IN CYANIDE milling, little attention has been paid to the effect of the viscosity of the mill solution on the extraction speed. The viscosity of the solution varies with the amount of dissolved salts present as impurities. These salts build up to a maximum depending on the character of the ore, the grade of cyanide used, the lime and salts added, and the impurities originally in the water. The viscosity will change from month to month and week to week as these factors vary; and that this variation affects the extraction is unquestioned, although methods for calculating it are lacking. The character of the ore is probably the most important of the four factors, as the amount of minerals present that are soluble in cyanide solution will vary constantly, and each variation affects the viscosity of the mill solution. When the cyanide consumption increases as the character of the ore changes, the viscosity of the solution will increase and the extraction will decrease, for the cyanide consumption is usually a measure of the impurities dissolved from the ore. In other words, as the difference between the total and free cyanide increases the extraction will decrease, other factors remaining constant.

The meeting of the Institute at St. Louis brought together many members of the Women's Auxiliary, and Mrs. Philip N. Moore, who was nominated as the Director for the St. Louis Section, took the occasion formally to inaugurate the organization in that district. A meeting was held at the Planters Hotel, anti after discussion as to, the aims and objects of the. Auxiliary, officers were nominated for the' Section; the meeting then adjourned for two days, to he resumed in Joplin.. Here a very successful meeting was held, at which the Vice-Chairman, Secretary, and Treasurer were elected. A great deal of interest was arouse under the able directorship of Mrs. Moore the St. Louis Section is likely to become a large and active organization. The president of the Women's Auxiliary, in opening the meetings, told the ladies present of the inauguration of-the-Society in February, 1917, and of the work which had been accomplished up to date. She told how the Society devotes itself to patriotic and humanitarian work along lines acceptable and interesting to the Mining Engineer, standing always alongside and behind the men of the profession. The Central Welfare Committee of the organization has three Sub-Committees: Foreign Relief, Emergency, and Americanization, and under one or other of those heads most of the work of the' Society has been done. Mr. Hoover was responsible for the inception of the Foreign Relief Committee, as its first work was the collection of funds for the supplementary meals for the Belgian Children. Under the energetic administration of Mrs. H. Knox, this sub-committee raised $12,100 in the period between the February meeting and the Declaration of war by the United States, when our government took over the entire duty of feeding starving Belgium. The organization of the Belgian Relief Committee, as it was styled, still remains, but the members are now asked to take up the question of relief in France. The President, Mrs. S. J. Jennings suggested at the St. Louis meetings that one way of working for the foreign relief alight be that all the members of the Auxiliary should, during the period of the war, forego all giving' and receiving of Christmas presents, except those they have been accustomed to give to the poor or in charity, and those they would give to the men in the services of the United States; that the money usually spent on the Christmas gifts should be put into a fund to be sent abroad for the fatherless children of France, as a gift from the families of the Institute. A good deal of discussion followed this proposal, as some of the ladies felt that children should have their Christmas gifts as usual. The Director of the Section emphasized the truth that the Christmas spirit was the .spirit of giving and sacrifice, and that no sacri-

Report of the Secretary TO THE BOARD OF DIRECTORS OF THE AMERICAN INSTITUTE OF MINING AND METALLURGICAL ENGINEERS Gentlemen:-To a Board of Directors keeping in as close touch with all of the affairs under their care as do the Board of Directors of the A. I. M. E., through their monthly meetings, a report of the year's progress is almost superfluous. To the members who read the monthly reports of. the Board Meetings and of the various activities of the Institute as published each month, a yearly report cannot carry much fresh information; yet for both it may be well, as is the custom, to glance over the field of our activities during the past year, and to make an estimate for the year to come. The beginning of 1924 was not propitious for the members of the mining profession, though tonnage production for 1923 had been high and the gross value higher than for several years. The margin of profit had been narrow, prospecting and development were limited, and many of our members were unemployed, or were working in other industries. Toward the end of the year, higher metal, prices were in sight. Old-time optimism began to grow, and it now brightens the outlook for 1925. An excellent barometer of the prosperity of the industry, and that of the Institute, for they go hand in hand, is the work of our Employment Bureau. During the past few months, the percentage of our members for whom openings have been found has been increasing to a marked extent, and many members who had fallen in arrears are placing themselves in good standing. The number of new members joining has remained about as it was in 1922 and 1923. The Directors have reason to congratulate themselves on the interest maintained during a dull period, for it is not humanly possible to take a keen interest in the technology of an industry when our hands and minds are not actively engaged in it Now, with a much brighter outlook, we can look forward to a year of increasing prosperity for the industry and for the Institute.

As already announced, the Arizona Meeting of the Institute is to be held from the 18th to the "25th of September. There will be a special train from New York City to Arizona and return, to take members and guests of the Institute to the meeting., The Committee in charge consists of Walter Douglas, Chairman, Cleveland E. Dodge, John C. Greenway, Arthur S. Dwight and Julius Kruttschnitt, Jr., and while the plans of this Committee are not complete, it may he announced that 'the train will be run with the requisite number of Pullman, dining and baggage cars to accommodate those who desire to go, which will accompany the party during the entire week of the Arizona Meeting as per the following program, including, of course, the visit to the Grand Canyon. It is especially desirable that the Committee should know, at as early a date as possible, the number of those who desire to make the trip; and those who desire special accommodations such as drawing rooms, state rooms, etc., are especially requested to communicate as soon as possible with the Secretary of the Institute, stating the number in their party.

IT will hardly be worth while to spend time over the discovery of this mine, how lumps of galena, were picked up and brought to town, and how legends were told of an old mine from which Revolutionary bullets were made. This is an entirely new mine, with no evidences of former or ancient workings in its immediate vicinity to guide or attract the prospector. The first pit was opened in May, 1874. In August I made a visit to this pit, which was 6 feet wide in the northwest direction, 12 feet long north 80° east, and 6 feet deep. About 4 tons of a galena carrying gray copper, siderite, and quartz, had been taken fron this pit. The lumps were all of them evidently float specimens, and varied from 8 to 12 inches thick, and showed very distinct indica- * An abstract of this paper was kindly presented by Dr. T. In these times of sharp rivalry, both as to price and quality, among the makers and venders of engineering explosives, it is often desirable to be able to determine the relative energy or value of the various explosives offered for sale, in order to purchase intelligently ; or, having contracted for a large amount of an explosive of a certain standard quality, to be able to ascertain if the manufacturer keeps his product up to the specified standard. The simple and inexpensive apparatus described below was devised by the writer while engaged on the improvement of the Tennessee River, at MuscleShoals, under the direction of' Major W. R. King, U. S. Engineers, in the summer of 1879. It answered the purpose so well that it is thought that a brief account of it may be of interest to other engineers. It consisted, essentially, of an old blacksmith's anvil and a common striking hammer, such as is used for driving rock-drills. The anvil was placed face downward on solid, level ground. In what was then the top of it, a vertical hole, one and one-fourth inch in diameter and about one arid three-fourths inch deep, was made with a ratchetdrill. The surface of the anvil immediately around the drill-hole was made as true and smooth as possible with a file. Next, a new striking-hammer, weighing nine pounds, with a turned and true face, was selected ; and a handle, eleven feet long and about one and a half inches in diameter, was fitted into it so that it

LONG regarded as nearly worked out, the anthracite region still shows promise of a hundred years of life, for means are being found to get bottom, top, pillar, and other coal that earlier generations disregarded as too expensive to mine. Rock drivages and, still more, machinery are making it possible to get such coal. Mechanical methods enable the owner of thin beds to mine these with profit, and the miner recognizes that he must permit the use of machinery or the inexorable laws of economics will deny him opportunity to work. E. L. Dana, Jr., well outlines this situation, which in the past year became definitely established. Stripping also is recovering, safely and inexpensively, coal that past generations regarded as too hazardous and costly for mining.

The region of metallic ore deposits in northern Chile, southern Peru, western Bolivia, and northwestern Argentina occurs in arid zones at altitudes as high as 6 km (19,700 ft). Because surface water supplies are meager, new mines require unexploited sources of water. Prolific ground water aquifers occur in salar basins in this region of the Andean Highlands. Exploration water wells have been constructed and aquifer characteristics have been tested in eight salar basins. Results indicate ground water quality is good. Aquifer transmissivity and storage computed from results of pumping tests indicate maximum capacities of more than 170 L/sec (2700 gpm) for individual production water wells. Results of investigations conducted by the authors demonstrate that ground water reservoirs in the Andean Highlands comprise a source of large quantities of water for the mineral industry.

Man's material advance from one level of civilization to the next has involved the development of new, more useful tools and the utilization of energy greater than he alone could produce. These two essentials for material progress have developed at an ever increasing rate in the last century. While the first really successful use of mechanical energy derived from burning fuel was in James Watt's steam engine which pumped water from coal mines in Cornwall about 1770, there was still very little use of mechanical energy in mining by 1900 except for pumping and hoisting. Compressed air, having some of the characteristics of steam and which operated engines not unlike steam engines or steam hammers, powered the first attempts to mine coal with energy greater than human muscle could provide. When direct current-powered traction cars replaced horse-drawn transportation cars on city streets, it was natural that direct current locomotives should begin to replace animal and human power in mine haulage. Slowly, trolley and battery locomotives were developed and introduced. With d-c systems being established for haulage, it was natural that improved cutting machines should be developed and powered by d-c motors. Thus began the years of

IN order to understand how alloying elements influence hardenability through their effect on the rate of pearlite nucleation, it is advantageous to use a model to describe the mechanism of pearlite nucleation. The model which currently is most widely accepted has been described, among others, by Mehl et a1.1-3 and by Hultgren.4 Pearlite nucleation involves both the nucleation of ferrite and cementite.4,5 Cementite nucleates first, followed rapidly by the formation of ferrite at the cementite-austenite interface. The conclusion that cementite is the first phase to form during the process of pearlite nucleation is based, in part, on the observation that proeutectoid cementite is continuous with pearlitic cementite and that the orientation relationship between proeutectoid ferrite and austenite is not the same as that between pearlitic: ferrite and austenite.6,7 Recently, Smith" has suggested that the dissimilarity in orientation relations, instead of indicating the pearlite nucleation sequence, may be evidence that pearlite is nucleated in a grain adjacent to the one in which it is growing. Also, Modin9 as shown that ferrite in pearlite may be continuous with proeutectoid ferrite, and he has also shown that proeutectoid cementite is not always continuous with pearlitic cementite. Thus, it appears that the conclusion that cementite always initiates the pearlite nucleation process is open to serious question. The author believes that important evidence on the question of how pearlite is nucleated exists in the rates of pearlite nucleation of different steels. The following is a review and analysis of this evidence. If the nucleation of pearlite is considered as requiring the nucleation of both cementite and ferrite, then the time to nucleate pearlite consists of the time to nucleate the first phase to form, plus the time to nucleate the second phase at the advancing interface of the first. In the absence of a visible proeutectoid constituent, the second phase must be nucleated very soon after the first. If cementite is the first phase to form, the time to nucleate pearlite will be approximately equal to the time to nucleate cementite. Since the nucleation rate of a phase precipitating from solid solution increases with the degree of supersaturation, it would be expected that the rate of pearlite nucleation should increase with increasing carbon content. Digges10 has shown that the reverse is true. He determined the quenching velocity necessary to suppress pearlite formation in plain carbon steels as a function of carbon content. His results showed that pearlite formation could be suppressed with lower quenching velocities as the carbon content of the steel increased, at least up to 1.25 pct C, the highest carbon content he studied. Thus, it would appear that in plain carbon steels, in which pearlite is formed at the nose of the C-curve, the hypothesis that cementite nucleates first does not predict the observed change in nucleation rate. The validity of the current model of pearlite nucleation may be tested also by determining whether or not it predicts the relative influence of alloying elements on the nucleation of ferrite and pearlite. This can be done best by a consideration of the changes in a TTT diagram produced by a change in alloy content. Hultgren4 suggests that the general shape of a TTT diagram, as well as what constituents will form from austenite, can be predicted from the relative nucleation rates of ferrite and cementite. This is illustrated in the schematic diagram for a hypoeutectoid low alloy or plain carbon steel shown in Fig. 1. The C-curves for ferrite nucleation and for cementite nucleation are represented by AA' and CC', respectively, and the start of ferrite formation and pearlite formation are represented by AX and BC respectively. Adopting the current theory, Hultgren suggests that between X and C pearlite forms directly from austenite, since cementite nucleates more rapidly than ferrite in this temperature range. Conversely, at temperatures above Tx, ferrite is the first to nucleate and proeutectoid ferrite is formed. As proeutectoid ferrite grows, austenite becomes enriched in carbon, so that the cementite nucleation rate is increased. As a result, pearlite nucleation above temperature Tx is accelerated, beginning along BX and not along C'X. Temperature T, represents the temperature at which the nucleation rate of ferrite equals that of cementite. By extending this type of reasoning, using the principle that the nucleation rates of ferrite and cementite increase with increasing supersaturation of austenite with respect to these phases, it should be possible to predict the influence of carbon content on the shape of the isothermal transformation diagram. For a slightly higher carbon content than that of Fig. 1, the curve A A' representing the beginning of ferrite formation should be moved to the right, whereas the curve CC' representing the beginning of cementite formation should be moved to the left. For hypoeutectoid plain carbon and low alloy steels, this prediction does not agree with existing data. Instead, as the carbon content is increased, the pearlite curve moves to the right along with the ferrite curve and always appears to join it tangen-tially. This behavior is demonstrated by the TTT-curves of a series of manganese steels" shown in Fig. 2. In this figure, TTT-curves for four alloys containing 0.20, 0.40, 0.60, and 1.20 pct C are superimposed. The curves are identified in the figure legend. The letters F, P, and C are used to indicate the start of ferrite, pearlite, and cementite formation, respectively. In these steels, it appears that the nucleation of ferrite and of pearlite are related processes. As a result of the foregoing evidence, it is proposed that the formation of pearlite be considered as follows: Either ferrite or cementite may nucleate from austenite, then grow until the remaining phase is nucleated at the interface between the growing phase and austenite. (The growth of the first phase to form is assumed to be accompanied by a composition change in the adjoining austenite.) MINE fires are always dangerous and are frequently accompanied by loss of life during the period of confusion which is apt to follow their discovery. In metal mines, fires may result from the accidental ignition of some combustible material, or they may be of spontaneous origin resulting from the rapid decomposition of sulphide. They occur frequently enough to demonstrate the need of some special equipment and a general plan for controlling them, in addition to measures for their prevention. Nearly all the large copper mines have had fires, and the methods of fighting them have been well described in recent papers, notably-by C. L. Berrien,1 R.. E. Tally,2 and others in discussion. The Copper Queen mine has many shafts, which are connected by underground workings. The deeper parts are ventilated by fans, but in the shallower portions natural ventilation through numerous connecting raises or shafts is sufficient. There have been several fires in the past few years, of which all are extinguished but one, and that is under control. These notes cover particularly the preparations that are being made-to check a new fire, partially or temporarily, and to facilitate the escape of workmen in the interval before a definite plan of fighting it can be established. A fire may occur in a shaft or station, or in some working father away. In case of fire in an upcast shaft, the gas would escape to the surface and the immediate result would probably not be dangerous to workmen, as they could escape by other shafts. In a downcast shaft, however, the gas would be distributed very rapidly throughout a large portion of the mine, and men might easily be trapped and asphyxiated. A fire in mine workings, drift, raise, or stope, would be dangerous in a degree, but the draft there is likely to be less strong than in a shaft and probably a smaller area would be invaded by the fire gases.

Geophysical prospecting for ore has been more or less at a standstill during the present crisis owing to the lack of interest in base-metal exploration. A notable exception is the increased use of electrical and magnetic methods in prospecting for gold, the former in Canada, United States, Sumatra, Africa and Western Australia, and the latter on the Rand. This application to gold prospecting marks a forward step in ore prospecting because it is based upon mapping the geology instead of a direct location of the ore in question, as the amount of gold in an average gold ore is far too small to have any influence upon the physical properties of the rock in which it occurs. The development has thus gone in the same direction as geophysical prospecting for oil; that is, to find geological conditions that are genetically connected with the gold ore as exemplified by known occurrences. Naturally the success of this indirect prospecting depends upon two things: (1) the soundness of the geological conclusions upon which is based the hope of discovering new deposits, because a great many geological "set-ups" are barren, and (2) the ability of geophysical methods to help the geologist to collect the pertinent geological data within reasonable cost, after which favorable structures may be drilled or trenched. The first point is one to be considered by the mining geologist. In the vicinity of producing mines or promising prospects, the chances of finding ore in quartz veins and shear zones are great, and a survey giving the location of these features will materially guide both surface and underground exploration. Even in outside exploration the chances are sometimes favorable. As an example may be taken the Northeastern Ontario-Western Quebec gold zone. Large areas are here covered with glacial and post-glacial deposits and a simple study of available maps reveals the fact that less than 30 per cent of the area can ever be even preliminarily prospected by cominonly used prospecting methods, of which the pick and shovel are the main tools. Edward S. Simpson, Perth, Western Australia (communication to the Secretary): In 1896 the East Coolgardie gold-field was divided into three fields, viz. : Area, square miles. Officia1 Centers. (1) East Coolgardie,. . 634 Kalgoorlie. (2) Broad Arrow,. , 588 Kurawa. (3) Northeast Coolgardie,. 22,960 Kanowna. The whole of the area embraced by the eastern gold-fields is covered with late Tertiary sands and gravel, with occasional beds of clay shales. These mostly overlay granite which occasionally shows through in small round hills. At Coolgardie, Kalgoorlie and other mining centers, belts of diorite, serpentine and highly metamorphosed sedimentary rocks appear on the surface. The rainfall at Kalgoorlie in 1897 was 4.75 inches. That the climate has not always been so arid is evidenced by the recent discovery at Coolgardie (only twenty-five miles away) in the late Tertiary formations of a thick bed of brown coal, containing numerous fossil fern-leaves. As assayer and mineralogist to the Government of Western Australia I have had occasion to examine a large amount of the Kalgoorlie ores, both in Perth and at the mines at Boulder itself. The work of an engineer is to direct natural forces so that the: bring about the results that he wishes to secure. Heretofore he ha concerned himself chiefly with physical forces and inanimate objects until he has secured a truly marvelous degree of control over them The great problem of the present age is to secure a like degree of know1 edge and control of the human factor. Progress has already been made along this line, but it is only a beginning. Wilhelm Ostwald says tha scientific knowledge enables a man to be a true prophet; but it must be remembered that a good many people do not seem to be able to main tain a high average in prophecy. In short, 'the average of knowledge is not equal to the average needs of the present time, but continually fails to keep pace with it. It has been aptly said that the really essentia need of the period is for more brains; if we only had sufficient knowledg and sagacity we could not only solve all difficulties, but prevent then from arising. This generalization holds good for an industrial organization. Th most vital need of the management is for more brains. The logica course for an engineer in charge of an industrial organization is, therefore to direct whatever forces may be at his command toward the development training, and guiding of all the brains in his organization. This is easie said than done, for it involves the carrying on toward two objective: the maximum of productive work, and the development of the individual who perform it. This is essentially like the rebuilding and enlarging of plant, keeping it in full operation the while. On the other hand, if th aim is merely for maximum production from an organization, withou offering opportunity for development, the final outcome will necessari be like that of a plant that is driven at full capacity without stoppin for repairs or improvements; it eventually becomes so run down th either a complete rebuilding is necessary or else it has to be abandone

A few years ago, the writer encountered a problem that, at first, seemed to be due to peculiar conditions affecting grain growth. Large cups made from heavy metal failed in the first drawing operation in the process of making seamless tubes. The metal, as cast, appeared to be sound and strong; it rolled successfully and withstood the first cupping operation, but on the first draw it failed, with a crystalline fracture. The failure appeared in the slightly worked part of the bottom of the cup, and microscopic examination revealed exceptionally large grains. Knowing the general conditions governing recrystallization of brass, which were later published by Mathewson and Phillipsll an investigation was outlined with the idea of including various conditions under which new grains might form, and which would include the effect that a previous anneal might have upon the anneal following. These conditions were produced by annealing specimens of brass at five different temperatures, indenting them with a 10-mm. ball under four different pressures, and then reannealing at each of the five temperatures five specimens each of which had been annealed at one of the five temperatures. Preparation of Specimens The material used was cartridge brass 0.400 in. thick, having the following composition: Copper 66.60 per. cent., zinc 33.35 per cent., lead 0.02 per cent., iron 0.03 per cent. This was rolled with 35 per cent. reduction after a 700" C. anneal. Fig. 1 shows the structure of this original bar on which all subsequent anneals were made. Pieces 1 in. (2.5 cm.) wide and 3 in. long were prepared and annealed for 1/2 hr. at 450°, 550°, 650°, '750°, and 850" C. Each of these pieces are indented under the Brinell test with a 10-mm. ball at 500, 1000, 2000, and 3000 kg. pressure. Then, sets of five pieces from each of the original anneals were reannealed at 450°, 550°, 650°, 750°, and 850" C.

There have been no publications of the deformation and recrystallization orientations of the metal beryllium, yet pronounced textures would certainly be anticipated since it is close-packed hexagonal in structure. Having an axial ratio approximately that of magnesium, beryllium probably deforms by nearly the same slip and twinning mechanisms that operate in magnesium, and the textures are likely to be similar or but slightly different from the magnesium textures. In the tests reported below this is found to be the case; the textures are found to differ from those of magnesium only in the details of the scatter from the average orientation. This report covers not only samples rolled at room temperature, but some rolled at elevated temperatures. Since magnesium has been suspected by some investigators of altering its crystallo-graphic deformation mechanism at elevated temperatures, it was considered possible that beryllium might do so and alter its textures accordingly. No pronounced alterations were found, however. Unfortunately, the theory of deformation textures is not in a state of development that permits one to deduce the deformation mechanism from a knowledge of the textures, which means that the similarity of textures at different rolling temperatures, reported here, cannot be taken as definite evidence that the deformation mechanism is actually the same at all temperatures. The general similarity of the deformation textures of magnesium and beryllium also extend to the recrystallization textures of the two metals, judging by the pole figures for recrystallized sheet presented in this report. Samples were prepared in the form of composite sheets made up of small pieces stacked in a pile. Each piece was trimmed with scissors so that an edge was parallel to the rolling direction, dipped in paraffin, and assembled into the pack by aligning it under the cross hair of a microscope. As the desired orientation was obtained on each piece it was secured in place by touching with a hot wire to melt the paraffin. A stack of ten or fifteen pieces was built up in this way, then trimmed to the shape of a T; the portion to be X rayed was then etched to the shape of a wire about 0.045 in. diam with 6N HCl. This method of shaping the sample is a modification of that used by Bakarian on magnesium.' The absorption of the rays in the sample was so slight that it caused no difficulty in interpreting the films. Exposures were made with a 0.030 in. diam pinhole, using molybdenum radiation (40 kv, 25 ma, Type A film at 5 cm, 2 to 3 hr exposures). With the recrystallized specimens it was found necessary to oscillate the specimen so as to reduce the spottiness of the lines. A range of oscillation of 5" was SUB- cient to produce reasonably satisfactory patterns, though the quality was somewhat inferior to that of the deformation texture patterns, and only two degrees of intensity were read from the arcs on the films. Typical photo-grams for each of the deformation textures and the recrystallization texture are assembled in Fig 1. The pole figures were plotted in the usual way with the intensity of the various portions of the diffraction rings estimated by eye. Seven to nine films were made of each sample and each was carefully read in plotting the pole figures. Typical series included exposures with the beam normal to the rolling direction and at 11, 26, 41, 56 and 71" to the cross direction, plus two exposures with the beam normal to the cross direction, and at 11 and 79" respectively to the rolling direction. The rolling was in each case considered sufficient to develop the final texture: the reduction by cold rolling was 84 pct (from 0.0045 to 0.0007 in. thickness), following prior hot rolling in longitudinal and transverse directions and recrystallization; the reduction by hot rolling at 800°C was 90 pct (0.010 to 0.001 in.), following similar prior treatment; the reduction by rolling at 350°C was 88 pct (from 0.005 to 0.0006 in.) after similar prior treatment. The recrystallization texture was determined on a sample rolled at 350" to a reduction of 88 pct (0.0165 to 0.002 in.) after similar prior treatment, then mounted between steel strips to keep it flat and annealed at 700" in an atmosphere of argon. AT the annual meeting of this Institute held two years ago a new method, of estimating the grindability of coal was described, based on experimental work carried on by the Bureau of Mines at its Northwest Experiment Station. Since that time, several organizations concerned with the testing or utilization of coal as pulverized fuel have adopted and used the method in determining the grindability of several hundred samples of coal. In addition, a series of comparative tests of this method and three others has been carried out in five laboratories under the auspices of Committee D-5 of the American Society for Testing Materials. As a result the Committee has recommended that the Bureau of Mines method, designated as the "ball-mill method," and the Hardgrove method2, previously advanced, be accepted as tentative standards3. Since the ball-mill method was originally developed and published, an opportunity has been presented to apply it to a larger number of coals and to study intensively some of the principles upon which the method is based. This paper presents a resume of these further studies and includes a comparison with the Hardgrove-machine method. Trial runs were also made with another procedure recently proposed-the C.I.T. roll-test method4.

The labor policy of the Standard Oil Co. (New Jersey) is founded first of all on paying at least the prevailing scale of wages for similar work in the community; on the eight-hour day at the refinery, with time and one-half for overtime; one day's rest in seven; sanitary and up-to-date working conditions; just treatment assured each employee; opportunity for training and advancement; payment of accident benefits beyond the amount prescribed by the State compensation law; health supervision by a competent medical staff; payment of sickness benefits after one year's service; coöperation with employees in promoting thrift and better social and housing. conditions; and assurance of a generous annuity at the age of 65, guaranteed for life after 20 years of service. Most of these features have been a part of the company's policy for many years, but it is only during the past two years that the cooperation of employees in determining these matters has been definitely assured through industrial representation. Industrial representation, in the Standard Oil Co. (N. J.), is a principle rather than a procedure. It is built upon the belief that personal association of those interested in any problem leads to a mutual understanding and a fair decision as to what is right. Fully believing in this principle, representatives of employees and representatives of management evolved a simple plan, the basis of which is that it gives every individual employee representation at joint conferences on problems and fundamental principles affecting all those interested in the industry. It is based on cooperation, not antagonism; its operation makes perfectly clear both to management and to employees that their interests are identical, and not at variance with the interests of the stockholders, and that mutual understanding and cooperation insure progress and success for all. Furthermore, experience has definitely shown that representatives of the employees are not only alert for the employees' interests but are as keen as the representatives of the management in determining and insisting upon fairness to the employer.
