Historically the insurance industryÆs involvement in any project has been relatively late in the process. Often it was a case of the last item to be ticked off the checklist has been to ensure that the insurance is in place. However, in more recent times insurers have imposed more restrictions on the cover they are prepared to provide, which has in some cases necessitated a change in the contracting structure to accommodate the insurance policy(ies). In addition, changing contractual practices have changed the allocation of risk between the various parties involved. This calls for a more proactive approach to the design and implementation of an insurance program for both the construction and operational phases of any resource project. This paper explores how a risk managed approach to the design and implementation of an insurance program for a resource project can align itself with current management approaches to project development. From the authorsÆ experience, this approach is best adopted early on in the project (often in conjunction with the bankable feasibility study) and follows AZ/NZS4360 to objectively examine and compare a wide range of risk exposures of the project in a time-effective manner across the following areas: personnel; environment; general management; compliance û legislation, systems, protocols; asset management; change management; financial impacts to the organisation; products/services; service delivery; and technology. Having identified and then analysed the risk exposures according to common consequence and likelihood ratings the next step is to develop a risk map of all considered exposures. The true value of this approach lies in the development and implementation of a risk treatment plan for identified exposures where the exposure is unacceptable. The plans will lead to the optimal solution to the appropriate risk prevention, risk mitigation and risk transfer options available. This paper also examines other benefits to the project that may arise from adopting a risk managed approach in addition to the ability to design an insurance program which recognises the exposures and the ability of the organisation (and other project parties) to retain risk.

Although the underground mining environment is arguably safer now than at any time in history, as underground mining operations across the globe increase in-depth, magnitude, and complexity, protecting workers from harm becomes increasingly challenging. In deep, stressed, seismic mines the development face is one of the most hazardous work areas. The active face is usually the furthest extent of the underground workings, so ventilation can be difficult to maintain, exposing workers to high temperature and humidity while working on foot and doing manual labour. While mechanisation has made many tasks easier in modern times, the reality of underground mining is that development charge-up workers still spend long periods directly exposed hazards at the face. In 2019, Orica and Epiroc partnered to co-develop the world’s first fully mechanised development charging unit using fully wireless initiation, called Avatel™. Built on Epiroc’s M2 Boomer carrier platform, the system is designed to allow one person to charge a development face from the safety of a fully enclosed cabin, thereby reducing exposure to hazards at the face. The system was prototyped in Europe before entering commercial introduction in 2022. This paper reviews earlier attempts to mechanise underground charge-up and describes the development journey and engineering challenges of building a mechanised development charging machine.

There is a close relationship between the mining industry, economic growth, and technological and social development. Mining activities benefit all economic agents, but only during a timespan determined by available reserves, primarily driven by internal factors such as production rate, technology and costs, and external factors such as prices determined by the market and taxes and royalties controlled by governments (Gordon and Tilton, 2008; Henckens, 2021; Tapia Cortez et al, 2018). The intense use of Mineral Commodities (MC) needed to maintain the current lifestyle has placed ore depletion as one of the main threats to sustainable economic, social and technological development. However, ore depletion does not only arise due to the finite nature of MC, price fluctuations or technological challenges. It is also triggered by the ‘economic limits of extraction’, determined by the optimisation of financial factors and technical restrictions within the regulatory framework (Henckens, 2021). Most reporting standards – if not all – define ore reserves as ‘the economically mineable part of a Measured and/or Indicated Mineral Resources’ determined by the technical and economic viability of extracting, processing and commercialising MC having the NPV as the fundamental decision – making tool (JORC, 2012; Krzemień et al, 2016). However, is the NVP an ‘economically’ basis index able to capture the complexity of economic phenomena? No, it is not, and it is crucial to define what is economic and financial. Although related, they are different disciplines. Economics studies the behaviour of the different market agents, including human behaviour and policies and explains the factors involved in the scarcity (or surplus) of goods and services. Finance focuses on financial systems and managing funds considering the time, cash available, and risk. It involves banks, loans, investments, and savings and can be considered a small subset of economics (Simon, 1959; Tapia Cortez et al, 2018). Given the economic nature of ore Reserves, endorsed by governments (Figure 1), NPV is an incomplete tool to determine ore Reserves as it limits the problem to simply maximising cash flows instead of optimising the economic benefits for all economic agents. In addition, using the rigid scheme of controlling taxation – unable to adapt to new market or economic conditions and systematically increasing – within the NPV framework only increases the sub-optimisation of ore reserves, mainly due to the systematic taxation rise. Short-term benefits of higher taxes and royalties are unlikely to offset the impacts of reducing exploration and project development in the long-term, which not only boosts ore depletion concerns but also reduces competitiveness, threatening economic and social welfare (Fisher, Cootner and Baily, 1972; Gordon, Bertram and Graedel, 2007; Lilford, 2017; Mardones, Silva and Martínez, 1985; Radetzki, 2009; Rodrik, 1982; Tan, 1987; World Bank, 2000). Holistic methods and collaborative tools, able to dynamically simulate and assess how changes in the technical settings, regulatory framework (taxes and royalties), and financial factors affect the availability of ore reserves and the impact for all economic agents, should be incorporated into the evaluation process to fill the gap.

Two major issues are to be addressed in the Copper Concentrator of Mount Isa Mines Limited. The first of these is the need to increase concentrator flotation capacity to increase copper recovery, while the second is the need to reduce the iron sulphide dilution to meet future smelting requirements. Extra capacity in the cleaner and retreatment sections of the concentrator have been identified as key target areas, with additional copper recovery of at least one per cent identified from plant trials. Extensive pilot plant tests have been undertaken to evaluate the performance of the Jameson cell compared to conventional mechanical cell and column circuits. This work has shown that Jameson cells present an opportunity to achieve the desired grade and capacity specifications at lower capital cost than available alternatives. This paper outlines metallurgical results of work undertaken in the Copper Concentrator, together with a summary of pertinent Jameson cell operating parameters investigated during the period.

The South West Rail Link (SWRL) project involved construction of a rail line to service new residential areas in south-west Sydney. The 11 km rail line is conveyed through a short tunnel at shallow depth where it crosses beneath the eight lanes of the Hume Highway. The underpass location is one of the most heavily trafficked within Sydney’s motorway network.The New South Wales Roads and Maritime Services (Roads and Maritime), as the owner of the highway asset, had the responsibility of managing the risks to the highway and traffic associated with the tunnelling project from the pretender stage through to completion. This paper considers the primary risks and mitigation measures employed, including geotechnical investigation, and development of appropriate construction constraints and concept design of an extensive real-time survey system to monitor pavement deformation during the tunnel works.The geology comprises fresh Minchinbury Sandstone in the tunnel invert and side walls, and variably weathered Bringelly Shale in the haunch and crown. Few tunnels have been excavated in these rock types in Sydney, and there is little information relating to the in situ stresses and stress-relief deformations in these materials.During tunnel construction the monitoring data indicated unexpected surface heave of up to about 24 mm. A multiparametric back-analysis of the deformation data is presented, which provides information on the deformation mechanisms and key geotechnical parameters, including rock mass modulus and in situ stresses.The approaches and methodologies developed for the SWRL underpass were effective in maintaining the safe operation and traffic capacity of the highway throughout the construction period, and the analysis of the monitoring data provides a useful reference for similar future projects, or projects constructed in similar ground conditions.CITATION:Clarke, S J and Walker, C S, 2014. Newmont Australia is the operator of the Mt Leyshon mine near Charters Towers, Queensland. Mt Leyshon is an open cut gold mine, which processed on average 5.0 Mt of ore and produced up to 250 000 ounces of gold per year. Mining was completed in early-2001, followed by treatment of low-grade ore stockpiles for a further 12 months. Approximately 250 ha of waste rock dumps have been rehabilitated. Rehabilitation of two of the three tailings storage facilities (TSF) has been completed and the third is in progress. A field performance monitoring system that includes an automated meteorological station, large-scale lysimeters (measurement of net percolation), and in situ moisture content sensors (measurement of moisture storage changes in the cover material) were installed to monitoring performance of the cover systems placed on the waste storage facilities. This paper focuses on the installation and calibration of the in situ moisture monitoring system. The moisture monitoring system provides automated detailed in situ volumetric water content data above and within the large-scale lysimeters. A portable unit that provides spatial in situ moisture content measurements at additional locations on the cover system is also utilised. The paper will focus on installation and calibration of the in situ water content monitoring instrument in the waste rock, coarse cover material, and fine textured cover materials of the tailings facility and waste rock dump cover systems.

Semi-arid regions suffer from two afflictions; evaporation may exceed precipitation by multiples of two or more and variations in precipitation can be both extreme and difficult to predict. Many Australian mines are situated in semi-arid areas where communities are reliant upon locally sourced water or special purpose infrastructure is built as part of the mine construction. As the question of climate change looms, issues related to future water supply and sustainable water management become increasingly important. Across Australia several mining operations co-exist in a single surface water and/or groundwater catchment area. The management of water on a mine by mine or a community by community basis is illogical and must be reconsidered based on a single water catchment and a whole-of-community basis. Mine water should be considered on a full life cycle basis where the quality is assessed for specific mine site applications. This paper addresses technical challenges that include surface water and groundwater supply in semi-arid regions, operational water in the mining industry, beneficial uses of water, water economics and demand management. In much the same way as emissions trading evolved into a multi-stakeholder forum, mining regions offer scope for innovative thinking in water supply and reuse. In addition, this paper considers a number of initiatives taken by Australian mining companies that are entering a prefeasibility stage and contrasts these initiatives against the established success within a South African mining region. The challenges and potential solutions to this initiative are presented for future consideration.

A relational database in which its complex contents can be navigated through a map interface (ie spatially enabling) is relatively a new concept yet attractive for geoscience fields. This concept is made possible using the new breed of geographic information system (GIS) that utilises component object model and relational database management system. Such sophisticated yet open and highly interoperable platform makes possible the integration of data management, analysis, and modeling processes into single workflow. Taking benefit of this technology trend, several initiatives emerge in geoscience to establish digital data models, such as the petroleum industry, the North America digital geologic map data model, and the ESRI geology data model. The mining industry unfortunately has not followed same paths due to the lack of data model and standards in its history. This paper presents an effort on establishing a digital data model for mining-related geoscience databases. The aim is to promote several standards by proposing a preliminary data model and demonstrating that the model is working for the mining business datasets. The case study is the island of Java, the western part of the Sunda island arc of Indonesia. Many types of datasets, such as geologic maps, topography, mineral deposits, structures, geochemical and geophysical data were dealt with and were transformed relational geologic databases of Java using the new Geodatabase geographic data model. Intelligent GIS tools were investigated for geologic applications, ranging from generic to specific purposes. Subtypes and domain were used to set up constraints, while topology rules and relationship classes were used to create links among data layers. The linear referencing system was used to model drillhole data. The current results show that the generic GIS and relational database can handle typical tasks related with mining business datasets. A preliminary data model is finally suggested.

The presence of reactive metal sulfide minerals in waste rock contributes to the hazard of spontaneous combustion in dumps, as these minerals react with air and water entering the dump at ambient temperatures to form various mineral products and significant heat. This reaction series can also be an initiator of self-heating of carbonaceous material present in the waste rocks if sufficiently high temperatures are reached. Characterisation of these reactive minerals has primarily been to assess the risk of acid mine drainage, which is not necessarily an indicator of spontaneous combustion risk. No systematic testing procedure has been adopted by industry to assess the spontaneous combustion propensity of the waste rock. As a consequence, the principal management strategy for spontaneous combustion has been a reactive approach of dealing with events as they arise.Recent advances in adiabatic oven-testing have enabled more definitive assessment of the spontaneous combustion propensity of coals, including the quantification of the accelerating influence of reactive pyrite (Beamish and Beamish, 2011, 2012; Beamish, Lin and Beamish, 2012). This same test procedure has been used to assess the self-heating performance of metal concentrates and is therefore amenable to assessing the metal sulfide oxidation process from low ambient temperatures. The data obtained from such testing can be used to quantify the more prone waste rock sequences of a mineral deposit in advance of mining. The provision and management of energy in both fuel and electricity forms is an increasingly important consideration for mines. Pressures from communities, governments and markets are increasing towards more transparent and improved energy management. Combined with the energy-water nexus, where water and energy are closely related in the operation of a mine, this emerging business climate means a more thorough and responsible approach is required for the acquisition and use of energy, as well as the release of emissions. Many of the complexities in potential new ore bodies are borne in remote locations, high altitudes, low grades, arid climates and deep deposits. Each of these challenges affects the successful provision of energy. In combination, such challenges can leave an operation seemingly unviable from an energy perspective, especially when approached from a traditional mining energy feasibility lens. This paper discusses some of the energy alternatives currently available and emerging in the mining industry. Both energy supply and demand options are considered, which can provide a very different energy footprint with the flexibility to address, and potentially overcome, major energy challenges for a mine. Research into the dynamic properties of ground support elements continues to grow at a global level, given the increasing importance of this field of application within underground hard rock mining. Measuring the mechanical response of such elements under the rapid onset of simulated rock burst loads forms the basis for this experimental work, typically utilising gravitational drop testing methods. This field of research is fundamentally driven by an increasing need for dynamic performance data, given the constant evolution of rock bolting product designs, materials selection, combination testing and specific application needs based on ground types and loading scenarios. A smaller number of globally recognised dynamic test facilities have predominantly lead research within this arena, typically in association with academic institutes, larger industry groups and government research institutes. However, due to the increasing requirement for dynamic performance data, additional facilities have now emerged in order to satisfy the overall demand for test work. These newer facilities are more typically associated with suppliers to the underground hard rock industry, with experimental designs looking to replicate, at least in part, the work of the primary facilities. For standardisation, repeatability and calibration purposes, the cross validation of test data between primary and secondary facilities becomes an obvious and important consideration across this field of research. This paper outlines the development of a new dynamic drop test facility for testing rock bolts, including the structural design and associated high speed data capture system. Based on the utilisation of identical bolt types, material grades, anchoring systems and decoupled ‘free-lengths’, comparative data has been generated to provide cross validation of the new test facility against data generated by a globally recognised primary facility. The cross validation of data provides increasing confidence in the repeatability and accuracy of the new facility as activity continues towards the provision of further experimental test work.

Large-scale coal mining in South Wales dates back to the late 18th and early 19th centuries with the birth of ironmaking on an industrial scale. This rapidly gave rise to new and large communities with immigration from far and wide across the United Kingdom (UK). These new communities were largely dependent on coal mining and served as the main form of employment and social cohesion until the industry’s demise in the 1990s. With wholesale mine closure and the concomitant loss of employment, the extensive environmental degradation and chronic mine-related illness left a deep scar on the psyche on many still living in the South Wales mining communities. This coupled with memories of strife in the 1980s has resulted in ongoing hostility toward the surface coal mining of the remaining accessible coal reserves in the proximity of these communities.The purpose of this paper is to set out the historical basis of the concerns of these legacy mining communities in South Wales and explain how they are being positively addressed by both the recently evolved planning and regulation system and by today’s surface mining industry. Reference is made to experience gained from two recent applications for surface coal mining adjacent to former mining communities. Ways are suggested in the approval process that surface mining can work in more harmony with the local communities through working partnerships between the mining company, the authorities and regulators and the affected communities. It is concluded that partnership is key to creating a more responsive mine-operating culture and a means to securing approval for future surface coal-mining prospects in South Wales, and probably elsewhere too.CITATION:Humphries, R N and Thompson, R J K, 2014. The Monty Copper Gold Deposit is an ultra-high grade mine in Sandfire Resource’s Doolgunna region which was completely drilled out and developed within two years of commencing mine development. During this period, a total of 986 grade control diamond drill holes were completed, assayed, and validated, 15 levels developed, and 3136 faces mapped. The aggressive schedule meant a high flow of geological data was produced, validated, and incorporated into regular geological model updates. To process this data at a rate which allowed for timely use, more robust data processing methodologies needed to be generated. A new validation system was implemented which required two levels of validation being applied to any diamond drilling update. Step one was the validation of initial physical data including survey pick-ups and logging. This was done prior to new drill data being added to the geological model. Step two was the validation of assay data which was required prior to resource estimation. The implementation of Seequent’s Leapfrog Geo modelling software also allowed for a more seamless and efficient modelling workflow. The use of the Leapfrog Geo vein systems allowed for more rapid generation of geological models which then afforded more time for stringent assessment of the mineralisation system. An example of this was the introduction of cross-shift peer reviews in which opposing rosters of geologists would rigorously evaluate the previous rosters work prior to reporting. This additional level of validation resulted in more robust geological models and the identification of new ore trends. This presentation will detail the evolution of the Monty Geological model from a simple tabular indicated resource into a complex highly refined measured resource. Themes will include how the model was produced using workflows developed and optimised to meet key deliverables.

Beneficiation of magnetite is an integral part of the future of iron ore processing. Historically, the focus of Western Australian producers has been on exporting direct shipping ore (DSO) namely haematite. The future for new DSO resources is limited so companies are changing their emphasis into processing the very large, undeveloped magnetite ores in Western Australia (WA), using beneficiation to produce shippable magnetite concentrates. These magnetite resources require higher cost processing techniques such as fine grinding and beneficiation to produce saleable concentrates. This distinct difference, from the DSO ores, has led to the development of a number of new technologies. This paper reviews: the different techniques used for magnetite beneficiation and provides some case studies in the WA industry; the use of mineral liberation analysis (MLA) to describe the nature, grain size, occurrence and associations of the mineralisation;the consideration of coarse cobbing as a critical upgrading; the application of high pressure grinding rolls (HPGR) to save energy; how the field of magnetic separation has resulted in new machines with higher field strength (SLon Separators); ultra fine grinding requirements of magnetite concentrates; andthe application of reverse flotation to reduce silica in the concentrates.

Macraes Mine is a large-scale open-cut and underground gold mine located in Central Otago, on the South Island of New Zealand. This paper presents the role of geological mapping in the grade control process at Macraes Open Pit as a case study, and demonstrates how systematic geological mapping can add significant value to the mining cycle. Geological mapping has proved to be a valuable foundation for orebody interpretation and analysis.Practical applications and lessons learnt are summarised, including predictive control of the orebody, improvement of geotechnical modelling, and identification of further exploration targets.

This paper focuses on a case study at a base metal mine located in a tropical semi-arid area of Western Australia (WA). It is demonstrated that understanding the geochemical nature of the mine tailings forms an integral part of innovative management strategies developed throughout the life-of-mine (LOM) when planning for mine closure. The tailings are currently stored at an above-ground valley fill tailings storage facility (TSF) and one option for long-term management under consideration is leaving the tailings in situ at mine closure and covering using the concept of an enhanced æstore and releaseÆ cover system.Extensive geochemical and mineralogical studies have found that the geochemical behaviour of the tailings in the TSF is significantly more benign than initially predicted. The sulfide content of the tailings is primarily pyrrhotite, which can be acid-forming, acid-neutral or acid-consuming depending on a number of factors including redox conditions. Tailings pore water at depth is pH neutral with excess alkalinity, low concentrations of dissolved metals and elevated sulfate concentration.Recent geochemical tests on tailings samples indicate that a reduction in the acid potential and a corresponding increase in the neutralising potential of the tailings, through partial removal of pyrrhotite at the ore processing stage, has the potential to further reduce the long-term risk of potential impact to the environment from any TSF seepage. Multiphase slags form the basis of the reduction pathway for manganese ferroalloy production. The present work aims to understand the flow of slag through the coke bed based on experimentation in controlled conditions. Synthetic slags of different basicities were evaluated for their phase composition, viscosity, and flow. The two-phase slag will have two zones: a liquid slag zone and a multiphase zone. The multiphase zone will consist mostly of a solid phase with some liquid slag between the solid particles. The multiphase part will hence have a high viscosity. The liquid zone will flow into the coke bed while the multiphase area will stay. With increasing reduction, the multiphase area will decrease in size until the solid phase is gone and the whole slag will flow into the coke bed. The effective viscosity of slag will decrease with the lowering of the solid oxide phase. The results from flow experiments confirmed that the segregation of phases occurs when slag flows through the coke bed. It is observed that the flow is dependent both on the size of the void and the viscosity of slag.

Laboratory-based dynamic testing provides an invaluable tool in the development of rock bolts for use in highly stressed, burst prone rock masses. While in most cases the laboratory-based test method is not a direct comparison to an in-situ installation due to the purely axial loading and variations in boundary conditions, it does provide an indication of the performance of the tendon system under dynamic loading. The aim of the research described in this paper is to provide an understanding of the effect of the impact velocity of the impact mass during a laboratory-based dynamic test. Understanding the effect of boundary conditions of laboratory testing will improve Geotechnical Engineers understanding of the performance in an in-situ installation. In addition, due to the limited number of dynamic test facilities, an understanding of the effects of the boundary conditions will aid in the comparison of test results for different products from different test facilities. The research was conducted using an impact tester, whereby a known mass is raised to a known height defining the kinetic energy and velocity of the mass at the point of impact with the test sample after release. The impact velocity was varied between 2.7 m/s and 5.4 m/s, while the kinetic energy of the mass was maintained at 11.5 kJ. While a correlation between the impact velocity and strain rate of the system tested was established, due to the properties of the system tested, the range of impact velocity on which dynamic tests were conducted was insufficient to result in a considerable change in the average impact load, the cumulative proximal displacement and the cumulative maximum energy absorbed over multiple impulse. However, due to the reduction in the momentum of the impact mass the impact duration and displacement during each impulse in the series of impulses reduced. "In the past decade, increased processing capacity combined with precision robotics in high resolution spectrometers has resulted in a new generation of high-speed hyperspectral core logging systems. The application of these multisensor automated platforms provides a key advancement in the characterisation of metal resources. The development of this technology has allowed for comprehensive, drill core-based, mine-scale rock mass characterisation studies. Here we propose a new method for the extraction of parameters that seek to more accurately quantify ground conditions, including quantified rock mass rating (RMR) and the Rock Tunnelling Quality (Q) Index. Data inputs include rock quality designation (RQD), number of joint sets, joint roughness, joint alteration and joint spacing. Geologists and geotechnical engineers have historically collected these inputs by manually logging drill core. With automated core scanning technologies, these parameters can be estimated from the acquired image data and used to objectively calculate RMR and Q-index values for oriented core.Corescan is an automated hyperspectral core scanner that uses a 3D laser profiling system to measure the height of the surface of drill core. This technology allows for rapid core analysis to produce detailed fracture and rock condition data. Through an integrated geometallurgical approach, the proposed methodology will test the accuracy of joint measurement using the height profile Corescan data from oriented drill core. This will be combined with joint roughness and alteration mineralogy measured from the hyperspectral images to calculate the RMR and the Q-index continuously downhole. The values obtained can then be compared to the traditional, manual geotechnical log data. If the precision is sufficient, these techniques can then be applied site-wide to automate the collection and modelling of key ground condition classification indices across an entire deposit. Compared to the laborious manual geotechnical logging procedures that currently form the industry standard, utilisation of core laser profile data and high resolution red-green-blue (RGB) images provide an opportunity to collect large volumes of consistent geotechnical data, which can increase the efficiency and accuracy of deposit scale geotechnical models.CITATION:Harraden, C L, Berry, R and Lett, J, 2016. Driving sustainability concepts and practices into the heart of the design process is the key to achieving a successful, sustainable plant design. Engineering design practices, tools, systems and methodologies should be prepared around true eco-efficiency parameters, adopt wholesystems-thinking and consider life-cycle impacts for the design task. Experience dictates that the application of sustainable plant design practices is most likely to succeed if: The principles are well documented and explained. All stakeholders agree on what sustainability means. Sustainable plant design is treated as a core process. The principals of sustainable plant design are equally applicable in brownfield and Greenfield environments. Although brownfield situations provide the designer with less latitude for change, these types of projects do allow easier measurement and demonstration of relative impacts. This paper further develops the above points by drawing on case studies from HatchÆs repertoire.
