"Those who submit competing proposals for projects seek to present senior management with complete and fully supported material that will not fail under questioning. Hopefully, misleading notions and omissions will have been minimized and there will have been testing of the assumptions regarding the economic, social and political environments. A capital project evaluation team can do management and itself a service by including a sound approach to the impact of inflation (and its twin problem, interest) on a project and a great disservice with an inappropriate approach to inflation.InflationHandled deftly, inflation can alter a project evaluation to show almost any result the handler desires. It must be a constant source of frustration for design people and cost estimators to spend weeks perfecting the technical aspects of a project in order to minimize costs, only to have all of their efforts set awash in a sea of financial and economic assumptions that submerge all of the detail. In all of this, inflation is perhaps the largest offender, with inflation criteria often being brought to bear at the last minute, almost as an afterthought. Perhaps this tardiness reflects the difficulty of the subject and the belief that senior management will take its own approach to the problems of inflation. Such a belief is unfair to senior management, for it is entitled to not being misled by omission. It is entitled to the full use of the skills of the evaluating team, including respectable assumptions of the impact of inflation.Working in a consulting context, one has the opportunity to participate in the evaluation of a large number of projects. Reflecting the observation of a wide range of views regarding the subject of inflation, this paper will-address the impact of five different approaches to inflation on the evaluation of a single Canadian mining project."

"While pipeline hydrotransport is often the most economical way to transport large volumes of mineral concentrate, tailings, or fine ore slurry over long distances, it is in mountainous terrain that pipelining becomes particularly attractive. These areas are often remote, with limited existing infrastructure and few potential users willing to share in the cost of new infrastructure. The rugged terrain makes the construction of railways or roads suitable for haul trucks difficult and expensive. The elevation difference between the mine and the terminal means that the empty trains or haul trucks need to return up-hill, resulting in high fuel costs. With pipelines, this elevation difference may reduce or even eliminate the need for pumping. As a result, numerous pipelines have been built, or are being considered, in mountainous regions around the world including: Tasmania, New Guinea, China, Madagascar, the Rockies of North America, and the Andes of South America. However, there are technical difficulties that need to be overcome in the design and operation of mountain pipelines that do not affect pipelines on more level terrain. This presentation reviews some of these difficulties and methods used to overcome them.INTRODUCTIONPipeline transport of solid-liquid slurry (“hydrotransport”) is an important and cost-effective means of transporting large volumes of solids over long distances, especially from a single supplier to a single user (e.g., a concentrator to a port, a concentrator to a tailings dam, or a coal mine to a power plant). Pipelines are generally found to be more economically attractive than alternate transportation methods (e.g. trucking, rail, conveyors, shipping, or some combination) over the life of a project (Aude et al. 1974).Hydrotransport systems have been built in a variety of terrains, but it is in mountainous regions that pipelining becomes particularly attractive. These regions are often remote and generally do not have existing transportation infrastructure (roads, railways, navigable rivers). There are few potential users (e.g., farmers, other mines, forestry companies, etc.) who may be willing to share in the cost of new infrastructure. The rugged terrain makes the construction and maintenance of railways or all weather roads suitable for large haul trucks difficult and expensive. Within the framework of the EU Existing Substance (93/793/EEC) and REACH regulations EC/1907/2006), the copper industry initiated in 2000 a comprehensive Voluntary Risk Assessment of copper and several copper compounds. The Italian Government's Istituto Superiore di Sanità, reviewed the process and reports on behalf of the European Commission. Copper exposure levels to man and the environment from production of copper anodes and cathodes, copper powders and copper chemicals as well as fabrication and use of semi-fabrication products and down stream user products were collected across Europe. Environmental and human health effects data were obtained from literature as well as novel research programs and used to deduct safe threshold

"The middlings circuit, once called the pyrrhotite rejection circuit, at Inco’s Clarabelle mill was a single flotation stage. It used to process a combined feed consisting of the main flotation scavenger concentrate and the non-magnetic portion of the magnetics flotation circuit tails. The typical circuit metallurgy was 55% nickel recovery at 6.5% Cu+Ni concentrate grade. In the past few years, a research project with the objective of improving the circuit metallurgy was initiated between Inco’s research laboratory and the Mill’s Process Technology group. This project has gone through three steps: a) initial laboratory studies, b) on-site pilot plant investigation, and finally c) full plant implementation.The present paper describes the initial laboratory test work. The development of a two-stage circuit consisting of separate rock and pyrrhotite rejection stages to replace the simultaneous rejection of both rock and pyrrhotite in a single stage is discussed. A two-stage circuit simulation based on batch laboratory flotation data is also presented. Further development work, including the on-site pilot plant test work and the plant implementation of the new circuit design, will be described in a later publication.INTRODUCTIONThe milling operation at Inco’s Clarabelle mill, Copper Cliff, Ontario processes a rich complex sulfide ore from several large production mines around the Sudbury basin (Agar, 199 1). The sulfide mineralization is simple, consisting of chalcopyrite (Cp), pentlandite (Pn) and pyrrhotite (Po). The main gangue minerals are pyroxene, feldspar and quartz with minor amphibole and talc. Estimates of mineral composition are routinely calculated from Cu, Ni and S assays. In the mineralogical calculations, all gangue minerals are conveniently grouped and treated as rock (Rk)."

"It is projected that the reactivity of acid generating tailings and waste rock can be minimized by reducing the access of oxygen by placing these materials under water in natural or manmade lakes. A project under the MEND and B.C. AMO Task Forces has been in progress for four years to evaluate active and historic tailing sites in B.C. and Manitoba. The sophisticated geochemistry studies conducted on the interstitial pore water has illustrated encouraging results which are discussed. The additional studies which are needed to complete the scientific database for the study sites, for achieving regulatory and public approval and for the engineering of application of this method of control are outlined.IntroductionWorld wide research effort is in progress to find the solution to the acid mine drainage problem. A great deal is known about acid mine drainage but much work is required to find economic and effective approaches to the problem. Two coordinated programs have been initiated recently in Canada: the National Mine Environment Neutral Drainage (MEND) program and the British Columbia Acid Drainage Task Force.Disposal of tailings materials under a water barrier such as a natural lake, is thought to be one solution to prevent acid generation by preventing oxygen and bacterial action on the sulphide surfaces. The deposition of reactive tailings materials under water in natural lakes has been used historically at various mines in Canada. However, there has never been a thorough review of the long and short term impacts of historic sites which may provide crucial information to understand the physical, chemical and biological processes which are taking place.This paper provides a general overview of a series of studies which examine the general biophysical characteristics and the sediment geochemistry of four lakes where subaqueous disposal has been or is currently being used for acid generating tailings. The subaqueous disposal studies have been conducted from 1989 through 1991 and were initiated and supported by both research task forces. The objectives of this paper are to summarize the history and the background information of the studies conducted, the general results obtained from each lake, an overview of the major collective results and the additional work which is required to achieve the final objective of developing criteria for applying this technology in the industry."

The present-day metallurgical community is quite familiar with the use of jarosites [MFe3(S04)2(0H)6 where M = K, Na, NH4, Ag, 1/2Pb, etc.] as a means of controlling iron, alkalis and sulphate in hydrometallurgical circuits. This modern precipitation technology has found an increasingly widespread application in the zinc industry111 and is gradually also being extended into the hydrometallurgical processing of copper and cobalt121 . The chief advantage of jarosite precipitation is that the iron precipitate settles and filters well, and gives low losses of divalent metals in the washed residue. Although this jarosite precipitation technology was developed only within the past twenty years, man's involvement with jarosites extends back to antiquity, and jarosites have played an important role as a source of silver in several ancient metallurgical centres. In the early days of this century, argentojarosite was an important local source of silver at the Tintic Standard mine, Dividend, Utah, where over 200 000 oz of silver were recovered from highgrade natural jarosite over a three-month period 131 . At the Matagente mine in Peru, pockets of argentiferous plumbojarosite up to 40 m thick were mined and processed by the Indians prior to the arrival of the Spaniards14-51 . In Cyprus there are vast jarosite deposits associated with the ancient mining sitesl51 , but exploitation of these jarosites has been insignificant because of their low silver values. The most extensive mining of silver-bearing jarosite, and certainly the oldest documented instance of such jarosite exploitation, was in the vast pre-Roman workings at Rio Tinto, Spain. This mine, the greatest single miningmetallurgical site currently known from the ancient world and also the oldest site of more or less continuous metal production, has witnessed many metallurgical firsts. Aside from the initial processing of jarositic ores for their silver values, the development of large-scale hydrometallurgy also seems to have occurred at Rio Tinto. As early as 1737, copper was recovered by cementation on scrap iron from the mine waters at Rio Tintol51 . Large-scale heap leaching of calcined ore commenced with the British operations in 1876 and, by 1900, raw pyrite was heap leached to recover associated copper values161 .

"A traditional linkage has long been established at Laval University's Department of Mining & Metallurgy between the Mineral Process (MP) and the Mining Exploitation (Min) on one hand, and between the Extractive Metallurgy (EM) and the Materials Engineering (Mat) on the other. This academic separation of Mineral Processing from Extractive Metallurgy at the educational level has become increasingly at odds with today's industrial practice in which both disciplines are not only complementary but also often intertwined. For instance, in gold ore processing, comminution, flotation, and gravity separation units are interfaced with atmospheric or pressure leaching modules and with carbon adsorption and electrowinning units. The new copper plants in South America combine comminution and flotation circuits with heap leaching, solvent extraction and electrowinning processes.In order to reflect this new industrial reality and to harmonise the options offered in both its engineering programs, the Department of Mining and Metallurgy of Laval University has introduced major changes in its curriculum in 1996. These changes reflect also the recognition that the somewhat secondary status given so far to Mineral Processing and to Extractive Metallurgy within their ""mother"" programs, Mining/Mineral Engineering and Materials metallurgical Engineering respectively, was in sharp contrast with their actual significance for the Canadian economy. Leading industrial voices have raised similar concerns and the Canadian Engineering Accreditation Board has also addressed this problem in its latest program evaluation.The changes implemented at Laval aimed at a) better representing MP and EM within the two undergraduate programs; b) training top-level versatile and multidisciplinary engineers, fluent in all aspects of MP and EM, irrespectively of which of the two ((mother)) programs they had chosen and capable of meeting today's industrial requirements; c) training students in process analysis, optimisation and automatic control using state-of-the-art software, and d) taking into account the co-operative nature of both undergraduate programs.Results are very encouraging in terms of student enrolment and industrial response. However, some concern is expressed on the sustainability of the renewed curriculum considering the drastic budget restrictions in effect at Laval as in most other Canadian universities."

"The versatility and specificity of rare earth elements (REEs) have led to their use in an ever increasing variety of applications in new technologies. Consequently, demand for REEs has increased significantly. However, to separate REEs safely and effectively is a complex and expensive process. While China has consistently invested in R&D of REE processing technologies, there have been only sporadic activities in REE mineral processing in North America in the past 20 years. This paper presents a review of REE mineral processing technology, providing an update on current capabilities in REE mineral processing. This paper reviews REE extraction from the major commercially valuable REE-bearing minerals such as bastnaesite, monazite, and xenotime, and also from the ion-absorption type of REE deposits. Currently, there are four major REE mining areas in China, one in the United Sates, and one in Australia. A review of the REE extraction processes in these major REE mining areas closes out the paper.INTRODUCTION The rare earth elements (REEs) include the 15 lanthanide elements, plus yttrium and scandium. The lanthanide elements are normally categorized in two groups: the light rare earth elements (LREEs), i.e. lanthanum through europium (atomic number (Z) = 57 through 63); and the heavy rare earth elements (HREEs), i.e. gadolinium through lutetium (Z = 64 through 71). Yttrium is usually grouped with the HREEs due to similarity in physical and chemical properties. Table 1 lists the REEs, atomic numbers, and abundances in earth’s crust (Taylor and McCleannan, 1985). Promethium is the rarest due to lack of stable isotopes. REEs with low atomic numbers are more abundant than those with high atomic numbers. More interesting is that the REEs with even atomic numbers are much more abundant than adjacent lanthanide elements with odd atomic numbers as shown in Table 1."

"This paper reports on an investigation into gas and dust concentrations in Ruttan Mine's exhaust air. The values obtained indicate that there is excellent potential to recirculate approximately 25% of the hot exhaust air into the intake air to reduce winter heating costs. Contaminant concentrations vary significantly during the course of the working shift and decrease in the mine exhaust system as the air returns to surface. A proposed on-line control system is outlined which would permit recirculation to be implemented with a pay-back period of less than two years. IntroductionIncreased energy costs and depressed mineral prices have resulted in mines, which use winter ventilation air heating, reviewing their systems to try to reduce costs. Heating costs can be significant, for example, Potash Corporation of Saskatchewan spends an average of $580,000 per mine per year and Ruttan mine spends approximately $IM per year on propane for its direct-fired heating system.Several method s of reducing heating costs have been considered and the following have potential application.Heat Exchange Between Exhaust andIntakeThis is usually accomplished by run-round glycol systems. The system is limited by ice formation on the coils in wet exhaust air and by the low exhaust air temperature, usually l0ºC. It also requires close proximity of the intake and exhaust airways to ma~e the cost of the connecting pipeline and pump systems economic . A feasibility study by Inco's Thompson operation reported that a proposed system of this type had a 19-year payback period and was, therefore, uneconomic. Potash Corporation of Saskatchewan is currently investigating plastic heat exchangers for a trial system because of corrosion on metal exchangers. It has the advantage of a 17°C exhaust temperature and relatively dry exhaust air.Waste Heat ReclamationThe waste heat from compressors and hoists can be used for heating in some mines. The feasibility of such a system depends on the individual layout and the proximity of the heat source to the inlet airway. Other mines have considered using the exhaust air in greenhouses to provide a cash crop."

"Land directly disturbed by hard rock mining activities in Ontario and Quebec was surveyed in 1974 as part of a country-wide assessment, (Murray 1977). Some 15, 000 hectares, or 5 7 square miles, are listed as having been disturbed by overburden removal, waste rock and tailings deposition (Table 1) in the region. That area represents sixty-eight per cent of the total area which ha1; been disturbed by mining in central and Atlantic Canada. Assessment of disturbed areas was undertaken using LANDSAT-1 and LANDSAT-2 satellite imagery. Certain limitations of the technique were recognized but the data obtained were considered a relatively acceptable assessment of the extent of disturbed areas larger than ten hectares.Approximately ten per cent of the land disturbed by mining in the two provinces has been reclaimed to varying degrees. Indeed, this proportion is correct for the country as a whole. As pointed out by Ripley, Redmann and Maxwell (1978), some of the land was disturbed long before environmental concern 01· reclamation were ever considered. In numerous instances reclamation will remain impossible until presently active operations are closed. Nevertheless, these authors feel such figures make it clear that reclamation has not been a high priority in Canada in the past. Canada is a vast country, and there has been little pressure toward efficient use of all land space. Most mining operations occur in areas distant from the country's population centres. Under these circumstances, therefore, the pressure to reduce the environmental impact of mining is much less than in the more densely populated areas of Europe and the eastern United States, where such activity can occur in or adjacent to large metropolitan areas."

"Gulf Minerals (Canada) Limited' s Rabbit Lake Uranium Operation is located in the northern portion of Saskatchewan, 198 miles southeast of Uranium City and 134 miles northwest of Lynn Lake Manitoba.This paper describes flow sheet changes to solve operating problems and briefly describes future changes to accommodate the new ""B"" Zone ore.The Rabbit Lake mill was designed to process 1600 dry tons per day of uranium ore, with an average grade of 0.370 percent u3o8. In 1981, the mill processed 2040 tons per day at a grade of 0.231 percent u3o8 . The process modifications and flow sheet changes that allowed this increase in tonnage will be discussed in relative chronological order. Mill feed was introduced on June 10, 1975, the original equipment consisted of an Ingersoll Rand hydraulic breaker mounted over a 24"" square grizzly. The - 24"" ore was fed to a 2011 X 6"" seflli autogenous grate discharge mill close circuited with 20"" cyclones, the mill discharge was screened on a tyler double deck screen with the undersize (8 rnesh) reporting to the cyclones, the screen oversize was returned by conveyor belt to the mill feed chute.The cyclone overflow (28 mesh) was thickened in a 100' diameter thickener to obtain 55 percent solids for the leach circuit.The leach circuit consisted of two slurry holding tanks and five leach tanks."

"Kinross Gold Corporation’s Maricunga mine in Chile presents an ideal opportunity to apply the SART process to a heap leach operation. Given increasing levels of cyanide complexed copper in current pregnant solutions from Maricunga heaps (over 300 ppm Cu), there is a need to reduce these levels and decrease cyanide consumption and cost. Additionally, a means of disposing of this copper is required, preferably as a saleable product. The well published SART process applied to gold-copper cyanide solutions was selected as it allows rapid precipitation of cyanide soluble copper as a relatively pure copper sulphide. The process also allows effective recovery and recycle of cyanide back to the heap leach operation.This paper reviews the SART process chemistry and presents a summary of SART bench-scale and pilot plant testwork completed by Kinross. Key design parameters and engineering aspects of the proposed plant at Maricunga are discussed. SART plant operating costs and net revenue analysis are included and illustrate the compelling economics of installing a SART process plant. INTRODUCTIONMaricunga OperationCompañia Minera Maricunga (CMM), fully owned by Kinross Gold Corporation, operates the Maricunga mine (formerly Refugio) which is located 120 km due east of the city of Copiapó at an elevation of 4,200m above sea level in the Andes mountains of northern Chile. "Rare earth resources usually contain minor amounts of radioactive elements. The most widely recognised sources of radioactivity are associated with thorium and uranium. However, also present in the resources are isotopes of rare earth elements (REE) that are themselves radioactive, including lanthanum (La-138), lutetium (Lu-176) and samarium (Sm-147). These radioisotopes, as well as remnants of the natural thorium (Th-232) and uranium (U-238, U-235) decay series, can contribute to significant levels of radioactivity in mixed REE concentrates and in separated products. Levels such as these can present challenges for transport, transboundary movement, product storage, workers’ health and safety, as well as waste management issues at the facilities that separate out the individual REE’s. These are discussed in this paper. A particularly challenging radioactive isotope is Ac-227 (a decay product in the U-235 decay series). Actinium behaves chemically similar to lanthanides and hence normally concentrates with REE multi-element composites. Reliable analysis of Ac-227 is not widely available and the methodology required to deal with this challenge is briefly described. A principle reason for minimization of radioactive content throughout REE processing is restrictive specifications by concentrate purchasers in order to reduce waste management challenges. Approaches to the minimization of radioisotope content in REE concentrates and separated products are outlined in this paper."

Lithium is an alkali metal found in brine deposits in the United States, Chile and Argentina, as well as in hard rock deposits in Australia and North America. In hard rock deposits, spodumene (LiAl(Si2O6)) is the major economic lithium bearing mineral. Spodumene is typically upgraded through a combination of dense media separation, flotation and magnetic separation. One of the major spodumene concentrate quality specifications is the iron oxide content because it will help determine if the concentrate is considered ceramic grade for use in ceramics and glass or chemical grade for use in lithium ion batteries. The rejection of iron bearing silicate minerals from artificial ore composites (high amphibole and low amphibole, high quartz/feldspar) from a hard-rock spodumene deposit was investigated using magnetic separation and flotation. The efficacy of Wet High Intensity Magnetic Separation (WHIMS) in iron rejection was found to be dependent on the mineralogy of the iron-bearing silicate minerals including modal distribution, liberation and association. When magnetic separation was conducted prior to flotation, the Fe2O3 grade in the final flotation spodumene concentrate was reduced from ~3% to ~1% Fe2O3 , and improved lithium recovery in flotation was observed. It was determined that it was most effective to conduct WHIMS on the flotation feed after scrubbing and de-sliming because this reduced the required magnetic field to recover iron-bearing minerals, likely because slime coating was greatly reduced. Flotation collector screening of four different collectors with varying rosin acid content demonstrated a potential increase in selective flotation of spodumene over some iron silicate minerals with decreasing rosin acid content in the fatty acid collector. However, due to marginal difference in flotation results with the various collectors tested, further testing is required to confirm the observations made and establish a hypothesis regarding the effect of rosin acid content.

"WELCOME/BIENVENUE TO THE COM 2014 IN BEAUTIFUL VANCOUVER!On behalf of the organizing committee, I would like to extend my thanks to you for participating in this year’s Conference of Metallurgists. Recent times have been extremely difficult for the resource sector, but it is crucial for our industry to maintain personal connections through good and bad times. These interactions include technical exchanges, and this is at the heart of MetSoc’s service to its members. The theme of this 53rd Conference of Metallurgists is Prosperity Through Process Advancements. There are thirteen symposia at this year’s conference mainly focused on processing from extractive fields, to materials and the environment. Supporting these topics are the plenary, poster session, and trade show plus opportunities for socializing at functions like the opening reception and the awards banquet.Many people have contributed to this conference, from the authors and presenters to the organizers and the generous sponsors. They are all gratefully acknowledged for their quality work over the last two years. A particular thank you to our student volunteers whom we hope will take advantage of their time at COM to network and to learn about this exciting industry.Again, thank you for being a part of this exciting conference of metallurgists. "Probably the only thing that can he said about conveyor belt scales without fear of contradiction is that they have been responsible for as much or more puzzlement, argument and frustration than almost any other piece of equipment commonly found in ore processing facilities. To be sure, there are certainly a good number of satisfactory installations, some of these having been achieved through forethought and careful consideration in the early stages of plant design, while others seem to owl their success to what seems to be little more than good luck or white witchcraft; and it might also appear that black witchcraft or other gremlins are solely responsible for the poor performance of many belt scales that enjoy well-designed installations with apparently good operating conditions.This paper is intended to acquaint users with the major operational reasons why belt scales seem so fickle (and downright ornery too), and establish some reasonably simple test standards against which the performance of scale hardware can be measured. Then it shall be shown how the design flexibility of electronic scale systems can offer particular advantages in overcoming some of these everyday problems in a practical way, and without undue inconvenience to plant operations."

Estimation of local ground shaking intensity (based on known attenuation relation) and classification into one of several predefined intensity intervals ? Apply supposed relation between the shaking intensity interval and qualitatively defined damaging effects to express predicted effects This makes a mixed quantitative/qualitative procedure, difficult to analyze or optimize
