The Afanasiy-Nikitin Seamounts (ANS) in Eastern Equatorial Indian Ocean (Figure 1) are shown to be the exposed part of the presently buried 85°E Ridge system under the Bengal Fan sediment and were emplacement around 75-80 m.y. ago (Krishna, 2003). The first recovery of ferromanganese crusts from the ANS was made during 1994, and the samples (Figure 2) provided important clues on the evolution of this seamount (Banakar et al., 1997).

The United Nations Convention on the Law of the Sea (UNCLOS) entered into force, for those nations who had ratified it, on November 16, 1994. The Convention deals with nearly every aspect of ocean affairs, including marine scientific research, fishing zones, freedom of the high seas, protection of the marine environment and deep seabed mining. Article 76 of the Convention defines edge of the continental shelf in a way that many earth scientists find bizarre. Out to this limit, a coastal state has sovereignty over the seabed and sub-seafloor resources. Beyond that limit, the key principle of UNCLOS, that "the resources of the deep seabed represent the common heritage of mankind and should be developed to benefit all nations" is invoked. Establishing that limit and managing development in the different areas of jurisdiction is no small task. Canada's continental shelf as defined by UNCLOS covers an area approximately equal to half the area of the Canadian land mass. Interpretation and application of the convention is therefore highly significant for Canada. For example, the sedimentary basin in which the offshore Hibernia oil field is found, extends beyond the 200 mile limit but lies predominantly within the limits of the (UNCLOS) continental shelf. Responsibility for development of inshore placer deposits rests firmly with the coastal state. However, development of deep sea mining, in which the international community plays a management role under UNCLOS, has raised many concerns. Of particular interest to Canada will be the application of the provisions of the convention to interest in the polymetallic sulfides sampled on the mid-ocean ridges such as the Juan da Fuca Ridge. A further complicating factor for Canada is management of fishing stocks. Canada has sought to resolve this "problem" through multilateral negotiations under the UN. Under its "Oceans Act," currently being debated by Parliament, Canada intends to become a world leader in oceans and marine resource management. Similar activity in most maritime nations is setting the stage for a revolution in the way in which use of the world's oceans is managed. Much of this revolution will be guided by UNCLOS. Coastal states that have ratified the convention have ten years in which to define the limits of their continental shelves the clock is already ticking for them! We have yet to see how their actions will guide, or be guided by, those who have not yet ratified. We also have yet to see how national legislation and aspirations will mesh with international conventions that were drawn up in a previous era of environmental standards. This is a time in which many questions have been raised and few firm answers received. However, we must ensure that everyone is aware of what is happening, with what potential consequences, in order that rational decisions can be made. Canada has taken a few small steps that it is happy to share with the world community.

The Kurile Arc consists of at least 100 submarine volcanoes and 5 submarine calderas located mainly in the rear arc (Figure 1). The arc is seismically very active, particularly in the south, and is characterized by extensive volcanism and hydrothermal activity. At least one subaerial volcano on the arc (Medvezhy located on Iturup island) has an extremely shallow magma chamber and is intensely active.

There are generally two methane passes in conjunction with the seafloor natural cold seepages, as is schematically shown in Fig. 1. The first pass consists of the coupled anaerobic oxidation of methane and anaerobic sulfate reduction, as well as sulfur oxidation in the bacterial mats and immobilization thereafter in the sediment layer and on the seafloor. Through the first pass, calcium and organic carbonates are formed in biological and chemical processes from the methane (Luff and Wallmann, 2003; Luff et al., 2004). The detailed structure of the seafloor methane consumption process unit and its biological and chemical processes were introduced in Yamazaki et al. (2005). The other pass consists of direct bubbling into the water column. Through this pass, organic carbonate is formed with biological oxidation, and a small amount of the methane escapes into the atmosphere. Methane flux is supplied to these two passes through the sediment layer from the deeper structures. The structure of the methane supply process unit was introduced in Yamazaki et al. (2006).

The discovery of rich alluvial diamond deposits on Namibia?s Skeleton Coast in 1908 began a period of intense exploration and mining off the coastal sand; and shallow surf zones. In the mid-60s a Texas entrepreneur, Sam Rollins took the search to the seafloor. The inhospitable conditions encountered made the early going difficult. After a slow start, the past 10 years have seen much progress in geologist?s understanding of the deposition mechanics and the use of sophisticated geo-physical and sampling techniques to aid in the discovery of economic deposits. Diamondfields, in a joint venture with BHP and Benguela Concessions, began an exploration program in 1994 for sea-bed diamonds off the Port of Luderitz in Namibia. This program has progressed to a mine development program with the potential of creating a 500,000 carat per year operation. The mining technologies being considered include state-of-the-art, remotely operated sea-bed crawlers and high volume dredges feeding to semi-mobile processing platforms. The company's objective is to use the best proven technology to create an environmentally responsible operation with the lowest fixed operating costs and the longest and safest weather operating window of any offshore operator working Africa's diamond coast.

Stephen D. Scott Steven Scott is a Professor of Geology, Director of the Marine Geology Research Laboratory and, until May 1997, was Chairman for 9 years of Geological and Mining Engineering, all at the University of Toronto. Steve also holds a cross appointment at the University of Western Brittany's European University Institute of the Sea in Brest, France. He was educated at the University of Western Ontario (B.Sc. and M.Sc.) and at Penn State (Ph.D.). Steve is a geologist/oceanographer specializing in base and precious metal massive sulfide deposits which he and his students have studied on five continents and on the bottom of three oceans. He was the first ore deposits geologist and first Canadian to witness "black smokers" on the ocean floor. Since 1982, he has participated on 21 oceanographic surface and submersible expeditions, many of them as Chief Scientist. His research team is currently carrying out projects in the W and NE Pacific Ocean. Steve has published more than 150 research papers and lectured in more than a dozen counties. Popularized accounts of his work have appeared in various media.. He has been honored by several awards and distinguished lectureships. Steve is President of the Canadian Scientific Submersible Facility, which operates the Canadian ROPOS robotic submersible, and is President of the International Marine Minerals Society.

The Marine Minerals Technology Center (MMTC) was established by Congress in FY 1988 as part of the Mineral Institutes Program, administered by the U.S. Bureau of Mines under the auspices of the Department of the Interior. The primary objective of the MMTC is to encourage the development of selected mineral materials from U.S. seabeds by providing opportunities for appropriate engineering systems research, development, and technology transfer within academic, government, and industrial communities. The center will also provide the leadership and facilities required for the education and training of the nation's scientists and engineers in the field of ocean mineral development. Because of the broad spectrum of study encompassed by the field of ocean mining and mineral resources, the MMTC is organized to include separate divisions for nearshore and deep ocean research. The Continental Shelf Division is administered by The Mississippi Mineral Resources Institute (MMRI) of the School of Engineering at The university of Mississippi. Surface processing vessels for deep-sea nodule mining operations will produce dewatering plumes that will be released at some depth into the ocean water column. We are studying all aspects of this part of the nodule mining process. First, we have developed analytical and numerical models to determine the effects of highly non-uniform, realistic stratifications on forced, compressible plumes with finite initial size. The classical plume model is developed to take into account the effects of compressibility and thermal conduction through the dewatering pipe. Our results show how small-scale features of a realistic stratification can have a large effect on a plume, and provide a basis for determining at what depth dewatering plumes can be released. These results form the basis for our PLUMEX field experiments, in which we will study the dynamics of dewatering plumes over the course of one week of field tests from the vessel R/V Sally Ride. The field experiments will use a Remotely Operated Vehicle (ROV) and a Phased-Array Doppler Sonar (PADS) system to study the characteristics of the dewatering plumes. The subsequent transport of the material in the dewatering plume will be monitored via shipboard surveys and, potentially, Autonomous Underwater Vehicle (AUV) operations, and these studies will be integrated with near real-time, data assimilating numerical model predictions. The ultimate goal of this project is to develop a field validated, recommend strategy for the release and monitoring of dewatering plumes, to help inform the development of ISA regulations and the planning of industrial operations.

What is known about manganese nodules and their potential commercial recovery is outlined in terms of economics, legal rights, environmental impacts, and mineral genesis. As a result of 20 years of accomplishments it is clear that nodules comprise a real resource, and that they can be collected in water depths up to 5000 m, for brief periods, and raised to a surface vessel at rates of production appropriate for scale model systems. Based upon information in the public domain at present there is more confidence in the nature and magnitude of the resource than in the ability to recover nodules commercially. A review of the literature suggests that the metallurgical processing of manganese nodules is technically feasible and that the associated costs are well predictable. What is less clear is the market outlook for the products. All "overlapping claim" conflicts have been resolved. Therefore, parties with a historic interest in nodule mining appear now to have the right to mine in the future, assuming they properly complete whatever exploration license obligations they may have.

Fisheries make a significant regional contribution to the economy of Canada. In the Atlantic Region, over 70 thousand workers depend on the primary or secondary fishing industry. Fisheries are vulnerable to pre-emption of space by other marine industries and to contamination by chemical discharges. Markets may be affected even by the threat that products may be tainted. Fish may be killed by drags and dredges, and their physiology and behaviour affected by suspended sediments are stirred up by mechanical devices. Virtually no evidence exists of adverse impacts £ran ocean mining on fisheries, but projections from other marine activities such as fishing itself, dredging and other marine discharges give reason for caution. Department of Fisheries and Oceans policy calls for review of ocean mining proposals to ensure adequate protection of fish stocks, fishing activities and fish habitat, and compensation for losses attributable to any industrial project. Adverse impacts can be minimized by careful attention to details of location, technology and timing, and to close co-operation and information exchange between industry and the regulatory agencies.

Hydrothermal circulation that produces sulfide deposits in the marine environment can also produce sulfide deposits in lakes. The major differences in terms of process are (1) in lakes the hydrothermal fluid is meteoric water of low salinity whereas in the marine setting it is saline and (2) the rocks that are leached of metals to produce the deposits are continental crust in one case and oceanic crust in the other. We have examined sulfides that are presently forming in two lakes ? Lake Tanganyika in east Africa and Lake Oyunuma in Hokkaido, Japan. Tanganyika is the second largest lake in the world and the second deepest rift lake, after Lake Baikal in southeastern Siberia. Two hydrothermal fields are known in its northern basin at Pemba and Cape Banza (Tiercelin et al., 1993). At Pemba, CO2 and CH4-rich, low temperature (53-88°C) hydrothermal fluids are forming decimeter-tall chimneys at 2-46 m water depth. Our microscopic and x-ray diffraction study of samples from the Pemba site reveal marcasite and pyrite to be the most common sulfides. Minor minerals include barite, hematite, bornite and chalcopyrite. Quartz and feldspar are also identified and were probably incorporated from the surrounding lake sediments. At Cape Banza, aragonite chimneys, up to 70 cm high, are venting fluids at 66-103°C.

During the last ten years seven applications for nodule-bearing areas of the World Ocean Floor International Region (IR) have been made by national companies of Russia (Yuzhmorgeologiya), France (IFREMER/AFERNOD), Japan (DORD), India (The State Department of Sea Resources Development), China (COMRA), Korea (KORDI) and the Interokeanmetal Joint Organization (IOM) of some East European countries and have been registered by the Preparatory Commission of the United Nations International Seabed Authority (ISA). Besides these groups registered within Resolution 11 of the Final Act of the III United Nations Conference on the Law of the Sea there are four international consortia registered in the USA [Kennecott (KCON), Ocean Mining Associates (DMA), Ocean Management Incorporated (OMI), and Ocean Minerals Company (OMCO)], which have interest in areas in the IR and can be considered as potential applicants. All registered areas (with the exception of the Indian Ocean) including the areas of potential applicants and also 6 areas, reserved for the ISA are located in the Clarion-Clipperton Zone of the Pacific Ocean. If within each area not less than one deposit of polymetallic nodule-bearing ores can be discovered, then, the total number of such deposits, for the present moment, is 20.

The Federal government has a lengthy history in supporting and conducting research in the ocean mining and minerals field. The Federal effort has been and is currently focused primarily in four agencies: the National Oceanic and Atmospheric Administration (NOAA) within the Department of Commerce, and the Geological Survey (USGS), the Bureau of Mines (BuMines), and more recently the Minerals Management Service (MMS) within the Department of the Interior. While NOAA and the USGS have played dominant roles in mapping and geologic studies, and the MMS has recently provided funding for several task force studies within the Exclusive Economic Zone (EEZ) , the Bureau of Mines has conducted research in mining technology, minerals processing, resource definition, and economic evaluation of minerals from the seabed for over 20 years. These studies have yielded considerable minerals information regarding manganese nodules and crusts, placers, mineral sands, phosphorites, and sulfides. This paper reviews the past achievements in ocean mining and minerals programs starting in the late 1960's, describes current research and information efforts, and presents an outlook for Bureau of Mines research and information gathering efforts. The needs of the on-going basic maintenance operations and proposed enhancement and hurricane protection projects in the City of Virginia Beach exceed the capability land-slide sources of sand. Through the past several years our studies have concentrated on locating and defining suitable quantities of sand appropriate for use on the area's beaches and assessing some of the consequences of dredging in shallow offshore areas. By providing information concerning the geological setting of sand resources, the local wave climate, and benthic infauna, the overall research project has strengthened the knowledge and understanding of several facets of Virginia's inner continental shelf. We have identified three distinct settings for deposits of beach-quality sand, two of which (filled channels and surficial shoals) are distinguishable in relatively unprocessed sub-bottom profiles and cores. The third, a sand facies within a larger stratum, is discernable only with a suite of cores. Sandbridge Shoal, about 5 km offshore of the resort and residential community of Sandbridge appears to contain a substantial quantity of sand that could be exploited with comparatively few problems. It already is designated as the source of material for use in a shoreline protection protect for a federal facility. Fluvial(?) fill of a late Pleistocene channel lust offshore of the main, commercial, resort area may offer a proximal alternative to existing and proposed resources. Ongoing work to describe the local wave climate and the possible impacts of anthropogenic alterations of the bottom topography on wave transformation and studies of the biological community as it might be affected by dredging will help fill-out our series of studies. Prior to utilization of the resource additional work is needed to provide better definition of the limits and magnitude of the sand bodies. Finally decisions concerning the use of specific resources will have to include physical, biological, economic, technical, and social considerations.

Hydrogenetic Fe-Mn crusts are ubiquitous in the ocean basins and play an important role in marine mineral-deposit research because of their widespread occurrence and high concentrations of valuable and rare metals. Directed research, which started in the last quarter of the 20th century, has provided significant results, with substantial amounts of data produced on Fe-Mn crusts structure, composition, and distribution in the global ocean. Detailed study of several seamounts has given confidence about the scale of Fe-Mn crust development and their characteristics. Now, commercial interests gain more and more attention. However, at the same time some theoretical questions related to Fe-Mn crust history including controls on metal sources and concentrations have not yet been answered. Here, we present the overview of age, composition, distribution, and geological setting of hydrogenetic Fe-Mn crusts from Pacific and Atlantic seamounts and discuss the geological evolution and conditions that led to the formation of potentially economic concentrations of metals. The age, composition, and distribution of Fe-Mn crusts in the Atlantic and Pacific oceans were determined by using a Fe-Mn deposits database compiled from our original data, published papers, published databases, and other international sources. Comparative analysis of Fe-Mn deposits from the Atlantic and Pacific oceans shows that there are similarities in basic characteristics of crust formation in both oceans. Simultaneously, there are significant differences in the scale of Fe-Mn crust distribution and composition that can be explained by differences in geological settings and characteristics of the deposition environment.

Modern Kuroko-type deposits occur in submarine calderas of island-arc fronts and back-arc rifts in Japan. They occur primarily on or adjacent to caldera boundary faults. Hydrothermal sulfides in the Myojinsho submarine caldera are one of Kuroko-type deposits, but their occurrence is different from other deposits found within the area 200 km2 around the Quaternary volcanic front of Izu-Ogasawara arc.

Research on marine gas hydrate and the methane cycle has a tradition at IFM-GEOMAR. In summer 1996 during a cruise with RV SONNE offshore Oregon (USA) scientists of the former GEOMAR recovered the largest amount of gas hydrate from the seafloor. This discovery stimulated research on marine gas hydrates in Germany and induced funding of scientific programs such as LOTUS and OMEGA with numerous innovative technologies within the special program GEOTECHNOLOGIEN of BMBF and DFG. The primary objectives of ongoing and future research are to achieve a comprehensive knowledge of: • gas hydrate distribution and quantity; • variation and regulation of gas hydrate formation and dissociation as well as of the related fluid flow; • functioning of chemosynthetic communities in methane oxidation, carbonate precipitation and methanotrophy as biological barrier against methane emission and • delineating the escape routes of methane to the hydrosphere and atmosphere.

A comprehensive multi-disciplinary marine geological survey of northwestern Graham Island, Queen Charlotte Islands, British Columbia, Canada was conducted by Offshore Survey and Positioning Services Ltd. of Vancouver, B.C. on behalf of the Geological Survey of Canada; Energy, Mines & Resources Canada, Pacific Geoscience Centre, Sidney, B.C. Canada during October 1984 and July 1985. The aim of the survey was to map both the surficial geology and geomorphology in order to identify and evaluate the nature of the nearshore sedimentation and recent tectonics including stability (slumps and scarps) seafloor faults (frequency and displacements) and both the classification and consistency of soil type boundaries and properties. Data was acquired by utilizing conventional indirect applied marine geophysical techniques including side scan sonar, precision echo sounding and complimentary soil sampling. During October 1984 a total of 320 line kilometres of data including 180 soil samples were acquired. During July 1985 a total of 300 line kilometres of data were acquired including 150 soil samples.

The Norwegian EEZ contains large areas of interest for SMS exploration along the Mid- Atlantic Ridge, from Jan Mayen to Svalbard. At the same time Norwegian companies engaged in oil and gas activities are in the forefront of subsea development. This makes Norway ideally positioned to take a leading role within marine minerals research and commercialization. In the recent minerals strategy from the Norwegian Government marine minerals was pointed out as one of the strategic areas for the future. The Norwegian University of Science and Technology has established a research program in cooperation with Norwegian industry partners to determine the commercial potential of marine minerals in Norwegian EEZ. This presentation will give an overview of the status of marine minerals research and potential in Norway.

The recovery of most minerals, which are amenable to gravity concentration, is standardly determined by accurate sampling and assaying. .With respect to particulate - gold ores, sampling and assaying are still the convention, but the accuracy and reproducibility of these operations are much discussed and debated points. Evaluation of gravity concentrators by conventional sampling and assaying techniques is very time consuming, costly and may introduce a large amount of uncertainty into the results due to the particulate nature of placer gold. These problems are not unique to placer gold ores and apply to any low grade ore with particulate values. A gravity concentrator evaluation process developed by MIRL employs the use of neutron activated gold (198Au) and radiation detection circuits which monitor the concentrator's product pulp streams. Concentrator recovery is determined from the ratio of the number of gold particles detected as passing into the concentrate to the total number of gold particles detected over all monitored pulp streams. This system eliminates the experimental errors introduced by sampling, sample reduction, and assaying and allows recovery to be evaluated for gold particles of specific sizes, shapes, and flatness. This system enjoys its greatest utility where a large number of tests are to be run in order to evaluate a concentrator over a variety of operational settings, i.e. factorial designs, and allows accurate testing of concentrators operated in closed circuit systems. Beginning in 1984, MIRL conducted radiotracer studies of unit processes, which included jigging, static wedge wire screening, elutriation, and concentration with compound water cyclones.
