" D = diameter of particles in meters. " 8 = specific gravity of the mineral. These curves embrace a large number of specific gravities, and for each specific gravity the relation of the diameter of the mineral particle to the velocity of its fall in water is given for all diameters and velocities used in practice. The second diagram is an enlargement of the lower left-hand corner of the first, the third bears the same relation to the second, and in like manner the fourth to the third. Bench scale beneficiation studies were made on Idaho dolomitic phosphate rock using the TVA carbonate flotation process. The process used diphosphonic acid as a phosphate mineral depressant and fatty acid as a carbonate mineral collector. Silica was subsequently rejected as float using an amine collector, with phosphate product recovered as the sink fraction. Two samples of prepared flotation feed from commercial operation were used. One contained 21% P205 and 3.2% MgO. The other contained 26% P205 and 1.8% MgO. The results indicate that concentrates containing 31% to 33% P205 and 1% or less MgO can be obtained, with about 80% P205 recovery.

CHICAGO in the last week of June fulfilled all its promises to the visiting engineers except one. This holds true with respect to the activities of the Regional Meeting of the A. I. M. E. in particular and of Engineers' Week in general. No one expected to find much of the beautiful in the outward aspects of the Fair-the Century of Progress Exposition, to be more formal; but they expected novelty, color, and startling lighting effects at night, and they were in no sense disappointed. It has been said that the architecture is a portent of the style of the buildings of the future; most who have seen the Fair hope that this forecast will prove inaccurate. As to the exhibits themselves, they are splendid. They are in keeping with the theme of the Exposition-a Century of Progress in science, in engineering, in the industries based upon them. No attempt will be made here even to suggest the exhibits that are most interesting. There are plenty for every one; and any member of the Institute who has the opportunity should by all means visit Chicago before the end of October.

The XCVIIth meeting of the Institute for the reading and discussion of papers will be held at Spokane, Wash., beginning Monday, Sept. 27, 1909, as already announced in Special Circulars of May 8 and Aug. 14, 1909, and in the Bulletins for June, July, and August. The meeting will be preceded by a tour through Yellow stone Park and visits to Butte and Anaconda, and will be followed by visits to the Coeur d'Alene district, to the Alaska-Yukon-Pacific Exposition at Seattle, to the mining- and smelting-plants near Salt Lake, and to the iron- and lead- and zinc-plants at Pueblo. The special train for the party' will leave Chicago, September 16, and return about October 12. Details of the itinerary are given later in this announcement. The Secretary of the Spokane Local Committee is Lyndon K. Armstrong, 615 Hyde Block, Spokane, Wash., to whom should be addressed all inquiries concerning local matters. The control of the papers and proceedings will remain in charge of the Institute office, as usual. It is greatly to be desired, both in behalf of the Institute and in recognition of the many courtesies to be extended on the trip, that the excursion party be made larger. Exceptional facilities to visit the many mines and smelters have been freely provided; and members are requested to make all reasonable effort to attend the meeting at Spokane and participate in the excursions. For those who cannot join in the entire trip, it may be possible to provide special Pullman accommodations after leaving Yellowstone Park. In order to make the necessary arrangement, however, the names of members and guests contemplating this partial trip should be sent at once to Theodore Dwight, 29 West 39th Street, New York City. AS a new departure the annual business meeting was held at 4 p. m. on Tuesday, Feb. 16, instead of in the morning, as previously. The retiring President, Robert E. Tally, called the meeting to order and briefly spoke of the large measure of success that had been attained in balancing the budget of the Institute in 1931, so that, although receipts had declined over $26,000 compared to the previous year, expenditures had come within $3,000 of income. He referred in complimentary ,terms to the work of the committees on Membership, Admissions, Papers and Publications, and MINING AND METALLURGY, from which more would be heard late:. He also announced that a large and important committee on economics has been under consideration, and will be announced later. As an evidence of growth it was noted that a new Division, Mineral Industry Education, had been organized just an hour previously.

While Utah remains an unimportant factor in oil production, exploratory drilling was carried on in six widely separated areas, extending from the southwest to the northeast corner of the state. One new gas field, the Last Chance or Starvation Creek anticline in Emery County, and two new gas horizons in the Clay Basin field of Daggett County, were thereby discovered during 1934. Exploratory Drilling South Central Utah Emery County—Last Chance Anticline.—The test of the Ramsey Petroleum Corporation in sec. 18, T.26S., R.7E., on the apex of this anticline (vert. closure 700 ft.; area within closing contour line, as mapped by U.S. Geological Survey, 26,000 acres) encountered gas in the Moenkopi formation of lower Triassic age at depths ranging from 2530 to 2863 ft. The total thickness of sandstone, sandy shale and -limestone beds in which gas was encountered is approximately 50 ft. The well was tested at a depth of 2755 ft., gaging 21,000,000 cu. ft. of gas, R.P. 410 lb. The well is being plugged back to the lowest gas horizon at 2771 ft. from a total depth of 3168 ft. Gas from this well probably will be used for the drilling of a second well structurally lower, to test the oil possibilities of the Moenkopi formation as well as of the upper and lower Pennsylvania formations, of which the latter so far remains untested in South Central Utah. The well was not drilled deep enough to determine more definitely the western margin of the petroliferous Paradox Basin of lower Pennsyl-vanian age of southeastern Utah. Woodside Anticline.—This field, lying immediately northeast of the San Rafael swell, contains, according to maps of the U.S. Geological Survey, 8380 acres within its lowest closing contour line 700 ft. below the apex. A well was drilled by Utah Oil Refining Co. at the apex in sec. 12, T.l9S., R.l3E., during 1924. Gas was encountered in the Moenkopi and Kaibab formations of Triassic and Carboniferous (Permian) age respectively. The flow is estimated at 21,000,000 cu. ft., R.P. 900 lb.,

T HE chairman of the Mines Committee of the A. 1: E. E. for 1920-21 has had the honor of being also the chairman of a similar committee, the Mine Equipment Committee, of the A. I. M. E. It has been the endeavor during the past year to have the two committees work together since the object of these committees is very much the same. A meeting of the committees was held in Chicago in November of 1920, at which time it was decided that one of the best ways to work together would be to foster joint meetings of the local sections of the A. I. E. E. and A. I. M. E. By these meetings, it was hoped that various engineers in the local sections interested in mining subjects could be brought together and not only become better acquainted but be greatly benefited by the interchange of ideas and by the discussion of papers presented on mining subjects.

The energy crisis and the resurgence of mining activities highlighted 1972-73. Added to the impetus for more effective materials handling systems has been the continued upward trend of inflation and labor costs. The need for addressing the fundamentals has led to the trend toward an overall systems approach to materials handling problems.1 The decision to move forward with large mining ventures such as the $150 million Hibbing taconite comple2 and the immense Carajas iron project must base themselves on indepth studies of a host of factors viewed in the context of an integral mine-transport-market system. What's important is that each ton of pellet or ore must be an economical commodity at the end users' furnace. The project can still be viaable even if certain components in the entire network appear to be individually costly.

ANY analysis of the aluminum situation, particularly of the factors involved in the current shortage of the metal, must consider the rapid march of events since the Munich fiasco of September 1938. At the end of 1938, the sole domestic producer of aluminum had more than a year's supply of metal on hand, having added 50,500 tons of output to stocks during the year. Not until war had been declared between the United Kingdom and Germany in September 1939 did the United States begin to make serious preparations for defense and a limited national emergency was proclaimed. Congress reflecting popular opinion, was not disposed to spend huge sums for armaments in 1939, and although 31,413 tons of aluminum was withdrawn from stocks. 107,500 tons was still on hand at the end of the year. When the President initiated a 50,000-airplane program in May 1940 the country was astounded, as previous Congressional authorizations of approximately 6000 planes for the Army by July 1911 and 3000 for the Navy by 1914 had been considered adequate.

T SEEMS almost sheer presumption to attempt' to discuss Russia in its present chaotic political and economic condition, and were it not that at least two certain absolute factors are continuously at work, it would be impossible to' even approach the subject with any degree of intelligence. These are the inborn love of peace of the people and the national character of the cooperative movement. The love of peace inborn in the soul of every Russian, the desire to be left alone and to- live his life among his home village surroundings, is probably one of the two greatest factors that will make the continuance of the present conditions of civil war impossible. One army or the other may sweep up and down the country. but the Russian peasant will: remain in his own village if not literally darken out. This love of peace is evidenced by the fact that there is no country where personal safety is greater than in Russia in normal times. I have traveled in many isolated parts, carrying considerable sums of money and persolial equipment that; in itself, would be a fortune to any peasant, and have never even encountered a condition in which the most wildly imaginative person looking for adventure, 01: trouble, could muster up even a suspicion of fear. This statement applies also to Southern Siberia and Northern Turkestan, which are inhabitated by the nomadic tribes of Khirghese origin.

THE following paragraphs, constituting the concluding portion of the Annual Report of the Council for 1903, have been withheld from publication until now, in order to make them as accurate and complete as possible. They will be published in Volume XXXV. of the Transactions in their proper place at the end of the said Annual Report. Franklin Ballou was born in Pittsburg, Pa., May 29, 1845. He was the son of an old resident, Arthur Ballou, a manufacturer and wholesale dealer in vinegar. In early youth Franklin attended the Western University of Pittsburg, but left school at the age of 16 to become book-keeper for his father, upon whose retirement from business, in 1868, he associated himself with Walter C. Childs, of Pittsburg, in the manufac¬ture of furnace-grates and asbestos-cement for blast-furnaces. This firm was known as W. C. Childs & Co., and did a success¬ful business for several years. In 1869 Mr. Ballou married Miss May S. Wilson, daughter of Judge Wilson, of Lewistown, Pa. In 1876 he spent several months traveling in the West and studying the mining industry, which greatly interested him. In consequence of this journey, he wound up his business in Pittsburg and removed in 1877 to Georgetown, Colo., where for several years he conducted a sampling-works, and built up an extensive business as an agent for the sale of ores, besides engaging to some extent in mining enterprises. , It is said that he controlled at one time about one-eighth of the output of the Leadville mines. In the early 80's, he became Vice-President and General Manager of the Bimetallic Smelter at Leadville, of which Mr. David H. Moflat was the principal owner. This was practically the first successful demonstration of pyritic smelting in Colorado. Upon the sale of the works in 1897 to the American Smelting and Refining Co., Mr. Ballou retired

Two years ago the general features of the St. Joseph Lead Company's zinc-smelting process were described.1 At that time the discussion was limited to a description of the production of high-purity electrothermic zinc oxide. The present paper will describe the commercial production of electrothermic zinc metal. Since a fairly complete description of the plant of the Josephtown smelter was given in the earlier paper, the brief recapitulation given here will be limited to mention of additional equip-ment recently installed and a bare outline of the preparatory process. The raw material is zinc sulphide concentrate received from the com-pany's mines in St. Lawrence County, New York. An average dry-weight analysis of this material is: Zn, 58.28 per cent; Pb, 0.56; insoluble, 1.6; Si02, 1.12; Fe, 6.4; CaO, 0.47; MgO, 0.27; S, 31.9; Cd, 0.1; Cu, 0.06; Mn, 0.24. Moisture content is usually about 3 per cent. Three 21-ft. 6-in. diameter, 12-hearth Nichols-Herreshoff furnaces roast the concen-trate to a calcine of average composition (first 10 months of 1938) : Zn, 67.69 per cent; Pb, 0.06; insoluble, 1.75; Si02, 1.26; Fe, 7.24; CaO, 0.47; MgO, 0.36; S, 1.88; Cd, 0.1; Cu, 0.07; Mn, 0.27. The sulphur dioxide gas, after passing through a waste-heat boiler, proceeds through a recently redesigned low-resistance gas-purification assembly to the contact sul-phuric acid plant, of which the capacity is 200 tons of concentrates per day. The calcine is mixed with a portion of returned furnace residues and sintered on 42-in. by 44-ft. Dwight-Lloyd sintering machines, gas-fired. Wind-box gases pass through air coolers before filtering in a 1440-bag Dracco unit, and thence to stack. The Dracco fume is mixed with Cottrell dust, from roaster gas cleaning, and sent to the leach plant, where it is roasted (SO2 to acid plant) and leached with sulphuric acid to recover, as end products, lead sulphate, zinc sulphate and cadmium.

AT Kellogg, Idaho, J. Fred Johnson is driving the 5000.-ft Hooper Tunnel under contract for the Bunker Hill & Sullivan Mining Co. This was visited by a group of engineers during the recent meeting of the A. I. M. E. at Spokane, who were impressed with several features of the work. An excellent record of advance is being made by the contractor, over 47 ft. being driven in 3 days during October, and 223 ft. advanced in 29 shifts. The size of the tunnel is 8 by 9 ft. The ground is Wallace quartzite and, save for the first hundred feet, stands well and does not require timbering. The grade is held uniformly at 0.5 per cent. Two shifts are employed, with two sets of machine men to the shift. Ingersoll-Rand S-70 drills are used. each machine being set up independently in the heading; 26-30 holes are drilled to the round; using 1 1/4: in. round hollow drill steel. A 7-hole cut is required, and these holes are blasted simultaneously, using 60 per cent gelatine, 12 sticks to the hole. Instantaneous and fire delays of electric detonators are used for the complete round. A feature of the drilling is the use of long carriage drills, necessitating fewer changes of steel, and more time spent on drilling, with less time consumed taking steel back and forth from the face. Of course, this means better blacksmithing so that the drill steel shall stand up for the added footage.

(San Francisco Meeting, October, 1911.) [SECRETARY'S NOTE.-This paper, presented in oral abstract, at the San Francisco meeting, was not at first supposed by Mr. Bain to be required for publication in the Transactions; and the excursion to Japan, in which he took part, immediately after the San Francisco meeting, delayed his presentation of the manuscript. After his return to San Francisco, Mr. Bain, in view of the importance of his paper and its discussion, kindly furnished it in full. The delay in its publication (since it was received in April last) has been due, partly to the circumstance that other contributions had meanwhile acquired the "right of way," and partly to the consideration that, the situation contemplated in Mr. Bain's paper having remained practically unchanged, the paper and its discussion would not lose force or timeliness by this lapse of time.-J. S.] No acute observer of public affairs can have failed to observe a growing disposition on the part of the public to change emphasis in government from political equality to social justice. When our own government was founded it was felt to be sufficient to secure to each individual the fullest possible freedom of opportunity, and such a scheme was excellently adapted to the rapid development of a large territory having a small population. As the number of people in a given area increases, there are more points of contact and conflict; each must move in a smaller orbit, and there must be more regulation. Germany is making faster progress in industry than is any other country. The principal reason is the insistence there on team-play. In Germany there are fewer multimillionaires and more socialists (spelled with either a big or little " S ") than in any other of the leading countries; but Germany wins trade and is steadily improving the conditions of life for her citizens. To some, the change from the freest individualism is welcome; to others it is intensely unacceptable. To this fundamental difference in view-point may be imputed much of the vigor with which the controversy regarding coal-lands has been waged. T HE 121st meeting of the Institute held in New York City, February 16 to 19, 1920, was a great success despite vicissitudes of weather of unusual severity. On account of tremendous snowstorms, only two members of the Canadian contingent arrived, and several of our members from the west arrived thirty hours late. Two weeks prior to the meeting, the heaviest snowstorm in 34 years wrecked the surface transportation in New York; and it was only by special dispensation that arrangements were effected, with the New York Street Cleaning Department to clear away 39th street in front of this building so that vehicles could reach the curb. The total registration of members and guests was 1138.
