The ocean floor is increasingly being discussed in terms of its resource potential. New discoveries, improved knowledge and access to unexplored areas of the deep sea and continental shelf are some factors contributing to a renewed interest in the seafloor exploration and mining industry. The industry has been referred to as the ænext minerals frontierÆ. To date, much of the research has focused on proving economic and technical viability of the industry, with environmental issues addressed locally. However, there is limited research internationally, and none known in Australia that considers the social viability of the industry, addressing issues such as regulatory contexts, international precedence and public acceptability. Does the nascent seafloor exploration and mining industry have a social license to operate? Does it have support amongst the wider community? If not, why not? The Wealth from Oceans National Research Flagship explored these questions by scoping the social issues that would surround an expansion. Two desktop studies provide insight into the current level of activity in seafloor exploration and mining, recent developments and the regulatory regimes on which the industry is based. One study focused on the situation in Australia, while the other was internationally focused. A series of workshops were held with key stakeholders from government agencies, industry and other interested parties, such as environmental groups and the fisheries industry. These workshops identified and explored the different stakeholdersÆ perceptions of the benefits, concerns, opportunities and key questions associated with an expansion of the seafloor mining industry. The desktop studies revealed that Australia is one of only a few countries with legislation specific to seafloor exploration and mining. Nevertheless, barriers to licence approval exist because of lack of precedent in applying this legislation. Consequently, the decision process can be vulnerable to political issues and subjective judgements. The outcomes from the stakeholder workshops suggest this inconsistency may be influenced by the high levels of concern and uncertainty over environmental impacts. Uncertainty over environmental impacts can influence the acceptability of an environmental impact assessment (EIA) and also mean the perception of risk is variable. Overall, this research suggests that the future of the seafloor exploration and mining industry will be highly dependent on AustraliaÆs ability to:improve the knowledge-base underpinning the regulatory regime,generate open and transparent communications between stakeholders, andimprove the understanding of policy and regulatory processes.

The objectives of this paper are two-fold. First, it will show what problems can arise when single estimated values are substituted for a distribution of values when evaluating an open pit mine project in the face of uncertainty. Secondly, it will show how the ability to deal with uncertainty and risk in mine project evaluation can have a significant impact on the ownersÆ and stakeholdersÆ investment decision-making. Here a new mine evaluation framework, the integrated valuation/ optimisation framework (named IVOF), is introduced as an alternative tool for mine project evaluation where uncertainty and risk are incorporated in the evaluation process.

A case study from a current Ausenco project is presented to demonstrate the importance of maintaining high carbon activity to illustrate the driving force for plant improvements such as a carbon regeneration kiln upgrade.This paper revisits the factors that influence carbon activity for gold loading, with emphasis on deactivation by organic solution components such as flotation reagents.Kiln process design requirements for effective thermal regeneration are reviewed including the interaction of parameters such as temperature, kiln atmosphere and residence time.The different types of kilns that have been used for carbon reactivation are described. A check list is provided of what to look for when purchasing a carbon reactivation system for dealing with severely fouled carbon. This covers the ancillary equipment as well as the kiln itself.While the effectiveness of the carbon reactivation kiln is vital to maintenance of high carbon activity it needs to be remembered that this is only the end of pipe solution. It is also important to ensure that reagents such as frothers and flotation collectors are appropriately chosen to maximise recovery and at the same time minimise carbon deactivation.CITATION:La Brooy, S R and Claflin, J K, 2013. Alkaline leaching with sodium carbonate solution adjusted to pH 9·5 to 10·0 preferentially dissolves thorium from a mixture of rare earth and thorium hydroxides. Rare earth sodium carbonates form in the alkaline leaching stage.These are converted to rare earth oxides for use as optical and ophthalmic polishing agents. Quadrivalent cerium is extracted under similar alkaline leaching conditions.INTRODUCTIONAustralia has made significant contributions to mineral chemistry and mineral dressing. As often happens with an industrially immature country, research investigations often outstrip the ability or desire of commerce to exploit them. It is wrong to think exclusively in terms of export of raw materials. Imagination assists in developing world trends. The chemical utilization of mineral sands has interested a group of investigators, chiefly at the Commonwealth Scientific and Industrial Research Organization (C.S.I.R.O.) and, more recently, in the mining industry itself. From an international point of view the highlight of this work was Newnham's (1960) process for the separation of hafnium from zirconium. Earlier work at C.S.I.R.O. investigated the chlorination of rutile, zircon, and monazite. Assuming that titanium tetrachloride would be available in large quantities in the post war years, extensive work was done by Kraitzer, McTaggart, and Winter (1948) on organic compounds of titanium. This work led to the development of heat resistant paints, plastic compositions, and improved organic protective coatings that predated overseas work by up to seven years. (Post, Shiihara and Schwartz, 1961; Anon, 1955). Contributions were made to the production of refractory hard metals (Kraitzer, 1949; Kraitzer and Newnham, 1956). Pilkington and Wylie (1947) and Urie (1947) investigated the production of rare earths from monazite by an acid process.

Leading Article from "British Medical Journal," London, 4th, November, 1944.Assuming that silica exerts its injurious effect upon animal tissue through a slow transformation into silicic acid, Denny, Robson, and Irwin thought that if the solubility of siliceous material retained in the lungs could be suffciently reduced the usual fibrotic response could be diminished or prevented. They discovered that aluminum powder rendered siliceous material insoluble in vitro by coating the silica particle with a thin film of gelatinous hydrated alumina, which on drying formed crystalline alpha aluminum monohydrate. The presence of this adsorbed layer on the surface of the quartz was shown by staining it with aurin. That metallic aluminum dust produced no fibrosis in the lungs was demonstrated by dust-inhalation experiments on eight rabbits. Attempts were therefore made to prevent silicosis by mixing quartz with metallic aluminum dust.Animals exposed to quartz dust developed typical silicosis in about five months, but the addition of 1 per cent. aluminum powder prevented this even after exposure had been lengthened up to 22 months, provided the aluminum powder was of a particle size below 5. This year Crombie, Blaisdell and MacPherson have reported the treatment of 34 silicotic miners by the daily inhalation of fine aluminum powder freshly ground from small aluminum pellets in a specially constructed mill. Daily treatment began with five-minute inhalations, which were gradually increased to 30 minutes. Some of the men received 300 treatments, but the majority only 200. Out of the 34 cases thus treated clinical improvement was manifested by lessening or disappearance of shortness of breath, of cough, of pain in the chest, and of fatigue. In 15 cases the condition became stationary and remained so in spite of continuous employment in silica dust throughout the treatment. The progress of the disease was assessed by means of tests for respiratory function repeated at three-monthly intervals. Obviously this treatment cannot be regarded as a cure for silicosis, since it cannot restore lung tissue which has undergone fibrotic change; but Crombie and his colleagues believe that the inhalation of finely particulate aluminum powder offers every prospect of preventing the development of human silicosis.In view of these findings, it is surprising that repeated papers by Goralewski from Germany describe various types of lung disease attributed to aluminum dust, and press for them to be scheduled under the Workmen's Compensation Act in that country. Seven hundred workers were investigated. They were making, probably by a stamping process, aluminium powder containing about four milliards of particles of dust per grain, and are reported as complaining of dry cough with pain on breathing, shortness of breath, poor appetite, and gnawing abdominal pain. THE object of the air-tight stopping is either to prevent a current of fresh air from getting into the fire area, or to prevent an escape of fumes and gases from the fire area into the workings of the mine. In the former case all is "plain sailing," but in the latter case there are certain difficulties to be overcome.In the Broken Hill Proprietary mine there were two styles of stopping used during the last fire-brick and bag and the following were the chief points that determined the use of one in preference to the other:-If the required stopping were to be more or less permanent, bricks were used, also if the area to be blocked were large-bricks being so much lighter and easier to handle than bags filled with -skimps. If, however, the air contained much gas, a bag stopping was put up. Great difficulty was experienced in getting essentially surface men, such as bricklayers, to work where there was the; slightest trace of gas; miners, however, would willingly do the work, and a bag stopping could be built without skilled labour.In old drives and gangways, where there was the liability of settlement, the bag stoppings were preferable to brick. The slightest movement around the sides or foundations of the latter would cause cracks, thus rendering the brick stopping useless;whereas, in the former, there was a certain amount of elasticity.

Field studies of the radiations backscattered by iron ores from a 60Co source of primary gamma radiation located in a borehole logging probe have confirmed thatthe P" factor, a ratio of high energy gamma ray intensities to low energy intensities in selected energy windows of the backscattered gamma-ray spectrum, is a valuable measure of grade for sedimentary iron ores of the Pilbararegion of Western Australia.Laboratory studies of model boreholes have shown that variations in borehole diameter and variations in bulk density of the formations have a significant influence on the measurement of P" ratios. If these influences 'are taken into account the mean ore grade in a new blast hole, for instance, can be predicted with a probe of suitable configuration to within 0·8 per cent Fe at the 95 per cent confidence level, while the grade of a single 120-cm split can be determined to within 2·6 per cent Fe. These results were obtained by pooling data from five blast holes covering the range of iron concentrations 20-68 per cent Fe and apply to the mean hole grades 54-68 per cent Fe.Results for two development holes were generally comparable to those obtained from individual blast holes95 per cent confidence limits of ±0·9 per cent Fe for mean ore grade and ± 4·1 per cent Fe for single splits. A greater number of data points is needed before these confidence limits can be further improved.The technique utilized to obtain these results was derived from a "multiband" approach to collection of backscattered spectral intensity data, an approach which permitted selection at the data processing stage of the most statistically significant P" ratios for the type of mineralization encountered in the field. The multiband technique also permitted selection of the most significant of another set of windows in the backscattered gammarayspectrum to measure a newly developed "S-factor", a ratio sensitive to borehole diameter. Another window provided information on bulk density. All these measurements were made with a single pass of the same loggingprobe.

Early in 1940 the development and sampling programmes in hand on the North and British Sections of North Broken Hill Limited were such as to necessitate the drilling of a large number of drill holes ranging up to about thirty feet in length. On the British Section, one purpose was to test the existence, width, and value of narrow lodes believed, for geological reasons, to occur in the walls of the existing workings. Another object was to definitely disprove the existence of payable shoots of ore in certain largerhodonite and quartz-garnet ("garnet sandstone") pillars which had been formerly left as unpayable.On the North Section, the main purpose of the short holes was to delineate the ore-body boundaries by drilling laterally from drives in ore, and thus enable level layout to be planned in advance of sill stoping. It was also desired to test the walls of stopes in those portions of the mine where the economic limit of mining is not rendered obvious by a clear-cut wall, but should be determined by assay. In these latter cases it was hoped to eliminate "prospecting by stoping," a procedure by which any doubts as to the existence of further good ore behind the low-grade walls were settled by continuing to stope laterally until all chance of such an occurrence was removed.LONG HOLE ROCK DRILLINGFollowing an investigation of recorded instances of similar practice elsewhere it was decided to use the rock drill for a series of trial sample holes. A 3-in. drifter was used. This was selected from those in use underground, and was given a special overhaul; had a new machine been purchased, a 4-in. type would probably have been obtained as being more suited to the work. The rods were H in. hollow round steel with a type "1" Jackrod thread. Couplings were of chrome steel, and were H in. in diameter, and 2 in. long. Jackbits (type "1" thread) in sizes from 2 in. to 4 in., with 1-in. gauge changes, gave a range of nine bit sizes. They were resharpened by hot milling, and were not milled to a definite gauge size.After sharpening, bits were sent underground without sorting into sizes, the drillers selecting the next bit with callipers. In view of the small scale of operations, it was not considered worth while to adopt special measures, such as the cold grinding of bits, which might have given a better product. Later, however, new bits were used exclusively, the idea being to accumulate enough blunt Jackbits to warrant a thorough treatment of the sharpening...

A challenge on many industrial flotation circuits is controlling concentrate mineral grades using measurements that are provided infrequently. The mineral grades in concentrate streams are a critical performance indicator in any industrial flotation circuit. Failure to achieve concentrate mineral grade targets has significant financial consequences on a flotation operation. A violation of gangue mineral grade limits by the concentrator may also result in significant penalties.Online grade analysers which can provide reliable real time grade measurements are essential for effective grade optimisation. The Blue Cube MQi analyser (by Blue Cube Systems) has recently come to prominence for its ability to rapidly determine mineral concentrate grades online and has the benefit of operating in-stream. This has provided excellent insight into the actual process dynamics in the flotation circuit, and hence enabled real-time control and optimisation of concentrate mineral grades.MintekÆs Measurement and Control division, specialising in advanced control solutions for mineral and metallurgical industries, has had the opportunity to link the FloatStar Grade-Recovery Optimiser to the measurements provided by the Blue Cube system at the BCL nickel concentrator plant in Botswana. The project focused on stabilising the final concentrate grade while ensuring the final tailings are minimised, resulting in an improved nickel recovery. This site already had the FloatStar Grade-Recovery Optimiser for several years, but the original grade measurement device was unreliable and ultimately failed. The system was reactivated once the Blue Cube system was installed, replacing the old analyser. Highwall stability is a major consideration in optimising opencast mine geometry. It involves assessing the risk of those slope failures that are large enough to have significant cost, safety and/or operational implications. These risks are then balanced against the value of the resource to arrive at an acceptable slope design. Load-deformation models (commonly referred to as ænumericalÆ models) of slopes provide a powerful tool in this decision-making process since they can be verified well before slope failure occurs. This gives the slope designer increased confidence in reviewing designs during excavation, potentially allowing early revision of pit geometry to either increase or decrease safety margins as appropriate. However, these models are not always adopted as they depend heavily on an appropriate choice of constitutive model and material parameters.   A preliminary load-deformation model of a 170m highwall in Solid Energy North (SEN) OperationsÆ Awaroa 4 opencast coal mine in the Rotowaro Coalfield has been prepared. This uses a strain-dependent constitutive model based on laboratory test results, strength parameters developed by SEN and excavation monitoring data. The laboratory testing has included triaxial compression tests on large-diameter fractured samples to characterise the stress-strain response of the closely-jointed soft rock masses that exist in many parts of the mine. Data from the monitoring of a 25m cut made during excavation of a haul road has been used to refine and verify the constitutive model. The resulting highwall model has predicted highwall crest movements corresponding to the excavation of each bench, for comparison with monitored values. Key model outputs are total horizontal movements of about 0.5m near the highwall crest and shear strains of 0.5-0.7% at the locations of potential bedding-parallel shear planes underlying the highwall. Most of the movement is expected to occur as creep rather than as an immediate response to excavation.

GENTLEMEN, lt is with much pleasure I meet you tonight at this the second meeting of the Australasian Institute of Mining Engineers, held in Western Australia, and I sincerely thank you for the honour you have conferred upon me in electing me as your President. I greatly appreciate the distinction, and will endeavour to fulfil the duties of the office to the best of my ability, and hope to prove a worthy successor to those gentlemen who have held the position before me. On behalf of the local members of the Institute, I extend a hearty welcome to the members from the other States of the Commonwealth, who have come so far to attend this meeting, and also to the non-members whom we have invited this evening. We are especially pleased to have Mr. Gregory, our Minister of Mines and Railways, and the Government and School of Mines officials with us; and I take this opportunity to thank the Premier, Mr. Gregory, and the Government officials for the assistance given us, and for doing so much to make the visit of our members from the other States so pleasant and instructive. Northparkes Mines is developing the E26 Lift 1 North block cave mine, which is adjoined to the existing E26 cave. This paper presents the challenges and methods used to design the ground support system during the feasibility study. Calibrated numerical simulations were conducted to forecast the levels of rock mass damage and to assist the ground support design. Generally, low to moderate rock mass damage is forecast on the extraction and undercut levels. However, poor ground conditions are expected in sheared and preconditioned zones adjacent the existing E26 cave. This will result in difficult ground conditions during development, undercutting and drawbell establishment. Empirical assessments were conducted to make sure the ground support system is able to handle both the static and dynamic load demand, and to accommodate the deformation values. A safety factor of 1.5 was used for the designs to cover the unknown rock mass conditions and potential for larger seismic events. Learnings from the E26 Lift 1 and SLC, also mining against the E26 cave, are incorporated into the design. Fibrecrete, mesh and resin bolts / mechanical anchors are the primary ground support system used, and cable bolts for intersections with a span of more than 6 m. Following undercutting and during the operating life of the mine, secondary ground support and rehabilitation will be required.

In choosing such a threadbare subject for a paper I fear that I may in some measure be taxing your patience, yet as upon the accuracy with which the work is done depends the result of conclusions drawn as to whether a property will be profitable to work or otherwise. The subject cannot be too well threshed out, and I trust that upon certain points that have come within my own experience I may be able to give 'hints that will prevent others from making mistakes. First as to alluvial. Gold is often found from the grass roots down, often ill particular horizontal bands in the wash, but more generally concentrated either on a true or false bottom. When sampling dry ground for proposed hydraulicing I have obtained accurate results only by taking the whole of the dirt from measured shafts, stacking it as it was lifted on a tarpaulin, and putting the whole quantity through a carefully constructed box. In wet ground careful borings will in most cases give fairly correct results, but where it is possible to sink shafts, that should be done, as a guide is then also obtained as to the nature of the wash, whether it is bouldery, cemented, or free. Sampling in a face is a more difficult work in many respects than in new ground, as so many elements enter into action to spoil accurate sampling. Of course the great thing to avoid is sampling in any place where either natural or artificial concentration has taken place, and very much has to be left to circumstance and the sampler's own judgment. In passing I may mention that I have on several occasions seen diggers deceive themselves in wet ground where they were sinking and coping as best they might with water. They would take a dish of dirt from the bottom of their hole, pan it off, and take the result as a fair yield, and on the strength of it perhaps spend a lot of time and money in tail races and whereas in their sample there had been a process of concentration carried on, the movement and working in the water had caused the gold to work down, and anything like accurate estimations by the method pursued were out of the question.

Following extensive trials on a 100 000 tpa Research and Development facility at Kwinana, Western Australia, Hismelt Corporation (wholly owned by Rio Tinto) are confident of the future commercial success of this technology. The Hlsmelt process uses iron ore fines and non-coking coals to produce molten pig iron suitable for feeding to BOF and EAF steelmaking vessels. The unique process configuration combines direct injection of raw materials into the molten iron bath, high rates of metal and slag mixing, and effective post-combustion of the bath gases to achieve efficient coal utilisation. This is the key to the strong economic performance of the process.

THE Taranaki oil-field is situated on the western side of the North Island of New Zealand, at about its widest part, and may be said to be the most compact and fertile part of the Dominion, for, with the exception of the upper half of Mount Egmont and of the ranges adjoining, which absorb 36,000 acres, the whole of the area, minus what is taken up by the rivers and streams is suitable for settlement, and certainly two-thirds is good land. The gross area of the district is 2,417,299 acres. The principle rivers are the Wanganui, Mokau, Waitara, Patea and Waiwakaiho. Mount Egmont, which is 8260 ft. high, used to be called Taranaki, and from it the district takes its name (the Maori meaning of which is "sloping peak ").THE OIL-FIELDThe discription of an oil-field now-a-days usually resolves itself into a mass of figures and statistics, of great interest and value to the engineer and commercial man, but practically indigestible to the general public. Traditionally comminution optimisation has been focused on energy minimisation, whereas flotation optimisation has been focused on recovery improvement. One of the largest, if not the largest, operating cost over the life of a flotation circuit is electrical energy. With increasing pressure on operators to lower production costs and the cost of energy increasing, reducing the energy consumption of the flotation circuit can be beneficial to site economics. This paper reviews the use of energy by mechanically agitated flotation machines and discusses the measurement and benchmarking of energy consumption in modern flotation concentrators. Mr Kapp's paper helps considerably to clarify the subsidence/mine geometry relationships in New South Wales. It is in the best tradition of the presentation of field investigations such as has built up internationalknowledge over the years.The Author has plotted in Fig. 10, the maximum subsidence developed over each of a number of panels of different width/depth ratios and concludes that the maximum possible subsidence over a super critical extractionarea is around 0.65 of the mining height and that this is reached with the critical width/depth ratio of extraction of around 1.5.Although, as Mr. Kapp says, the maximum possible subsidence in the UK can reach 90% of the seam thickness extracted the more usual figure for the first seam is up to 80%. It has also been found in the UK that with shallow workings such as those at Kemiro Coliery the critical width of extraction is 2.0 or more times the depth.

THIS paper is the outcome of experiments carried on and experience gained. at the Waihi-Paeroa Gold Extraction Company's tailings plant at Waihi, New Zealand. The plant was erected to treat accumulated tailings which had been discharged into the Chinemuri River by the Waihi batteries.The Chinemuri River is a common sludge channel for all mining debris, tailings, and ashes from the power plants, the last being the cause of occasional high residues, which gave so much trouble to the management. The tailings were dredged from the bed of the river into barges by means of a Pohle air lift, the power being supplied: by a 13 b.h.p. Tangye oil engine driving an air compressor and a centrifugal pump. The sands were elevated from the barges by bucket-belt elevators over screens, to eliminate large particles and rubbish, into storage hoppers, and from there fed direct into four C. Judd Ltd. tube mills.The method of treatment was fine grinding in a weak cyanide solution, agitation in B. and M. tanks, filtration with turn-over vacuum filters, and precipitation with zinc shavings. The comparatively high values of the residues in gold gave a great deal of trouble, 'and it was not until repeated experiments were carried out that the cause of the trouble was located. Factors governing the dissolution of nickel and iron in pentlandite and pyrrhotite concentrates from Mt. Windarra were studied for aqueous solutions at normal temperatures and pressures. The effects of dissolved dioxygen, carbon dioxide, hydrogen ions, and chloride ions are described. The direct reaction of aerated water wiili pyrrhotite is much faster than with pentlandite, and reaction rates are proportional to the dissolved dioxygen concentration. In both cases divalent metal sulphates are produced initially. The subsequent oxidation of iron(II) to iron(III) and its oxolation produces acid solutions which rapidly attack both minerals. The presence of carbon dioxide or chloride ion has little effect on these rates.
