Featured in this report is a review of progress in environmental studies relating to coal mining and utilization. Environmental projects comprise a comprehensive program to facilitate mine reclamation and reduce air and water pollution associated with extraction and use of coal. Publications cited throughout this report present results of the coal program in greater detail. Organizations, institutions, and companies contributing to the program are listed in appendix A. Centers and laboratories conducting the coal research and related investigations appear in appendix B.

Systematic practices for protecting crops from frost damage began in the United Metes more then 40 years ago when the Weather Bureau Fruit-Frost Warning Service was organized; however, various practices employed in frost protection are centuries old. Although there are areas where little doubt exists as to whether protection is needed, there are also circumstances where there is some doubt as to the need for frost protection. Many factors influence this, including not only critical temperatures but also the maturity dates of the crops relative to marketing. Critical temperatures for frost damage to trees, plants, blossoms, and fruits very with weather, plant variety and nutrition, and stage of growth. In the case of truck crops, a single night of protection from frost injury might yield big dividends with a variety of sweet corn or tomato that matures early while price is high yet be worth very little with a midseason or late-maturing variety. Consequently, it is the individual grower who must decide whether to use frost-protective measures on the basis of his returns, the quantity and quality of his crop, the marketing situation, the sensitivity of his crops to frost damage, and the frequency of damaging frost in his area.

The generation and disposal of solid waste from electric utility plants using a lime or limestone wet-scrubbing system and the potential effects on the environment were estimated for 1975 and 1980. The study indicated that in 1975 approximately 5.8 million tons of desulfurization solid waste (50 percent solids) will be generated. In 1980, when it is estimated that desulfurization will become commercially accepted, approximately 71.4 million tons of this material will be generated for disposal and/or utilization. The desulfurization waste material when combined with lime, fly ash, and water may have potential for use as a roadbase material, landfill reclamation, and synthetic aggregate.

In 1948 the United States became a net importer of oil. Coupled with an unprecedented domestic production of 5,900,000 barrels daily, imports approximating 500,000 barrels made available a total supply of 6,400,000 barrels a day. Thus, by a herculean effort, the oil industry was able to meet an extraordinary demand at home and, in addition, to ship abroad almost 460,000 barrels daily of petroleum and products. The country’s oil position now differs greatly from that prevailing at the beginning of World War II. Then, actual oil production averaged about 4 million barrels a day, and productive capacity probably was greater than 5 million barrels a day. As the demand of the military and industrial machine grew with the rising tempo of the drive toward victory, the United States not only met its own needs but produced about two-thirds of the total oil requirements of the Allied Nations, excluding Russia. As a people, we can be deeply grateful that the Nation’s petroleum resources were adequate and sufficiently developed to support such a tremendous effort. Even in those critical hours when immediate needs were the paramount issues, a prudent Congress paused to contemplate the importance of an assured long-term supply of liquid fuels. From these deliberations came the Synthetic Liquid Fuels Act of 1944, which authorized research and development work on new sources of oil – coal, oil shale, and agricultural and forestry products. Since World War II, a civilian demand for 6 million barrels of petroleum products has become the order of the day. By drilling as many as 39,000 new wells a year, the production rate has increased enough to meet domestic requirements by a bare margin. Some imports were necessary, however, to fill both domestic and foreign demands, and these doubtless will increase. Is this policy of exploration within the United States and the development of oil in foreign countries adequate insurance for the fulfillment of our future national needs? This question has two aspects – one purely civilian and economic in character and the other significant from the standpoint of our national defense. There are now approximately 4,000 producing oil fields in this country. At first thought, it would appear that production could decline in a considerable number of these fields without materially affecting the overall daily output. However, 48 percent of the oil comes from only 111 major fields which contain 60 percent of the total proved domestic reserves. It is apparent, then, that the flow from large fields – having proved reserves of 100 million barrels or more each – must be sustained if daily production is to be kept at the present levels. Essentially, this means that new major fields must be discovered about as rapidly, or perhaps more rapidly, than the older ones lose productive capacity. From 1940 through 1947, only eight major fields with estimated reserves of more than 100 million barrels each were discovered and proved – an average of one such field a year. The total estimated reserve of these eight fields was less than 1 year’s supply at the present rate of use. As drilling continues, some existing fields ultimately will prove reserves larger than those now known. Without a pronounced increase in the number of major discoveries, however, the prospects for increasing our present productive level are not encouraging. Any gap that appears between domestic productive capacity and demand could be filled with supplies from proved oil resources abroad. A rock mass classification system has been developed for recommending drift support requirements in block caving mines. This development follows a two-year program incorporating field observations of support practice and performance in rocks of different classes, at several U. S. block caving mines. Popular rock mass classification systems presently in use for tunneling were applied at the various field sites; and were evaluated for conformance with caving mine support requirements and for general utility to caving mine operations. The developed system (MBR System) accepts readily-obtainable engineering and geologic data to yield a rational estimate of support requirements. The background and development of the MBR system is described in this report (Volume I). The use of the system is given in the Manual, a separate volume (Volume II).

West Virginia University researchers examined risk and exposure in the roof bolter operator's job and developed approaches for preventing accidents and for evaluating system and human performances that may be appropriate as a general application to improve safety and efficiency in the industry. Using a microanalysis of accident data and underground observations, the researchers classified bolting injuries within one of four work routines: 1) drilling bolt holes; 2) bolt installation; 3) machine tramming, (re)positioning and setting the ATRS; and 4) general face preparation. Time and motion studies were then combined with injury data analysis to develop risk and severity indices, as well as a severity-weighted index that served to determine the degree of risk and exposure by work routine. More than two dozen bolting-related problems were identified as potential situations that could lead to injuries or expose workers during their job. Approaches to avoid these situations were suggested and then applied at six mining operations to evaluate specific problems in roof bolting operations. These suggestions encompassed the three E's of Safety (Engineering, Education, and Enforcement) and emphasized the analysis of worker behaviors that lead to human error accidents.

This paper has been written to describe briefly the mining and milling of gold and silver ores in the Black Canyon and neighboring mining districts in Yavapai County, Ariz. The description of present operations is the result of a 10-day visit to the region by the writer in March 1936. Phase I study efforts addressed: 1) acid mine drainage formation theory; 2) effects of inundation in reducing acid mine drainage formation; 3) summary information on the types of acid abatement technology currently available and the problems inherent in each; 4) analysis of two potential means of partially inundating abandoned segments of active underground mines to reduce acid formation. This subsequent Phase II Draft Final Report addresses all of the above, but concentrates on and defines Item 4. Seal construction techniques were taken through five logical steps as follows: A) Location Analysis; B) Coal Barrier Pillar Analysis: C) Ground Water Analysis; D) Design Considerations: E) Economic Analysis. The design details of both low wall dams and section seals were discussed in a series of segments: a) Case Histories; b) Feasibility Analysis; and c) Design (including representative calculations). Study efforts showed that both concepts are feasible only in certain mines where the geologic-hydrologic physical makeup is suitable to contain a mine pool. Low wall dams in particular were found to have extremely limited applicability as a means of pollution reduction. Section seals, while clearly dependent upon site specific conditions, have a some what broader range of utility and are more effective in pollution reduction. The proven dramatic reduction in acid mine drainage attributable to inundation makes this a concept that must be considered.

"SUMMARYThe coarse-grained granitic pegmatities of the United States have long been a source of many important industrial minerals, because of this, they have been studied intensively by geologists, mining engineers, and metallurgists. These studies have amassed a rather astounding array of published and unpublished information.Correlation of geological studies between individual pegmatites, as well as between major districts, has brought forth some semblance of order to the knowledge of the structure and Mineralogical composition of those highly complex and irregular deposits, making it possible to classify certain prgmatitites and pegmatitec zones into several groups of associated minerals; based upon the presence or absence of the minor minerals of beryllium and lithium. This classification or grouping of minerals, with the methods that have been developed for recovering certain of these minerals, makes possible a systematic approach to the winning of many of the industrially important minerals from pegmatite rock by a single integrated process.As the coarse-grained granitic pegmatites are composed primarily of,feldspar, quartz, and muscovite, the methods developed for separating and recovering them, as well as those methods developed for separating and recovering such minor minerals as spodumene and lepidolite, are important contributions to the over-all problem of pegmatite treatment. Some of these methods have been demonstrated in the laboratory only, whereas others have progressed beyond the laboratory stage arid are being employed in commercial operations.Recent laboratory investigations at Rapid City, employing both these early developments and the mineral groupings, have demonstrated that a single integrated process can recover muscovite, feldspar; and. quartz from the rejects of hand-sorting a typical muscovite-feldspar-quartz material. Employing a newly developed procedure for the flotation of beryl, the investigations have also demonstrated the possibility of recovering the beryl, in addition to muscovite, feldspar, and quartz, by an integrated process from a typical berylliferous pegmatitic material in which all of these minerals are present."

The Bibliographic Data Base is the result of a literature search con-ducted as one task of the technology assessment of current and advanced logging techniques, sponsored by the United States Bureau of Mines. After compilation, the bibliography was converted to an automated form for ease of utilization, and to allow for maintaining and updating the data base. The data base covers articles, symposia, books, patents, corporate and government reports, and other literature concerned with some aspect of borehole logging from January 1969 through December 1975. Periodic up-dating will be necessary to keep the data base contents in step with developments in the rapidly advancing field of application of borehole logging to mining. Many bibliographic indexes were scanned for entries relating to the subject of interest, and those entries which were included in our data base contain a reference to the bibliographic index in which they were listed (see Section 2.4.7). With the aid of these indexes, a vast number of publications, including foreign reports and publications, have been scanned for works relevant to borehole logging technology.

Cable reel systems for shuttle cars were investigated to determine whether an improved system could be identified. Interviews and mine visits were conducted to better define limitations and problems with present systems. Although simple and relatively inexpensive, present cable reel systems are not fully satisfactory. Several concepts for a different technical configuration were formulated and evaluated. An all ectric system using electronic control and external sensors was recommended for further development.

As natural gas is a waning resource in many places, increased interest has attached to the use of gas for the manufacture of carbon black. Because of a large number of requests for information on the subject, the Bureau of Mines has undertaken a detailed study of the carbon-black industry, covering the mechanical details of commercial methods, with the purpose of increasing the recovery of carbon black by such processes. A study has been undertaken of the economic factors governing the carbon-black industry, the uses and properties of carbon black, the dE)velopment of more Itccurate methods of testing carbon black, microscopic examination of different grades of black, physicochemical study of methods' of mQ.nufacture now in use, and research on new methods of manufacture. Part I of this paper covers the engineering and economic side of the industry; the other phases of the investigation which have been under the direction of G. St. J. Perrott, of the Pittsburgh station.of the United States Bureau of Mines, are discussed in Part II.

The U.S. Bureau of Mines funded a project which addressed objectives concerning irrigation of native plants and inoculation of native plants with vesicular-arbuscular mycorrhizal (VAM) fungi. The specific irrigation objectives were 1) to demonstrate the performance capabilities of solid-set irrigation for reclaimed mineland conditions, and 2) to demonstrate and evaluate three irrigation concepts under two separate water supply conditions. The VAM inoculations were to assess irrigation benefits in establishing VAM relationships for transplanted native species. Following the seasonal demonstration (May to September 1983) at 3 separate mine sites, conclusions were made that apply to the 6 state Western mining industry. The demonstration sites were located in Montana, Wyoming, and New Mexico. Positive conclusions were reached for 1) the use of soil moisture sampling with or without irrigation, and 2) the selection of solid-set sprinklers as the irrigation method. The conclusions about the irrigation concepts and strategy were mixed, due to the short-term (1 season) nature of the project. No conclusions could be reached for the VAM inoculations because the study time was too short.

Mine waste and mine reclamation are topics of major interest to the mining industry, the government and the general public. This publication and its companion volume are the proceedings of a conference held in Pittsburgh, April 19-21, 1988. There were nine sessions (50 papers) that dealt with the geochemistry, hydrology and problems of mine waste and mine water, especially acid mine drainage. These comprise Volume 1. The nine sessions (43 papers) that dealt with reclamation and restoration of disturbed lands, as well as related policy issues, are included in volume 2. Volume 2 also contains the ten papers that pertained to control of subsidence and mine fires at abandoned mines. Poster session presentations are, in general, represented by abstracts; these have been placed in the back of both volumes.

This report is the 20th in a series summarizing Bureau of Mines research and technologic work on coal and related investigations; it is the second4/ to be issued on a calendar-year basis. Previous reports related largely to publications by Bureau authors during the reporting period. This one discusses the publications issued during 1955 and in addition describes briefly the work in progress during the year. Further details on the published work may be found by referring to the publications cited in the footnotes. The Bureau continues to direct its research and technologic work on coal toward safer and more efficient mining, improved preparation, and more effective utilization, with the ultimate twin goals of promoting conservation and insuring that coal will make its maximum contribution to the Nation's industrial capacity. Significant advances toward these goals were made in 1955.
