"While conducting investigations in connection with the helium program of the Bureau of Mines, the Cryogenic Laboratory has improved an apparatus for the rapid and accurate determination of the helium content of natural gas and gaseous mixtures derived from that source. The separation of helium is effected by the use of activated coconut charcoal which, when cooled to liquid-air temperatures, absorbs the nitrogen and other constituents of the gas, leaving the helium in a. spectroscopically pure state. This absorptive property of activated charcoal was discovered- by Dewar3/ in 1875. Several years later, while conducting their original researches on helium in natural gas, Cady and McFarland employed the charcoal method for the absorption and removal of the common constituents of natural gas and constructed an efficient apparatus in which this operation could be effected.4/ Shortly after initiating the government's helium activities during the World War period, the Bureau of Mines adopted, with Minor modifications, the Cady and McFarland apparatus and method of analysis. Seibel.5./ described this modified apparatus and method of procedure as part of a publication on helium-bearing natural gas. Subsequently, the Bureau's apparatus for helium analysis has been simplified and improved to facilitate more rapid and positive operation. The apparatus and method of procedure now being used by the Bureau of Mines Cryogenic Laboratory arc described in this paper.The personnel of the Bureau of Mines Cryogenic Laboratory has improved and brought the helium apparatus described herein to its present state of perfection. The writer's contributions have been-of minor importance, and he wishes to give the various members and former members of the laboratory staff full credit for the improvements they have made. He also desires to express his appreciation for suggestions and criticisms offered during the preparation of this paper to the following members of the Petroleum and Natural Gas Division, Bureau of Mines, which now includes the Amarillo Helium Plant and Cryogenic Laboratory: H. Kennedy.The quantitative determination of helium in a gaseous mixture is accomplished by the removal of the other constituents from the sample, either by chemical or physical Means, leaving only the helium which can be measured directly. Chemical methods, when applied to natural gas, require the burning of the hydrocarbons in oxygen, the, absorption of the resulting carbon dioxide in a caustic solution, the removal of the excess oxygen in a suitable solution such as an alkaline pyrogallate, and the elimination of nitrogen by sparking or by combination with hot calcium or magnesium.. Such procedures are very slow and tedious compared with the physical method which employs the absorptive property of activated charcoal to effect the separation of the other constituents from the helium."

PURPOSE OF THE PROJECT The Big Walnut Augmentation Rickenbacker Interceptor project began in 1995with the preparation of the Scope of Services for the design of the Rickenbacker Interceptor, with service to and around the Rickenbacker Air Force base. The air base was soon to be placed under civilian control through a Port Authority, with an expected influx of businesses and services, requiring increased sanitary service capability. Due to political differences regarding annexation and other issues, the project was placed on hold. In mid 1996 the Scope of Services was rewritten with more emphasis on a tunneling option, but still only addressing the air base and surrounding tributary are a sanitary service requirements. The consultant selection process began in late 1996 with the Request for Statements of Qualifications issued in December. Three firms were selected to furnish proposals based on the revised Scope of Services that now included requirements for hydraulic modeling of the service areas and the Big Walnut Outfall (BWO) and an expanded soil investigation requirement. All three firms were requested to make presentations to the selection committee, with the committee selecting URS Greiner for further consideration and negotiation. A contract was entered into in August of 1997with URS Greiner. The major sub-consultants were Lachel and Associates, Inc., H.R.Gray and Associates and Solar Testing Laboratories, Inc. The project began with geological investigations, preliminary soil borings, well investigations, tributary area evaluations, hydraulic modeling of the BWO system and research into other projects planned for the Rickenbacker airport and surrounding area. The hydraulic modeling of the BWO and the proposed Rickenbacker Interceptor confirmed that the BWO suffered wet weather surcharging and would require augmentation to properly convey the future flows to the Southerly Wastewater Treatment Plant(SWWTP). The project scope expanded to include evaluation of both the Rickenbacker Interceptor and the Big Walnut Augmentation projects. Both projects previously identified in the Capital Improvements Program. The work on the expanded scope for the Big Walnut Augmentation and the Rickenbacker Interceptor began with the evaluation of a parallel 2.75 meter (108") diameter augmentation sewer from SWWTP to S.R. 317and Parsons Avenue, then continuing east along S.R. 317 as the Rickenbacker Interceptor. This paper describing the mining practices at the Magma mine, Superior, Ariz., is one of a series being prepared by the Bureau of Mines on mining prac¬tices, methods, and costs in the various mining districts in the United States. At present (1929) practically all the mineral production in the Superior district is from the Magma mine of the Magma Cooper Co. The ore is mined for its copper but contains associated silver and gold. Both direct smelting ore and ore of concentrating grade are produced. The mining methods now in use at the Magma mine were adopted or developed as knowledge was gained of the physical condition of the ore bodies and the inclosing formations; the wall rock is soft and crushed and the ore is relatively hard. In general, existing methods have been adapted to fit local conditions, but some of the mining practices used were originated at this mine. Most of the ore is mined by a combination of rill stopes and pillar stopes. The pillars are extracted by underhand mining.

The optimum cut-off grade policy maximizes the net present value (NPV) of an open pit mining operation subject to the mining, processing, and refining capacity constraints. The traditional approaches to cut-off grade determination ignore the escalation of the economic parameters such as metal price and operating costs during life of an operation, and consequently lead to unrealistically higher values of the objective function. Further, the NPV of a mining operation declines due to the depletion of the available reserves, causing a decline in the optimum cut-off grade, i.e. higher cut-off grades in the early years of an operation and lower cut-off grades during the later years. Hence, low grade material mined in the earlier years may be stockpiled for processing during later years to offset the effect of escalating economic parameters on NPV. This paper demonstrates the combined impact of introducing economic parameters, escalation and stockpiling options into the cut-off grade optimization model. The model promises an enhancement in NPV as illustrated in a case study incorporating practical aspects of an open pit mining operation.

The Resource Management Act 1991 represented an innovative and unique piece of planning and environmental legislation when it was introduced. Since the Act was passed into law in 1991 it has been subject to nine amendments, many of which were of the ætinkerÆ variety. These amendments recognise that the Act has not been as successful in providing the æone-stop shopÆ for resource users that the Act was hoped to be. The latest and most significant attempt at changing the Act was the Resource Management Amendment Act 2003. The amendments made by the Amendment Act have proved to be largely unsuccessful in achieving any significant changes to the way resources are managed in New Zealand, and have failed to address many of the concerns which drove the original Resource Management Amendment Bill in 1999. The recent decision to discontinue further investment in Project Aqua has once again placed the Act in the spotlight as a significant hand-brake on major projects. This particular event has led to yet another review to be undertaken this year. The review will focus on five key areas:   1.   achieving the right balance of national and local interests; 2.   improving the design and process for local policy formulation; 3.   improving the consent decision making process; 4.   allocation of natural resources (water, air and geothermal); and 5.   supporting measures for building capacity and promoting best practice and implementation at the local authority level.  It is important for the business community and the mining industry in particular to seize the opportunity that this review provides to make sure that any amendments undertaken as a result of the review achieve the aims listed above. The review needs to be considered in light of the current regime for the management of natural resources in New Zealand. In addition to the Resource Management Act 1991, the Crown Minerals Act 1991 and the Building Act 1991, which form the core resource statutes in New Zealand, there have been other developments affecting the regime. Special legislation over and above the Resource Management Act 1991 has been enacted to protect the Hauraki Gulf and special legislation is currently being considered to protect the Waitakere Ranges in Auckland. In the Hauraki District mining is prohibited in some areas and a plan change mechanism is specified as the appropriate tool to use in the event a mineral resource is to be developed in those areas. The current review is a further opportunity to remedy the inadequacies of the Act.

The dream of constructing the new Second Avenue Subway in New York has finally become reality as the first construction contract package is currently underway. This first contract requires the construction a TBM Launch Box in the middle of Second Avenue from which a Tunnel Boring Machine (TBM) will bore two tunnels south to 63rd Street. This paper will discuss the design of this contract and how construction has progressed including preparation, site constraints, utility construction and com-munity impacts while highlighting the challenges of working in an urban environment. It will also discuss moving forward on this major project outlining the remaining contract packages including their scope and status.

"INTRODUCTION Considerable interest has been shown in the prospective use of Diesel-powered haulage equipment in both coal and non-coal mines. Foreign technical magazines have devoted considerable space to discussions of the use of Diesel locomotives in European mines and some mention of it has been made in technical papers in the United States. The Bureau of Mines has extensively tested the gases produced in the exhaust of the Diesel engine under various atmospheres and conditions of use; it has established a schedule of tests for permissibility of Diesel engines for use in underground coal mines, including, gassy or dusty mines.This publication provides information as to the successful use of Diesel-powered equipment underground workings in the United States and Europe, briefly discusses the characteristics of some of the toxic gases found in the exhaust of Diesel engines, and points out that Diesel-powered equipment can be used with reasonable safety in underground minus if necessary and entirely feasible precautions are taken."

Paper written on project work carried out in partial fulfilment of B. Eng (Mining Engineering) degree A study into the stability of strike gullies at TauTona mine was to be carried out. In reaching the conclusions to follow, a three-stage process was followed. ?A literature study as well as discussions with management and workers alike to gain their inputs and perceptions. ?An ESH Department survey into the history of transgression from proper mine standard in TauTona strike gullies. Unfortunately records were found to be scarce and obscure and the importance of better inter-departmental recordings cannot be stressed enough. ?An underground survey of 11 pre-selected gullies distributed in both the UCL and LCL reef horizons. This stage is to carry the greatest weight in the points to be brought forward in this report. The process highlighted and ranked the following areas as the most critical role players in the deterioration of strike gullies: ?Poor blasting practice ?Sub-standard siding depth and lead-lags ?Split sets ?Off line gully development ?Adverse geological features. The following has been suggested to the mine to help reduce strike gully instability. ?Where possible, maintain lead-lags below 7 m?else increase the siding depth to suit. ?Decrease the gully width standard to 1.2 m (especially in ?high risk areas?). ?Discourage drillers from drilling side holes in gully face blast pattern. This will allow for time in which tendon support can be kept up to date. ?Ensure split sets are installed 1 m behind the gully face so as to prevent opening up of fractures. ?Utilize the centre split set in the 1:2:1 pattern to maintain the proper gully line. ?When adverse conditions prevail, it is necessary to apply a special support plan not only to the panel face, but also (just as importantly) to the gully as well. Shotcreting of the gully hanging is a suitable long-term consideration for providing the additional a real coverage needed. Electric arc furnace (EAF) dust from the steel industries is listed by the United Sates EPA as a hazardous waste under the regulations of the Resource Conservation and Recovery Act due to the presence of lead, cadmium and chromium. The disposal of the approximately 650,000 tons of EAF dust per year in the U.S. and Canada is an expensive and unresolved problem for the majority of steel companies. The Waelz process has been considered as the best process for treating EAF dust. A process model, combined thermodynamic modeling with heat transfer calculations, has been developed to simulate the chemical reactions, mass and heat transfer and heat balance in the kiln. The injection of air into the slag and the temperature profile along the kiln has been modeled. The effect of (CaO+MgO)/SiO2 on the solidus temperature of slag has been modeled also and discussed. Some optimizing results have been presented in this paper.

Thiosulfate offers a non-toxic alternative to cyanide for processing gold ores. The mechanism of leaching gold using ammoniacal thiosulfate solution is driven by the Cu(II)-Cu(I) redox couple and is complicated by competing ligands such as NH3 and S2O32-. It is shown that an understanding of the copper speciation and sulfur speciation is required to optimise this system. This paper presents Eh-pH and speciation diagrams for varying concentrations of Cu(II), S2O32- and NH3 and discusses the conditions under which various copper and sulfur species are stable.

The Sappington Bridge, a steel arch span bridge constructed in 1904 over the Meramec River, was demolished due to its advanced state of deterioration. The demolition was a project to benefit Crawford County, Missouri, the U.S. Army, the Missouri Department of Transportation, and the University of Missouri – Rolla (UMR) was conducted jointly by the UMR Rock Mechanics and Explosives Research Center (RMERC) and the UMR Center for Infrastructure Engineering Studies (CIES). By arrangement with Crawford County, a 55-foot span of the old bridge was brought to the University Structures Laboratory in Rolla, while the longer, 200-foot span of the bridge was demolished using preburning and explosives. Originally, the longer span was to be blown up by C Company of the 5th Engineer Battalion (from Ft. Leonard Wood, Missouri) under the supervision of personnel from UMR. Unfortunately, permission for the operation from the Department of the Army could not be obtained in time to meet permitting requirements for the demolition. Therefore, a commercial demolition contractor was employed to perform the demolition, and to remove the scrap.

The current Stoilensky magnetite concentrator comprises a three-stage crushing circuit followed by three stages of ball milling, grinding and concentration to produce a magnetite concentrate with 66.5% iron (Fe). The plant is built in four lines, three lines having four mills and one line with five mills, to treat 32 Mt/y of ore and produce 13.9 Mt/y of concentrate.NLMK, the owner, is Russia’s third largest steel maker and while the ore from the Stoilensky Mining and Beneficiation Plant (SGOK) provides the bulk of their supply, they still must buy ore from external sources at world prices. A decision was taken to expand the SGOK operation to supply all the NLMK concentrate, including the production of pellets.To commence the expansion, high pressure grinding rolls (HPGRs) were introduced as a fourth stage of crushing ahead of the first ball mill. This was a relatively low capital cost expansion and increased production by 12 to 15%, the cost being much less than an additional grinding line. The importance of this development was that earlier introductions of HPGRs in Russia had presented several problems so there was some reluctance to the initial concept. The even greater significance was that nearly every magnetite plant in Russia had a three-stage crushing circuit so the successful introduction of HPGRs was of interest to many operators.The design was developed by a team, consisting of Worley Parson, Mineralconsult and PiterGORproject (PGP), for the first four units to fit inside existing building structures. The first two units were commissioned in March 2016 and the next two units in May 2016, and production improved by over 12%. The computer program introduced in this paper is based on design guidelines developed for selection of support systems used in mine roadways. The support types considered include rock bolts as well as rigid and yieldable steel arches. Using the computer program, the design engineer can select the type, pattern and specifications of the support systems suitable for various roof conditions. The concepts utilized, assumptions made, support selection criteria and description of the computer program, developed for the PC, are included.

The goal of the project reported in this paper was to make recommendations for changes in roof bolting procedures and bolter design that would reduce roof bolter accident rates. To that end the project identified the major hazards associated with each task a roof bolter operator per-forms, normalized task accident frequencies. by the time spent on each task, reviewed equipment design features and operating procedures related to the identified hazards and developed recommendations for equipment and procedural changes that would reduce, if not eliminate, the hazards. "The rare earths industry started in Austria in 1887 by Carl Auer von Welsbach (1858-1929) Professor of Chemistry at the University of Vienna. The process was based on monazite sand transported from Brazil as shipping ballast free of charge. This made possible producing thorium, cerium, and other rare earths at a low cost, thus permitting the growth of the industry. However, once the Brazilian authorities realized the strategic importance of the sand, shipping was stopped. Brazil then started its own processing of the sand in 1949. The background for Auer’s work, the role of Robert Bunsen in Heidelberg, and the invention of the spectroscope will be presented. INTRODUCTIONHeidelberg on the Neckar (Figure 1) was the meeting place for chemistry students from all over Europe in the nineteenth century. Her university founded in 1386 had already a famous professor of chemistry and medecine in the Faculty of Medicine by the name Leopold Gmelin whose three - volume Handbuch der theoretischen Chemie appeared in 1817-1819, that became later a multi-volume monumental work. As successor to Gmelin came Robert Bunsen (Figure 2) in 1852 who made this university town the Mecca of chemistry students. One of his students, the English Henry Roscoe (1833-1915) who became later a distinguished professor in Manchester, described him as follows: ""As an investigator he was great, as a teacher he was greater, as a man and a friend he was greatest""."

At the Hanna No. 4-A mine of The Union Pacific Coal Co. a new system of trackless mining is being utilized to extract a 26-ft coal seam. By using shuttle cars and a conveyor belt for haulage in the rooms and panel entries instead of pit cars and panel hoist a saving of 12 cents per ton is expected. Mining is conducted in a 26-ft coal seam laid down on a synclinal structure with active workings on a pitch of approximately ten to twelve degrees. The coal seam is interbedded between a shale bottom and sand- stone top. The coal is friable, high in moisture, and subject to spontaneous combustion. The mine is rated gassy by the State Coal Mine Inspection Department. Mining is conducted at the present time by unbalanced rope haulage an main slopes spaced on approximate 4300-ft centers with the three-entry system driven to boundary lines, strike entries being turned on approximate 1300-ft centers. Panels are driven to the rise between entries at approximately 750-ft intervals with panel rooms driven on the strike 500 to 600 ft long, leaving 150 ft of barrier pillar between each block of panel rooms.

"Niobium or columbium, as usually called in North America is becoming a more and more important metal in the industrial world because of its attractive properties.Eventhough discovered in the early nineteenth century, it was not until the 1930's that its use became more widespread. The discovery of large commercial deposits in the late 1950's and the demand of industry for steel with high strength and toughness further promoted its use. To assure its adequate supply new or-e processinr technologies had to be developed. So, beside the traditional gravity concentration, the flotation process was employed for the partial upgrading of pyrochlore concentrate at S8ve (Norway) plant in 1953. The flotation process was equally used at St-Lawrence Columbium plant in the province of Quebec, Canada. The new plants at Araxa and Catalao in Brazil and at St-Honore, Canada, which supply almost of all niobium used today in the non-Communist world, also adopted the flotation process. The processes using long chain aliphatic rnonoarnines, diamines or sulfonates as collectors proved to be difficult especially on weathered types of ores or on those having a substantial content of silicate gangue minerals. They almost completely failed in case of alkaline intrusive rocks as syenites, nepheline syenite, ijolites and pyroxenites, composed almost entirely of silicate minerals. A lot of effort was devoted all around the world on research of new, more efficient flotation processes. So in 1982, Les Services T.M.G. Inc. (Niobec), sole producer of pyrochlore concentrate in North America, developed the direct pyrochlore flotation process from carbonatites. In 1983, at about the same time, the Quebec Department of Natural Resources Laboratories and Les Services T.M.G. Inc. announced a successful recovery of niobium Minera1s from a low grade nenheline syenite ore."
