The establishment of a pilot plant for the continuous production of titania pigment and nano-titania is discussed. The plant was designed, constructed and operated on the Necsa site. The TiO2 production capacity is 7?10 kg.h-1 by the reaction of TiCl4 and O2at>1000°C. Liquid TiCl4 is sprayed under pressure into a plasma reactor where it evaporates and reacts with O2 to form TiO2. Process optimization has allowed for continuous production without any clogging or blockages. The primary advantage of the plasma-assisted process is the possibility to recover and recycle the chlorine values in high yield as Cl2 for use in the manufacture of TiCl4. The HCl formed in most conventional fossil-fuelled processes makes Cl2 recovery and recycling much more difficult. Particle size distribution analysis of the fine, white product revealed a d50= 125 nm. The raw product consisted of 60% rutile that could be increased to 80?100% rutile by post-annealing. The specific surface area (SSA) of the pigment was 8?20 m2?g-1(BET). According to the CIE colour index the ?whiteness? (L*>95) of the plasma-produced pigment was better than that of several commercially available pigments. The particle size could be manipulated by controlling the TiCl4 feed rate, gas flowrates, and the particle quench rate and residence time. Nano-sized TiO2 powders with a particles size (d50) as small as 50 nm were also successfully produced in this way.

Thermodynamic values for scandium and its compounds are very sparse. This is evident upon examination of any of the commonly used compilations of thermodynamic data. For example, National Bureau of Standards Circular 5004 lists only four heat of formation values, two free energy of formation values, and four heat-capacity values for scandium compounds. The entropy of crystalline scandium is one of the most fundamental values that has been lacking. This Bureau of Mines paper reports heat-capacity data for scandium metal in the temperature range from 50° to 298° K., together with the entropy value at 298.15° K. derived from these data through application of the third law of thermodynamics.

INTRODUCTION The honor of being the recipient of the Mining Society's Daniel C. Jackling Award for 1966 imposes on me the responsibility to search for the subject that I would be best qualified to discuss. It seems that my experience in the mineral industry — nearly 15 years in private and 30 years in public employment — should uniquely qualify me to comment upon the relationships between the mining industry, mineral engineering as a profession, and government, and the changing economic, technologic, political and social changes that dictate their relationships. Such conditions, the increasing knowledge of the world mineral resource base, the greater demands of an expanding population with a rising standard of living, shall be evaluated with respect to our profession — mineral engineering. In all of these forty or so years, I have been in close touch with many phases of the mineral and energy resource industries, especially those of the United States. Particularly during the past 10 years, I have had a ringside seat at the "goings on" in Washington. During all of this period I have observed and analyzed many of the problems of the industry and its relations with the government. During the past few years, I have had increased opportunity for doing research and have found a need to learn something about the mathematical techniques that are undergoing such a revival since electronic computers were developed. One of these techniques is multivariate analysis, which is a system for correlating a large number of complex variables. By applying this technique to the seemingly chaotic present-day situation, there emerges a course of steady improvement in the minerals resource industries that wars, depressions, and political strife have failed to obstruct for long. In short, I advocate a need for new concepts in mineral engineering to cope with the changes, pos- sibly adding many more specialized areas on one end of the spectrum, and broad engineer-generalist approaches at the other. The meeting place shall be where the intricate mineral resource problems at the frontier of knowledge merge into the socio-techno-logical problems of the world. HISTORICAL INVOLVEMENT OF GOVERNMENT IN MINERAL RESOURCE PROBLEMS Involvement of government in mineral resource problems undoubtedly is as old as government itself. But passage of the Mining Act of 1866, superseded by the Act of 1872, was the first major entry of our Federal Government into the problems of mining. Passage of the law was necessary to resolve many conflicting claims and disputes in mining. The General Mining Law of 1872 and the Mineral Leasing Laws of 1920 apply to millions of acres of public lands and to certain privately owned land on which the mineral rights have been reserved to the Federal Government. The extensive involvement of government in the mineral industry business today often comes as a shock to the mineral engineer who has begun to climb the ladder to the top in his company. He is often poorly prepared to cope with the situation and becomes frustrated and even hostile. Better knowledge of the role of government perhaps would ease his situation. In our political system, private industry is responsible for producing minerals. To make certain that the production is adequate for a peace-time economy, and to guarantee the Nation's security in an emergency, the Federal Government finds it expedient to develop policy and engage in regulatory, educational, and research activities. A few examples will illustrate the varied role of government in relation to mineral problems. In varying degrees many agencies of the Executive Branch of Government have responsibilities that influence the functioning of the mineral and energy industries. In addition, of course, Congress, the Judiciary, and State and local governments exercise great influence. The exploitation of the underground is currently undergoing a major transformation process. Besides mining, alternative ways of utilization are playing an increasingly important role. These alternative utilizations include the storage of gases, the disposal of radioactive wastes and the implementation of geothermal storage facilities. In addition, more and more mining operations are being shut down, like the German hard coal mining industry in 2018. But the integrity of closed mines must be ensured in the post-mining phase.

The steam soak process is the most widely applied and most successful thermal supplemental recovery process in use today. This process, which consists of injection of steam in various quantities into a well that is subsequently used as a producer, can be repeatedly applied to the same well. The treatment, if successful, will increase the production rate of the well for a given period. For this reason, the steam soak process should be considered primarily as an acceleration method rather than as a method for producing oil that could not be recovered by primary means. However, application of this process to reservoirs containing viscous crude may produce oil that otherwise would have zero present value or would be produced at such low rates by primary methods that it would not be profitable. A major necessity for the successful application of the steam soak process is a source of natural energy. This source of energy may exist in one or more of the following forms: expansion of fluids, compaction, gravity drainage. This study was undertaken to determine the effect of gravity drainage on steam soak production and recovery and to develop a method for predicting production rates, ultimate recovery, and heat requirements when applying this process to a reservoir in which the primary driving mechanism is gravity drainage. (For additional discussion of some of the factors that affect recovery of viscous oils by the steam soak process, see Ref. 5.) Model The model developed for analyzing the performance of the steam soak process in gravity drainage reservoirs is a modified form of that developed by Matthews and Lefkovits.1,2 The model used in this study consists of two concentric cylindrical volumes of productive formation with cap and base rock of impermeable material. The inner cylinder, extending from the radius of the wellbore to some predetermined radius, is referred to as the hot zone; and the outer cylinder extending from the exterior boundary of the hot zone to the outer drainage boundary will be referred to as the partially heated zone. Fig. 1 is a schematic cross-section of the model, indicating its thermal properties. Horizontally the reservoir is divided into two regions, the upper region having a high gas saturation and residual liquid saturation, and the lower region containing a high liquid saturation. The boundary between these two regions is referred to as the free surface, which drops and changes shape as fluid is produced from the reservoir. The model was used to analyze the steam soak process by applying the following assumptions: 1. The horizontal formation is composed of one or more homogeneous noninterconnected layers containing incompressible fluids. Each layer is treated separately. 2. The hot zone is heated by the initial soak and is maintained at the steam temperature corresponding to atmospheric pressure by resoaking. 3. INTRODUCTION Content of this Report The 1300m long twin-bore 8.1m diameter Airside Road Tunnels (ART) were excavated beneath the busy taxiways and stands of Heathrow Airport between 2002and 2003. The tunnels were fully completed and handed over to the client for use early in 2005. This paper will describe the purpose of the tunnels, and the measures put in place to minimize the impact of construction on the daily activities involved in running an international airport. Terminal 5 Construction Heathrow Airport is the busiest international airport in the World, with a current capacity of circa 67 million passengers per year, based on existing infrastructure of4 passenger terminals, 1 cargo terminal, 2 runways and 170 aircraft stands. Terminal 5(T5) is being built to increase Heathrow’s passenger capacity by providing the following: 12 additional aircraft stands through redevelopment of the south apron area, in the autumn of 2004 A main terminal building (T5A) and a first satellite (T5B), and 43 additional stands by the spring of 2008, most of which will be able to receive the new generation large aircraft (Airbus A380) A second optional satellite (T5C) by year 2010 A third optional satellite (T5D) by year 2015 The total value of the project is approximately 4.2 billion pounds for the main phase of the works spanning from 2000 to 2007. Purpose of the Airside Road Tunnel The ART has been constructed to support the internal road traffic of the airport between terminals, aircraft stands, runways and taxiways, for passenger buses, service and technical vehicles. The majority of the traffic will be buses transporting passengers between the terminals and their aircraft.

"SynopsisSeismically active mines generally experience an increase in seismic hazard due to rock mass instability following blasting. Re-entry protocols commonly include measures to limit the spatial and temporal exposure of personnel to increased seismic hazard induced by blasting. The management of periods of increased seismic hazard requires the development of re-entry protocols for a unique mining environment. Identifying mining conditions that may result in significant seismicity following blasting relies on retrospective analysis, which is often focused on seismicity occurring within a certain period after blasting and within a certain radius of the blast in the broader context of site-specific experience.The analysis of seismicity without considering blasting times and locations allows for the relationship between seismicity and blasting to be investigated without prior assumptions concerning dependency. To achieve independent analysis, seismicity that is clustered in space and time (referred to as a seismic sequence) must be identified by assessment utilizing only seismic parameters. An automated algorithm is implemented that assesses the timing, location, and quantity of seismicity to identify seismic sequences, represented by the time of the first event and mean location of all events in the sequence.The relationship between sequences and blasts is assessed by calculating the distance and time from each sequence to the closest blast in space and time. Establishing an independent classification between sequences and blasting provides insight into the unique cases where seismic sequences are remote and/or delayed with respect to blasts and identifies cases when sequences exhibit a weak relation to blasting. The nature of seismic responses to blasting has direct implications for the management of the increased seismic hazard associated with seismic sequences.The approach presented in this study contributes to the management of seismic hazard by providing empirical support for the relationship between seismic sequences and blasting. These relationships indicate the portions of sequences that can and cannot be practically managed using tactical approaches. Furthermore, the analysis of sequences reveals the nature and evolution of rock mass responses to blasting. These results have implications for the extent of spatial or temporal re-entry restrictions required for the optimal management of time-dependent rock mass response to mining."

The domestic concentrate used by the Shanghai Meishan Metallurgical Corporation in Nanjing contains significant siderite, magnetite and haematite, the siderite having a substantial influence on its sintering behaviour. On the basis of experimental findings and published information it is proposed that siderite decomposition starts at c.400 degrees C and results in the formation of CO and/or H2, which then reduces the haematite to magnetite prior to the initiation of high-temperature sintering; inter-mixed particles of Australian haematite and pisolite ores also undergo significant reduction. As the gaseous reduction process is so effective, low-temperature forms of silico-ferrite of Ca and Al (SFCA) cannot form even at high sinter basicity. The bench-scale results were confirmed in a pilot-scale facility whose sinters consisted mainly of magnetite, high-temperature SFCA and glass, which is typical of sinters formed from mixes with high magnetite levels

In this paper, geostatistical techniques are applied to forecast the annual copper price in the short and medium terms (from one to five years ahead). These techniques allow the incorporation of monthly and multivariate information in the analysis and provide more accurate results than traditional approaches, especially as far as the one-year forecast is concerned. A second advantage of geostatistics stems from its ability to assess the uncertainty associated with the unknown future prices, thanks to estimation variances or confidence intervals, depending on the technique used. With increasing depth, stresses and stress phenomena are becoming more important considerations in Australian coal mining.A large number of compressive and tensile strength tests was made on coal and rock cubes cut from samples taken in various Australian collieries. In addition, an empirical impact strength test was carriedout on fragments of the same samples, to obtain a correlation with compressive strength.In one colliery, flat-jack measurements were taken to assess stresses in coal ribs and in the roof.INTRODUCTIONBy world standards, some of the New South Wales collieries are approaching depths of cover considered a maximum for bord and pillar the normal Australian coal mining method. Several South Coast collieries are winning coal at depths of about 1500 ft., and future operations are being planned at deeper cover. Some areas of these deep workings produce considerable quantities of seam gas.Phenomena associated with high stress and copious gas under pressure in the seam violent phenoma presenting a danger and a nuisance in mine working - have occasionally occurred, and the phenomena are being investigated as a whole (Hargraves, 1958), and separately as a gas problem (Bolt and Innes, 1959; Hargraves, 1962) and as a stress problem. Economically significant gold-silver mineralization occurs in Miocene andesitic flows and tuffs at Golden Cross, eight kilometres northwest of Waihi, New Zealand. The highest grade mineralization occurs in a steeply dipping elongate zone of strong quartz veining and brecciation underlying, but contiguous with, a gently dipping tabular quartz vein stockwork containing potentially open-pittable lower grade gold-silver mineralisation. The stockwork zone is enveloped by argillic alteration and overlain by unaltered Pliocene andesites and recent tephra. Evaluation of the prospect involved underground and surface geologic mapping, rock and soil geochemistry, IP-resistivity, magnetic and gravity surveys as well as 1844 metres of reverse circulation drilling and over 30 000 metres of core drilling. The paper outlines the exploration history of the area and describes the results of the various exploration techniques used at Golden Cross.

The aim of this paper is to provide an overview and details of good practice, from a United Kingdom perspective, in the development and implementation of major tunnel and underground infrastructure projects. In doing so, it draws on a broad base of project management theory. A central theme is that successful project delivery is dependent on detailed planning of the complete project delivery process, forming an effective team that works well together and the proper management of risk. The role of partnering in forming a strong project coalition is described. Particular emphasis is given to the integration of design and construction, and the role of the designer throughout the construction phase. The implementation of risk management in the design and construction of tunnel works is discussed, and recommendations are made on how risk, value and constructability can be integrated in project delivery. Recent practice in project procurement, particularly in the use of innovative collaborative forms of contract are described, and details of particular provisions for joint management of risk and problem resolution are provided. Finally, the relevance of the ITIG Code of Practice for Risk Management of Tunnel Works to good practice in project delivery is highlighted throughout the paper.

In the operation of some flotation plants treating platinum ores it was found that there were imbalances between the inputs and outputs. The inputs and outputs were sampled as slurries and it was determined that the imbalances arose from biases in the sampling, despite the samplers having been designed according to well-established rules. The launders feeding the sample cutters, and the sample cutters themselves were redesigned using finite element analysis to model the flows. A new set of design rules were formulated. The application of a Components of Variance Analysis, to determine the variance of primary and secondary sampling and of analysis in the lab for a concentrate is presented to illustrate the need for frequent sampling of process streams.

High metal prices and new world trade standards and accounting for environmental liability in financial disclosures are creating markets for metals commodities that are produced using ?green technologies?. A promising "green" gold leaching system uses a polysulfide based lixiviant which is non-toxic and non-polluting. Laboratory testing has demonstrated selective gold extraction rates comparable to those of cyanide. The polysulfide lixiviant is a dilute aqueous solution which can be inexpensively produced from readily available chemical reagents and even mining wastes. The reagent system is self-buffering and maintains the optimal chemical environment for leaching. Treatment of residual leach solutions is not necessary because the lixiviant itself is not toxic, and breaks down as the system equilibrates. Simple closed system boiling is used to recover gold from process solutions. The polysulfide lixiviant can then be readily renewed and recycled back into the system, forming a closed loop system that conserves reagents and energy which minimizes operating costs. Economic projections have shown that the system can be used profitably for standard ore types and grades.

The development of new auger bits for soil cement column drilling equipment has made it possible to create a homogeneous mixture of soil and cement-reagent slurry. As a result, soil-cement columns are used for foundations of houses and buildings, with reliable results, as demonstrated by many field projects and laboratory tests. This paper presents and discusses construction techniques for soil-cement columns, characteristics of the soil-cement solid, quality control, bearing test results, and soil-cement foundation design procedures.

Understanding relationships between mineralogy, texture, microstructural features, and element distribution and residence in minerals, is critical for accurate modeling of mineral weathering in waste-rock piles. The morphology of minerals and deformation structures, such as veins and faults, are important factors that control: (1) fluid access to the mineral surface to initiate dissolution, (2) the distribution of trace elements, and (3) formation of secondary minerals. We characterized the mineralogy, textures, and chemical properties of waste-rock material at three sites at scales ranging from outcrop to micrometer scale. A comprehensive hand-sample to thin-section scale methodology utilizing light microscopy, scanning electron microscopy, electron microprobe, and laser ablation ICP-MS was used to thoroughly characterize the waste-rock material.

Electrowinning metals from solutions leached from low-grade ores is becoming an increasingly important extraction method as the metal industry turns to pollution-free recovery processes. Lead-alloy anodes are used industrially in the electrolytic recovery of zinc and copper. However, associated with the use of these anodes are the inherent problems of stability and lead contamination of the cathode. In an effort to eliminate these problems, the Bureau of Mines has developed a relatively inexpensive lead dioxide anode for electrowinning metals from strong acid solutions. The anode was prepared by depositing Pb02 directly on a titanium blank in a strong HN03-Pb(N03)2 solution at 2.15 to 6.45 A/dm2 and 60° C. This anode was tested in zinc and copper electrowinning cells containing 200 gpl H2S04 and 35 to 100 gpl metal ions at the current density of 3.23 to 6.45 A/dm2. Contamination of the cathode by lead was =0.005 pet. A 30-day test at 6.45 to 12.90 A/dm2 in an electrolyte containing 200 gpl H2S04 and no metal ions resulted in a slight change in surface morphology of the Pb02 anode but no measurable change in anode weight or dimensions.

This report summarizes the work performed under USBM contract J0100018. The purpose of this work was to document the currently available noise control techniques that can be incorporated into new coal preparation plants during the design stage. This was accomplished by reviewing the related experience of the contractor and subcontractor (Bolt Beranek and Newman Inc.), conducting an extensive literature search, visiting operating coal preparation plants, and contacting various equipment manufacturers. The treatments addressed include equipment substitution, changes in plant layout, and retrofit treatments for existing equipment.

The Golden Cross, low-sulfidation, epithermal deposit shows a number of features that are directly or indirectly related to boiling hydrothermal fluids. Occurrences of lattice calcite and their quartz pseudomorph equivalents in veins, and occurrences of adularia in veins and in the surrounding altered rocks in the vicinity of ore, are both direct evidence of deposition in the presence of boiling hydrothermal fluids. Loss of carbon dioxide causes calcite deposition (platy variety) near the level of first boiling, while adularia deposits due to the attendant pH increase along the cooling flow path. Indirect evidence of boiling include crustiform-colloform quartz banding, late massive calcite veins, clay-carbonate alteration in the shallow and peripheral parts of the ore zone, and the restricted vertical interval of precious metal mineralisation. The colloform quartz banding strongly resembles the banding in amorphous silica deposits found in geothermal surface pipes. This implies that fluids ascending the Empire Vein structure were saturated in amorphous silica. If so, then they must have undergone phase separation, which initiated at considerable depth (e.g. =1000 m) and very hot temperatures (e.g. =300¦C). On the basis of stable isotope data, late massive calcite veins appear to have deposited from CO2-rich steam-heated waters. Calcite deposited along heating paths as these waters descended into the upflow zone during late stage collapse of the hydrothermal plume. In active systems, such steam heated waters form by deep boiling. The high CO2 contents of these waters promote hydrolytic alteration and the formation of clay-carbonate alteration. Reaction path modelling using CHILLER and a deep, Broadlands-Ohaaki water as an analogue, shows that minerals deposit along boiling flow paths over discrete spatial intervals. Calcite and adularia deposit near the site of first boiling, followed by gold and then by amorphous silica. For deep boiling starting at 300¦C, these minerals deposit over a path length that exceeds 1000 m. The distribution of banded quartz and gold at Golden Cross are consistent with such a boiling model. However, the elevation of first boiling must have fluctuated over 500 m to account for the coincidence of lattice quartz (pseudomorphs of platy calcite) and adularia, crustiform-colloform silica and gold over distances of a few centimeters in veins. We deduce that a downward propagating boiling front and expansion of two-phase flashing in a flowing water column occurred during episodes of high vertical permeability and fluid flux in the Empire vein structure.
