"The papers presented in this edition of the Bulletin cover some of the business issues that face mining companies exploring or operating in jurisdictions outside Canada. While technical innovations may, generally, be seen as fast-moving and farreaching, these papers also show that changes in approach and thinking continue to be evaluated and implemented.The Forum paper co-authored by Roger Taplin of McCarthy Tétrault LLP and Marchand Snyman of Muratie Investments Pty Ltd. highlights the quite radical changes that have taken place in South Africa’s mining industry with the introduction of the Mineral and Petroleum Resources Development Act, 2002, in October of that year, together with the Broad-based Socio-Economic Empowerment Charter for the South African Mining Industry and the Mineral and Petroleum Royalty Bill of March 2003."

"The Island Mountain mine is at the southeast end of Island mountain; across Jack of Clubs lake from the Cariboo Gold Quartz mine.; The orebodies consist of quartz veins and pyritic replacement deposits in limestone. To December 31; 1944; there has been mined 296; 273 tons of quartz-vein ore averaging about 0.34 oz. gold a ton; and 101; 002 tons of sulphide ore averaging about 0.83 oz. gold a ton; a total of 397; 275 tons averaging 0.46 oz. From this; 175; 985 fine oz. of gold and about 26; 450 fine oz. of silver were recovered; having a value of $6; 510; 521.More than 95 per cent of the production has come from a band 500 feet wide along the contact of the Rainbow and overlying Baker members and extending about 100 feet into the latter. Evidence that the Rainbow belongs stratigraphically above the Baker is presented later in this paper. Both members are most variable lithologically, and individual beds and whole series of beds pinch out in short distances. In part, at least, this is due to squeezing out incidentally to intense folding. No section can be claimed with assurance to be really representative. However, both memb.ers are composed predominantly of quartzitic rocks. Both contain argillaceous quartzite, argillite, limy quartzite, limy argillite, limestone (marble), and minor amounts of highly ankeritized rocks believed to be igneous sills possibly originally approaching diorite in composition."

This paper outlines the position and capabilities of Western Canada's bituminous coal industry, and indicates the increasing importance of Japan as an export market. The use of coal in Japan is reviewed, especially as regards future trends, and an appraisal is made of Canadian coal in comparison with domestic Japanese coal and imports from other countries. The importance of maintaining a solid nucleous within the Canadian bituminous coal industry is emphasized. I N RECENT years, Japan has emerged as a valuable market for Canadian exports. The first major product exported in volume to Japan was wheat, which has become very successfully established in Japanese markets. Following this, iron ore gradually found a market in Japan, with exports usually based on long-term contracts. "Noranda's Heath Steele Mine is located 35 miles north of Newcastle in northern New Brunswick. Blasthole open stoping with partial delayed filling is the major mining method in use. The selection of stope and pillar dimensions to ensure mine stability was originally subjective. This paper describes the progress made in attempting to rationalize design.One major feature is the fracture pattern. The main orebody now being mined, the B zone, has undergone five periods of folding and each period of folding developed a family of fracture planes which are axial planar to that particular fold pattern.The other major features considered are the calculated increase in stress due to mining and depth and its relationship to measured strain. Experience has shown that ground problems affecting production have usually originated in rib pillars. Field observations of ground deterioration and multi-wire extensometer measurements of strain are tabulated together chronologically for each pillar.A factor representing stress and a common plane of weakness are identified. Graphical analysis is used to determine the effect of the plane of weakness on a typical stress/strain curve and provides a base for the design of pillars."

CIM, by its name and by the nature of its history and make up, has mainly been a Canadian entity. It has been created by an act of Canadian Parliament and it is set up to work within the Canadian federal and provincial framework.

This paper deals with the large iron ore concentrating plant owned by the Iron Ore Company of Canada. The plant is part of the Carol Project, which is being developed in the Wabush area of western Labrador. The mining and milling operations were officially opened in July of this year. The handling of fine material has always been considered a serious operational problem. The crushing, grinding and sizing of 50,000 tons of iron ore per day, in a dry state, could present sizeable problems in maintenance and orderliness. The operation, as a whole, embraces many recent developments in the iron ore industry. Mining operations include the latest techniques of jet piercing and blasting. Primary crushing involves a single crusher, which handles the complete production. Grinding of the ore includes the latest concepts of dry autogenous grinding in air-swept mills. The actual concentration of the ore is per-formed, in the wet state, by the use of spiral concentrators, with provision for possible flotation or magnetic separation, if required. The upgraded concentrates are either stored or pelletized, prior to shipment by rail to Seven Islands.

The Right Hon. Viscount Long, late Secretary of State for the Colonies, in his inaugural address to the Empire Mining and Metallurgical Congress in London last June said: "I am more and more? convinced by every day experience that the development and strengthening of the Empire must depend upon individual effort and action, and that it is useless to look to Governments for assistance." I am inclined to agree with Viscount Long, to this extent, that the initiative must come from individual effort, but Government assistance is necessary to put the results of that effort and action into effect. It is perhaps fitting at a gathering of this kind to remind ourselves of the part the mining industry has played, not only in the development of the British Empire but in the world at large, in the promotion of modern civilization. We do know that all human progress has been coincident with the early discoveries in the recovery and treatment of metals and, as the centuries have passed, the human race has become more and more dependent on these sciences as factors of all progress, and no nation has ever become powerful and prosperous that has lacked adequate mineral supplies, or having these, has allowed them to be exploited by other nations.

"What is Due Diligence?Within the mining industry the term “due diligence” is used to describe a detailed data review, generally in connection with the purchase or sale of a mineral property, the approval of a large capital expenditure, or the borrowing of a large sum of money.The term originates in the requirement of the board of directors of a corporation to “act honestly and in good faith ... and exercise the care, diligence, and skill that a reasonably prudent person would exercise in comparable circumstances” (OBCA, 1994). Furthermore, the law assumes that a corporation (or its board) will have exercised due diligence in the acquisition of an asset and, therefore, knowingly (in the absence of fraud or deceit) will have taken on the liabilities and obligations associated with the asset (Nelson, 1994). This is the familiar “Buyer Beware”.Directors are liable for their decisions except “if the director relies in good faith upon financial statements of the corporation represented … by an officer of the corporation or in a written report of the auditor, or a report of a lawyer, accountant, engineer, appraiser, or other person whose profession lends credibility to a statement made by any such person.” (OBCA, 1994).Hence the importance of reports prepared by professionals. They provide confirmation that the directors have exercised due diligence in the performance of their duties. For this reason these reports are referred to as due diligence studies"

"Aqueous slurries of fine particle size calcium carbonate are used in a diverse range of end-use products. In many cases, the end-use performance is governed by the fineness of the particle size distribution. In turn, the maximum fineness of the particle size distribution is primarily determined by the efficiency of the dispersants used during the production process. Here, we report the sodium polyacrylate mediated dispersion of calcite and kaolin. Firstly, we report a colloid chemical description of the dispersant behaviour and attribute the stabilization to both steric and electrostatic mechanisms. Secondly, we describe how the understanding developed in the first part of the study can be utilized to produce more effective dispersant systems which allow the preparation of added value, higher solids and finer particle size calcium carbonate slurry products. IntroductionConcentrated aqueous dispersions of fine particulate kaolin and calcium carbonate are used extensively in the coating of paper. Currently, more than 10 Mt of such dispersions are used annually in North America and Europe alone, and worldwide consumption is growing at around 3% per year.Generally, paper is coated to enhance its visual appearance. Firstly, coatings improve the optical properties of the blank sheet, i.e., its brightness (or whiteness), opacity and gloss. Secondly, they improve the physical properties of the sheet that will influence the quality of the final printed image, such as surface smoothness, porosity, and ink absorption. In order to achieve these aims economically, paper coatings must be applied at high speeds and with minimal drying costs.Kaolin and calcium carbonate pigments are the major components of most paper coating formulations. Particle size distributions are chosen to maximize the optical benefits that they confer, and to allow the production of formulations that can be easily pumped, handled and coated. Coating pigments are generally produced and transported as slurries, and so it is important to obtain dispersions with the highest possible solids content, both to minimize drying costs and the quantity of water transported. This paper examines the dispersant technology that is currently used in the industry and the mechanisms by which it functions, and illustrates ways in which this technology has developed and could be further improved in the future."

Historical Sketch Occurrences of native copper have been known along the Arctic coast of Canada, especially in the vicinity of the. Coppermine river, since the early part of the eighteenth century (See map, Figure 2, insert). In 1769, Samuel Hearne, a clerk of the Hudson's Bay Company at Fort Churchill, was sent to explore the 'copper mines' from which natives had been reported to secure copper for tools, fishing spears, etc. After two successful attempts, he reached the Coppermine river in 1771, accompanied by Indian guides. This hazardous trip was indeed a remarkable feat when one considers the vast distance covered, a great deal of which was barren lands. At Bloody falls, (See Figure 1) on the Coppermine river, Hearne's Indians swooped down on a party of sleeping Esquimaux, who gathered there each summer to fish, and murdered the entire band encamped on that side of the river. Hence the name of the falls. Hearne's knowledge of minerals was undoubtedly limited. He reported having seen the copper mines from which the natives were securing the copper, but he failed to prove the economic possibilities of the copper occurrences or to give an accurate description of any deposit. Sir John Franklin visited the area in 1821. He and other members of his expedition, namely, Richardson, Back, Kendall, and Hood, reported native-copper float to occur in the vicinity of the Coppermine river and Bathurst inlet.

During the last three years prospecting has been active in southeastern Manitoba and a number of interesting gold, nickel and copper deposits have been discovered within an area 90 miles north of the international boundary, and extending about 40 miles westerly from between mileage 60 and 110 on the Manitoba-Ontario boundary. As known at present, two-thirds of this area of 2,000 square miles is underlain by pre Cambrian granite and granite gneiss and is not likely to contain mineral deposits of economic importance. The remaining one-third is underlain by metamorphosed sediments and lavas (greenstones), penetrated by the granite and granite gneiss and, at various localities, cut by bosses, sills, or dykes of gabbro, diorite, granodiorite, and other types of intrusives. The nickel, copper, and gold mineralization accompanied or followed the intrusion of these different rock types. The gold deposits are limited in distribution, so far as known, to the northern part of this prospecting area and occur along Manigotagan and Wanipigow rivers. These deposits have recently been described in some detail, (3) and therefore only the copper and copper-nickel deposits of the southern part of this area, along Oiseau and Maskwa rivers, will be described in this paper.

Introduction Under our present civilization, industrial developments will be greatest in those areas in which energy .can be most economically produced and efficiently used, where labour is in adequate supply, and where markets for the products of industry are available. A knowledge of fuels- the present major sources of energy- and of their utilization is therefore of vital importance. With that in mind, the aim in this paper will be to outline the known reserves of fuels in Alberta, to give their characteristics, to indicate the markets served by each, and to offer some suggestions for the future development of the coal industry. The paper should be regarded as a compilation of published data rather than as an original treatise. Alberta is richly blessed by having large reserves of mineral fuels. The estimated reserves of coal are 46,562 million tons. Alberta is the oil and gas province of Canada. The world's largest deposit of bituminous sand occurs along the Athabaska river in Alberta. In addition, there are large areas of forested land in the northern and western sections of the Province, and the rivers serve for the development of hydro-power.

Introduction The Sullivan concentrator treats the complex lead-zinc-iron ore from the Sullivan mine of the Consolidated Mining and Smelting Company of Canada, Limited, to make a lead and a zinc concentrate for its metallurgical plants at Trail. Three miles separate the mine and mill, which are situated near the town of Kimberley, in the East Kootenay district of British Columbia. The orebody consists typically of banded sulphides, mainly galena, sphalerite, pyrrhotite, and pyrite. Important factors in the concentration of the ore are its exceedingly complex and its high specific gravity. It should be remembered throughout the paper that results and figures are based on Consolidated's experience with the Sullivan ore. The present mill feed rate is 8,500 dry tons of ore per 24 hours, for an operating week of five and a half days. Grinding and classification of the ore are carried out in three stages and, in addition, there is a re-grind section which re-treats the zinc middling. It is the purpose of this paper to discuss the classification in the various stages and to give the results o comparative tests which have been carried out for the purpose of improving operations in the mill. The Primary stage consists of six units, each made up of a ball-mill and classifier (see accompanying flow-sheet). Four units operate in open circuit and two in closed circuit. The secondary stage consists of eight ball-mills operating in closed circuit with twenty-one classifiers. In the Tertiary stage are two ball-mills in closed circuit with eight classifiers. The re-treatment section for re-grinding the zinc middling comprises one ball-mill in closed circuit with two classifiers.

"It is a widely held view that in the 21st century, the mining industry will be dominated by a relatively small number of large companies, truly global in scope and internationally staffed (Gooding, 1997). Interestingly enough, most of the exploration and exploitation activities are being carried out by junior and major mining companies from common law jurisdictions in civil law countries, in particular in Latin America, where in recent years, the region has ranked first as a destination for exploration dollars, thanks to the reforms undertaken by some countries to amend their legal framework to attract foreign investment. From a lawyer’s point of view, this is where the main challenge lies: how to bridge the gap between the two legal systems.In order to avoid pitfalls, common law lawyers should be more diligent and proactive when dealing with civil law jurisdictions, given the different systems of law, standards, traditions and customs. Common law lawyers cannot be expected to be well-versed in civil law but they should not be completely unfamiliar with it either. A balance should be struck to ensure clients’ needs are professionally taken care of and that common law requirements and standards are met."

"The paper/presentation will review the evolution of diesel technology from older diesel engines (1990 vintage) through to the latest technology as a result of the ever changing emissions regulations. It will encompass the EPA Tier levels as well as the latest Euro Stage V emissions. The next step with technology will be to address the CO2 emissions, which translates to improving fuel efficiencies of the product as well as other technologies like battery electric, hybrid and fuel cells. As technology progresses it also becomes important to improve connective diagnostic systems to support maintenance practices and improve efficiencies. What will also be presented will be the key emissions changes to the different gaseous and particle mass elements as the products have transitioned from the EPA Tier 3 through to Tier 4 Final regulations. Offering a range of different technologies to the underground mining market matters as not all pieces of equipment will perform optimally due to its duty cycle and application. INTRODUCTION Rudolf Diesel built his first well-known prototype of the high-compression engine in 1897. Since that time, the diesel engine has evolved into one of the world’s most capable and reliable forms of power generation. Diesel engines can be found in a wide variety of vehicles and equipment, powering everything from agriculture and construction equipment to power generators and marine vessels. In the early days the emissions from diesels was very poor and extensive work has been accomplished over the decades to make the product more environmentally friendly. This is more important in underground mining where the space is limited and ventilation is expensive and challenging. DISCUSSION The key driver of the development of diesel technology is the legislation globally around engine emissions. The emission level requirements over the years has forced diesel engine manufacturers to build a deep technical understanding of the system and how to innovate and optimize key elements of the engine. Cummins expertise has been built over the years as the diesel engine has evolved from a relatively simple mechanical engine to an electronic system with advanced air handling, fuel system, after treatment, and controls. Cummins has also continued to expand into systems beyond diesel, including natural gas. Many new components have been added to diesel engines to reduce emissions while improving fuel efficiency and reliability and, at the same time, reduce the total cost of ownership to the customer."

"When it comes to new mines being developed, there is a general industry consensus that most low-hanging fruit has been picked. Many projects currently in the mine development pipeline have been around for decades, but were held back because of technical challenges. Future development of these deposits will likely require access to the public capital markets, and in Canada that means providing scientific and technical disclosure on these deposits in compliance with NI 43-101. As many of these “challenged” projects have metallurgical issues, the companies that own the projects need to ensure their metallurgical Qualified Persons provide transparent disclosure regarding proposed solutions to those issues.This paper provides an overview of the disclosure requirements under NI 43-101 that are pertinent to metallurgists, and other Qualified Persons who prepare technical disclosure regarding the metallurgical characteristics of a mineral project. It lists the triggers for a technical report under NI 43-101 and Canadian stock exchange policies, and identifies the sections of the report that should involve input from a metallurgist or process engineer. "The successful design of a new mine water pumping system is in part dependent upon the accuracy with which the operating conditions can be forecast. This paper outlines the data which should be obtained on water quantity and quality. Methods of modifying the quality are also discussed. Some pumping systems for disposal of sludge are described, citing operating examples. The various types of mine dewatering pumps are described in terms of design characteristics as they affect operating efficiency and installation and maintenance costs. Piping system parameters are outlined. Finally, a hypothetical case study of pumping from a depth of 3,000 ft is assessed, with particular reference to capital costs.IntroductionMany mine operators would agree that the pumping system usually receives a low engineering priority during the design stage, and as a consequence causes some of the most frustrating problems during production. For a ""dry"" mine (up to 200 gpm), design of the pumping system may indeed be simple, but outside of the potash industry such mines are not common. For ""wet"" mines, the pumping system is important because it significantly affects the initial capital and on-going energy costs of the mine and, in the area of sludge disposal, the working conditions and production costs. Indeed, a failure in the pumping system usually has serious, and sometimes disastrous, consequences.The intent of this paper is to outline the factors which should be considered in the design of a pumping system and to describe the types of pumps used in mine dewatering and relate them to practical operating systems."

Availability of the production equipment used in underground mines has a substantial impact on production costs and, thus, on mine profitability. Appropriate collection of pertinent data and information, as well as use of adequate performance measures and their analyses, can help mine operators identify cost-effective opportunities to improve equipment availability. This paper presents study results aimed at reviewing and analyzing means and measures used to quantify equipment availability and its contributing factors (reliability, maintainability and maintenance support) in several Canadian underground mines. It overviews sources, as well as quality and quantity of relevant data and information, and examines performance measures and their definitions, as applied to surveyed mines. Problems concerning data acquisition and meaningfulness of the performance measures are discussed. The paper concludes with some suggestions and recommendations concerning several aspects of equipment availability assessment. Evidence suggests that the latter may become a more useful tool for mine operators in their efforts to reduce production cost.

The Kumera Technology Center developed a unique type of steam dryer for drying copper concentrate in the mid 1990s. The dryer has been chosen in several copper smelter projects since 1999. To expand production capacities, the Norddeutsche Affinerie smelter, the Pirdop smelter of Cumerio, the Toyo smelter of Sumitomo Metal Mining and the Tamano smelter of Hibi Kyodo Smelting have carried out projects in which Kumera Steam Dryers were installed. The capacity of a single steam dryer varies from 70 t/h to 160 t/h. This article summarizes the latest operation results of the Kumera Steam Dryers in these smelters and introduces the progress of the ongoing projects in Yanggu Xiangguang Copper, Guixi smelter of Jiangxi Copper, Jinlong Copper, Boliden Harjavalta, and Onsan smelter of LS-Nikko Copper.
