Electricity will play a major part in providing energy services in the 21st century. Ecologically Sustainable Development (ESD), that is accommodating the needs of the present without compromising the needs of future generations, will provide a focus for optimising the use of electrical energy. Environmental externalities may redefine the cost structure of electricity. Strong corporate environmental management will ensure that current environmental objectives are met and that future ones, identified by the ESD process and environmental externalities accounting, can be developed and implemented by receptive business managers. This paper addresses the current environmental issues of electricity production. It outlines a management strategy for the SECV becoming a community leader in protecting the environment. ESD is discussed in terms of using non-renewable resources wisely, extending their availability and putting in place mechanisms which ensure their ultimate substitution by renewable resources and conservation. The paper explores options for dealing with costing environmental externalities, particularly in relation to greenhouse emissions.

Esso-BHP have installed a production supervisory control system that is presently controlling the offshore oil and gas facilities on the Barracouta and Marlin platforms from an onshore master station. This control is achieved with a computerized master station onshore which uses a UHF radio system for telemetry and control.The system is designed to control, monitor, and gather data from a large number of oil and gas production platforms and has flexibility to handle future variations in operating conditions.The system will be extended to the Halibut platform late in 1970 and to the Kirlgfish platforms during 1971.

Process Options for Difficult Arid-Region Nickel Laterites In the absence of the discovery of significant nickel sulfide deposits, the future of Australia's nickel industry will increasingly depend on cost effect processes for low-grade nickel laterites. The problems encountered with the West Australian HPAL plants, resulting in three of the four plants being shut down, have caused the industry to revisit atmospheric leaching options, particularly heap leaching. West Australian laterites are characteristically very varied in grade, chemical composition and mineralogy with the result that, thus far, one process does not fit all laterites. In this paper the leaching of an especially refractory ore is compared using column leaching of whole ore and atmospheric leaching and HPAL processing of ground ore. The key characteristic is the resistance of the goethite phase to acid attack with low-to-moderate temperature leaching conditions. The refractory characteristic is attributed to the stabilising influence of chromium and aluminium and possibly manganese substitution in the goethite crystal structure and goethite morphology. A significant three-fold increase in both nickel and cobalt extractions under atmospheric leaching conditions was achieved by the relatively simple modification of bubbling sulfur dioxide into the reaction vessel to create a reducing environment. Recoveries increased from <30 per cent to 90 per cent nickel and 86 per cent cobalt after 10 hours of leaching at 95¦C. An even greater improvement was achieved under ambient conditions by heating the ore to temperatures above 250¦C for 30 minutes. Subsequent leaching at ambient temperature gave an eight-fold increase in both nickel and cobalt recoveries after 14 days bottle rolling. Both methods could be optimised and implemented in such a way as to increase laterite reserves in conjunction with a heap leach operation but may be better suited to vat or closed tank processing.

Interest in those physical properties of minerals which might be used to good effect in prospecting is not new. Early in the nineteenth century attempts were made in th'e Cornish mines to measure the natural electric potentials set up by chemical changes proceeding in the lodes. The distortion of the earth's magnetic field by bodies of strongly magnetic iron ore received early recognition in Sweden. Treasure-finders, working on the principle of electrical induction, appear to have been invented about eighty years ago, though were probably not then applied to mineral exploration. By the end of the nineteenth century Eotvos, a Hungarian physicist, had constructed a highly sensitive type of torsion balance capable of measuring the minute distortions in the earth's field of gravitation resulting from variations in the density of the materials composing the crust. During the first decade of this century he demonstrated its value in tracing rock-salt deposits in virtue of their low density compared with the surrounding rocks. Geophysical prospecting began to be recognised as having a very definite value and its development gathered momentum. Its great expansion took place after the 1914-18 war, when its value in oil exploration was amply demonstrated, and this expansion has continued to the present time and shows no signs of abating.Divisions of Applied Geophysics.The four main divisions of applied geophysics are electrical, magnetic gravitational and seismic. With the importance of ores of radio-active metals, one might add to these a radio-active division. The first two are more important to the field of mining, but techniques based on gravitational attraction have their uses in particular cases. Seismic methods are not generally suited to the exploration of metallic ores, but have proved of enormous value in the search for petroleum. With vast quantities of oil as the prize, more money has been lavished on the deve10pment and practice of these methods than on all the others put together.Geophysical Prospecting Methods.Geophysical prospecting methods may be used to detect a mineral deposit directly in virtue of differences in the intensity of some physical attribute common to it and the enclosing country rock. Examples of this are the detection of rock-salt by gravity measurements, or of iron ore by magnetic methods. Of much wider application, however, is the indireot approach in which the aim is to determine, by geophysical means, the geological structures controlling the disposition of mineral deposits. These structures may be partly known from geological work, in which case geophysical methods are useful adjuncts. Where, because of an 'unbroken cover of overburden, no useful geological information presents itself, scout drilling or geophysical prospecting are the only alternatives. Overburden is here intended to mean any covering material not, involved in the structures controlling the mineral deposits. Prospecting for petroleum amounts to the detecting of favourable reservoir structures, and as the chief types of such are the same the world over...

The first part (lH of this work dealt with the process of recrystallization of single crystals of lead after deformation by creep, as revealed by macroscopical examination. It was shown that when recrystallization commenced, a crystal, termed the primary crystal, started to grow at the edge of the specimen and extended into the body of the specimen along the slip planes. At some stage during the growth of this crystal, other crystals appeared at the boundary of this first crystal and fragments of the parent crystal. From thispoint, recrystallization was accelerated with relatively rapid necking down of the specimen until fracture occurred.All those crystals formed after the primary crystal were given the term secondary crystals. In the present paper is given a detailed account of the orientations of the primary and secondary crystals.EXPERIMENTAL METHODThe size of the test pieces and the manner of loading were given in the previous paper (1). The application of cost updating with the aid of cost indices is reviewed with particular regard to the mining industry. Examples of applicable cost index series are included with values given for the last ten years. The development of research activities at Risdon and the implementing of a policy of instrumentation in plant processes have, in recent years, entailed a considerable increase in research staff and created an urgent need for more space and modern laboratory facilities. The existing laboratories have been in use for 25 years and are now inadequate. New buildings have been authorized.The new buildings will comprise, firstly, a laboratory building of three floors giving a totai .floor space of approximately 11,000 sq.ft., and a pilot plant building as an annexe to the laboratory building, of approximately 4,900 sq.ft. The laboratory building will accommodate from 20 to 22 research workers, and additional plant operatives will be used for the control of processes in the pilot plant building. The new buildings are designed to provide facilities for three principal functions; the investigation and improvementof existing processes, the development of new processes up to the pilot plant stage, and the control and maintenance of instruments.LOCALITY AND ORIENTATION OF BUILDINGSThe site of the buildings is elevated ground on the eastern side of the main plant, near the main entrance and general office building. A short account is given of the theory and practice of determining the true U3O8 content of ore samples by the determination of the beta and gamma activities separately, using the method of Eichholz and his associates.It is shown that, despite the variation of sample activity without change in U3O8 content, the true U3O8 value can still be found.Thorium can be determined simultaneously if this element is also present.

The poor reconciliation between the values of estimated and actual grades can cause major economic losses to the mining industry. In a mining operation grade reconciliation is comparing the values of estimated grade calculated in exploration stage with actual grade obtained from blastholes' data. Many different factors affect the degree of reconciliation in a mining operation. In this paper we investigate the factors related to estimated grade which affects the reconciliation process in the exploration stage of the orebody. These factors are the sources of uncertainty in the rest of mine life. In this area the most important factors are inherent variability, statistical uncertainty and systematic uncertainty. A probabilistic model was presented to model each source of uncertainty. The implementation of proposed model was checked and its validity was investigated using real data in an iron open pit mine in Iran.

The mineralogy and microstructure of mattes from the nickel flash smelter at Kalgoorlie, Western Australia, have been studied. The flash furnace matte consisted mainly of an intimate mixture of pentlandite and heazlewoodite with some nickel metal. The electric furnace matte was mainly an iron-nickel alloy with subsidiary pentlandite while the converter matte consisted mainly of heazlewoodite with crystals of nickel metal.

With increasing depth, stresses and stress phenomena are becoming more important considerations in Australian coal mining.A large number of compressive and tensile strength tests was made on coal and rock cubes cut from samples taken in various Australian collieries. In addition, an empirical impact strength test was carriedout on fragments of the same samples, to obtain a correlation with compressive strength.In one colliery, flat-jack measurements were taken to assess stresses in coal ribs and in the roof.INTRODUCTIONBy world standards, some of the New South Wales collieries are approaching depths of cover considered a maximum for bord and pillar the normal Australian coal mining method. Several South Coast collieries are winning coal at depths of about 1500 ft., and future operations are being planned at deeper cover. Some areas of these deep workings produce considerable quantities of seam gas.Phenomena associated with high stress and copious gas under pressure in the seam violent phenoma presenting a danger and a nuisance in mine working - have occasionally occurred, and the phenomena are being investigated as a whole (Hargraves, 1958), and separately as a gas problem (Bolt and Innes, 1959; Hargraves, 1962) and as a stress problem. Fine coal is defined as material with a maximum size of 1/2 in. Various methods for separate washing of such coal are discussed briefly because separate treatment can lead to a higher overall recovery of coal or to a product having a lower ash content.A felspar jig is discussed in detail because it is the method most recently adopted in Australia, and because it has the advantages of compactness, flexibility and automatic Gontrol, with minimum operator attention. This jig has a variety of adjustable controls to enable the desired results to be obtained from a wide range of coals and the general application of each control is discussed.The only separate treatment of fine coal in the Illawarra district is by felspar jigs on Bulli seam coal.INTRODUCTIONAll reasonably large Australian collieries now win coal by mechanical methods. but while mechanization leads to more economic production of high tonnages, it also changes the characteristics of the coal won. In particular there is an increased proportion of fines, and an increased ash and moisture content. However, specifications of coal for sale have become more stringent, and consumers now require coals in a definite size range with a lower and more uniform ash content, as well as with a low and uniform moisturecontent.These factors have led to the need to wash and grade run-of-mine coal at the pithead. In' plants where the whole of the run-of-mine coal is treated in a jig, some of the fine coal in the feed is beneficiated; the extent depending on factors such as the type of coal and the feed rate. However, for dense medium treatment, fine coal must first be screened out, and there may then be no washing of fine coal at all.

Building the Unified Comminution Model The Unified Comminution Model (UCM) was formulated with the vision of bringing all comminution models onto a common base. The structure of the model relies on knowledge of the mechanical environment in the comminution devices to predict the modes and rates of collision in a device. A detailed understanding of the breakage modes and an ability to correctly test these modes for the ores in question is then required to feed into the UCM. A model structure has been developed that has the capability of dealing with multiple modes of breakage, such as low energy impact surface damage, chipping, sliding abrasion, cumulative impact body breakage and the transition of rock between modes. A critical review is presented on the shortcomings and limitations of utilising the discrete element method (DEM) to provide the mechanical environments. The assumptions and applicability of utilising DEM in milling models are presented and proposed routes to building a realistic mechanistic model are proposed. Based on this more realistic measures of collision energy have been derived from the DEM simulations, which better mimic the real breakage tests. Generic forms of the collision energy distributions have been observed and developed into functional forms for use in the simulation environment. The method of application of this model to a pilot SAG mill is presented.

The Round Hill gold-scheelite deposit is located three kilometres from Macraes Flat and approximately 60 kilometres due north of Dunedin, New Zealand. A mining feasibility study is currently being undertaken on the deposit by BHP Minerals (New Zealand) Limited, who are the managers and operators of a Joint Venture with Home Reef Mining Limited. BHP has a 70 per cent equity in the project area.

A 24,300 tonnes per year state of the art Silicon smelter is being constructed for Barrack Silicon Pty Ltd at Kemerton, 20 kilometres north of the City of Bunbury in Western Australia. The plant is designed for the reduction of high purity quartzite lump to metallic silicon in two 27MVa Demag submerged arc electric furnaces. The primary reductant, a high purity charcoal, will be manufactured at the plant from locally sourced jarrah wood waste (Eucalyptus Marginata). Large scale fluid extraction from the Latrobe Group in the Gippsland Basin is occurring as a result of offshore petroleum production and coal mine dewatering in the Latrobe Valley. Groundwater extraction in the Latrobe Valley exceeds recharge and is causing an expanding area of declining hydraulic head in the Latrobe Group, and regional land subsidence which is well documented. Recently the government water sector completed the installation of a network of Latrobe Group monitoring bores in the remainder of the onshore part of the Gippsland Basin. The bores situated along the coastal area show a steady decline in hydraulic head of about 1 m/year which can be attributed mainly to petroleum production.

The relationship between the maceral composition of coal and the strength of the coke produced from that coal has received a great deal of attention in recent years.Studies using two Bulli Seam coals, and blends of Bulli and Wongawilli Seam coals, from the IIIawarra Measures of the Southern Coalfield of New South Wales were carried out.The optimum range of vitrinite was found to lie between 45 per cent and 60 per cent (mineral matter free).Above and below this vitrinite range coke strength deteriorated. Coke strength indices increased with rank, and the optimum vitrinite content increased with an increase in rank. These changes require confirmation as trends by testing a third level of rank. It was noted that vitrinite content decreased with an increase in the specific gravity of separation of the coal.Use of petrographic analyses will increase confidence in choosing coals for coking, provided the coals are well known. Such analyses offer the possibility of greater flexibility in coal purchases and the possibility of producing a marketable blend from coals, which have limited market potential. Critical base coals for blends can be conserved.Significantly more work is required before coal reserves can be utilized to optimum advantage. This work would require extension of the studies discussed in this paper and, in particular, the testing of a wider range of rank.

For tax purposes a mining company is a New Zealand company whose principal source of income is from the business of mining, or exploring for certain specified minerals in New Zealand. New Zealand tax law distinguishes between a non-resident mining operator and a mining company, with the only major difference in tax treatment being the corporate tax rates. New Zealand mining companies are taxed at 28 per cent, whereas non-resident mining operators are taxed at 33 per cent of taxable income. These provisions also apply to the petroleum mining industry. Individuals who carry on the business of mining are also specifically defined in the Act. They are termed as 'resident mining operators'. Non-resident mining operators are non-residents of New Zealand who carry on mining ventures as a business in New Zealand. Mining ventures are defined as the exploring, searching and mining of specified minerals, including development work carried out for profits. Similar provisions apply to the petroleum mining sector. Specified minerals are defined in the Income Tax Act 1976 ('the Act') and while no useful purpose is obtained by listing them in the paper, they include a larger number of industrial and commercial minerals. The Minister of Finance is also empowered to add to the list by publishing his determination in the Gazette.
