New developments in on-stream analysis using immersed radioisotope gages including results from plant installations are described. The control of grinding and flotation using a small digital computer has been complemented by this development. A control scheme for grinding, which is based on maximum throughput at constant product size, and preliminary work in flotation control are also outlined.

The presence of radioactivity in uranium mill wastes has resulted in somewhat unique waste disposal methods. In addition to the common problems of disposing of large quantities of solid wastes, neutralizing acids, minimizing dissolved heavy metals, and clarifying all liquid effluents, the uranium mill operator must sample and analyze liquid effluents for micro-micro-quantities of radio- nuclides such as Ra226, Th230, and Pb210. Special disposal methods or decontamination procedures are required to meet the stringent limitations established by the U.S. Atomic Energy Commission on the concentration of radionuclides in liquid effluents. Routine monitoring of the receiving stream is also normally required. In recent years there has been a growing concern about the radioactivity remaining in uranium mill tailings, particularly at the sites of shut-down or dismantled mills. The State of Colorado, in cooperation with the industry, has adopted regulations for stabilization of inactive uranium mill tailings.

BOLIVIA still remains among the oil countries that have proved oil acreage but no production which is being marketed. No steps have been taken during the past year to provide facilities for transport of Bolivian oil to market nor are any known to be contemplated for 1930. The only active operator to date is the Standard Oil Co. of Bolivia, subsidiary of the Standard Oil Co. of New Jersey. The potential production from completed wells is practically unchanged from the 1928 figure of 6000 bbl. daily. As far as is known, there has been only one completion during the year 1929. This is the Machareti well, which is about 50 km. north of Villa Montes along the road to Charagua. The well is reported at about 250 bbl. daily initial production. The gravity of the oil is not known but is presumed to be about 40" Bé., the average for the region. The Standard Oil Co. of Bolivia has five strings working on various parts of its concession. No new locations have been made definitely. Company Activities There was no change in the situation of American holdings in Bolivia during 1929. The oil rights of an English company, acquired under a special colonization contract with the Bolivian Government, are being negotiated in New York and may mean the entrance of another of the large American oil companies in Bolivia. The Sucre Syndicate sold its holdings to the Standard Oil Co. of Bolivia during the past year. .A local company called the "Aguila Doble" was formed during 1929 to drill a well or wells near the town of Cochabamba on structures mapped by a local geologist. It is reported that the Government is buying about one-fourth of the capital stock of this company for 500,000 Bolivianos (about $180,000). The company has not yet raised sufficieht funds to buy drilling equipment so that no operations have been started. According to the statements published in La Pas, this company has acreage on seven anticlinal structures near Cochabamba. Growth of the primary industry will offset some of the unit consumption, but demand for new fluorine sources will decline sharply. I AM APPRECIATIVE of the honor you have done me in electing me to membership in your Society. I value the contacts with men of imagination and ideals which this implies. I am grateful for the recognition of such small contributions as I may have made, or helped to make, to the vast fund of scientific and engineering knowledge. We like to think, as we grow older, that our lives have not been purely parasitical, and that through our efforts some forward step, however small, has been taken toward improving conditions under which we live and do our work. In these days of industrial depression, we hear much criticism of our "machine age." Modern engineering, mass production, the complexity of our lives, all come in for some share of blame. The farmer is said to have been spoiled by the tractor and the gang plow, the factory worker has become a slave of the assembly conveyor, the scientific worker is no longer free but has sacrificed much of his individuality to the research organization of which he is a part. We wonder whether our work as engineers has been worth while and whether our striving after more efficient ways of doing things has been a curse to mankind rather than the boon we thought we were conferring.

For a great many years fusion welding has been used in and around petroleum refineries, but it is only within six or seven years that the more important pressure vessels have been constructed by this process, because before that time the properties of fusion welds would not withstand such rigorous service. Since the adoption of fusion welding for the construction of this equipment, the refiner has required pressure vessels suitable for operation over a very wide range of conditions. On the one hand, vessels must operate at extremely high temperatures, in the range of 950" to 1000° F., and on the other vessels must be suitable for operation at sub-zero temperatures down as low as —75" F. Also, vessels are required suitable for operation at pressures upwards of 1000 lb. per sq. in., and as low as a 29-in. vacuum. In addition, vessels are required to withstand the attack of very corrosive mediums. It has been a rather difficult task for the fabricator to meet all of these requirements, but as a result of the extensive research carried on by steel manufacturers and several fabricators of class I vessels, practically all of these demands have been met. In order to meet the refiners' requirements for this wide range of conditions, the fabricator has worked closely with the metallurgist. This has enabled him to choose the proper base metal for each service condition, but it has been the fabricator's problem to develop a welding rod and welding technique, as well as a heat-treatment, that would produce in the welded vessel characteristics in and around the weld comparable to those in the base metal. Where corrosion is not a serious problem, and where the operating temperatures are not too high, ordinary carbon steel has served very well. But, when corrosion is serious, and/or when the temperatures are either very high or very low, it is necessary to use some form of alloy steel to give satisfactory service. The cost of shipping British coal by water to domestic and ex- port users has been expensive. The traditional transportation system functioned as follows: coal in up to 50 different grades was accumulated in railway cars at several loading ports; on the arrival of a vessel, cars were dumped in the desired order to produce the required blend. It was a direct rail- road-to-water interface. Railroad freight was high because of the poor utilization of the large number of small (14, 18 or maximum 28-ton capacity) hopper cars required. Ocean freight was high because the ships were small, mostly on the order of 1500-3000 dwt and even these took a long time to load. Assembling and loading larger cargo presented a challenge in logistics to the ports, the railways and the coal washeries. The accommodation of larger bulk carriers was hampered by a tidal range of up to 24 ft which led to the development of impounded harbors, with locks that limit the size of vessels.

A system of three new field instruments has been developed to measure, in situ, the three basic classes of geomechanical parameters: material properties, stress state, and creep deformation. The significance of this development is that it represents a successful adaptation of recent computer technology to underground rock mechanics work, opening up new possibilities in underground mining methods. The system was developed to meet the application requirements of the stress control method of mining, a method which is based on the actual geomechanical conditions of the underground, rather than upon conventional linear-elastic, idealizations of ground conditions. These instruments enable in situ measurement not only of elastic, but also post-elastic, yielding, and failure conditions of geological materials, establishing the stress control method on a truly scientific foundation. In order to evaluate the present status of this field instrumentation system, case examples of underground mine openings designed with the stress control method are reviewed and analyzed, in terms of the effectiveness of the three instruments for informing and guiding the site-specific application of stress control design.

The iron ores mined by LKAB in the north of Sweden have excellent beneficiation properties. This gives LKAB a favorable position as regards the production of low silica pellets for direct reduction. LKAB has concentrated on developing and marketing grades of pellets for the Midrex-Purofer-HyL process group, i. e., such direct reduction processes carried out in a shaft furnace or a static bed using reformed natural gas as a reducing agent. The paper deals with properties and quality demands of iron ore pellets for such processes. Matters such as the effect of the residual magnetite in the fired pellets on the degree of metallization, the amount and composition of the slag phase in the pellets, the mechanism of the disintegration during reduction, the state of swelling of the pellets during the conditions prevailing in these processes, the importance of the porosity, the improvement of the reducibility and lowering of the sticking tendency of the pellets by small additions of suitable additives, and the influence of the pellet size are discussed. A special test procedure for direct reduction pellets has been elaborated by LKAB. Thus, three metallurgical properties are routinely determined separately, namely reducibility, reduction strength, and sticking. The test methods are described. Finally the present and future LKAB pellets for direct reduction are presented with respect to chemical analyses and metallurgical properties.

This paper describes details of the design and operation of a batch tumbling mill which has been used for a number of years in the laboratories at the University of California. In order that the energy expended for grinding can be measured accurately, this specially constructed laboratory mill has sensitive torque measuring apparatus. Torque measurements are given for a variety of conditions with this particular mill. In recent years, there have been numerous and fairly extensive investigations of grinding in tumbling mills reported in the literature. Most of these investigations have been carried out in mills with widely differing dimensions. As a result, comparison of results obtained from various investigations has been virtually impossible. If similar mills were used by different investigators, a considerable step forward would be taken in grinding research. A specially constructed laboratory mill with sensitive torque measuring apparatus has been used for a number of years in the laboratories of the University of California. The purpose of this paper is to describe details of the design and operation of this batch tumbling mill so that other researchers, who might be interested in obtaining data for intercomparison, could construct a similar device for their own research. Furthermore, since torque instrumentation is quite expensive, torque measurements are given for a variety of conditions with this particular mill so that those who may not wish to duplicate torque measuring apparatus can make reasonably accurate torque estimates merely by duplicating the loading conditions. It is not intended in this paper to present theoretical derivations of energy consumption in ball mills. This has been done e1sewhere.l-3 CONSTRUCTION OF THE MILL In order to eliminate rust problems with wet grinding, the mill and grinding media are made of stainless steel. The mill shell was rolled from 1/2-in. steel plate. The inside dimensions are 10-in. diam and 11-1/2-in. length, similar to the mill used by Charles.4 It is equipped with eight lifter bars (1/4-in. in height) whose dimensions are given in Fig. 1. The lifter bars have been bolted into the shell so they can be removed for experiments without lifter bars; however, all data presented here are for the mill with lifters. One end of the mill is fitted with two 1/2-in. diam removable plugs for filling the mill with liquid for wet grinding experiments. DETAILED knowledge of purchase specifications established by coal consumers is essential to the successful design and operation of a coal preparation plant. ANTHRACITE Specifications should be considered by both the consumer and the producer as guide posts outlining a certain path for both to follow. Plants differ, therefore specifications must differ to meet the varied requirements. Specifications are not of themselves a "cureall" or an assurance of complete satisfaction in fuel utilization. Specifications should not be regarded as a license to engage in an orgy of buying any and all coals that may happen to fall within their limits. This would lead to the indiscriminate mixing of coals which may vary in their burning characteristics. Different coals of equal grade tend to be individualistic in their burning characteristics. Rather, specifications should be used to help simplify coal selection, to reduce the actual number of coals used over a given period; in other words, to have a stabilizing influence on coal or customer turnover. In the final analysis, the use of too many coals per year in a plant is costly to both the consumer and the producer. Too many sources usually result in higher operating and maintenance costs for the consumer and higher sales costs for the producer. Finally, the statement included in the report accompanying the comprehensive Coal Selection Charts prepared by the Coal Committee of the National Association of Purchasing Agents, and released in 1938, is significant. This Committee worked diligently for a period of 15 years seeking to find a scientific and reliable method for selecting coals. The two following paragraphs are quoted from its report: More important is the fact that no ready-made classification or set of specifications can possibly replace the judgment and resourcefulness of an experienced combustion engineer or fuel technologist, nor the usual need for full scale plant tests under the exact conditions of use before a final decision is made.
