Arsenic.--Inorganic arsenic has been added to the Environmental Protection Agency's list of hazardous air pollutants because of a high probability it can cause cancer. EPA estimates that inorganic arsenic emissions into ambient air total more than 6,000 tons per year, with about 65;L of this coming from the operations of copper, lead, and zinc smelters. Asbestos Detection.--In June 14, the President signed S. 1658 providing $172.5 million to detect and remove asbestos hazards in schools. Asbestos Use Must be Reported.--All firms using asbestos in the manufacture of some 30 categories of products must describe in detail how they use the mineral to the Consumer Product Safety Commission, for all manufactures since January 1, 1977.

"The Bureau of Mines was established in the public interest to conduct inquiries and scientific and technologic investigations concerning mining and the preparation, treatment, and utilization of mineral substances; to promote health and safety in the mineral industries; to conserve material resources and prevent their waste; to further economic development; to increase efficiency in the mining, metallurgical, quarrying, and other mineral industries; and to inquire into the economic conditions affecting those industries. The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the Bureau of Mines to ""disseminate information concerning these subjects in such manner as will best carry out the purposes of this Act.""In accordance with this directive, the Bureau reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non-Bureau publications. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make the kind of list and index presented in this special publication both necessary and valuable. This issue of the Bureau of Mines List of Publications and Articles describes reports and articles published during the period January 1, 1980, to December 31, 1984. 1. Domestic Production and Use: In 1977, 12 companies operated 31 primary aluminum reduction plants, with 3 firms accounting for 65% of production capacity. Washington, Oregon, and Montana accounted for 31% of the total capacity; Gulf Coast States 23%, Northern States 26%, and other Southern States 20%. Based on estimated producer prices output of primary metal in 1977 Has valued at $4.6 billion. Aluminum consumption by 25,000 firms was centered 'in the East Central United States. Of aluminum consuming industries in 1977, building accounted for about 25%; packaging 22%; transportation 21%; electrical 11%; consumer durables 9%; and other uses, 12%.

"In November 1942, a preliminary report on the Swartz Mining District by John H. Soule, an engineer of the Bureau of Mines, recommended an exploratory program of diamond drilling. The existence of zinc and lead deposits in this region had been known for many years. In 1943 and 1944, the Federal Geological Survey made a detailed study of the same area. Later work done by the Bureau of Mines in this district followed the suggestions made by these geologists.3/In the latter part of 1944, Felix A. Vogel, Jr., another Bureau engineer, made a study of the Grey Eagle mine in the Kingston Mining District, a few miles northeast of the Swartz district, and his recommendations for diamond drilling were followed in so far as funds permitted. Drilling was started in October 1943 and was completed in June 1945.4/In its program of exploration of Mineral deposits, the .Bureau of Mines 'Ms as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution t national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. Knickerbocker, chief, analyzes samples of ore and performs beneficiation tests. Both these branches are under the supervision of Dr. R. S. Dean, assistant director.With respect to this report, special acknowledgment for assistance is due to C. H. Johnson, chief of the Rolla Division, Mining Branch, and to various members of the Geological Survey."

This bibliography is the second in a series that covers the current technical literature relating to the metallurgy of zirconium. The rapid advance in zirconium technology makes it mandatory that abstracts be prepared and compiled as soon as possible to have maximum value; therefore, the information in this volume is not arranged chronologically. As a service to research and production groups, succeeding bibliographies will be issued as new acquisitions accumulate in the Zirconium Information Center sponsored by the Department of the Navy, Bureau of Ships and the Bureau of Mines at the Bureau's Northwest Electrodevelopment Laboratory, Albany, Oreg. The initial volume, Information Circular 7771, Bibliography of Zirconium, covering 969 abstracted reports and 645 United States and foreign patents, was published in April 1957.

In recent years development of instruments and equipment for determining subsurface pressures and temperatures in. gas and oil wells has made it feasible to obtain information that eras not available in the past on many gas-production problems. The material presented in this report illustrates particularly the value of subsurface-temperature data in the study of subsurface leakage from gas wells. An abnormal decline in the shut-in pressure of the Lone Star Gasoline Co. A. Jones No. 1 gas well in the southern part of the Buffalo (Tex.) field was observed during an interval when a negligible volume of gas bras being withdrawn from the reservoir. Wellhead-pressure readings indicated that the shut-in pressure of the well declined from 2,295 pounds per square inch gage on February 3, 1937, to. 1,445 on February 12, 1935. Tests conducted by engineers of the Lone Star Gas Co. suggested that the subnormal pressure gaged on February 12, 1938, probably was not caused by a head of liquid in the well.

Prior to 1911 the literature on melting brass by electricity consisted entirely-save for some suggestions made in patent literature but not actually worked out-of a few observations by farseeing men ' on the theoretical advantages of melting brass and other nonferrous alloys in electric furnaces. Roeber was the first to see and clearly state the possible advantages of the electric furnace in brass melting. The same factors tha.t make it desirable to manufacture special steels in the electric furnace rather than in crucibles, he declared, apply to brass as well. He pointed out the possibility of using larger melting units, of eliminating crucible cost, of readily controlling the purity of the product. and of nearly eliminating the loss of zinc. "The replacement of the • old crucible process is sure to come," he said; "perhaps it will come in two years, but it will, necessarily, in ten years .... The inevitable advance along this industrial line will have great influence in the metal world and will also provide, in large cities, a new kind of load for the central station." The years 1905 to 1910 may be termed the purely theoretical period of the development of the electric brass furnace, though the Conley furnace was tried out e:xperimenta.lly about 1910 and a few heats were made in an induction furnace. 2 In December, 1911, the American Chemical Society held a symposium on mineral wastes, at which Bassett s discussed the zinc· losses that attend making brass in fuel-fired furnaces.

A new U.S. Bureau of Mines 6.8-L ignitability furnace was used to study the thermal autoignitability of dust clouds. This furnace has a quartz window to allow observation of the early stages of the ignition process and to allow measurement of the dust explosion temperature. Thermal ignitability data were obtained for various carbonaceous and metal dust clouds, with particular emphasis on various ranks of coal dusts. One of the reasons for the construction of the new 6.8-L furnace was to evaluate the effect of chamber volume on the measured autoignition temperatures. Therefore, data from the 6.8-L furnace were compared with data measured earlier in a 1.2-L furnace. The conclusion is that the autoignition temperatures measured in the 6.8-L furnace were only slightly lower on average than those from the 1.2-L furnace. These data on the minimum autoignition temperatures of various materials will be useful in analyzing the thermal ignition hazards of dust clouds in the mining industry and other industries that manufacture, process, or use combustible dusts.

An attempt is made here to collect together various reports and publications that are based on research supported all or in part by Contract No. H0155008 for the past two years. The subject matter deals primarily with the excitation, transmission, and reception of electromagnetic waves in mine environments. This contract from the U.S. Bureau of Mines with the Office of Telecommunications supports the efforts of James R. Wait (Principal Investigator and Consultant to OT), David A. Hill (Co-Investigator), and various associates within the Boulder scientific community. The contributions of Samir F. Mahmoud were supported, in part, by the contract while he was a Visiting Fellow with the Cooperative Institute for Research in Environmental Sciences at the University of Colorado. New GSP Trade Status Approved.--President Carter, by Executive Order effective March 30, has approved Generalized System of Preference treatment for imports of nonferrous metal products and other imports from Ecuador, Indonesia, Zimbabwe, Uganda, and Venezuela. As of May 2, Afghanistan and Ethiopia will be taken off GSP status. Under the Generalized System of Preferences, certain imports from developing countries are provided duty-free treatment. A country can lose its GSP status if its shipments of the product exceed $41.9 million or more than 50% of total U.S. imports during the preceding year. However, the President can waive the 50% rule in cases where total U.S. imports of an item in 1979 were less than $1 million. Certain nonferrous imports from Mexico, Peru, Chile, and Zambia are already covered by GSP. Hearings April 10 on International Tin Agreement.--The Fifth International Tin Agreement of which the United States is a signatory, which entered into force on July 1, 1976, will expire on June 30, 1981. A negotiating conference for a Sixth International Tin Agreement will be held under auspices of the United Nations at Geneva from April 14 to May 16, 1980.

Antitrust Investigation Dropped. - The Department of Justice announced that it was dropping its 5-year investigation of the aluminum industry. The investigation was over whether the aluminum companies were acting as if they were a shared monopoly. Deep Seabed Mining. - The Department of Commerce's National Oceanic and Atmospheric Administration (NOAA) has established an Office of Ocean Minerals and Energy which will be responsible for implementing the Deep Seabed Nard Minerals and Energy Act and the Ocean Thermal Energy Conversion Act. It will establish licensing and regulatory programs.

This vapor, which describes mining and milling methods and costs at the Knob Hill gold mine, is one of a series being prepared by the Bureau of Mines on gold mining and milling practices in the United States. The mining properties owned or controlled by Knob Hill Mines, Inc., are situated in the Eureka mining district on a country road 2 miles up Eureka Gulch from the town of Republic, county seat of Ferry County, Wash. The district is about 140 miles northwest of Spokane by road and 35 miles south of the international boundary line. The altitude at the mine office is 2,700 feet.

Lead Tariff.--The full House Ways and Means Committee approved H.R. 6089 which will have the effect of reducing the tariff on unwrought lead to 3% ad valorem, with a floor duty of 1.0625 cents per pound, compared with the currently effective rate of 3.5% ad valorem. Consideration is also being given to tariff rates on imports of red lead and litharge from Mexico. A consortium of domestic producers has appealed to the Office of the Special Trade Representative (STR) requesting a return to tariff schedules which were in effect prior to the concessions made effective on January 1. Mexican producers have filed a proposal in favor of lower duties, and the matter now awaits a ruling by the STR. Ferrous Scrap Exports.--After holding public hearings and receiving public comments in May, the Department of Commerce announced that it would not institute formal monitoring of ferrous scrap exports, as requested by the Ferrous Scrap Consumers Coalition. The Department said, however, that it would follow the trend of scrap exports and prices. Ferrous scrap prices are currently low and supplies are reported to be adequate.

In situ horizontal stresses were measured to determine the influences of geologic anomalies on the regional horizontal stress field in two coal mines in southern Illinois. Stress measurements were obtained near a normal fault having a 121-ft displacement at the AMAX Wabash Mine and a large coalbed want at the Kerr-McGee Galatia No.5 Mine. Horizontal stress measurements were completed using a Bureau of Mines borehole deformation gauge. The average maximum and minimum horizontal compressional stresses at the Wabash Mine were 1,400 and 800 psi, with the direction of maximum stress ranging from N 78° W to N 83° E. At the Galatia No.5 Mine, the averages were 1,500 and 500 psi, with the direction of maximum stress ranging from N 85° E to N 75° E. Generally, the geologic anomalies appear to have no dramatic effect of the regional horizontal stresses. However, subtle differences between stress measurements suggest an influence by the fault zone at the Wabash Mine. The larger anisotropic stress conditions at the Galatia No.5 Mine could be responsible for the increase in kink zones and directional roof failures.

The pigments, whose colors are due primarily to iron exides and iron hydroxides, comprise a variety of yellow, brown, red, and sometimes black paint-coloring agents, both natural and artificially prepared. The natural pigments in this group include ocher, umber, sienna, mineral paints, paint rock, and mortar colors. When the natural color or tinting power--either in the raw state or after treatment--is too weak, these pigments may be "forti- fied" or strengthened. Ocher, umber, and sienna, rhile often described as "iron oxide pigments," are also known as "earthy" rigments. Inasmuch as the iron content of these pigments is, in general, somewhat lower than that of other iron oxide pigments, the ochers, umbers, siennes, and other brown earth pigments are not discussed in the present paper. In addition to a discussion of natural or artificial pigments whose color is due to the presence of iron oxide in some form, this paper contains data on mortar colors, which are medium or low grade pigments used for tinting mortar, cement, and concrete. A great variety of materials are used for theso purposes, including "blue billy" (residue left from roast- ing pyrite), ground slate and shale, and even culm from coal washeries. Dur- ing the past three years, there has been a definite trend among the producers of iron oxide pigments to push the sales of the better grades of colors for tinting mortars. Due to the amount of low-grade coloring matter that is re- quired to impart a strong color to concrete (in soro cases as high as 15 per cent of pigment is necessary) the strength of the cement may be materially impaired. The addition of some 2 per cent of the higher grades of iron oxide to the concrete mix imparts a brighter and stronger colcr, does not weaken the material, and in the end is not as expensive as the low-grade pigments formerly used. Iron oxide pigments occur in nature in various shades and colors, but the red pigments are the most important and account for the larger part of the total red pigments used.3/ The nomenclature of these red pigments is involved and the names given to them are descriptive of the shade rather than of origin, method of produc- tion or chemical composition. In most cases the red pigments under this class may occur naturally or may be produced by heating hydrous iron oxide pigments such as yellow ocher to a sufficiently high temperature to drive off the water of composition. They may also be prepared by fortifying naturally-occurring pigments with stronger natural or synthetic oxides or with coal-tar dyes (e.g. alizarine lake), Most of the mineral reds derive their color from the presence of ferric oxide (Fe2O3), the mineral hematite. This may be present in relatively small percentages, as in the red slates and shales, or it may constitute as much as 90 per cent or more of the material, as in Spanish red. The principal iron oxide pigments used in the manufacture of paint are discussed in the following pages.

Anaconda Aluminum Co. began production from a new 60,000-ton-per-year potline at Sebree, KY, which brings the total capacity of the plant to 180,000 tons per year. A strike by workers at Alcan Aluminium Corp. primary aluminum smelters at Arvida, Que., Isle Maligne, Que., and Beauharnois, Que. shut down the plants and the company announced force majeure on part of its ingot supply commitments. Kaiser Aluminum and Chemical Corp. announced plans to increase its price for primary aluminum from 60.0 cents per pound to 63.0 cents per pound effective July 1.

Papers of this series are written by engineers and executives of mining companies , at the solicitation of the Bureau , and in accordance with an outline prepared by Bureau engineers , for the purpose of securing uniform presentation and conformable data . The property of the Alaska Juneau Gold Mining Co. is situated near the city of Juneau , Alaska , in what is known as the Harris mining district . Wholesale mining operations have been adopted on a large scale and 10,000 to 11,000 tons per day of gold- bearing ore are mined and sent to concentrators near Juneau . In addition to gold , the ore yields 0.6 ounce of silver and 13.0 pounds of lead to each ounce of gold recovered .

The Bureau of Mines made experimental determinations of the heats of formation of forsterite and chrysotile at 298.15° K. The heat capacities of two polymorphs of serpentine, chrysotile and antigorite, were measured over the temperature range from 50° to 298° K and the entropies at 298.15° K were evaluated. The heat content of antigorite above 298.15° K was measured to 850° K. These thermochemical data were combined with other pertinent data to give heat and free energy of formation values at high temperatures. Free energy values are given for the reaction, forsterite + water = brucite + serpentine at different temperatures and pressures.
