Environmental considerations are a key driver within the marine mining consenting process across different national and international legislative regimes and are critical in shaping the global public perception of the industry. As a result, it is vital that mining companies seeking to operate within marine environments establish a robust understanding of the sensitivities of the seabed environments in which they are active, the impacts of their activities and the ability of the environment to recover from these impacts. The significant risks of failing to do so include an inability to either obtain or maintain operating permits. The risks can be mitigated by the common application of existing seabed biological expertise in baseline assessment and monitoring. The key ingredients of a fit-for-purpose, cost-effective seabed ecological assessment include early consideration of ecological issues within the project life-cycle through undertaking detailed desk-top studies as-wellas the multiple-use of data that have been acquired as a consequence of prospecting processes, with such data including remote acoustic data, seabed imagery and sediment samples. These data can be used to inform the design of robust benthic baseline surveys which provide adequate information on the ecological character of the environment in question and habitats and species of conservation importance - decreasing project risk and increasing the likelihood of securing consent.

"INTRODUCTIONFerromanganese (Fe-Mn) crusts are a kind of marine chemical sediment composed of Fe and Mn oxy-hydroxides as well as small amounts of clastic sediments, which are ubiquitously found on the surface of slopes of seamounts and oceanic plateaus at depths from 900 to 5500 meters below sea level (mbsl). Fe-Mn crusts contain extremely high concentrations of useful minor metals such as Co, Ni, Te, REEs, and thus are expected as submarine mineral resources. Also, Fe-Mn crusts record the change of chemical compositions of seawater during last several tens million years, which allow us to obtain clues to clarify the paleoenvironmental conditions at the time of its deposition. However, occurrence, chemical compositions, microbial community and growth patterns of ferromanganese crusts are yet fully understood. Hence, a comprehensive study on the genesis of ferromanganese crusts, such as growth rates and enrichment processes of elements, is required to better understand their resource potential as well as their applications to paleoceanographic study.Based on the resource potential of ferro-manganese crust, the project entitled “Next- Generation Technology for Ocean Resources Exploration” was launched as one of the governmental projects to develop the exploration technology based on the scientific research on the submarine resources such as hydrothermal deposits (e.g., a poster by Kawada et al.), ferro-manganese crusts. We have made several research cruise to seamounts in the north-western Pacific such as Takuyo-Daigo and Takuyo-Daisan seamounts (Fig. 1) ."

INTRODUCTION Due both to the political history of UNCLOS and the sensitivity of the ocean floor and environment to man made impacts, both the Convention (including also the 1994 Amendment) and subsequent codification (such as the ISA draft code on Exploitation of Mineral Resources in the Area) put a focus on information about, and conveyance of, technology employed by interested deepsea mining companies, to inter alia the Authority and developing countries. In contrast, companies usually are (or by their nature should be) interested in safeguarding their technology and business secrets in order to secure unique selling propositions in a competitive environment. On the background of the meanwhile maturing regulatory régimes on deep sea mining, the presentation will look into some of the key regulatory provisions mirroring these apparently antagonistic interests, how the players involved could deal with them, and how they might in some cases be reconciled. Progress of Presentation The presentation will start by briefly examining some classical methods of protection of technology, such as patents, copyrights, and (not the least) secrecy. It will be found that some of the statutory means of protection due to their territorial character may face problems in being implemented in areas outside national jurisdiction, such as the Area, but that, thinking globally, they nevertheless retain much of their value for the purpose of protection. Depending on available presentation time, a model case may be used to illustrate the above – and also some of the following – findings.

Hydrothermal mineralization along slow-spreading oceanic ridges and rift -zones that comprise more than half the global length of the seafloor spreading center system is related to anomalous physical and chemical conditions acting within the geologic settings that characterize early and advanced stages of opening of an ocean basin. Mineralization in the early stage of opening is represented by the Atlantis II Deep of the Red Sea. There, hypersaline hydrothermal solutions discharging as density stratified brines into an axial basin, have formed the largest massive sulfide deposit (70 x 106 metric tons) known at a spreading center. Mineralization at the advanced stage of opening is represented by two types of sites: (1) oceanic crust on the wall of a rift valley; and (2) oceanic crust exposed on the wall of a transform fault zone. The first type of site is the TAG Hydrothermal Field, located on a wall of the rift valley of the Mid-Atlantic Ridge at the top of the basaltic layer of oceanic crust. Evidence is presented for multi-stage, high- and low-temperature hydrothermal activity that produces Cu, Fe, and Zn enrichments within the thin sediment column and stratiform interlayered deposits of manganese oxides, iron oxides, hydroxides and silicates, on the seafloor. The second type of site occurs along walls of transform fault zones of the equatorial Mid-Atlantic Ridge and Carlsberg Ridge, which exhibit stockwork-type Cu-Fe sulfide mineralization

"Germany, like several other countries, has entered a contract with the International Seabed Authority (ISA) to explore the prospects of commercial manganese nodule mining in the Clarion-Clipperton Zone (CCZ). Ensuring a maximally sustainable deep-sea mining operation requires a thorough understanding of the environmental impacts associated with every step of the mining process from the extraction of the nodules at the seafloor to the refinery on land. Against this background, the project presented here applies a combination of scenario-building and life cycle assessment (LCA) to assess and evaluate the sustainability performance of the individual process steps as well as the entire mining operation.Life cycle assessment (LCA) is a comprehensive methodological framework that allows the identification and quantification of impacts occurring during a products life-cycle, as well as the analysis and evaluation of their contribution to pre-defined impact categories, such as climate change, acidification and toxicity (Rebitzer et al., 2004). Until now, LCAs with a focus on raw material extraction have almost exclusively been applied to terrestrial processes. Noteworthy exceptions are offshore drilling, offshore wind farms and ocean fishing. Hence, the first part of the project is to investigate in how far LCA can be applied to deep-sea settings and if and in what way it could be adapted to be used in a deep-sea mining context."

"We report here on current topics of our project, based on the results of recent cruises and laboratory analysis, about the diversity of compositions and configurations of the hydrogenetic ferromanganese deposits in several Northwestern Pacific Seamounts. This recent research has discovered important aspects of these deposits regarding the mode of variation with water depth, topography and substrate geology, possible bacterial mediation, temporal variation with age in mineralogy, and major and minor element chemistry. All cruises and analysis have been supported by the facilities and staff of the Japan Agency of Marine-Earth Science and Technology (JAMSTEC), Japan Oil, Gas, and Metal resources Corporation (JOGMEC), Geological Survey of Japan, and Kochi Core Center (KCC) using a remotely operated vehicle (ROV), a monitored rock drilling system, dredges, and manned-submersibles in the NW Pacific seamounts,The results indicate that most of the rock outcrops on the slopes, shoulders, and much of flat tops are covered with maximum 10-cm thick crusts, but the thickness, metal content, and microstructural properties are not always uniform over the seamounts, but variable in space and time. The micro-stratigraphic description of whole-rock samples indicates a history of deposition and sedimentation, which control the diversity in bulk composition and abundance caused by the variable incorporation of iron-manganese precipitates into the deposits during variable environmental conditions. We conclude that hydrogenetic precipitation of iron-manganese oxide has taken place for more than 20 million years at a growth rate about 4-6 mm/my, in water depths below 1000m. The results indicate a fairly continuous and constant metal deposition since the middle Miocene age or older to the present. Our case study of geological sciences at a model seamount within the Japanese EEZ suggests that scientific knowledge is useful and essential in exploring mineral deposits, economic estimation, and designing systems, if supported by well-combined geological and oceanographic and biological research. The distribution map of ferromanganese deposits and geological map will be published soon in 2017 to be issued by the Geological Survey of Japan."

The traditional approach to mineral resource development is to identify the resource and then to undertake an environmental impact assessment of the effects of developing the resource. However, the traditional approach tends to ignore or underestimate cumulative, indirect and synergistic effects (Therivel et al., 1992). Moreover, traditional environmental impact assessment puts the project proponent in a position where the environmental impact assessment is used to defend on environmental grounds, a decision which has already been taken on technical and economic grounds. An alternative approach is to undertake an area-wide or strategic environmental assessment, (United States Department of Housing and Urban Development, 1981; Kelly et al., 1987). Strategic environmental assessment consists of the compilation and analysis of environmental data and information on an area. The data and information includes physical and chemical oceanographic data, biological surveys, social and economic parameters such as recreation and resource use, and ecosystem stressors such as dumping areas and sewage outfalls. Strategic environmental assessment is being increasingly used in the U.S. to provide scientific information to evaluate national or regional objectives for development and conservation of coastal and oceanic resources (National Oceanic and Atmospheric Administration, 1991). The strategic environmental assessment process lends itself very well to an evaluation of offshore sand and gravel re- sources in Atlantic Canada, because although the potential resource is widespread, the environmental constraints on development are potentially serious, but highly variable. The approach has the merits of identifying areas which are least susceptible to environmental damage, and of concentrating the exploration efforts on that part of the resource which is most viable from the perspective of integrated resource management and marine conservation.

KIOST has developed the pilot mining robot, named MineRo ?? from early-2011 to mid- 2012. The robot consists of two unit-modules having an identical mechanical structure and hydraulic system. One unit-module has two track systems, two pick-up devices, two crushers, one lifting pump and one thruster. The pick-up device is fitted on the frame of the track device. All actuators are driven hydraulically, which are manipulated by valves and the controllers. Each unit-module is equipped with one dual HPU of 250kW / 4,000V. PWM-16 (INNOVA AS) as hydraulic valve controller is adopted, which outputs PWM signals of 16 channels and can be used under pressure in oil-filled box. To measure angular velocity or displacement of hydraulic actuator, turbine-type flow-meters are adopted. The flow-meter has RF (Radio Frequency) type pulse detector, which extends the flow range by eliminating drag on the rotor. Two track motors, two crusher motors, lifting pump, one thruster can be controlled their velocities through feedback of the measured flow-rates. As well as the flow-rates, the states of the hydraulic system such as hydraulic pressures, temperatures, leakages are measured through a self-developed flow-pressure canister. In that canister, multi-channel amplifier boards are installed, through which the vast amount of data is acquired and transmitted to the main controller using serial communication.

Massive sulfide ores and Fe-Mn oxyhydroxide precipitates represent two extremes of a spatial continuum of hydrothermal deposition along oceanic ridges. Elemental variations across this continuum are of interest to economic geologists as a prospective geochemical exploration tool. Theoretical considerations suggest that certain physical and chemical parameters can be used to model compositional variations within the far-field (i.e., Fe-Mn oxyhydroxide) component as a function of distance from ridge axis; however, testing and verification of such models generally has been precluded because the few available distal hydrothermal sediment sequences have been sampled at low resolution and/or are highly diluted with biogenic components (e.g., siliceous and calcareous tests). Recent ocean drilling (ODP Leg 145; Sites 885/886) in the North Pacific successfully recovered an extensive record of "biogenic-free" distal hydrothermal precipitates from an area approximately 60 km south of the Chinook Trough at longitude 168.1 °W. Geophysical and geomorphological evidence suggests the Chinook Trough is the southern lithospheric scar marking initiation of late Cretaceous north-south rifting, implying that recovered hydrothermal materials record distal hydrothermal precipitation from the now-subducted Kula-Pacific spreading ridge. The Chinook Trough hydrothermal sequence is a continuous 15 my record of "biogenic-free" hydrothermal Fe-Mn oxyhydroxide precipitation mixed with eolian clays. It was deposited during the late Cretaceous, early Paleocene (80-65 Ma) as the perpendicular distance from ridge axis increased from 75 to 600 km. A high-resolution geochemical analysis of this hydrothermal sequence reveals distinct trends for the up-core (equivalent to increasing distance from ridge) distribution patterns of Fe, Sc, As, and rare earth elements (REE). Diamond mega-placers, in order to rank amongst the primary diamond deposits, are defined as => 70 m carats at =>95% gem quality. There is only one mega-placer known and that is found along the coast of southwestern Africa fringing the Kaapvaal craton. Placers are classified as residual when they are left on the craton, transient when being eroded into the exit drainage and terminal. Terminal placers, in being the final depositories of diamonds off the craton, have the greatest probability of being a mega-placer and such is the case in the placer deposits near the Orange River mouth, southwestern Africa. There are four main groups of conditions leading to the development of a mega-placer: the craton, the drainage, the nature of the environment at the terminus and the timing. The craton, in its role as the producer of diamonds is significant in respect to its size, diamond-fertility, the degree to which diamonds from successive kimberlite intrusions have been retained there and their availability to the final drainage yielding the mega-placer. Cratons in being buoyant have a tendency to leak diamonds into surrounding basins but in being incompressible often have orogens converge onto them resulting in lost sediment being returned as foreland basin fills. In order to concentrate a bulk of diamonds the drainage basin has to be large with a high proportion of it on the craton. The drainage yielding the mega-placer should ideally not have been preceded by older drainage and other systems that may have robbed the craton of earlier diamonds. The exits of diamonds from the craton need to be few in order to focus on their supply and the drainage network needs to be efficient in order to remove the maximum volume of diamonds off the craton. This efficiency and the focused termination is best achieved by the rejuvenation of a pre-existing drainage network. The drainage should be young enough to yield host sediments friable enough to allow brittle diamonds to be recovered from them.

The increased interest on deep water minerals resources is a challenge for both mining and oil industry. The exploration and production of oceans minerals require a synergy between of different technologies. While mining industry is leading the dredging and processing part of the system, oil industry is contributing through development of ore lifting technology based on existing subsea knowledge. The paper presents an overview, based on published projects around the world, of different approaches to marine mining. Several exploration techniques and offshore production systems were already designed and assessed, all of them with apparently positive results. Exploration phase is well advanced and in continuous expansion allowing the discovery of increasing resources around the world of different nature but production can be considered to be in an early stage. Different from onshore mining, subsea operations require a closer cooperation with international and local authorities to preserve as much as possible the environment. There are still many uncertainties at respect and all the exploration process must be carefully evaluated to allow subsea mining to develop in a sustainable manner. Technically, mining at seabed was already demonstrated and the process is based on three main components, namely seafloor mining tools, riser and lifting system and production vessel support. This layout is based on the concept that ore must be disaggregated at seafloor first, transported to surface in form of slurry that must be dewatered before loading to be transported to processing plants onshore. The challenges are rising because the environment and safety must be taken into consideration as a priority when evaluating the efficiency of the system. Recently high-resolution paleomagnetic age determination of ferromanganese crust in less than millimeter scale has been successfully carried out using a superconducting quantum interference device microscopy magnetometer (SMM). However, it has not been clearly identified how the crust is keeping ancient geomagnetic field records. Here we try to identify magnetic mineralogy of the crust obtained in the Magellan Seamounts, the West Pacific (~20 °N). As a record, age of the crust used in this study is extended to ~10 Ma at ~40 mm depth and ~28 Ma at ~100 mm depth, respectively, based on the combination approach of SMM measurements, Be-isotope and Co-chronology. Thermal demagnetization revealed a Curie temperature of ~560oC, corresponding to (titano)magnetite. Component analysis of isothermal remanent magnetization identified a presence of two types of magnetite. Measurements of first order reverse curve showed a dominance of non-interacting single-domain magnetite, which is one of the intrinsic feature of biogenic magnetite. Although most of the magnetic particles on transmitted electron microscopy are covered by amorphous Fe-Mn minerals, some are observed as a prototype of biogenic magnetite showing a chain of ~10 nm sized magnetite cubes. However, a magnetite signal (i.e., Verway transition at ~ –120 oC) was not detected in low-temperature treatment probably due to surface oxidation of magnetite. Contribution of interacting magnetite of detrital origin is <30% throughout a crust. Interestingly, contribution of detrital magnetite is almost three times higher since ~10 Ma. At this boundary, a growth rate of the crust is double up and flux of other detrital signals, including Al, Mg, Ti and Zr, are also increased.

A geologist can be likened to a medical pathologist trying to figure out from faint clues how something had lived and how it died, often long after the event. Present-day seafloor hydrothermalism has empowered geologists/pathologists to dissect a living system, in this case volcanogenic massive sulfides (vms) deposits of copper, zinc, lead, silver and gold. On the other hand, a considerable amount of our understanding of seafloor hydrothermal processes and its products stem from our knowledge, much of it from industry, of these same processes and products that formed ancient ores in oceans as much as 2700 million years ago and are now mined on land.

Pitcairn Island, the last remaining British Colony in the Pacific Ocean, falls in the S.E. Pacific. Its location, on top of a hotspot volcano, suggests the presence of submarine hydrothermal deposits in its EEZ. Such environments are known to contain hydrothermal mineral deposits, as in the case of Loihi submarine volcano near Hawaii, and Macdonald and Teahitia-Mehitia seamounts in the South Pacific. The hydrothermal deposits in these areas are formed as a result of the interaction of seawater with hot volcanic rock, producing a hydrothermal fractionation sequence comprising sulphides of Fe, Cu and Zn, oxides and silicates of Fe and oxides of Mn. In 1988, a GLORIA survey from the RRS Charles Darwin confirmed the existence of recent volcanism within the Pitcairn Island EEZ. A later bathymetric and sampling survey by the FS Sonne of the region round Pitcaim Island revealed submarine volcanoes approximately 80 km ESE of the island. Hydrothermal mineral deposits were recovered from them, and comprise finely laminated crusts of Fe oxides containing up to 50% Fe, and laminated hydrothermal Mn crusts up to 5 cm thick. Both morphologically and chemically the latter are similar to those from mid-ocean ridge and island arc settings, containing up to 50% Mn, associated with sulphides, and represent first discovery of such deposits associated with mid-plate "hotspot" volcanoes. Massive sulphide deposits are thought to occur within the volcanic pile.

Kuroko-type deposits exist in Japanese EEZ. Some of them are present in the Izu-Ogasawara oceanic island arc south of Tokyo. Major two Kuroko-type deposits occur in the area. One is the Sunrise hydrothermal field occurring on the caldera floor of Myojin knoll, which is likely to be the developed stage in sulfide mineralization. Another is present in the crater of Suiyo seamount that is the early stage of sulfide mineralization. The two deposits are here presented on the growth history based on samples recovered by Benthic Multicoring System (BMS).

To effectively manage the potential environmental impacts of deep-sea mining of manganese nodules, we need to know substantially more about the effects of sediment redeposition on abyssal communities and the time scales of recovery from such effects. As an initial step towards a predictive understanding of mining impacts on abyssal benthos, we are conducting a series of biological studies within the framework of the Benthic Impact Experiment (BIE). Mining operations will cause resuspension of sediments across extensive areas of the abyssal Pacific Ocean. The resultant plumes likely will produce redeposition layers, ranging from a few sediment grains in thickness to > 1 cm, over thousands of square kilometers of the seafloor. The impact of such redeposition on abyssal benthic communities is exceedingly difficult to predict. While there has been speculation that redeposition of 1 mm or less will exert deleterious effects, there has been very little testing, and the BIE will provide the first in situ test of redeposition impacts. In a series of cruises before and after controlled resedimentation, we are collecting biological samples to determine the undisturbed state of the ecosystem, the immediate effects of disturbance, and the time-course of recovery resulting from quantified levels of resedimentation.

Manganese nodule, the aggregate of fine grained manganese oxide minerals, is very brittle and fragile. In exploitation of manganese nodule, manganese nodules are easily broken into small pieces or powder during collecting and lifting from the sea floor. The broken manganese nodule under few millimeters and bottom sediment pumped up with manganese nodule affect to the lifting process. In this study, we tried to understand the physical properties of the powdered manganese nodule and bottom sediment, and to know the effect which may be rised to the actual mining of manganese nodules.

The northern Izu-Ogasawara Arc is characterized by an abundant distribution of submarine calderas along the volcanic front to the back-arc rift zones. In many of these calderas hydrothermal activities are observed. Among these calderas, hydrothermal ore deposits with economically feasible quality and amounts are hosted at two calderas, the Myojin Knoll Caldera and Beyonnaise Knoll Caldera. We conducted two research cruises in 2005 and 2006 to investigate further hydrothermal activities and ore deposits in these calderas and to complete the geological and geophysical mapping in the area. We discovered a strong signature of hydrothermal activity in the Myojin-sho Caldera using AUV capabilities. Newly obtained geological and geophysical data clarified the relationship between back-arc rifting tectonics and hydrothermal activities in the area. Five calderas (two of them newly found) and numerous (>200) volcanoes are mapped in the area. Complete SeaBeam coverage showed a distinct feature of the back-arc rifting activity and its relationship to the submarine calderas on the volcanic front. The back-arc rift zones composed of four segments separated by E-W trending volcanic ridges. Three of the calderas are located in the rift zone and are heavily deformed by the rift normal faulting that typically trend NNW-SSE. As the Beyonnaise Caldera is located in a swarm of faulting zones at the eastern end of the back-arc rift, the formation of the hydrothermal ore deposits found in the Beyonnaise Caldera are apparently affected by these faulting activities. Newly found submarine calderas are located in the rifting zone and are heavily faulted.

The reconstruction of ocean history has been a major focus of marine research over the past decade. A significant outcome of these investigations is the recognition that certain types of marine mineral deposits are linked to regional to global scale changes in ocean composition and climate conditions. Manganese-bearing deposits are of particular interest in this regard because changes in their occurrence, distribution and/or composition are responsive to both biochemical and geological factors. Analyses of such deposits whose formation spans critical age/epoch boundaries thus provide clues concerning the interplay of different process during anomalous periods in Earth history. Recent studies demonstrating this deposit - event - process relationship include: (1) Changes in the bulk chemical composition of ferromanganese crusts during the Late Miocene-Early-Pliocene (-7-3 Ma) that coincide with a period of enhanced biological productivity in the eastern equatorial Pacific upwelling zone; (2) The formation of large statiform manganese deposits at the Cenornanian- Turonian Boundary (-92 Ma) in association with widespread oceanic anoxia; and (3) Increased deposition of hydrothermal precipitates caused by tectonic reorganizations at the Paleocene - Eocene boundary (-55 Ma) that resulted in global-scale changes in atmospheric and oceanic circulation and climate.
