The International Seabed Authority is currently considering regulations for prospecting and exploration for polymetallic sulphides and cobalt rich crusts. The deposits of these two types of minerals are very different from polymetallic nodules for which the Authority has already adopted regulations in 2000. The presentation will discuss the nature of the deposits, the inadequacy of information and data concerning these deposits and their environment, as well as the problems of defining the method of allocation and the size of the areas to be licensed for exploration, and those to be retained for exploitation; the current status of the draft regulations being considered by the Council of the Authority.

Coastal and marine aggregate (sand and gravel) mining on US continental shelves is a major activity that supplies industrial and commercial demands for these raw materials. Because Pacific, Atlantic, and Gulf coasts contain significant shoreline segments that are in a critical state of erosion, sand-gravel and mixed sediment (sands with a high percentage of silt-plus-clay) deposits are mined in efforts to mitigate land loss. Sandy shores, and to a limited extent gravel coasts, erode by shoreline retreat due to relative sea-level rise and sediment starvation in littoral drift patterns. Mostly gravel shores occur in high latitudes and shorelines often advance seaward due to isostatic rebound following the LGM (Last Glacial Maximum 18,000 YBP). Sandy and fine-grained shores occurring in middle and low latitudes of the conterminous United States are problem coasts that require beach renourishment and reconstruction of barrier islands. Muddy coasts of the Mississippi Delta region are especially problematic because some islands are literally disappearing in response to subsidence. Replacement of sediments lost to the littoral drift system or returned to sedimentary sinks by drowning is thus a critical endeavor that involves annually dredging hundreds of millions of cubic meters of sediments from the continental shelf area. The types of shelf sediments that are amenable to marine mining techniques, their occurrence, and means of detection are highlighted in this paper. Minable Sediments on the Continental Shelf Wide varieties of sedimentary bodies that occur on the continental shelf are amenable to mining for beach renourishment and barrier island (beach-dune-marsh system) reconstruction. Relict terrestrial deposits make up a small but important proportion of shelf sediments that were deposited on coastal plains, now drowned by the post-glacial sea-level rise to form continental shelves. Examples of these deposits include drowned moraines, outwash plains, eskers, and kettles along the northern Atlantic coast in addition to siliciclastics along middle latitude Pacific, Atlantic, and Gulf coasts. Special cases include carbonate sequences along tropical costs of Florida and the muddy coasts of deltas, mostly in Louisiana. Specific types of minable deposits thus include shoreface attached sand sheets, dunes, and ridges in addition to offshore inter-reefal sands (between coral reefs in the Florida Reef Tract), bank deposits, and sand waves (ridges) that extend into US territorial waters. Nearshore siliciclastics include ebb-tidal deltas and bars. Drowned river valleys occur along all three US coasts and can be exploited for their fluvial sands if the covering mud sheets are thin.

The Metal Mining Agency of Japan (MMAJ) has started the project in the fiscal year of 1989 under the administration of the Ministry of International Trade and Industry '(MITI). The purpose of this study is to assess the impact on the ocean environment caused by manganese nodules mining. Summary of research and survey of MMAJ is as follows: 1. Evaluation of environment impact The aim of this study is to assess impact for ocean environment by manganese nodules mining. It is studied by using three-dimensional hydrodynamic prediction model and by carrying out cultural experiment of surface fauna with adding deepsea water and sediment. Development of hydrodynamic prediction model for discharged water at ocean surface has started in 1989. On board cultural experiment was carried out in the Japanese application area in the eastern Pacific in May 1991 and in May 1992.

INTRODUCTION In October 2014, on behalf of the French government, Ifremer, along with the International Seabed Authority (ISA), signed a contract to start a detailed exploration program for seafloor massive sulfide (SMS) deposits in the work plan located on the slow spreading Mid-Atlantic ridge (MAR). The contract has a fifteen-year lifetime and the related exploration program must include the outline of SMS deposits and a resource assessment, as well as detailed environmental base line studies in the contract area. The exploration for SMS deposits generally includes detection of hydrothermal plume anomalies, acquisition of surface and near-bottom geophysical data, sampling operations from the research vessel (e.g. dredges, cores), and dive operations. The environmental studies include, among others, short and long-term oceanographic measurements, water column studies, biodiversity evaluation close and far from SMS deposits, characterization of natural hydrothermal plumes and related sedimentation. The HERMINE research cruise held from March 13th to April 28th 2018 (R/V Pourquoi Pas?) was the first cruise dedicated to exploration of active and inactive SMS and to the quantification of natural chemical input to the water column. The HERMINE cruise strategy was built up around three main objectives: (i) regional exploration including the detection of plume anomalies and the research of SMS deposits, (ii) local exploration of a SMS district and (iii) integrated study of a natural hydrothermal plume. This 3-in-1 cruise required us to optimize the switch between dives and surface operations. Day-time was devoted to dive operations whereas night-time was mostly dedicated to CTD/Rosette operations. The Nautile HOV (Human Occupied Vehicle) was well suited to the working time schedule of the cruise because it was time efficient in shorter (i.e. < 10h) dives due to fast descent and ascent speed, fast submerged forward speed, high maneuverability and the ability to carry heavy science payload as well as large volume of samples. Regional Exploration The first seventeen days of the HERMINE cruise were devoted to regional exploration, i.e. the detection of new plume anomalies and the research of new sulfide mineralization in the French work plan (10 000 km2; 6 clusters).

An extensive ferromanganese nodule field south of New Zealand (Fig. 1) has existed beneath the flow of the Deep Western Boundary Current (DWBC) and Antarctic Circumpolar Current (ACC) for at least the past 15 m.y. West of 174°E, between 59°S and 48°S, the field is 300-500 km wide, but east of 174°E, where current flow impinges on the eastern slope of the Campbell Plateau, the field narrows from ca. 200 km at 55°S to ca. 120 km at 51°S. This narrowing coincides with deflection of current flow eastwards, and consequent reduction in bottom-current velocity and eddy kinetic energy. Based on sea floor photographs, dredge samples and 3.5 kHz profile data, six distinct seafloor substrates are delineated, forming broadly parallel zones eastwards from the lowermost Campbell Slope (Fig. 2).

Marine benthic habitats are vulnerable to the influence of a wide range of anthropogenic activities (e.g. sand and gravel extraction, dredged material disposal and trawling). Traditionally, benthic ecologists have relied on point sampling techniques such as grabs, corers and dredges to provide information on the physical nature of the substrates and their associated benthic fauna. However, information of this nature only relates to the specific point on the seabed from which the sample was collected and the interpolation of such data to predict the wider distribution of substrata and associated fauna may be unreliable. Our approach uses a range of acoustic, photographic and physical sampling methodologies to produce continuous acoustic coverage maps which can be used to assist with the interpretation of faunal distributions. This approach has been used to assess the impacts of marine sand and gravel extraction at the seabed at two sites off the east coast of England in the southern North Sea. The first study site (designated ?Area 222?) is located 20km off the southeast coast of England and was surveyed in 2001 using sidescan sonar, single beam bathymetry, seabed photography and also a 0.1m2 Hamon grab for the collection of benthos and sediment samples. The main objectives of this investigation were to provide an indication of the spatial distribution of the sediments and macrofauna in the wider area encompassing the dredged site, to evaluate the scope for the effects of marine sand and gravel extraction to extend beyond the boundaries of the site and to provide a wider geographical context for time series investigations. At this site, an acoustic basemap was utilised in conjunction with faunal sampling and photographic groundtruthing, to determine the nature and distribution of the seabed sediments and their associated features. Disturbances at the seabed arising from historic sand and gravel extraction activities were mapped, and this information was helpful in establishing biological cause and effect relationships. The acoustic basemap was also used to target biological reference sites against which the effects of adjacent man-made disturbances could be evaluated.

Around 235 million tonnes of marine aggregates have been dredged in the last decade from the UK continental shelf alone. The current distribution of marine aggregate production licence areas in North West Europe reflects the relationship between a variety of factors such as the natural distribution of deposits of sand and gravel, the demand for aggregates, the technical capabilities of the dredging fleet and environmental considerations. Whilst the sand and gravel deposits targeted by the marine aggregate industry are generally relict and therefore geographically fixed, the remaining factors have evolved over time and will continue to do so in future. Applications for new licences must not only reflect the current situation, but anticipate future trends. The main markets for marine aggregates are the construction industry, centred around the larger centres of population and coastal protection projects along the coastline of Europe. The aggregate industry as a whole does not create demand but simply meets it. Many factors influence the overall demand for aggregates and guidance exists for those in authority and industry who need to plan for the supply of aggregates. Adequate supplies should be maintained at the best balance of social, environmental and economic cost, whilst ensuring that extraction and development are consistent with the principles of sustainable development.

Manganese nodules, seafloor massive sulfides, and cobalt-rich manganese crusts in deep-sea areas have been considered as future metal sources (Mero, 1965; Halbach, 1982; Lenoble, 2000). Manganese nodules were the first recognized deep-sea mineral resource and many efforts concentrated on the R&D of mining systems (Welling, 1981; Herrouin et al., 1989; Yamada and Yamazaki, 1998) and assessment of environmental impacts (Burns et al., 1980; Foell et al., 1990; Yamazaki and Kajitani, 1999). No mining venture, however, has been active for this potential resource. The reason is that the rate of world economic growth has been slower than anticipated in 1960s. During the 10 year period of 1994-2003 (Fig. 1), on the other hand, there was about a 33% increase in the world copper demand. Of that increase, about 60% was consumed by China. Most of China?s increased copper demand took place over the final 4-5 years of that period. The growth is expected to continue for several years, and in 10 years or sooner the same situation is expected for India. Copper is the third metal in global demand, but its small abundance in the Earth?s crust is not well recognized (Table 1). From the production rate and the abundance, a copper shortage, or crisis, has a high probability than the other metals. Japan has no domestic copper resources and needs a counter measure for this potential coming copper shortage. Fortunately, Japan has a manganese nodule mining claim in the Clarion-Clipperton nodule field, Kuroko-type massive seafloor sulfide deposits in the Okinawa Trough and Izu-Ogasawara areas, and cobalt-rich manganese crusts around Okinotori-Shima and Marcus Islands. We need to re-evaluate their potential as copper resources and to realize their development.

Issues of deep-seabed mining are discussed since four decades and extensive efforts have been invested in oceanographic studies related to environmentally sound harvesting of polymetallic nodules. Because mining on the deep seafloor seems to range from large-scale, two-dimensional dredging or scooping up of the ore from the uppermost surface sediment layer to more localized drilling or deeper digging into a three-dimensional ore body, it appears to be justified to reconsider some concepts for environmental impact evaluation. Based on the experience gained during preceding years in environmental studies related to polymetallic nodule mining, some interrelated hypotheses and proposals will be presented. It is suggested that these proposals be considered in future plans for environmental impact evaluation and that observations on community re-establishment be conducted before massive sulphide mining or other ore extractions enter the commercial mining phase.

Ifremer, on behalf of the French government, holds an Exploration Contract with the ISA for polymetallic nodules in the CCFZ. As part of its exploration activities, the NODULE (2015) cruise was conducted to acquire a 50 m resolution bathymetric coverage of the eastern sectors of the Contract. In 2017, Ifremer initiated an update of the Contract’s mineral resource estimate. Metal grades and nodule abundance were modelled using ordinary kriging. The inferred mineral resource is 436 Mt (wet) of polymetallic nodules at an average abundance of 10.7 kg/m² with a cut-off grade of 7 kg/m². Based on the geological data, seamounts, sedimentary basins and steep slopes contain no nodules. Technical studies of most of the contractors have determined that nodule collectors could not maneuver on slopes above 5 to 10°. Thus, Ifremer has selected a quite conservative slope threshold of 7 % (about 4°) and a backscatter threshold of -29.5 dB to delineate nodule-free areas. This has a significant impact on the resource estimate, as about 54 % of the eastern Contract areas are excluded. Near-seafloor high-resolution mapping and photographic transects, associated with finer-spaced box-core sampling could constitute a next step to better constrain the mineable areas and to get a higher level of confidence in the resource estimation.

The paper concerns with some questions of Autonomous Underwater Vehicle (AUV) control system design, which allows a motion at rough undersea terrain. The AUV advantages reveal itself completely during exploration of such objects as seamounts and reefs area. These objects are characterized by steep slopes (30 degrees and above) and chaotic situated obstacles (rock debris, pinnacles, escarpments). Uses of other technical facilities for operating in such formations are difficult, dangerous or impossible. These regions take an interest due to the presence of iron-manganese crusts. Modern AUV can estimate density of mineral by means of still camera or video recorder. For this reason the vehicle has to move with the distance of 3-5 meters from seabed. Under such conditions micro- and mesorelief presents a considerable danger for AUV. The AUV can bypass underwater obstacles in the various ways. However, in any case AUV motion will be characterized by intensive maneuvering on various speed (from 0 up to 1.5 m/s), circular change of tractive force vector and, hence, a circular flow about the hull. So, AUV is equipped with the propulsion system, which provides free modes of motion. AUV control system (CS) has tri-level structure to allow a motion in a rugged seabed terrain. According to the generally accepted categorizations, CS includes execution, coordination and strategic levels. The strategic level contains the goals of AUV mission. Obstacles avoiding and route choice are realized by means of simultaneous maneuver in vertical and horizontal planes. Sonar system is used for data acquisition about obstacles. It consists of a few echo-sounders with fixed directivity pattern. The route choice algorithm operates at two lower levels of CS. Basic (?reflex?) functions of spatial motion are realized within the execution level and considered in the paper. The choice of motion modes is carried out at the coordination level of system. All accessible navigating information (the data from flight sensors and from multichannel echo-sounder systems) is used for this purpose. In addition the bypass of characteristic types of obstacles is carried out with the help of basic motion modes combination. The modeling results of bypass of various typical obstacles, and also their combinations are described in the paper.

Continental shelf margins are dynamic sedimentary environments that contain important benthic habitats and support many functions such as navigation, national defense, cables, pipelines, trawling, and oil and gas and mineral extraction. Coastal margins also contain resources such as sand and gravel aggregates, which are becoming increasingly important for beach nourishment to mitigate coastal erosion and enhance recreation and to restore degraded coastal ecosystems. Existing geologic maps of the seafloor and sub-bottom sedimentary character, morphology, texture, composition, and other seafloor properties are not available for some regions, are out of date and not inclusive of the massive data collected during the past several decades, and are not in GIS-based digital formats. New geologic maps, based on unified and integrated national digital datasets, showing the sedimentary character of continental margins are critical tools for both research to better understanding the geologic history and processes of continental margins as well as the distribution of habitats and resources and for managing coastal-marine resources. The majority of existing seafloor maps are decades old and do not include recent data from mapping surveys, seabed sampling and observation carried out by federal agencies, universities and industry. Because continental margins are increasingly important, comprehensive and integrated databases are needed to produce GIS-based digital maps displaying information such as seafloor geology, sediment character, texture and distribution. To meet the need for a unified database of seafloor sedimentary character, the USGS is conducting the Marine Aggregate Resources and Processes project, a national assessment of marine sand and gravel with federal, state, and academic partners.

Geochemical exploration for marine placers involves the acquisition, processing, and interpretation of geochemical data. Recent technological advances such as in-situ analysis systems and microcomputers have greatly improved our ability to acquire and process data, but their full benefits cannot be realized until we also develop improved methods for reducing and interpreting large amounts of raw geochemical data. Toward this end, our research has sought to identify existing and/or develop new geostatistical techniques for use in marine placer exploration. Each technique has been tested by evaluating its performance in the analysis of existing data sets. The data sets typically include the results of chemical analyses of suites of sediment samples collected from areas of known or suspected platinum and gold placers along the Bering Sea coast of Alaska. Results to date indicate that three geostatistical methods (subpopulation partitioning analysis, comparative factor analysis, and end-member compositional factor analysis) are useful in identifying elemental groups which can serve as "pathfinders" in the search for marine placers, and are also helpful in discerning the generic geochemical basis under lying observed statistical correlations between pathfinder elements and placer minerals. Diamonds were discovered on the coast of Namibia in 1907 but it was not until 1962 that the first gems were produced from offshore by a barge employing an airlift. Geophysical surveys and a sampling program were initiated and an understanding of the diamond distribution was gained. Several vessels, some with multiple airlifts, were used until the early 1970&apos;s. Some spectacular production results were achieved, but generally the systems failed to retrieve the gravels efficiently from beneath the overburden and off the bedrock. Various companies continued working with mixed outcomes until the mid-1980&apos;s, when new regulations were enacted by the authorities. The local Southern sea conditions dictate the present mining methods which are now applied over several hundred kilometers of the west coast. In shallow waters divers operate from small vessels, suctioning the diamondiferous gravels to surface with gravel pumps. In water depths of up to 50 m airlifts of various designs continue to be utilized with recovery plants installed on the vessels. Beyond 100 m depths a remote controlled, tracked, vehicle is used, together with a large drill mounted on swell compensator. Each system is deployed from a separate ocean-going vessel. Production of diamonds from the offshore is rising rapidly, with expectations of further increases. The coastline is likely to be the scene of new developments in marine mining techniques.

In a context of scarce mineral resources, coupled with an increasing global demand in metals due to the exponential growth of newly industrialized countries, the mining industry will inevitably have to deal with tomorrow?s resources: underwater deposits. Three types of offshore deposits are known to date: polymetallic nodules, cobalt-rich crusts and hydrothermal sulphides. The latter, regarding the political-economic context, is now considered most likely to be exploited in a near future. Operating a mine critically requires accurate knowledge on geotechnical properties of the ore. A question is thus to be asked: Is there a particular spatial organization of geotechnical properties in a hydrothermal sulfide mound? In the present study, geotechnical properties have been measured for 29 sulfide samples of known origin, completed by 14 measurements on Western Pacific specimens from Yamazaki et al. (1990) and Yamazaki and Park (2003). From these geotechnical data on 43 sulfide samples, we can provide some answers to this question above, crucial for future exploitation of underwater mines.

This project funded by Government of Flanders (Belgium) and coordinated by the Intergovernmental Oceanographic Commission proposes to draw recommendations for conservation of the biodiversity and for minimizing the impact of future nodule mining from the description of the referential state of suprabenthic megafaunal assemblages within a nodule ecosystem in the Clarion-Clipperton Fracture Zone (CCFZ). The description of this specific ecosystem is based on the analysis of about 200 000 photographs and some 55 hours of film collected by French and American exploratory cruises. The video and hotographic sampling has been achieved by means of different towed and remote control devices designed for Ifremer and NOAA including the manned submersible “the Nautile.”

Cobalt-rich ferromanganese crusts and nodules ores from seamount areas contain volcanic and sedimentary rocks as substrate or nuclei. During the mining operation, these rocks should be separated as unfavorable waste rocks with the manganese minerals. The ferromanganese crust and nodule ores require mineral processing to remove the substrate rock before the smelting. Deep-sea manganese nodule ores in contrast contain vanishingly small rocks, and can be directly treated with a smelting process without mineral processing treatment. This paper shows phisical and chemical description of the ores for the purpose of mineral processing, and reports liberation degree measurements of crushed ores and gravity separation tests. A mineral processing treatment flow is proposed from the obtained results. There is the first report of applying gravity separation in the treatment of coarse sized crushed products of cobalt-rich ferromanganese crust and nodules ore.

Since the Industrial Revolution, the land resources have been decreased rapidly as the industrialization. And this phenomenon brings to our mind an interest in deep-sea resource(manganese nodule). Hence, Korea has been participated in the development project of exploiting manganese nodule since 1983. Hwang and cho(1998) studied the economic efficiency evaluation of manganese nodule carrier. But they used the TAMU(Texas A&M University) model, and assumed deadweight and velocity of bulk-carrier. If we use some optimization technique, more economic manganese nodule carrier can be selected and evaluated without limited assumption. In this study, we evaluated the economic efficiency of manganese nodule carrier using genetic algorithms(GAs).

The GeoERA Co-Fund action is a joint contribution of 48 national and regional Geological Survey Organisations from 33 European countries “Establishing the European Geological Surveys Research Area to deliver a Geological Service for Europe (GeoERA)”. This is an ERA-NET action under Horizon 2020. The aim of GeoERA is to fund transnational projects contributing to the best use and management of the subsurface, addressing the following four themes: Geo Energy, Ground Water, Raw Materials and Information Platform. The European Commission recognises the significance of raw materials through its Raw Materials Initiative (RMI), the European Innovation Platform on Raw Materials (EIP-RM) and Horizon 2020 funding, specifically through Societal Challenge 5 – Climate Action, Environment, Resource Efficiency and Raw Materials. The GeoERA Raw Materials Theme will contribute to research and innovative developments for minerals inventory, minerals yearbook, exploration, mapping, modelling, metallogeny and critical raw materials in the pan-European framework including the sea. A major element in Europe’s long term economic strategy is to ensure security of supply for strategic and critical metals as part of the Blue Growth Strategy developing sectors that have a high potential for sustainable jobs and growth as seabed mining. The project MINDeSEA results of the collaboration between eight GeoERA Partners and four Non-funded Organizations at various points of common interest for exploration and investigation on seafloor mineral deposits. The Geological Surveys of Spain, Germany, Greece, Ireland, Norway, Portugal, Sweden and Ukraine are organisations with responsibility for coastal, marine geological investigation and mineral resources studies and mapping in their respective countries. The Non-funded participants: the Instituto Português do Mar e da Atmosfera; the United States Geological Survey; the All-Russia Scientific Research Institute for Geology and Mineral Resources of the Ocean; and the Geosciences Institute, host important databases, they have an international reputation for excellence in both science and technology, and are internationally-known experts on seafloor mineralisation and hydrothermal systems. This project addresses an integrative metallogenetic study of principal types of seabed mineral resources (hydrothermal sulfides, ferromanganese crusts, phosphorites, marine placers and polymetallic nodules) in the European Seas. The work program includes all the regional seas around Europe comprising the Atlantic Ocean, the Mediterranean Sea, the Baltic Sea and the Black Sea (Fig. 1). The MINDeSEA working group has both knowledge of and expertise in such types of mineralisation, providing exploration results, sample repositories and databases to produce innovative contributions. A shipboard research system capable of operating in waters of up to 2,000 m has been designed and implemented by the Hawaii Undersea Research Laboratory (HURL), University of Hawaii. It uses a remotely-operated ocean bottom survey camera system, ROV, bottom TV grab, the PISCES V submersible, and a submersible emergency recovery system aboard the 225-foot RN KA&apos;IMIKAI-O- KANALOA. All systems are operated from the stern of the KA&apos;IMIKAI with a mounted Caley telearm and articulated A-frame system. The system was designed for multi-purpose use of the telearm for launch and recovery of the PISCES V submersible on a lift recovery line (with or without diver assistance), or night-time operations with an electro-optical cable using either the HURL ocean floor sidescan, or photo and video system operated at 10 m above the ocean floor. The 1.14-inch diameter cable is also used to operate the RCV-150 garage/ROV system. The garage/ROV system has also been designed to act as a submersible rescue system with a submersible lift capability.
