Rapid growth in the rate of surface mining for coal has caused many states to increase the rigor and complexity of their surface mining codes. The promulgation of Federal surface mining standards may cause those states containing Federal land to amend their codes also. Presented is an up-to-date review of these codes with tabular summaries that divide the codes into operative functions. These summaries will be of use to new operators, multiple-state operators, and state officials. Suggestions are made for industrial efforts to present workable and acceptable amendments to these codes.

Metallurgical process methods have seen dramatic improvement over the past fifty years. As these improvements have come about, more and more emphasis has been placed on obtaining accurate and rapid analysis of the metallurgical processes. Well-defined conventional laboratory analysis procedures which have proven to be reliable were developed early in the mineral industry's history; however, these conventional procedures, which have not changed appreciably in fifty years, have the serious drawback that they are too slow to be of appreciable value in automatic control of the processes. For example, the assay results normally become available to a mill operator from eight to twenty-four hours after a sample is taken. Since the desired mineral separation can only be made while the minerals are in the flotation circuit, conventional assay results provide information similar to postmortem reports. Consequently, using conventional procedures, the mill is operated with information from an earlier period of time, which may not reflect current conditions. In recent years there has been a steady increase in the volume of required samples. At the same time, labor, material, and overhead costs have continued to rise causing the cost per assay to reach an alarming level. This rising cost per assay, plus the increasing demand for rapid analysis necessary for control, has caused the mining and metal processing industries to look toward other techniques to solve these problems As a result, X-ray fluorescence which can provide on-stream analysis necessary for control, as well as perform numerous laboratory assays at lower cost and at a much greater speed than conventional methods, has gained wide-spread attention. In addition, multichannel X-ray fluorescent instruments are now available which have been perfected to the point where the analysis of the most important chemical constituents is available within one minute after a sample is presented to the X-ray analyzer. Because of these obvious advantages, extensive use is being made today of X-ray analysis in the mining industry to analyze slags, ores, and mineral content of rocks. The results are used to make quick decisions for both mining and beneficiation of metals. For example, X-ray systems which provide rapid on-stream analysis of the slurries at desired points Fn metallurgical processes have recently been developed. The successful application of these systems has moved the milling process a step closer to fully automatic control.

The Bureau of Mines (BOM) evaluated the technology, capital investment, and annual operating costs of emission control for further reductions of lead in ambient air at the East Helena, Montana, smelter, and the Glover, Herculaneum, and Buick smelter-refineries in Missouri. This study seeks to analyze the technology available to the domestic primary lead industry for attempting to further reduce lead emissions below 1985 levels. Through enclosure of concentrate unloading and handling areas and all lead-processing buildings, followed by venting these enclosures to the atmosphere through baghouses and the application of appropriate local controls, emissions can theoretically be reduced by a total of 2,424 pounds of lead per day from 1985 levels at the three Missouri operations. Using conventional technology, aggregated additional capital costs of $250,014,000 and annual operating costs of $18,507,800 are estimated for the four operations, resulting in a total cost of $0.063 per pound of refined lead. Continuous drossing techniques would assist in meeting OSHA standards in process areas. Continuous drossing would change capital and operating costs to $258,344,800 and $16,104,700, respectively, for a total cost of $0.062 per pound of refined lead. First quarter, 1986 open market price for refined lead was $0.184 per pound.

The Gateway program will provide additional rail capacity between New Jersey and Manhattan. This paper describes how a 70-foot-deep section of cut and cover tunnel was designed to directly support future high-rise towers. The tunnel will link previously completed tunnel sections under Hudson Yards to future tunnels under the Hudson River. The design aims to minimize constraints on future overbuild and future tunnels, while maximizing constructability within a small worksite. The tunnel will pass under the High Line elevated walkway, next to an active rail yard, and close to a subway tunnel. The design was developed by a tri-venture of WSP, STV and AECOM. WSP led the design of major underground works; STV designed utility relocations and the underpinning concept for the High Line; and AECOM designed temporary in-tunnel systems. Construction is expected to start in 2023.

Cortez Gold Mines, the United States' third largest primary producer of gold, commenced continuous operations on January 10, 1969. The decision to proceed to production was made in March of 1968 and construction of the mill and stripping operations for the pit began in April and July, respectively. Anomalous conditions on the slope of Mt. Tenabo along the Roberts Mountain thrust fault zone were discovered by the U.S.G.S. while conducting geochemical surveys in the old Cortez silver district. Following the discovery of gold an intensive program of drilling was organized. Drilling outlined an orebody with 3.5 million tons of ore averaging 0.28 ounces of gold per ton. It was on the basis of this reserve that a 1700 t. p.d. cyanide plant was designed. Needless to say, with such a limited ore reserve, economies in design and construction would have to be observed. Cortez Gold Mines is a joint venture with American Exploration & Mining Co., The Bunker Hill Company, Vernon F. Taylor, Jr., and Webb Resources, Inc. , as partners. American Exploration & Mining Co. is the operating partner.

The design of most underground support systems has largely been based upon empirical rules. This design method has proven to be satisfactory in most cases as witnessed by the number of successfully completed works. However, the adequacy of this approach to the developing technology of ground support systems associated with deep excavation has not been substantiated. In cases where the material has definite time-dependent behavior parameters, rules of past experience become extremely vague and conservative. The Spokane Mining Research Center is currently engaged in extensive research to develop rational design methods for underground structures which will account for the many interacting factors such as in-situ properties of the rock mass, excavation methods, proposed types of support system, construction sequence, and environmental variables. Blasting practices based on sound engineering principles are well established but the successful application of these practices requires accurate information about the overburden geology and close supervision of the drilling and blasting operations. Good design alone is not sufficient to insure good results, but the process may be difficult to control unless steps are taken to measure the variables and to provide management and the operators with the information they need to establish and maintain control. Satisfactory blasting can be defined as loosening and fragmenting the rock so that it can be handled by the excavating equipment, while at the same time, governmental regulations on air blast and ground vibrations are not violated. Optimum practices achieve these objectives at the lowest combined cost of the drilling and loading operations and the blasting materials. Total system optimization, that is, taking into consideration the effect of fragmentation on the cost of operating and maintaining excavating equipment as well as drilling and blasting costs, probably is not a reasonable goal at the present time.

The microstructures and kinetics of a rich iron ore ( TFe = 65.84%) of Na Rua mine, Vietnam, used for the iron production were investigated in this study. Thermal behaviors of iron ores were well-examined by heating microscopy, thermogravimetric analysis, and differential thermal analysis. After being pelletized and then oxidatively fired at 500–1200 °C for 2 h, the pellets fired at 1200 °C (P1200) displayed a hard and dense structure with a decent compressive strength of 317.9 kg/pellet whereas those fired at 500 °C (P500) had a soft and spongy structure. The reduction of iron pellets conducted in a flow of a 60–100% CO2/ Ar gas mixture at 900–1100 °C showed significantly higher efficiency than the reduction using coal. The spongy pellets showed superior performance for the reduction in the CO/Ar gas mixture compared to the dense ones, compatible with the production of sponge iron. When mixed with an amount of coal, P1200 designed for iron production in the blast furnace demonstrated an impressive reduction activity compared to P500 and previous studies. The kinetics of pellet reduction was determined by the diffusion of substances through the solid product layers having the mathematical model of 1 − 2 3 f − (1 − f )2∕3 = kt . The microstructures of pellets during the oxidative firing and reduction were also examined by X-ray diffractometry; scanning electronic microscopy; energy-dispersive X-ray spectroscopy; and Brunauer, Emmet, and Teller method.

Technical Papers, Mining Engineering Vol. 49, No. 12, pp. 70-75, Discussion by McIvor, R. and Fink, R. P. We must challenge what we consider to be dubious statements in the above-mentioned article. Much of what is reported was published elsewhere over a year ago (i.e., in their reference: Chi, G., Fuerstenau, M.C., Brandt, R.C. and Ghosh, A., 1996, "Improved comminution efficiency through controlled blasting during mining," International Journal of Min¬eral Processing, Vol. 47, p. 93). There is nothing unusual or significant about a 10% or more difference in grindability between two materials of apparently similar origin and other attributes (such as chemical assays, hardness and specific gravity). Consider also that: • the materials came from different locations in the pit; • only two sets of four blastholes were considered per blast: • spatial orientation with respect to the face and other blastholes was also altered; • only two pairs of data were collected; • the impact of sampling error and bias, • both of which could be significant in this case; and • normal experimental error in parameter measurement and calculation. It is clearly inappropriate to draw any conclusions with regard to cause-and-effect relationships without first presenting a thorough error analysis. A substantial number of randomly selected test and control areas might provide meaningful statistical evidence of the claimed effect of the variables being studied. Even that appears doubtful, however, because Figures 3 and 4 show about as much variation in crushing energy for the two "regular" conditions vs. regular and altered conditions. On a separate, but also important issue, broad experience with autogenous/semiautogenous milling has shown that smaller or weaker feed material results in reduced tonnage. ? Reply Thank you for the opportunity to respond to the comments of Messrs. Mclvor ant Fink. The points raised are addressed in the order of presentation. As the commenters noted, there are parallels between this article and a previous manuscript. The reason for these complementary articles is that the audiences for the two publications are different, although there is obviously some overlap. We believe that the different audiences each profit from the technical aspects of the two manuscripts. We are not in agreement that a grindability difference of 10% is insignificant. The laboratory work is corroborated by data obtained at plant scale, which confirms that an increase in throughput of the same magnitude (between 5% and 10%) is achieved when the blasting pattern is modified, i.e., reduced from 9 to 8 m (29.5 to 26.2 ft). This increase in throughput translates into substantial power savings for ore grinding. No differences in appearance in the rock were noted between the two adjacent areas. Rock in both areas belonged to the same rock mass/block, which was quite homogeneous and without geological features in between that could create drastic differences in comminution characteristics. Given the resources, we would have sampled from all of the holes. Additional data would certainly have been desirable, as would have been additional funding to expand the study. Their comment, "spatial orientation with respect to the face and other blastholes was also altered," is not clear. Figure 1 does not show the initiation sequence. Without the initiation sequence, we do not understand how the commenters concluded that spatial orientation with respect to the face and other blastholes was altered. The commenters may be trying to make the point that the four-hole configurations with respect to the original bench face are not exactly the same. In fragmenting the

Introduction In view of the continuing depletion of natural resources, requirements for energy conservation, plant optimization and hazardous waste management, and environmental consciousness, recycling and secondary recovery of materials are being developed with increasing interest Many secondary recovery processes are being developed that apply mineral processing technology. Gravity separation, magnetic separation and flotation have all emerged as explicit methods for recovering residual values from various process streams and hazardous constituents from waste streams. Recently, a technique for concentrating metallics has been successfully reintroduced. The concept of the alternating magnetic field eddy-current separator was developed over a century ago using rudimentary electromagnets (Patent 400317 issued to Thomas Edison on March 26, 1889). Widespread acceptance was, however, hindered by high costs, marginal results and poor economic incentives for secondary recovery. With the recent increased interest in secondary recovery and the development of high-energy rare earth permanent magnets, the eddy-current separator has now gained prominent acceptance. The separation forces imparted by an eddy current separator are the function of the magnetic field intensity and the alternating frequency of the magnetic field. The evolution of permanent magnets has provided a cost effective alternative for the generation of high-intensity magnetic fields. High-energy rare earth permanent magnets have substantially reduced the capital and operating costs over the electromagnetic circuits employed in antecedent eddy-current separators. Specifically, in recent years, the strength of permanent magnets has increased several fold with neodymium-boron-iron rare earth magnets now providing an energy product of 35 million gauss-oersted. Figure 1 shows the evolution in the strength of permanent magnets. The development of these rare earth magnets has led to the design of circuits possessing a magnetic force an order of magnitude greater than that of conventional permanent magnetic circuits. The eddy-current separator has been successfully applied in several metal sorting and recovery operations. Most common is the sorting of metal from shredded automobile scrap and municipal waste. With the advent of high-frequency, high-intensity magnetic fields, the separator has advanced to the point where it has direct application in the beneficiation of fine sized metals. Relatively fine sized (-1/4 in.) metal bearing slags and spent foundry casting sands as well as precious metal hearing electronic scrap demonstrate excellent metallurgical response to the eddy-current separator, and applications have progressed to finer materials and more selective separations. Theory Electrical currents are induced in all conductors when exposed to an alternating magnetic field. The induced current generates a magnetic field in the conductor that opposes that of the alternating magnetic field. Figure 2, is a schematic illustration of generated eddy currents. In this particular example, the alternating magnetic field is produced by a series of permanent magnets mounted on the circumference of a rotor. The permanent magnets have alternating polarity. As the rotor revolves, an alternating magnetic field is produced, and the rate of revolution determines the frequency of the alternating magnetic field. When a conductor, such as a metallic disc in the illustration, is placed in the alternating magnetic field, a closed loop current flow occurs. The current loop in the conductor produces a magnetic field that is a mirror image of the alternating magnetic field. At any point in time, the induced magnetic field in the conductor directly opposes the alternating magnetic field. This opposition of magnetic fields produces an instantaneous repulsion in the conductor. The conductor is consequently repelled from the rotor. The alternating magnetic field has no effect on nonmetallic materials as they pass through the magnetic field and discharge the rotor in a natural trajectory. [ ]

It is believed that sulfur and volatile matter con-tents in coals are the main intrinsic properties to cause the self-heating of coal. Their oxidation at lower temperatures than that of fixed carbon to initiate coal's self-heating should be quantified. This study is aimed to improve the previous mathematical model developed by the authors for studying the coal's propensity for spontaneous combustion. It enhances the model's ability to consider the effects of sulfur, volatile matter and moisture contents in the coal three important factors affecting the coal's self-heating process. Sulfur exists in coal primarily in the form of pyrite which will be oxidized rapidly under suitable conditions. Volatile matters, higher in low rank coals, are more easily to be oxidized. Heat of water condensation provides initial energy for low temperature oxidation. Heat release rates for pyrite oxidation and moisture condensation are built in the model. Finally, the simulation results in terms of time versus temperature on pyrite oxidation and moisture condensation are validated with the adiabatic testing data respectively.

The Spitzenberg Tunnel is a 600 m (1,970 ft) long twin tube motorway tunnel on Germany’s Autobahn A44 between Kassel and Eisenach. Since flexibility was considered to be very important in the continuously changing geological conditions, NATM was chosen as the construction method. When passing an old quarry with only 1,80 m (6 ft) of overburden, the excavation works became extraordinarily challenging. This paper not only describes the special methods, like double sidewall drifts and pipe umbrellas applied in this zone but also highlights the cooperation between the parties involved, which in combination made the project a joint success.

Humic-acid-rich deposits exist in Arkansas, Florida, Louisiana, New York, North Dakota, Michigan, Minnesota, Texas, and Wyoming (Burdick, 1965) and in New Mexico (Shomaker and Hiss, 1974). New Mexico humic deposits are associated with coal in the northwestern part of the state where humate and weathered coal are presently mined. Discussion of the humic -acid industry in New Mexico requires an understanding of complex terminology and coal geology. TERMINOLOGY Humic material is not a pure substance so an ambiguous and complex terminology is in use by geologists, chemists, soil scientists, agronomists, and producers. Material mined for its humic-acid content is an extremely variable mixture of base-soluble humic, fulvic, and ulvic acids and their salts, formed during partial or complete decay of organic matter. This decay releases a high-molecular-weight organic material which is darkly colored, partly colloidal, and weakly acidic.

Concentradora "Dana Aida" (100 t/d capacity) was built in 1971-1972 to treat dumps and ores containing mixed oxide-sulfide copper-gold-silver minerals from two veins. The veins, Don Felipe and aria are about 150 m apart, but are distinctly different mineralogically. The deposit is near San Juan de Guadalupe, Durango. Mexico. All new process equipment was manufactured locally, in or near Torreon, Coahuila. Sampling, ore testing, flowsheet design, plant design, drawings purchasing, financing, etc. was planned and directed by two engineers. Construction was executed by local miners and common labor (largely agricultural). The paper presents detailed costs for equipment and construction. The subsequent breaking-in operation is discussed.

A ventilation study using tracer gas was conducted at a western US coal mine. The objective of the study was to evaluate the movement of longwall face air exchanges between the face and worked-out area and to document the presence or absence of face airflow pathways between these locations. The mine operator uses a bleederless longwall ventilation system with a back return and a blowing mine ventilation system. The study was conducted on an active panel and included both underground and surface monitoring sites. The study used sulfur hexafluoride (SF6) released as a slug on the longwall face and in the front of the gob inby the face. The velocity of the tracer gas movement in the gob was 0.019 m/s (3.7 fpm). The rate of movement for the overall tracer gas slug averaged about 0.0091 m/s (1.8 fpm). A separate tracer gas test initiated with the release of SF6 into the legs of the first shield showed the existence of more than one pathway of face air in the general direction from the headgate towards the tailgate corner. Maintaining adequate ventilation air on longwall faces is important for worker safety and for the dilution of methane emitted from the face and caved gob. A more detailed characterization of longwall system air and gas movement allows a mine to better assess its ventilation design for controlling gas on the face and in the gob.

After almost 60 years of application in this country froth flotation is still by far the most important process for concentrating metallic ores as well as a number of nonmetallic ores including fluorspar, phosphate rock, and potash. Its use on iron ores and coal is increasing. In the metals groups the largest plants and the greatest progress are found in copper and molybdenum mills, and the section of this paper that deals with applications will be found most pertinent to that field. During its long reign the flotation process has passed through several phases of evolution and has achieved progress in economy, efficiency, and simplicity of operation. Much of today's success in the flotation of low-grade ores can be attributed to that progress. Even more important to us than our ability to cope with today's conditions are tomorrow's problems, which we can contemplate with some prescience and confidence. Our annual production of copper, lead, zinc, and molybdenum--to mention only the most important metals occurring in the U.S. as sulphides--must be held at a high level in the face of a declining grade of ore. It is probable that the tonnage of such ores mined and processed will double in this country before the turn of the century. Not only will many of the existing flotation mills be enlarged again and again, but larger mills will be built here and abroad to meet our needs. At this moment, in fact, there are at least three proposed new foreign mills or expansions that envision 100,000 tons daily milling rate on copper ores. Groundwater monitoring conducted at an acidic uranium-tailings impoundment in Wyoming and at one in Ontario indicate that at these unlined impoundments situated on unconfined sand aquifers, there exist well-developed plumes of contaminated groundwater. In the literature similar results are reported for three other unconfined aquifers at mill sites in Wyoming. The plumes extend for distances of several hundred to a few thousand metres from the impoundments. They have a zone of low pH beneath and adjacent to the impoundments and a larger zone of near-neutral pH that extends to the outer limits of the plume. The low-pH zones are generally small compared to the neutral-pH zones because the advance rate of the fronts of acidic tailings-derived water is slower than the average velocity of groundwater which controls the advance of the high pH zone. The retardation of the acid fronts is a result of geochemical reactions that cause hydrogen-ion consumption in a slowly-advancing neutralization zone. Within each of the plumes, the low-pH zone has high concentrations of transition metals, heavy metals and radionuclides. In the neutral-pH zones all of the metals and radionuclides occur at significantly lower concentrations and are generally at levels much below those specified in national drinking water standards. An exception at two of the Wyoming sites is uranium, which exists at levels close to the drinking water limit. A second exception is ferrous iron at the Ontario site, which occurs at high concentrations throughout most of the plume. The carbonate alkalinity at this site is much lower than at the Wyoming sites. The field data indicate that even in very permeable aquifers with a low content of silt and clay, there is normally a considerable capacity for acid-front retardation. To take advantage of this capacity to control contaminant movement in the design, operation and decommissioning of tailings impoundments, it is necessary to be able to predict the rate of acid-front movement. This predictive task has two primary components. The first is to identify the important flow paths from the tailings through the groundwater system and the second is to determine the degree of acid-front retardation that will occur as the tailings-derived water moves along these flow paths. Relative to these two tasks determination of the effects of hydrodynamic dispersion is generally of lesser importance and simple approximations that do not involve field or laboratory tests are probably adequate. In order to effectively apply the acid neutralization concept to the prediction of subsurface contaminant migration at uranium-mill tailings, improved representations of hydrogeochemical behavior of iron and aluminum in the neutralization zone and of the consumption of hydrogen ions through reactions with carbonate and aluminum-silicate minerals are required. Along with the hydrogen ions contained in the tailings water the ferrous iron represents a large potential source of acid but the extent to which ferrous iron converts to ferric iron to produce acid is problematic. Detailed hydrogeochemical evaluation of existing contaminant plumes and the performance of laboratory experiments under appropriate redox conditions ore prerequisites for the improvement of predictive models. However, the existing field and laboratory data provide a basis for preliminary predictions of contaminant migration from acidic uranium tailings impoundments.

One of the prime examples of the versatility of the MARCONAFLO system, which is a body of technology comprising the means to handle, store, load, transport, discharge and reclaim mineral commodities in slurry form, is the direct application of this process to leaching ores. The initial approach was to provide a much improved materials handling system for the transport of copper ores; however, an extensive development program, inclusive of prototype and pilot plant tests, has established that a new leaching concept is possible with this system. Data are presented from the leaching operation of a 25 TPD pilot plant utilizing a copper-oxide ore, mainly chrysocolla. This pilot plant was designed to incorporate true countercurrent flow where the ore is actually in motion, as contrary to vat leaching operations, and the ore being successfully leached is fine crushed ore (3/8-inch x o), contrary to agitation leach circuits. Extractions in excess of 85% of the soluble values are common with only 15 hours of retention time in the MARCONAFLO leaching system.

The Government or Jamaica has just completed agreements with four of the five bauxite/alumina companies operating in Jamaica. These companies are Kaiser, Reynolds, Alcoa, and Alcan, and the Agreements came into effect on February 1, 1980. One of the results of these new Agreements is the Acquisition of all company-owned bauxite lands by the Government and the rationalization of bauxite reserves.
