?It is in the interest of stability and investor confidence that the healthy and necessary debate on such a (minerals) policy should soon find its way to consensus.? (President Nelson Mandela at the104th (1995), AGM of the South African Chamber of Mines) Inauguration of the new political dispensation in South Africa initiated a dynamic period in the historical development of its minerals policy. The process of substituting the current South African mineral policy framework with an acceptable ?post apartheid? system, started soon after the 1994 election of the African National Congress (ANC) government. The Green Paper on a Minerals and Mining Policy for South Africa released for public discussion in February 1998, calls for radical transformation in mineral rights ownership. A shift towards exclusive state ownership of mineral rights, away from the present dual system of private and state ownership, is the most significant proposal. The current holders of mineral rights, or their nominees, who lawfully enjoyed security of tenure under past and present mineral laws are opposed to this transformation because mineral rights were often acquired at considerable cost. The situation is compounded by poor public record-keeping and passive mineral rights administration over a very long period. This paper represents a summary of the historical developments leading to the current legislative environment and forms the basis for any discussion on which future sculpturing of South Africa?s policy regarding mineral rights can take place. One cannot plan for the future without considering the past!

Dolomite impurities are increasing in the currently mined phosphate deposits in Florida. Several research efforts have been conducted in various laboratories around the globe to find methods to economically removing the dolomite. However, a universal and cost-effective process is not now in commercial use. In this paper, a new process for dolomite/apatite separation is presented. The differential solubility of dolomite in slightly acidic solution is utilized to generate micro CO2 bubbles at the dolomite/water interface. Particle (dolomite)/bubble aggregates float to the surface leaving phosphate concentrate with low MgO content. Interestingly, up to 6.0 mm particles can be floated by such micro-bubble/particle aggregates. Different surface-active agents were tested to stabilize the bubbles. Results of these tests are presented, and the mechanisms involved are discussed.

The continuous interest of the American Cyanamid Company in producing superior polymeric flocculants and dispersants for the mining industry has resulted in a broad, general study of the physical chemistry of mineral-polymer systems. The aim of this program has been to establish a sound theoretical basis on which practical problems could be analyzed, and which would lead to the development of new and improved flocculating and dispersing agents. This study has required the cooperative effort of physical, analytical, and polymer chemists, as well as engineers familiar with mining problems. This report summarizes the results of some of our investigations over the past two years. Further studies along these and other lines are in progress and will be reported in the near future. MEASURING FLOCCULATION IN THE LABORATORY The foremost problem in studying flocculation in the laboratory has been to establish reproducible methods of comparing and evaluating the effectiveness of various reagents. Previous workers have measured settling -rates 1,8 filtration rates2 , and sediment volumes3 . Direct observations of the floc size, or the clarity of the supernatant liquid, can also be used. AIthough these parameters are all interrelated, they do not always measure the same physical properties of the suspensions, and hence are not equally useful or reliable. Whatever the method of comparison selected. the testing procedure must be carefully defined and standardized. The results must be satisfactorily reproducible, and for practical purposes must accurately reflect the results obtained in mill use. In order to compare the data obtained in these various types of test, the physical nature of the flocculated system must be examined in some detail. In an unflocculated system, only the larger or denser particles (the "sands") settle at a useful rate. The sediment can be observed to build up from the bottom of the cylinder, while the fines remain in suspension for a long period of time. If the system is not disturbed, even the microscopic fines can be seen to classify themselves as they fall over a period of days. When a high molecular weight polymer is added to the system, the colloidal particles are tied together randomly in flocs, and the sands and fines settle together. The line of demarkation between solid and liquid phases moves downward from the top of the cylinder. The settling rate of the flocs depends on their size and on their effective density. For a given mineral sample, the larger the flocs, the faster the settling. Since the large flocs cannot pack as closely as small ones, they produce a sediment with more pore spaces, and hence of larger volume, which is easier to pump and to agitate. Although it is nearly impossible to measure individual floc sizes, it is relatively easy to determine settling rates and sediment volumes. Of these two, the settling rate is simpIer to measure, and hence generally more practical. Reproducible sediment volumes can only be obtained by allowing the solids to pack for a rather long period of time (e.g., hours to days), and although the volumes thus observed are directly related to the degree of flocculation (average floc size), it is often impractical to wait so long for the results.

The EKATI"" Diamond Mine commenced operation in October 1998. It is operated by BHP Diamonds Inc., which is a part of the Non-Ferrous and Industrial Materials Division of BHP Minerals, a business unit of BHP Company Ltd. of Melbourne, Australia. The EKATI"" Diamond Mine is a joint venture of BHP Diamonds Inc. (51%), Dia Met Minerals Ltd. (29%), Charles E. Fipke (10%) and Dr. Stewart L. Blusson (10%). In December 1993, an office was opened in Yellowknife, Northwest Territories specifically for the then Northwest Territories Diamonds Project (EKATI"" Diamond Mine) development. EKATI"" Diamond Mine is located 300 kilometres northeast of Yellowknife and 200 kilometres south of the Arctic Circle in the Northwest Territories of Canada (Figure 1 ). The site is located in a remote tundra area of continuous permafrost, north of the tree line, which is part of the Canadian Shield. Wekweti (Snare Lake), a Dogrib community approximately 180 kilometres southwest of the project, is the closest neighbour. The mining area and facilities lie within the 10 960 hectares land leases held by the joint venture. The total claim block (core zone and buffer zone joint ventures) covers 344 000 hectares. To date, more than one hundred kimberlite pipes have been identified within the claims. Five of these provide the basis for the present mine plan. Total capital investment in the project is over C$700 million. At full production employment will be about 600, including employees and long-term contractors, with over 33% being Aboriginal from the Northwest Territories.

The feedwell performance in gravity thickeners and clarifiers relies on the efficient mixing between solid particles and flocculant to achieve effective flocculation, as well as energy dissipation of the incoming feed stream. A population balance-computational fluid dynamics (PB-CFD) model has been developed and validated to provide new insights into the operation and performance of industrial feedwells. In particular, the PB-CFD model enables the efficacy of the main functions of a feedwell to be investigated for a wide range of feedwell designs and process conditions. This paper describes how PB-CFD was used in the design and development of a new feedwell concept for the flocculation of particles in a solid-liquid stream. The patented feedwell design includes an upwardly converging flow diverter to create two separate compartments for energy dissipation and flocculation. PB-CFD simulations of this simple and easy-to-retrofit feedwell design illustrate a superior performance in terms of flocculation and energy dissipation compared to typical feedwells over a wide range of flow conditions. The potential benefits include reduced flocculant consumption, better de-aeration, greater stability and the ability to cope with a wider variation in volumetric throughput, better flocculation and fines capture, and a more symmetrical discharge that may also offer improved overflow clarity in some applications. The new feedwell design has been installed in a full-scale thickener at an Anglo American Platinum site in South Africa. A number of operational factors complicate this application, but indications are that the new feedwell has led to improvements in stability and underflow properties.

In many developing countries, asbestos is still used for friction products, insulation, and asbestoscement products. However, there is very limited modern data evaluating the airborne concentrations of asbestos fibers in operating asbestos plants. We have conducted an Industrial Hygiene survey, using state of the art PCM and TEM analysis, of a Bolivian asbestos cement plant that uses crocidolite during the production of roofing shingles and water tanks. The study is the first to use modern analytical measurements in an uncontrolled asbestos environment. Thus, this study offers insight into the historical airborne exposures at asbestos plants operating before modern dust control measures were introduced or airborne fiber levels regulated. The results suggest that fiber concentrations are far in excess of those for which current models would predict the onset of asbestos disease and mesothelioma. Significantly, the plant and community do not have an elevated incidence of asbestos disease or mesothelioma. Airborne fiber levels during comminution and fiber sizing ranged from 100 to as much as 1,000 f/cc. Fiber levels in the mixing, forming and finishing areas ranged from 0.5 to 9 f/cc. Based on the number of overloaded samples and estimates of their concentration, historical estimates of exposure may be underestimated by an order of magnitude. Also, an excellent correlation (1:1) between the PCM and TEM fiber concentrations (for fibers _0.25 um diameter) were obtained, raising questions about the conventional wisdom that the PCM systematically undercounts fibers. The results of this study further indicate that current models may overestimate the risk of asbestos disease and mesothelioma.

THE geologic structure of the Idaho phosphate field has an important bearing on the classifica-tion and the exploitation of the lands that contain phosphate. Maps and structure sections1 recently made available show that the phosphate is mainly preserved in downfolded or downfaulted areas. Since the phos- phate beds are generally rather soft and lie between harder and thicker formations they have been forced to adjust themselves to these formations during epochs of disturbance of the earth's crust, so that they are frequently affected by minor folds and by faults which may help exploitation by producing undue thickness at certain places or may hinder it by cutting out the phosphate at other places where according to expecta-tion it should be present. A particularly important structural feature which affects both the distribution and the exploitation of the phosphate beds is the great Bannock overthrust by which one or more slices or blocks of the earth's crust have been pushed over other blocks like ice cakes on a pond. Thus in this region a great flap of folded rocks lies across other rock structures for a distance of approximately 35 miles. Most of the commercially accessible phosphate deposits, shown in the maps that accompany the report cited, are in this flap, which con-stitutes the upper block of the overthrust. In some places, however, the phosphate in the lower block is also accessible. In both blocks post-phosphate rocks exposed at the surface here and there indicate that phos-phate beds may lie at greater or less depth below. The presence of the Bannock overthrust beneath much of the area reported is known by the occurrence of windows in the upper block both within the quadrangles mapped and in areas farther west. The portions of the lower block exposed in these windows show stratigraphic dis-cordance with the surrounding formations. The depth of the fault plane at most places, however, can be told only by drilling or actual mining. Some of the folds in the upper block are relatively deep and it seems fairly certain that the phosphate that may originally have been present in their deeper parts has been removed by thrust faulting. The estimates of phosphate reserves in folds liable to be affected by the Bannock overthrust may therefore need ultimate revision depending on the depth of this fault plane, as it may subsequently be ascertained.

"Laterite ore processed by the Ambatovy Joint Venture in Madagascar is primarily limonitic in nature, containing about 40 to 45 wt.% Fe and 1.1 wt.% Ni. The process selected for treatment of this ore considered the behavior and deportment of iron in each step of the commercial flowsheet. Such considerations included nickel and cobalt recoveries, reagent consumptions, liquid-solid separation characteristics, and both intermediate and final product purities. In this paper, the results for the first three years of commercial operation at Ambatovy are compared with the design parameters, with emphasis on the behavior of iron.INTRODUCTION The main component of nickeliferous laterite ore is iron, and the Ambatovy deposit in Madagascar is no exception. The Ambatovy ore is primarily limonitic in nature, containing about 40 to 45 wt.% Fe and 1.1 wt.% Ni. Since the nickel content of the ore is roughly one fortieth that of iron, successful recovery of nickel depends on close control of the behavior of iron in the selected process. Exploration of the Ambatovy area, which is located to the east of Antananarivo, the capital of Madagascar, dates back to 1960, when the Malagasy Service Géologique carried out a limited pitting and auger-drilling program. Phelps Dodge Corporation (now Freeport-McMoRan Copper & Gold, Inc.) was granted the mining rights to the property in 1995 and carried out significant resource definition, environmental assessment and engineering studies between 1995 and 2001 (Chou, Rooke, Williams, & Hanks, 2000). In 2003, Dynatec Corporation, which was formed in 1997 by the merger of Dynatec International Ltd. and Sherritt International Consultants Inc., signed a joint venture agreement with subsidiaries of Phelps Dodge to evaluate the Ambatovy Nickel Project. Dynatec then became extensively involved in the development of the project, including process selection and pilot plant testing in Fort Saskatchewan (Collins et al., 2004, 2005, 2009; Collins & Vardill, 2005). Dynatec acquired 100% of the project in 2005 and a joint venture between Dynatec, Sumitomo Corporation, Korea Resources Corporation (KORES), and SNC-Lavalin Inc. (SLI) was formed shortly thereafter to provide funding for further development. SLI was responsible for engineering, procurement and construction management of the commercial facilities. Sherritt International Corporation reacquired Dynatec Corporation, including 40% ownership in the Ambatovy Nickel Project, in 2007. The current Ambatovy Joint Venture consists of an integrated nickel and cobalt mining, processing, refining and marketing enterprise between subsidiaries of Sherritt (40% owner and mine and plant operator), Sumitomo Corporation (32.5% owner) and KORES (27.5% owner)."

The Bureau of Mines is conducting research to improve technology for the recovery of strategic and critical metals, such as cobalt, nickel, and chromium, that are lost in bulk and particulate superalloy-type scrap because it has not been possible to process mixed contaminated scrap efficiently. The research approach involves melting and casting mixed superalloy scrap into soluble anodes for electrodeposition of Ni-Co alloys by controlled-potential electrolysis. The initial experimental results described in this report are from electrolytic tests us-ing alloy anodes cast from elemental nickel, cobalt, and chromium, the main constituent metals of superalloys. Baseline data and operating parameters are necessary for Ni-Co and Ni-Co-Cr alloys before detailed experiments can be conducted on the more complex superalloy scrap. This basic research assessed the effects of cathode potential, S04:CI electrolyte ratio, electrolyte pH, stirring rate, deposition time, cathode current density, and chromium concentration on cathode current efficiency, alloy deposit composition, and deposition potential at a cell temperature of 55° C.

The design of the settling pond for the Malvern Hills opencast coal project was based on a primary requirement to control runoff and sediment generated from the immediate 6 ha mine catchment, which included two seepages from old underground workings. The pond has been particularly effective in controlling turbidity in the outflow water, with the consent limit of 50 NTU being met on all but one occasion and normal levels of discharge less than 10 NTU. Water quality testing carried out at the time of consenting indicated that there were no acid-generation issues with the proposed mine site in dominant mudstone strata of the Broken River Formation, and that water from the old mine workings was near-neutral in terms of pH and well-buffered. However, it became apparent over the very dry summer of 2003 - 2004 that slaking of the exposed mudrocks in the mine batters was resulting in significant acidity generation, and outflow pH levels were well below the consent limit of 6.5 during and following periods of rainfall. Although these acidity problems have been remediated in the short-term by the use of lime products, it is clear that a programme of lithotype characterisation for AMD should have been undertaken and this has now been implemented. Design of long-term acid drainage control measures is being carried out, and will probably be based around the use of hydrated lime for pH control with enhancement of natural wetlands.

The Bureau of Mines is doing research and development work on a coal-fired gas turbine plant initially developed by the Locomotive Development Committee, (LDC) of Bituminous Coal Research, Inc. The Bureau is redesigning the turbine blading and some of the auxiliary equipment, and is reerecting, the plant at the Morgantown (W. Va.) Coal Research Center. The present goal is a 1,500-hour run at virtually the same operating conditions used by the LDC in their final 1,100-hour test with the turbine. This will allow the Bureau to properly evaluate the new blade design. Erosion of the turbine blades (particularly the roots) by ash in the hot gases from the combustion of coal was the most serious problem in extended operation in earlier experimental work. New blades made of Stellite6 are being fabricated for the stator and rotor, and armored wear strips of titanium carbide will be inserted in the blades at the areas of probable maximum ash velocity and concentration. The trailing edges of the rotor and stator blades are being thickened and thinned, respectively, to induce the ash to travel to the casing and prevent it from returning to the base of the rotor blades. The first stage rotor and second stage stator blades are being removed to provide an annular space for maximum quantities of coal ash to centrifuge to the casing. Additional blades will be added to most of the rows in the stator to stop secondary flow of dust-laden gas toward the rotor. A contract has been awarded for fabrication of the new blades. The 1,500-hour run will be started as soon as the new blades are installed.

The transport of fluid, heat ,and particles (bubbles and solid inclusions) in flowing molten steel is investigated in steel refining ladles, the continuous casting tundish, continuous casting mold and strand, and steel ingot casting processes. The two-equation k-?? model is used to simulate the turbulence. Multiphase fluid flow is numerically simulated with a Lagrangian-Eulerian approach, an Eularian-Eulerian approach and the Volume Of Fluid (VOF) method. The simulation can predict inclusion trajectories, inclusion removal fraction, free surface waves and other phenomena, which can be used to optimize these important metallurgical operations.

"Platinum Group Metals (PGMs) used as catalyst which reduces toxic substances in emission gas exhausted from an automobile should extensively be recycled because they are rare metals produced only at the limited regions. The recycling process is to smelt an alumina honeycomb, in which PGM is built, in molten iron with flux such as lime and silica to separate them. PGMs are concentrated in molten iron while alumina in slag.The objective of this study is to understand the factor to concentrate PGMs in liquid iron as much as possible. Fundamental research of the distribution of the PGMs between the slag and liquid iron was carried out to recover the value metals of platinum, palladium and rhodium from the three-way auto catalyst. The distribution ratios of platinum, palladium and rhodium between the Al2O3-CaO-SiO2 slag and liquid iron are from 10-6 to 10-5, and these are concentrated in comparison with slag phase by about 1 million times to the liquid iron at 1873 K. The distribution ratios of platinum between the FexO-CaO-SiO2 slag and liquid iron decrease from 0.1 to 2?10-4 with increasing the CaO content in the slag. The CaO addition to the FexO unary slag is effective in concentrating platinum in molten iron.Based on the distribution ratios obtained in this work, recovery of PGMs was determined. The recovery of platinum, palladium and rhodium increase with increasing the mass ratio, Mmetal/Mslag. In the case of the conditions of Mmetal/Mslag = 0.04, the recoveries of PGMs showed more than 99.97%. The use of liquid iron and carbon saturated liquid iron as the collector metal is advantageous for the PGM recycling of the three-way auto catalyst. We found that PGMs are enriched to the molten iron or the carbon saturated iron and the slag loss of PGMs is negligible small."

The study comprised of the investigation into the sensitization characteristics of AISI 409 titanium stabilized ferritic stainless steel during low heat input welding. AISI 409 is a fully ferritic stainless steel used in catalytic converters and tubing for automotive exhaust systems due to the supposition that sensitization does not occur during low heat input welding. Two plates of 2 and 4 mm were tested for sensitization during low heat input welding. The study confirmed that chromium carbide (M23C6) precipitation occurs on the grain boundaries in the heat-affected zone with consequent depletion of Cr adjacent to the grain boundaries during welding. In the 2 mm plate sensitization occurred in the heat input range of 0.1 kJ/mm to above 0.25 kJ/mm and in the 4 mm plate sensitization occurred in the heat input range of 0.2 to 0.9 kJ/mm. Ti stabilization is ineffective at the heat inputs used in this investigation due to the rapid cooling rate through the temperature region where TiC precipitates. The presence of N was found to be detrimental since it consumes Ti on cooling, forming TiN, effectively lowering the amount of Ti available for TiC formation during rapid cooling after welding. Annealing for 5 minutes at 725°C does not improve the sensitization characteristics of the welded plate. There is a linear increase in grain size as heat input increases. The resistance to pitting corrosion decreases in the sensitized, welded plate in theheat-affected zone adjacent to the fusion line of welding. INTRODUCTION Many research efforts over the past years have been devoted to the study of energy consumption in comminution and the characteristics of the broken material. The old "laws" have been superseded by more general methods of analysis1,2,3 but these methods have not received much attention outside the laboratory. The work to be described here was done in order to obtain scale-up information on wet rod milling of sylvinite. EXPERIMENTAL A 30 x 51 in. Denver rod mill with a scoop feeder was used for these tests. Ore was fed from a variable speed screw conveyor into the feed box along with saturated brine. The mill was filled to approximately 45% of its volume with 2400 lbs of a mixed rod charge. The minimum possible feed rate was 2.5 tph and the practical maximum for this mill was 8 tph. Individual tests were run by setting the solid feed rate, then adjusting the brine flow rate to give the desired pulp density. After steady state, as evidenced by constant discharge pulp density, had been reached, samples of the discharge were taken at 15-minute intervals. These samples were filtered, washed with alcohol, dried, then screened on Tyler screens using a Ro-tap shaker. The sylvinite feed was regular plant feed that had been scalped at 20 mesh and was tapped from the coarse ore bins. It had been previously passed through a roll crusher set at 3 inches and after scalping was essentially minus 1 in. plus 20 mesh. RESULTS The screen analysis of samples from each series of tests was plotted on double logarithmic scale paper to determine the reliability of the series. In some cases, a faulty sample or screening procedure dictated that the results of one test be discarded. The criterion is a simple one — if the slope of one plot was noticeably different from the others in the series, it was discarded. The only cases that caused difficulty were those in which the brine was not thoroughly displaced from the solids. When this occurred agglomerates were easily identified on the screens and the whole of the sample was retained on 3 or 4 screens. There were no border line cases. The number N given in Table 1 is the number of size analyses that were pooled to form the data shown in Fig. 1. While examining the reliability of the sizing and sampling by plotting the data, it became apparent that there was no significant difference between grinds made at 50 and 60% solids. The location of seismic events in mines is traditionally calculated based on the arrival times of P- and S-waves for a given velocity model (homogeneous or heterogeneous). This technique is successful when the sources of seismic events are sudden and localised (eg episodes of fracturing in solid rock or dynamic slip along a plane of weakness) and thus the radiated seismic waves have clear arrivals. In massive mining operations such as block caves, strong seismic signals often originate from the movement of loose rocks on the perimeter of the fracture zone. These signals are easily recordable but do not contain easily identifiable direct P- and S-waves, making the estimation of location through traditional methods more complicated. This problem has been approached by using a ‘brightness’ location method that estimates the origin of seismic waves based on travel times of envelopes of seismic energy. Dust sampling is pivotal in estimating the ‘dose’ of dust exposure and in deriving dose-response curves in epidemiological studies. Over the last half century, gravimetric sampling has been the fundamental means for dust exposure monitoring using recognised respirable size-selective standards. In Australia, a gravimetric sampling technique has been followed since 1983 using the Higgins-Dewell (HD) type cyclones (AS2985). The re-emergence of ‘Black Lung’ or Coal Workers Pneumoconiosis (CWP) in Queensland, Australia has re-kindled the need for better understanding of personal dust monitoring, compliance determination, accuracy, timeliness of sampling results and dust control systems. Reporting dust levels in real time empowers miners and operators to take immediate action to avoid being exposed to excessive airborne dust. Two decades of intensive research in the USA has led to the introduction of gravimetric based continuous personal dust monitors (CPDMs) called PDM3700 as compliance tools. The new real-time mass based sensor is a continuous mass based dust monitor using the Tapered Element Oscillating Microbalance (TEOM) principle and is regarded as significantly superior to the current gravimetric sampling methodology.Recently the overall respirable dust standard in USA coalmines has been reduced from the historic 2.0 to 1.5 mg/m3. This paper provides the results of a comparative pairwise study of an existing gravimetric sampler and the PDM3700 carried out in 3 different Australian underground mines. The field results consistently suggest that there is a significant ‘measurement bias’ between the current gravimetric HD sampler and the PDM3700 monitor operated using a similar HD type cyclone. The results show that the currently used cyclone measurements are approximately 59 per cent higher than the ‘auditable’ PDM3700 monitor data at the current compliance limit of 3 mg/m3. Based on a review of the extensive data collected, the differences can in part be attributed to the aerosol size selectivity of the samplers with the current gravimetric sampler used in mines, collecting more larger sized particles (D90 of 15 µm). This finding has significant consequences for historic exposure results and their use in medical surveillance programs, as well as the current approach to non-compliance determination.CITATION:Belle, B, 2017.
