During 1996 and 1997, Oregon experienced flooding on a scale not seen in many years. Some gravel pits located near rivers experienced erosion and, in several cases, breaches between the gravel pit and the river. Initial evaluation of several sites that experienced breaches indicates that impacts to the river system are complex and vary significantly from site to site. The impacts to the adjacent river system may be viewed as both positive and negative. Several floodplain-mining sites in Oregon located in areas of historic river flow have reverted to active riverbed. In many cases, state and federal fisheries biologists and university researchers see the resulting increase in channel complexity and habitat as favorable. The Oregon Department of Geology and Mineral Industries – Mined Land Reclamation Program (DOGAMI-MLR) is performing additional studies of the impacts to the off-channel areas that resulted from the 1996 floods. More data is needed to make sound floodplain decisions regarding mining.

INTRODUCTION This is the first in a series of papers addressing practical tunnel lining design. The format for this and future papers is to present a particular topic and support the presentation of the guidelines by the practical application of a case history. The primary intent is to provide guidelines for the geotechnical and structural design of tunnels where the tunnel size and/or ground conditions dictates that systematic support of the excavation is required following each increment of excavation. This method of tunneling is commonly referred to as Sequential Excavation and Support(SES) and is also commonly termed the New Austrian Tunneling Method (NATM) The authors developed the design guidelines from experience gained over the past two decades during the design and construction of several major railway, highway and water-transfer tunnel projects in Africa and Asia. During this time it has been possible to compare the performance of the as-constructed structures to the predicted performance as given by the design process. Excavation was typically carried out in widely varying ground conditions (weak-bedded rock, jointed hard rock, and soil-like poorly cemented rock with groundwater). It is therefore intended that the design guidelines could be applied, in general terms at least, to any tunnel excavated in any ground mass condition with any ground material type (hard rock, soft rock, bedded rock, soft ground, and soil) with or without ground water. This first paper is an introductory paper that defines the scope and a brief outline of the design issues that may be presented in detail in later papers. What is design? It may be thought of as any rational/verifiable/justifiable process whereby a concept is transformed into information that can be used to bring the concept to reality. In the case of a civil structure, design may be defined as that process, which is documented and can be audited, that determines information such as the shape (form) of the structure, the dimensions (size) of the structure, the thickness and strength of structural members that comprise the structure, etc. This information can be used to compute the time, money and resources required for

Fully mechanized longwall mining with large mining heights (LMHs) in shallow-depth thick coal seams has been widely applied in Shenfu coalfield, China. Dynamic loading and rib spalling is serious when the LMH working face experiences periodic weighting in shallow coal seams. The advanced breaking position (fracturing ahead of the face) in the roof affects the strength of the mine pressure (weighting) when the roof is broken. Based on the theory of the “elastic foundation beam,” this paper presents a mechanical model for the advanced breaking of the roof, including a predictive formula. In an attempt to verify the formula, a field program consisting of multiple-point borehole extensometers installed in the roof in advance of the longwall face was performed in the No. 22201 working face of Zhangjiamao coal mine in the Shenfu mining area, China. The field measurement results show that the roof movement of the LMH working face is detected prior to roof pressure increase, and that the roof breaks approximately 5–8 m ahead of the face. This compares with a calculated value of 6.9 m, indicating that the formula developed in this research is reliable and should have application in predicting roof pressure associated with LMH working faces in shallow coal seams.

The minerals industry consumes billions of dollars in raw materials, equipment, tools, services and chemicals. The industry, though, has turned overmuch of the research and development (R&D) for these products to manufacturers and suppliers. Now the industry and its suppliers must decide how much R&D the mining industry should be responsible for and what role the suppliers should play. Promoting R&D As a result of the current environment in the mining and minerals industry, there has been a substantial decrease in R&D. Depressed prices, stagnant growth, cost cutting and rationalization are evident.

The National Institute for Occupational Safety and Health (NIOSH) conducted a study to determine the effectiveness of a filtered air delivery system to reduce respirable dust exposure to roof bolter operators in underground coal mines. When performing roof bolting operations, roof bolter operators may experience exposure to high levels of respirable dust during a working shift, especially when working downwind of the continuous mining machine. While drilling and installing roof bolts, this filtered air system supplies a clean curtain of air over the roof bolter operator by means of a plenum mounted beneath the canopy. This experimentally designed air curtain, adapted for roof bolting machines used in this study, is based upon previous design prototypes, computational fluid dynamics (CFD) simulations, and trial-and-error testing. Both prototype and final designs were tested in the full-scale mining galleries at the Office of Mine Safety and Health Research (OMSHR) in Pittsburgh before being taken underground for field testing. Test results of the system in both laboratory and field studies show reductions in operator exposure to respirable dust when the operator is positioned directly under the protected zone of the canopy.

The exclusion of coal fly ash from regulation as a hazardous waste has led to increased interest in returning ash to the coalfields for co-disposal. A multi-year column study used coal refuse with high potential acidity (4% total-S), and two alkaline ashes in various bulk-blends. The unamended refuse acidified rapidly, producing acidic (pH 1.7) leachates, high in dissolved metals. Treatments blended with sufficiently high amounts (20 to 33%) of alkaline ash produced alkaline (pH >8.4) leachates with low metal levels, while lower ash blending rates acidified over time to produce metalliferous leachates. Examination of solid materials indicated that pyrite oxidation was occurring to some extent in all treatments. A regression equation (r2 = 0.95) was developed to estimate time to net acid release for mixtures of these materials. Ash alkalinity and refuse potential acidity must be balanced to insure water quality for co-disposal environments, or the ash materials should be isolated away from acidic drainage waters.

This summary of international mineral exploration activities for 2008 draws upon available information from industry sources, published literature and U.S. Geological Survey (USGS) specialists. The summary provides data on exploration budgets by region and mineral commodity, identifies significant mineral discoveries and areas of mineral exploration, discusses government programs affecting the mineral exploration industry, and presents analyses of exploration activities by the mineral industry based upon these data. Two types of information are reported and analyzed in this annual review of international exploration for 2008: 1) budgetary statistics expressed in U.S. nominal dollars provided by Metals Economics Group (MEG) of Halifax, Nova Scotia (Metals Economics Group, 2008a, b), and 2) information on regional and site-specific exploration activities that took place in 2008 and compiled by the USGS. The MEG information summarizes planned company budgets for worldwide exploration activities in 2008, primarily for precious metals (gold, platinum-group metals and silver) and base metals (copper, lead, nickel and zinc). MEG includes information on additional mineral commodities only where it is available. Information on uranium exploration was included in the MEG overview for the first time in 2007, although this information was not included in the USGS analysis. The MEG survey methodology was changed in 1999 to include companies with exploration budgets between $100,000 and $2.9 million, as well as those companies included in prior studies whose anticipated budgets were above $2.9 million. MEG estimates that its post-1999 surveys cover at least 90 percent of world nonferrous nonfuel mineral exploration budgets. The 2008 survey is reported by MEG to cover an estimated 95 percent. Companies that chose not to participate in the MEG study, private companies that do not publish data, and government-funded exploration activities make up the majority of the remaining 5 percent. MEG included 91 more companies in its 2008 survey than it did in 2007 USGS compilations of site data described here primarily include nonfuel minerals, with an emphasis on base metals, diamond and precious metals. Analyses are based on information provided by USGS mineral commodity and country specialists and by other USGS scientists, as well as industry contacts and trade journals.

The utilization of high sulfur Illinois coal by utility plants has been decreasing since the enactment of 1990 Clean Coal Air Act Amendment. Illinois coal producers can make their coal saleable by offering the choice of taking the combustion by-products from the utility plants and placing them in the abandoned sections of their mines. To be competitive, however, coal producers need to select an environmentally acceptable transportation-handling-placement system through which the cost-per-ton of by-product disposed can be minimized. In this paper, a few such systems are presented. The favorable operating range of each system is determined in terms of distance and tonnage. A case study is given whereby cost analysis is conducted for an underground coal mine receiving by-products from two Illinois utility plants.

The formation in Newmont Mining?s Phoenix Mine near Battle Mountain, NV contains high levels of abrasive quartzite as well as gold, copper and silver. Newmont started mining operations at Phoenix (formerly Battle Mountain Gold) three years ago and the planners knew they were working with a challenging geological formation. But as it turned out, it was more challenging than anticipated. Mine manager Mark Evatz said, ?Anything that touches Phoenix rock wears fast. The rock fights back here.? To contend with the hard conditions, Newmont uses Atlas Copco?s Pit Viper 271 (PV-271) blasthole drill. Because of the hardness of the rock, drilling at Phoenix requires hammer drilling and the mine uses Atlas Copco TD65 hammers with 171 mm (6.75 in.) bits. The mine?s PV-271?s are outfitted with a single 41 m3/min (1450 cfm), 2.4 MPa (350 psi), oil-flooded air compressor. Phoenix has six Atlas Copco PV-271 drill rigs plus an Atlas Copco DML and a DM45 midrange blasthole rig. The mine?s goal is to keep 3.6 Mt (4 million st) of muck in inventory to stay ahead of the shovels and support needed operational flexibility (ore control related). Drilling efficiency has been a continuous point of improvement since operations began at the mine. The single-pass depth capability of 16.5 m (55 ft) on the PV-271 helped with that. Originally, the plans called for 6-m (20-ft) bench heights, supported by 7-m (23-ft) drill depths, and time spent moving from hole to hole was eating up productivity. Drilling on that plan resulted in drilling an average of 14 m/h (47 ft/hour). When depths were changed to 13-m (44-ft) drill depth, supporting blasting of 12-m (40-ft) benches, they were able to use the single pass capacity of the PV-271. Performance increased to more than 18 m/h (60-ft/hour) an hour. Although the drill depth change largely supported the improvement, other aspects of continuous improvement associated with improved knowledge of the Pit Viper drills helped as well.

With most of the mining industry emerging from the deepest business recession in 50 years, primary attention must be given to surviving in a business climate where dominant foreign competition, depressed prices, and potential overcapacity hang heavy over much of the industry. While already shackled with regulatory constraints, restrictive work rules, and high labor costs, mine operators are faced with the difficult task of reducing costs and improving productivity while operating at less than full capacity. To counter these nearly over-whelming factors, the mining industry must continue at the national level to seek regulatory relief and a rational policy toward foreign competition from government-controlled mines. In addition, dialogue with labor organizations must continue to minimize the impact of labor costs, cost escalators, and antiquated work practices. Although national and international actions have a tremendous impact on the future of domestic mining operations, local actions by mine operators to dramatically improve mining productivity will strengthen the industry's competitive stance. Before any substantial progress can be made, however, mine operators must recognize and define areas that depress productivity and establish goals and measures for improvement. Once problem areas are defined, a combination of technological and motivational concepts can be applied to improve productivity. Timing of Improvements While there is an immediate need for productivity improvements, only certain concepts offer near-term improvement potential while others must, of necessity, fit into a mid-range or long-range time frame. Near-term solutions (immediate to one year) likely will involve motivational concepts - work incentives and training - coupled with available technological concepts that require little capitalized development or site testing. Mid-range solutions (one to three years), by contrast, will include technological improvements in mining equipment, techniques, and systems automation. These concepts require a longer period of capitalized development and site testing before use. Long-range solutions (three years or more), which include adoption of new mining methods and computerized control systems, will appear only after prolonged research and capitalized development programs. Cobb County, located on the northwest side of Atlanta, GA, is continually growing and, like many other metropolitan areas, it needs to increase the capacity of its waste water system to meet future demand. The Cobb County Water System (CCWS) is the responsible agency for water distribution, waste water collection and treatment in most areas of the county. CCWS, one of the most progressive agencies in the metro-Atlanta area, is addressing its future waste water capacity needs in the southern part of the county with the construction of the South Cobb Tunnel and Pump Station. This project consists of an 8.8-km- (5.5-mile-) long, 8.2-m- (27-ft-) diameter, tunnel boring machine (TBM) excavated waste water storage and conveyance tunnel; six tangential vortex-flow intakes ranging from 1,533 to 5,700 L/s (35 to 130 mgd) peak flow capacity, two construction shafts, six 1.8-m (6-ft) finished diameter connecting tunnels ranging in length from 6 to 975 m (20 to 3,200 ft) and a 5,700-L/s (130-mgd) wet/dry pit pump station. The pump station will have a semi-circular wet well with a dividing wall that extends almost to the top of the shaft and a spilt dry well for reliable operation. Roller gates will control the flow to the wet well from the tunnel. The pump station will have six 1,420 L/s (32.5 mgd) pumps and two sets of stair wells and elevators. With a finished diameter of 32 m (104 ft) and a depth of 62 m (204 ft), this is the largest pump station shaft constructed so far in Georgia for the dewatering of a waste water tunnel. The pump station shaft was also the highlight of the well attended and successful 2009 Shaft Design and Construction Short Course held in Atlanta, Sept. 10-11. The two-day course was sponsored by the Underground Construction Association of SME and Pennsylvania State University and concluded with a field trip to the pump station shaft. The tunnel starts south of the city of Austell and finishes at the South Cobb Water Reclamation Facility (WRF), located on the banks of the [ ] Chattahoochee River just north of Interstate 20 (Fig. 1). The South Cobb Tunnel will run 30 to 137 m (100 to 450 ft) below the surface, with an average depth of about 91 m (300 ft), through metamorphic rocks (Fig 2). The construction contract was awarded to Shea-Traylor JV with the lowest bid price of $305 million and notice-to-proceed was given on July 14, 2008. Jordan Jones & Goulding, Inc. (JJG) is the project designer and performed the geotechnical investigations. Parsons/Jacobs Associates is the construction manager. The South Cobb Tunnel is CCWS?s second deep hard rock tunnel. The 15.3-km- (9.5-mile-) long, 5.5-m- (18-ft-) diameter TBM excavated the Chattahoochee Tunnel was the first deep tunnel to be construced in Cobb County. Construction began in 2000 and the project was completed four years later. It is located about 16 km (10 miles) northeast of the South Cobb Tunnel in similar geology. It was designed by JJG to meet east Cobb?s long-term waste water capacity needs and provide flow equalization to the R.L. Sutton WRF. The Chattahoochee Tunnel was named ?Outstanding Civil Engineering Project of the Year? by the Georgia Sec-tion of the American Society of Civil Engineers in 2006.

Many mining operations generate seismic signals. They come from blasting and from underground mine failures such as rockbursts, longwall first caves, coal bumps and pillar collapses. Traditionally, seismic motions have been of concern on a local scale because they could create damage to structures at the mine site or at neighboring locations. Recently, there has been much interest in the Comprehensive Nu-clear-Test-Ban Treaty (CTBT). It prohibits any kind of nuclear explosion, anywhere. So distinguishing signals of mining operations from a possible nuclear explosion becomes important. An international monitoring system (IMS) is being implemented to verify the Treaty when it is ratified. It includes a large number of seismic stations capable of recording signals at regional (200 to 2,000 km or 124 to 1,240miles) and teleseismic (more than 2,000 km or 1,240 miles) distances.

Horizontal stresses are caused by global plate tectonic forces. During 1995 alone, they were largely responsible for closing two U.S. longwall mines. This paper presents six case histories from Pennsylvania. West Virginia, Kentucky and Alabama. In each case history, a mine encountered roof falls or difficult ground conditions in the headgate, caused by horizontal stress concentrations. The problems are detailed and the control measures adopted are described. In most cases, nearby longwall panels without stress concentrations were trouble-free. The paper also discusses detailed measurements made at two adjacent Pennsylvania longwalls. One headgate was oriented to avoid a horizontal stress concentration, and the other was not. Eliminating the stress concentration dramatically reduced roof support loads and roof deformation. The paper concludes that proper panel orientation and sequence is the key to maintaining headgate ground control. The optimum orientation is not parallel with the maximum horizontal stress, as previously thought but rather 200 in the stress shadow of the gob. Other stress control techniques, including artificial support, are briefly discussed.

"Since 2005, longwall coal mine operators in Pennsylvania (US) have been required to collect extensive hydrologic and biological data to document pre- and post-mining conditions of aquatic resources (streams and wetlands) overlying the subsidence control plan areas. Continued operation of the longwall mine is dependent upon empirical data demonstrating that the undermined aquatic resources have either been maintained or restored to an accepted range of pre-mining conditions. This study used quantitative hydrologic methods and comparative biological metrics to examine response of aquatic resources to longwall subsidence at the Bailey Mine located in Greene County, Pennsylvania. This study analyzed data from over 25 miles of streams and over 8 acres of wetlands that traverse the 4,779-acre study area. Hydrologic analysis of flow intermittency suggested that there are variable degrees of change to headwater streams immediately following mining; however, the majority of the effects are reversible through streamflow mitigation measures. Furthermore, the post-mining discharge from streams can be restored to within the range of pre-mining conditions the majority of the time. Biological assessments showed that greater than 95% of assessed stream length has maintained its ability to support benthic macroinvertebrate communities following mining and intervention (i.e., mitigation). Comparative metrics of the benthic macroinvertebrate communities showed that the biological community in 48 of the 50 sample sites is being maintained or restored across both high- and low-gradient streams. The effectiveness of intervention was further substantiated by the similarity in recovery times between streams having no intervention (median = 2.1 years, 95th percentile = 4.9 years) and streams with intervention, when recovery times were measured from the date of the intervention (median = 1.7 years, 95th percentile = 4.7 years). Changes to individual wetlands were observed between the pre- and post-mining assessments, but cumulatively a net gain of 7% in wetland acreage was realized. Hydrologic assessments were used to infer whether there was a potential that streams had been affected by mining; however, the ultimate test of stream recovery is based on biological metrics that establish the relative quality of the biological communities following mining. Overall, the hydrologic balance is being protected and the aquatic life use of streams is being maintained within the Bailey Mine’s subsidence control plan areas."

This paper presents a simplified computerized method for the prediction of maximum subsidence and the subsidence profile for the Appalachian Coal Basin using the Hyperbolic Function Profile Method. Several case histories are cited to demonstrate the appropriateness of the predictive method. In addition, sample runs and a detailed listing of the computer program is provided. Other popular subsidence prediction methods are discussed and compared with the Hyperbolic Function Profile Method.

The Lewis Street CSO Tunnel is an important element in the efforts of the Metropolitan Government of Nashville and Davidson County (Metro) to improve the treatment of waste-water in the area. The tunnel is approximately 1,675m (5,500ft) long with a finished diameter of 2,600mm(102inches). 116m (380ft) of tunnel was constructed in soil with the balance being in lime-stone rock. Excavation was with a 3,700 mm (12ft) diameter Jarva hydraulic shield in soil and a Jarva Mark 12 TBM in rock. The permanent lining of the tunnel comprised concrete pipe with steel end-rings and a vinyl liner. This paper describes the construction of the project with particular emphasis on the excavation and lining of the tunnel.

Diesel Particulate Matter (DPM) is considered carcinogenic after prolonged exposure. With increasing use of diesel-powered mining equipment in underground mines, miner?s exposure to DPM has been increasing. Most studies on the issue has been DPM control measures with few studies on diesel exhaust propagation patterns after leaving the tailpipes. This study uses computational fluid dynamics (CFD) to investigate the airflow pattern in an underground metal/nonmetal mine for a single heading. Several high DPM concentration areas are identified in the study and common practices for compliance are suggested. Airflow and DPM distribution are compared between blowing and exhausting face ventilation systems. Suggestions are also provided for the protection of miners in the face area.

Following on from many years of research aimed at improving the effectiveness of truck haulage operations in mines operated by BHP Minerals, BHP Research developed a concept for an Innovative Large Mining Truck, (ILMT) which has the potential to significantly improve the cost effectiveness of rear dump mining trucks. The ILMT concept reduces the empty vehicle weight dramatically, greatly reduces unequal rear tyre loading and improves ride and handling characteristics. The concept has been taken to the "proof of concept" prototype truck stage with the cooperative efforts of BHP Coal, BHP Research. Liebherr Mining Truck, Inc., Liebherr-Australia and Birrana Engineering. Testing of the prototype truck commenced at a coal mine in Queensland, Australia during May, 1996. Preliminary results from the testing program are very encouraging. Expectations are being met and in some cases exceeded.

River Des Peres Foul water Interceptor (Skinker–McCausland Tunnel) is a gravity sewer tunnel constructed to eliminate dry sewage overflows during high river stages and to improve the wastewater collection and treatment. The original 78-inch (2m)finished diameter Skinker-McCausland Tunnel started as a 21,500 feet (6.5km)interceptor with 13 work, drop and access shafts. The tunnel constructions included soft ground, mixed face and rock tunneling in karst formation with maximum overburden of 175 feet (53m). Due to the success of the project, the tunnel alignment was extended another13,361 feet (4.1 km) and 7 new structures by negotiating two additional segments with the contractor and the designers.

A complex soil profile and high water table, together with a below-grade active subway tunnel, an above-ground elevated railway line, and the heavily travelled Northern Boulevard all passing above the tunnel alignment, combined to make mining of New York?s Northern Boulevard Crossing what is widely considered to be the most challenging portion of the multi-billion-dollar East Side Access project. The Northern Boulevard Crossing is a vital link in this project which, when completed, will connect the Long Island Railroad to Grand Central Terminal in Manhattan. How the sequential excavation method (SEM) tunneling was successfully accomplished, despite the obstacles, was a textbook exercise in practical innovation coupled with close cooperation between the owner, the construction manager, Hatch Mott MacDonald, the designer, Parsons Brinckerhoff, the contractor, Schiavone-Kiewit, and spe-cialty geotechnical contractor, Moretrench.
