This paper follows that of the Milos Conf, 2002 and examines the collection and reporting of SDIs in the industrial minerals industry in Europe. It compares the characteristics of the GRI Reporting Guidelines, with its Metals and Mining Sector Supplement with those of the EU DG Enterprise Scheme, launched in 2001. The particular issue of SME's and companies which are not publicly traded is examined. The pros and cons of participating in such schemes is a central theme of the paper. The paper concludes that there and many business benefits for these companies in participating and submitting their data. The European Commission Scheme is strongly recommended for companies in the sector which are SME's and not-publicly traded as well as large firms who are listed on European Stock Exchanges.

The numbers tell the story of this one. More than 50,000 people and 1,890 exhibitors took over the Las Vegas Convention Center Sept. 24-26 for the largest mining trade show in the world ? MINExpo. Inside the convention center, some of the largest machines used in mining were on display. Caterpillar, Liebherr, Komatsu and Hitachi displayed ultraclass offroad mining trucks and shovels. Atlas Copco and Schramm were among companies that rolled in mining drills and Bridgestone, Goodyear and Michelin were among the companies showing off the massive tires used by the trucks. Throughout the three halls and an outdoor display area, just about every kind of product, gadget or service used in the mining industry could be found on display somewhere.

Most geologic and mining engineering consulting firms* began to experience the recession with declining billing levels, number of inquiries, and proposal requests in late 1981 or early 1982. As of today, most of them have been functioning at reduced income levels for nearly a year. And while many consulting firms have apparently reached a stabilized income level, they can see little prospect for attaining normal (pre-late 1981) billing levels and income for the remainder of 1983. A few firms have escaped being affected by the recession. Such com panies almost without exception are small (fewer than 20 personnel), offer a limited range in technical capabilities, and tend to be highly specialized in a particular niche. They include those specializing in the heap leaching of precious metals ores, in ground water testing programs, and in the derivation of computer-aided programs to monitor particular mineral processing functions. Those firms affected by the economic downturn have instituted a variety of policies and undertaken actions to cope with significantly reduced incomes to bring fixed costs in line with the depressed demand for services. These changes fall into the following broad categories: • management and management practices; • markets and market definition; • marketing and the pursuit of assignments; and • administration and personnel relationships. Not all of the perceived changes have necessarily been instituted by every consulting firm, and any one appears sporadically instituted. Management and Management Practices In favorable times the managers, and often the owners of the equity, of consulting firms tend to concentrate their attention on the part of the business they find most satisfying and enjoyable. For some, this means acting as project or assignment leaders, even undertaking a specific technical aspect of the job. For others, it means constant marketing with the associated heavy travel and entertainment schedules. In unfavorable conditions, such as the current recession, managers tend to spread themselves far more thinly, expending time and effort on all facets of the business including marketing, proposal preparation and cost estimating, budgeting, general administration, accounting and cash flow monitoring, project/assignment overview, and actual client work. The manager who in favorable times concentrated on client work is now less billable. The manager who concentrated on marketing is somewhat more billable. The manager now needs to pay attention to and expend equal effort on each facet of the business just to keep all the facets in relative balance. Falling behind schedule on a client job or carrying an unduly large percentage of accounts receivable exact a cost to the firm. Clearly the absolute cost to the firm is the same whether demand for service is good or slack. But in periods of slack demand the firm is frequently less able or even unable to bear such costs. Marketing and Market Definition Markets appear to have undergone some significant changes: • Federal and state governments have assumed a greater importance as providers of work vis-a-vis both industry and private groups. • Projects with increase-in-capacity aspects have given way to projects with maintenance or reduced operating cost aspects. • Projects searching for new deposits of minerals in generally new locations have given way to projects reviewing known mineral districts or known deposits. • Industrial mineral and mining companies have exhibited a great propensity to cut back the use of consultants and to undertake as much work as possible in-house. Further-more, a number of industrial mineral and mining companies have entered the competitive arena with consulting firms, submitting proposals (usually to the federal government) in an effort to keep their staffs intact and occupied. In response, consulting firms have reevaluated their capabilities by reviewing old work and reassessing personnel. The purpose is to broaden the services offered and the potential client base, thus redefining the available market. For example, a firm specializing in assessment of technical and cost parameters of a deposit would normally assist a prospective lender in judging the deposit's suitability for project financing. That same company could easily expand into the field of analyzing production costs for an individual operation -something that is needed in periods when lower prices reduce profit margins. Similarly, a firm that has confined such economic assistance to commercial banks could expand to provide its expertise to other lending and even equity buying in-stitutions such as insurance companies. The 26th Peruvian Mining Convention (Convención de Ingeneieros de Minas del Perú) was held Sept. 15 through 19, 2003, in Arequipa. The convention was sponsored by the Peruvian Institute of Mining Engineers (Instituto de Ingeneiros de Minas del Peru). The Institute has been organizing these events since 1954. They are now held every other year. The conventions spotlight Peru’s mineral resources and have contributed to the tremendous growth of the Peruvian mining industry. This year’s meeting consisted of technical sessions, forums, field trips and social activities. It was held at the Tecsup Institute of Technology of Arequipa. More than 3,000 mining professionals attended. As always, the meeting was well organized, and participants expressed gratitude to the organizing committee for another successful meeting.

Application of microprocessors, programmable logic devices, and other computer-oriented hardware and software on-board large surface mining equipment to optimize availability and productivity, stretch machine life, and protect against catastrophic breakdown has been a goal of heavy-equipment manufacturers for several years. Progress in this direction has not been as rapid as many manufacturers anticipated in the mid-1980s, and, on the other side of the coin, mining industry and machine operator acceptance of such products has not always been enthusiastic. However, the trend toward such development seems undeniable. Large surface mining equipment in the future will doubtless carry more, and not fewer, applications of computers and computer-related products. The intensity of development interest and degree of progress in commercializing such on-board computer and computer-related products on surface mining equipment varies considerably among the manufacturers. Summarized here are the on-board computer-oriented products of three heavy-equipment suppliers-P&H Harnishfeger, Marathon LeTourneau, and Haulpak not a comprehensive survey, but, perhaps indicative of the direction such development is taking.

Potential air emission impacts to federal Class I areas from distant sources are receiving increasing scrutiny by federal land managers (FLMs). This paper provides summary results of the impact analyses conducted for FLMs and PSD permitting of a proposed expansion for a taconite processing facility. Results from air quality increment, acid deposition, mercury deposition, and visibility analyses for Class I areas located 50 to 162 km from the facility showed the project would meet the respective regulatory and guideline values for the specific analyses. During the course of the air quality analyses, potential new requirements from the FLMs’ Air Quality Related Values Workgroup (FLAG) efforts and USEPA’s Regional Haze Program were brought into the PSD discussions. The implications for these future guidelines and regulations as they may affect future expansions at other mineral processing facilities are also discussed.

In order to reach a large, untapped reserve of high-quality coal, D8 Cloverlick mine proposed to mine a corridor nearly 2,000 ft deep beneath the Benham Spur of Black Mountain, Kentucky’s highest peak. D8 Cloverlick mine was extracting the Owl seam, but the corridor’s route lay approximately 70 ft above century-old mine workings in the C–(Darby) seam. Adding to the concern, three serious coal bursts had recently occurred in nearby Owl seam workings.

To obtain microbial cultures with the ability to efficiently leach copper ion from chalcopyrite, microbial samples from acid mine drainage sites were mixed and then subjected to mutation using sodium nitrite (NaNO2), diethyl sulfate (DES), ultraviolet light (UV) and their combinations. Mixed cultures with a much stronger ability to leach copper ion (identified as mixed cultures A, B, C, D and E) were obtained by screening on leaching media. Leaching tests showed that mixed culture E had the best leaching performance and increased the Cu2+ content by 120.5% in 20 days, compared to a control without mutation treatment. Mixed culture E grows well on Leathen leaching medium supplemented with Cu2+ (at a final concentration of 32 g/L), reaching 3.2 × 107 cells/L after 15 days, while the unmutated control culture cannot survive beyond 15 days, indicating that mixed culture E is more tolerant of high concentrations of Cu2+. In addition, continuous leaching by mixed culture E is very effective at a pulp density of 1%. These results suggest that it has the potential for industrial applications.

"INTRODUCTION Outer space technology and exploration have reached a tipping point so that mining and mineral processing in outer space is now a certainty and not a dream. Several competing companies, worldwide, are well on the way to building spaceships to land on the Moon and eventually mine the Moon and asteroids for volatiles, rare earth metals and Helium-3. The Google Lunar XPrize offers a $30 million prize1. China has recently landed a spacecraft on the Moon. The European Space Agency, with cooperation from the United States, has landed a spacecraft, Philae, on a comet. And, Mars One is planning a one-way trip to establish a settlement of humans on Mars. How and why are the Moon and asteroids and their resources of interest to private space industry and companies? Why are the Moon and asteroids viewed as a potential business venue? GEOLOGY OF THE MOON AND ASTEROIDS –WHY DO WE WANT TO MINE THERE? Space enterprises are actively working towards establishing and operating lunar and asteroid mining locations for resource extraction, resource processing, conversion to salable products, and distribution of the products and services in space and to Earth and beyond2. Forty-five years ago, the Apollo manned missions to the Moon returned rocks and regolith to Earth, which were studied and analyzed. What they found was that the Moon contains valuable minerals and resources. These minerals are largely due to meteor and asteroid impacts, which have, over eons, created this mineral rich regolith. These impacts have occurred on Earth as well, for billions of years, particularly early on in the history of the solar system. However, on Earth, wind, water, and vegetation have erased most of these impacts. On the Moon, in contrast, the only weathering is caused by subsequent impacts and the solar wind. The Moon regolith contains valuable rare earth minerals, platinum-group minerals (particularly where the Moon has been impacted by asteroids), volatiles (useful for processing and habitation), Helium-3 and titanium. Almost non-existent on earth, Helium-3 is abundant and accessible on the Moon and can be used in nuclear fusion power plants, producing much more energy than fission reactions and with much less radioactive waste. One of the main reasons Helium-3 is sought after as a fusion fuel is because there are no neutrons generated as a reaction product. Governments and private companies focus on mining of Helium-3 on the Moon as a basis for their economic models. Moon Express, one of the private companies who is planning on mining on the Moon, will recover moon rocks to fund its early operations25. Subsequently, it will recover Helium-3, platinum, and rare earth metals, as it engages in surface mining operations."

The largest reserves of palygorskite in the world are located in Anhui and Jiangsu Provinces in East Central China. The deposits are Middle Miocene in age and range from 3 to 6 m in thickness. The deposits are the alteration product of basaltic volcanic ash. The Chinese Geological Survey estimates the palygorskite reserves are in excess of 200 million tons. The elongate particle shape results in unique colloidal properties. Large quantities are exported to Japan, Taiwan, Southeast Asia, New Zealand, Australia, and West and Gulf Coasts of the United States. The markets include agricultural carriers, paint, joint tape compounds, animal feed binders, catalyst support, drilling muds, and suspending agents for chemicals, pharmaceuticals, and medicines. The viscosity is high and the quartz content is generally 5% or less.

The US Constitution provides for regulation by the states for protecting the public's safety, health, and welfare. Hence, in the eyes of the law of all states today, this is the sole justification for registration of professional engineers. Wyoming was the first state to register professional engineers in 1907, to correct abuses of incompetent or fraudulent practices in surveying and real estate. Public safety and health are most directly affected by civil, electrical, and mechanical engineering. Other branches of engineering have a profound effect on the public welfare, including investors, and safety and health of employees. No arguments, pro or con, are valid except in relation to the registration laws of various states. Code of Ethics Few would argue the desirability of requiring conformance with a code of ethics. A major problem lies in enforcing compliance, since protecting the public demands a high standard of competence, yet assessing competence gets confused with restraint of trade. Bidding engineering work on price competition can lead to pressure to cut corners on engineering quality, and was therefore discouraged by codes of ethics. The Supreme Court, in a suit against the National Society of Professional Engineers (NSPE), barred any engineering society from such bidding restriction. It has, however, upheld the right of states to impose codes of acceptable practice as part of registration laws. For example, Texas Canon I reads, "The engineer's paramount professional responsibility should be the safety, health, and welfare of the general public." Anything less makes the code practically meaningless, but there are potential conflicts of interest in many engineering organizations. How can conflicts be handled? Any corporation could improve its public image by adopting a policy that each employed PE should, without fear of recrimination, record in writing over his seal any problem or flaw in any design that comes to his attention. The policy should further require that his superior provide him a written reply pointing out that the "flaw" is accepted as requiring correction or as a calculated risk, or overruled as erroneous or as a difference of opinion. Errors in calculation of judgment are inevitable. Despite this, there are limits to how much time and money should be spent to eliminate them. It is difficult, however, to see any excuse for failure to conscientiously evaluate the opinion of a PE. This may be an impossible ideal, but how else can the profession or the industry have credibility? The National Council of Engineering Examiners (NCEE) has a code of ethics one presumably subscribes to by signing an application to write a Principles and Practices examination. However, NCEE has none of the power of enforcement that is available through state boards of registration. Registration Qualifications Qualifications are set by the laws of the states. In general, they require passage of an eight-hour examination in fundamentals, preferably at graduation, and, later, one in principles and practices. The examinations are compiled and distributed by NCEE. This system provides for a high degree of uniformity and reciprocity. States set the education and experience levels (typically four years after graduation) required by those desiring to write the principles and practices examination. Examinations The principles and practices examination calls for answering eight of 20 equal weight questions; one on engineering economics, 19 on engineering. Economics may enter into engineering questions, but only provided the question is not answerable by an economist without engineering training. In preparing examinations, NCEE strives to use questions that require some judgment and can be more effectively answered by someone with four years experience beyond college. With the increasing demand for metalliferous and mineral raw materials and the consequent depletion of the global natural resource base, the possible utilization of secondary raw material sources is receiving more and more attention. In the present study, we present results from a detailed vanadium deportment study of three basic oxygen furnace slag (BOS) samples known to containing elevated bulk concentrations of vanadium. Complementary analytical methods that were used to quantify the abundance and composition of V-containing phases include SEM-based automated mineralogy, X-ray fluorescence analysis, and X-ray powder diffraction as well as electron probe microanalysis. The vanadium deportment was quantified using Monte-Carlo simulations of the data obtained from automated mineralogy and electron microprobe analysis. The total V concentrations identified by XRF are between 1.7 and 2.2 wt.% V. The most important hosts of vanadium are larnite-, brownmillerite- and portlandite-solid solutions. In two samples Ca carbonates also significantly contribute to the V deportment, while wuestite, lime, and native iron do not contribute significantly to the vanadium deportment. A thorough consistency check identifies considerable uncertainties in the density of the V-bearing phases as the most likely reason to explain remaining discrepancies between measured and calculated V values.

Oxidative roasting is applied on an industrial scale to beneficiate ilmenite concentrates from South African East Coast heavy minerals deposits - the aim is to increase the magnetic susceptibility of ilmenite to allow magnetic separation from chromite. The intention of this paper is to give researchers new to the field an overview of the beneficiation of ilmenite through roasting and magnetic separation, touching on the relevant fundamental aspects of magnetism.

"Quang Ninh province is located in the north east of Vietnam and the coal mining in the province generates two thirds of the province’s GDP. The coal is extracted from both open pit and underground mines for the country’s complete coal export and by a share of more than 90% for domestic coal usage. Overburden generated through open pit mines is piled up nearby in the form of large waste rock dumps. The side-hill fill dumping near open pit mines is the source of environmental degradation in the region. Among the current problems at solid waste rock dump sites are dust emissions during and after dumping as well as Acid Rock Drainage (ARD). One of the major existing problems at waste rock dumps is dump stability (comprising erosion, sliding and subsidence issues). The RAME R&D project (Research Association Mining and Environment in Vietnam) is - among other activities - actively involved in the research for stabilisation and rehabilitation of mine waste rock dumps in Vietnam in the form of several sub-projects. The Institute of Mining Engineering I of RWTH Aachen University is leading the sub-project of mine waste dump stabilisation in co-operation with Chair of Geotechnical Engineering and Brenk Systemplanung GmbH. Mine waste dumping in the form of layers as an alternative to the side-hill fill dumping is expected to bring up environmental and economical benefits by minimising the problems of dump sites with the contribution to a sustainable development. Reduction of the post construction settlements, long term stable dump profile with minimum erosion, improvement of material parameters for geotechnical slope stability through compaction from hauling trucks as well as economical evaluation of new dumping concepts are the areas of the current research. The project has been financed by German Federal Ministry for Research and Education (BMBF). The ultimate aim of the sub-project is the compilation of the project results in the form of a "Best Practice Guide" and software based "Decision Support System" for planning and management of solid mine waste dumps."

Increasing use of pressurized-face tunnel boring machines in North America has produced a similar increase in the application of precast concrete tunnel linings. Where a pressurized TBM is needed, immediate ground support and ground water pressure resistance is also required. A segmental lining installed within the TBM tail shield provides the only available means of providing such a sealed lining. This paper addresses new developments in North America in lining applications and design. For the purposes of this paper, a precast concrete tunnel lining is defined as a tunnel lining constructed using precast concrete segments that are assembled into a lining ring. The lining rings are connected adjacent to each other to form a tunnel lining. Each segment has a sealing gasket around it so that when the lining is completed, it provides a fully waterproof lining system. The ring is erected within the tail shield of the TBM and the annular gap around the ring is filled with grout as the machine moves forward. The ring is not expanded and normally provides the finished lining of the tunnel with no requirement for a second pass lining. The TBM has a series of hydraulic rams that push on the leading edge of the segmental lining to provide the sole system of forward propulsion for the machine. The rings are tapered, being longer on one side than the other. This allows the rings to be installed either on a curve or in a straight line depending on the rotational position of the rings.

The search for precious metals opened up the American West. And Nevada was right in the heart of this development. In the mid-19th century, prospectors seeking gold roamed the hills of Nevada and discovered the ComstockLode. The development of this huge silver and gold deposit began in1859 and was responsible for Nevada’s early entry to statehood. Mining was Nevada’s first industry. In more recent years, the Nevada mining industry has led the nation in gold, silver and barite production. Nevada also produces many other minerals. These include aggregates, clays, copper, diatomite, dolomite, gypsum, lime and limestone, lithium and magnesium compounds, perlite, salt and silica. Even today, Nevada’s mining industry continues to be a major economic force in the state. The mining industry has made more than $10 billion in capital investments in Nevada since 1985. And the value of Nevada’s mineral production last year was about $2.7 billion.

INTRODUCTION A number of tunnels supported and permanently lined by steel-fiber-reinforced shotcrete (SFRS) have been built in North America in the 1980s. The material is more economical than, and technically equal or superior to, conventional shotcrete using wire mesh. The design and construction of SFRS-lined tunnels is straightforward, and only a few new design principles, laboratory tests or construction equipment modifications appear necessary in order to use this material. Modern tunnel Contractors may use cyclic drill-and-blast methods on some tunnels, with intermittent shotcreting as part of an orderly cycle. The Dry Mix method is most suitable for cyclic, intermittent, relatively small-scale shotcreting. However, modern Contractors excavating tunnels continuously using large long Tunnel Boring Machines (TBMs) or Roadheaders may prefer Wet Mix shotcreting on a mass production basis. In either case, the use of steel-fiber-rein¬forced shotcrete (SFRS) promotes the rapid and economical excavation of tunnels. The addition of microsilica will improve SFRS properties and reduce rebound, and is expected to become standard practice with SFRS in North America, as it now is in Scandinavia. HISTORICAL REVIEW Steel-fiber-reinforced shotcrete (SFRS) at the present time (1985) is essentially conventional shotcrete with straight or deformed steel fibers added, and in general SFRS for tunnel linings encounters the same problems that conventional shotcrete does. The recently completed Lower Northwest Interceptor Program (LNWI) in Sacramento, California comprises, ten pairs of micro tunnels totaling 4,369 m (14,417 ft),three horizontal directionally drilled bores totaling 956 m (3,154 ft), and two large diameter tunnels under the Sacramento River totaling 1,198 m (3,953 ft). This paper briefly summarizes surface and subsurface conditions, and planning and design considerations. It then goes on to describe problems encounterd with each trenchless crossing, as well as lessons learned with respect to shaft construction, ground control at shafts during tunnel break-in and break-out, frac-out and heave, settlement, obstructions, coordination with permitting agencies, and application of geotechnical baseline reports.

Introduction In situ leaching (ISL) is an alternative method of mining uranium from deposits that are low-grade, deeplying, and water-saturated. ISL recovers uranium by transporting fluids through rock rather than by moving rock, a concept the Chinese developed over 2000 years ago for water production. This technique eventually evolved into production systems for oil, gas, sulfur, and salt. More recently, in situ methods have been developed to produce shale oil, gasified coal, geothermal energy, uranium, and copper. ISL uranium operations began in the early 1960s with Sabine Production Co. in south Texas. About the same time, Utah Construction and Mining Co. (Anderson and Richie, 1968) started similar operations in Wyoming's Shirley Basin. During the 1970s, six commercial operations were started in south Texas, (USBM, 1978) and a number of pilot operations were in various stages of development in Colorado, Wyoming, and New Mexico. This paper reviews some of the technical and economic aspects of the ISL process and briefly discusses key subsurface engineering functions as¬sociated with well pattern design and operation. While flow characteristics of a deposit are of prime importance, the following information is also needed: Depth, ore grade, total contained metal, ore thickness, flow conductivity (permeability), void space in rock (porosity), mineral type and distribution, natural groundwater flow, and structural features. Solvent selection, which is important to the economic success of the operation, takes these factors into account: Composition, rate of metal solubilization, interaction with gangue minerals, impact on rock permeability, impact on materials of construction, trace metal solubilization, cost, availability, and handling problems. Overview of ISL An ISL operation consists of these functions (Fig. 1): 1. Chemicals to dissolve and maintain uranium in solution are prepared at the surface extraction facility. 2. A set of injection wells forces the solvent into rock pores of fractures using pressure in excess of the deposit's hydrostatic pressure. 3. Solvent travels through the rock and reacts with uranium minerals to dissolve them. The solvent usually consists of an oxidant and a complexing agent in an acidic or alkaline medium. 4. A set of production wells creates a low-pressure sump where metal-enriched solution is collected for transport to the surface. 5. The enriched solution is processed to recover uranium and to separate the leaching solution for recycling through the system. The economic performance of an in situ operation may be estimated by integrating these related factors: (1) the flow rate of solution processed through the system, (2) rates of fluid injection and production from wells, (3) the rate of mineral solubilization in the liquid phase, and (4) the volume of rock swept by the fluid. As these factors reveal, ISL involves the technical disciplines of petroleum engineering, ore deposit geology, and hydrometallurgical processing. Wellfield Design Just as mineral engineers use drillhole information to plan a conventional mine, in situ engineers use similar information to design a well field. The application and use of steel fibre reinforced concrete in precast tunnel lining design is a growing trend due to its advantages in performance over plain concrete, and ease of manufacture compared to traditionally reinforced concrete. However, the design process and performance characteristics of the material are poorly served by current codes and standards. This paper provides some basic design guidance for segmental linings, and compares the material properties for the different material options. A typical example is considered to compare the possible results of lining arrangement and thicknesses for a plain, reinforced, and fibre reinforced design solution.
