VALUATION of a mine is an approximation of its true cash value which requires the application of fundamental principles of economics. Mines are valued from necessity, for the following reasons: (a) Transfers of titles. (b) Dissolutions of partnerships or corporations. (c) Mergers of mining companies. (d) Appraisals for the purpose of State and Federal taxation. (e) Establishment of the fact of worth as a basis of loans. (f) Determination of values as frequently required in litigation. (g) Listing of stock for sale by a reputable stock exchange. For the majority of purposes a valuation is required as at the present time, but for some purposes valuations as of bygone times may more nearly reflect the intrinsic worth of a mine because its subsequent history can never be, entirely ignored, but valuations made as at the present time are better indicators of cash values. Many mines with great intrinsic worth have been sold for small cash prices. The object of legitimate mine valuations is to deter-mine salable value, or that price in cash at which a transfer of the property from a willing seller to a willing buyer might be consummated, assuming that both vendor and vendee have knowledge of all pertinent data and that the owner, is not forced to sell at a sacri-fice-the definitions of fair market value precluding a forced sale.

Although certain physical mechanical properties of rocks have been claimed to give an estimate of penetration rate in percussive drilling, the authors' work shows that the correlation of penetration rate with individual rock properties is Poor. The authors have developed a good correlation between penetration rate and a set of rock properties but the relation is complex. Energy per unit volume has been used as a measure of penetration rate in percussive drilling by Hustrulid and Fairhurst; however, their test setup is large wing a full size drill bit. The authors determined the minimum energy for unit volume Ev min for any rock at the optimum index angle in a simple laboratory drop tester wing a sharp microbit with a tip angle of ll0°. This Ev min has been found to correlate well with penetration rate obtained in controlled laboratory drilling in different rocks for different stages of bit wear. A comprehensive relation has been developed between penetration rate and Ev min.

The effect of small amounts of columbium (<0.01 to 0.10 pct) on the ?-a transformation occurring during the continuous cooling of a low carbon Ni-Cu steel was investigated. Dilatometer specimens were aus-tenitized at 950" and 1068?C and cooled at 17? and 375 C° per min. Columbium caused a marked depression in the ?-a transformation temperature except when cooling at the slower rate from 950°C. The effec of columbium on the transformation temperature was greater the higher the austenitizing temperature and rate of cooling. A maximum depression of 92 C" was observed. Metallographic examination of specimens of <0.01 and 0.07pct Cb steels heated at 1200°C for 1 hr and cooled at various rates showed that columbium had a major effect on the ferrite morphology. The fer rite in the columbium -free steel remained equiaxed at cooling rates as high as 440 C? per min while the columbium-bearing steel exhibited mixed structures o equiaxed and bainitic ferrite at cooling rates as low as 130 C° per min. The ? grain boundaries in the columbium -free steel provided the ferrite nucleation sites in rapidly cooled specimens. There was a complete absence of nucleation at these sites in the colum bium-bearing steel. It is concluded that columbium depresses the transformation temperature by suppressing ferrite nucleation at the austenite grain bound-aries. In this respect the effects of columbium are analogous to those of boron in low C-Mo steels. It is well known that small columbium additions can substantially strengthen plain carbon steels. As little as 0.02 pct Cb can increase the yield strength of mild steels by 10,000 psi.1 A fine precipitate of CbC has been observed in columbium-bearing steels2 and is generally thought to be responsible for the strengthening. Little attention has been devoted to the effect of columbium on the ?-a transformation. Webster and woodhead3 have studied the effect of columbium on the isothermal proeutectoid ferrite reaction in mild steels. They found similar transformation behavior in steels both with and without columbium additions. However, as the austenitizing temperature increased, the incubation time for the start of the ferrite transformation became longer in the columbium-containing steel. Morrison1 found that the addition of 0.03 pct Cb to a C-Mn steel lowered the transformation temperature by 50 C° during cooling from 1200°C at a rate of 80 C" per min. The strengthening effect of columbium has recently been utilized in an age-hardenable, low-alloy steel containing copper and nickel.4 A small amount of columbium has a substantial effect on the as-rolled strength of this steel. By increasing the columbium level from <0.01 to 0.13 pct the as-rolled yield strength is increased by 15,000 psi. Columbium also significantly lowers the ?-to-a transformation temperature of this steel during continuous cooling from the austenitizing temperature. Because of the low carbon level in this steel (0.05 pct max), it is almost entirely ferritic. Thus, it offers the opportunity of studying the effect of small columbium additions on the proeutectoid ferrite reaction. Of particular interest in this study was the reason for the marked lowering of the transformation temperature by columbium during continuous cooling. EXPERIMENTAL PROCEDURE Materials. The compositions of the steels used in this investigation are shown in Table I. The steels were 30-lb air induction melts. They were forged to 4 by 8 by 1 in. plate at 1230°C, air cooled, and then reheated to 1230°C and cross-rolled in two passes to in. plates. Dilatometry. A Leitz Bollenrath dilatometer was used to record the transformation during continuous cooling from two different austenitizing temperatures. The dilatometer specimens were + in. in diam and 2 in. long. Oxidation and decarburization of the specimens was prevented by maintaining a small positive pressure of dry argon in the dilatometer furnace and by plating the specimens with 1 mil of Cu. For the lowest cooling rate, 17 C" per min, the temperature of the specimen was measured with a Pt-Pt 10 pct Rh thermocouple placed in a & in. diam well in the center of the specimen. During air cooling, 375 C° per min, this method of measuring the temperature interfered with the operation of the dilatometer. However, it was found that the temperature of the specimen could be measured accurately by placing a thermocouple in an identical specimen in a holder adjacent to the one being used to operate the dilatometer mechanism. The dilation-temperature curves were recorded on photographic film and then converted to volume percent ferrite-vs-temper-ature curves. IV. THE BOUNDARY BETWEEN STEEL AND IRON. It would be well to decide on a definite carbon-content to serve as a boundary line between ingot-iron and ingot-steel, between puddled-iron and puddled-steel, and between any other varieties of wrought-iron and weld-steel. Two plans have been considered. One is to draw this line at 0.32 per cent. of carbon or its equivalent in other elements, for the reason that this carbon-content appears to correspond to the critical point, 0, in the diagrams of Roberts-Austen and Rooze-boom.8 This has the merit of corresponding to a definite physical boundary. The other plan is to draw the boundary at 0.20 per cent. of carbon, because this is a convenient place to separate the important classes " soft steel " and " half-hard steel," so that if this point was adopted "ingot-iron " would be synonymous with "soft steel," and " ingot-steel " would be the equivalent of the two classes, " half-hard steel " and " hard steel."

THE loading of bituminous coal mechan¬ically was recognized about the year 1900, but during the following 28 years less than 5 per cent of the bituminous pro¬duction in the United States was loaded by mechanical means. During the past i6 years, however, the usage of some form of mechanical loader has had a very rapid and accelerated growth, until at present production of bituminous coal by mechanical means has reached an all¬time high of approximately 46 per cent, and is still increasing. This rapid growth in the use of the mechanical loader has been supplemented by an increase in mechanical cleaning. The importance of mechanical cleaning of coal was recognized many years before the mechanical loader was introduced, because of the impossibility of cleaning manually the sizes below 2 in., and the increasing competition from other fuels. Utilization of mechanical loaders without mechanical cleaning on the surface for at least one or more sizes is the exception, rather than the rule. One exception is a mine that employs caterpillar-mounted mobile loaders exclusively, and mines the entire seam without any selectivity, and yet loads and ships six grades of coal of the very highest quality without mechanical cleaning. Such a fortunate situation can exist only where mining conditions are ideal, where top and bottom are exceptional and there are no impurity partings, and where there is loader height. The conversion from hand loading to mechanical loading has definitely intro¬duced many problems in the preparation plant of yesterday and in the modern streamline plant as well. Many of these problems have been solved by good, sound, conscientious initiative on the part of the plant personnel, with minor expendi¬tures; the solution taking the pattern of rearranging and improving the equipment at hand. Other problems have caused, and are causing, considerable concern and difficulty. LARGE IMPURITIES The removal of large quantities of large impurities from the lump coal, and their handling and disposal, is definitely a troublesome and costly problem. The cost of manually removing the impurities from the picking table alone, based on the actual recovered lump coal, can reach a cost of 42 cents per ton or more. In the design of future plants it would be wise to give this phase of preparation considerably more time and thought, particularly if the seam of coal contains one or more heavy partings and the mining procedure is all seam. This same caution applies to seams that may not contain heavy partings but have poor and heavy draw-slate top, which falls with the coal during the mining cycle. One of the more recent of the modern preparation plants has answered this problem by installing a rock crusher under the picking table in such a manner that the impurities can be diverted by gravity directly to the crusher. A full survey of the laboratory and blast furnace tests carried out on two types of acid pellets is given. From the lab tests it appears that type B has a better low temperature disintegration index and a lower reducibility index than type A. The chemical composition and swelling indexes do not differ for both types. From the blast furnace test periods, carried out with a charge of 45% of pellets and 45% of sinter, it follows that both types of pellets lead to the same pig-iron production, blast furnace permeability, and blast furnace dust production. It also can be concluded that type B pellets cause a significantly higher coke consumption.

THE function of the classifier in modern fine-grinding practice is to remove a finished product from the grinding-mill discharge, leaving material that needs further comminution. The classifier, therefore, makes two products: (1) "finished" product, which overflows the rim of the classifier tank, sometimes referred to as "slimes" or as "classifier overflow," and (2) "unfinished" product, which settles to the sloping bottom of the classifier tank and is removed by dragging or raking. This product is generally referred tows "sands" or "oversize." One of the outstanding features of the closed-circuit classifier is its ability automatically to return the unfinished product of the ball-mill discharge to the feed end or scoop box of the ball mill. This is a distinct advantage because it avoids dilution of the ball-mill feed, and, furthermore, the particular method of removing the settled sand, by raking it up the inclined bottom of the classifier, gives a classifier discharge containing a minimum of water. This leads to maximum classifier efficiency, in this type of classifier, because the maximum volume of water is displaced upward by the settling sands. The closed-circuit classifier is required to deliver a finished pulp of closely specified density requirements, therefore added hydraulic water generally is not permitted.

With steadily increasing prices for imported oil, commercial production of oil from oil shale can become a reality in the near future. Presently we are importing about 43% of our oil needs and this reliance on foreign oil can be reduced by utilizing the vast resources of oil shale in the western US. The oil shale resources in Colorado, Utah, and Wyoming, averaging 0.06 m3/ton (15 gal per st) and occurring in beds at least 3 m (10 ft) thick, are estimated at 293 Gm3 (1842 billion bbl) of which only 97 Gdm3 (610 billion bbl) are recoverable with current technology. The full potential of this vast resource can be realized only if significant steps are taken toward improving mining and retorting technology and solving environmental problems. Oil shales with a grade of 0.08-0.10 m3/ton (20-25 gal per st) are amenable to mining and surface retorting; whereas lower-grade oil shales may be recovered by in situ retorting.

This symposium is designed to marshal a state-of-the-art account of approaches and solutions to problems arising out of waterlogging and salinization in the world&apos;s largest irrigation system which was dismembered by legal beheading of the Eastern Rivers under the lndus Waters Treaty of 1960. In this introduction, the geological and historical backgrounds of surface waters and groundwaters in the Indus Basin are presented with a summary of remedial measures undertaken and proposed to combat waterlogging and salinization. At a time when water-resource planning is proceeding on a continental scale, a study devoted solely to the Indus River Basin may seem to require an apologia. None is offered, however, for three major reasons: (1) Although the Indus is a single river basin, it is one of great magnitude and importance. The Indus River, which comes from Himalayan sources to form part of the great Indo-Gangetic Plain drainage system, is vital to agriculture and hydroelectric power in the thickly populated northern subcontinent of Indo-Pakistan. (2) The Indus has become a plexus of extraordinary problems since the dismemberment of the world&apos;s largest irrigation system of which it was a part. The break-up of this system occurred with the legal beheading of the Eastern Waters under the Indus Waters Treaty of 1960. (3) Th River Basin has been the target of a Herculean effort to contain the twin encroachments of waterlogging and salinization that now threaten it with a shortage of fresh water. The British irrigation system of barrages and canal on the Indus was a venture admirable in conception. Unfortunately, it is now a legacy burdened with unwanted consequences due to interference with the hydrological regimen, particularly the rise of water table occasioned by leakage. To cope with this situation, there has been a possibly unprecedented concentration of domestic and international engineering and scientific talent on the Indus and its problems (about a score of organizations by recent count). To marshal a state-of-the-art account of their approaches and solutions is the purpose of this Symposium. The coordinated effort now being made on a variety of fronts under the general supervision of West Pakistan Water and Power Authority (WAPDA) is directed toward the modification and control of interactions and relationships between geological materials — soils, water and its salt balance, and air —in what has been termed a huge "underground lake" in an alluvial basin. The problem is an intriguing one in that a highly complicated case history of river-course changes visible in the present surface must be projected downwards through Recent and Pleistocene sediments in order to decipher the environmental controls of deposition in terms of vertical and lateral variations in lithology and patterns. Such studies must be extended to compaction, deformation, and fabrics of the alluvium. Geohydrology is often defined as groundwater hydrology. As employed herein, it includes the distribution, quality, and behavior of surface and subsurface waters, including their evolution, vagaries, and geological, climatological, and botanical milieux." GEOGRAPHY The Indus (Sanskrit, Sindhu = river) rises at nearly 17,000 ft above the sea in the glaciers on the northern slopes of Kailas Parbat, Tibet. It is about 1800 miles long and has a total drainage area estimated at 372,000 sq miles. The average discharge is 196,000 cfs at mouth. Leaving the Plateau of Tibet, the river flows at a level which is miles above the sea, and in places miles below Himalayan peaks, in a structurally controlled northwestward course. In the year 1820 a commission, assisted by Sr. C. Fernando de Ainada, was appointed by Sr. Jose Ramon Mila de la Roca to report on the condition of the mining region of Parral, in the State of Chihuahua, Mexico, where in recent years the mines of Batopilas have reached an important development under American management. The object of the inquiry was to provide Sr. De la Roca with facts to support a project for reopening mines that two centuries before had produced a large amount of silver. Although this plan failed, many facts of interest in the history of the mines were presented.. Much of the report dealt with questions that had only local application or were restricted to the conditions of labor and equipment in the opening of the nineteenth century. The historical part is presented in the following paragraphs: Abstract of the Report. Notwithstanding the difficulty of forming a just estimate of the system of mines in this mineral group in the valley of Senor Sail Jose del Parral without an examination of each of them, that which we shall say in a general way will suffice to convey an idea of their value and of the urgent necessity of reopening them. If this is undertaken, we believe the results will be of the highest consequence to the Republic, as well as to this immediate locality. The group of the Villa del Parral covers the mineral territory in which the village of that name was located. Its moantains contain large metallic veins, from which, as from the trunk of a tree, depend others much more slender, locally called ,fibras, crossing and interlacing each other in many directions. THE third award of the W. L. Saunders Gold Medal for "distinguished achievement in mining" has been made to John Hays Hammond. The two previous awards were to David Brunton and Herbert C. Hoover. Since the principal events in Mr. Hammond&apos;s interesting life are not only well known to his many friends but were summarized in the April, 1928, issue of MINING AND METALLURGY (p. 186), it seems most appropriate to reproduce here the chronological record of his career that appears on pages 67 to 69 of "A Student Reverie," by his friend and fellow Freiberg student, F. G. Corning. Mr. Hammond, after graduating from Yale in 1876, was a student at Freiberg for the next three years.

The Federal Coal Mine Health and Safety Act of 1969, Title III, Interim Mandatory Safety Standards for Underground Coal Mines, is devoted to protection of workmen from hazards of electricity, roof, ribs, fire, and explosions. The Rules and Regulations, promulgated through the Federal Register, provide the criteria by which the law would be administered. Certain aspects of the law involve features that could be summarized under entrapment. These are sections 303 (y)(1), (y)(2) and 317 (f) (4). This paper is intended through the use of the figures to describe how these features of the law affect mine ventilation design, what are the problems, and possible solutions to them.

The natural effect of large ingot-size should be to increase segregation. I have previously pointed1 to the excessive segregation in many large ingots as tending to confirm this, but I have shown that in case of ingots less than 16 in. square this expected effect of ingot-size is liable to masked by that of Note.—The "maximum enrichment" of each ingot, i.e., the excess of the richest spot over the average of the whole ingot, is first calculated in percentage of that average. The average of the maximum enrichment of the several ingots of a given group is the abscissa in Fig. 1. The number beside each spot tells the number of cases which that spot represents. Under these conditions we should expect that, if large ingot-size really does tend to increase segregation, this effect would be shown by taking the average of large numbers of cases, so that the effects of these other variables might off-set and cancel each other.

PREVIOUS research has shown that cast molyb-denum has good ductility at room temperature if the metal is sufficiently pure. In practice, however, it is very difficult to reduce the impurity content of molybdenum to a few parts per million—the maximum content of impurities allowable to obtain reasonable ductility in coarse-grained molybdenum. Also, subsequent fabrication may reintroduce enough impurity to damage ductility greatly, unless extreme precautions are taken to protect the metal during working. The major impurities which embrittle molybdenum are oxygen, nitrogen and, to a lesser degree, carbon. It is reasonable to assume that the harmful effects of such impurities might be neutralized by small amounts of alloying additions. The desired alloying elements would be those which might fonn stable metal oxides or nitrides that would not be harmful to ductility, or thosewhich might increase the tolerance of molybdenum for oxygen and nitro-

Experimental production of Al-Si alloys, containing from 33 to 55 pct Al, by direct reduction of aluminum silicates in a three-phase arc furnace is described. Advantages of a smelting technique utilizing hogged wood waste as part of the reductant and for temperature control are discussed. WORK on the problem of producing aluminum by smelting has been in progress since the middle of the eighteenth century. Early work met with little success and in 1782 Lavoisier, an eminent French chemist, expressed the belief that alumina could not be reduced by carbon. It was almost a century later when the Cowles brothers developed a process for the production of aluminum alloys by reducing alumina coincident with the reduction of other metal oxides. In practice, the other metal oxide was usually copper. In 1907 it was first shown that alumina alone could be reduced by carbon at a temperature of 2200°C. The metal produced was volatilized and lost or recombined with the oxides of carbon formed in the reaction.&apos; For a number of years after the Cowles brothers abandoned production of Cu-A1 alloys because their product was not commercially competitive with the aluminum produced by the Hall process, there was little interest in thermal reduction processes. After World War I interest in such processes was renewed and a number of patents were issued on processes for the production of A1-Si alloys.&apos; , "he function of the silicon in these processes was the same as the function of the copper in the Cowles brothers process, namely, to prevent the reduced aluminum from recombining with the oxides of carbon and to promote absorption of the aluminum vapors set free at the high temperature required for the reduction reaction. The advantage of using silicon in place of copper for this function is that silicon has a higher boiling point (2600"C) than copper (2310"C) and its oxides, combined with aluminum oxides, occur in nature in almost unlimited quantities. No A1-Si alloys have been produced commercially in the United States, as far as is known. The objective of this papef is to summarize briefly the practical use of rock mechanics in design and construction of various types of structures. These range from foundation for industrial facilities, nuclear power plants, bridges and dams to tunnels and underground caverns. The use of rock mechanics has varied from performing a few laboratory unconfined compressive tests on core samples to complete field and laboratory tests for underground power caverns. The primary difference between the rock mechanics studies we hare for construction projects and those most commonly found in the literature is that our tests must provide immediate answers to specific questions facing a design or construction engineer. For example, when we make a plate-bearing test we arrive at a load-deformation relationship. We realize that this is not a true modulus of elasticity. Yet, when considering the resistance the rock will provide against forces occurring in a pressure tunnel it is a far more useful value than the true modulus of elasticity of the rock. Another example of this difference in interest is in the use of flat jacks. Many people criticize the use of flat jacks because they measure the stresses in the disturbed zone very near the surface and do not represent the undisturbed stress condition in the rock. However, in actual construction it is frequently those near-surface stresses with which we must cope. We are interested in both the stress conditions present prior to excavation and those as modified by construction of an exploratory adit or drift. Fundamentally, we are interested in the practical application of rock mechanics in the solution of problems of design and construction of civil engineering works.

REGARDING the results of preferential flotation at Cananea, Weinig has stated that "The concentrating mill of the Cananea Consolidated Copper Company at Cananea, Mexico, furnishes an excellent example of modern flotation practice. The complete figures are given because they present so forcibly the advantages of modern selective flotation."&apos; L. O. Howard notes that "Perhaps the outstanding example so far published of improvements in results through the use of selective flotation is that at Cananea, Mexico." The following notes indicate the conditions under which the results were obtained at Cananea; also the effect of preferential flotation at the concentrator and at the smelter. In the majority of cases the full benefit of selective flotation is not fully realized, as the concentrates are shipped from the mill to smelters owned by other companies. The saving made at a certain concentrator by this method of flotation may be well understood but the saving resulting at the smelter from the results of preferential flotation at the mill is not so apparent, as the data are contained in the smelting records of some other company. Even at the smelter the great gains following preferential flotation may not be noted, as a variety of ores and concentrates from various sources are received and the difference from the changed concentrator operations of a certain mill may be obscured. As noted by Professor Weinig and Professor Howard, the results obtained at Cananea brought about a veritable metallurgical revolution at the smelter. There are probably plants at which a better preferential separation is being made than at Cananea. Many ores contain barren iron pyrite which, when depressed, does not carry copper into the tailing. Some concentrators use clean uncontaminated water for milling and in others the ore is ground much finer than at Cananea. All of these items are concerned in perfect separation.
