Underground mine development begins with the positive investment decision to mine and ends with the inception of full-scale exploitation. It incorporates all activities, personnel, and equipment required for creation of underground access to a mineral deposit. Because of the depletion of near-surface mineral resources, the reduced mobility of large surface mining equipment, increasingly stringent environmental constraints, and the introduction of promising innovations to rock penetration and rock excavating equipment (e.g., continuous miners, rock borers), under-ground mining is projected to account for an increased share of worldwide mineral production in the foreseeable future. Without proper engineering during the mine development phase, failure of the underground mining project is axiomatic. A frustration attendant to coverage of the complex area of underground mine development lies not only with the need for treatment of the many disparate specialties within the area but even with the lack of systematization of these specialties in what is recognized as a vital precursor to successful mining. Methods for reducing the cyclic nature of drill and blast tunneling operations have been long needed. A miniature blasting system using 10 mm (.375 in.) holes, 0.91 m (36 in.) deep, and blasting only one hole at a time makes it practical for men to work behind a shield, remaining at the face during the entire process. A prototype automated module was developed to drill, load the hole and initiate the detonation without moving from the hole. A unique cost effective gell explosive and a novel, low cost initiation method were developed.

Methane gas caused an eight-month shutdown of mining operations at the Mill Creek, Phase 3, Tunnel. The gas-related shutdown occurred as the tunnel was advanced to an approximate distance of 2,700 feet, which constitutes approximately18% of the total tunnel length. The construction of an emergency ventilation shaft, a comprehensive program of de-gassing wells and an expanded gas monitoring system were used to mitigate the gas condition. When complete, this tunnel will be utilized to convey and store combined storm and sanitary sewage collected from a portion of Cleveland, Ohio and ten suburbs. This paper will provide an overview of gas related remedial measures and explain how these measures were integrated into the project to ensure safe tunneling conditions.

Commodity price down cycles are a fact of life in the mining industry. And companies pre-pare for them as best they can. Evenso, operations are still curtailed or closed during those cycles, profits shrink, layoffs are inevitable and many companies do not survive. However, one of the few good things that occurs during down cycles is the new, innovative exploration, mining and processing technologies that come about during hard times. To survive the lean times, the mining industry turns to improved technology to decrease costs and hold the bottom line. And, because mining is a cyclical business, each down cycle brings about technology improvements that carry over into the good times.

Introduction Hydrometallurgical solvent extraction (SX) processes – featuring large quantities of combustible or flammable organic solvents - are common in the mining industry for recovering non-ferrous metals such as copper, nickel, cobalt, uranium, tungsten, iodine and lithium. Recent fire loss incidents and the widespread use of sub-grade tank farms and piping trenches, plastic piping, poor drainage, and closely spaced buildings demonstrate opportunities to improve the use of Inherent Safety (IS) in this industry. The mining industry has designed and constructed facilities with an emphasis on personnel safety, production efficiency and cost effectiveness. The use of IS to eliminate or minimize property fire exposures has not seen widespread practice. Lessons learned from the mainstream CPI have not been communicated or applied. As an example, copper SX plants have consistently used design of gravity flow as a cost and production-effective solution for transferring liquids and minerals through the process. In fact, Jergensen1 recommends to “utilize gravity to the fullest extent possible” in design of SX plants. This philosophy has been achieved by laying out SX plants with process equipment at different grade levels so that solutions can flow “downhill”. Because of the use of large quantities of flammable liquids and the potential for these liquids - if released – to flow unimpeded into other areas – gravity SX processes represent severe inherent fire consequences unless costly barriers, drainage and channeling are also provided. It appears that little thought has been given to the fire protection consequences and challenges of this design feature during the evolution of SX plants and most copper SX plants constructed today use some form of a sub-grade processing area (tank farm) and one-way gravity flow. While this layout is used to assure a cost effective operation it has resulted in significant exposures to high value production. The use of sub-grade production units is an inherently unsafe layout where flammable liquids are used and is a layout that would rarely if ever be used today by the mainstream CPI. Gravity-assist layout is only one example where copper SX plants have been designed and constructed without IS in mind. The use of combustible and frangible corrosion-resistant materials – such as glass, wood and plastic - for flammable liquid storage, processing and piping systems has significantly increased the hazards of these facilities. These materials of construction are not rigorous and allow for rapid failure and release of flammable contents during fire exposure. The use of combustible or frangible systems to handle or transport flammable liquids is not a practice seen today in the CPI.

Introduction "Austerity" is perhaps an overly generous description of the past three years in the American steel industry. Steel plants operated at an average of only 57% of their capability in 1982-84. The dismal losses for last year are still being totaled. But during the two years before this period, American steelmakers recorded an aggregate net loss of a staggering $6.8 billion. Steelmakers responded by closing numerous marginal facilities. And production capability was cut by 13.6 Mt (15 million st). Capital expenditures still averaged $2 billion annually. But this was inadequate to maintain the existing base of steelmaking facilities. The general economy experienced a satisfactory recovery during this period. American steel, however, continued to suffer from a lagging recovery in the capital goods sector. This was due to record penetration of its domestic market by imports and from very weak realizing prices on the volume that was available. In addition to the direct influx of offshore steel products - which itself depressed prices - the industry also became painfully aware of the growing importance of "indirect" imports. These came in the form of steel-containing producer and consumer durables. Industrial equipment and autos fabricated from foreign steel accounted for the equivalent of 6 Mt (6.5 million st) of lost market opportunity for domestic steel-makers last year. That is over and above the 23.5 Mt (26 million st) of direct steel imports. Given these factors, Inland Steel was not spared from the threeyear downpour of red ink. Despite its record of continuing modernization in steel, our single-plant location in the world's best steel-consuming market, and the high proportion of consumer durables related products, such as cold rolled and coated sheet in our mix, Inland suffered aggregate losses of $277 million during the 1982-84 period. Strategic Planning The foregoing establishes a perspective - a base from which we have restructured our view of the steel industry, and of our own role within that picture. Until possibly two years ago, this present weakness in steel demand was viewed around the world as an aberration, eventually to pass. By contrast, it is now recognized that austere times are the normal steel environment. The topic here is management of resources. This implies an emphasis on strategic planning. It is worthwhile to examine some of the more critical assumptions that were driving strategies among a number of steel companies just before the 1980s. Those projected characteristics of the future steel environment were arrived at through painstaking analysis. They were carefully and heavily quantified and were generally shared by outside observers and our peers within the steel industry. • First, the assumption was made that domestic steel demand would continue to grow at an average rate of 2% per year. • Second, it was assumed that this growth in the American market would continue to be filled predominantly by US mills. At the Prospectors and Developers Annual Convention (PDAC) in Toronto, Canada mining and exploration companies of all sizes were on hand to discuss the year that was and those that will be. The following is a look at some of the companies with Canadian operations that were on hand for PDAC 2009. Iamgold Corporation is a leading mid-tier gold mining company producing approximately 31 t (1 million oz) of gold from seven mines on three continents. With record revenues of $870 million ? up 28 percent when compared to 2007 ? the company is focused on growth with a target to reach 56 t (1.8 million oz) gold production by 2012. During 2008, the company acquired the Essakane project in West Africa. The project is fully permitted, under construction and will contribute more than 9.3 t (300,000 oz) of lower cost production by late 2008. Iamgold increased its reserves by 55 percent, to 385 t (12.4 million oz) and its resources in-creased by 16 percent to 821 t (26.4 million oz) in 2008. Going forward, Iamgold has three areas of focus ? West Africa, Guyana Shield and Quebec ? with seven gold operations, five advanced projects and the Niobec niobium mine included. The Rosebel Mine in Suriname is Iamgold?s fl agship property. With measured and indicated resources of 300 t (9.6 million oz), it accounts for 30 percent of Iamgold?s production. Production there was up 20 percent compared with 2007 and further production increases are expected in 2009 and 2010. Mill expansion and optimization increased throughput from 8.9 Mt/a (9.8 million st) to 10 Mt/a (11 million stpy). In West Africa, Iamgold has joint ventures at Sadiola in Mali; Tarkwa in Ghana; Yatela in Mali and Daman in Ghana. Iamgold also has 100 percent ownership of the Mupane gold mine in Botswana and the Doyon gold mine in Quebec, Canada. Also in Quebec, Iamgold has 100 per-cent ownership of the Niobec niobium mine in Quebec. Niobium is used in high strength specialty steels.

The mineral resource potential of the Los Bronces deposit was successfully evaluated by an intense, coordinated program over a 37-month period (April 1978-May 1981) as part of an economic feasibility study. The program included more than 120 km of core drilling, 63 km of access road construction under adverse topographic and climatic conditions, detailed geological mapping, plus other related activities. This Tertiary-age copper-molybdenum deposit is composed of an earlier mineralized porphyry-type body intruded in part by a large complex of mineralized hydrothermal breccia pipes. Both intrusive and extrusive igneous rocks are present. Erosion, oxidation, leaching, and supergene enrichment of copper have resulted in a deposit now exposed at the surface that contains more than 368 Mt grading about 1% copper equivalent as sulfides.

Annual fish monitoring of the Red River, NM from the town of Red River to downstream of Questa, NM has been conducted since 1997. This long-term dataset, sponsored by the Chevron Mining Inc. Questa Mine provides an opportunity to evaluate the fish community response to natural phenomena, such as landslides and drought. Hydrothermal scars are present on drainages to the Red River, which can contribute large quantities of sediment to the Red River during localized storm events. Sediment inputs from the hydrothermal scars result in decreased habitat and water quality conditions within the Red River. Landslides from the hydrothermal scars contributed large amounts of sediment to the Red River in the summers of 2002 and 2007. Resident trout populations in the Red River after summer 2002 were depressed at sites adjacent to and downstream of the hydrothermal scars. Resident trout populations had begun to recover by 2005 and 2006; however, after the summer 2007 landslide, the resident trout population was again drastically reduced. In fall 2007, 13 resident trout were collected from 11 sites in the approximately 23 km reach of the river, compared to 691 from the same 11 sites in fall 2006. Resident trout density and biomass has gradually increased since fall 2007, and flows have removed sediment from the study reach. A combination of increased sedimentation and decreased water quality were likely responsible for the decreased resident trout populations in the Red River. Drought and the lack of flushing flows appeared to exacerbate the problem of high sedimentation levels from 2001 to 2004. Climate models predict prolonged periods of drought and increased intensity of storm events, potentially resulting in less favorable conditions for the resident trout population of the Red River in this area.

LaModel is a boundary-element program capable of calculating the displacements and stresses in thin bedded deposits such as coal, salt, or potash. Throughout its history, it has continually been upgraded in order to expand analysis detail and stay current with the latest advances in computer technology. The most recent enhancements include: an increased grid size capability, a significant increase in the speed of the automatic grid generation using an AutoCAD visual interface, implementation of subsidence-based horizontal strain calculations for multiple-seam situations, and pillar safety factor calculations. To demonstrate these new features, a multiple-seam case study of a longwall panel undermining an active set of main entries is presented.

"The second prime area within the Interoceanmetal Joint Organization exploration area named H22 was delineated in 2013 with the goal to ensure sufficient nodule reserves for profitable mining operations and processing.The knowledge base for area H22 has been obtained from archive materials. The geological situation can be characterized as follows: the sea bottom is represented by tectonic blocks oriented in a sub-meridional direction. According to swath mapping, the depressions (troughs) are contoured at depths of 4500-4600 m while the tops of horsts occur at 4300-4350 m. Volcanic relief occupies 6% of the H22 area; in the eastern part a multicone volcano was detected. Its area at the base is 153 km2. The maximum height of a cone above the base is 850 m. The crystalline basement composed by tholeiitic basalts of late Oligocene age is covered by about 100 m of sediments. Semi-consolidated to consolidated calcareous nanofossil sediments of the Marquesas formation are deposited on the basement. Higher up in the profile sediments of the Clipperton formation occur. They are represented by unconsolidated siliceous (Radiolaria, Diatom) ooze. Sediments containing calcium carbonate have not been detected. Where opaline silica (or CaCO3 if any) content is below 5%, the sediments belong to zeolitic clays or red pelagic clays. Grain size composition of the seabed and the near-seabed sediments in H22 classifies them into clayey silts."

Mineral extraction activities in the deep sea will expose the local fauna to potentially toxic compounds. However, very few data are currently available on the complex ecotoxicological risks to deep-sea fauna from the potential release of heavy metals, trace metals and Rare Earth Elements (REEs). Nonetheless, this is key information essential to support the regulation of industrial activities in the deep sea. One of the fundamental issues that the MIDAS project will address consists in exploring the concept of whether the existing toxicity test protocols and limits established in shallow-water species are applicable to deep-sea mining. We will detail the specific challenges to recommending exposure limits within the deep sea and show preliminary results of comparative toxicity tests in the shallow-water and in the deep-sea environment.

At the Porce III Underground Powerhouse Complex in Colombia, the observational method (Peck, 1969), was used to provide information to an underground wedge and a 2D Finite Element Method numerical models, both used to estimate the mechanical behavior of the hoisting rock mass. The observation process consisted in collecting fault events in the field and in interpreting Multiple Point Borehole Extensometers and Surface Convergence Displacement Points readings. The calibrated models were employed to predict the behavior of the pillars formed between the machine and transformer caverns. The observational method is an important activity during excavation of large openings and provides arguments to understand the rock mass mechanical behavior.

Ceveland-Cliffs uses a specialized software package in mine planning at the Empire Mine, an iron ore mine it manages on Michigan’s Marquette Iron Range. The application puts together years of mining experience that began in the early 1960s on the eastern end of the Marquette Range. The Empire Mine is in its 38th year of production. It uses the software to model a complex and highly variable low-grade magnetite ore body, capturing the economics of mining and processing to the final product. With special attention given to geostatistical methods, the software is used for all geologic modeling, ore reserve estimation, ore control, pit design and short- and long-range planning.

At the heart of the mining process are a number of basic and fundamental tasks whose regular and repeated performance constitute the mining cycle. As will be discussed presently, these tasks are the basic components of the mining system. Section 9, Production Operations, provides the mine designer and engineer with an understanding of these tasks and with sufficient design principles to allow this person to create an efficient mine system. This section is meant to be an introduction and adjunct to subsequent sections that describe specific mining systems. However, sufficient design information is included here for the independent design of mine systems that may not be described elsewhere or for subsequent verification of existing designs. For the purposes of this section, mining subsumes excavation; thus this material applies to any excavation process. Accordingly, this section is written in general enough terms to include both surface and underground mining. It may be used also for civil engineering excavations that often involve the same steps. Obviously, the actual procedures undertaken in any specific mining system will appear to be very different from those taken in any other system. This is certainly true when comparing surface with underground methods. Yet the fundamental principles are often the same. This segment is written to explicate the basics. Wherever appropriate, the section will suggest the differences between the application process to surface or to underground mining.

A unique partnership between the Colorado Mine Safety and Training Program (CMSTP), the Colorado Rock Products Association (CRPA) and the Higher Education and Advanced Technology (HEAT)Center resulted in a video CD-ROM training program for new miners entering the aggregate industry. Cooperation from everyone involved, including the U.S. Mine Safety and Health Administration (MSHA),made this the product against which other training materials in the mining industry will be measured in the 21stcentury. This product’s versatility and wide application make it a tool that is as critical to a mine’s success as any earthmoving machine. The state and federal grant money involved allows this product to be affordable to small operators and independent contractors. The quality of this two CD-ROM set rivals any commercially made CD-ROM training.

During the past three years, a new rear-dumping dragline bucket technology has been patented, developed and tested at North Dakota coal mines. Field testing has shown that this new concept in dragline bucket technology can improve strip-mining efficiencies by reducing cycletimes and increasing dumping radius. This article details the process, participants and the results for the development of a rear-dumping dragline bucket. Participants in the process In November 1995, the board of directors of Dakota Coal authorized the execution of a field test and option agreement and a license agreement with the partnership of D.F. Schmidt, electrical/maintenance supervisor, and Bill Lengenfelder, president of Modern Industrial. The board also authorized entering into a dragline bucket field-testing agreement with the Falkirk Mining Co.

"Some of the weakest roof in United States coal mines is found in the Illinois Basin. Historically, the Illinois Basin has also suffered from high rates of unplanned roof falls and rock fall injuries. During the past decade, however, roof fall and rock fall injury rates have fallen dramatically, and are now lower than the national average. Several technologies are responsible for the improvement. Roof screen was rarely used ten years ago, but a number of mines now use it on a regular basis to prevent rock falls and rock fall injuries. Other roof skin control fixtures and work practices have contributed as well.The reduction in roof falls is also directly attributed to enhanced intrinsic roof support. Stiffer primary bolting patterns have reduced the magnitude of roof spalling and roof sag. They have also helped create a more intact beam that is able to be suspended from longer cable bolts. Cable bolt design methodology has also contributed to this reduction in roof falls. Some early cable bolt applications were unsuccessful because they employed as few as two cable bolts per intersection. This paper describes a methodology for estimating rock loads for support design.ROOF FALL TRENDS IN THE ILLINOIS BASINAlthough the Illinois Basin has a long history of poor roof conditions and high rates of unplanned roof falls and rock fall injuries, recent data indicates a change in the trend. Roof fall rates are determined by dividing the total number of non-injury roof falls by the total number of hours worked underground. The data is considered for 200,000-man hours. While the Illinois Basin was once a coalfield experiencing roof falls at nearly twice the national average, it is now at or below the national rate. Figure 1 indicates the trend over the past 20 years. In 2008, the Illinois Basin mines experienced 5.06 roof falls every 200,000-man-hours, compared to only 0.75 in 2018.There has also been a significant reduction in the rate of rock fall injuries in the Illinois Basin coal mines, as shown in Figure 2. In 2008 there were 1.48 rock fall injuries every 200,000-man-hours, compared to only 0.43 in 2018.ILLINOIS BASIN COAL ROOF GEOLOGYThe roof rock in the Illinois Basin has been studied in the past to understand the primary causes of roof failures (Molinda et al., 2008; Thompson, 2010; Molinda and Mark, 2010). Rusnak and Mark (2000) evaluated 10,000 laboratory strength tests from 800 rock units and concluded that for shale, siltstone, and sandstone, the strength of the Illinois Basin variety was less than half that of the same rock types in Central Appalachia (Figure 3). A study of Coal Mine Roof Rating (CMRR) measurements in more than 200 US coal mines also found that weak roof was predominant in the Illinois Basin (Mark and Molinda, 2005)."

Fires in underground coal mines are persistent problems anywhere in the world that coal is mined. Coal fires pose safety and health hazards in the form of mine subsidence, loss of energy reserves, destruction of property and surface improvements, and air pollution. In 1995, the US Bureau of Mines (US-BM), in cooperation with the Colorado Division of Minerals and Geology (CDMG),entered into a contract with Goodson & Associates Inc. (GAI) to design and field test the effectiveness of a new foamed grout technology called ThermoCell. GAI is a Lakewood, CO geotechnical and mining reclamation engineering firm. The company developed ThermoCell to control and extinguish underground coal fires. The viability of the special grout and the technology of application were established during a full-scale field demonstration at the abandoned IHI Coal Mine fire, near Rifle, CO. Following acquisition of additional funding by CDMG in 1999, Goodson returned to the site in April to continue the grouting to fully extinguish the IHI fire.

How did you get into mining; were you from a mining town or mining family? Not at all. I grew up in northwest Kansas. I liked to hunt and fish, so I thought it would be fun to work for a company that made knives or guns. It seemed like metallurgical engineers would be something those companies could use, so I started in physical metallurgy. I got a summer job at the great Climax molybdenum mine near Leadville, CO shoveling muck onto conveyors. I was hooked. I loved everything about mining, so in the fall, I changed majors from physical metallurgy to mineral processing. For many years you actually discouraged young people from studying the mining disciplines. Could that be right? That’s true.
