The purpose of this report is to clarify the interpretation of some phases of previous progress reports5/ on the use or omission of stemming that have been brought to the attention of the authors by readers. As the stemming problem was approached from an entirely disinterested viewpoint and the data were presented impartially, results of investigations published in previous reports5/ were obtained under a definite set of conditions and procedure, and they may of may not be duplicated under different conditions and procedure in actual mining practice. Final conclusions regarding the use or omission of stemming in blasting have not been reached pending completion of all aspects of this investigation.

This study is an appraisal of the feasibility of recovery and the possible chemical and physical uses of the limestone from the Greenbrier Formation in western West Virginia. Data on minability, occurrence, quality, and markets were obtained from published and unpublished sources and by a limited mail survey combined with personal contacts. The estimated costs of recovery by deep mining techniques are considerably higher than competitive surface and shallow subsurface operations. Compositional in formation available for this study was limited but indicated the suitability of the limestone for most physical uses and some chemical process uses in appraisal of the uses and demand reveals that immediate markets may be difficult to establish, but for some uses long-term prospects may be encouraging, especially if the quality of limestone would be suitable for lime manufacture or use as metallurgical fluxstone.

(l)The direct economic costs to this nation resulting from a decision to embargo South African strategic and critical minerals imports are estimated at $1.85 billion per year.2,3 About 94 percent of these estimated costs are for two platinum-group metals (PGM's), platinum and rhodium. The estimated costs of a 5-year embargo beginning in 1988 for the strategic and critical minerals analyzed are presented in Table 1.4 (2)There are sufficient alternative world sources to South Africa for manganese, chromium, palladium, titanium, and vanadium to meet U.S. industrial demand in the event of an embargo. (3)Alternative world sources to South Africa for platinum and rhodium cannot meet U.S. industrial demand. Non-South African world supply sources can meet about 40 percent of domestic platinum consumption requirements and 50 percent of rhodium requirements. (4)As a result of the increase in prices for platinum and rhodium during the embargo, expansion of domestic platinum-group metals mining and secondary production is expected. During a five year embargo, domestic primary and secondary production expand and together satisfy about one-third of U.S. platinum requirements, one-third of U.S. rhodium requirements, and over one-half of domestic palladium requirements.

This report presents a survey of published novel coal cutting (mining) concepts and a brief discussion of each one. A preliminary evaluation follows which identifies promising concepts, emphasizing reduced dust generation and economic production potentials. The promising concepts are then studied more deeply and evaluated in more detail with recommendations given for further development action. While investigating methods for determining the best temperatures for hot-working experimental stainless steels, the Bureau of Mines Albany Metallurgy Research Center developed a machine in which hot-twist tests could be made in a few minutes. This machine is similar to some used previously except that specimens are heated by induction instead of by radiation, and their temperature is measured by a calibrated radiation-detection unit instead of by a thermocouple. In. developing the technique for using the new machine, tests were made on specimens of medium-carbon steel, mild steel, and AISI (American Iron and Steel Institute) type 304 stainless steel. Tests also were made on as-cast specimens and preworked specimens of experimental AISI type 202, low austenitic stainless steel, and as-cast specimens of AISI type 301 experimental stainless steel. The optimum hot-working temperatures were determined for all types of steel tested. Also, data were gathered on the effects of test speed and temperature on torsional strength and the effect of twisting on tensile stress in the specimen.

Mineral resources have been identified at seven properties in the, Middle Fork Judith study area (fig. 1, and table 1). Commodities consist of silver, gold, copper, lead, zinc, and marble. Eleven properties (fig. 1 and table 2) have potential for discovery of silver, copper, lead, zinc, or sapphire resources. Of principle interest are the mineral deposits within contact zones between the Yogo intrusive complex and the surrounding Paleozoic sedimentary rocks. Contact alteration zones along the southern slopes of Yogo Peak have been prospected in a 2- to 3-mi (3.2-to 4.8 -km) long belt within the study area.

The Bureau of Mines is investigating vanadium recovery from various domestic resources. A low-grade carnotite ore sample containing 0.34 pct V20S and 0.04 pct U30S was leached, and the results were compared with those of similar leach tests using a mill-grade sample containing 1.26 pct V205 and 0.19 pct U308. Experiments on the two ore samples included agitation leaching, pugging, salt-roast leaching, and autoclave leaching. None of the leaching methods investigated showed any significant advantage over another except autoclaving, which reduced the leach time but at the expense of greater acid consumption. Typical of the experimental results attained are the data gathered from the agitation leaching tests. Agitation leaching of the mill-grade ore with 100 lb/ton H2S04 resulted in extractions of 94 pct U308 and 33 pct V205. To increase the vanadium extraction from 33 to 91 pct required concentrations of 300 lb/ton H2S04 and 10 lb/ton NaC103. Complementary agitation leach tests on the low-grade ore required 200 lb/ton H2S04 to extract 94 pct U308, and 300 lb/ton H2S04 and 10 lb/ton NaC103 to extract 90 pct V205.

The Bureau of Mines, as part of its minerals environmental technology research, conducted a study of mine waste tailings disposal. Part of the investigation evaluated the sand bed dewatering technique for disposal of alumina mini plant tailings as a means to increase consolidation rates and contain effluents. The technique employs a bed of sand resting on an impervious bottom. The tailings slurry is impounded over the sand layer and is dewatered through bottom drain piping. The study employed a single 10-ft-high, 6-in-diam, clear polyvinyl-chloride (PVC) column, and thickener wastes from the acid leaching of calcined kaolin clay. Results showed a consolidation rate of 41 in in 186 days for a total volume reduction of 37 pct. Sand bed dewatering was an efficient technique for solid consolidation and effluent containment when compared with data obtained from other dewatering studies.

A field test was conducted to demonstrate and quantify the relationship between deep cutting and the creation of airborne respirable dust for longwall mining With a double-ended ranging drum shearer. The testing program was carried out on the 3 North longwall of North American Coal Company's Quarto No. y mine in Claringten, Ohio. Continuous recordings of the dust levels were made at both the midface and tail ate areas. Data were collected during 27 shifts during which time 81 complete mining, cycles took place. Both drum speed and the number of picks per line were varied systematically during the testing program to alter the depth of cut while the production rate was held constant by maintaining a constant haulage speed. The test results indicated that at the midface position, airborne respirable dust was strongly dependent upon the depth of cut as influenced by both the drum speed and number of picks. Drum speed had a much stronger effect than number of picks over the experimental range, since a halving of drum speed reduced dust levels by approximately 60 percent while removal of every other vane pick resulted in only a 2.1 percent reduction at constant production. At the tailgate position, however, neither effect was strongly apparent. A tendency for the slower drum speeds to he associated with reduced power consumption and higher haulage speeds (and therefore production rates) was also noted. It is recommended that longwall operators oper¬ate at the lowest available drum speed wherever possible.

Since 1982 standard calibration materials recommended for respirable crystalline silica analysis by the Mine Safety and Health Administration (MSHA) P7 Infrared Method and the National Institute for Occupational Safety and Health (NIOSH) X-ray Diffraction (XRD) Analytical Method 7500 have undergone minor changes in size distribution. However, a critical assumption has been made that the crystalline silica in ambient mine atmosphere respirable dust samples has also remained essentially unchanged in particle size distribution. The objective of this work, therefore, is to compare recent particle size distributions of underground coal mine dust and the silica component of these dusts with estimated aerodynamic particle size distributions of calibration standard materials MIN-U-SIL 5, Berkeley 5, and SRM 1878 used by two crystalline silica analysis techniques. This work provides resolution to a previously reported discrepancy involving the proper sample dilution for the particle sizing method used. Dust impactor sampling data for various locations in 13 underground coal mines were collected between 1991 and 1998 and analyzed for the respirable mass median aerodynamic diameters. The data suggest that the MSHA P7 Method will underestimate the silica content of the sample by at most 8.5 % in the median size range of 0.9–3.6 µm and that it is unlikely one would obtain any significant error in the MSHA P7 Method analysis when the method uses Berkeley 5, MIN-U-SIL 5, or SRM 1878 as a calibration standard material. The results suggest that the NIOSH Analytical Method 7500 would be more appropriate for a dust sample that is representative of the total (no cyclone classifier) rather than the respirable airborne dust, particularly since the mass fraction in the size range below 4 µm is usually a small percentage of the total airborne dust mass. However, the NIOSH Analytical Method 7500 is likely to underestimate the silica content of an airborne respirable dust sample by only 5–10 %. The results of this study also suggest that any changes that may have occurred in the median respirable size of airborne coal mine dust are not significant enough to cause any appreciable error in the current methods used for respirable crystalline silica analysis.

This report is the third of a series on convergence of roof and floor in coal mines and subsidence of surface that accompanies it. The first paper5/ dealt with extraction in a mechanized mine (Montour 10) having relatively short rib lines that retreat rapidly. The second dealt with extraction in a mine (Crucible) in which coal was loaded. by hand and in which the rib lines wore long and slow-moving. The present report deals with a mine (Gibson) in which conditions approximated those in the Crucible mine, except that the distance between room centers was considerably less and the pillars were narrower in consequence. Moreover, the average cover was less and the studies were made under the steep hillside of a stream valley compared with a gently rolling surface over the portions of the second mine studied. Gibson mine lies in the east-central hart of Washington County, Pa. , approximately midway between the Montour 10 end Crucible mines on a north-south line. A cooperative agreement covering the work was made with the Hillman Coal & Coke Co. through W. L. Affelder, vice president. This paper describes the methods used in the investigation, gives excerpts from the data obtained, and offers such generalizations as appear to be justified.

The development of Alaska depends on the existence of an adequate fuel supply in the Territory. The need to investigate coal deposits was recognized as early as 1911, when the first investigations were conducted in Alaska by engineers of the Bureau of Mines. Conditions existing in the Bering River and Matanuska coal fields, as found by Dr. Robert A. Holmes, former Director of the Bureau of Mines, are described by the Honorable W. L. Fisher, former Secretary of the Interior./ Following Dr. Holmes' investigation, a party of Bureau of Mines engi¬neers headed by R. Y. Williams visited the Bering River field in 1912 in cooperation with the Navy Department. A detailed examination was made of the Bering River field, and 855 tons of coal were mined from three prospects on Trout Creek. This bulk sample was delivered to the Navy for steaming and other tests. A description of the work of the field party and results of tests of the coal by the Navy Department and the Bureau of Mines has been published.

A description of the work of the field party and results of tests of the coal by the Navy Department and the Bureau of Mines has been published.During 1920 to 1922, the comparative steaming properties of Alaska bituminous coal, lignite, and wood were determined by the Bureau of Mines.6/In the early 1920's, the Bureau of Mines established a coal laboratory at Anchorage, where Alaska coals were analyzed. Subsequently, this laboratory was transferred to the Alaska Railroad and was used by the railroad for coal and other tests.Since 1910, the Bureau of Mines has made analyses of coal from Alaska, and the results of these analyses have been published.7/ The coal analyzed was obtained from mines, tipples, delivered lots, and face samples of coal deposits, and these samples were obtained in the field by engineers of the Bureau of Mines and geologists of the U. S. Geological Survey.Because of the shortage of petroleum and petroleum products in Alaska during the war, low-temperature carbonization assays of coals from the Broad Pass, Forty-Mile, Matanuska, and Nenana fields were made by the Bureau of Mines, and the results were published.Coal beds in the Matanuska field contain interbedded impurities in the form of shale, clay, and bone. The coal should be cleaned mechanically to obtain a satisfactory fuel. A coal-preparation study of bituminous coal from the Eska and Evan Jones mines was made by engineers of the Bureau of Mines, and the results were published.9/Coal production in Alaska is less than the requirements, and coal is imported to make up the deficiency. The cost of this imported coal is high. Greater production is necessary to supply coal for Army installations, industry, and homes. At present, there is only one bituminous coal mine (Evan Jones) in Alaska. The output of this mine is used at Fort Richardson, Anchorage, and by the Alaska Railroad. The economic life of this mine is limited (reported to be 3 years), and its closing, because of accidents or exhaustion, will cause great hardship to the inhabitants of Alaska. There is need to develop new, modern mines for the production of bituminous coal in the Matanuska field."

Details of the survey are presented which includes a rating of various types of instruments that can be used to detect and record methane gas. First - aid training is an essential part of safety programs in the mining industry , but it is only a means to an end ; first -aid training will not eliminate accidents , but unquestionably it is of considerable value in any accident prevention program . Numerous features should be incorporated in any efficient , well - developed safety plan ; in addition to first -aid training safety work , to be reasonably effective , should include the establishment and maintenance of a safety organization , safety competitions between mines or sections of mines , safety- inspection committees , accident - investigation committees , safety meetings of mine officials , safety bulletins and posters , employees ' safety publications , Holmes Safety Chapters (which provide for monthly safety meetings of all employees ) , and numerous other activities looking to safe operation of mine or plant . These features are supplementary to the fundamentals of safety-- adequate and effective supervision and discipline . Years of experience , however , have demonstrated that first - aid training is a good accident -prevention auxiliary and should be made an integral part of every company's safety program . Many safety-organization plans have failed because they have been based upon the assumption that the supervisory force should be given full authority and responsibility for achieving safety and eliminating accidents and that the workers , who are most vitally concerned , are nonessential . First -aid training causes the employees to feel that they have a personal and full participation in the safety program and is now available so readily that no individual or organization has any valid excuse for not having it . Early investigations made with a view to bettering health and safety conditions among the employees in the mineral industries demonstrated the need of prompt care of injured employees because , under the difficulties inherent in the occupation , seemingly unimportant wounds , when not treated promptly, became infected and caused permanent disability and even death . Many seriously injured persons , brought out of mines and plants by fellow workers who were ignorant of the approved methods of giving first aid or of safe means of transportation

In 1987 Wyoming became the largest coal producing state in the country. The state is known for its extensive coal resources and extremely thick coal seams. Wyoming's coal reserves total about 69.3 billion tons, or 14.2 percent of the U.S. coal reserve. Coal seams range generally from 10 to 80 feet in thickness, although one seam is 220 feet thick. The coal-bearing areas of Wyoming underlie approximately 41 percent of the state's total land area. Wyoming's coal ranges from lignite to high volatile bituminous. Most of the coal produced is subbituminous from the Powder River coal region near Gillette. The presence of coal in Wyoming was discovered before 1834 on the Belle Fourche River. The state's first mine opened in Carbon County in 1865, and with the completion of the trans- continental railroad, the demand for coal increased. Currently approximately 80 percent of Wyoming's coal production is shipped out-of-state to meet the growing demand for low- sulfur coal to fuel electric generating plants. Wyoming received conditional regulatory approval November 26, 1980. Its Abandoned Mine Land Program was approved February 14, 1983.
