This paper deals with the construction of the Effluent Outfall Diffusers which form part of the outfall for the Deer Island sewage project. The work was executed 15 km out to sea in Massachusetts Bay and required the drilling, installation, grouting and accurate determination of the actual position of 55 riser shafts in 33.5 m deep water. Although not strictly a "foundation", the contractor's approach to the installation of the diffusers was a logical development from many marine foundation projects executed by the Contracting companies over the last decades. The only previous application of this design of outfall had been in Australia where offshore oil drilling techniques had been adapted for use in riser installation.

All development proposals have to run the gauntlet of the approvals process. Major resource projects are generally subject to particularly intense scrutiny. The key element in the approvals process is that it is about making decisions that take into account the benefits or otherwise to society as a whole - the interests of any one group do not take precedence. Most groups tend to see their relatively narrow interests as representing those of the broader society. Each group develops their arguments for or against a project in isolation, and then presents these to an arbiter in an adversarial situation. From this mire of argument and counter-argument it is often difficult to discern just what the real benefits of a project are, and opportunities for agreement and constructive modification of proposals to meet real concerns are often missed. The contention made in this paper is that the inevitable differences between these various viewpoints should be harnessed to help the proponent to come up with a proposal that is clearly of overall benefit to society and which gains approval. It is better to accept that no one group has a monopoly on wisdom in this area and to engender an environment of creative tension in which the pros and cons can be broadly considered and good planning and design used to produce a proposal that has a high chance of success. There are a variety of ways in which this approach can be implemented. Some of these options will be discussed in terms of their likely applicability to energy projects and their potential for success.

Fair market value, in the legal sense , is the price which a prudent and knowledgeable buyer and a prudent and knowledgeable seller, acting without constraint or compulsion , will agree upon to exchange an asset. In the ordinary commercial or engineering usage, the term may imply simply the market value or a reasonable and equitable price. The engineer evaluator who is called upon to express an opinion about the fair market value of an asset may be able to base his estimate on the sale price of similar assets or on the market values of stock. Frequently such indicators of value are not available and the evaluator must devise other means of appraisal. Mineral resource properties may be thought of as having value by virtue of the existing or potential ability to produce at a profit. Conventional procedures permit the computation of the present value of future revenues having due regard for the time value of money and the risks attendant upon the realization of the venture. Such computations have gained wide acceptance as a basis for the estimation of fair market value.

The paper point out a new procedure to calculate the volumetric distribution of rock fragments. The method combines the practicality of digital image processing of the rock surface with the theoretical volume calculations based on principles and laws of fractal geometry. The final volumetric distribution curve is compared with the results from traditional sieving indicating close agreement.

Precipitated calcium carbonate is used as a filler and coating material in the manufacturing of paper because of its high brightness and light scattering characteristics. However, beneficiated calcite has similar potential, given the fact that the industrial specifications are already achieved. For paper industries, the requirement is that the desired product should be pure and have a brightness of 93 to 95 percent. A very-high-grade calcite deposit of around 92 percent is located in the north of Norway, which is used as the raw material for ground calcium carbonate (GCC) feed for the paper industries. There is a substantial amount of calcite resource, which has pyrite and pyrrhotite as major impurities. These sulfides, even when present in minor concentrations, impart color to the end product (paper). Removing these minerals is estimated to increase utilization of the deposit by 10  percent, which represents several million tonnes of calcite marble. Due to the requirement for environmentally friendly reagents and chemicals by the mineral industry, fatty di-amines are being tested for pyrite and pyrrhotite flotation. The interaction mechanism of diamine with the main components of the ore were studied and optimum conditions for removal of sulfide impurities are outlined.

The expectation from the blasting engineers and shotfirers is often that explosives will perform optimally at all times. However, in reality, non-ideal situations exist on mine sites and occurrences of poor explosives performance are common. Often the cause is difficult to identify. Having a good application technique and analysis skills will minimise the risk of poor performance. This paper will discuss the experiences gained by the author while blasting in the Hunter Valley, Australia.

The geotechnical construction industry generally considers soil mixing to be defined as an in situ ground improvement or treatment method by which a dry or wet reagent is introduced into the ground and is blended with the soil by mechanical or rotary mixing tools. This results in relatively homogenous mixtures whose engineering properties are improved and are greater than the soil properties before mixing. Reagents usually include cement, but may also include processed clay such as bentonite, when a reduction in hydraulic conductivity is desired, or other proprietary chemicals when chemical stabilization is the objective. Mixing may be either shallow or deep. Shallow Mixing is the term arbitrarily used for treatment of soils within the upper 30 feet; Deep Mixing denotes treatment below 30 feet to the depth limits of the equipment. Mixing equipment may consist of single or multiple-shaft tools having cutting and mixing blades of many different configurations. To avoid using proprietary nomenclature, reference to Shallow Mixing Methods (SMM) and Deep Mixing Methods (DMM) are the preferred terms. Although originally developed and patented in the United States in 1956, in situ construction using various soil mixing methods is more prevalent in Japan and the Scandinavian countries. Reintroduced into the United States from Japan in 1986 for ground improvement and liquefaction mitigation at Jackson Lake Dam, Wyoming, acceptance of soil mixing methods has been gradual but slow. Paper presented at the IAGOD international symposium on mineralisation related to mafic and ultramafic rocks, held in Orleans, France, 1-3 September 1993. PGE-bearing sulphide mineralisation is contained in the lower 600 m of the Upper Central Layered Zone of the intrusion. There are four regimes with distinctive crystallisation characteristics. PGE content is low, both in bulk rock and in terms of metal in 100% sulphides, in the sulphide-rich cumulates but increases sharply in the sulphide-poor cumulates at the base of regime 1. Increases in regime 2 have no such clear relationship with incoming cumulus sulphides. PGE contents are low throughout regime 3, but regime 4 has sulphides with high PGE content, decreasing rapidly upwards, at the base of many of its cyclic units. The observations are interpreted as indicating that sulphide saturation occurred in the middle of a cyclic unit in regime 1, after which fractional segregation of sulphide caused a systematic decrease in PGE content. The resulting contrast between 40 000 ppb PGE in sulphides below the mineralised zone and less than 1 000 ppb above is of practical importance in exploration for such zones. In regime 2 the magma chamber was open to fresh influxes and PGE content was not so sensitive to sulphide saturation. In many regime 4 units influxes of new magma caused immediate sulphide saturation and PGE depletion, so that PGE-rich cumulates do not underlie PGE-bearing sulphide zones. Theoretical analysis indicates that regime 1-type behaviour is likely to characterise intrusions below the level at which plagioclase has entered as a cumulus phase and regime 4-type behaviour above

The pyrite-sphalerite-galena and barite orebodies at the Rosebery mine are concordant with the shale host rock and have been deformed into one system of folds with an associated axial plane cleavage. The folds are tight and overturned with east-dipping axial planes. Folds in the sulphide ore are commonly disharmonic, particularly between adjacent bands of different composition.Concentric style folds occur in the competent bands, e.g. pyrite-rich bands. Similar style folds are predominant in the less competent sphalerite-galena-rich bands and also in the shale of the host rock. The trends and plunges of the fold hinge-lines are variable but axial planes are of reasonably constant orientation throughout the mine area. The folds in the orebodies are of limited axial extent, approximating to conical folds, and are arranged in en echelon patterns. The fold system was possibly formed in one period of folding by heterogeneous strain that may have been caused by the presence of a mass of tectonically mobile sulphide ore. Lineations parallel to the ore/host rock contacts appear to reflect movement between the ore and the host rock during folding.

Ausmelt Technology has a unique capability of removing the impurities, phosphorus and sulphur, from the feed materials to the process. Sulphur is removed to the gas phase almost completely because of the interactions of ore and coal in the reaction region at the top surface of the slag bath. Phosphorus is removed to the slag phase, with both basic and higher, controlled iron oxide levels in slag being achieved in the process. The significance of these features of the process relate to the production of pig iron with very low levels of these impurities for the further processing to steel, and to the treatment of high phosphorus and high sulphur raw materials. The marketability of pig iron and the raw materials are discussed in relation to this feature of Auslron.

"A blast with explosives creates vibration waves in the zone around the blast.The prediction of the intensity of vibrations is important because people in the cinity demand that the vibrations do not disturb them, and society imposes limits on the vibrations. The U. S. Bureau of Mines (USBM) showed that the easurement of the particle velocity U predicts the risk of damage from vibrations. A currentapproach of blasters to monitor vibrations is to measure them with a seismograph at several distances S, and create a graph of U vs. S and the explosive charge “W” according to the equation U = K / (S / W)N where K and N are constants that depend on the blast method and the nature of the ground over the distance S. Though useful, this equation is empirical, and the results predicted from it are very variable, as shown by figure 1 which indicates that a prediction of U can deviate significantly from the actual value. Moreover, a minimum of two seismograph measurements at two values of S are required to establish the curve. However, here now exists another very convenient method to predict U; it is with the simulator Vibmas, which is based on the fundamental principles of how a blast reates vibrations. This simulator takes into account not only W but rather all the blast parameters, the type of explosive and the properties of the rock. Moreover, to establish the calculation of U as a function of S, only one seismograph measurement is required rather than two as for the USBM method. This last difference is important because it makes it easy to predict U not only as a function of S, but also as a function of the orientation of S. On the site this allows much safer control of the vibrations, and the use of larger explosive charges which reduce excavation costs. The article presents results from a field case at a hydroelectric project in Canada, where the deviation was very moderate. Use of this vibration simulator on the Web is very easy."

This paper briefly describes the shaft, including sinking, steel sets and their installation, shaft equipment and winders.INTRODUCTIONThe New Broken Hill Consolidated Ltd. Service Shaft is a vertical concrete-lined circular shaft, 20 ft. in diameter with -steel sets spaced at 12-ft. centres. The diameter of 20 ft. was established as the minimum that would enable the shaft both to house the proposed hoisting and service equipment and to satisfy ventilation requirements as a downcast airway. The 12-ft. set spacing was based on South African practice in similar types of shafts.The shaft extends from the surface to 28 ft. below No. 22 Level, a total depth of 3,194 ft. Sinking was commenced in September 1946, and equipping completed in January 1955. Initially the shaft was sunk and concrete-lined to a depth of 52 ft., using a stiff-legged crane and clam-shell grab for mucking. Operations were suspended at this depth to allow the installation of the steel sinking head-frame, winders and ancillary equipment.Sinking and concreting were recommenced after four months and continued to a depth of 1,035 ft. 6 in., where the shaft connected with a pilot opening. The concrete lining was poured as sinking progressed and was piped from the surface to this depth, after which all concrete was lowered in buckets and discharged through a distributor suspended in the shaft. A cycle of stripping to the pilot opening and concreting was continued until the shaft reached No. 22 Level. From this level the remaining 28 ft. was sunk full size. All plats were cut and concreted as sinking progressed.

Paper written on project work carried out in partial fulfilment of BSc (Hons) in Chemical Engineering Diamond synthesis has attracted a great deal of interest because of its exceptional properties and various applications. In this study, the chemical catalytic vapour deposition (CCVD) method was used to synthesize diamond films using acetylene as carbon source and hydrogen as carrier gas at a temperature of 1000°C, and their thermodynamic stability was studied. Photographic analysis revealed that these products are diamond films, Ramman spectroscopy confirmed that they are graphitic while confocal laser scanning microscopic image analyses proved that these diamonds films have structural defects due to iron impurity from the catalyst precursor. The quantity of diamonds films produced is also proportional to the acetylene to hydrogen ratio but these films are larger in size at lower acetylene to hydrogen ratio. Thermogravimetric analyses showed that transformation of these materials begins at 25°C but could not be used to determine if a temperature range below 25°C exists. The stability of these CCVD-synthesized diamonds also increases below 25°C when stored at different temperatures.

The aced for reliable reserves of the essential element, manganese, has been a continuing concern of the Federal Government for more than three decades. Because of the increasing vulnerability of outside sources of supply efforts have been intensified to find a means for beneficiating United States domestic deposits. The deposits of most interest would of necessity be near, or have access to, suitable transportation to processing plants. The Georgia manganiferous iron deposits represent some 10 million tons4 of ore readily available to southern iron and steel industries, if a manganese recovery process capable of functioning in the presence of large quantities of iron can be developed. In addition, a successful method for beneficiating the Georgia ore could produce a significant quantity of high-grade iron concentrate. The Differential sulfatization process developed 47 the Bureau of Mines5 seemed to be well suited for this application, particularly because it results in low concentrations of iron in the leach liquors with relatively complete extractions of manganese. In this process, manganese in the presence of iron is preferentially reacted with sulfur dioxide at elevated temperatures and subsequently extracted with water.

Io these days of specialization, papers of the kind being considered mostly gravitate to the American Society for Metals, the American Society for Testing Materials, the Institute of Metals, and the Iron and Steel Institute. In proof that there is a place for the newest and most specialized of these societies, the American Society for Metals, it may be said that in the Montreal Chapter there are 200 active members, and in the Ontario Chapter more than 200. Yet the overshadowing glamour of the mining industry proper, and the publicity it receives, result in an almost continuous dearth of students in metallurgical engineering at our universities. There are more jobs than graduates.

GOING west from Denver on Route 6, the direct road to Grand Junction, one gets the first glimpse of mining a few miles east of Denver near Idaho Springs where the workings of defunct gold mines are visible on the sides of mountains along the highway. One enterprising company is turning a profit by showing tourists through the mine and mill and then selling them gold samples on the way out. We have always known that mining people are ingenious, but this proves it. About five and a half hours fast driving west from Denver brings one to Rifle, Colo., which is the site of the oil shale mine, retorting plant, and refinery of the U. S. Bureau of Mines. As you drive up to the mine, you can see a portal high on the face of the cliff in front of you where the mine surface plant literally hangs by its toenails. Below, the retorting plant and refinery gleam in the sunlight. Up at the mine, Fred Wright will show you how the oil shale is extracted in two benches (a third bench would be used for commercial mining) by the room-and-pillar method. In mining the top level, an underground crew of thirteen men have been able to produce 1500 tons of shale in each eight-hour shift. To do this, the mine is thoroughly mechanized. The mining method is de- scribed in the September issue of Mining Engineering.

THE several studies concerned with the annealing of thin nickel films have largely been restricted to films of a single thickness.1-4 It is well-known, however, that both physical and mechanical properties depend upon film thickness.5, 6 The strength-thickness relations found in vapor-deposited nickel films in the annealed and as-deposited states, as an example, are at least partially due to the density and arrangement of imperfections within the films.7, 8 For these reasons, the annealing characteristics of thin nickel films as a function of thickness were investigated. Electrical resistance was chosen to monitor annealing behavior since resistance changes are partially dependent upon defect structure. In addition, the equations predicting film resistivity as a function of thickness are already available.9, 10 Further advantages afforded by electrical-resistance measurements are its adaption to continuous readings during annealing and its relative simplicity. Nickel films were vapor-deposited, at average rates of 60Å per sec, on Vycor substrates held at room temperature in vacuums of about 10-5 torr. Afterwards, deposition-thickness measurements were made using a multiple-beam interferometric technique. A more detailed description of deposition procedures and the interferometer appear elsewhere.7, 8 The four-probe method was employed in measuring electrical resistance since this technique measures film resistance without contributions from lead wires and contacts. Resistance measurements were made before, during, and after annealing to temperatures of 700°C under vacuums of approximately 10-4 torr. Measurements were made every 25°C or more often when necessitated by unusual resistance changes. Cooling and heating rates were maintained at approximately 5°C per min. In the past decade several significant intrusion-related gold deposits have been discovered in terranes historically exploited for tin-tungsten mineralization (eg Tintina Gold Province, Yukon and Alaska, Tasman Fold Belt, Australia and the Altaid orogenic collage in central Eurasia). This paper presents new data on the geological and geochemical characteristics of these deposits that links them to magmatic-hydrothermal processes and highlights their implications for exploration. New data from several intrusion-related gold provinces suggest that these deposits are found in areas that contain granodiorite to granite, but with a locally significant mafic component, have Rb/Sr ratios ranging between 0.1 and 1.0, and are moderately reduced (Fe2O3/FeO ~ 0.1 to 0.6) ilmenite series, metaluminous, I-types. The intrusions are distinct from porphyry copper intrusions and tin granites, but are more akin to tungsten granites. Hydrothermal fluid types vary with depth of emplacement in intrusion-related gold deposits and new proton induced X-ray emission (PIXE) data from syn-ore fluid inclusions in shallow and deep deposits provide fascinating insight into the variation in metal content between the different settings consistent with observed deposit metal associations. Exploration for intrusion-related gold deposits in tintungsten terranes should focus on regions that contain both mafic and felsic intrusion that are moderately reduced, metaluminous, I-type granites rather than terranes with dominantly highly fractionated, strongly reduced, peraluminous S-types. Intrusion-related gold systems occur in variety of deposit styles (in part controlled by host rock, proximity to granite, and depth of emplacement) and exploration geologists need to be aware of the variety of target types in and around the intrusive environment, and be able to recognise whether they are exploring a shallow or deep intrusion-related gold setting.
