50 years, in spite of numerous attempts during that period to promote tin mines,So marked a scarcity of a metal essential in war makes any occurrence interesting. When some prospects were reported to the Bureau of Mines in July 1942, in a new field 10 miles east of Gorman, they were at once examined and the preliminary exploration by the owners closely followed. Eventually one was explored by bulldozing end diamond drilling as a joint project by the Bureau of Mines and the Geological Survey.To supplement this joint project, the authors undertook independently a general survey of tin in California - a survey designed to check reported occurrences and to bring their status up to date. In this work, the 37 places described in the text and spotted on the accompanying map, (fig. 1) were visited end sampled. Although traces of tin were found in many pieces, nothing that suggested a tin mine was found anywhere, and it is difficult to base much hope for appreciable future tin production upon anything found thus far in California."

The aced for reliable reserves of the essential element, manganese, has been a continuing concern of the Federal Government for more than three decades. Because of the increasing vulnerability of outside sources of supply efforts have been intensified to find a means for beneficiating United States domestic deposits. The deposits of most interest would of necessity be near, or have access to, suitable transportation to processing plants. The Georgia manganiferous iron deposits represent some 10 million tons4 of ore readily available to southern iron and steel industries, if a manganese recovery process capable of functioning in the presence of large quantities of iron can be developed. In addition, a successful method for beneficiating the Georgia ore could produce a significant quantity of high-grade iron concentrate. The Differential sulfatization process developed 47 the Bureau of Mines5 seemed to be well suited for this application, particularly because it results in low concentrations of iron in the leach liquors with relatively complete extractions of manganese. In this process, manganese in the presence of iron is preferentially reacted with sulfur dioxide at elevated temperatures and subsequently extracted with water.

The objective of this study is to make a critical evaluation of the magnitude and extent of electrostatic hazards in typical U.S. mining operations and to assess the adequacy of techniques, materials, and equipment for detecting and minimizing these hazards. This was accomplished with an incident/accident survey, mine visits, literature search, and engineering analysis. It was concluded that it would be desirable to (1) utilize ground fault interrupters to minimize stray current from electrical utilities, (2) decrease the current and electrostatic sensitivity of electric detonators used in areas with a high incidence of lightning strikes or troublesome stray currents, (3) institute quality control and test standards for blasting material and protective devices, (4) establish an electrostatic monitoring program for loading ANFO in plastic lined holes, and (5) establish a risk criteria for operator exposure in mines.

Tremendous improvements in mining technology have been witnessed during the past 100 years. For example, before 1860 all blastholes were drilled manually and blasting was done with low-energy black-powder. During the 1860's both the pneumatic rock drill and high-energy dynamite were introduced, ushering in an era of mining mechanization that has steadily progressed since that time. Today, with the rapid implementation of the latest advances in communication science, mining technology is moving into a new era that goes beyond mechanization as such. Transistors, transducers, scanners, telemetry, and the like, all terms largely derived from the new communication sciences, add up to what is popularly know as automation-the communication of machine with machine. Automation is now playing an important role in selected parts of the mining process, such as hoisting, hydraulic roof supports, and underground surface locomotive haulage and belt conveyor systems. But this year marked the first attempt to auto-mate the total mining process with the commencement of production at the British National Coal Boards Bevercotes mine. If this full-scale experiment proves successful, it could lead towards other fully automated mines in both Britain and other parts of the world. This decade, there-fore, could be considered the one that provided the foundation for the mines of the future.

VOLUME I Volume I of this three-volume report is the result of development of a comprehensive, coordinated approach to site data-acquisition activities to produce key plans and reports during the evaluation and development of a surface coal mine. A logic diagram illustrates activities in the planning and decision-making process from exploration through post-mining monitoring. The report briefly discusses major elements, other than the site environment, which influence development of mining and reclamation plans and refers to other readily available literature for details outside the scope of this study. The essence of the rationale is shown to be the 1 employment of necessary skills at the proper time to evaluate specific data ' requirements and integrate them into a cost-effective program to produce initial and major feasibility reports, mining, and reclamation plans, and the environmental impact assessment.

This Bureau of Mines report describes 147 known fluorspar deposits in New Mexico and briefly mentions 54 miscellaneous occurrences for which little or no information was obtained. Most miscellaneous occurrences are minor and too poorly exposed to be considered more than prospects. History and production of fluorspar in New Mexico, type of deposition, mineralogy, uses, and grade specifications are discussed. Total mine production of fluorspar in New Mexico is nearly 641,000 tons of various grades of crude ore and hand-sorted material. Fluorspar deposits occur in 13 of the State's 32 counties. Grant, Valencia, and Luna Counties account for 86.4 percent of the total production. During the investigation, 141 deposits were visited. A total of 72 character samples was collected for assay, and 3 larger samples were collected for bench-scale metallurgical tests. Results of these metallurgical tests indicate that an acid-grade product can be obtained with 95 percent recovery of the CaF2 content of the crude ore.

Effective use of diesel vehicles in underground mining requires attention to improved control of diesel exhaust pollutants such as particulate (soot), oxides of nitrogen and sulfur and carbon monoxide. An experimental survey Is made of diesel emission aftertreatment control techniques including water scrubbers, catalytic converters, exhaust gas recirculation (EGR) and soot filters. Use of two or more techniques in combinations are tested for optimum control of all exhaust pollutants. Dynamometer data is developed for steady state and computer controlled simulated mines duty cycles operation of Deutz F6L-714 and F8L-413 engines. Exhaust Quality indices (EQIs) are calculated from dynamometer data for comparisons among the control combinations examined. The Corning diesel particulate filter (DPF) is shown to be the most promising and practical device. The Corning DPF in combination with EGR provided the best (lowest) EQI from the test data. Use of the DPF requires additional regeneration mechanisms such as a catalytic filter coating or fuel additives. A metal mine field test is made of DPFs on an operational scoop tram to test practical applicability. Further development is proposed for application to various mine conditions and for improvement of DPF regeneration techniques including coating with newly available catalysts.

The purpose of this investigation was to assess the environmental impact of the surface mining methods currently used in the steep-sloped areas of Central Appalachia: southern West Virginia, eastern Kentucky, southwestern Virginia and northeastern Tennessee. Comparisons are made between mountaintop/cross ridge mining, contour strip, augering and an innovative method surface shortwall mining which was attempted at Julian, West Virginia. Included in this final report are a discussion and analysis of current Appalachian production, reserves, and the extent of land affected on a county- by-county basis. Additionally, the seams within the steep sloped region have been assessed according to minimal standards of thickness, surrounding lithology, and areal extent to determine their amenability to surface shortwall mining. These seams have been tabulated with their ash, sulfur, and BTU content on a county-by county basis. Only minimal statements are made concerning quantity because of the narrow set of conditions required by the shortwall method. Other sections deal with the possible technical failings of an operational surface shortwall system based on field studies at shortwall operations, discussions with people experienced with shortwalls and research into ground control problems at sites where short- and longwall operations have been monitored. A final section details proposed additional research directions which the Bureau might take in the future.

The commission may be permitted to express its earnest hope that the litigation which comes to an end with the findings and recom- mendations herein set forth will be considered by both parties to the action as definitely and equitably decided. The commission trusts that its work will show the value of the commission form of settlement and that its work will serve as a prece- dent to be followed in disputes relative to technical subjects. If the work of the commission is productive of a tendency on the part of technical litigants to avoid the use of the courts for the settlement of disputes it will not have been done in vain. Such tendency will surely grow and ultimately such differences will be arbitrated by technically trained men without recourse to the courts of law. Appended to the report of the findings of the commission are to be found the detailed reports covering the several lines of inquiry and investigation carried on by the commission and upon which its findings are based, and also a detailed statement of the fiscal affairs of the commission. A word of explanation is necessary in regard to the fiscal statement. While each party to the litigation has agreed to bear one-half of the expense of the investigations of the commission, it will be noted that the Selby Smelting & Lead Co. is credited with $21,000, while Solano County is credited with but $6,000. An investigation was made to determine the mechanical properties of oil shale at elevated temperatures and confining pressures, the thermal properties at elevated temperatures, and to provide mathematical models for mine design for in situ oil shale retorting. A review of current activity in in situ retorting is included with a comprehensive list of references. Tests were run at temperatures from 20°C to 500°C and confining pressures to 1500 psi with shale of 10 to 30 gallons per ton. A major loss of strength occured in heating 140°C with a partial regain from 380°C to 500°C. Higher grade shale had lower compressive strength. Elastic properties showed large variations. Brazilian tensile strength showed a similar temperature sensitivity as the compressive strength. Equations were developed for each property in terms of grade, temperature and pressure. Thermal, electrical and acoustical properties showed anomalies through the temperature range. Creep is a major factor in overall deformation of heated shale. Oil shale was found to be an excellent insulator. Loss of pillar support area at 800 hours of heating would be about 10 percent. Good correlation was found between a finite element model using the developed properties and an in situ heater test.

This report is one of a series written by members of the Solid Fuels Mission to Germany describing wartime developments in the mining , preparation , and utilization of coal . This mission was organized early in 1945 under the auspices of the Technical Industrial Intelligence Committee , which cooperated with a counterpart British committee . The Solid Fuels Mission operated under the direction of a steering committee headed by Dr. C. J. Potter , Deputy Solid Fuels Administrator . The personnel of the mission consisted of H. F. Yancey, in charge , J. W. Buch, Thomas Fraser , L. L. Newman , and L. D. Schmidt of the Bureau of Mines ; H. H. Lowry , Director of the Coal Research Laboratory , Carnegie Institute of Technology; H. J. Rose , Vice - president and Director of Research , Bituminous Coal Research , Inc .; and F. H. Reed , Chief Chemist , Illinois State Geological Survey . Over 50 reports were written by the members of the Solid Fuels Mission . These , together with microfilms of supporting data obtained in the course of the investigations , are on file at the Bureau of Mines , Washington , D. This report describes development and demonstration of an upgraded stench fire warning system for underground wines. Current systems, which have been used since before 1920, release an ethyl mercaptan mixture into the mines' compressed and/or ventilation air during emergencies. Miners, when smelling ethyl mercaptan, evacuate the mine according to predetermined plans. These systems, while simple, have problems with safety and reliability. The upgraded system overcomes these problems. The system uses a different stench agent, is less toxic, less nauseating, and less corrosive than ethyl mercaptan. These combined with the feature of thiophane not reacting with iron oxides, makes the upgraded system safer and more reliable. The system also uses a combination of two simple principles: a standpipe with pressure balancing to provide a constant head, and a sized orifice to control the rate of release of the stench agent. This system enables the mine to release the agent for a longer period which provides better coverage and to ensure that miners will not be exposed to potentially toxic concentrations of the stench agent. The system is easy to operate, requiring only the turning of two 1/4-turn ball valves. The upgraded system has been successfully tested during two evacuation drills at an underground uranium mine. Using three injectors (one on the compressed air line and one on each of two intake air shafts), the system exhibited significant improvements in warning times over the mine's existing system. This report provides a detailed description of the system design and its demonstrated performance in two mine demonstrations.

The study on improving surface coat refuse disposal site inspections included surface inspections of 15 refuse disposal sites. Monthly aerial photos were taken of the sites and computer methods were used to determine elevation changes. Photogrammetric techniques that were used are described in detail. A comparison of the results of each of these inspection techniques is included. A detailed evaluation of the photogrammetric techniques was made and conclusions were drawn concerning the advantages and disadvantages of using aerial photography and photogrammetry as part of the inspection procedure. Operators' opinions of the aerial photography methods are included.

"As a part of the United States Department of the Interior program for the development and use of Alaska raw materials, the Bureau of Mines is conducting an investigation of deposits f nonmetallic minerals accessible to the Alaska Railroad for use in building materials in the Alaska Railroad-belt area. The results of the investigations, to date, indicate that raw materials for the production of brick products are in plentiful supply as clay in the Anchorage area, as fire clay at Sheep Mountain, and as shale in the Healy Creek coal formations near Healy, Alaska.Shale for the production of lightweight aggregate or Haydite occurs near mile 67 on the Glenn Highway, and preliminary tests give excellent results. Physical tests are new in progress on commercial-size concrete building units made with this aggregate. Another shale deposit in the same formation was located at mile 16 on the Matanuska Branch of the Alaska Railroad, and preliminary tests give comparable results.Natural lightweight aggregate in tree form of pumice and pumicite occurs in Katmai National Monument and has been used with excellent results in lightweight-building units in Anchorage and Fairbanks. These deposits will be investigated in more detail by the Bureau of Mines during 1952.One small perlite deposit near Healy, Alaska, showed excellent expanding properties, and the product compares favorably with commercial perlites being used in the States for plaster and concrete aggregates. Additional investigation by the Bureau of Mines to delimit the known occurrence and, if possible, discover others were planned for the 1951 field season.The pumice from Katmai National Monument also was considered for use as a pozzolan in pozzolan-portland concrete. Tests by the Bureau of Reclamation indicate that the pumice sample submitted by the Bureau of Mines would be satisfactory in strength development but is not outstanding. Natural activity is good and is greatly improved by calcination at 1,4000 F. Water requirements and shrinkage also are satisfactory. However, the material is ineffective in reducing expansion owing to alkali-aggregate reaction; and, if reactive aggregate is used to make concrete, it would not insure against excessive expansion. An attempt will, be made during the 1952 field season to delimit pumicite deposits along the Alaska Peninsula more amenable for use in pozzolan-portIand concrete.Because the Railroad belt has such a rigorous climate, insulation for new construction is of prime importance. Luring the Bureau of Mines, investigation of building materials all samples were submitted for chemical analyses as possible sources of raw materials for the production of rock wool, one of the best insulation mediums. Four areas having deposits of the required constitu¬ents were located as follows: Anchorage area, with Potter limestone and argillite; Cantwell-Windy area, with limestone and shale; West Fork of the Chulitna River area, with limestone and agrillite; and Homer-Seldoyla area, with Seldovia limestone and Homer clay. It was planned to take bulk samples of these formations and submit them for testing during the 1951 field season."

This bulletin traces the development of high-pressure, coal and tar hydrogenation technology, based on an intensive review of the pertinent literature. The bulletin was written as a part of the Bureau of Mines research program on synthetic liquid fuels. It covers the history and economics of the process; the chemical aspect of hydrogenation of coal, tar, and middle oil; the engineering aspect of converting coal and tar to liquid fuels, principally gasoline; and the equipment for the process. The literature covered includes documents of the United States and British Governments, journals, and other publications. Bureau results in the hydrogenation field are also incorporated.
