The US Mine Safety and Health Administration (MSHA) conducted compliance assistance diesel particulate matter (DPM) sampling throughout the underground metal and non-metal mining industry. Based on that sampling, MSHA identified mines that were having difficulty meeting the DPM limit. To provide further assistance, MSHA then visited approximately 60 of the mines that were experiencing difficulty complying with the DPM standard. As part of these visits, DPM exposures were measured and control technologies for DPM were observed and assessed. Controls consisted of ventilation, clean engines, environmental cabs, alternative fuels, diesel particulate filters (DPF) and work practices. The focus of the follow-up compliance assistance visits was to assess control effectiveness and to make recommendations to mines experiencing difficulty in meeting the DPM standard. At each mine visited, the ventilation controls were evaluated, engine emissions were determined for equipment in use, environmental cabs were examined, and operational practices were noted. Additionally, control technologies, including alternative fuels and DPF were evaluated in several mines. A comparison was made of mine and section airflow to equipment particulate indices. Based on engine emissions, horsepower and operating time, the contribution of individual engine emissions to total emissions was made. Environmental cab integrity, positive pressure and air filtration systems were checked and operational practices relating to DPM exposure were assessed. This paper summarises the preference and magnitudes of controls that were typically used or needed for successful control of DPM. Additionally, results of the assessments of alternative fuels (including bio-diesel and water emulsion fuels) and DPF are presented.

Since 1962, ferro alloy production in Australia has been concentrated at Bell Bay, Tasmania with a major expansion occurring in 1976. This concentration was based originally on the perceived requirements of the expanding Australian steel industry, but recent stagnation within this industry has seen Temco become progressively more export oriented.In 1984, approval was given for a $47 million uprating of facilities which will allow for the introduction of the latest technology to ensure high quality, low cost production in a highly competitive export market.

Underground space can be defined as space below natural ground level which can be used as an alternative to an above ground location. While many of our above ground structures inherently involve underground excavation for foundations and services, the term underground space specifically refers to organised development of underground openings and of the underground domain. For example, the services to a city such as power, gas, sewerage, water and communications are installed in a congested array which usually requires roads to be dug up when the services need to be accessed. An underground space installation of services would involve a well planned conduit which is easily accessed without any excavation. The concept of using this virtually untapped land resource to the advantage of our expanding cities is gaining considerable interest in Australia. Overseas, in the Scandinavian countries and some Asian countries, underground space has been used for centuries; in Great Britain, France and the United States of America over the last century and in Japan for over a decade. This paper focusses on the types of underground space usage which should be competitive with above ground use and suggests areas in which the competitive edge may be improved in favour of underground space. In particular, considerable advantage is seen by using well-planned underground space developments in major cities, where the strategic central location of the development takes advantage of proximity to potential users. However, the largest single factor affecting the acceptance of underground space is the high capital cost of construction, even though an underground space development may result in lower operating costs and reduced long-term maintenance costs. While excavation methods and associated costs are very much site-specific, the importance of applying the latest technology in rock breakage, with consideration of ground vibration, excavation rates and ground support, remains a major challenge to the development of underground space.

The new law on Environmental Protection and Management (Republic of Indonesia Law 32 of 2009) was passed by the Indonesian parliament in September 2009. This law aims to protect Indonesia's rapidly degrading environment by providing tougher provisions for both polluters and law enforcers. In doing so, the law introduces a number of new constraints and potential business risks that will affect all companies in Indonesia, particularly mining companies. Some of the newly introduced concepts follow.   Mining companies will now require an environmental license, issued by the Minister of Environment or local counterparts. This license is a prerequisite for all other business and operational permits. The Minister can revoke the environmental license at any time in case of an environmental incident or dispute. Mining companies may be exposed to additional environmental taxes and bonds besides already existing reclamation and mine closure bonds.   There is an increased risk of environmental lawsuits, due to more stringent controls on one side and greater protection for NGOs on the other side who make claims, false or true, against the company. Company executives and managers can be sued and they will be held accountable if environmental degradation has indeed occurred due to the company's activities.   Companies may face increased liabilities due to a change in the definition of contamination. The new definition is more stringent (and on occasion may prove too stringent to be practical); it also provides little room for flexibility in its application.   As implementing regulations are prepared over the coming two to three years, mining companies will need to adjust to the new law. A proactive approach is needed to minimise risk. Recommended actions include: upgrading existing environmental impact assessments to a higher standard; conducting baseline studies and thoroughly documenting environmental conditions on a regular basis; closely tracking regulatory changes, especially the forthcoming implementing regulations on the new environmental law; and regularly engaging key government and community stakeholders on environmental issues.

Filter Presses are used in a wide range of process industries where high quality filtration at elevated pressure is required. This is mainly due to the fact that modern presses are fitted with polypropylene filter plates which combine excellent corrosion resistance with high mechanical strength. Filtration pressures of 15 Bar at ambient temperatures are common ensuring low residual moisture content and easily manageable filter cakes. Recessed polypropylene chamber plates have been in use for the last 15-20 years and have replaced plates and frames almost entirely. The latest development in plate technology is the polypropylene membrane plate. These provide lower moisture content cakes at significantly higher capacity than recessed chamber plates. Because of their stayboss-free construction, membrane plates provide excellent cake washing facilities which make them suitable for a wide range of process applications. Membrane plates are available both as fixed and exchangeable membrane types. Overhung membranes can be fitted to existing plates manufactured in cast iron or plastic to enhance the performance of existing presses.

Digitally enhanced Landsat MSS images are being used'in delineating the structural and tectonic features in the Arabian Shield as part of a project funded by King Abdulaziz City for Science and Technology (KACST) of Saudi Arabia. The delineated features together with statistical modeling and structural analysis are to assist in an improved understanding of the evolution and mineralization of the Arabian Shield. Specific emphasis is to be given to relating the extracted linear features to the location of known mineral occurrences and areas of potential geologic hazards. A number of textural (spatial) and spectral enhancement techniques have been applied, to the MSS data covering selected areas, in selecting the most optimal enhancement product for visually delineating the structural geologic .features.

Models of the genesis of existing ore oodles and targetting of exploration for new mines are greatly enhanced by an-understanding of the plate tectonic environment existing at the time of mineral emplacement. In areas of recent or active tectonism, a study of the present-day crustal and upper mantle structure is an obvious starting point in unravelling the evolution of the accessible upper crust. Bougainville is the northern-most island in the Solomon Islands arc. A 7km deep trench almost 100km off its western coast marks the commencement of subduction of the Solomon Sea plate beneath the Pacific plate. As outlined by the seismicity, the subducted crustal slab under the southern half of Bougainville reaches the axis of the island at about 100km depth, from which point it dips near vertically another 300km into the upper mantle. Large surface blasts at the Bougainville Copper Mine at Panguna, Bougainville, Papua New Guinea were used to derive an unreversed upper crustal profile of the island. The crust appears to be relatively simple, being comprised of a 5km deep layer with a P-wave velocity of 4.5km/sec, overlying a l0km thick layer with a P-wave velocity of 7.2km/sec. Constraints on the 15km mantle depth were provided by the identification of both P to and S to P phase conversions of seismic waves from local shallow earthquakes at the Moho boundary. An upper mantle velocity of 7.95(¦ 0.15) km/sec was measured from travel times of selected shallow earthquakes along the strike of the island arc.

The Macquarie Dictionary defines `information' as: knowledge communicated or received concerning some fact or circumstance; (in communicating theory): a quantitative measure of the contents of a message. For mining companies investing in data capture and information processing technology for operations management is a key issue. Beyond producing performance related information that employees can relate to it is being able to deliver that information into the workplace when it is required, to the employees that can utilise it. To be effective the data needs to be received and understood as `information'. The technology is now available and proven to enable `information' to be delivered into the mining workplace adding value to the activities performed by mine employees. The application of computers and information technology in the mining industry has typically been limited to the resource definition and planning stages, accounting and administration and the process plants that treat the ores and minerals. The mining extraction processes that consume expenditure and determine output in a mining operation occur in an environment dominated by unpredictable events and variable conditions. The mining operation has long been regarded as an inexact science conducted in unpredictable circumstances with many independent variables affecting the output and resultant cost of production. Financial accountants keep track of expenditure and management accountants analyse the cost of production usually on a weekly or monthly basis but all this effort can't affect the outcome, that was determined by the real time events and variations of circumstances over a week ago. Such reporting and analysis can result in conclusions being drawn about what improvements can be made and how you might do better next time, but generally the data is not detailed enough, is inaccurate or misrepresents the real issues. The capital investment required for any mining operation is substantial and comparable to other industries such as manufacturing. The performance and utilisation of manufacturing plants is usually closely monitored down to the lowest level of detail. Many modern plants are controlled and optimised using programmable intelligent devices and monitors display real time performance to the operators and prompt them to make informed decisions to maximise production and minimise wastage. Technology suitable for the mining industry is now widely available and has proven to be a reliable and powerful tool for the optimisation of mining operations. This paper focuses on the latest information technology developed by Modular Mining Systems that has been implemented in mining operations worldwide. The benefits reported by the mining companies utilising real time information technology over the past 15 years have generally related to optimisation of truck fleet allocation and material blending. Some mining operations have reported improvements in equipment utilisation of greater than 20 per cent. With the development of real time graphical display screens in the operators cabins the benefits of information delivery can be harnessed to make employees more effective in the workplace.

Microstructure of CaO-SiO2-based glassy samples with various Al2O3 contents were examined quantitatively by Raman spectroscopy and 27Al MAS NMR (magic-angle spinning nuclear magnetic resonance). Sequence of multiple cluster models of aluminosilicate system modified with Ca2+ and Na+ cations have been designed, and Raman spectra simulation were carried out after geometric optimisation by quantum chemistry (QC) ab initio calculation. The functional relationship between Raman scattering cross-section (RSCS) and stress index of silicon-oxygen tetrahedron (SIT) for aluminosilicates was established, which was applied to the calibration of experimental Raman spectra. Some five-fold coordinated aluminium (AlV, around 5 per cent) and less than 2 per cent sixfold coordinated aluminium (AlVI) were detected by 27Al MAS NMR, while most of aluminium remained in tetrahedral sites (AlIV). The hyperfine quantitative results of Raman spectroscopy and NMR showed a gradually production of AlIV with addition of Al2O3, along with the significant adjustment of Qi species distribution, in which Q1, Q2 reduced and fully polymerised Q4 increased while Q3 showed a non-monotonic variation and obtained the maximum at Al2O3 = 18 mol per cent. Furthermore, the effects of aluminium to bridging oxygen bond types (T-Ob, T = Si, Al) and the degree of polymerisation were also discussed in detail. The evolution of microstructure and its correlation with the viscosity of CaO-SiO2 based melts, incorporating various Al2O3 additives, have been investigated by employing in situ high temperature Raman spectroscopy at 1823 K and viscosity model. These structural features related to composition are essential theoretic foundation to understand their properties. The average Qi evolution culminates in an overall enhancement of the degree of polymerisation. Viscosity was determined utilising a rigorously selected viscosity model, elucidating a consistent upward trajectory as Al2O3 content is incrementally added. Furthermore, a quantitative analysis of the relationship between viscosity and structure was conducted based on the average number of non-bridging oxygen per network-forming tetrahedron (NBO/T). It provides valuable insights for examining and predicting viscosity behaviour of aluminosilicate systems.

The progressive changes in filling style in the Mount Isa copper mines from a dry fill based cemented rock fill to tailings based paste fill and slurry fills is explained. The development of shotcrete arched bulkheads and engineered drainage system is described. Details on how Mount Isa Mines has achieved approximately 30 per cent cost reduction in backfill operations through innovations are given. The development of a rocky paste fill is explained.

Mine life cycle planning and enduring value are taking centre stage to meet corporate goals and deliver socio-economic outcomes for communities over the life of a mine. There is a general agreement in the literature about mining-induced effects on locals adjacent to mining operations and subsequent closure. In response, international regulatory bodies, through the implementation of global agendas, encourage exploration and mining companies to embrace the concept of corporate social responsibility. This concept is designed to provide sustainable outcomes and maintain a social license to operate over the life of a mine. This paper proposes a practical application of the sustainable livelihood approach as a tool for international planning. With this approach as the governing framework, this paper proposes an innovative tool for mine life cycle planning. Based on the findings, this paper discusses the socio-economic impacts of mining and mine closure. It also argues that transferring some of the benefits from mining to create lasting value for communities needs to be considered at the initial stages of planning for the mine and the community. Findings also indicate that conditions such as a strong local government, good governance arrangements, relevant capacity-building for sustainable livelihoods and a diversified economy are important to transferring some of the benefits from mining to create lasting value for communities. The paper is based on a mixed research technique for data analysis and a case study methodology. An outline of the ventilation and refrigeration requirements of deep South African gold mines is presented. This is followed by a brief description of the history of controlled recirculation in mines and the practical and economic benefits such schemes can offer. The potential hazard of a fire in a recirculation system is discussed.The major part of the paper describes the first large-scale field trial of controlled recirculation to be conducted in South Africa. Emphasis is placed on the monitoring system that was used for data acquisition during the trial, and also on a safety system designed to shut off the recirculation fans in the event of a fire.The paper concludes with a review of the latest development work taking place on recirc-ulation safety systems.

The mining industry is facing a variety of geological, technological and social challenges. Future deposits show a general tendency towards increasing depth with complex ores and decreasing grades. One promising approach to deal with low-grade ores is bioleaching in the form of heap and dump operations. Bioleaching is already a state-of-the-art technique, especially for the extraction of copper from sulfide ores. The next step in the development of this technology will be its application as an in situ technology. First attempts to adapt this technology in underground mining in the form of stoping and block caving have already been made. Both methods have to be carried out adjacent to conventional mining operations and therefore require much effort regarding drift development as well as extraction and transport. The adaption of bioleaching as a borehole mining method is the next step to establish an innovative in situ technique to meet future challenges.The Freiberg University of Mining and Technology established the Biohydrometallurgical Centre for Strategic Elements (BHMZ) to foster interdisciplinary research along the whole biohydrometallurgical process chain. In general, 13 different university institutes and several associated groups with about 30 PhD students are mainly focusing on the extraction of indium and germanium from deposits, tailings and recycling material. One of the core projects within the BHMZ is the design and implementation of an underground in situ bioleaching testing facility.This paper demonstrates the potential of in situ bioleaching under technological aspects. The Yanacocha district hosts the largest and most significant acid-sulphate, high-sulphidation deposits in Per· with total production, reserves and resources of over 27 million ounces of gold. Several other smaller high-sulphidation systems are also recognised in the Cajamarca region including La Zanja, Sipßn, Tantahuatay, and San Nicolas. These each have reserves/resources of between 640 000 and 800 000 ounces of gold. Gold deposits in the Yanacocha district are hosted in an extensive volcanic field. Flow domes have intruded precursor pyroclastic rocks and flows that are interpreted as part of an earlier intermediate multi-vent volcanic complex. The larger, contiguous Yanacocha Norte - Sur and Encajon gold deposits are spatially associated with late-stage diatreme breccias. At La Zanja extensive acid-sulphate alteration is associated with the margins of the small San Pedro caldera (6 +4.5 km), nested within the larger, less well-defined La Zanja caldera (19 +24 km). The inner caldera is resurgent with abundant magmatism expressed as several flow dome complexes located on the caldera rim, and shallow level intrusive stocks. Gold mineralisation is associated with a WNW-trending structural corridor that transects the southern margin of the San Pedro caldera. On the eastern side of the La Zanja caldera there are a series of younger andesitic eruptive centres, some associated with acid-sulphate alteration and gold mineralisation. The Sipßn deposit occurs in one such centre with structurally-controlled gold associated with a NE-trending silicified structure developed within a sequence of andesitic tuffs. In conclusion, although a number of high-sulphidation deposits are recognised in northern Per·, their settings and styles of mineralisation are all quite different. Smaller deposits generally have strong and obvious structural controls. In the larger Yanacocha deposits the structural controls are less obvious, and mineralisation is disseminated in porous or strongly fractured and brecciated silica. Erosional levels are probably a significant factor, with disseminated mineralisation at higher levels, and structurally-controlled mineralisation in more deeply eroded deposits.

Underground coal mines in the United States are in the process of completing installations for tracking and communication systems, mandated by Congress after a number of recent coal mine disasters. Yet, evaluation, modelling and testing of such systems has lagged due to legislated changes, abruptly introduced into the coal mining industry. System installation in a wide array of mine types, configurations, layouts and characteristics has provided a wealth of information regarding their potential in underground environments. Data collected from numerous installations for a variety of systems can be used to further define true capability and accuracy of communication and tracking packages. This paper describes a uniform means of evaluating the performance of a communication and tracking system. Several performance measures are proposed and described. These measures can also be predicted using an interactive software program. This program predicts the signal propagation, given the input mine characteristics and layout, with numerical and visual feedback. New or alternative system installations can also be more accurately designed to potentially minimise initial system cost and time required for trial and error installs. The focus of this research is to develop tools and protocols that can evaluate and measure the effectiveness of installed underground communication and tracking systems.

In the past two and a half years, over 40 000 metalliferous mining and related services personnel have been trained through an Australian Generic Safety Induction system. This is almost half of AustraliaÆs metalliferous mining related workforce. This remarkable industry acceptance and delivery of safety courses is supported by Acacia Resources, Great Central Mines, Homestake, Newcrest Mining and WMC Resources, amongst hundreds of other mining, exploration and major contracting and services companies. MARCSTA; the Mining and Resources Contractors Safety Training Association (a pro-active not-for-profit self-help group of 24 major contracting companies) developed this generic safety induction. MARCSTA set out to find the æcommon groundÆ necessary to help address the evident safety problems and cost of re-training that were plaguing development of an internationally competitive and productive export industry. The incredible expansion of Australian mining during the decade fuelled a need for out-sourcing, resulting in much larger numbers of contractors on-site. At the same time, changes within Australian legislation, community expectations and the development of huge fly-in/fly-out operations and widespread skills shortages led to a rapid labour turnover and a higher paid workforce. Many Australian mining houses also ran international operations, particularly in South East Asia and head hunted people across the world. The skill levels fluctuated and fell at some local operations. Employers could no longer rely on systematic in-house training of permanent employees to improve safety and productivity as workers could and often did move on. Serious discrepancies in both quality and quantity of safety induction training and work practices occurred. Repetitive, boring and ineffective safety training became an embarrassing and costly burden for companies and workers alike. Then a spate of mining deaths sparked highly publicity, workforce concern and a demand for improvement from government, unions and corporate stakeholders. MARCSTA recognised it had to develop a high-quality safety-training program to satisfy the needs of all employers and be acceptable to others within the industry. This induction system had to be flexible enough to meet differences in legislation between states and industry sectors and be portable to enable cost and time savings for the new transient workforce. Changes in the last two years as a result of evaluating and incorporating various Taskforce inquiries into underground mining fatalities later led to the development of the MARCSTA Underground Safety Induction. This logical development added to the run away success of MARCSTAÆs General Safety Induction and was seen to be essential for many surface mines that were planning to develop underground operations. There are many lessons that MARCSTA learnt during its development that Pacific and South East Asian mining operations can benefit from. The most important of these are the support of stakeholders within industry and the recognition of higher safety and health expectations from workers and government. This goes hand-in-hand with the productivity and return on investment expectations of companies and their shareholders.

"The current economic challenges faced by the mining industry led to a review of options for reducing the cost of ventilation control devices (VCDs). The VCDs at the Mount Isa Mines site operated by Glencore in Queensland typically experienced significant damage on the operating levels and required expensive replacements. Ventilation controls can become damaged by the effects of stope firings. This paper discusses the nature of blast wave effects, giving consideration to distance from the firing and changes in mine geometry. The time taken to adjust the airflow on the operating levels with the current VCDs resulted in the loss of productivity opportunities. The mine site engaged an equipment supplier to collaborate on the development of a high-strength regulator to control the required airflows within its underground workings.The strengthened regulator proved to be cost-effective and provided additional benefits, including ease of use, simplicity of installation and speed of change in the control of available ventilating airflow. An added advantage of the re-engineered regulator compared to contemporary VCDs is its flexibility, which includes the ability to easily move mobile equipment into different ventilation districts where required without the need to remove the VCD from its location. The mining industry will face numerous challenges over the next 10–15 years as new deposits are likely to be more remote and lower grade and existing deposits will be mined deeper. As a result, mines and mining contractors operating in deep-mine conditions will need to focus on the quality of drilling and blasting to minimise unnecessary waste rock excavation to keep costs at an acceptable level. In addition, increased demand for improved safety and operator ergonomics will set greater demands on original equipment manufacturers of mining equipment. Finally, difficulties finding a skilled and experienced workforce, particularly in remote mine locations, have already negatively impacted mines’ ability to achieve high productivity and low operating costs.This paper introduces techniques and shares practical experiences in increasing productivity and reducing the costs of excavation in underground face drilling. The paper uses Sandvik’s new DD422i automated mining jumbo as an example of the type of equipment needed to deliver the features and corresponding benefits for future mine development. Safety management, both personal and that associated with catastrophic hazard, helps to define the success of mining companies. Personal safety management, often categorised by slips, trips and falls, has been widely addressed, with numerous approaches successfully adopted. Catastrophic hazard can lead to a single accident (eg ground collapse, underground fires etc) causing multiple fatalities. Catastrophic hazard management in mining is an emerging discipline, and as such there are various pitfalls to demonstrate its effectiveness and success; it is much more than simply meeting regulatory requirements. Various standards, guidelines, and leading practices are available for reporting key performance indicators. While measuring and reporting safety related key performance indicators (KPIs) such as Total Recordable Injury Frequency Rate (TRIFR), Lost Time Injury Frequency Rate (LTIFR), are important, they often lack detail, and give little insight into the effectiveness of catastrophic hazard management strategies and controls. Catastrophic hazards are low likelihood, high consequence events, and as such demand a different management approach. Companies cannot use the suite of personal safety metrics to help demonstrate management of catastrophic hazards. In-field verifications have revealed that senior management commitment to safety is often clear, well organised, and resourced. However, there are often some inconsistencies between what management promotes and plan, to what the operational teams understand and implement. Communication and clear understanding of expectations were the common themes identified to help empower supervisors to reinforce requirements of catastrophic hazard management. A lack of specific, measurable, and time-sensitive goals and objectives for the short- or medium-term, making it challenging to track progress was another key observation. Development of an integrated, multi-disciplinary auditing process executed by an experienced team of technical subject matter experts, provided an in-depth understanding of the requirements of catastrophic hazard management. Areas such as underground fire prevention, explosive storage, electrical safety, mobile vehicle interactions, ground control, inrush, and shafts and winders management have substantial overlap and intertwined processes, and similar strategies for emergency responses. Auditing of catastrophic hazards and safety management systems compliance is only the first step in safety assurance. Completing operational performance audits in technical areas and benchmarking the site verification of safety management documents and verifications forms a critical part to clearly demonstrate industry leading safety practices. No longer is it the external inspection or regular hazard management plan review requirements that dominate, but rather the culture of continual hazard identification, management, controls verification, underpinned by improvement and follow-up verifications of the corrective actions.

It is a very great privilege for me to be able to address you tonight and I am deeply sensible of the honour which has been done me. I am equally sensible of the inadequacy of my training for the position of President of your Institute.May I say at once what a very great pleasure it is to have so many members from the mainland States visiting us here in Tasmania. We do hope that you will find pleasure and profit in your stay.Since the Annual Conference is always held in the vicinity of one or other of the great mining fields, it has become the practice for the Presidential address to review the history of the particular field and t(j) indicate its place in the economic structure of the country.I propose to follow this practice and to try and present to you a short picture of thÇ mineral industry as it has existed in Tasmania. None of the information is new it is available in diverse and remote geological reports and in publications such as Witham's Western Tasmania and the more recent Peaks of Lyell. The last composite approach was written twenty years ago by P. B. Nye and published as a Geological Survey Bulletin.I have enjoyed preparing this address because on occasion I find it refreshing to look back and see what was known and what was accomplished in the days when the going was a little tougher than it is now, and to speculate upon the reasons that drove men to do what they did.
