The study and use of low-carbon manganese steels have been curiously neglected in the general history of developments in alloy steels. Hadfield1 made an extensive study of manganese-iron-carbon alloys about 1886, which culminated in the wide application and use of Hadfield austenitic manganese steel. His alloys were nearly all high in carbon, as compared with the steels discussed in this paper, and he found a marked tendency toward brittleness in the alloys of medium and low manganese content, that is, below 7 per cent. manganese. As a result, there has been a widespread prejudice against the use of manganese steels containing between 1.0 to 3.5 per cent. manganese with comparatively low carbon. Steels of this composition have never been studied adequately in comparison with other alloy steels, and have had litttle use in practice. In a very recent paper by Sir Robert Hadfield2 the following statement appears: 6L... manganese-iron alloys with little or no carbon do not seem to offer any practical employment; they only become valuable in the presence of quite high percentages of carbon, 0.90 to 1.50 percent." The results of the present investigation are so contrary to the findings of Hadfield that the writers feel fully justified in presenting the preliminary report incorporated in this paper. Introduction.—In the year 1885, the writer signed a contract to take charge of the reopening and developing of the celebrated old mines of " El Cerro Rico de Potosi." Two years earlier, an Eng- . lish firm of engineers had made a very glowing report on the property. In the summer of 1885, telegrams arrived from the parties in charge of operations at the mountain, claiming the finding of one of the old veins, with an average richness of over 200 ounces to the ton. In the fall of 1886, the author first personally visited Potosi, but found neither the English report nor the telegram borne out by the facts. After an expenditure of over half a million of dollars and more than three years of continuons hard work, the writer succeeded in unwatering and developing one of the principal old veins of the mountain. This vein, called "Cotamitos," now yields ores of about 75 ounces to the ton, and the old historic mountains of Potosi may be said to have again fairly entered the list of silver-producers. The experience of the author, during his residence in Bolivia, and data obtained from Sr. Don F. Avelino Aramayo, form the basis of this description. POTOSI. Etymology of the Name.—The Quichuá (pronounced Keechna) Indians, known to North American students as the " Incas," although the word "inca" merely signifies ''king," or "chief," of the Quichuás, called the mountain "Sumac-orcko," or the beautiful mountain." Eighty-three years before the discovery of the mountain by the Spaniards, the inca, or king, Huaina Ccapac, travelling from Cantumarca to Calque-Porco, saw the mountain of Potosf and, admiring its grandeur and beauty, said that within its bowels there was, no doubt, much silver. He ordered his vassal* to work the mines. They, having carried their mining implements to the mountain, ascended it and were on the point of commencing work, when they heard a voice of thunder, which said: " Do not take

Daniel C. Jackling's innovative concept for handling low grade ores ushered in a new philosophy of open pit mining. As one of the greatest minemakers of all times he revolutionized major segments of the industry and helped strengthen US defense efforts during World Wars I and II by making possible the tremendous copper supplies from US mines. Many great mining men have since followed in his footsteps with their discoveries of new orebodies or development of new mines. Their brilliance in leadership can also be traced to the coupling of a new idea to the physical nature of the materials in the earth's crust or to the extractive stages of minerals recovery. The minerals industry is now in another era of change and must again devise techniques to meet the challenge. The task is not only to create new exploration techniques and develop new mining methods, but, I believe, to optimally apply new concepts and tools in daily decision-making.

IT is not possible to include in this paper, limited as it is in scope, the many diverse steps toward the reduction of mine accidents that are taken in the mines that produce the nation's coal. Every coal-producing state has enacted laws covering proper mining practices, and the major portion of these are directly related to the safety of the mine employees. The United States Bureau of Mines, the American Institute of Mining and Metallurgical Engineers, The American Mining Congress, a number of national, regional and state organizations, as well as the coal technical press, have covered time and time again all of the "do" and "don't" phases of mine operation that bear on the important question of mine and employee safety. Within the past 15 years The Union Pacific Coal Co. has attempted to put into practice in its mines in southern Wyoming these many good recommendations, finding some value in all, and yet, to secure substantial results, the management found it necessary to resort in the end to what might be referred to as "extra-territorial" methods. It is the writer's purpose to show in this paper that marked and even extraordinary betterment can be brought about when employer and employee work together with due sincerity. In presenting our own experience, one that has been duplicated in so far as results are concerned on numerous other properties, no theory of perfection of management exists; on the other hand, our organization feels that as long as our record of accidents remains as shown by even our latest and best performance we still have far to go. It is the writer's purpose to show in this paper that marked and even extraordinary betterment can be brought about when employer and employee work together with due sincerity. In presenting our own experience, one that has been duplicated in so far as results are concerned on numerous other properties, no theory of perfection of management exists; on the other hand, our organization feels that as long as our record of accidents remains as shown by even our latest and best performance we still have far to go.

IN view of the many articles that have been written on the proper classification of mining systems without so far having produced any particular tangible results it might seem that the subject is hopeless of solution. I do not believe that is so, and my intention in contributing the following outline is to present a slightly different viewpoint. Too much attention is often focused on unnecessary details and not enough on general principles. Too much attention and emphasis is often given to the system employed at one particular mine or in one particular district. In addition, names that are entirely misleading are applied to mining systems, and their adoption by the coming generation perpetuates a condition that needs clarification badly. The following classification is the result of several years of practical experience in mining and also several years' practice in teaching the same subject. It therefore represents a broad picture of the entire field of mining systems from the viewpoint of the miner as well as the teacher. It seems that the difficulty in the past has been in reconciling these two viewpoints. The need of such a reconciliation requires no explanation.

Lead-refining practice at the Bunker Hill differs to some extent from that of other United States refineries using the Parkes process, in that the Bunker Hill has reverted to a custom used years ago of making two kinds of skims, or crusts, in the desilverizing kettles. Also, this was the first refinery to adopt the liquation process for silver skims as developed in Australia. Both of these ideas were brought to the attention of the operator by H. S. J. Sommerset, in the summer of 1924, while he was visiting metallurgical plants in the United States, when he was general superintendent of the Broken Hill Associated Smelters Pty., Ltd., of Port Pirie, South Australia. Since Mr. Sommerset's visit, United States patents on the liquation process have been issued to George Kenneth Williams, of Port Pirie, South Australia. At the Bunker Hill, the lead bullion is conveyed from the blast furnaces to the refinery in brick-lined cast-steel pots, each having a capacity of 5 tons, by a 20-ton electric crane, to which is suspended a Fairbanks-Morse suspension-type scale on which the gross, tare and net weights are obtained. The bullion is poured from the small bullion pots into either one of two kettles of 105 tons capacity, and when a kettle is entirely filled the heavy dross is removed by skimming it into a 5-ton pot suspended by the crane. The crane operator becomes proficient in the manipulation and a kettle is skimmed in a very short time. After the kettle is skimmed clean the bullion is pumped to a kettle of the same size alongside, where the bullion is cooled until it has almost frozen. By using two kettles for the drossing operation, one to accumulate the bullion where the heavy dross is removed, and then pumping to a clean kettle comparatively free of hangings, etc., it is possible to reduce the copper content much lower than if only one kettle is used in the operation. It seems a specially fitting opportunity to present a paper on the alloys of iron and aluminum at the New York meeting of this Institute, owing to the fact that America has, more than any other country, originated and developed the manufacture of cheap aluminum. The Cowles, Castner, and Hall systems have all originated in the ever-busy brain of our cousin across the water. The problem of cheaply producing this valuable metal has been a difficult one, but to the writer it seems that the more arduous the task the greater the delight with which our American friend attempts to overcome the difficulties surrounding it, and the more vim he throws into the work. Another and equally striking proof of this is to be found in the recent appearance of the already wellknown remarkable work, The Mefallurgy of Steel, by Mr. H. M. Howe, of the Institute of Technology, Boston, Mass. It is to be hopel that this Institute will not be slow to recognize by some special mark its appreciation of this signally valuable and original work. The writer has been led to describe the following experiments, believing that so far no full and exact report has yet been presented to this Institute as to the effect of aluminum alloyed or combined with the metal iron. It has been a special object to make the material as far as possible a true alloy or combination of aluminum and iron, with as small quantities as possible of other disturbing ingredients, such as silicon, manganese, etc. In the material described in these experiments, the total amounts of other elements present (sulphur and phosphorus being disregarded as present in such small quantities) do not exceed about 0.5 per cent. Such material may therefore be probably taken as fairly illustrative of the effect of the metal aluminum upon iron. Since completing the experiments the writer

DETERMINATIONS of circulating load in a classifier operating in closed circuit with a grinding mill are usually made from screen analyses of the mill feed and classifier products. The percentage remaining on someone selected screen size must be used in the calculation, and, because of the wide variation in average particle size between the mill feed and classifier overflow, an accurate and representative result at the selected mesh is often difficult to obtain. To overcome this difficulty and reduce the time required in making the determination, I have devised a method which uses the liquid-solid relationship in the circuit rather than screen analyses. The quantities required for the calculation include only the usual dilution and feed tonnage measurements, which should be made regularly in the course of ordinary mill operation and, in addition, the amount of new water added to the classifier, or to the head of the mill with the new feed. If measurements are obtained on both of these quantities it is possible to check the calculated circulating load, and to calculate the percentage of moisture in the new feed to the mill; or, if the latter is known, to check the feed tonnage.

A new center for mining and metallurgical research is developing at Sterling Forest, N. Y., under the auspices of Union Carbide Corp. Here is to be located the Union Carbide Nuclear and Ore Research Laboratories. In truth, history has repeated itself; the Sterling Forest area in the days of the Revolutionary War, and for many years thereafter, was the mining and metallurgical center of the US. For in these Ramapo hills along the New York-New Jersey border, iron ore was mined, pig lion was cast, and the weapons of war and the plowshares of peace were forged. Before embarking on an historical pilgrimage to yesteryear-a brief description of Sterling Forest. Located in Orange County, N. Y., near Tuxedo, immediately north of the New York-New Jersey State line, and just west of the Erie Railroad and the New York State Thruway, Sterling Forest is approximately 35 mi from New York City. Title was acquired in 1956 from the Harriman family by City Investing Co. Its President, Robert W. Dowling, has established himself as a city planner, having conceived such projects as Pittsburgh's Gateway Center and Philadelphia's Penn Center. A unique, self-contained community -is planned that will contain light industry and centers for research and engineering. Colonies of homes will be interspersed throughout the 20,000 acres of forest land, lakes, and rolling hills. Culture will not be neglected, for Sterling Forest will be the new home for the annual Empire State Music Festival The Sterling Forest Gardens, 125 acres of landscaped woodland and streams, will become the "world's largest permanent floral showplace" The Sterling Forest International Research Building was opened earlier this year, and designed to provide all facilities needed by small growth research companies. The first major company to acquire land to construct research buildings at Sterling Forest is Union Carbide. 1763 ... Discovery of iron ore In turning back the pages of history, a fascinating story can be told of special interest to the metallurgist, the mining engineer, and perhaps even the sociologist. For, where new communities are planned today, older communities had been born, matured, and died. In these hills had lived the. iron miners, the blacksmiths, the lumbermen, the masons, and the teamsters that had given America its start in heavy industry. This was the area where the forests were crisscrossed with many wood roads that brought logs to the charcoal pits, and iron ore to the furnaces. Men make history. Our story brings forth many names of men known as ironmasters, or as industrial leaders-Hasenclever, Faesch, Erskine, Townsend, Ryerson, Parrott, Cooper, Hewitt, Jay Cooke, and Harriman. The name Sterling is derived from a Scotch Lord, the Fifth Earl of Stirling (in its earlier spelling). Lord Stirling was one of seven Englishmen granted a patent of land in the Ramapo hills by Queen Anne in 1707, known as the Cheesecock Patent. He sent an agent, Cornelius Board, to America in 1730, with the express purpose of looking for copper deposits. While he found no copper in his travels up and down the Ramapo Valley, he did find iron ore in two localities: first, in the vicinity of what is now Ringwood, N. J.; second, five miles to the north. There he constructed a forge and furnace at the edge of a lake in 1736, naming the land Stirling Property, after his patron. In 1740, the Ogden family in Newark bought land from Board at Ringwood and began smelting of iron in 1741. The Ringwood story Soon, a genius in the person of Peter Hasenclever appeared on the scene. Cobalt sulfate solutions containing ammonium acetate and chloroplatinic acid were reduced by hydrogen in a pyrex-glass lined autoclave in the temperature range of 170o to 232°C and hydrogen partial pressure range of 115 to 830 psia. The reduction rate was directly proportional to the hydrogen partial pressure and surface area of the pyrex glass and was independent of the quantity of chloroplatinic acid added initially. Experiments involving the variation of the relative concentration of ammonium acetate indicated that the reducible cobalt complex was probably the diacetate complex of cobalt, Co(AC)4H20, or a new mononcetate complex Co Ac, which was in solubility equilibrium with a pink precipitate of CO(AC)-4HzO. THE reaction in which a metal is dissolved by an acid to produce gaseous hydrogen and a salt solution was discovered early in the history of chemistry. In 1859 Beketoff found experimentally that this reaction could be reversed; i.e., a salt solution could be reduced by gaseous hydrogen to produce a metal and an acid. A review of work done on this phenomenon since that time may be found elsewhere., The hydrogen reduction of a cobalt salt solution is facilitated by complexing the cobalt ion. An ammonia complex of cobalt has been reduced commercially in the recovery of cobalt metal. A new reducible complex of cobalt was discovered5 when it was found that a co-baltous sulfate solution containing ammonium acetate could be reduced by hydrogen at temperatures in the region of 200°C. When a cobalt sulfate-ammonium acetate solution was heated to a temperature below its normal boiling point, a violet color became apparent, indicating complex formation. The nature of this complex was investigated5 by the addition of NH4Ac to a CoSO4 solution maintained at 85o. During the first additions of NH, Ac, the pH of the solution remained fairly constant at about 5.85. However, as the ratio of NH,Ac to CoSO, approached two, the pH rose and then leveled off at about 6.05. The absorption spectra of a Co(Ac), solution and a CoSO,, NH Ac solution were obtained at 85°C and were compared and found to be the same. These findings suggested that the diacetate complex of cobalt, Co(Ac),.4H20, was formed at 85°C. When a cobalt sulfate-ammonium acetate solution was heated to a temperature above about 165o, a finely divided pink precipitate appeared. The X-ray diffraction pattern of this precipitate indicated that it was Co(Ac), - 4H,O. In addition, it was discovered that when chloroplatinic acid, H,PtCl;, was added initially to the cobalt sulfate-ammonium acetate solution, a faster reduction was obtained. The roles of the solution complex, pink precipitate and chloroplatinic acid in the reduction process were then investigated. APPARATUS The experimental work was carried out in a two-liter stainless-steel autoclave. Adetailed description of the autoclave and the auxiliary equipment used in maintaining constant temperature and pressure may be found elsewhere.= Because the stainless steel was corroded, and also because it acted as a hydrogena-tion catalyst, an all-glass liner was fabricated such that the solution came only into contact with flame-polished pyrex glass. EXPERIMENTAL PROCEDURE The solutions used in the experimental work were prepared by dissolving reagent grade chemicals in distilled water. Although variation of the brand of ammonium acetate appeared to have no effect on the experimental results, CoSO, 7H O from the J. T. Baker Chemical Co. of Phillipsburg, N. J.,was found to give faster reductions than that prepared by Allied Chemical and Dye Corp., N. Y. The former was used throughout the course of the experimental work and was weighed up at the outset of each experiment. The ammonium acetate was dissolved to form a 6M stock solution, which was stored under refrigeration. A 10 pct solution of chloroplatinic acid (J. T. Baker Chemical Co.) was diluted to a 1.15 x 1Q2 M stock solution, which was standardized by precipitation of K,PtCl, as outlined by Scott. The appropriate volume of the chloroplatinic acid, H,PtCl,, solution was pipetted into the clean, dry glass liner. THIS investigation is a part of the United States Bureau of Mines work in conserving the Nation's resources. The isothermal sections presented were developed as a guide to a comprehensive investigation of the properties and fabricating characteristics of copper-base alloys containing manganese and tin. These alloys are being investigated as possible replacements for the commercial bronzes containing substantial quantities of tin. Development of the isothermal sections has, therefore, been limited to the area between 0 to 20 pct Mn and 0 to 25 pct Sn. Since Heusler1 reported the ferromagnetic properties of the Cu-Mn-Sn alloys in 1903, the system has been the subject of several investigations. These studies were largely concerned with correlation of magnetic properties and crystal structure.2-6 Vero,' however, established the solidus surface of the system, between 20 pct Mn and 40 pct Sn, by thermal and microscopic methods. The a, ß, and y solid solutions were also observed by Vero and reported to extend into the interior of the ternary system. For the present study, the annotated diagram of the Cu-Sn system prepared by Raynor' and the Cu-Mn diagram by Dean and coworkers9 were used as the binary borders of the ternary system. Procedure The metals used in this investigation were electrolytic manganese, washed cathode copper, and three-star tin. The manganese, produced at the Boulder City pilot plant of the Bureau of Mines, had a purity of 99.9 pct; the copper contained less than 0.004 pct Bi and 0.001 pct S; the tin contained 0.070 pct Pb, 0.070 pct Sb, 0.050 pct Fe, and 0.065 pct Si. Heats of 1 lb were melted in alundum crucibles with a 3-kw induction furnace. The heats were chill-cast in iron or copper molds to form 6-in. ingots 3/4 in. in diameter. Molds were washed with graphite or zirconia, depending on the manganese content, and preheated to 150°C. The maximum impurity content of any alloy was 0.03 pct Fe, 0.02 pct Si, and 0.02 pct Al; in most cases, they contained less than half this quantity of any of these impurities. Composition of the alloys and their treatment prior to homogenizing are shown in Fig. 1. Designations adjacent to each composition refer to the heat numbers. With a few exceptions, ingots containing 20 pct Sn or less were hot-swaged. These ingots were swaged, after a 24-hr preheat at 650°C, to obtain a total reduction of 70 pct in cross section. Intermittent reheating was necessary, and reductions were limited to either 0.025 or 0.050 in. in diameter per pass. Selection of a 200-hr homogenizing treatment was based on extensive experiments which indicated that virtual equilibrium was reached after 150 hr. Structures were retained by quenching in water. Grain sizes in the specimens homogenized at 350" and 450°C were generally small. These homogenizing treatments were preceded by a 50-hr anneal at 650°C to facilitate phase identification by increasing the grain size in these specimens. The specimens were furnace-cooled from this temperature to the homogenizing temperature, and the heat treatment was continued for the standard 200-hr period. The homogenized samples were bisected to provide an internal section for metallographic examination. Optimum definition of the microstructure was obtained by successive polishing and etching. Quarter-strength ASTM copper reagent No. 13 gave the most satisfactory results.10 Filings from interior sections of the samples were used for diffraction studies. These filings were annealed in evacuated glass tubes at homogenizing temperatures for periods exceeding 50 hr and quenched in water. During this treatment the manganese content was reduced by significant amounts, probably by vaporization. This change in composition was considered in applying the diffraction data, which were used only as a means of identifying phases where the data were consistent with the metallographic evidence. Phase Identification The a solid solution is readily distinguished by the copper-colored, twinned, polyhedral grains, as shown in Fig. 2, and a face-centered cubic X-ray pattern. Tukon indentations, using a 25-g load, indicate a Knoop hardness of 155 for a quenched from 650°C. Using white light developed by a Wratten 78 A filter, the ß grains in etched specimens have a dark brown tint in contrast to the lighter copper-colored grains of the a phase. Knoop hardness values of 284 were obtained for the ß structure in specimens quenched from 650°C. The ß structure was also distinguished from the a phase by its body-centered cubic lattice. The acicular structure appearing in Fig. 3 was evident in several alloys of higher tin content after quenching from either 750' or 650°C. Since a trans-

Solid-state electrochemical measurements by three alternative experimental procedures were made with the cell FeO, Fe3O4 |Zro.85Cao.15O1.85 |Cu| Zr0.85CaO.15O1.85 | FeO, Fe304 to establish the solubility and diffusivity of oxygen in solid copper in the temperature range 800" to 1030°C. The solubility of oxygen in solid copper and the diflusivity of oxygen in solid copper Dgu = 1.7 X 10-2 exp(-16,000/RT) Cm2/sec were determined and confirmed in alternative experiments. The enthalpy of solution of oxygen in solid copper equals —10,000 cal per mole; the partial excess entropy of the oxygen atoms in the Cu-O dilute solution is approximately the same as that found for interstitial atoms in other metals. The diffusivity of oxygen in solid copper is consistent with that expected for an interstitial atom. RELIABLE values for the saturation solubility N(s) and diffusivity DO of oxygen in solid copper have not been unambiguously established in the literature. Following three early determinations by others,1"3 Rhines and Mathewson4 reported that the solubility of oxygen in solid copper increased from 0.007 at. pct 0 at 600°C to about 0.015 pct at 1050°C. Phillips and skinner,, using essentiially the same analytical procedure, reported that the solid solubility increases from 0.0018 at. pct 0 at 550°C to about 0.0075 pct at 1050OC. The only previous value for the diffusivity of oxygen in solid copper was reported by Ransley.6 Ransley deoxidized Cu-Cu2O alloys in an atmosphere of carbon monoxide gas to yield a solubility-diffusivity product. He used the solubility data of Rhines and Mathewson to calculate the diffusivity values. Another method for obtaining the solubility-diffusivity product (N(s) DO) is by measuring the widths of internal-oxidation zones in copper alloys as reported by Verfurth and Rapp.7 However, the calculated N(S)Do products depend upon the alloy content of the specimen, so that the internal oxidation of copper alloys does not follow ideal internal oxidation kinetics. As a result, unequivocal values for the N(s) DO product were not obtained by this procedure. A solid-state coulometric titration technique similar to that employed in this work was introduced by C. Wagner8 to study the dependence on silver activity of the Ag/S ratio in silver sulfide in the temperature range of 160" to 300°C. Similar experiments have been carried out by C. Wagner and co-workers9-11 to study the stoichiometry range of silver and copper tellurides, cuprous sulfide, and cuprous selenide. Numerous authors have carried out electrochemical measurements with a solid oxygen-ion-conducting electrolyte to determine the solubility and/or diffusivity of dissolved oxygen in several liquid metals.12-l6 Rickert and Steiner17,18 have used solid-state electrochemical measurements to determine the diffusivity of oxygen in solid silver from 760" to 900°C. Two different cell geometries were used. In the cell of linear geometry Fe, FeO | ZrO2 + (CaO) | Ag + [0 (dissolved)] [1] oxygen diffused from the interior of the silver electrode to the silver/electrolyte interface where the oxygen activity had been lowered from a fixed initial value to practically zero by the application of voltage to the cell. The diffusivity of oxygen in solid silver was determined from the solution of the diffusion equation and the time dependence of the cell current. However, this determination of the diffusion coefficient depended upon a knowledge of the solubility of oxygen in solid silver. A cylindrical geometry was used for the cell Pt, O2(Po2 = 0.21 atm) | ZrO2 + (CaO) | Ag + [0 (dissolved)] [II] which also allowed the diffusivity of oxygen in solid silver to be determined. These values were in agreement with other available data.l9 Recently, Raleigh20,21 used a method involving the measurement of diffusion-limited currents in a cell involving the AgBr solid electrolyte to determine the diffusion coefficient of silver in Ag-Au alloys at 400°C. Diffusivity values on the order of l0-14 sq cm per sec were measured in the alloy composition range 10 to 60 at. pct Ag in a single experiment. From numerous electrical conductivity and galvanic cell measurements,9'22"26 the solid solution Zr0.85 Ca0.15 O1.85 has been established as an electrolyte with predominant oxygen ion conduction over a wide range of intermediate and high oxygen activities. For interrelating the thermodynamics and the kinetics of the dissolution of oxygen in solid copper in this investigation, a galvanic cell was constructed with FeO-Fe3O4 as the reversible reference electrode, the Zr0.85Ca0.15 O1.85 electrolyte, and a pure copper specimen under-saturated in oxygen as the other electrode. This paper reports the results of studies of the impact properties of quenched and tempered alloy-steel plates as a function of sulfur content. It was found that the impact energy levels decreased continuously as the sulfur content increased and that there was a straight-line relationship between impact energy and sulfur content when plotted on logarithmic coordinates. Cross rolling raised the level of these Lines for transverse tests and lowered the level for logitudinal tests proportionately to the amount of cross rolling. ALTHOUGH it has been generally recognized that, for applications in which notch toughness is critical, the sulfur content of the steels used should be held to a low value, quantitative information on the effect of sulfur on notch toughness has not been available. For such applications, it is a common practice to specify minimum impact values, and in order that these may be met consistently it is important that the steel producer know quantitatively the effect of sulfur on notch toughness so that realistic sulfur content limits can be applied to the steels they produce. In many instances, particularly in flat-rolled products, impact properties are specified in the direction transverse to the principal rolling direction, so that the factors affecting the anisotropy or directionality of impact properties are also of concern to the steel producer. For some applications, furthermore, it is a common practice to increase the sulfur content of steels in order to improve their machinability, and, in such instances, the effect of this practice on notch toughness may often be of concern. This paper reports on an investigation, carried out at Battelle Memorial Institute, designed to furnish this quantitative information on the effect of sulfur on notch toughness and also to furnish further information on the factors affecting the anisotropy of impact properties in wrought heat-treated alloy steels. MATERIALS AND EXPERIMENTAL PROCEDURE The experimental steels were of intended base analysis: 0.30 pct C, 0.80 pct Mn, 0.25 pct Si, 2.5 pct Ni, 0.80 pct Cr, and 0.45 pct Mo. Steels were made with sulfur contents varying from 0.005 to 0.179 pct. The steels were prepared from 600-lb induction-furnace melts. Steels containing 0.020 pct or more sulfur (at meltdown) were melted from a charge of ingot iron (except for one heat): lower-sulfur steels were made from electrolytic iron. The charge consisted of ingot or electrolytic iron, ferrosilicon to give 0.10 pct Si, and ferromanganese to give 0.05 pct Mn. At meltdown, electrolytic nickel, ferromolybdenum, iron phosphide, and pyrite were added followed in sequence by ferrochromium, sili-comanganese, ferrosilicon, and ferromanganese. The slag was then removed and graphite added to give the desired carbon content. Bath temperature was adjusted to 2850°F and, when no other additions were to follow, 2 lb per ton of aluminum was added, immediately before tapping. Compositions of the experimental steels appear in Table I. Analyses are from single determinations, except sulfur which was analyzed in duplicate. A test sample (3 in. in diam by 6 in. long) and a 575-1b ingot were poured from each heat. The test sample was poured in a sand mold; the cooling rates of the test sample and the large ingot were approximately the same. Chemical analysis chips and metal lographic specimens were taken from the test samples. The ingot was 8 in. sq at the base and 9 in. sq at the top. A 5 X 5 X 6-in. sand mold hot top was completely filled in teeming the ingot. After solidification, the mold was stripped from the ingot which cooled to room temperature. Ingots were reheated to 2250"F and rolled to 1.9-in. slabs on a commercial mill. The slabs were box-cooled to room temperature. Sections of the 1.9-in. slabs were heated to 2250°F and rolled on a Battelle laboratory mill according to one of three schedules: 1) rolled straightaway to 0.5-in. plate; 2) rolled straightaway to 1.3-in. thickness, then cross rolled to 0.5-in. plate (29 pct cross rolling); or 3) cross rolled from 1.9-in. to 0.5-in.-thick plate (46 pct cross rolling). The 0.5-in.-straight- or cross-rolled plates were normalized at 1700°F for 1 hr and then water quenched from 1600°F. Plates were then tempered 2 hr at 1240°, 1170°, 1080°, or 860°F to obtain Rockwell C hardness of 25, 30, 35, and 40, respectively. Tempering was followed by quenching to room temperature to avoid temper embrittlement. Slack-quenched plates were isothermally transformed for 26 min at 800°F, quenched, and tempered 2 hr at 1170°F. Pearlitic microstructures were obtained by holding 168 hr at 1200° F, followed by quenching. Charpy V-notch specimens were taken both transverse and longitudinal to the main rolling direction, notched perpendicular to the plate surface, and tested. BIRINGUCCIO was born in Siena in 1480, the son of Paolo and Lucrezia di Bartolommeo Biringuccio.* He was baptized on October 20 of that year with the given names Vannoccio Vincenzio Austino Luca. His father appears to have been an architect, for in 1504 he was paid 600 scudi for his work on the walls of the Communal Palace and at the same time he was superintendent of streets for the city. The course of Biringuccio's life followed closely the checkered fortunes of the Petrucci family of Siena. A warm supporter of Pandolfo Petrucci, Biringuccio did not falter in his allegiance to the family and their party during his lifetime. It was probably to the protection and patronage of this lord that he was indebted for the opportunity to travel widely through Italy and into Germany during his early years and so to lay the foundation for the extensive knowledge of the subjects he was to describe in the Pirotechnia. In 1507, as he himself indicates (p. 48), he was 'in Friuli and. Carnia in northern Italy after having traveled in Germany,, and he also visited the, brass, works in Milan. After returning to Siena; he was sent by Pandolfo to direct the iron mines in near-by Boccheggiano. When Pandolfo died in 1512 (in which year Biringuccio's s father also died), Biringuccio continued to support the Petrucci family in the person of Pandolfo's son, Borghese, who succeeded, to the rule. Under his patronage, Biringuccio was appointed to a post in: the Armoury of the Siena Commune in 1513. In ISIS a popular uprising forced Borghese and his followers, including Biringuccio, to flee from Siena. Biringuccio and the goldsmith Francesco Castori, head of the mint, were accused of having debased the coinage alloy with the knowledge and consent of Borghese. When he failed to appear in 1516 to answer these charges-which may well have been invented by the opposing political faction-Biringuccio was declared a rebel and was exiled as a traitor to the Republic. He then traveled about Italy, was in Rome and Naples, and visited Sicily in 1517.

A MARKED peculiarity of most of the smelting-works of the Far West is the looseness with which accounts of the operations are kept. Indeed, probably over half of the works do not keep any detailed accounts at all, the yearly gross statement of profit or loss being considered sufficient for all purposes. The reasons for this must apparently be sought in the as yet unsettled state of all business relations, and in the deplorable fact that only in isolated cases educated metallurgists are in charge of the smelting-works. Continual and regular assays of the ores, by-products, and slags, are almost unknown, so that it is impracticable to ascertain, even approximately, the losses in the smelting processes. Of cases where regular accounts are kept of the quantities of ore smelted, of the composition of charges, and of the fuel consumed, I know only two or three. Under these circumstances it is extremely difficult to collect figures which cover the operations for a considerable length of time, and which are so valuable for the metallurgist, who wishes to get an insight into the economy of smelting operations, as shown by practice. Figures obtained by personal observation, which can of course cover only the brief space of the visit of the travelling metallurgist, must, therefore, be made to replace the more valuable data. The writer has had occasion, during the last and the preceding summer, to visit the larger number of the Western lead-smelting works, and offers, in the following pages, such data relating to the economy of lead-smelting in the blast furnace at various works, as he has been able to obtain. The only object in doing so is to place these figures on record, so that they may be from time to time supplemented with other data, which are now wanting. I. EUREKA CONSOLIDATED COMPANY'S SMELTING-WORKS. These works smelt the ores from the mines of the same company on Ruby Hill, Eureka, Nevada. The supply is almost unlimited,

The only technical session on Thursday was a continuation of the Symposium on Pyrometry. The members not attending the symposium -made the trip to La Salle. They were welcomed by the Mayor, to whose speech Major Arthur S. Dwight briefly responded. After luncheon the party divided and was taken by automobile to the various chosen points of interest, such as the cement works, the various zinc smelters, the coal mines, and underground cement-rock mines, where underground steam shovels were operating, etc. A special scenic trip was arranged for the ladies. The party returned by special train to Chicago, arriving at 7:30. Those desiring to visit the coal mines at Franklin and Macoupin Coun-ties left by train that evening on a special car for Benton, and were piloted through the field by Mr. Putnam, superintendent of the Old Ben Coal Corpn., Mr. Carroll, assistant general superintendent of the Chicago, Wilmington & Franklin Coal Co., and Carl Scholz, general manager of the Vallier Coal Co. Through the courtesy of the various railroads the visitors were furnished a special coach which took them to the various mines with the least delay and enabled them to see more than would be otherwise possible. Mines 8 and 9 of the Old Ben Coal Corpn., at West Frankfort, were first visited; thence the party proceeded to Orient mine of the Chicago; Wilmington & Franklin Coal Co., where luncheon was served, and then proceeded to Vallier, where both the top and the under-ground workings were inspected. The party returned to. Benton and from there proceeded in automobiles to inspect the washery plant of the United States Fuel Co. at that point; and boarded the train reaching Chicago Saturday morning. Several left Benton for their homes without returning to Chicago.

Coal-oil mixture (COM) combustion technology is regarded by the US Department of Energy (DOE) as near term and Potentially applicable to existing utility and industrial steam generators and for injection into blast furnaces. From work done previously, it has been established that COM can be burned in existing boilers and blast furnaces. Therefore, the issues being addressed by the current DOE program are: (1) determination of best available technology to achieve environmentally acceptable long-term reliable operation and (2) determination of applications for which COM can be utilized economically. Some of the technological options have begun to be determined by projects already under way. However, many projects are still in the early stages of development.
