Because of increased pressure from federal and state regulatory agencies, most acid flows will require some sort of treatment prior to being discharged to receiving streams. In many industries, the volumes of liquors are large and their acid content varied. Development of a waste treatment process minimizing equipment cost and utilizing land efficiently is mandatory. Methods of acid neutralization with lime have been known for years, however, the volume and characteristics of the resultant precipitated solids can create a disposal problem. Also, when standard lime treatment is used, the settling characteristic of the precipitated solids is normally slow. In some instances, the necessity of added dissolved solids removal, such as iron, needing aeration, add to the problem of concentrating neutralized solids.

Van Stone mine area is situated at the head of Onion Creek on the northwest flank of Gillette Mountain, Stevens County, Washington. The di strict was found during World War I, but the mine did not come into production until 1952. Production to the end of 1965 was 2,242,960 tons of ore that yielded 10,700 tons of lead concentrates and 120,000 tons of zinc concentrates. The area is part of the Selkirk Mountains Zinc-Lead Belt, or Kootenay Arc, extending from near Revelstoke, British Columbia, to Colville, Washington. A thick but incomplete section of Paleozoic marine formations occurs in the Kootenay Arc and is overlain by marine and continental Mesozoic formations. Both are invaded by Late Mesozoic-Tertiary batholiths. The belt is characterized by open complex folding and extensive high-angle and local thrust faulting. Principal ore deposits occur in the highly deformed carbonate rocks of Cambrian age-the Maitlen (Laib) and Metaline formations. The Van Stone mine occurs along a steeply S-shaped fold lying between the Kaniksu Batholith on the west and the Rogers Mountain Fault, a northeast-trending fault on the west flank of the Gillette Mountain Anticline, to the southeast. The fold is cut by northeasttrending faults containing notoriously irregular lamprophyric, diabasic, and pebble dikes. The host rocks, lower Paleozoic dolomites, are decolorized, silicified, and silicated in the mine area. Jasperoid and tremolite are the common alteration minerals. Other gangue minerals are barite, pyrite, brucite, calcite, and, near the batholith, pyrrhotite. Ore minerals are galena, jamesonite, and sphalerite. Ore minerals occur in bunches and pods intergrown with tremolite and jasperoid. Zinc is roughly eight times more abundant than lead. The highest ore outcrops at 3870 feet elevation, and an undeterminable portion has been removed by glacial scour. The lowest drill hole penetration has reached 3220 feet elevation. Oxidation ranges up to several hundred feet in depth and may be most closely related to pre-glacial groundwater circulation. The area of the mine was completely over-ridden by Pleistocene continental glaciers, and the present erosion surface is nearly continuously blanketed by up to 150 feet of glacial outwash.

IN some districts of the bituminous coal field the problem of constructing bulkheads to seal off water under pressure is becoming increasingly important. Recently this matter has been brought very much to the front by the loss of a large Illinois mine due to failure of a bulkhead that separated it from several old, flooded mines. As this great misfortune has provoked much inquiry about proper bulkhead design, it is felt that a description of the successful and extensive water-sealing practice at three mines that have different natural conditions will be of considerable interest to those connected with properties having a present or future water problem and to engineers that may have to design safe bulkheads of economical construction. These three mines are the Saxton and Dresser, near Terre Haute, Ind., and the Hegeler, near Danville, Ill. All three have water conditions that make it necessary to regularly seal off all worked-out sections of the mine, and there are considerably over a hundred bulkheads in each. As far as the writers know, these three mines are the only ones in the bituminous coal fields of the United States with anything like so large a number of water seals and experience, although a number of other mines are known to have a few bulkheads. More detail will be included herein on the Saxton mine than on the others, as the writers are more familiar with it. General Mining System All three of the mines use the same general panel room-and-pillar system, which consists of rooms turned both ways off room entries and a solid block of coal left on all sides of the completed panel except on the cross-entry side, where a heavier pillar is pierced by two entries for haul- age and air. On completion of the panel the two entries are sealed and the panel is then isolated from the rest of the mine. Owing to water conditions, no pillars are pulled; recovery inside the panel barrier pillars is approximately 65 per cent.

EXPERIMENTAL work on the process was begun on a laboratory scale at Cleveland, Ohio, in 1914, and transferred to East St. Louis, Ill. in 1916, where a commercial sized furnace was in technical operation until January, 1918. The essential steps of the process are as follows: Oxidized zinc ore or roasted zinc concentrate is mixed with crushed coke and coal-tar pitch and formed into briquets 9.25 in. (23.5 cm.) in diameter and 21 in. (53 cm.) long in a manner similar to that used in the manufacture of graphite or carbon electrodes, except that much less care and time are required. The composition varies with the nature of the ore; in one case, the composition was 100 parts ore, 70 parts coke, and 18 to 20 parts pitch. These briquets maintain their form and volume during and after the distillation of the zinc. This object is gained by using coke as the matrix and coal-tar pitch as the binder; this pitch becomes coke on heating and unites the ore particle and the original coke particle into a continuous mass. The briquet is an electrical conductor but only to such, a degree that it can be used as a resistor. The size of the ore, as in the present practice of zinc metallurgy, ranges from fine material, such as flotation concentrate, to coarse table and fine jig concentrate. The process is not restricted to any particular kind of ore, but is applicable to pure high-grade ores, ores high in iron, and complex zinc lead ores, since the residue from the distillation is held immovably in place within the briquet. In the case of complex zinc-lead ores, the distillation is conducted with a carefully regulated temperature so that a high percentage of lead is retained in the distilled briquet, which may then be smelted for its lead content. In present zinc smelting practice, the reduction fuel is from 40 to 50 per cent. of the weight of the ore. PROBABLY no well-informed engineer would ques¬tion the accuracy of the statement that the piece of equipment that comes nearest to being in universal use in modern hydrometallurgical and ore-dressing plants is the Dorr continuous thickener. The function of the device is to separate a thin mixture of liquid and solid particles into a thick pulp and a clear liquor. Another machine in wide use is the Dorr classifier, the purpose of which is to separate the coarse and fine particles in a pulp containing solids of various sizes. It is in recognition of the invention of these two devices and the vast amount of technical work in the successful application of them in the beneficiation of ores that the James Douglas Medal for 1930 has been awarded to John Van Nostrand Dorr. To gage the importance of the development of the thickener, particularly, it is only necessary to imagine the loss of time, capacity, and metallurgical efficiency that would result if all the Dorr tanks in the world were put out of operation for a day and replaced by the old methods of intermittent settling and decantation. For years past I have traveled in quest of promising mining-properties, over almost impassable mountain-trails to remote places in the mining-regions, usually many miles from an assay-o5ce. If, upon examination, the fornlation and the ore-deposit appeared favorable, a quick determination of the value of my samples was necessary, in order that I might take intelligent action with reference to the acquisition of the property. A journey with my samples to civilized regions often meant weeks of delay, and perhaps loss of opportunity. How many, under similar circumstances, have returned with their assay-results from such a journey, only to find that some audacious speculator had optioned" the property! True, a first payment could have been made and the chances taken on the results; but experience has taught that rich-looking ore is not of necessity valuable. Personally, I would not hazard a ten-dollar bill on any property without first determining by assay the value of the ore. The Kentucky Geological Survey(KGS) was established in 1854 as the official geologic research organization in the Commonwealth. Since that time the Survey has performed basic research in a number of geologic areas such as energy, applied geology, mineral resources, geologic mapping, and hydrogeology. Because of coal's importance to Kentucky, a significant part of the geologic data collected by the KGS is coal related. Coal-related data also occur in a variety of other KGS data sets such as the petroleum and water data files. To adequately respond to coal-related inquiries, the KGS maintains an inter- active, on-line data base in which various types of geologic and hydrologic information can be easily stored, retrieved, and manipulated. The KGS will continue to expand and update this data base through ongoing research, and by cooperating with the Kentucky Natural Resources and Environmental Protection Cabinet, Kentucky Department of Mines and Minerals, U. S. Geological Survey, and University of Kentucky Institute for Mining and Minerals Research. Data in this comprehensive system is available to State, Federal, and local governments; industry; researchers; and the general public. These data facilitate coal exploration, mine planning and permitting, coal production, and research activities in the Commonwealth of Kentucky.

In accordance with the requirements of By-Law LX,- I beg leave to submit herewith the report of the Library Committee for the year 1916. The activities shown by the sale of the Institute's publications during the year are somewhat larger than last year, due principally to the increased sale of special editions on account of the larger sale of the Posepny and Emmons Volumes, owing to increased advertising and to the reduction in price of the Emmons Volume. The sales were distributed as follows: Sale of Transactions $3,237.07 Sale of Special Editions 1,722.50 Sale of Bulletins and Pamphlets 2,263.95 Total $7,223.52, The Institute library has now been merged with the libraries of the. other three Founder Societies and is known and administered as the Library of the United - Engineering Society. When this merger, was effected, a proviso was made that the books contained in the Institute library up to the date of the merger were still to be considered as the individual property of the Institute, and this arrangement applied also to the libraries of the other two Founder Societies. At the time that the American Society of Civil Engineers joined as a fourth Founder Society, they immediately turned over their entire library to the United Engineering Society, relinquishing all property rights in the books entirely.

Prediction of ventilation needs in long range mining projections requires serious consideration when formulating those projections. Predicting the behavior of the ventilation system of an old, complex mine poses an especially provocative problem. Air-flow around and through mined-out areas via bleeder systems, leakage flows through stoppings or other air control devices, and the use of multiple fans all add to the basic complexity of a ventilation system and make predictions of ventilation changes very difficult. Fortunately, the task of making ventilation decisions can be greatly assisted by ventilation surveying and computer simulation. The Nemacolin Mine of Jones and Laughlin Steel Corporation, located in Southwestern Pennsylvania, is one such old mine which used the computerized approach successfully. A mine-wide pressure-quantity survey was used to obtain realistic values for airway resistance factors. These values, together with network topology, formed the basic input for computer simulation. Results from this simulation indicated that air quantities generated at critical airways by the model were generally within a couple of percent of those measured in the actual survey. It was then concluded that the model was acceptable for practical application, and it was used immediately for studying the effects on the ventilation system of changing the blade settings of fans. Additionally, the model was modified to incorporate projected mine development and used to predict future ventilation.

In 1855, Franz Uchatius patented, in England, his process of manufacturing cast steel. The first experiments, on a practical scale, were made at the Ebbw Vale Iron Works, Monmouthshire. The charge consisted of a mixture of cast iron with about 20 per cent. of a pure iron ore, and with or without other ingredients. In order to obtain the cast iron in a subdivided condition, Uchatius granulated molten pig-metal by running it into water, which during the operation was kept well agitated, and found that "the finer the iron is granulated, the softer will be the resulting steel." The writer is not aware that granulated iron has been used practically, otherwise than in the above-named process; and until 1866 no other process of subdividing iron than by granulation was known. In April, 1866, an English patent was obtained by the writer for subdividing blast-furnace and other slags and metals in a molten condition, by passing the same through one or more pairs of rolls. In reference to iron the idea was, in following up the direction pointed out by the Uchatius process, to obtain better results in the puddling process by means of a thorough amalgamation (not simply a mixture) of the iron with the oxides and other ingredients in the charge itself. Experiments were made. A quantity of iron direct from the blastfurnace was subdivided (or laminated) by passing it through a pair of plain rolls. The rolls were hollow, and water was made to pass through them to keep them sufficiently cool. Without giving differential speed to the rolls, sheets were obtained about one-sixteenth inches thick, and from about one hundred square inches surface, downwards. The difficulty of finding new ore bodies, the complexities of patenting them when they are found, and the absence of incentive legislation for exploration have limited mining exploration in the United States mostly to the big companies. This situation, coupled with ECA spending abroad, has caused American capital to look outside our national boundaries for investment opportunities which are further made attractive by some relaxing of restrictions to gain American dollars and patronage.

Geotechnical site investigation for new mine shafts can reduce the level of design uncertainty for shaft linings. The parameters which determine the lining strength required include rock strength and hydrologic properties, the in situ stress conditions, and the concrete strength. These parameters are applied to analytical methods of shaft lining design using the plastic and clastic assumptions of rock response to determine the required lining thickness to maintain the stability of the shaft excavation.

P. B. Baxendell is to be complimented for an exccllent piece of work. To our knowledge there has been no previous publication of field data on the flow of oil and gas through the annulus of a well. It is certainly gratifying to see this work on annular flow confirm the previous published correlation procedure on tubing flow. It extends considerably the range under which reliable gas-lift calculations can be made. Baxendell discussed this work with us about a year ago and was kind enough to send a large scale plot of his correlation. We had been designing gas-lift installations on flow through the annulus, assuming that the original correlation of the f factor based on tubing flow' was valid as long as we stayed within the same mass velocity range on which the correlation was based. Doing this work necessitated the use of an equivalent diameter for the annular flow. The equivalent diameter is defined as area' of stream cross section wetted perimeter and for the case of an annulus is D, — D,. Substituting this in the basic equation correlating energy loss along with the area to flow required to convert the velocity, to volumetric flow rate, D (Baxendell's Eq. 7) becomes dell's expression, D,). Similarly, the D in 1.4737 X 10 (M&/D) becomes (D, + D;) for annular flow. On receipt of Baxendell's data, we. of course, recalculated it to put it into the form we were using, and to see how well it agreed with the correlation based on tubing flow. Fig. 1 shows the results, which were certainly gratifying. For low values of (D, - D,) pv, the data coincide with the data on flow through tubing, whereas at high values the data on flow through the annuli appear to be leveling off to a constant value. For very high rates of flow where the turbulence is very high, one might expect the value f to level out and become constant. CHANGES in circuits are often made in milling operations. At the same time that these changes are being evaluated the ores are changing. Even from the same mine, the ore is usually variable as to amount and type of mineral content, degree of association of valuable and gangue minerals, amount and types of soluble salts, hardness, etc. The question then arises whether any small differences in results, after changes have been made in the various circuits, are really due to these changes or whether the variability of the ore can account for those differences. Statistical evaluation provides one method of answering the question that arises so often in beneficiation studies: Did changed results come about because of changed process, or did ore variation cause the change? In this case, data were available for statistical analysis from an operating period of 42 months, representing treatment of approximately 1 million tons of ore. During this period there had been two flowsheet changes: 1) regrind of the zinc circuit middlings was introduced, and 2) alcohol- pine oil frother mixture was substituted for cresylic acid-pine oil frother mixture. Findings are in Table I.

Introduction This paper is a general description of current central Florida phosphate mining, beneficiation, and product transportation. It is directed and believed to be of interest to engineers not familiar with this industry. Deposit: The phosphate deposits of central Florida are generally located in a five county area which includes Polk, Hillsborough, Hardee, Manatee, and DeSota counties. Geologically, the deposit is of marine origin and is identified as the Bone Valley formation. This formation is Pliocene to Recent in geological age and overlies a Miocene limestone formation known as the Hawthorn. The Bone Valley formation sediments are regionally characterized by equal proportions of apatite, quartz, and clay. The clay is predominantly of the mont-morillonite family. On a local scale, however, the proportions of these three major constituents vary considerably. The phosphate occurs as the apatite mineral (Ca 10F2(PO4)(6) and with the clay and sand, the minable ore is commonly referred to as matrix. This matrix is overlain by unconsolidated overburden of sand and sandy clays, ranging in depth from 10 to 45 ft. The matrix usually occurs in fairly horizontal continuous beds from 3 to 25 ft in thickness. The bedded limestone formation lies directly below the matrix and is generally well defined. The phosphate particles range from 3/4 in. to 200 mesh (Tyler) in size. The phosphate particles coarser than 14 mesh are called pebble phosphate and those less than 14 mesh are termed flotation feed which, when beneficiated, subsequently become concentrates. Through mining and beneficiation, phosphate quality is measured in BPL percent which stands for bone phosphate of lime units. In subsequent chemical manufacturing, the quality is indicated by P205 content. The deposit is economically characterized by various ratios such as tons of product per acre and cubic yards handled per ton of product. Magnesium, iron, and aluminum content are also considered in evaluating ore reserves. These elements are often critical to the chemical fertilizer processes. Presently, an ore body is considered economically minable if it meets the criteria shown in [Table 1]. These, of course, are general guidelines and specific costs and returns on investment must be considered in each case for acquiring reserves. On a new grass-root venture, a 20-30 year life is generally expected with a mineral recovery of 80%. History and Uses Phosphate mining in central Florida began around the turn of the century. However, in the early days, only pebble phosphate was produced until about 1930 when technology was available to beneficiate the -14 + 150 mesh particles. The -150 or -200 mesh material was discarded as it is today. The basic processes for beneficiation are washing, scrubbing, desliming, sizing, and flotation. These basic unit processes are essentially the same today although many improvements have been developed since the early days. Phosphate is used primarily in the production of high analysis fertilizer chemicals, typical of which are triple superphosphate, monoammonium phosphate (MAP), and diammonium phosphate (DAP). Phosphate is also used in the production of food preservatives, dyes for cloths, vitamin and mineral capsules, steel hardeners, gasoline and oil additives, toothpaste, shaving creams and soaps, bone china dishes, plastics, optical glass, photographic films, light filaments, water softeners, insecticides, soft drinks, road fill, and livestock feed supplements. Florida produces over 80% of the nation's marketable phosphate rock and one-third of the world production, according to the US Bureau of Mines. This amounted to approximately 35 million tons in 1975. Exports of Florida phosphate rock were to such countries as Canada, Japan, West Germany, Italy, and India, with Canada and Japan being the major users. Almost 95 o of all outbound cargo shipped through the port of Tampa is phosphate rock or related products. Beneficiation Following is a description of Agrico's new Fort Green beneficiation plant which is typical of the newer large capacity plants being built in the field. Agrico's Fort Green mine was completed in 1975 and is located in the southwest corner of Polk County and is directly adjacent to Manatee, Hillsborough, and Hardee Counties. With some minor differences, Fort Green is typical of a modern central Florida plant. The rated capacity is 3,000,000 plus tons of product per year and this varies according to the richness of the ore being handled. A simplified flowsheet is presented in [Figs.1 and 2]. This plant is served by three draglines of the 40-cu-yd class. The phosphate beneficiation is usually divided into three major functional steps: (1) washing and screening to produce a pebble product and flotation feed, (2) feed preparation and (3) flotation to produce concentrates. The typical plant is similarly divided into these three functional areas. Washer: Briefly, the slurried matrix is pumped from two draglines simultaneously at a combined rate of about 20,000 gpm at 2000 tph (solids) to rotary trommel screens sized to make a 7/8-in. separation. ([See Fig. 1]-) The trommel oversize is sent to hammermills where it is crushed and returned to the trommel screens, or pumped to tailings if minor impurities (Fe203, A1203, MgO) are too high. The trommel undersize is pumped to 14 mesh stationary (static) flat screens. The flat screen over¬size is subjected to three stages of 14 mesh vibrating screening and two stages of log washing in order to produce a final pebble product. The pebble product (+ 14 mesh material) is conveyed by belt conveyor to a large on-ground storage pile. Pebble product is reclaimed through a tunnel and loading system below

THE terms surface tension and surface energy are well known when applied to liquids and are generally described by referring to the excess energy of the air: liquid interface as a result of unsaturated molecular forces surrounding the surface molecules of the liquid due to the presence of the air phase on one side. Such unbalanced forces produce the familiar water droplet of spherical form and are generally summed up as a surface tension measured in dynes per centimeter which can be shown mathematically to be equal numerically to a corresponding surface energy expressed in ergs per square centimeter. A specific surface energy, however, is best thought of as the energy necessary to produce one unit, of new surface on a substance. Hence, in producing a bubble in a flotation cell the impeller must supply surface energy corresponding to the air: liquid interfacial area on the interior of the bubble. Inasmuch as it is relatively easy to extend or contract the surface of a liquid, there are a number of successful methods for liquid surface tension, or energy, measurement based upon surface deformation. This happy state of affairs does not, however, extend to solids, which are considered to possess surface energies for the same reasons as do liquids, i.e. because of unsaturated ionic bonds at the solid: gas interface. As in the case of the flotation cell producing surface on liquids as new bubbles, it takes energy to produce new surface on solids as new particles. As every mill man knows, this surface is produced on mineral solids in a grinding mill by the action of a tumbling mass of iron balls. But here so much energy usually is wasted by the inefficient action of these balls that a large amount of heat is generated, and the surface energy production may be easily confused with the energy necessary to produce this ineffective heat. The tumbling balls and fracturing minerals ultimately take their energy from a rather large electric motor. It has been variously estimated that from 10 to 20 pct'" only of this energy from the motor does not appear as heat and may be presumed to appear as surface energy on the min- erals present. Such a production of new surface on the mineral phases is accompanied, of course, by a size reduction that is inevitable as more and more mineral interior molecules become surface molecules by the fracture exposure. This size reduction of mineral particles, although the most obvious feature and perhaps the sole object of the milling operation, is from this energy viewpoint the outward manifestation of the production of surface energy only. Measurement of the characteristic surface energies of pure minerals and their various mixtures in ores would be a step towards understanding of the energetics of the commercial grinding operation. In addition, the characteristic surface energy of a mineral is probably a physical property specific for that mineral, and therefore, from a scientific standpoint, should be measured. It is interesting to note that, in contrast to the large body of work on the surface tensions of liquid systems and biological systems, the field of solid surface energies has been neglected. Prior to 1920 it is difficult to find more than one or two references to work on solid surface energies in Chemical Abstracts. Since 1920 such references number somewhat less than 100, while those on liquid systems are numbered in the thousands. Much of this apparent neglect of the field of solid surface energies (the term is intended to be somewhat inclusive at this point and refers both to the solid: gas, and the solid:liquid interface) is because of the lack of a reliable method of measurement rather than any lack of scientific curiosity. It was, and still is, difficult to produce new surface on a solid without the simultaneous production of interior changes in the same solid which may consume part of the energy used. THE terms surface tension and surface energy are well known when applied to liquids and are generally described by referring to the excess energy of the air: liquid interface as a result of unsaturated molecular forces surrounding the surface molecules of the liquid due to the presence of the air phase on one side. Such unbalanced forces produce the familiar water droplet of spherical form and are generally summed up as a surface tension measured in dynes per centimeter which can be shown mathematically to be equal numerically to a corresponding surface energy expressed in ergs per square centimeter. A specific surface energy, however, is best thought of as the energy necessary to produce one unit, of new surface on a substance. Hence, in producing a bubble in a flotation cell the impeller must supply surface energy corresponding to the air: liquid interfacial area on the interior of the bubble. Inasmuch as it is relatively easy to extend or contract the surface of a liquid, there are a number of successful methods for liquid surface tension, or energy, measurement based upon surface deformation. This happy state of affairs does not, however, extend to solids, which are considered to possess surface energies for the same reasons as do liquids, i.e. because of unsaturated ionic bonds at the solid: gas interface. As in the case of the flotation cell producing surface on liquids as new bubbles, it takes energy to produce new surface on solids as new particles. As every mill man knows, this surface is produced on mineral solids in a grinding mill by the action of a tumbling mass of iron balls. But here so much energy usually is wasted by the inefficient action of these balls that a large amount of heat is generated, and the surface energy production may be easily confused with the energy necessary to produce this ineffective heat. The tumbling balls and fracturing minerals ultimately take their energy from a rather large electric motor. It has been variously estimated that from 10 to 20 pct'" only of this energy from the motor does not appear as heat and may be presumed to appear as surface energy on the min- erals present. Such a production of new surface on the mineral phases is accompanied, of course, by a size reduction that is inevitable as more and more mineral interior molecules become surface molecules by the fracture exposure. This size reduction of mineral particles, although the most obvious feature and perhaps the sole object of the milling operation, is from this energy viewpoint the outward manifestation of the production of surface energy only. Measurement of the characteristic surface energies of pure minerals and their various mixtures in ores would be a step towards understanding of the energetics of the commercial grinding operation. In addition, the characteristic surface energy of a mineral is probably a physical property specific for that mineral, and therefore, from a scientific standpoint, should be measured. It is interesting to note that, in contrast to the large body of work on the surface tensions of liquid systems and biological systems, the field of solid surface energies has been neglected. Prior to 1920 it is difficult to find more than one or two references to work on solid surface energies in Chemical Abstracts. Since 1920 such references number somewhat less than 100, while those on liquid systems are numbered in the thousands. Much of this apparent neglect of the field of solid surface energies (the term is intended to be somewhat inclusive at this point and refers both to the solid: gas, and the solid:liquid interface) is because of the lack of a reliable method of measurement rather than any lack of scientific curiosity. It was, and still is, difficult to produce new surface on a solid without the simultaneous production of interior changes in the same solid which may consume part of the energy used. As you are no doubt aware, virgin copper, tin and zinc are strategic metals today and little, if any, is available in the manufacture of brass and bronze ingots. The source of alloys used in the manufacture of implements of war are, therefore, from ingots made almost exclusively from the refining of available scrap. It is amusing to hear of the unusual physical properties of various alloys because they mean nothing unless the foundryman is able to produce good sound castings. A discussion therefore means little unless something is said about the relative foundry practice of the various brass and bronze alloys. Among the factors that influence the quality of castings produced are: (I) improper gating, (2) wrong pouring temperatures, (3) poor sand conditions, (4) bad melting practice, (5) faulty pattern equipment, (6) metal. It seems to be the consensus of opinion that about 95 per cent of defective castings can be attributed to the first three causes. Metal while a source of trouble at times, is probably the least responsible for foundry difficulties. As you all know, a molder never makes a bad mold. His first thought is to blame the "damn" metal as this is the path of least resistance. Let's consider the "damn" metal and how it is made. In the manufacture of ingot, scrap is collected at various sources and is shipped to the refiner either directly or through the scrap dealer or broker. It is usually sorted, although not always. In working toward a specified chemical analysis, weighed amounts of various grades of scrap metals are melted, and then oxidized by blowing air through the molten bath to rid the metal of detrimental impurities or reduce them to within specification limits after which they are skimmed off with the aid of some added fluxes. The bath of metal is then poled with wood, chemically tested before and after additions are made to bring it up to required specifications, and finally poured into ingots, after which a final chemical and physical examination is made. As mentioned above, the impurities have either been eliminated or reduced to the point where they meet the specifications of all Government Agencies or Technical Societies. Therefore, why worry as to whether castings are to be made from strategic virgin metals or secondary ingots from available scrap. Tests have continuously been made and it is a proven fact that physical properties are no better from virgin metals than from secondary ingots of the same composition. It is definitely more fool-proof to make castings from secondary ingot than from virgin metals because if an error is made in weighing the copper, tin, lead or zinc of the latter, the analysis is off balance. If an error is made in weighing secondary ingots, you merely have more or less metal but the analysis remains constant. Furthermore, when pure copper is melted. it is susceptible to reducing gases as well as oxides. Secondary ingot is already alloyed with natural deoxidizers such as zinc, etc., and the volatilization of the latter also tends to eliminate reducing gases mechanically.

UNEMPLOYMENT no longer finds its cure in pros-perity. Not only is there surplus labor in over-developed industries -like coal -mining, but more and more man, power is being released by technical im-provements in production. A new problem in industry has arisen: What is to be done with the labor dis-pensed with by better methods and more highly de-veloped equipment? Are luxury industries the logical outlet for our new unemployed? There has been a marked decline in employment in the manufacturing industries during 1927. Its extent is shown by the Bureau of Labor Statistics index, which receded from a high of 91.4 in March to 87.3 in October, with an estimated figure of approximately 85 in De-cember. This was a drop between the high and low points in the year of about 7 per cent, which means roughly that at the close of 1927 there were approxi-mately 600,000 fewer persons employed in manufac-turing industries than in March -of 1927, and upward of 400,000 less than in December, 1926. Does this de-cline reflect a swing toward industrial depression? Paradoxically it does not; the cause of unemployment at this time does not lie in a lack of prosperity, but rather is largely traceable to prosperity. Capital has been abundant and has gone back into production in the form of great increases in mechanization and new processing. Management is more than ever on the alert to improve methods, as well as to cut costs through reduction of personnel. Properly applied incentives and employee cooperation also have increased produc-tion per man. A new phenomenon in the industrial world-technological unemployment-is the result. Of course, there are added to those unemployed be-cause of the reasons just considered those affected by the coal strike, the period of shutdown at the Ford plants, and the reduction in expenditures by railroads and public utilities. This whole situation suggests that the problem of unemployment is not entirely solved by ironing out seasonal variations or by achieving business prosperity.
