There is an urgent need to use our vast knowledge with a new wisdom and this requires new integrated teams of experts to provide the best alternatives for the needed new development problems. These teams must include economists, engineers and a broad spectrum of scientists. Today it is possible to produce clean energy, stop soil erosion, clean water and reduce and use wastes of many types.

In April 1994 the Victorian Premier announced new State initiatives, collectively termed the Victorian Initiative for Minerals and Petroleum (VIMP), for exploration totalling $16.5 m over three years. The program, initially centred on the northwest of Victoria, the Eastern Highlands and the Otway Basin, is due for completion in June 1997 and has been designed to attract explorers to highly prospective but currently under-explored parts of the State. Major components of the program include acquisition of geophysical data (including airborne magnetics and radiometrics, gravity and seismic data), stratigraphic drilling, geological mapping and mineral resource data compilation. At the completion of the current program, 70 per cent of the State will have been covered by airborne magnetic and radiometric coverage at 400 m line spacing or better (Figure I) while 20 per cent of the State will have been covered by new geological mapping. The completion of database compilations for geochemistry, mine data and exploration licence summaries during the VIMP program is shown in Figure 2. The new airborne geophysical surveys have been flown partly under the VIMP program and partly by AGSO under the National Geoscience Mapping Accord (NGMA). Data from these surveys have been interpreted and incorporated into the geological mapping in order to enhance the quality of map products, especially in areas of Cainozoic cover. The first series 1:250 000 scale geological map coverage of Victoria was completed by the Geological Survey of Victoria (GSV) in 1977, and was based on compilation of historical geological mapping with minor field checking in most cases. The first metric 1:50 000 scale geology maps were also commenced in the 1970s, but were discontinued in the 1980s in favour of 1:100 000 scale map production. Driven by customer survey findings and with the benefit of detailed airborne geophysical data in the 1990s, the GSV reverted to 1:50 000 scale map production in 1995, with 1:10 000 scale maps made in areas of significant gold production. Geological reports still cover standard 1:100 000 scale map areas, but are now accompanied by four 1:50 000 scale maps. These new series 1:50 000 scale geological maps have been supported by comprehensive mine data and exploration licence summary databases in addition to the new geophysics, and benefit from the advances made in structural geological interpretation over the last decade. The new phase of geological mapping in Victoria, commenced under the NGMA in 1990 and accelerated under VIMP in 1994, has been focused in the central Victorian goldfields and eastern Highlands areas of the State (Figure 1). Results to-date have led to a number of major advances in the understanding of the eeoloeical evolution of Victoria.

Springvale Mine is an underground coal mine in the western coalfield of New South Wales which utilises retreat longwall mining technique. The mine encountered significant gateroad floor heave issues during retreat of LW415. Floor heave has subsequently impeded longwall advance as well as longwall bolt up and recovery to some extent during the extraction of the next five longwalls. Floor heave at Springvale Mine develops throughout the lifecycle of the mine roadways, and is most prevalent in longwall gateroads. Floor heave has been measured as early as 2 weeks after roadway development and continues to develop through the post-development phase, with a rapid increase in close proximity to the longwall face. This paper presents a case study of the evolution of understanding of floor heave behaviour at Springvale Mine based on geotechnical characterisation, an intensive convergence monitoring program (roof and floor movement) and spatial correlation of monitored locations with longwall face position. The analysis considers previously known factors contributing to floor heave including mining depth, geological and physical properties of the rock mass and mine design geometry. Investigation results indicate a strong correlation between floor heave magnitude and roof dilation magnitude, geophysically inferred faulting in underlying strata, areas of localised stress concentration and mine roadway dimensions. This paper also discusses the predictive model which was developed as a result of the study, which is now the basis of the floor heave removal program used to manage roadway convergence at the mine. Australia has an enviable global reputation as a leader in health and safety outcomes in the hazardous industry of mining, in part due to an increased application of risk management regarding operational planning and mining practice. In 2010, the Australian Coal Association Research Program (ACARP) initiated a major project, RISKGATE, to build, capture and deliver a national body of knowledge to assist companies with the management of risk in coal mining. The online system contains information for tyres, collisions, fires, isolation, strata underground, ground control open cut, explosions, explosives underground, explosives open cut, manual tasks, slips/trips/falls, outbursts, coal bumps and bursts, human–machine interface, tailings dams, occupational hygiene and inrush. In 2014, RISKGATE is developing content for fitness for work (fatigue, drugs, alcohol, physical well-being, psychosocial well-being).This paper analyses underground mining fatalities in Australia and the United States since 2002 and introduces RISKGATE with a focus on the knowledge base for management of hazards in underground operations. Through capturing coal industry expert operational knowledge, RISKGATE provides a cumulative corporate memory at a time of high personnel turnover within the mining industry. The Skybolt is a new bolt concept, point anchored with resin in large diameter holes of specific sizes 38 mm and 45 mm. The new design achieves the optimum annular spacing required for mixing the resin anchor components which is essential for optimum resin bonding of the bolt to the surrounding rock. This paper explains the load transfer mechanisms between bolt/resin/rock, unique to this bolt concept. It compares the pull-out test results to those of paddle and expansion shell type bolts, and highlights the versatility of Skybolt over existing, currently used, rock support systems and the benefits mine operators can achieve when using the Skybolt.

For over 50 years R W Miller & Co Pty Ltd operated old coal properties abandoned by former owners as uneconomic, some of which dated back to the last century. The companyÆs ability to survive with what were relatively poor quality coal resources required a small efficient management organisation. In 1970 R W Miller was involved in negotiations with other coal companies through coal sales contracts to develop private coal areas under the provisions of the old Coal Mining Act (1906) and these efforts led to the development of Lemington colliery. At the same time development of the Ironbark colliery holding near Newcastle commenced. In 1971, R W Miller approached the New South Wales Government for a resource replacement area to prospect for coal in the Upper Hunter Valley. Authorisation No 33 was finally granted on 30 September 1975, but the company found the area was inaccessible as most of the surface was owned by the Australian Army. Later R W Miller was granted Authorisation 66 of 2167.5 hectares at Mount Thorley near Singleton on 1 November 1976. The development of this coal mining project coincided with the second OPEC oil crisis in 1978 and a short-term boom for coal resources and the unrealistic expectations generated by the boom. This paper gives a broad outline of the development of the Mount Thorley project between 1976 to 1986 including the feasibility study and the many governmental and industrial delays that resulted in a three-year time overrun in the project development period.

This paper examines the cost and economic consequences of varying a number of key factors in the course of developing and operating new underground longwall coal mines with both shallow and deep cover in New South Wales. The economics of the project are assessed for the first 20 years of mine life using the discounted cash flow method with produc- tion and selling price being determined to provide break even costs for a range of minimum rates of return.

A reappraisal of the stratigraphy, new regional kinematic analysis and thermobarometric data allow a new interpretation of the metamorphic zoning and tectonic structure of the Upper Eocene high-pressure metamorphic core complex of northern New Caledonia allow a three steps evolution to be proposed : 1) subduction and understacking of previously thinned continental crust elements; 2) subduction blocking due to the crustal thickening; 3) crustal thinning and extensional detachment during the diapir-like uplift and unroofing of the eclogitic core. Steps 2 and 3 may be partly contemporaneous. Such a model accounts for the thermobarometric and radiochronologic data, and also for the weakness of substratum deformation during the emplacement of the ophiolitic nappe.

Gosowong is situated within the Neogene magmatic arc of Halmahera island in the Maluku province of eastern Indonesia. It was discovered as the result of a rigorous ground reconnaissance program in an area with no previous mining activity. The broad structural setting in the Gosowong District comprises an elongate dome formed by the forceful upward intrusion of magma along a deep-seated structure, resulting in associated tensional fracturing trending parallel to the long axis of the dome. Four copper-gold porphyries and numerous low-grade epithermal veins occur within this mineralised corridor, with the Gosowong Deposit being the only economic occurrence discovered to-date. Gold mineralisation is hosted within multiphase epithermal quartz-adularia and quartz-chlorite fissure veins, breccias, and stockworks. High-grade gold mineralisation is emplaced in two gently south-plunging ore shoots along a 400 m section of the north-striking, east-dipping, Gosowong Fault, the primary control on mineralisation. The Gosowong Fault is believed to be a tensional fracture associated with uplift of the dome. Lithological variation and structural intersections play a large role in grade distribution within the vein zone. Host rocks comprise a wide range of shallow marine, intermediate-basic volcanic and volcaniclastic rocks of ?late Miocene age. The Gosowong gold deposit is a classic example of a low-sulphidation epithermal gold deposit, based on the abundance of adularia and illite in the alteration assemblage, and low base-metal sulphide content within quartz-adularia veins. The indicated resource is estimated at 0.99 Mt at 27 g/t Au and 38 g/t Ag for a total of 870 000 ounces Au, using a cut-off grade of 2 g/t Au.

Major diamond pipes discovered in Western Australia in the late-1970s exhibited a number of unique features that not only resulted in Australia becoming the largest diamond producer in the world in volume terms by 1986 but also changed geological thinking on the primary occurrence of diamond. They were: - lamproite is an alternative primary diamond host to kimberlite. - the extremely high mean grade of the Argyle lamproite pipe at 5 ct per tonne. - the tectonic setting of the lamproite pipes in mobile zones mar- ginal to the Kimberley Craton in contrast to the traditional African setting within stable cratons. Diamond was one of the earliest economic minerals discovered in Australia but 128 years elapsed between its first recognition and the first Australian economic pipe discovery (Argyle). During that period some 200,000 ct of alluvial diamonds were mined in Australia (mostly in New South Wales), but such alluvial output is insignificant on the world scene where annual production today runs at 95 million ct of natural stones some 76010 of which comes from primary pipe sources such as Argyle which alone produces 30 million ct per annum. Of particular significance therefore is the geological nature of the primary diamond source rocks in Australia. The Argyle and Ellendale Pipes are lamproites, differing from kimberlite in their mineralogy and geochemistry, and characterised by the presence of typical lamproite minerals such as leucite, priderite, potassic richterite, and the abnormally high content of chemical elements incompatible with ultramafic rocks. SOME notes on the works of the Electrolytic Refining and Smelting Company of Australia will no doubt be of interest to members of the Institute, more especially as much of the work is new to Australasia.As many of the members who may read this paper have not been in a position to visit works of this kind, and are consequently not thoroughly acquainted with all the operations carried on, the author has taken the liberty, in some cases, to enter into explanation which would otherwise be unnecessary.The works are situated at Port Kembla (New SouthWales), about fifty miles south of Sydney, and are approachable both by rail and water. The Government has recently built a low-level jetty upwards of five hundred feet long, and intends installing at an early date an electrically operated portable crane to facilitate the handling of material to and from the boats. Thi.s will mean a considerable reduction in the length of time that boats are laid up at the jetty. There are also under construction two breakwaters, which, when complete, will materially assist shipping operations. The works as they exist are capable of turning out 1200 long tons of refined copper per month. It is gratifying here to note the unqualified success with whichthe E.S.A. refined copper met with on first being put on the market.

The risk involved with incorporating new/unfamiliar technology into mines has, in the past, largely been evaluated by the supplier of the technology. The implications on safety and productivity has been accepted as part of the process of `getting up and running'.This has changed. As companies see the lost productivity and accidents actually costing significant dollars, risk assessment is becoming an important part of the implementation of new equipment. Regulatory authorities are also seeing the preventable incidents and in some cases are now requiring a risk assessment to be undertaken on new equipment at a Mine.

The application of new and currently practised mining techniques in new areas and at greater depths necessitates considerable and immediate research effort. This effort is aimed at identifying the factors which make a particular method suitable and economically viable in a given geological, structural and operational environment. These factors, together with greatly enhanced knowledge of a deposit at the exploration and planning stage, allow selection of the most appropriate and efficient mining method in a new area such that coal resource recovery is maximised in a cost effective manner. Current research and future requirements for research into mining methods and associated equipment and mine services are reviewed.

Fragmentation modelling has been in use in the mining industry for a long time; however, there are still some aspects to tackle with regard to its use for strategic/planning and day-to-day purposes.On one hand, an important amount of resources are allocated to the task of calibrating and validating a good fragmentation model. Nonetheless, errors during the implementation stage introduce uncertainty into the prediction.On the other hand, it is common practice in the mining industry to use only discrete values to represent the fragmentation from blasting (k20, k50, k80), which provides a biased interpretation of the situation as, for instance, the best and worst possible cases are not taken into account. This is particularly critical when a continuous improvement philosophy has been adopted and modelling is used to either modify the drilling and blasting designs or plan ahead.It is well known that every site has particular conditions (rock mass, equipment, drilling and loading practices, among others) that often define unique trends in implementation. These trends can be captured using statistic and probabilistic techniques and then used as proxies for further analysis.This paper explores the potential of including implementation data in the form of probabilistic distributions into the Swebrec model to improve the performance of this engineering tool during the decision-making process.The fragmentation results of four designs were modelled using three different degrees of accuracy in the implementation for the burden, spacing and explosive column length.The data analysis showed that the probabilistic approach helps to achieve a broader perspective regarding the fragmentation that it is possible to obtain and the implications for the subsequent processes. The analysis also showed that the likelihood of producing similar fragmentation with different designs (involving different powder factors and costs associated) increases with the variability of the implementation.CITATION:Parra, H and Zenteno, D, 2015. Underground fires represent a constant threat to the safety of underground personnel. Miners in the immediate vicinity may face intense heat, blinding smoke, toxic fumes, fall of ground and other direct effects of a fire. However, the vast majority of victims never actually see the fire, and are overcome either by deadly fumes in the ventilating current or by asphyxiation. The mine ventilation system, which maintains a sustainable atmosphere to the working places, can transport products of combustion with equal efficiency. Miners who are remotely situated from a fire may be forced to evacuate considerable distances, through dense smoke and fumes, or even become cut-off from escape. Additionally, miners may become confused by unfamiliar ventilation characteristics caused by fires. Conveyor belts are widely used for transporting minerals in mines as well as in many other industrial situations. Because they contain large amounts of polymeric materials their use in certain environments, especially coal mines, but also in steel works, power stations and other enclosed areas must be controlled to minimise the fire risk. Over last nine years there have been 60 fires in underground mines in the UK alone and that of these, half have been associated with conveyors. This paper summarises the results obtained from a recent research project that has developed a preliminary computational thermal and fluid dynamic model to represent the spread of flame along a typical conveyor belt used in UK deep coal mines. The results of these models have been calibrated against a series of experimental tests performed within a surface fire test gallery. An improved knowledge of the burn characteristics and rate of release of the products of combustion from conveyor belt fires will assist in the development of better fire detection and fire fighting techniques.

The following is based on two examples of emission control with coal fired power stations as practised in Germany at Heilbronn Block 7 power station and the Rheinbraun coal combined power station with integrated high-temperature Winkler system (HTW). Heilbronn Block 7 demonstrates the successful emission control of sulphur and nitrogen oxides and the (HTW) system the reduction of the specific carbon dioxide emission. Both were sparked off by legislation which demanded certain emission control standards. Since the early eighties environment protection has been a matter of heated public debate in the European Community. A recent survey in Germany showed unemployment as being the only subject matter more frequently in the minds of people than environment protection. A new kind of forest devastation in areas away from industry has caused investigations by several government departments and private enterprise. Because of lack of conclusive evidence so far, the principle of PRECAUTION has replaced the CONCLUSIVE evidence as a base for new legislation concerning the environment. The new legislative standards for nitrogen oxide emissions in Germany for example have reduced NOx emissions of power stations from 1000 mg NOx per cubic metre of flue gas in the beginning of 1983 to 200 mg NOx per cubic metre of flue gas in April 1984. These new standards were enshrined in legislation when research provided some evidence linking nitrogen oxide emissions through photo-chemical reactions with forest devastation. Thirty European countries signed a treaty in 1983 expressing their concern about air pollution and their willingness to co-operate with each other in controlling large scale emissions.

The performances of ten field-scale experimental final covers were evaluated over an eight-year period. The covers were evaluated as part of the rehabilitation of acid generating coarse coal reject dumps and opencast coalmines in the Northern KwaZulu Natal province in South Africa. The main purpose of the experimental covers was to restrict rainfall infiltration into acid generating coal discard. The mean average rainfall over the monitoring period was 839 mm with 84 per cent occurring between October and April. The average evaporation was 2100 mm. The site is described as a ædry siteÆ since the evaporation exceeds rainfall by a significant margin. Approximately 30 per cent of rainfall infiltrated the uncovered cells. Rainfall infiltration into the fine coal discard was reduced to 20 per cent and 15 per cent for a 300 mm and 500 mm cover respectively. Infiltration was reduced to ten and 12 per cent of rainfall for fine coal discard provided with a 1000 mm double soil cover and a compacted bottom layer. This relatively high infiltration was probably caused by moisture being entrapped in the bottom retentive layer, and not being released by evapotranspiration. The best performing cover comprised 1000 mm single soil with a compacted bottom layer and infiltration was reduced to four per cent of rainfall. Rainfall infiltration into sloped cells varied between seven per cent and 14 per cent of rainfall. The computer software, SoilCover, was used to predict infiltration and moisture content in the cover. Predictions of rainfall infiltration were accurate, but were less accurate for covers where the hydraulic properties of field compacted soils were not adequately characterised. Oxygen ingress was significantly reduced for cells provided with a 1000 mm cover. Oxygen concentrations were generally below one per cent, with the exception during exceptionally dry periods when the cover dried out, resulting in increased oxygen ingress. For other covers, and the uncovered cells, oxygen concentrations were close to atmospheric concentrations. During the eight-year monitoring period, acid breakthrough occurred in five of the cells, including three uncovered cells, one cell with a 300 mm cover and one sloped cell. In contrast, cells covered with 1000 mm, bottom compacted soils shows a marked improvement of leachate quality, indicating that sulfide oxidation processes have been slowed. There was a distinct relationship between oxygen ingress and leachate quality for all of the cells. No cover degradation was evident over the eight-year period, except for some erosion observed on a sloped cell. The results indicate that the onset of acid drainage can be delayed by perhaps hundreds of years and salinity loads can be reduced by more than 90 per cent, if coarse coal reject dumps in the KwaZulu-Natal provinces in South Africa are provided by an adequate cover system. These research outcomes can be extrapolated and applied to other dry site regions where similar materials are being considered.

When dealing with rocks in the geotechnical profession, a common activity involves providing an estimate of the intact strength. The tactile approach and descriptions of strength that apply to soils is well documented, can be readily checked through the use of a pocket penetrometer and are known to provide reliable estimates of strength. Moreover, although different soil strength classification systems are present, the bounds between classification classes are compatible across almost all documented classification systems. However, this is not the case for rock strength materials. There are numerous systems within the literature, some with different concepts, and almost all have different bounds to each strength classification. In this paper, the author presents seven classification systems for estimating intact rock strength and highlights issues in their implementation.
