This volume summarizes mining and petroleum legislation in 22 jurisdictions of the Near East and South Asia. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes : First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; and third, analysis of laws applicable to natural gas, petroleum, and related materials. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of states or provinces, those areas are considered separately from the central government.

FLSmidth-Summit Valley Technologies has been a leader in gold processing equipment for nearly two decades. Over the past several years an extensive research and development effort has led to improvements in Mercury Abatement systems and process efficiency in Adsorption Desorption and Regeneration (ADR) or "Carbon" plant operations. Two technologies will be discussed that are focused on efficiency improvements followed by an explanation of Mercury Abatement systems. Gold and silver can be desorbed from carbon in several ways. FLSmidth has made significant improvements to the Pressure ZADRA process allowing for lower energy consumption and lower capital costs. This patented process is known as the Split-ZADRA Strip method. Split-ZADRA allows a plant to elute loaded carbon in a semi-continuous fashion. This increases the grade of the Pregnant Strip Solution, improves electrowinning efficiency, reduces capital equipment costs, and reduces energy requirements. During desorption and electrowinning for the Pressure ZADRA process, the pressure and temperature of the circulating strip solution is changed multiple times. A self-contained heating and cooling system has been developed which decreases the energy requirements for elution. Mercury Abatement technology has become increasingly important in recent years. Along with FLSmidth Summit Valley Technologies' complete Mercury Retorting Systems, FLS-SVT has developed systems for the capture and removal of mercury from electrowinning cell and strip solution exhaust, Carbon Regeneration exhaust, and the dore furnace exhaust. This paper describes each of the technologies introduced above and their success in operational gold and silver mines. This report summarizes the work performed under USBM Contract No. H0155155. The purpose of this work was to obtain operational data on retrofit noise control treatments suitable for use in coal preparation plants. This data was obtained by evaluating the performance of four categories of noise control treatments which were installed in a commercial coal preparation plant. The four categories of treatments were resilient screen decks, resilient impact pads, chute liners, and curtains. The selection, installation and initial evaluation of the treatments was documented in the Volume I report issued in 1977. This Volume II report summarizes the results of the long-term evaluation of the original treatments, as well as some additional tests which were conducted on elastomer-clad (resilient) screen decks. This project demonstrated the feasibility of a number of retrofit noise control treatments, some of which also proved to be quite durable over the long term.

The development and use of minerals and mineral fuels are essential to national security and to the maintenance of an expanding economy. As a Nation, we often met these needs but failed to recognize and assess the impact that mining and mineral processing activities have on other natural resources. Currently, the growing demand for energy and minerals is accompanied by an increasing awareness that the provision of these resources must not conflict with society's demand for a clean and habit-able environment. Although present mining and mineral processing activities incorporate, or have under development, technology capable of minimizing environ-mental impacts on land, air, and water, many older operations, particularly in the first half of this century, lacked the technological, social, and environmental insights that exist today. Consequently, a substantial backlog of damaging and potentially damaging conditions remains from such problems as mine subsidence, acid water generation, burning and nonburning waste banks, abandoned surface-mined lands, abandoned underground mine fires, and abandoned mine shafts and oil and gas wells.

The excavation of ramps and tunnels often requires high-speed development with (or without) the use of high-energy mining equipment such as loaders, dump trucks, TBMs and roadheaders. This high-speed development creates a challenge in terms of providing a safe and productive working environment. For example, heat from continuously exposed surrounding rock, heat from broken rock, heat generated by mining equipment, potential in flows of hot ground water, pollution from associated diesel equipment and the distance of the advancing face from fresh through-ventilation all have to be taken into account when designing ventilation systems for high-speed ramp and tunnel developments. This paper discusses methods of achieving acceptable environments at the face and along the length of the tunnel. The methodology has been successfully implemented in the development of long (up to 20 km) TBM drives in the Lesotho Highlands Project and in mining projects in hot rock using drill and blast methods as well as mechanized methods using continuous miners and roadheaders. The determination of heat loads includes calculation of the heat flow within the surrounding rock, evaluation of the operating cycle of the equipment and the contribution to the overall heat load of the broken rock as it travels out of the tunnel. The determination of heat loads from surrounding rock in new tunnels required a modification of the algorithms generally used for established excavations. The paper also examines the use of, for example, mobile duct and fan systems to ensure that fresh air is delivered to the specific areas where workers are located.

THIS paper does not deal with all sands used in the glass industry in Missouri; it covers only that used in the plate-glass factory at Crystal City. However, it is probably safe to say that other sands, pro- [ ] duced throughout the state for this purpose, are of identical nature. The glass sand used in Missouri is commonly called the St. Peter deposit, which is ascribed to the Ordovician Rock series in the form of sandstone. This St. Peter deposit, aside from a few small outliers, covers a large area of eastern Missouri. It forms, through a broad curve, the northeast margin of the typical Ozark region between Cape Girardeau on the southeast and Mineola, Montgomery County, on the northwest. The belt is extremely irregular, varying from one to ten miles in width; its length is 150 miles in a straight line. [ ] The outcrop near the entrance to the Crystal City mine appears in the form of a sandstone bluff approximately 30 ft. high, running along Plattin Creek (Fig. , I). Above the sand rock an overburden of Joachim limestone appears, which, thickens to nearly 300 ft. and forms the hill commonly called Buck Knob. "A ball charge dynamics model is presented. Simulation results are compared with observed data showing good correlation. Based on the charge dynamics models, a liner wear model is presented along with some wear simulation results. Using the charge dynamics model with the liner wear model, it is possible to envision the predictions of mill power consumption as a function of liner wear. Further work is needed to validate the liner wear model.IntroductionFrom a process control point of view, industrial systems can be considered stationary or non-stationary. For example, the physical properties, such as geometric and/or material, of a system considered stationary do not change with time. However, this is not true for non-stationary systems such as those found in the mining industry where process dynamics are often violent with wear being an intrinsic process phenomenon.In this paper, a model for ball charge dynamics will be presented along with a description for liner wear. Simulation results for power draft prediction using the charge model will be compared with observed data. Further, liner wear results will also be presented."

This paper discusses the traditional costing approach currently used in the underground coal mining industry. Activity Based Costing (ABC) is identified as being a potentially more effective manner in which to cost underground coal mining systems. With the use of a costing framework developed by the author incorporating new thinking to eliminate the shortcomings identified in the traditional costing approach, a comparison of two types of underground coal mining systems, viz. continuous miner and longwall, is conducted. It is found that under certain criteria, in all cases, irrespective of the way in which the systems are costed, the continuous miner system is currently the better investment. It is also observed that when a system is costed using ABC that better investment decisions result when compared to costing the same system using traditional costing techniques. It is further seen that traditional costing techniques tend to overestimate the total costs of a mining system. This paper shows one application of ABC that can be incorporated as a management tool.

The widely employed IPCC models for the release of methane from underground coalmining operations are reviewed, and put in the context of the South African National Communication on greenhouse gas emissions. Then attempts to calibrate the model via measurements on South African coalmines are described. These attempts failed because it rapidly became clear that the IPCC model, involving methane adsorbed by the coal and released (a) by the depressurization of the strata caused by mining, (b) from the broken coal and (c) from coal remaining in roof, floor, pillars or goaf after mining, was not valid. Instead, measurements showed that the methane release was very variable, sporadically falling to zero. Carbon dioxide concentrations were monitored at the same time as methane, and followed methane concentrations. An alternative model was developed, in which methane was largely displaced from the coal and held in fissures, cleats and pores, which, when intersected by mining, released methane into the ventilation stream. In a key test of this hypothesis, methane concentrations around a continuous miner were monitored both during operation and after shutdown. Even during operation, methane became undetectable. It is hypothesized that heating of the South African coal-seams during the emplacement of the igneous dykes that cut so many of the seams caused displacement of the methane from the coal into the pores. This fissure-held methane, or free methane, is released rapidly once a pathway through the coal into the mine atmosphere is established. In contrast, methane adsorbed in the coal, and measured as the seam gas, desorbs relatively slowly. Measurements suggest that on average about 50%of the adsorbed methane is lost one day after mining. By that time, the coal will have left the mine, so that the remaining seam gas will be released to the atmosphere outside the mine. Attempts to measure methane emissions from surface coal-mining operations showed very little detectable methane. Coal from surface operations, which was milled and exposed to atmosphere, adsorbed gas from the air. It is concluded that methane release from surface operations is probably less than 3Gg/a. It is estimated that the total methane release from the coalmining industry amounts to about 72 Gg/a, as opposed to the National Communication estimates of 323 Gg/a in 1990 and 317 Gg/a in 1994. However, there are large errors associated with these estimates, and it is recommended that the methodology outlined in this report be extended to as many mines as possible to reduce the errors that are inherent in the physical processes underlying the release of methane from South African coalmines.

This paper deals with the experimental and theoretic study of the contact pressure beneath the deep foundation of Beijing International Hotel, The experiments have been carried out in project and in model footing 6.6m2. The result of measurements shows the contact pressure at the edge is greater than that at the center. The theoretic analysis on the base of elastic theorey is in good agreement with the test if the proposed assumption used.

"A Z1600 Jameson Cell Test Rig was rented for test work at Vale’s Clarabelle Mill operation. This paper discusses the evolution of renting the unit for test purposes to owning the unit and operating it as a revenue generating process component. The paper focuses on three aspects of the Z1600 project; the initial rental and installation, the test work performed in the cleaning circuit, and the business factors which led to the unit being permanently incorporated into the copper circuit.INTRODUCTION Clarabelle Mill is located in Sudbury Ontario (approximately 350 km north of Toronto) on the southwest rim of the Sudbury basin a meteoric impact crater that is 62 km long and 30 km wide. The result of the meteoric impact was concentrated nickel (Ni), copper (Cu) and platinum group metal (PGM) ore bodies in the outer perimeter of the basin; described in more detail by Hanley (1957). Vale currently has seven operating mines in the Sudbury basin, from which nine distinct ore types are mined. Ores are also received from two QuadraFNX mines. Clarabelle Mill processes all of these ores for the Ontario Operations of Vale. The mill, commissioned in 1971, was originally built as one of four mills operated by then Inco Limited. Between the late 70’s and the early 90’s process changes were made to consolidate the Sudbury Operations milling processes into a single operating mill, Clarabelle Mill. In 1990, the SAG mill was installed resulting in peak mill throughput of 11.9 million short tons per annum (Mstpa), with typical throughputs of ~10 Mstpa. Mill average feed grades were 1.4% Cu and 1.2% Ni. During the resources boom, plans were developed to increase the mill capacity at Clarabelle Mill in stages to a final capacity of 13.5 Mstpa. The project known as the Clarabelle Mill Expansion and Recovery Project (CMERP) included expansion and reconfiguration of the grinding and flotation circuits. The first stage was a planned increase in grinding capacity with the reallocation of existing mills, the existing flotation capacity would be required to treat higher throughput until the new flotation circuit was constructed."

The purpose of this short paper is to present soil profiles and basic soils information for the portion of the I-880 Replacement Project alignment where highway structures are to be built. The information presented here is derived primarily from foundation investigations conducted by the Caltrans Foundation Unit (currently the Structures Foundation Branch, Office of Structural Foundations) and by others under Caltrans direction. The foundation investigation for the I-880 Replacement Project began in May of 1991. The field work was completed in May of 1992 and consisted of 93 rotary sample borings, 11 consolidation sample borings, 6 TEXAM® pressure meter borings, six in-place vane shear borings and 57 electronic cone penetrometer soundings.

Carbothermic process of Ferro Silicon production is primarily a slag-less process. However, slag formation is observed in the regular operation as experienced by almost all the Ferro Silicon Producers in different pro-portions. The problem of slagging in the furnaces may be due to: a)Variation in the input burden charge material quality b)Fluctuations in the Carbon balance and/or c)Fluctuations in the Electrode penetrations The problem will be more severe in nature with the increase of the size of the furnace. The operation performance of the furnace gets badly affected if the slag formed in the furnace is not removed from the bath in time and to the maximum extent possible. It is, therefore, very essential to know the characteristics of the slag formed in the Ferro Silicon Furnaces, besides eliminating the very cause of formation itself; and to find the routes of draining of the same from the furnace bath effectively. This paper envisages the effects of using the LIME STONE in the Ferro Silicon Burden in stabilizing the 48MVA Furnace for improved performance and better consistency. Quality fluctuations in the available Raw Materials are compared with that of the requirements for the Ferro Silicon production. The furnace operational data is compared for 12 months period each for the period corresponding to the before and after usage of lime stone in the burden and found encouraging results in the performance. Implications of use of Lime Stone in the burden on the quality of the output alloy are also studied.

The influence of different grinding methods on the shape characteristics of magnetite particles was investigated. Also, the effect of particle shape on the flotation of the magnetite, both alone and in the presence of quartz particles, was investigated. The shape characteristics of the magnetite particles were measured and calculated from images obtained by scanning electron microscopy via an image analysis system. The flotation tests were performed using a laboratory flotation cell. Results showed that in the -250+212 µm and -106+75 µm size fractions, ball mill products have a higher elongation value than rod mill products, while in the -150+125 µm size fraction, rod mill products have a higher elongation value. Particles with higher elongation values and lower roundness values have a higher flotation kinetic constant. Furthermore, the influence of magnetite particle shape on flotation is greater, and the flotation kinetic constant is higher, in the presence of quartz particles than in the flotation of magnetite alone Keywords shape, elongation value, flotation kinetics, magnetite.

A simulated rockburst was conducted underground at Kopanang Mine, previously called Vaal Reefs No. 9 Shaft. The rockburst was simulated by means of a large blast detonated in solid rock close to a crosscut sidewall. The simulated rockburst involved the design of the seismic source, seismic observations in the near and far field, high-speed video filming, a study of rock mass conditions such as fractures, joints, rock strength etc. Knowledge of the site conditions before and after the simulated rockburst was also gained. Some of the important findings are listed below: ?Two areas of damage were identified on the blasting wall: (i) an area of high-intensity damage in which ground velocities of 3.3 m/s were recorded by an accelerometer, which was subsequently ejected in a block of rock, (ii) an area of low-intensity damage where ground velocities of 1.6 m/s were recorded by an accelerometer which remained on the tunnel wall. ?High-speed filming revealed rock fragments being ejected from the wall at velocities in the range of 0.6 m/s to 2.5 m/s. The measurements were taken in the area of low-intensity damage. As planned, no gas pressure was directly involved in damaging the wall of the tunnel. ?The attenuation of peak particle velocities for the main blast in the near field (6 m to 30 m), as a function of distance R, was found to be proportional to R-1.7. ?The simulated rockburst was recorded as a local magnitude ML= 1.3 by the Klerksdorp regional seismic network. ?Peak particle velocities from nearby blasting, recorded on the tunnel wall after the simulated rockburst, were about six times greater then peak particle velocities recorded from the same source area before the simulated rockburst.

Sulphuric acid pressure leaching is the process of choice to recover nickel and cobalt from laterites with variable iron and magnesium contents. The latter influences the acidity levels required for effective leaching of nickel and cobalt, and during leaching, iron is rejected in-situ as hematite. Classical solid/liquid separation is performed via a CCD circuit, the performance of which depends upon the size and shape of precipitated particles. In this paper, precipitates obtained by acid-leaching of various lateritic feeds at 270°C are characterized using SEM/EDX and laser particle size analysis. It is shown that as acidity increases, the shape of the precipitates gradually changes from platelets to spheres, thus improving the S/L separation properties of the residue. The use of hydrogen ion concentration “at temperature,” calculated from a speciation analysis, allows the explanation of this change of morphology independently of the type of the ore feed. The possibility of precipitating magnesium sulphate “at temperature” is also discussed. In order to take advantage of this precipitation for scale reduction (as has been proposed in the past) without compromising the residue quality, [H+] “at temperature” must be controlled within an optimum range.

The Flambeau and Ridgeway Mines, both owned and operated by wholly owned subsidiaries of Kennecott Minerals Company, were located very close to populated areas having initial concerns about health, safety and the environment. The success of both operations depended upon developing a framework of community support and enhancing sustainable development opportunities throughout the entire life cycle of the mining operations to address these concerns. The protection of the Flambeau River was the cornerstone of the Flambeau Mine’s success. The highest priority for the Ridgeway Mine was to ensure long-term physical, chemical and ecological stability of the reclaimed mine site. Both of these goals have been achieved and are discussed in this paper, which highlights Kennecott Minerals Company’s integration of sustainable development principles into its business decision-making and management processes.

Deposits of gray hematite occur in two districts in Talladega County, Ala., the Emauhee-Tallasechatch and Weewoka, both in the; vicinity of Wintorboro, 50 miles east of Birmingham. The deposits were investigated by the Bureau of Mines in 1945 and 1944. Approximately 15,000 feet of diamond drilling was done and 6,000 linear feet of trenches excavated and sampled.

A Two-Section Helical Pile (TSHP) is a steel pipe with two shaft sections of different diameters and with one or more helix plates near the bottom of each shaft section. TSHPs are used regularly in western Canada as foundation pockets for single and double circuit distribution power line poles. The results of a comprehensive lateral pile load test program and the field monitoring of TSHPs installed in organic soil (muskeg) over soft clay are presented in this paper. A total of nine full scale lateral load tests were carried out, including seven tests using TSHPs with different diameters and embedment depths, and two tests using one-section helical piles. The prime objective of the study was to evaluate the lateral resistance of TSHPs installed into very soft organic soil (muskeg) overlying soft clay soils, to compare their lateral resistance relative to one-section helical piles and to compare the measured and the estimated lateral resistances using p-y curves. In order to provide sufficient soil data for analysis, the subsurface soil stratification was evaluated using two different techniques including; Cone Penetration Tests (CPT) and Portable Soil Probe Tests (PSPT). The two testing techniques were also compared and evaluated. This paper summarizes subsurface soil conditions, pile configuration, helical pile installation procedure, testing setup and results.
