The bombing of the Murrah Federal Building in Oklahoma City, Oklahoma, on April 19, 1995, has once again renewed public debate surrounding the availability and use of explosives in the United States. In the past, Congressional review of explosives regulation has generally followed tragic events such as the bombing of Pan American World Airways Flight 103 over Lockerbie, Scotland on December 21, 1988; the February 26, 1993, bombing of the World Trade Center in New York City; and the delivery of six package bombs to members of one family in several western New York communities, killing five people, on December 23, 1993.

Grindability or resistance to fine comminution is the fundamental issue involved in the application and sizing of grinding mills. Over the years, many theories for determining the amount of energy required for size reduction to a specified fineness have been proposed. The first published theory, introduced by P. R. von Rittinger in 1867, stated that the energy required for crushing or grinding is proportional to the increase in surface area produced. The surface area of a ton of particles of diameter (d) is proportional to (1/d), therefore the work input per ton for particles of diameter (d) would be proportional to (1/d). The second significant theory is that of F. Kick published in 1885. Kick said that the work required is proportional to the reduction in volume of the particles concerned. If (f) is the diameter of the feed particles and (p) is the diameter of the product particles, the work input relationship would be: [W =Ioq(f/p) 9] The "Third Theory" of F.C. Bond, introduced in 1951, states that the work required is proportional to the length of the new crack tips produced in particle breakage during crushing or grinding and equals work represented by the product minus that represented by the feed. During the past few years, the Pittsburgh Research Laboratory of the National Institute for Occupational Safety and Health (NIOSH) has been evaluating developments with surface support liners which includes shotcrete and thin spray-on liners (also referred to as sealants, coatings and membranes) from a ground control perspective. The proper selection and use of a surface support material can significantly enhance ground control which may result in a decrease in worker related injuries due to ground falls. The purpose of this paper is to evaluate the preliminary findings of a long-term underground study of various types of surface support liners, and to examine installation practices that are critical for an effective liner material application. The underground study utilizes NIOSH’s Lake Lynn Laboratory Experimental Mine to evaluate the long-term performance of several types of shotcrete and thin spray-on liner materials. Liner material performance to date was evaluated on a regular basis over a three year period. Although the study is still ongoing, critical mining practices were identified that may seriously affect the bond of the liner material to the mine roof and rib.

"The Murray Brook gold mine operated from September 1989 to March 1991. Approximately 1.2 million tonnes of gossan were mined from an open pit and treated at a rate of 900 tonnes per day. The facility applied an agglomeration vat-leaching cyanidation plant for gold and silver recovery. The leached ore or tailings were rinsed of residual gold and cyanide and placed on an adjacent clay lined pad for storage and containment. A 50,000 tonne heap-leach demonstration project was constructed at Murray Brook in 1992 to recover copper and zinc from ore located in a sulfide-rich zone occurring beneath the gossan. The operation proved unsuccessful because of poor recoveries and low metal prices. The project terminated in the same year.A corporate decision was made in September 1999 to undertake complete and final reclamation of the Murray Brook site. Jacques Whitford and Associates Limited were contracted to develop the final reclamation plan and to assist the company in presenting the plan to the New Brunswick government for approval. The government approved the plan in January 2000. Two important reclamation issues were the mobility of mercury from the gossan tailings and the potential of acid mine drainage from exposed sulfides. The mine site is situated upstream of a productive river system, and the issue or impact of chemistry changes to the environment over the long term became an overriding factor in the development of the reclamation plan.A resource assessment of the gossan tailings in 1999 indicated an average concentration of mercury of 40 ppm. The mercury occurred naturally as the mineral cinnabar, but the exposure to residual cyanide (less than 10 ppm) over several years in the pile has likely caused much of the cinnabar to decompose into more soluble mercury forms. The reclamation plan specified the replacement of all sulfides to the pit followed by approximately 600,000 tonnes of gossan. To ensure “fixing” of the mercury, the gossan was replaced in compacted lifts and both the remaining pile and that replaced to the pit covered with available till and compacted. The reclamation work was successfully completed in September 2000 and the chemistry of the receiving environment will be monitored over a three-year period, after which the company expects to achieve walk away conditions."

This report presents the results of a research project that gathered detailed information on the composition of the population of mobile equipment used in U.S. coal mines. A computerized data bank containing over 19,000 pieces of coal mine equipment in use in 1976 was prepared with a data retrieval program. Operator protective structure technology is reviewed; field problems experienced with ROPS are discussed.

This is one of a series of instruction guides developed to help instructors present health and safety training courses to workers in the coal mining industry. This course is intended for training those, usually the safety officers, who perform surveys fur inhalation contaminants in above ground work areas. The handbook entitled ?Handbook for Surveys of Inhalation Contaminants in Above Ground Coal Mining and Processing Work Areas? (NTIS #PB-243-35";) is used as a manual for the course and as a prime reference when performing the actual surveys or interpreting the sampling results. There are six experiments for the students to perform during the course to familiarize them with the sampling devices routinely used during the surveys.

A case study from a current Ausenco project is presented to demonstrate the importance of maintaining high carbon activity to illustrate the driving force for plant improvements such as a carbon regeneration kiln upgrade.This paper revisits the factors that influence carbon activity for gold loading, with emphasis on deactivation by organic solution components such as flotation reagents.Kiln process design requirements for effective thermal regeneration are reviewed including the interaction of parameters such as temperature, kiln atmosphere and residence time.The different types of kilns that have been used for carbon reactivation are described. A check list is provided of what to look for when purchasing a carbon reactivation system for dealing with severely fouled carbon. This covers the ancillary equipment as well as the kiln itself.While the effectiveness of the carbon reactivation kiln is vital to maintenance of high carbon activity it needs to be remembered that this is only the end of pipe solution. It is also important to ensure that reagents such as frothers and flotation collectors are appropriately chosen to maximise recovery and at the same time minimise carbon deactivation.CITATION:La Brooy, S R and Claflin, J K, 2013. "Les Terrains Auriferes (LIA) Property, formerly the Malartic Goldfield (Goldfield) mine, ceased its remaining milling operations in the fall of 1994. During the early years of mining, the mill processed a non-sulfide ore with substantial carbonate mineralization.In 1977 after an extended shutdown period, ore from a nearby property, Bousquet, was processed at the mill. That ore contained larger quantities of sulfides, and unlike the old tailings, had acid generating potential.Upon closure of the L TA mill, the closure options considered for the L TA site were to cover with:1. a thin cover of 0.5 metres of borrow material (sand and gravel) to achieve basic erosion protection/stabilization; collect acidic seepage and treat with lime.2. a 2 metres of non-acid producing tailings; final surface to be vegetated.3. an engineered oxygen barrier consisting of a multi-layer cover; final surface to be vegetated.The paper presents the technological and economical methodologies that were used to select the closure alternative, describe the associated construction challenges that were faced with the implementation of the multi-layer cover concept and presents preliminary results on the cover's performance.In addition to being the first full scale demonstration of this type of multi-layer engineered oxygen barrier cover technology, this project had the advantage of using non acid producing mine tailings as part of the reclamation solution."

Common brattice cloths in use in Australian coal mines are compared by permeability measurements. The respective advantages of twill weave and tarpauling* weave cloths are listed, and the improvements to be obtained in the ventilation of a mine by using tarpauling cloths instead of the commonly used twill cloths are stressed. Plastic cloths are widely used overseas and are briefly discussed.INTRODUCTIONThe onset of extensive full-scale mechanization in Australian coal mines during the past few years has increased attention given to the ventilation of working places. Many inadequacies of the present system have been brought to light and not the least of these is connected with the use of brattice cloth, both in directing the flow of air around the face and in acting as a temporary sealing mechanism. A well-constructed line of brattice will only provide fair ventilation for a distance of 100 ft. Beyond this point the volume or air reaching the face falls off rapidly.Some of the shortcomings associated' with the use of brattice cloths are:1. Hurried installation, necessitated by a rapid advance, often results in poor workmanship with, consequently, an excessively high leakage rate.2. High places caused by falls of roof are difficult and time-consuming to seal.3. Curtains, in lines of brattice crossing transport routes, are difficult to maintain.4. This paper describes an apparatus which was developed to study solid-vapour equilibria and presents results which were obtained during a study of the FeCI3-AlCI3-CI2 system. Analysis of the results showsthat fractional desublimation might offer a means of achieving a useful separation of the iron and aluminium chlorides produced by the chlorination of bauxite. The results, presented in the form of isothermal vapour pressure curves covering the range of temperature 160-200°C, support the earlier findings of Semenenko et al (Dokl Akad Nauk SSSR, 154: 42-43 (1964)) that the solid phase contains two terminal solid solutions.The equilibrium constant for the formation of the mixed dimer, FeAICI6, was approximately 4. The latent heat of sublimation of aluminium chloride varied from 18 to 26 kcal/mole AI2CI6 for solid compositionsfrom 0.9 to 0·5 mole fraction FeCls3.

The economical analyses of different Chuquicamata open pit mine planning scenarios, indicate that the pit closure should occur at latest in the year of 2017. However, about 60,000 m of drill holes have demonstrated that below the pit bottom there is a potential of 2.3 billion tons of ore. Hence, Division Codelco Norte developed the scoping engineering for a large underground panel caving operation, similar to El Teniente mine. This project considers the exploitation of a 2500 m 300 m footprint, with three 250 m lifts. The plan considers to initiate the construction in the year 2009, to begin the production in the year 2015 and achieve a production rate of 45 million tons per year in the year 2021. A large-scale transition from open pit to underground mining like this one presents three main challenges: (1) to include the geotechnical aspects relevant for mine design and mine planning, (2) to define the proper surface and underground infrastructure, and (3) to fulfil the project deadlines and to achieve the production targets. This paper summarizes this transition project and discusses these three main challenges.

The Fifth International Heavy Minerals Conference (HMC) was held Oct. 16-19, 2005, at the Marriott Sawgrass Resort in Ponte Vedra, FL. With SME as sponsor, the 2005 conference marked the first time that the HMC was held in North America. The conference is held every two years and provides an important forum for professionals in the heavy minerals and related industries to meet and discuss issues related to heavy mineral exploration, mining, processing and marketing. Previous locations included Australia and South Africa. The conference consisted of technical presentations, field trips to heavy mineral operations, a trade show and social activities. It was appropriate that Ponte Vedra was selected as the location for the conference. Ponte Vedra, located on the Atlantic Coast 17 km (10 miles) southeast of Jacksonville, FL, is the birthplace of heavy minerals mining in North America. Ponte Vedra beaches were mined from 1916 to 1929 in what was then called Mineral City. Though Ponte Vedra is now a golf and beach resort, there are still four heavy mineral mines operating within an hour’s drive. Today the Ponte Vedra Country Club and Golf Course is situated in the center of the former mining site.

Over the years as surface mining operations have become more sophisticated, angle drilling has become a more popular blast design technique, especially in areas where overburden and stripping ratios have increased. Another method of blast design is the staggered pattern, which greatly improves explosives distribution within the blast. While both methods present some engineering challenges, this paper will discuss how the two methods can be combined to enhance fragmentation, improve cast percentage, drill production ratios and highwall control. A practical engineering approach will be presented as well as a discussion on the discipline required to maintain a quality blasting plan.

"A survey of 925 mineral property transactions worldwide was carried out between 1987 and 2004. These mineral properties with reported Mineral Resources include 457 gold properties, 322 base metal properties, and five platinum group element (PGE) properties. Based on constant Canadian dollars, the results of the survey indicate that:• In general, unit metal values in the ground (e.g. $/oz Au or $/lb Cu) have kept pace with the changes in the respective metal prices during the period of the survey.• A general decrease in unit gold values in the ground has occurred from about $57/oz Au in 1987 to about $11/oz Au in 2002 for Canadian mineral properties, with the exception of a peak of $58/oz Au in 1996.• A similar trend for mineral properties has occurred in the United States, but with lower unit values, in the range from $1/oz Au to $10/oz Au during the last three years of the survey. • Unit metal values in the ground for gold properties in Canada were higher than for those in the rest of the world.• Unit metal values in the ground for copper properties in Canada were in the mid-range compared with other countries in the rest of the world; the United States and Australia were higher and Latin America, Asia, Africa, and Europe were lower than in Canada.• Unit metal values in the ground for zinc properties in Canada were also in the mid-range compared with other countries in the rest of the world; Latin America and Europe were higher and the United States, Australia, and Asia were lower than in Canada.• Unit metal values for nickel properties in Canada were highest compared with other countries in the rest of the world, followed by the United States, Australia, Africa, and Asia.• Gold values in the ground in Canada have ranged from 6% to 14% (with an average of approximately 10%) of the gold price.• The unit values of base metals in the ground have been in the order of 2% of the quoted metal price, during the period of the survey."

The early history of the mine is traced from the beginning of shaft sinking in 1886 to the purchase by the Broken Hill Proprietary Co. Ltd. in 1949. A necessary preliminary to mechanisation of the Borehole Seam was development of the Young Wallsend seam, andthis development is described. Surface reorganisation and coal handling arrangements are dealt with in detail. Then follows a description of the Borehole Seam mechanisation, the provision of power supply for this purpose, arid pumping arrangements in themine.INTRODUCTIONStockton Borehole Colliery is in the Parish of Teralba, between the townships of Teralba and Boolaroo, and about 12 miles from Newcastle. The colliery holding, a freehofd area of 2,560 acres, was apparently an original land grant when acquired by Teralba Co-operative Coal Company who decided to mine for coal and named the mine "Teralba Colliery." Shaft sinking was commenced in 1886 but was delayed by financial and water troubles to such an extent that it was not until 1901 that the Borehole Seam was reached.Coal was won until 1904 using a single 16 ft. diameter shaft, ventilation being achieved by means of a wooden boxing down one side of the shaft. This collapsed, and operations ceased until the mine was taken over in 1906 by a company known as "Borehole Colliery Limited," the principal stockholder being the Stockton Coal Company. It renamed the mine "Borehole Colliery." This new company immediately commenced sinking a 13 ft. diameter air shaft. In 1908 the Stocktol1 Colliery at Stockton was abandoned, and during the following year much of its equipment was transferred to Borehole Colliery. In the latter part of the 1980s Outokumpu Chrome in Tornio, Finland, was in a situation when its twenty-year-old ferrochrome plant was becoming too inefficient to sustain economically sound production. The company made extensive studies on the then available processing methods to find out the best possible processing route. As a result, the whole plant was practically rebuilt and expanded. When equipment was proven in practical operation, an application for FeMn production was developed. Now as the Tornio FeCr-plant is considering expansion, the same type of exercise is to be performed with today?s challenges, which will be discussed in the paper. These challenges include increasing costs or decreasing quality of raw materials, increasing energy costs, stricter environmental regulations and demand for better working conditions. The possibilities of resolving to these challenges will be discussed in the paper. The future and continuing development with FeCr includes the better utilization of process dusts and a lower consumption of energy. By adapting the latest automation tools to better control the process, even higher efficiencies can be achieved with present technology. New processes are considered for development in the future and some possible technologies will be described.

CODELCO is considering the implementation of high-density tailings management at the Chuquicamata mine in northern Chile for its long term disposal plan. To achieve this, CODELCO commissioned the design, construction, and operation of a 70 t/d pilot plant, fed by existing tailings. The testing programme was completed in May 2011, and consisted of laboratory rheological and characterization assessments, pipe loop testing, beaching trials, and analyses of deposition behaviour for solid contents ranging from 57?68% (w/w). This paper describes the characteristics of the pilot plant, the testing programme, the beach trial analyses, and the resulting beach profile predictions based on the stream power theory. CODELCO also used other predictive beach slope methods, such as the equilibrium slope concept, which are not discussed in this paper. The final beach profile for design will be selected after an expert analysis of all methods has been completed.

At the exploration stage for new mining projects or for medium- and long-term areas of existing mines (typical of South African gold mines), drilling data is on a relatively large grid. This grid is normally larger than the selective mining units (SMUs). Direct estimates for the SMUs and also of much larger block units will then be smoothed due to the information effect and the high error variance. Any capital-intensive project decisions made on the basis of any of the smoothed estimates will tend to misrepresent the economic value of the project or operation, i.e. the average grade of blocks above cut-off will be underestimated and the tonnage overestimated for cut-off grades below the mean grade of the orebody. This paper presents a direct approach technique for deriving recoverable resources, referred to as localized direct conditioning (LDC), designed to correct smoothing effects and also to provide support corrections.

The wide use of carbon steel in construction and engineering projects makes this engineering material accountable for approximately 85% of the total annual steel production worldwide. Despite the lack of corrosion resistance of carbon steel, it is incorporated into the permanent work for marine applications, power plants, transportation projects, chemical processing, mining, petroleum production and refining, pipelines, mining and construction equipment. Corrosion is an electro-chemical process that occurs in the presence of water and air. When an electric current is introduced to water or soil, the rate of carbon steel corrosion increases rapidly. Gaseous atmospheric constituents that are capable of electrolytic activity can also increase the rate of corrosion. Corrosion tends to be more rapid in environments in which the steel is exposed to water, and then air, rather than being constantly submerged. The exposure to seawater increases steel pitting because the electrical conductivity is improved in salt water.
