This report describes the feasibility of mining the oil-shale deposits of the Piceance Creek basin in Colorado by an integrated open pit system. The study is based upon a comprehensive analysis of pertinent environmental, economic, and engineering factors. Ten mining cases are investigated, and the mine design and cost estimates for each case are presented in this report. Nine of the cases represent three cutoff grades, defining oil shale ore as equal to and above 15 gallons per ton (gpt), 20 gpt, and 25 gpt, at three ore production levels of 500,000 tons per day (TPD), 1,250,000 TPD, and 2,500,000 TPD. The tenth case is an alternate design of the 500,000 TPD production rate at the above 15 gpt cutoff grade. The report consists of Volume I, a technical and cost comparison of the ten cases; Volume II-Part I, a detailed explanation of the estimating methods used; and Volume II-Part 2, a more detailed discussion of the technical and cost features of the ten cases than is presented in Volume I.

This paper is one of a series on mining methods and costs being published by the U. S. Bureau of Mines. The operations of the Quartz Hill Mining Co., near Dewey, Mont., afford an interesting example of the cost of mining small bodies of direct shipping ore; they also illustrate the effect of the unavoidable periods of unusually high exploration and development costs in this type of mining upon the cost per ton of producing ore. The importance of skilled geological guidance and the necessity of avoiding unnecessary overhead and capital expense at small mines are shown. Operating conditions at Quartz Hill are typical of those in many other mining districts of southwestern Montana. It is believed that the costs presented here may be of value in the preliminary estimation of costs to be expected by conservative operators under similar conditions elsewhere. The information contained in this paper was obtained during a visit to the Quartz Hill mine in August 1936.

The Cliff Springs prospect in the northern part of the Slate Range Wilderness Study Area (WSA) contains only minor amounts of gold and silver. Clay near this prospect contains insufficient aluminum to be of economic interest, although alunite claims are recorded in the vicinity. Mineralized rock at the Crescent Mine adjacent to the WSA contains gold, silver and lead occurrences. The host rock may be present in the extreme southwestern part of the WSA, which is covered by alluvium. Substantial sand and gravel deposits are present but these occurrences are remote from markets. Much of the USA is underlain by volcanic rocks and alluvium and consequently the mineral resource potential there remains unknown.

The National Granite Commission at its annual meeting in Norfolk, Va., in January, 1930, passed a resolution requesting the Bureau of Mines to conduct an economic study of the granite industry. In with this request a preliminary review has been made of trends in the production and uses of block granite.. Some unfavorable conditions were thus brought to light, and certain suggestions regarding a more orderly and consistent growth in the industry are herein discussed. The results of the study are, presented in this report for the earnest consideration of. the industry, and comments are invited, not only on this report but as to future work that might be accomplished by the Bureau of Mines. The authors desire to acknowledge many helpful suggestions and comments from Paul M. Tyler of the Bureau of Mines and from Harris F. Sherman, secretary of the National Building Granite Quarries Association. Miss A. T. Coons of the Bureau of Mines rendered valuable assistance through her wide knowledge of granite statistics. The block granite industry has shown little expansion during recent years. While the value of the annual production has grown from about $14,000,000 in 1904 to nearly $25,000,000 in 1928, the increment in value is caused mainly by mounting prices rather than by increased production. Even granite for memorials shows a very small advance in production volume, although the value has increased from about $3,500,060 in 1904 to more than $11,000,000 in 1928, which is the most consistent growth of any branch of the industry. The value of building granite has fallen for a number of years much below the figure for 1904, and in 1928 was very little in advance of the value attained 24 years previously. The use of granite paving blocks and rubble has shown a gradual decline.

The Bureau of Mines examined the possibility of a seasonal variation of respirable dust concentration in U.S. coal mines. The first step was to review company and MSHA-inspector dust samples that had been collected during the past several years in 14 selected mines for compliance purposes. Results indicated severe scatter in data; most standard deviations of the dust concentrations measured in winter and summer months were comparable in magnitude with the mean values of dust concentrations for the seasons. Therefore, a detailed statistical analysis was conducted. At the 90% confidence level, the company samples of three mines had winter means 0.15 to 0.54 mg/m3 higher than the summer means; six mines had negligible seasonal variations; and five mines had winter means that ranged from higher to lower than the summer means. Inspector data, however, were too sparse for analysis. In view of both the low frequency of occurrence of a seasonal effect and its wide scatter in several of the mines, the study was ended with the conclusion that seasonal varia-tion in respirable dust levels, in general, is an insignificant factor.

"INTRODUCTION North Carolina has been the leading producer of mica in the United States, accounting for roughly 50 percent of the Nation's output. The producing area is a belt some 100 miles in width lying in the Mountain and Piedmont sections in the western part of the State. Ashe, Watauga, Avery, Mitchell, Yancey, Buncombe, Haywood, Jackson, Macon, Transylvania, Rutherford, Cleveland, and Lincoln Counties supply the bulk of production, while small amounts have been produced in Gaston, Catawba, Burke, Wilkes, Yadkin, Stokes, and Person Counties.To assist the operators and expedite the production of mica during the recent emergency, the Bureau of Mines drilled four of the more promising mica properties in this State. The results of this exploratory program are recorded in this report.ACKNOWLEDGMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. In the deep vein mines of the Coeur d'Alene mining district, rock bursts are a potential hazard to the mine structure and underground personnel. Damage repair costs are estimated by one company to exceed $1 per ton of ore mined. The Bureau of Mines, in cooperation with the mining companies, has conducted research intermittently over the past 10 years to help reduce bursts. Onsite inspections of major rock bursts were conducted, and reports were submitted to mine management; these included the geology and geometry of the affected area. The paper discusses the development and improvement of microseismic and surface monitoring equipment. The underground microseismic network, when operated on a regular basis and the results plotted daily, is capable of detecting stress concentration in certain areas. The surface seismographs record rock bursts, blasts, earthquakes, etc., throughout the district and show approximate location, time, and relative intensity of the event.

Under the seventh 5-year plan (1986-90), the Chinese Government continued to implement reform and to open the country further to the outside world in order to accelerate the growth of its national economy. As a result of expanded foreign economic exchanges and domestic achievements in education, science and technology, and cultural and public health undertakings, the national economy was strengthened. In 1988, there was impressive growth in the Chinese economy. The gross national product (GNP) grew by 11.2070 reaching $373.4 billion; 2 the national income grew by 11.4070 to $310.9 billion. The major problem in the Chinese economy was the imbalance between high demand and insufficient supply. Chronic shortages resulted in price increases and high inflation, which averaged 19% for China as a whole and about 30% in urban areas. Macroeconomic stability took precedence over market-oriented reform initiative. Because of rapidly growing inflation, the Government re-imposed price controls and rationing in major cities in the fall of 1988. China continued to be a major world producer of minerals, metals, and fuels. Output of the principal commodities continued to rise. The largest in-crease in production was salt which rose 24% in output in 1988; followed by sulfuric acid, 14%; cement, 12%; soda ash, 9%; caustic soda, 7%; and steel, 6%. For fossil fuels, the increase in output of natural gas was 14% in 1988; followed by coal, 3%; and crude oil, 2%. The output of electricity by thermal-fired powerplants rose by 9% while that for hydroelectric power-plants rose 7%. Although China's overall energy output has increased annually since 1980, the growth in demand continued to outstrip the supply.

THE Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the com-position as shown by proximate analyses. To these, when required, are added the fusing temperature of ash, Hardgrove grindability index, and the free-swelling index. Under most of these specification contracts the bidders guarantee the quality of coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions 4 issued by the Bureau; the samples are analyzed in the Bureau's laboratory to determine whether the coal is of the quality guaranteed by the contractor and, if it is not, a price adjustment is made. Analyses of delivered coal and "tipple" samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) are valuable data for use in evaluating future bids. Moreover, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.

An overburden handling dragline operation was conducted at a strip mine near Colstrip, Montana. The objective of the demonstration was to determine the degree a dragline could mix overburden inhibitory zones during the spoiling process. In order to quantify the mixing process the overburden was: 1) scatter spoiled; 2) dump spoiled; and 3) spoiled in a normal manner. This demonstration was part of an effort to investigate means of reestablishing non-polluted hydrological systems in areas where surface mining directly impacts shallow ground-water resources. When inhibitory material constituted < 5% of the total overburden volume, such material was essentially not detectable in the resultant spoil pile. When inhibitory material exceeded 15% of the overburden volume it was always found in the resultant spoil pile, generally with a smaller extent, indicating partial dilution. Inhibitory overburden zones often reappeared at the base or top of spoil piles in the potential aquifer and root zones suggesting the need for selective placement procedures. Scatter spoiling did not appear to be significantly more effective than normal spoiling, however clump spoiling seemed to produce less mixing of inimical zones. Mining activity has reduced ground-water levels within 1600 m of the active pit. The aquifer which is developing in spoils appears to have similar confinement characteristics as those that existed in the premined aquifer. To date no definite trends have been observed concerning changes in surface or ground-water chemistry associated with mining.

Reclamation costs were estimated for 20 coal surface mining operations in the Appalachian and Midwestern Coal Supply Districts (these two districts were divided into three multi-State regions). The cost data were obtained through onsite observations, interviews with mining company personnel, and the authors&apos; cost estimating procedures. The cost data are presented in terms of dollars per acre, dollars per ton of coal produced, and dollars per cubic yard of overburden moved during backfilling. The reclamation process is divided-into three cost categories: Premining planning, backfilling, and revegetation. The average total reclamation costs for the three regions are $2.77 per ton of coal produced and $8,168 per acre. As the result of comparisons of reclamation costs by region, by mining method, by slope, and by size of operation, the most important reclamation cost difference is between area mining methods ($1.73 per ton) and contour mining methods ($3.81 per ton). The Federal Bureau of Mines conducted this study to determine as accurately as possible the actual costs involved with the reclamation of coal surface mined land done in conjunction with active mining operations.

Simulation continues to hold the spotlight among the Operations Research applications in the operational side of mining. One reason for this is the need to solve the many waiting line and storage problems common to the industry. A second reason for using simulation is the central requirement of retrospect testing. Acceptance of a model by management is more likely to depend on its tested performance rather than on the underlying validity aspects of the model itself. Mathematics have not been and may not be developed that will allow all desired system elements to be considered simultaneously. It is in this realm that simulation bridges the gap between theory and useful design procedures. One of the earliest published accounts of simulation at work in the coal industry is demonstrated by the application cf Monte Carlo methods to explore changes in future operating policies for an existing track system (Manula, 1963). By modifying certain control parameters, revision in design changes were evaluated in the computer rather than in the actual production section. A second application which has found wide use in practice is the VFI-OCR Face Simulator (Prelaz et al., 1968). The model developed here has the purpose of allowing the comparison of methods for room-and-pillar face operations end observing their effect on mining prior to actual installation. Proposed changes are tried in the model and the best of these are selected as a guide for better mire management: IBM&apos;s own simulation package, the System 360 General Purpose Simulator, has experienced heavy use in solving similar problems and other steady-state situations.

Overexposure to noise is a widespread, serious health hazard in the mining industry, and causes hearing losses to a large percentage of the mining population. Recognizing this fact, the Bureau has a major on-going research effort to address this problem area. These proceedings include an overview of the Bureau noise control program and summarize nine selected noise control research programs.

"INTRODUCTION Pilot-plant studies on processes for converting low-grade domestic manganese ore to high-grade oxide or sulfide products by pyrometailurgical process was initiated at the Boulder City, Nev., Experiment Station in 1942. These investigations were given impetus by the possibility of a national shortage of ferro-grade manganese oxide for war needs.The manganese ore employed-in most of the pilot-plant smelting tests was from the manganosiderite-nodule deposits at Chamberlain, S. Dak. This deposit although low-grade, is extensive and represents, the largest reserve of manganese in continental United States. 6/ The Bureau of Mines has recently developed a Carryall mining-conical rolls treatment method that shows promise of making possible economic removal and subsequent beneficiation of the nodule-bearing shales. 7/ Smelting tests were made also on Artillery Peak, Ariz., mill concentrates in the productions of unrefined manganese matte for the steel The pilot-plant smelting program was based upon the fundamental fact that manganese, like copper, will sulfidize and become miscible with FeS. The matte this formed represents the initial smelting step in the pyrometallurgical treatment of the beneficiated ore. The concentrated nodules containing about. 18 percent manganese were smelted with varying amounts of pyrites and appropriate fluxes to produce Mns-FeS mattes containing 16 to 50 percent manganese. When the manganese and iron was completely sulfidized, the mattes contained 16 to 23 percent manganese. Reducing the pyrite resulted, of course, in the selective sulfidization of manganese and the production of a matte containing a correspondingly higher ratio of MnS to FeS. Complete sulfidization smelting produced slags of lower manganese content and hence resulted in higher manganese recoveries in the matte."

1. The investigation shows that the Wilder (locally known as the Bon Air No. 2) is the only known bed of commercial importance in Putnam County, although at least 5 coal horizons are known. All of the coal production now reported comes from this bed, which is found In a basin with no known coal outcrops. Further drilling in the east end of the basin should disclose the location of the eastern end of the axial trough and the lateral extent of the basin in Putnam County and adjoining areas in Cumberland County. Continuity of this deposit with that in the area in Putnam County north of Monterey is not conclusively established but may exist. 2 Known (measured plus indicated) reserves of coal, based on a minimum bed thickness of 14 inches and on 1,800 tons per acre-foot in place, are estimated at 29 million tons, as of January 1, 1953. Of this total, 28 million tons are in beds 28 inches and more thick. All born coal reserves in Putnam County me under less than 400 feet of overburden.

The term "resultant load vector" is defined as the representation of the forces applied to a longwall roof support element by strata activity through a single, quantifiable measure of support resistance. The relatively complex kinematics of the shield structure prohibits determination of support resistance simply from the summation of leg forces. In the research reported in this Bureau of Mines study, the mechanics of the shield structure were evaluated, and a technique was developed whereby the resultant shield loading could be determined by instrumenting supports with pressure transducers and strain gauges to measure leg, canopy capsule, and lemniscate link forces. This technique has been laboratory tested in the Bureau&apos;s Mine Roof Simulator. Functional relationships among variables were assessed, and confidence intervals were established for prediction of the resultant load vector parameters. Resultant load measurements were taken on five instrumented shields on an active longwall face in Colorado. Results were analyzed and found to be consistent with shield mechanics and anticipated roof behavior. Benefits to be derived from this research, future efforts, and long-range goals are discussed.

This report is the 18th in a series summarizing Bureau of Mines research and technologic work on coal and related investigations. The previous 17 reports have covered fiscal years, but this report covers not only the fiscal year from July 1, 1952, to June 30, 1953, but also July through December 1953, to bring the report to a calendar-year basis. Most of the material in this report relates to publications issued during the reporting period, Some work is mentioned briefly on which publications have not yet been issued or on which data are riot expected to be published, for security or other reasons, and in a few instances publications issues before the reporting period but not included in the previous report are mentioned.3/ Further details on the published work described herein may be found by referring to the publications cited in the footnotes. During the reporting period, the Bureau directed its research and technologic work on coal toward developing end encouraging increased conservation and more efficient use of our mineral fuel resources through more efficient and safer mining methods and improved methods of preparing and utilizing these fuels. Some significant advances, particularly in coal-mine safety, mining methods, and development and utilization of low-rank coma have been made.

Preliminary examinations of the Parker and Webb deposits were made by E. E. Maillott, Bureau of Mines engineer in July 1942. The chemical and spectrographic analyses included in this report wore made at the Eastern Experiment Station of the Bureau of Mines at College Park, Md., under the general supervision successively of S. M. Shelton and of Paul M. Tyler, formerly regional engineer, Eastern Region. Beneficiation tests were conducted under the supervision of Frank D. Lamb. The mineral exploration was under the general supervision of J. D. Bardill, formerly district engineer. Acknowledgment is gratefully made to the St. Joseph Lead Co., in particular to John S. The Full Scale Model Roof Bolt Test System described herein was designed, fabricated, erected, and installed by MSA Advanced Systems Division for the U. S. Department of Interior, Bureau of Mines, Spokane Research Center. It was furnished under USBM Contract No. 50271014 and Modifications. The test system is intended for use by the Bureau of Mines to run comparison tests on roof bolt systems. The mine entry cross section is made from special concrete pillars and roof slabs. They are constructed within a steel beam frame with hydraulic operated cylinders to apply loads that simulate the action of mining overburden. The frame is designed so it can be disassembled for replacing the concrete in subsequent tests. A computer and data acquisition system is furnished to control the load application and measure and gather data.
