This paper was prepared upon request as a contribution to a symposium covering the manufacture, properties, and uses of the important non-ferraus metals. In approaching a subject as broad as this, there is a natural desire to build up a comprehensive and finished production which shall constitute a dependable source of information on all questions properly belonging to this branch of metal technology. There are, however, a number of circumstances, apart from the mere routine of labor and thought involved, which operate rather effectively against the possibility of completing such .an ambitious program at the present time. First of all, as far as any public record of results is concerned, the commercial rolling, drawing, and forming of zinc with relation to changes of structure and properties—and this we consider to constitute the clement~ of metal technology—might as well be an unpractised art. We have never seen a published photomicrograph showing the structural characteristics of either hard or soft sheet or strip, although the structure of castings has been frequently described, and other coarse-grained structures resulting from hard-hammering and annealing have been reproduced. Thus, an author in this field must proceed to his task without much assistance from the literature, and the outcome can represent only a personal estimate of principles, facts, or findings, and not a summary or survey of progress in the entire field as determined by varied experience, practice, and settled opinion.

ANTHRACITE was first mined in the Wyoming Valley and sold as an article of commerce in 1808. As some preparation has always been necessary to make it ready to burn, the preparation of anthracite must date back over a hundred years. Two vital factors have determined to a large extent the degree and method of anthracite preparation. These are, first, the character of the beds worked and the methods by which they were mined and, second, the equipment used and practices followed in the burning of the coal. It is not the intention here to go deeply into these phases of preparation as a paper of no mean length could be prepared on the history of either. Rather, the intention here is to point out the main considerations and to show the influence they have exerted on the preparation of anthracite. MINING METHODS AND THEIR RELATION TO PREPARATION In the beginning f the nineteenth century, the coal beds were virgin with the possible exception of some outcroppings that had been worked, to a slight extent, by the Indians. It is known that the American aborigines had a knowledge of the use of this fuel, because when the Wyoming Valley was purchased from them, in 1754, they mentioned the fact that, by selling the land, they would lose their coal.

Partial descriptions of the operation of the St. Joseph Lead Company's Joseph-town smelter have been published. In, 1936 the electrothermic production of zinc oxide was described;' in 1939 appeared a description2 of the electrothermic method of producing zinc metal. Inasmuch as the plant capacity has more than doubled, and in view of the fact that operating practices have improved greatly since these publications, it seems worth while to prepare a fresh description of the present-day elec-trothermic zinc plant and practice. Josephtown smelter is situated on the south side of the Ohio River about 3 miles below its confluence with the Beaver River. In addition to river barge, the smelter is served by Pennsylvania state highway No. 18 and by a spur line of the Pittsburgh and Lake Erie Railroad (N.Y.C.). A recent extension of this spur line connects with the Pennsylvania Railroad. As originally contemplated the plant was to handle only the product of the com-pany's own mines in St. Lawrence County, New york, but owing to the incessant demand for zinc and zinc oxide, it has been necessary to supplement New York concentrates with foreign ores (principally from Quebcc and the Argentine). The general operational procedure followed comprises roasting the sulphide con-centrates, converting the sulphur dioxide into sulphuric acid, preparation of a strong-structure sinter from the calcine, crushing &lid sizing of coke, reduction of coke-sinter mixture by electrothermic means, condensation of the evolved zinc vapor to make zinc metal or burning of the zinc vapor to make zinc oxide, collection and packing of the zinc oxide. Dusts recovered by the roaster and sinter Cottrells are treated in the leach plant for separation of lead sulphate, cadmium metal and zinc sulphate. The general flowsheet is shown in Fig. I. EVERY reader of this paper is well aware of the fact that the prolonged inhalation of large amounts of free silica dust results in fibrosis of the lungs, and that other inorganic dusts, except those of asbestos and the mineral poisons, are thought to be relatively harmless. But probably few have had opportunity to visualize the effects of silica, asbestos and other minerals upon living tissues. The ideal demonstration would be based upon sections of lungs from human beings that had inhaled com-parable concentrations of different dusts for a unit period of time. Such material is generally difficult to obtain and in some instances is of ques-tionable value because the subject has been exposed to more than one kind of dust. A demonstration could be prepared from the lungs of animals. However, so many months or even years are required to com-plete the exposure to each kind of dust that enough material has not been accumulated. For a general survey of the action of different types of dust, I am therefore compelled to use the tissues of animals that have been injected with suspensions of dust particles. The injection method offers certain advantages. The quantity, the particle size and the state of dispersion can be controlled with sufficient accuracy so that the tissue responses to different minerals can be accu-rately compared. The method insures contact between the tissues and the mineral particles; protective mechanisms, which may prevent the inhalation of certain types of foreign body, never come into play. If the pathway of injection be one that minimizes nonspecific injury, the tissue responses may simulate those produced by inhalation but they develop somewhat more rapidly. It should always be remembered that injection methods merely demonstrate the capacity of various kinds of minerals to provoke reaction in the tissues; whether the same substances are inhaled from atmospheric suspension and accumulate in the lungs in dangerous quantities can be demonstrated only by inhalation.

A review of the physical and chemical aspects of the direct leaching of metal oxides has been given and com- pared to recent data of the authors and co-workers. The physical aspects, including the anisotropy of the dissolution, the hydration and the zero point of charge of some metal oxides are discussed first and then the kinetics of the dissolution of metal oxides are considered. A general mechanism of the leaching of oxides which describes most of the observed results is proposed.

F A. THOMSON, president of the Montana School of Mines, gave an interesting talk on mining schools of the past, present and his ideas of the future before a recent meeting of the Montana Section of the A. I. M. E. He covered the history .of the various mining schools and com- pared the three main types of schools; those attached to or forming part of an endowed college or university such, for example, as' the Columbia School of Mines, the Mining Department of the Massachusetts Institute of Technology and the Mining Department of Stanford University. These resemble in a general way the second class, those attached to the state universities and colleges. The schools of this general type have had varied success.

THE constantly increasing consumption of Portland cement in the State makes the above subject of partlcular interest at this time. The increasing demand is due to the rapid settling of the country and the fact that new uses are being found frequently for the above named commercial article. The industry is one that is bound to grow as the population increases, and this being the case, it may be well ,it this time to consider briefly- the matter of the chemical and physical com-position of proper raw materials. A cement mixture is one that contains approximately 75 per cent. carbonate of lime, 15 per cent. Silica, and 5 to 7 per cent. alumina, and iron oxides; the other elements being magnesium carbonate and small quantities of the rarer elements general associated with limestone deposits. It call be readily seen from the above composition that it is possible to build up this mixture from a number of different materials. First.-A rock high in carbonate of lime can be mixed with clay or shale in such proportions as to bring about the desired composition ; the chief difficulty in the building up of such a mixture is that it is hard to find a clay or shale in which the silica-alumina, ratio lies .between 4 to 1 and 3 to 1 and at the same time shows physical characteristics which will make certain its adaptability to the practical manufacture of Portland cement. Very often clays or shales are found which are right chemically but contain large quantities of grit or free silica. Such clays or shale must be ground to extreme fineness in the mixture in order to make the silica and alumina combine with the lime when the mixture is burned. On the other hand, clays or shales are often found that have the proper physical characteristics but in which the amount of alumina, is too great.

Oil and gas activity reached a higher peak in Indiana during 1940 than for any like period during the past decade. Major activity, as during 1939, was in the southwestern part of the state, the Indiana portion of the Eastern Interior Coal Basin, where most of the increase was due to field drilling in previously proven areas. The amount of wildcat drilling was about the same as for 1939. No new fields of any apparent consequence were discovered during the year, with the possible exception of the College pool, in southwest Posey County. Only one well had been completed in this area at the end of the year. About 10 ft. of saturated Aux Vases sandstone was drilled in this well and the initial production was I00 bbl. of oil a day. Other discoveries during the year 1940 include: St. Thomas, in southwestern Knox County, where four McClosky wells, ranging from I00 to 300 bbl. a day initially, were com-pleted; Buff kin, in central Posey County, with 11 oil wells and 5 gas wells completed; and new developments in two old areas —Randolph County (part of the old Trenton field) and Gentryville, northwestern Spencer County, where some oil was found many years ago. The St. Thomas field proved disappoint-ing, with very spotty production from the McClosky horizon of the St. Genevieve limestone at a depth of about 1875 ft. The discovery well flowed 362 bbl. a day ini-tially. At the end of the year the field was pretty well outlined by dry holes and some inside locations were dry. The Buffkin pool also proved spotty, with production from shallow Pennsylvanian sands and from the Basal Pennsylvanian Mansfield sandstone, the latter at a depth of approximately I175 ft., with small production from the Cypress sandstone of Chester age. Oil wells in this pool are small, ranging from 25 to 75 bbl. a day. The Randolph County area, on the east side of the Trenton gas field, showed some promise for a commercial gas field, with four completed gas wells having cumulative initial flows of about 1,200,ooo cu. ft. a day. The area appar-ently was not depleted during the Trenton boom at the turn of the century, since casing pressures are about as high as the virgin pressure in the old field. Elsewhere the pressure has dropped as low as 5 pounds. The Griffin field received most of the drilling during 1940, with 163 completed oil wells. This field now covers about 3200 acres on the Indiana side of the Wabash River and is not as yet completely delimited. It produced the major part of Indiana's oil during the year—a total of 3,594,000 bbl. At the end of 1940, there were 253 producing wells in Griffin. New Harmony had five completions for a total of 24. The Rockport field, in Spencer County, continued to be actively developed and had a total of 45 gas wells and 9 oil wells at the end of the year. Oil in commercial quantities had not been found in the field previous to 1940. Total gas production for the year was 394,470,000 cubic feet. In all, 521 wells were drilled in the state during 1940, as compared to 377 for 1939. Of this number 248 were oil wells, 77 were gas wells and 196 were dry. Divided into

Very encouraging progress has been made ill the develop-ment of the permanent-type well completion which decreases considerable the cost of completions and workovers and aid-in the acquisition of reliable reservoir information at low cost. Completion and remedial operations are performed with tool,; which pass through the well tubing. Perforating and plug-hack operations can be done with the tubing in place and do not require pipe-handling equipment. Because of the many advantages afforded by this method, development work is going forward in anticipation of ultimately being able 10 use it to perform all usual well completion and workover operations. Effort is also being directed to the development of a more permanent type of lift equipment suitable for use with the permanent-type well completion. INTRODUCTION The permanent-type well completion in one in which the tubing and well-head are set in place only once in the life of the well and the completion or remedial work is performed through the tubing with a tubing-type perforator. a retrievable tubing extension. and other wire-line tools. This new type completion has made possible the saving of one to two days' rig time in the completion of each of several hundred wells During the last two years, and use of equipment developed for this type of completion has resulted in a 75 per cent reduction in cost. of certain types of workovers. In addition. the more reliable indication of the commercial value of a reservoir and the more accurate general reservoir information made Possible promise to be of even greater value in oil recovery than the reduction of costs for completions and workovers Recently. several well.. were worked over by using the retrievable tubing extension suspended on a swab line to plug back with cement and then perforating a higher producing interval with the tubing-type perforator, thus opening the way for complete through-the-tubing workovers which may be performed without pipe-handling equipment or mud. Those items attendant to the use of pipe-handling equipment and mud. such as hoard matting rig substructure. and pits. were also eliminated. There are indications that the elimination of drilling mud during completion and workover operations will frequently give increased well productivity, as plugging of the perforation. will not occur. It ii now possible to perforate selectively small sections of the producing interval and to test a well through these sections prior to perforating more interval. The perforating of additional interval will not entail the costly operations of killing the well and pulling tubing, nor will the old or the new perforations be plugged. The productivity of .mall sections of a reservoir and the actual gas-oil or oil-water contacts may now be determined economically under flowing condition.. Selective completions can be made in this manner to delay gas and water problems and bring about maximum oil recovery. At the present time, gas lift appears to offer the greatest potentialities for artificial lift in the permanent-type well com"letion since it can provide full-open tubing to accommodate the through-the-tubing tools and it may be ultimately developed into a fairly permanent type of lift. With precent-day pas-lift equipment. valve or mandrel failure necessitates occacio11al removal of the tubing. thereby reducing to some extent the permanence of the completion. Each day they have become more serious and frequently have caused- the ruin of companies. It is therefore necessary for the engineer to understand the Federal Labor Law, the rights and obligations of companies and of their workmen, and the reasons for conflicts; to keep in mind the expense which may be caused companies; and to endeavor to avoid difficulties as far as possible. Our labor legislation is primarily to protect the workman and the constant tendency of the tribunals, including the Supreme Court of Justice, is to support the work- man in his demands against employer$, even at times granting him more than he asks, with no limit other than the economic capacity of the company to com-

The review by Professor J. C. Jaeger (Chapter 1) briefly summarizes and discusses a select group of papers by various workers dealing primarily with aspects of fracture in brittle rock materials. Professor Jaeger's treatment is primarily concerned with the correlation of phenomenological and theoretical failure criteria with empirical results from short duration tests at ambient temperatures and generally at low lithostatic and interstitial fluid pressures. As engineering rock mechanics becomes more concerned with new techniques of mineral exploration and production at increasingly greater depths in the crust, it is well to be aware of the effect of the environment -that of the superposed stress field upon the lithostatic and interstitial fluid pressure, the temperature and the duration of the loading upon the failure of rocks either by fracture or flow. All results to be discussed here are from laboratory tests on small homogeneous samples, thus caution should be used in the direct extrapolation of these results to large inhomogeneous rock masses having quite different boundary conditions in the earth. The purpose of this supplement is to briefly point out the major effects of these parameters as examined singly, with all others held constant, and to cite some recent results which apply to the main theme on the brittle failure of rocks. The total stress field imposed upon a small volume of porous and permeable rock in the earth's crust may be thought of as the sum of an applied differential stress, plus a lithostatic pressure, plus an interstitial fluid pressure. The differential stress portion may be completely specified by nine components, six shear and three normal. THE growth of domestic requirements for motor fuel has been phe-nomenal, rising year after year in a fashion almost unique among com-modities, resisting depressions and forging rapidly ahead in times of prosperity. Consumption advanced from 226 millions of barrels in 1925 to 522 millions of barrels in 1938; or 130 per cent. The economic influ-ences generating and sustaining this demand are of vital concern to the petroleum industry. The general factors affecting utilization of motor fuel are well known but it is the purpose of this paper to employ the recently developed technique of economic dynamics to describe them mathematically. Such problems in economic analysis are complicated by the freedom of all the variables to fluctuate, their mutual interdependence, changing incidence upon one another, and the nonquantitative character of some of them. Economic quantities and relationships, unlike those of the physical world, are continuously changing and this dynamic characteristic is both a distinguishing and confusing feature in economic research. The com-plexities of the problems require application of the analytical devices of mathematical statistics to uncover the probable relationships between factors. The procedure employed is to formulate a logical relationship linking the dependent to the independent variables, and then simul-taneously, rather than sequentially, determine their separate effects by multiple correlation. This transformation of common knowledge to quantitative terms makes it possible to measure the probable effects of changing conditions upon requirements, assisting in the sound interpreta-tion of economic policies. The utility of the results of such dynamic analysis is in sharp contrast to the sterility of the trends and other simple empiricisms of descriptive statistics. It is not intended in this study to throw light on the reasons why any motor fuel at all is consumed; but to discover relationships explaining why more was consumed at one time than at another. ABOUT three years ago eight standard steels were prepared for the cooperative investigation of methods for oxygen analysis, sponsored by the Iron and Steel Division of the American Institute of Mining and Metallurgical Engineers and by the National Bureau of Standards. A preliminary report of the results was made at the annual meeting of the A.I.M.E. in February, 1936. ? This report showed the reliability of vacuum-fusion methods and further brought out certain advantages of the fractional vacuum-fusion method. The results obtained by the authors with the latter method will be discussed here, with some com-ments on the procedure for those who are interested in determinations of gases in steel. Some additional comments are offered on the use of the polarizing microscope for identifying the inclusions in the steel to check and amplify the findings of the fractional vacuum-fusion analysis. I. INTRODUCTION There is no question that the choice of an appropriate discount rate is a critical element in virtually all business decisions in extractive industries. The standard textbook approach relies on a single overall cost of capital for an entire firm, itself a weighted average of the firm's cost of debt and equity. But a single rate is appropriate only if the commercial risks and financing structures are similar for all projects under consideration. In extractive industries, appropriate discount rates are likely to vary greatly from project to project. Risks of projects differ markedly by mineral, by country in which the project is located, by stage in production, and by position in the project's life. Further, for a variety of institutional reasons, financing structures vary greatly in relation to these same variables and thus the discount rate appropriate to the entire investment and, in particular, to the sponsor's equity investment will vary even more markedly. Failure to select discount rates which reflect these differences can result in extremely distorted decisions. Our interest in this subject results from our ongoing research on alternative ownership and financing structures for large scale extractive ventures in less developed countries where risks to the various participants--the sponsors, the financiers, and the host government--vary dramatically with the different options. Given the magnitude of these differences, a single discount rate for all options is clearly inappropriate. However, there appear to be few guidelines for practicing managers to follow in setting appropriate rates. In this paper, we take a first step in this direction.

Subsidence has occurred in several areas of the upper Gulf Coast region of Texas, although in most cases this is not evident without precise instrumental leveling. As referred to in this report, the region com- prises about 7200 sq miles of the Gulf Coastal Plain and includes all or parts of the following counties: Harris, Fort Bend, Waller, Brazoria, Galveston, Liberty, Chambers, Orange, and Jefferson (Fig. 1 ). A process for recovery of lead and silver from high-grade lead sulfide concentrates by dry chlorination and fused salt electrolysis was developed by Hazen Research, Inc., for Cyprus Metallurgical Processes Corporation (Cymet). A pilot plant was designed to handle mixed sulfide concentrates and to produce high purity lead in a 2,000- ampere capacity fused salt cell. Design of the dry chlorinator and fused salt cell is discussed. Integration of modern chlorine caustic cells for reagent generation was evaluated in the pilot plant program. Also included in the paper will be process chemistry; pilot plant flowsheet, equipment and data: by-product and impurity removal: and scaleup and economic considerations for the process.

For the past two and one-half years, various emission control strategies were jointly developed by the University of Arizona and the Homer City Owners to com- ply with the clean air requirements at its Homer City Power Plant. Some of the available options for the SO2 emission control by the Homer City Owners were:l)cleaning of run-of-mine coal,2) scheduling of mining operations at its captive mines, 3) blending the captive mine coal with externally purchased low sulfur coa1,and 4) placing a partial FGD system. This paper describes two specific emission control strategies developed and implemented. These are: 1) production scheduling at the mining face to minimize sulfur variability, and 2) external purchasing of low sulfur coal for further blending. The main objective of this paper is to share our experiences on implementing the developed strategies. This paper emphasizesthe need for proper mine planning on a short-term basis, if the power plant is to meet the desired objective.
